Dollar Tree Coming to Rainsville

FORT PAYNE, Ala. — The DeKalb County Commission held their regularly scheduled meeting on Tuesday, August 13. To start the meeting, the Commission proclaimed August 13, 2019 as Luther and Billie Townson Day in honor of the couples 71st Wedding Anniversary, The couple began dating September 1947 and married July 4, 1948. Billie met Luther at a party on Sand Mountain. They lived in Flat Rock, Ala. for most of their lives and moved to Fort Payne around ten years ago, When the couple was asked what they believed
the keys to their successful marriage were, both agreed, “they stayed true to their vows and trust in the good Lord.� DeKalb County Superintendent Dr. Jason Barnett and DeKalb County Sheriff Nick Welden gave the Commission a brief overview regarding school safety. Barnett explained that safety was a priority for the DeKalb County Board of Education. Construction will be finished within six weeks to secure the perimeter of all the campuses. This will include a vestibule to direct visitors to a

By Marla Jones, Managing Editor RAINSVILLE, Ala. — Work is scheduled to begin soon on a new location for Dollar Tree in Rainsville. It will use the space formerly occupied by Kilgore Drugs and Rite Aid Pharmacy. According to building owner Lotha Kilgore, Dollar Tree will update the building and should be open within the next few months. The site is set to be one of the company’s largest stores at over 11,000 square feet. “I’m excited to land a long-term lease with Dollar
Tree,� said Kilgore. “[Especially] being a dollar shopper, myself.� “Anytime that you have something that coming to your community, it’s a positive,� said Rainsville Mayor Rodger Lingerfelt. “There’s a lot of people who shop at [Dollar Tree] so I think it’s an absolute positive for something like to come [to Rainsville].� Dollar Tree, formerly known as Only $1.00, is a chain of discount variety stores who specialize in items that are sold for $1 or less. It is a Fortune 500 company based in Chesapeake, Va. with over 14,000 locations across North America.

DSCO Conducts 'Back to School' Saturation

FORT PAYNE, Ala. — From the Office of DeKalb County Sheriff Nick Welden: On Tuesday, Deputies with the DeKalb County Sheriff’s Office and Sheriff’s Office Drug Task Force, Troopers, and Officers with the Henagar and Powell Police Departments
conducted a ‘Back to School’ saturation operation. The purpose of the operation was to take as many dangerous drivers and narcotics offenders off our roadways before local children started school on Wednesday. During the operation, a suspect fled deputies on Pine Drive in Henagar at approxi-
mately 2 pm. A female suspect, Tiffany Crow (27 of Henagar), was captured after the pursuit. A male subject escaped on foot after the vehicle was abandoned in a field behind a residence. Charges on the suspect who escaped may be pending after positive identification. Crow received
charges of Possession of Controlled Substance (x2) and Possession of Drug Paraphernalia. Later in the evening, another suspect led deputies on a short pursuit on County Road 134 (near Henagar). Johnny Ray Elkins (28 of Valley Head) was

Barnett explained that all faculty and staff had the ability and authority to put the school on lockdown, if they noticed something out of the ordinary. The new Criminal Justice courses that are offered within the schools are to educate but also enables outside law enforcement into the school. This provides more protection at zero extra cost. “The School Resource Officer (SRO) program is one of the greatest investments that we have made.” stated Barnett. The program was started nineteen years ago. At the time, there were thirteen officers funded through a federal grant. After three years, funding was cut. Now, the cost for an officer in each school is $600,000 and the cost is shared between the Commission and DeKalb County Board of Education with no additional funding. The agreement between the Commission and the Board of Education, “to carve out money for the safety of our school children, says a lot about Barnett and [President]
Harcrow,” stated County Administrator Matt Sharp. “We have one of the greatest working relationships between the Board of Education, Commission and Sheriff’s that we can possibly have,” stated Welden. DeKalb County leads the way with an SRO at every school. The neighboring counties of Jackson and Marshall have three and four respectively to cover their whole school system. The Sheriff’s Office has raised money to purchase a K-9 dog for the DeKalb County Board of Education along with the Fort Payne School Systems. “We put our youth first in everything that we have done at the Sheriff's Office, in combination with the DeKalb County Board of Education,'' stated Welden. The following items were approved by the Commission: • ER Funding Agreement for CR835 (Old Highway 35) and CR85, which provides funds for repairs from recent flood damage • Speed limit resolutions for the following roads: CR853 (20mph), CR126 (35 mph) • Two damage claims to the insurance carrier • Awarded the CR116 resurfacing project to Wiregrass Construction
in the amount of $1,167,917. The county’s portion is $233,583. • Hired Judy Jones to replace Maria Garza at the Collinsville Senior Center • Three training sessions for members of the DeKalb County Sheriff’s Office • A request for vehicle transfers from the recently disassembled Drug Task Force The Commission approved the following personnel changes in the DeKalb County Sheriff’s Office: • Resignation of Sebastian Gomez as a part-time corrections officer • Resignation of Hal Nash as a SRO • Termination of Tabitha Franklin as a corrections officer • Transfer of Bo Cagle from part-time SRO to full-time SRO • Transfer of Gary Bowen from part-time courthouse security to part-time SRO at Collinsville • Transfer of Thomas Underwood from part-time SRO to part-time courthouse security The next meeting of the DeKalb County Commission will be held on Tuesday, August 27 at 10am.

'ADOPT, DON'T SHOP' AT LANDERS MCLARTY PET EVENT By Zach Hester Reporter FORT PAYNE, Ala. — On Saturday, Landers McLarty Ford of Fort Payne will partner with the Friends of DeKalb County Animal Adoption Center to host an Adopt-A-Pet Event. The event, which is the first of its kind at Landers McLarty’s Fort Payne location, will begin at 9am and go to 2pm. Landers McLarty Ford is located at 1916 Glenn Blvd SW in Fort Payne, Alabama. Over the last four years, Landers McLarty’s
Fayetteville, Tenn. location began the event as an outreach to help find homes for the community’s animals. INSIDE THE STATEHOUSE
The Story of Floyd Mann

MONTGOMERY, Ala. — One of the legendary figures in Alabama political lore is Floyd Mann. Colonel Mann was Public Safety Director for two governors. His lifetime friend, John Patterson, made him his Public Safety Director while he was governor, 1958-1962 and Governor Albert Brewer chose Colonel Mann to be his Director while he was governor, 1968-1970. The Public Safety Director in those days was referred to as the Head of the State Troopers. It was during the Patterson administration that Mann made his mark in Alabama history. The hot winds of segregation began to blow after the Brown v. Board of Education decision in 1954. They had reached a crescendo inferno in the Heart of Dixie by 1958. There were buses of freedom riders who bravely traveled to Alabama and other Deep South states advocating
for integration in the state and region. They first arrived in Anniston and were met by a horde of Calhoun County Kluxers and would have been beaten to death if they had not hurriedly escaped before even departing their bus. The state troopers and every police system in the state were alerted that the Freedom Riders narrowly avoided death and that their bus was headed to Montgomery and that they needed protection. Not surprisingly, Gov. Patterson and all the white law enforcement communities ignored the plea for help and security. When the Freedom Riders arrived at the old Greyhound Bus Station behind the Federal Court House in Montgomery, they were met and surrounded by 50 to 75 white citizens who had baseball bats ready to welcome the Freedom Riders to the Cradle of the Confederacy. There was not one Montgomery policeman anywhere in sight. Colonel Mann got word of the scenario. He
immediately jumped into the Head of Public Safety Trooper car and drove 90 miles an hour down Dexter Avenue with his siren blaring. He wheeled into the parking lot and pulled his revolver out of his gun belt and placed it into the temple of the biggest, meanest, slicked backed, undershirted, baseball bat holder who was waiting at the door of the bus for the Freedom Riders. He said, “I’ll give ya folks five minutes to all clear out of here or I’ll start shooting with this fellow and we will take names later for families.� Mann saved about a dozen Freedom Riders lives that day. They decided to not even exit their bus and to get the Hell out of Alabama. Let me share a great story that Colonel Mann personally shared with me. Colonel Mann was destined to be a legendary lawman. He became Chief of Police of Opelika at an amazingly young age. Opelika is not a small town and he was only 30. One day,
one of his officers approached him and said, “Chief we’ve got a problem you need to know about.� He continued, “You know officer ‘Big Un’? About midnight every Saturday night he comes into the station with some little scrawny hobo he has arrested down at the depot. They are always badly beaten up. Big Un weighs about 285 pounds and I just don’t believe these hobos are fool enough to give him any resistance. Big Un is beating these folks up for the fun of it.� Mann agreed that if that was happening he would handle it. The following Saturday night about 30 minutes before the freight train was due in, Mann drove down near the railroad station, parked his car some distance away and then hid in the shadows. Sure enough, minutes before the train was to arrive, a police car pulled up and out stepped Big Un with his billy club in his hand. When the train came to a stop, Big Un began walking alongside the freight cars, sliding the doors open looking for

and as he did, he laid the barrel of a pistol between the eyes of Big Un. Ivey Signs Bill to Require CDL Aderholt Releases Statement
Human Trafficking Training on Census Director Visit

MONTGOMERY, Ala. – On Monday, Governor Kay Ivey ceremoniously signed HB261 into law, which makes Alabama the 9th state to pass a law mandating human trafficking training for new CDL drivers. Alabama Assistant Minority Leader Rep. Merika Coleman (D-Birmingham) sponsored the bill with Education Policy Chair Rep. Terri Collins (R-Decatur). Sen. Linda Coleman-Madison (D-Birmingham) and Sen. Cam Ward (R-Alabaster) guided the bill through the Senate. HB261 requires all new commercial driver licensees to undergo industry-specific human trafficking training. Truckers Against Trafficking, a national organization that trains truckers on identifying human trafficking victims in their daily work life, will work with junior colleges and trade schools to facilitate the training. “Professional truck drivers are in a critical position to recognize human trafficking, and when properly equipped, to know how to respond,� said Kylla Lanier, Deputy Political Director of Truckers
Against Training. “To know that Alabama has decided to educate and empower the next generation of professional drivers at the CDL school level with anti-trafficking training is phenomenal!� “This is another step in expanding the tools in the toolbox to combat human trafficking,� stated Rep. Merika Coleman. “I want to thank the House co-sponsor Rep. Terri Collins, Senate sponsor Sen. Linda ColemanMadison, and Senate co-sponsor Sen. Cam Ward.� “We could not have done this without Sen. Ward’s tremendous dedication and work in seeing them over the finish line before sine die,� continued Rep. Coleman. “I look forward to continuing this bi-partisan work next year, perhaps following Florida’s lead in requiring human trafficking awareness in schools.� The Alabama legislature unanimously passed two bi-partisan human trafficking bills this session: HB261 & HB262 and two House Joint Resolutions: HJR145 and HJR244. HB262 was pocketvetoed by Governor Ivey after her team
discovered a clerical error in a late addition amendment. Coleman expects to re-introduce the bill next session. HB262 clarifies existing law to prohibit publishing photos of those charged with the act of prostitution, while allowing for publishing photos of those charged with soliciting or procuring prostitution. The bill is aimed at deterring “John’s� from purchasing sex and supporting human trafficking, while protecting potential victims of human trafficking from public identification. HJR145 encourages Alabama Law Enforcement Agency (ALEA) to continue developing curriculum to ensure that every law enforcement officer and agent in the state is trained regarding human trafficking victim identification. HJR244 creates the Alabama Healthcare Human Trafficking Training Program Commission, which is tasked with developing a training module for all healthcare related employees to readily identify and provide trauma-centered care for human trafficking victims.

By Marla Jones Sports Editor RAINSVILLE, Ala. — On one of the hottest days of the year with heat advisory flags waving, we visited the Plainview Bears. The saying "it's sunny and 75" echoed across the field, showing their determination to power through the heat for the victories ahead of them. The Plainview Bears were always my rival when I was in school. As I have got older, and maybe a little wiser, the Bears have turned into one of my favorite teams. I own a Plainview Football shirt and wear it with pride. Everyone treats me like I am part
of the team and I am sure that they are considering adding me to the coaching staff. I was excited to visit the team and possibly teach them a few things. The Bears practiced three days per week throughout the summer, sometimes twice per day. They attended six
camps. In spite of their 3-8 record last season and a heavy schedule this year, the Bears are not backing down. The team has ten seniors, five returning offensive players and six returning on defense. The coaching staff includes: Head Coach
Nick Ledbetter, Nathan Ledbetter, Josh Clements, and Chase Parker. Blake Holloway is a volunteer coach. Despite having a young team, I feel like the Bears have the determination and tenacity to go far this season.

RAINSVILLE, Ala. — This week’s Spotlight on Coaches is shining on Nick Ledbetter, Head Coach for the Plainview Bears Varsity Football Team. Ledbetter is a Rainsville native and alumnus of Plainview High School. He played for the Bears as an all-state linebacker during his senior season in 1999. He began his coaching career at Plainview as a volunteer coach in the fall of 2000. He is a graduate of Northeast Alabama Community College and the University of Alabama. He then came to serve as coach at DAR before returning home to Plainview as a defensive coordinator to Coach Dale Pruitt for eight years. He then moved to Scottsboro as a basketball coach before landing at Sylvania as a defensive coordinator to Coach Matt Putnam. This fall will be Ledbetter's second year as Head Coach at Plainview. He is married to Melissa Ledbetter and they have twin boys: Tripp and Major.
