Renovated library opens at Key School

Each colorful book on the sprawling, neatly-stacked shelves represents an opportunity.

The Francis Scott Key School at 8th and Wolf streets cut the ribbon on a renovated library on the second floor of its school on May 8 to the delight of hundreds of students who will have the opportunity to get lost in a story.

The celebration came after years of fundraising through private donations and grants.

“I knew it would take a lot of fundraising and a lot of collective effort and sometimes you can get lost in that effort,” said Francis Scott Key School Principal Pauline Cheung. “But I’m so glad to stand here today and see that our vision has become a reality. We’re sitting in it right now. The dream has been realized.”

The Francis Scott Key School is now one of only a few schools in the city that has a fully operating school library.

“I had a vision of this library being the central hub of this community,” Cheung said. “Our closest Philadelphia libraries are still about an eight- to 12-block walk away. I wanted a library that supports all students and

families and staff members and was reflective of our diverse school community. We have over 25 languages spoken in this school and we have the largest English language learner population. Every one of these stu-

dents brings something to the table. They bring family history, oral histories, and we want to build on that, especially in this library.”

The library was supported by the Neubauer Family Foundation, the seniors

at the William Penn House, the Fund for the School District of Philadelphia and the Christian R. and Mary F. Lindback Foundation of Philadelphia.

“This is yet another example of what we can accomplish when we work together and do great things for our young people,” said Tony B. Watlington Sr., Ed.D., Superintendent, School District of Philadelphia. “This library and this community hub helps to fulfill the school board’s goals and guardrails related to a safe, welcoming and supportive learning environment.”

Watlington said libraries played a crucial role in his own childhood development.

“I remember when I was your age, I would like to go to the library and read a lot of non fiction,” Watlington told a room of elementary students. “I was particularly interested in things related to history because I was naturally curious. Libraries really helped me to explore my curiosity.”

Scanlon asks for money for Navy Yard, FDR Park

Congresswoman Mary Gay Scanlon unveiled the 15 Community Project Funding requests she is submitting to the House Committee on Appropriations on behalf of Pennsylvania’s 5th Congressional District for Fiscal Year 2024.

Projects include $2 million each for projects at the Philadelphia Navy Yard and South Philly’s FDR Park.

“I’m excited to announce that I am submitting another round of 15 wellthought-out community projects on behalf of PA-05 to respond to our community’s most pressing needs,” she said. “Federal funding for these projects would make our communities safer, bolster our local economy, create better-paying jobs and improve the quality of life for children and families across the district.”

This is the third round of CPF requests during Scanlon's time in Congress. In the previous two rounds, Scanlon secured funding for all 10 projects she submitted for Fiscal Year 2022, totaling nearly $8.5 million; and all 15 projects she submitted for Fiscal Year 2023, totaling over $20 million.

“The projects that I secured funding for over the past two years are making a real difference for families in our community, providing support for their health, employment, child care, recreation and so much more,” Scanlon said. “Although the political landscape of Congress is much different under the new Republican majority, I will continue putting PA-05 families over partisan politics by negotiating and finding common ground with my

colleagues on both sides of the aisle to advocate for these investments in our communities as they are vetted in the Appropriations process and on the House floor.”

According to Scanlon’s website, $2 million would be appropriated for community access improvements at FDR Park, which would represent Phase 2, which would include the reinstallation of basketball courts that were removed in the 1980s. It would also cover the costs of the construction of family gathering sites, including a playground, spray ground, games plaza, and tables, benches, pergolas and other shelters. These entities came as the top public requests from an 18-month planning process to develop the park. The survey included input from 10 city agencies, 20 stakeholder organizations and nearly 3,000 South Philadelphia residents.

Scanlon is seeking $2 million in funding to repair the 26th Street Lift Bridge at the Philadelphia Navy Yard. The main access point is utilized by over 5,000 unique trips weekly and connects thousands of workers to jobs at some of Philadelphia’s largest employers. Additionally, the bridge provides water access to the Philadelphia Naval Shipyard, which is the Navy's East Coast Naval Inactive Ship Maintenance Facility.

The bridge has experienced multiple failures that disrupt transportation access and marine operations, causing traffic backups at shift changes and stranding vessels inside and outside the Reserve Basin. This Community Project Funding request will repair the structural, mechanical and electrical systems needed to bring the bridge into a state of good repair. ••

Bringing books to the stage

A group of local writers are bring

ing their work to life on a South Philly stage.

Book2Stage is a unique production that portrays books from four Philadelphia-based authors and is acted out by local performers. It premieres on June 7-8 at Theatre Exile at 1340 S. 13th St.

The show features the works of Michael Caudo, Lisa Grunberger, Jim Murphy and Natalie Pantaleo. The show is hosted by Bob Levant, author of Finding Polaris, transformational coach, podcast host and creator of Iron Advocate Mindset.

“Mike Caudo and I were able to assemble a terrific cast and crew for this production, some of whom local theatergoers may recognize like actors Freddie Ganno, Gene Foschini, Michelle Marchiano, who not only acts in the show but directs it, Jana Rose, Anthony Battallio and up-and-comer Luke Biely as well as local sound and lighting techs Nat Merrill and Myles Martin,” said Pantaleo, who also co-produces the show. “We couldn’t be more thrilled by the collaboration and synergy of the entire group. It all just came together rather organically.”

Each writer brings a storied professional background to form four strong pillars of the show. Caudo is an attorney, Book2Stage executive co-producer and author of Return of the Prodigal: A Prodigal of Passyunk Avenue Mystery and Revenge of the Prodigal (crime/heist thriller).

Grunberger is a Temple University professor, poet, performer, yoga teacher and author of Yiddish Yoga: Ruthie’s Adventures in Love, Loss and the Lotus Position (Jewish spirituality and humor).

Murphy is a researcher, storyteller, tour guide and author of Real Philly History, Real Fast (U.S., state and local history, non-fiction).

Pantaleo is a marketing-communications consultant, Book2Stage executive co-producer and author of Lying Down with Dogs (humorous, city life fiction, novella).

The three-hour event begins at 6:30 and includes a Q&A meet and greet with the cast and crew and complimentary refreshments. Tickets are $49 and available online only at www. book2stage.com.

“The concept for this production emerged as we brainstormed a way to share scenes from Philly-centric books,” said Caudo. “The idea of featuring local actors in sketches became the exciting extension of this notion.” ••

Make school buildings safe again

Thanks to a report in the South Philly Review (“Lawmakers want answers on school closings,” May 10), I had to look up the words “Philadelphia House Delegation.” I learned that they are members of the Pa House of Representatives committed to working for the benefit of their constituents both in Philadelphia and the Commonwealth of Pennsylvania. The photo accompanying the article shows the whole delegation representing different districts in Philadelphia County and parts of Delaware County.

As the article states, the delegation chairwoman is Rep. Morgan B. Cephas. She is assisted by Vice Chairman, Rep. Danilo Burgos, and others, including Rep. Elizabeth Fiedler of South Philly.

Apparently, the delegation is alarmed by the recent news of school closings in Philadelphia due to the discovery of dangerous levels of asbestos. As a veteran of the School District of Philadelphia, who taught in buildings over a hundred years old, I have to wonder what took them so long to notice. There has been a known problem with asbestos in schools for decades.

Asbestos was a common substance placed behind walls, above ceilings and under floors to make buildings fire resistant. Asbestos exposure, however, can lead decades later to serious health conditions like lung cancer or mesothelioma. If a school was built before the 1980s, it likely

contains some form of asbestos. If you check some of the cornerstones of schools all over town, you can see that many were built over a century ago.

Since the 1980s, when Congress passed the Asbestos Hazard Emergency Response Act, the law requires school districts to inspect school buildings every 3 years, make plans to manage any asbestos, appoint a trained overseer and perform appropriate actions to prevent or reduce hazards. Of course all that costs money.

We should be heartened that someone like Rep. Cephas and her delegation are taking responsibility for tracking this problem and seeking the proper funding to make sure school buildings are safe. It is easy to talk. It is much harder to take action. As State Rep. Regina Young stated, “While some of us are seeking fair funding, we should also ensure that these public dollars are used in a fiscally responsible way. It is not OK to make demands without accountability.”

So thanks to the South Philly Review for covering this story. It is far from over. As more older buildings are inspected, there will certainly be asbestos problems that require closing and fixing. Let’s hope that the Philadelphia House Delegation continues to pressure the state to support this work and make all our schools safe places to learn and grow.

The reading space was one of several new added features, which include diverse books that reflect the student population and a smart board. And the library is just one of several new upgrades coming to the Key School. The Lower Moyamensing school will also receive an outdoor play space including an artificial mini turf soccer field and an outdoor classroom, thanks to state funding secured by Rep. Elizabeth Fiedler, in the fall.

“I’m excited to come back to the outdoor space and maybe we can play some soccer,” Fiedler said to a cheering group of students. “But today, I hope that you enjoy the books here. We’re all really excited to see this space and see you learn and grow and become such amazing leaders here in our community.”

Thoai Nguyen, CEO of Southeast Asian Mutual Assistance Association Coalition, better known as SEAMAAC, is a Francis Scott Key alum and a father of a current fifth-grader at

the school. He praised the value of a good library in a diverse neighborhood.

“I’m a proud alumni of Key School and a product of public school entirely,” Nguyen said. “I’m a product of public investment in public education. When I was in school here, this library was my sanctuary. I grew up and (still) live in this neighborhood. I can’t tell you what that means to a young refugee boy just coming to the United States. To be able to learn, to grow and to see potential. This is a place of possibility.”

Evans introduces school repair bill

Congressman Dwight Evans (D-3rd dist.) has introduced his innovative school-repair bill, which would make it easier for school districts to use the current federal historic rehabilitation tax credit to upgrade historic school buildings that will continue to operate as schools after renovation.

“Many Philadelphia schools have had serious problems like asbestos, lead or mold, and some need vital repairs to their heating, cooling, electrical system or roof – and these types of issues also affect many schools across Pennsylvania and the nation. Our students, teachers and school staff deserve safe, healthy places to learn and work,” Evans said. “A similar idea has worked in Virginia – let’s put it to use across America.”

Evans said he believes his bill, the Rehabilitation of Historic Schools Act, and a companion Senate bill can gain bipartisan support over time in

part because the legislation has private-sector involvement. An earlier version of Evans’ legislation previously passed the House as part of an infrastructure bill.

“This is one tool in the toolbox. I will again be supporting other federal assistance for school repairs and renovations, and we also need more state and local funding for this purpose. We need to have as many tools in the toolbox as possible. I want to thank my House co-sponsors and the Senate sponsors for their leadership and commitment to repairing and renovating our schools.” ••

Exhibitions at Academy of Natural Sciences

An exhibition at the Academy of Natural Sciences of Drexel University, 19th and the Parkway, celebrates the diversity of birds, their role in ecosystems and people’s relationships with them. Conversations With Birds spotlights familiar local birds, such as house sparrows and cardinals, and goes beyond to introduce the variety of migrators that pass through on journeys across the globe. The exhibition features avian photography and video by local birders and wildlife photographers. There will be hands-on activities that explain the body architecture that enables birds to do what they do.

English classes for Ukrainians

Holy Family University’s English as a Second Language initiative for newly arrived Ukrainian adults is accepting new applicants. The classes are free and open to members of the community who are at least 18 years old. Classes start in June at 9801 Frankford Avenue and online. Class days and times are online (June 6 to Aug. 24, Tuesday and Thursday, 6-7 p.m.) and in person (June 21 to July 31, Mondays and Wednesdays, 5-7 p.m.). Since last fall, more than 100 newly arrived Ukrainians have attended classes at no cost to help them improve their English proficiency and become familiar with the Philadelphia community. Fiedler visits after-school programs across PA

The chairs of the state House After School Caucus, Reps. Elizabeth Fiedler and Doyle Heffley, visited two after-school programs last week as part of their After-School Program Tour.

On May 11, the caucus co-chairs toured South Philly’s Southwark Elementary School’s after-school program, facilitated by Sunrise of Philadelphia. They were joined by Philadelphia Councilmember Mark Squilla and members from Sunrise. Fiedler explained how the program exemplifies her goals as co-chair of the After-School Caucus.

“I am fighting for dedicated, recurring funding from the state for after-school programs. At a time of increasing violence, we need to invest in high-quality out-of-school-time programs that provide young people with safe places,” Fiedler said. “The skilled professionals that run these programs are so underpaid and under-appreciated that they often can’t afford to stay in the profession. We must do better for our young people.”

The benefits of after-school pro -

grams go beyond individual students, Fiedler said.

“Studies show that for every $1 invested in out-of-school-time programs in the commonwealth, there is a pos-

itive $6.69 return on investment for participants and communities combined.”

On Tuesday, May 9, the caucus co-chairs visited Palmerton, Car -

bon County to tour the SHINE program. Heffley has touted the success of SHINE as an example of an after-school program that focuses on hands-on learning.

“After-school programs, like the SHINE Program in Carbon County, focus on hands-on learning, helping students with homework and after-school projects,” Heffley said.

Fiedler commended the program, saying, “SHINE gives students the opportunity outside of school hours to develop, be creative and receive mentoring. These are important for young people across the commonwealth, no matter their ZIP code.”

Heffley remarked on the program’s merging of academic goals and creativity, saying, “We want students to be supported academically, but also creatively.” ••
