Visit the corner of 24th and Catharine streets and you’ll surely notice an abandoned bicycle that has found a festive new rider.
he South of South neighborhood has an unofficial mascot. You’re not going to see him hanging out at Citizens Bank Park with the Phillie Phanatic or the Wells Fargo Center with Franklin the Dog. This little fella is much smaller — as in stuffed animal smaller — but he is quickly becoming quite the conversation piece. For the purpose of this story, Bear is his name, and he resides on an abandoned bike chained to a stop sign at the corner of 24th and Catharine streets. It’s not something residents typically see or hear about in South Philly, but he is quickly becoming the neighborhood’s most popular figure. The little guy is getting monthly makeovers that literally have drivers and fellow residents stopping to check out the new look. He is currently sporting his St. Patrick’s Day attire, complete with a shirt, shamrock pants, green beads around his wrist and a headband with two big shamrocks. “There is a bear on [the bike], and people think he is so cute,” Bear’s anonymous fashion stylist said. “They’re attached to it like he is a real person.” Since unveiling him to the public in December, Bear, who seems to be worthy of a naming contest, has sported different looks for Christmas, New Year’s and Valentine’s Day. These days he’s sporting his Easter Sunday best. “We are getting carried away with it, but it’s too much fun,” said Bear’s friend. Bear responded with a “no comment” when asked which look he has liked best. We had to ask. Bear seems to be making new friends every day. See BEAR, page 10>>

irst of all, I want to thank columnist Tom Cardella for honoring me with a mention in his column on the financial crisis going on in our public schools (“Last Chance Inn,� March 14). Secondly, I want to thank editor Bill Gelman for giving me this opportunity to respond. This issue of chronic underfunding of the Philadelphia School District has been discussed and dissected by many over the years. Solutions offered range from more local taxes to cuts in pensions for new teachers, who would also be expected to double as janitors and pest exterminators (when they are not acting as security guards). First, let me be clear that poor funding is not just a Philadelphia issue but a statewide problem. That is why there is a landmark lawsuit pending against the Commonwealth on behalf of all 501 districts to correct the recently passed unbalanced funding formula which replaced no formula at all. Depending on courts to solve the problem could take forever, but at least the suit is in progress. We must also look at other causes of this doomsday crisis and see which of them can be fixed. We have, first of all, the worst charter school law in the nation. Philadelphia has 83 charter schools, which is like a school district within the district. The way the quirky law is written, for example, a charter school can accept a student who needs minimal special help, like occasional speech therapy, but then demand more than the district would spend on the same student. The difference can be spent elsewhere. Taxpayers need to demand that their legislators fix this. Of course the charter school lobby will fight back. Tom quotes five suggestions by Philly Mag columnist Ernest Owens to avoid increasing our property taxes. If we compare his suggestions with those of

my friend, Daily News columnist Stu Bykovsky, we can make a Venn diagram of where they agree. Both suggest downsizing the city payroll; eliminating or reducing the tax abatement; and collecting taxes from deadbeats. Byko does not mention DROP but he does demand that the Philadelphia Parking Authority keep its word to fund schools. He also quotes former mayoral candidate Sam Katz, who suggests an overhaul of public sector pensions, which have been shortchanged by city and state for decades to enable tax cuts – a whole other story. As I said before, teachers have always borne the brunt of budget cuts and especially in the School District of Philadelphia. They have had to put up with an undisciplined and unaccountable School Reform Commission that tried to balance its budget on their backs by canceling their contract, not giving them raises for five years, telling them to buy their own school supplies and clean their own classrooms. It has been one disruption after another as staff was cut, class sizes increased and simple building maintenance curtailed. I was an eyewitness, during my time as a Temple student teacher supervisor, of vermin and mold in a public school. I once squashed a roach myself. I saw an assistant give an inhaler to
a student with asthma (probably exacerbated by the mold) because there was no nurse. Staff also are required to contribute to their health-care costs and retirement funds. Now they are being asked by our president to become first responders in case of an attack by a terrorist or mass shooter. I am glad I am retired. Bottom line, Pennsylvania has one of the largest spending gaps between affluent and poor districts in the country. Fixed costs like health benefits, pensions, mandatory special education and goofy charter school expenses all must be paid first. The City of Philadelphia can certainly improve its management of expenses and collection of taxes to help alleviate the budget situation, but it cannot do so alone. The Commonwealth must do its compulsory and long neglected part. Now that the SRC is gone, we have a chance to make the new school board directly accountable to us and to manage the school budget wisely. We must continue to demand that our representatives amend those things that unfairly burden our resources – like the charter school law and the unbalanced funding formula. ‘Get Your Rear in Gear,’ urges Cardella, other survivors Runway for a Cure fashion benefit aims to aid fight against colon cancer By Bill Gelman SOUTH PHILLY REVIEW
L
ongtime South Philly Review columnist Tom Cardella has no plans on switching gears and starting a weekly fashion column. Nor did he ever expect to spend a March evening walking the runway at the Get Your Rear in Gear Philadelphia’s Runway for a Cure event that took place on Thursday, March 15 at the Hilton Penn’s Landing. Cardella along with the seven other models were outfitted by Macy’s and styled by Richel D’Ambra Salon & Spa. Add Frank Sinatra’s “Fly Me to the Moon” as background music, and the stage was set for a night to remember. “I was frightened at first, but it turned out to be a terrific experience,” Cardella, who is a stage 3 colon cancer survivor, said. “Funny is it really came out of the blue.” He was nominated to model by his Thomas Jefferson University Hospital treating physicians Drs. Edith Mitchell and Scott Goldstein. Cardella was diagnosed in 2015 with stage 3 colon cancer. “The Runway for a Cure event was a wonderful and impactful event for the participants, their family members and our partners. It was an inspiration to have colon cancer warriors and caregivers share their stories,” Maria Grasso, executive director and founder of Get Your Rear in Gear Philadelphia, said. “It was also educational, as the stories told of a misdiagnosis, and unrelenting battles and successes in overcoming the disease.” In terms of the cancer, Cardella said he didn’t find out he had stage 3 colon cancer until after his surgery in July 2015. The tumor was perfectly positioned for removal, and Cardella, who also received a kidney transplant from his wife, Fran Cardella, nine years ago, said he was very confident of beating the disease. But following the surgery, the words stage 3 and 12 rounds of chemo presented a temporary scare. He completed the treatment at the end of January 2016. Some may recall previous columns during his road to recovery.

Fast-forward to present day, and Cardella is at the point where he only needs to see his oncologist twice a year. Grasso, who resides in Mount Laurel, N.J., started the Get Your Rear in Gear Philadelphia organization in 2009 following the painful loss of her father and grandfather to the disease. The main event, Get Your Rear in Gear Philadelphia, is taking place on Saturday, March 24 at Memorial Hall in Fairmount Park. It features a 4-mile run, 2-mile walk and kids fun run. This year marks its 10th anniversary, and it is expected to welcome thousands of
participants, many of whom have been impacted by colon cancer. March is National Colon Cancer Awareness Month. Colon cancer is the second leading cause of cancer deaths with more than 50,000 dying from it every year in the U.S. All of funds raised from the event stay in the Philadelphia region for education, research, treatment and patient care. Grasso noted she is humbled and amazed by the level of growth the event has seen over the past decade. “I started this with 1,000 runners and a handful of supporters, and since then we have raised more than $2 million,” she said. “It has shown me that people touched by colon cancer have a voice and a passion to spread the message
that screenings and early detection do save lives.” The fashion show served as the kickoff event. Cardella and the seven other models started the day as complete strangers, but as the evening went on, colon cancer ended up being a common bond that brought them closer together. Each of their stories was different, including Philadelphia resident Charlene Willis who lost her daughter, Marketa Frazier, to the disease at age 21. Being a survivor, and the one who has gone the longest since surgery and treatments, Cardella, before the night was over, shared a positive message with his new friends.
“I was able to reassure them that they would and could survive,” Cardella said. Grasso purchased all of the outfits for the models so they could keep them. Cardella now has a sharp looking Ralph Lauren ultrafit sports jacket, with dress shirt by Polo and slacks by Tommy Hilfiger added to his regular wardrobe. Who knows, this fashion show could become an annual routine for the Cardella family.

T
his year’s NCAA Tournament is going to be one we talk about for decades to come thanks to the University of Virginia - the top overall seed losing to the University of Maryland Baltimore County, the No. 16 seed. It has never happened before, and may never happen again. In this part of the country, the Villanova University Wildcats, the No. 1 seed in the East Region, is the center of attention. One of the greatest players in school history - the late Paul Arizin - also happens to be one of the greatest athletes ever to come out of South Philly. Besides having his No. 11 jersey retired by Villanova, he closed out his collegiate career during the 1949-50 season with the College Player of the Year award. He averaged 25.3 points per game for the 25-4 Wildcats.

BEAR: Stuffed animal stakes out street corner to become seasonal staple
<<Continued from page 1 A young girl who just moved into the neighborhood approached Bear’s friend to comment on the look, and proceeded to take a picture she texted to her mother “to convince her that she was in a good neighborhood and safe.” The irony of this story is Bear’s friend put in a request a couple years ago to have the abandoned bike picked up by the city. With a smashed back tire, it’s not like a person can hop on and take it for a ride. So over the summer, when a family member was visiting from outside the country, he suggested dressing it up and making something out of it. Bear’s friend said she thought it was a really good idea. Around Christmas time, when the family was putting out their holiday decorations, the idea finally clicked. The bike got all decked out with Christmas decorations, and sitting on the seat was a little white bear sporting a red scarf and green sweater. “People were stopping by to look at. We got so many reactions,” she said. Being a friendly neighbor, the stylist checked with the person across the street to ask if it was OK to leave the Bear sitting on his bike. The neighbor responded, “not only is it OK, but I would like to join you! I love it, but it needs lights.” Sure enough, lights were added around the wheels and near the seat. Bear now has two caretakers who alternate months on overseeing the fashion decisions. It seems Bear is a big football fan, too, as he sported some Eagles attire during the Super Bowl run. His Eagles hat, unfortunately, was stolen. But one of his many fans replaced it with an “even better Eagles hat.” For Valentine’s Day, Bear picked up a date on his bike. Go figure. The red Christmas balls were kept out – at the recommendation of another one of Bear’s fans – so it would match the Valentine’s red in the bike. More recently, poor Bear has required some extra TLC as a result of the rain and snow. “We were a little frustrated last month because there was so much rain and snow,” Bear’s friend said. “We had to bring Bear in and fix him up. Many times Bear has been out there in the rain and snow. We bring him in and dry him off.” Bear’s friends are not revealing their identities for one simple reason: “It’s for the community.” Stop by – there is a stop sign after all – and you may spot one of them fixing Bear up for the next holiday.

Young Young Wang, 17, is a cellist in PYO and a senior at the Philadelphia High School for Creative and Performing Arts. He performed the first movement of Dvorak’s Cello Concerto at the All-City Concert last week at The Kimmel Center for the Performing Arts. The All-City Music Program, consisting of a full symphonic orchestra, concert band and choir, is audition-based and includes the top performing student musicians within The School District of Phila-
delphia. ishadelphia, a new community-based fishery program, launched its pilot program last month, helping dozens of Philadelphians in South Philly gain access to tasty fresh fish. Fishadelphia customers can sign up to receive eight biweekly seafood deliveries through May 17 at the Mastery Charter Thomas Campus, 927 Johnston St. â&#x20AC;&#x153;Fishadelphia is a community seafood program and building connections between seafood farmers in the Jersey shore and Philadelphia consumers,â&#x20AC;? said the programâ&#x20AC;&#x2122;s founder Talia Young, who is also a postdoctoral research associate in Princeton Universityâ&#x20AC;&#x2122;s Department of Ecology and Evolutionary Biology. According to Young, the way the fish industry typically works is that fish farmers will sell the fish they catch to a fishing dock, which sells it to a wholesaler, who sells it to a retailer, which consumers purchase fish from. Fishadelphia cuts out the middleman by purchasing the fish directly from the dock, which results in lower prices for consumers. The trade off however, is that Fishadelphia can only sell whichever fish is freshest from the dock, meaning that consumers wonâ&#x20AC;&#x2122;t consistently get the same type of fish every delivery. â&#x20AC;&#x153;People were asking us what are we getting next time, and Iâ&#x20AC;&#x2122;m like â&#x20AC;&#x2DC;I donâ&#x20AC;&#x2122;t know because weâ&#x20AC;&#x2122;re going to get whatever is freshest,â&#x20AC;&#x2122;â&#x20AC;? said Young. â&#x20AC;&#x153;Being a wholesaler you try to provide a consistent product to somebody. Thatâ&#x20AC;&#x2122;s not what we do. It allows us to buy really fresh products at
low prices.â&#x20AC;? Fishadelphia is similar to the popular community-supported agriculture initiatives that provide people with fresh produce from local farmers. Fishadelphiaâ&#x20AC;&#x2122;s goals are to promote affordable access to high-quality food in urban communities, while also supporting local fisheries at a time when the United States imports nearly 80 percent of its seafood, according to a press release for the program. â&#x20AC;&#x153;It both tastes better and the goal is to provide some basic economic developments to both ends,â&#x20AC;? Young added. â&#x20AC;&#x153;Fishermen make more money and itâ&#x20AC;&#x2122;s cheaper to buy it. We provide fresher fish at lower prices.â&#x20AC;? A group of students at Mastery Charter School Thomas Campus is also involved in the program. They help with the day-to-day operations of the business, which involve social media marketing and creating and selling merchandise such as hats and T-shirts. â&#x20AC;&#x153;You have to be in the meetings,â&#x20AC;? said Mastery Thomas 10th grader Charlisse Johnson. â&#x20AC;&#x153;Some [students] were on social media where we keep up with our posts, then we have people who do typing where we type in all our information for our customers.â&#x20AC;? Mastery Thomas is also where customers pick up their biweekly fish deliveries on Thursday evenings between 3:30 p.m. and 6 p.m. The cost is $20 per week for a whole fish and $24 for a fillet. Porgy, flounder, mackerel, dogfish, skate, clams, squid and crabs are a few of the different types of fish customers can expect to pick up. t’s about 70 degrees here,” Adam Weiner said from South By Southwest, an annual music conference and festival located in Austin, Texas, to showcase some of the best talents in the industry today. Weiner’s band, Low Cut Connie, has become one of the premier rock and roll acts from Philadelphia – no small feat for a city that has consistently churned out some of the best rock and roll in the world over the past five-10 years. The band – all of whom except one reside in South Philadelphia – makes its way back to the City of Brotherly Love on May 17 at Union Transfer. Their new album, “Dirty Pictures (Part 2),” will be released the following day – for most people that is. Those who attend the UT show the night before will get first access to the new album. “Philadelphia gets the first shot,” said Wiener. “We’ll have the album on sale that night and they’ll be one of the first people to buy it.” It’s been a long road for Low Cut Connie, whose last album, “Dirty Pictures (Part 1),” came out last year. The band has had a myriad of members over the past 10 or so years, but Weiner has been the lone constant. The most recently added member is backup singer Saundra Williams, who had a run singing with Sharon Jones and the Dap Kings for about 10 years prior to Jones’ 2016 death. “She’s opened up a whole new energy in the band,” Weiner said. “I couldn’t be happier about it.”
The more sophisticated sounding “Dirty Pictures (Part 2)” isn’t officially the second part of a double album, but Weiner doesn’t really care if you call it that. “It’s like ‘Kill Bill,’” Weiner said. “Have you seen ‘Kill Bill’? They’re really two separate films, but they go together. I think they’re very distinct.” Weiner calls “DP1” “grimy” and “messy,” while “DP2” is more “emotional” and “cathartic.” It represents a microcosm of the band’s sound since its first album, “Get Out the Lotion,” released in 2011. They’ve come a long way since songs like “@%&*, Shower and Shave.” “Life forces you to mature, I guess,” Weiner said. “We still have one foot in the gutter, but I just have this little antenna on the back of my head and when things in the world are full of tension, that comes out in the song. I know that we got this party band tag early, which we wore as a badge of honor, and in many ways we still are, but I think we need to have a little more of a consciousness about what’s going on in people’s lives.” Is it possible the band might lose fans with its matured sound? Sure, Weiner said. But he doesn’t really give a ... After all, neither did Lou Reed. “I just read the Lou Reed biography – talk about somebody who was completely uncompromising and went places where people feared to tread – and some people went with him and some people didn’t,” Weiner said. “But you do have to take chances in art or else you should go to law school.” Tickets to Low Cut Connie’s May 17 show at Union Transfer are selling for $18 or $20 if you wait until the day of the show. On Thursday, March 8 at 4:15 pm, an unknown black female was captured on surveillance video. he Neumann-Goretti girls basketball team will make its yearly trip to Hershey tomorrow (March 22) for the PIAA Class 3A championship game. The Saints will face District 7’s Bishop Canevin at the Giant Center (6 p.m. tip). The local squad clinched a spot in the final by defeating Dunmore, 66-42, in Monday night’s semi-final. Jabria Ingram led the Neumann-Goretti offense with 18 points, five rebounds and six assists while Diamond Johnson added 16 points. The Neumann-Goretti boys basketball team will make a trip to Garden Spot High School tomorrow night (rescheduled from Tuesday) for a Class 3A semifinal game against Trinity out of District 3 (7 p.m. tip). The game was postponed as a result of the weather. The winner clinches a spot in Saturday’s title contest (2 p.m. at the Giant Center). Check southphillyreview.com for an update. … For those still watching the NCAA Tournament, two players with Neumann-Goretti ties have advanced to the Sweet 16. Freshman guard Quade Green and the Kentucky Wildcats, the No. 5 seed in the South Region, are in Atlanta to play No. 9 Kansas State. Tip is 9:37 p.m. tomorrow on CBS 3. Former teammate Dhamir Cosby-Roundtree, a freshman forward, and the Villanova Wildcats, the No. 1 seed in the East Region, are heading to Boston for a Friday night contest against No. 5 West Virginia. The late Rasual Butler, who is one of the top scorers in La Salle University history, is heading to the Philadelphia Big 5 Hall of Fame. ... In other local basketball news, the late Rasual Butler, the former La Salle University standout, is being inducted posthumously into the Philadelphia Big Five Hall of Fame at the Palestra on Monday, April 16. The native of 20th and Manton streets tragically died in car
accident earlier this year. During his four seasons with the Explorers (1998-02), Butler tallied 2,125 career points, which ranks fourth all-time. Lionel Simmons, a graduate of South Philadelphia High School who is also a member of the Philadelphia Big 5 Hall of Fame, remains the leader of the pack.
t is clear from the Eagles’ first-week moves in the NFL’s free agency period that the team thinks its ball carriers and ball catchers and ball throwers are very much where the team wants them to be, and that on the other side of the line of scrimmage the cornerbacks and the safeties are right in line with where they need to be. The line of scrimmage has been the point of emphasis for the Eagles, very obviously so on the defensive side of the ball and in a subtler manner on offense. For the latter, the Eagles did nothing, which signifies how much they think of something. To be specific, the Eagles have left offensive tackle Jason Peters all lined up for a return after his 2017 season ended with a knee injury. The Eagles didn’t look to move Peters. The Eagles didn’t cut his salary. Instead, Peters and his hefty deal are back, as the greatest left tackle in team history looks to make his 10th Pro Bowl (eighth as an Eagle). That’s a big-time non-move. With Peters on board, the Eagles offensive line has all five starters back along with key reserves Halapoulivaati Vaitai, Chance Warmack and Isaac Seumalo. The best offensive line in the game is better with Peters on the field, and the Eagles offense is in good hands with the guys up front dominating – remember, right tackle Lane Johnson and right guard Brandon Brooks were Pro Bowl players last season and center Jason Kelce was an All-Pro (as was Johnson). This line is as good as it gets. On the other side of the football, the Eagles added and they subtracted and they think the additions far outweigh the players leaving (tackle Beau Allen in free agency and end Vinny Curry, who was released). Two veterans are coming to town and if things work out the way the team envisions, the Eagles are going to have as great a defensive line as they’ve ever had, going all the way back to the Buddy Ryan days of the late 1980s and the Bud Carson-led defense in 1991 that ranked No. 1 in the NFL across the board in every key category. Those were the days of Reggie White and Jerome Brown and Clyde Simmons, and while there isn’t necessarily a player at the all-time, Hall of Fame level like the late White was, this group has more depth and just as much top-end talent.
Former Seahawks end Michael Bennett and former Raven/ Lion Haloti Ngata joined the Eagles in the last week – Bennett via a trade from Seattle and Ngata on a one-year contract in free agency – and they add tremendous talent, experience and leadership to a locker room hoping to recreate the magic from 2017. Ngata is a massive man at 340 pounds, a legendary run stuffer and a player who occupies blockers. He’s a load to handle at the line of scrimmage. Bennett is a proven pass rusher both off the edge and inside when the team is in passing situations. Adding those two to the likes of All-Pro Fletcher Cox and Brandon Graham and tackle Tim Jernigan, last year’s firstround draft pick Derek Barnett and veteran situational end Chris Long, and the Eagles have options. And depth. And more depth than they’ve ever enjoyed. I know the focus is on the quarterback picture and the more glamour positions. But the Eagles have the ability to dominate at the line of scrimmage to win games in 2018. They are loaded up front. This team wants to play smash-mouth football in the season ahead. The Broad Street Bullies are back.

The City of Philadelphia is offering a program to forgive older unpaid parking tickets, as well as towing and storage fees. The program will be offered from March 1, 2018 until April 30,2018. When you enroll in the program, you must ďŹ rst pay any tickets issued between 2013 through 2017. An option to enroll in a payment plan is available. If you have tickets dated from 2012 or older, a $50 administrative fee is required. Once you pay these tickets, enter a payment plan, or pay the $50 administrative fee, any tickets you received before 2013 will be for-given. The Parking Amnesty Program does not cover any trafďŹ c or moving violations.
