t the very heart of the 2016 race for president is the immigration issue. Immigration is a real matter, unlike the ones that indiTom Cardella viduals make up to serve a candidate’s election campaign. So let’s sort through the myths to find the reality. Yes, we are a country of immigrants. That doesn’t mean that like any country, we don’t have a right to control the flow of immigration. In that sense, Donald Trump is right. A country must have legitimate borders or it is not a country at all. However, Trump is wrong about so many other aspects of legal and illegal immigration into the United States that his distortions have tainted the debate. At the heart of his argument is the claim that illegal immigrants are “pouring� over our borders, necessitating that we build a wall. Whether a President Trump could force Mexico to build that wall is fodder for another column. ould South Philly’s tradition of parking in the middle of Broad Street be coming to an end? With fresh memories from last month’s Democratic National Convention, during which the City suspended the cherished practice, a local political action group - citing threats to safety, particularly for pedestrians - is petitioning for a permanant ban on median parking. “Mayor [Jim] Kenney committed to a ‘Vision Zero’ policy for street safety during his 2015 campaign, and South Broad is one of the most dangerous places for pedestrians in the entire city,� the 5th Square PAC charges. “Median parking plays an important part in that, and the DNC provides the perfect opportunity to fix it.�

As of press time, the group had received 1,167 supportive signatures for its petition. Contending that “the BandAid has already been ripped off� through the July convention and that “few people seem upset about it,� the appeal’s originators say elected officials need not fear any “political backlash� in making the ban permanent. Mayor Kenney, however, while campaigning last year, declared “I’m not going to be about changing that. That’s not on my agenda.� He told the Philadelphia Inquirer this week, “It’s not something I’m championing one way or the other.� Traffic experts, nonetheless, note that median parking is a safety hazard. A Plan Philly study of the city’s worst intersections for pedestrians includes several locations along Broad, including Snyder and Washington avenues and

Ritner Street. 5th Square is pushing for raised medians as a concrete means to prevent parking. The urbanist PAC, whose Facebook page notes members’ enthusiasm for securing “better public space, land use, and transportation for the people,� has certainly taken on the elephant on the street. The right to grab a median spot while running a quick chore is a longstanding, if unwritten, rule in South Philly. “I would definitely be against a ban,� local resident Stephen Pagano said of the reported measure to minimize the possibility of accidents and deaths along the 16-block stretch from Oregon Avenue to Washington Avenue. “I’m not in favor of something like turning lanes on 16th and Oregon, if we’re going to talk about something dangerous, but with regards to this, what is the alternative? Thank you for your insightful and sobering article on those touched by the scourge of suicide (“Broken yet bonded,� Aug. 4). It is only through personal stories that you related that the public can become aware of how these type of issues adversely affects our community and its residents. I would like to inform your readers about a resource that will enable them to recognize more easily the signs that someone may be in distress and how to refer those who are suffering to professional care while allowing these people to maintain their dignity in a safe non-judgmental environment. The program, conducted by the city’s Department of Behavioral Health, is a free, eight-hour course that trains community members, as they go about their daily lives, to be mental health first aid providers and recognize and respond to signs of behavioral health crisis until appropriate treatment or support is received or the crisis is resolved. I took this course two years ago and have used my training three times since: a friend was in apparent distress and acting erratically. Another time for an Iraq veteran who asked a friend

to help him to commit suicide. The third time for a retired Army soldier who took to social media to convey his distress. I am happy to report all three received the proper assistance and are doing much better. For those interested in this course, call 215-790-4996 for more information. themselves from mosquitoes as we head into the height of the mosquito season in August. Insect repellent containing DEET should be used, window screens should be repaired or installed, and removing standing water from property can help prevent mosquito breeding. These seasonal measures also reduce the risk of West Nile virus. The department reports that thirteen residents of the city have tested positive for Zika infection since the first Philadelphia case was recognized in April 2016. That number is expected to grow as residents return to Philadelphia following summer travel to high risk countries in South America, Central America, and the Caribbean. All of Philadelphia’s current cases have been associated with travel to countries with known occurrence of Zika. Infection is most commonly transmitted by the bite of an infected mosquito, although sexual transmission has also been documented. Most people infected with the virus do not show symptoms. Those who do, often experience fever, rash, joint pain, and conjunctivitis (red eyes), lasting for several days to a week. However, Zika can have serious consequences if infection occurs in a pregnant woman. Zika infections during pregnancy have been linked to birth defects including microcephaly (small brain and skull) in newborns. The Zika virus is primarily transmitted through the bite of an infected Aedes species mosquito, especially Aedes aegypti, which is common in warm climates. The health department’s Vector Control program has been investigating for the presence of Aedes aegypti in Philadelphia. Each year the program sets traps weekly at more than 60 sites around the city to monitor the number and types of mosquitoes found locally. So far, no Aedes aegypti have been found; however, Philadelphia is included within CDC’s estimates for potential range of Aedes aegpyti in the United States. As a part of annual mosquito control efforts, the health department treats 50,000 catch basins and sewer inlets to prevent the growth of mosquitos, and where needed, uses spray and barrier treatment to control adult mosquitos. Those who have traveled to Zika-affected areas should take precautions to help prevent spread of Zika upon their return. This includes avoiding mosquito bites and using condoms during sex, especially if sexual partners are pregnant or trying to conceive. If travelers experience symptoms of Zika or are pregnant during travel, regardless of presence of symptoms, they should contact their physician or the local health department for advice. Raymond Delaney, Vector Control Program Manager said, “we ask all Philadelphians to help control the mosquito population by dumping standing water on trash day. Checking every week is recommended. So, whenever you’re putting out the trash, don’t forget to look around your property for standing water.� The best way for Philadelphia residents to avoid acquiring infection with Zika or other mosquitoborne infections is to follow these tips: Wear insect repellent on exposed skin when

outdoors. The insect repellent should contain one of the following ingredients: DEET (20% or higher also protects against tick bites), Picardin, Oil of Eucalyptus, IR3535, or PMD. Follow the product instructions closely when using and reapply as directed to ensure ongoing protection. When weather permits, wear long-sleeved shirts and long pants whenever you are outdoors. Use and repair window screens. Drain sources of standing water outside your home where you work and play. This helps reduce the number of places mosquitoes can lay their eggs and breed. Twice a week, empty water from flower pots, pet food and water dishes, birdbaths, swimming pool covers, buckets, barrels, cans, and any other items outside your home. Empty and store wading pools for kids on their side. Check for clogged rain gutters and clean them out. Remove unused tires, and other items that could collect water. Aerate ornamental ponds or stock them with fish. Be sure to check for containers or trash in places that may be hard to see, such as under bushes or under your home. Keep well-fitted screens on both windows and doors. Call the Philadelphia Department of Public Health Vector Control Program’s Mosquito Complaint hotline at 215-685-9000 to report mosquito problems in your neighborhood. n Aug. 4, a racketeering indictment issued through the U.S. Attorney’s Office on behalf of the Southern District of New York netted the arrests of South Philly product Joey Merlino and 46 other alleged members of La Cosa Nostra. The document contends the 54-yearold, whose arrest occurred in Boca Raton, Fla., helped to lead the East Coast LCN Enterprise, which, according to prosecutors, involved New York and Philadelphia mobsters engaging in illegal gambling, gun sales, and health-care fraud. Authorities added that Merlino and two other men ran an illegal casino dubbed “The Yonkers Club� in New York, sold illegal cigarettes with a street value in excess of $3 million, and orchestrated credit card fraud. The indictment claims Merlino participated in three sports gambling businesses and involved himself in a scheme to bribe doctors to give unnecessary prescription compound cream to patients. If Merlino, whose 2011 release from federal prison came after he had served time on a racketeering conviction from a decade earlier, ends up convicted, he could again feel the federal pinch, as he could face up to 20 years in prison.

A pit bull who had bitten two adults ended up shot to death in Point Breeze. The matter commenced at around 8 p.m. Aug. 2, as authorities received a call about a dog attacking a man near 16th and Dickinson streets. An officer spotted the animal biting the male, who was walking his canine, on the 1500 block of Dickinson Street and attempted to kick it away. Failing to do so, he fired one shot, leading to the dog’s demise. lections, athletes can bail on kale at least once during their stay and let the Melrose Diner folks give them a little South Philly hospitality. 5) Tour the Mummers Museum: I would hope the International Olympic Committee would use all of South Philly’s viable spaces for competition, meaning Pennsport would receive some ample love. I know these hypothetical games would come in the summer, but the powers that be should strike up a great relationship with cultural institutions and give them their due through organized trips, including a stop at the venue that honors our winter heroes, the Mummers Museum. 4) Join a game of stickball: So many of these star figures would be draped in Nike apparel, so I am going to extend the company’s “Just Do It� slogan to any thoughts our guests have about trying out “our� sport, stickball. How I would love to witness professionals flailing away as youngsters throw fastballs at them. 3) Venture along East Passyunk Avenue: I lived on the thoroughfare for 25 months from 2004 to ’06, and I cannot say that I found it very impressive. The ensuing decade has proven quite profitable for the expanse, and I would bet my life savings (We are talking big bucks, folks, ha!) that the chefs along the avenue could best all of the Olympic Village food preparers. Along with enjoying fascinating fare, the sporting royals would certainly find some interesting characters ready to sing their praises and secure an autograph. 2) See a Phillies game: The men and women of summer should certainly see the boys of summer. I am not sure how Major League Baseball would even handle the Phillies schedule, but I suspect it would send the club out of town for the international squads to use Citizens Bank Park. If the overseers could somehow keep our boys home, I am sure very few of us (Am I crazy for typing this?) would mind a few extra traffic jams as fans gawk at the most conditioned individuals on the planet. 1) Visit the Ninth Street Italian Market: Many people might argue that my tenth selection should go here, but something as time-tested as the Olympic Games should encourage its representatives to pay homage to another fan of fending off opinions that its best days are long gone, the Ninth Street Italian Market. Yes, ladies and gentlemen, I know this collection of musings is the epitome of a pipedream, but, much like every athlete who envisions donning gold, I refuse to let the odds be disheartening hurdles. ith the games of the XXXI Olympiad nearly a week old already, I began to reflect on how fortunate countries and host cities must feel when hearing their names announced as the centerpiece of the pageant. Because our city scored a visit from Pope Francis last September and wrapped the Democratic National Convention two weeks ago, I pondered what kind of celebration that South Philadelphia would hold if the International Olympic Committee were to stage any action here. With my imagination running wild, I thought of these 10 activities that athletes would need to do in order to have an authentic South Philly experience. 10) Have a cheesesteak: I figured I would put this one out there right away since the competitors are essentially tourists and what tourists have not heard about sampling South Philly’s cheesesteak wares? I will refrain from recommending particular sites because 1) I don’t eat cheesesteaks and therefore have no preference and 2) each location could use a nice bump. 9) Frequent our stores: Yes, a trip or two to Center City might prove compelling, but I would love for local establishments to receive a commercial boost. No matter their hankering, athletes would certainly thrill residents by grabbing goodies outside the Olympic Village or off a yacht, right, U.S.A. Basketball representatives? 8) Take the Broad Street Subway: Since I envision a great deal of the hoopla happening in the Stadium Complex area, I would enjoy rubbing elbows with performers as Broad Street Subway passengers once a day’s events are done and we are all looking for a different sort of levity. 7) Grab a copy of the South Philly Review: Olympic Games run for just over twoweek periods, giving the visitors two chances to see how the local paper chronicles their endeavors. What an assignment covering any event for this publication would make! 6) Go to the Melrose Diner: “Everybody who knows goes to Melrose.� Who would dare to argue with such a timeless slogan? Mitchell said such alterations are easy to tolerate because they are temporary. “My parents told me that [Mayor Richardson] Dilworth tried to do this the year before I was born,� she said of the politician’s failed 1961 attempt to end the median parking practice. “More than five decades later, Mr. Kenney, if he gives this any attention, will likely be unsuccessful, too. “The Philadelphia Parking Authority has the freedom to issue citations for this,� Mitchell added of its website’s mention of $31 tickets for “Parked Improper - Two Way Highway� incidents. “Why doesn’t it, though? So while we can’t trivialize the problem, the problem is not getting worse. The same study indicated that about half of our illegal immigrants come from Mexico, but that the number has been falling, not rising. OK, so Trump is wrong. Illegal immigrants are not “pouring� over our borders. But aren’t many of them “rapists� and “murderers,� as he claims? The short answer is “no.� The Center for Immigration is an organization that opposes “amnesty� for illegal immigrants. Its study shows “no evidence that illegal immigrants are more or less likely than citizens to commit crimes.� If illegal immigration isn’t increasing and illegal immigrants are no more or less likely to commit crimes than our own citizens, what is all the hysteria about? Are undocumented workers taking American jobs? Are Americans really clamoring to take those jobs picking fruit, mowing lawns, and acting as nannies? Is the problem that the Obama Administration (and, by extension, Hillary Clinton) is soft on illegal immigrants)? The short answer again is “no.� The Obama Administration has been very tough on illegal immigration if one uses deportations as a yardstick of measurement. Obama has deported 23 percent more illegal immigrants than George W. Bush did. In fact, the current administration has been criticized by pro-immigration groups for what they consider heavyhandedness in its deportation policies. Note- During the Democratic National Convention, I saw a group of Hispanics protesting Obama’s deportations. Using Trump’s logic, it would seem we have little to fear regarding illegal immigration if Clinton winds up being an extension of Obama. Yet Trump makes the false claim that Clinton is for “open borders.� You can search long and hard to find any politician in America today that is for “open borders.� The plight of Syrian refugees has opened up fears that there may be ISIS terrorists among them. Trump has been adept at exploiting what is a legitimate concern, but again he distorts the facts for his own political purpose. If one lis-

tens to Trump, the current administration (and, by extension, Clinton) is willing to admit these refugees without proper vetting. In fact, these refugees are subjected to an existing vetting process that takes about two years before they can qualify for admission to the United States. Two years! Trump is correct when he says there is no 100 percent guarantee that the vetting procedures will be effective. No screening procedure is ever flawless. The question becomes “Do you allow any immigrants to come into the country legally?� But not even Trump is for an outright ban on all immigration. He wants to induce talented immigrants who study here in the U.S. to stay here instead of returning home. Trump has backed off his plan to prohibit all Muslims from entering the U.S. He proposes instead to ban visitors from countries “compromised by terrorism.� As with many of his ever-changing policy proposals, Trump is vague on the specifics. How does one define a country “compromised by terrorism?� With terrorist acts having spread to many countries, including our European allies, does that mean, for example, that we would ban visitors from France and Belgium? It seems to me that we can agree on at least one aspect of illegal immigration into the United States. Make that two. One is that we should do what it takes to keep illegal immigration to a minimum. Most of us, I believe we should take a stance between ignoring the problem (whether the flow is currently stable or not) or building a giant wall that Mexico almost certainly will not pay for. The other is that we must come up with a realistic way to deal with the 11 million undocumented people who are already here. That means discarding the notion that we can somehow massively deport all of them, breaking up families in the process, and necessitating almost Gestapo-like tactics to search them out. Isn’t there really another way to give undocumented immigrants already here a path to legal citizenship or residency status without breaking up families? s John Dougherty, better known around town as “Johnny Doc,� the man he portrays himself to be? On Friday, the feds searched the home, business, and headquarters of Dougherty, the celebrated union boss and political power broker. The buzz spread quickly through the city, as FBI agents filled vans with confiscated papers and other material. What are they looking for? The FBI wasn’t saying at press time. Dressed in a white button-down shirt and tan khaki shorts, Dougherty appeared outside his home last week, painting a picture of someone with nothing to hide. But here’s what we know about the apparent target of their investigation. The Dougherty File Age: 56 Lives: 1600 block of East Moyamensing Avenue, Pennsport. Education: Attended Sharswood Elementary, Our Lady of Mount Carmel, St. Joe’s Prep; dropped out of La Salle University. Family: Married to wife Cecelia; two children, Erin and Tara. Dougherty’s mother is Mayor Kenney’s godmother; Kenney’s father is godfather to Dougherty’s sister. His grandfather was the Pennsylvania House Democratic whip in the early 1960s. Childhood days: Burke Playground and the Edward O’Malley Athletic Association were popular childhood hangout spots where stickball, basketball, and football were a few of the activities of choice. Occupation: Business manager, International Brotherhood of Electrical Workers, Local 98, a position he’s held since 1993. He is also business manager of the Philadelphia Building and Construction Trades Council, which represents about 40 Philadelphia-area labor unions. Other jobs: Board member, Delaware River Port Authority; board member, Philadelphia Regional Port Authority; former president of Pennsport Civic Association; former Democratic leader of

South Philly’s First Ward. Owns: Doc’s Union Pub, Second and Mifflin streets, Pennsport. Charter School Founder: Founded the Center-City based Philadelphia Electrical & Technology Charter High School in 2002. Philadelphia-area students are provided with the necessary skills and tools needed to pursue an apprenticeship with IBEW Local 98 or another field/school of choice. His daughter, Erin Dougherty, serves as the CEO. Political career: The only time he ran for office, he lost - in a 2008 bid to succeed ousted state Sen. Vince Fumo. othing surpasses a sound sense of self. When pondering his artistic ardor as a high school senior, David Pica had an epiphany, realizing that he needed to go with his gut in choosing drama over musical theater. More than a decade later and still true to that penchant for preferring emotional depth, the resident of the 2000 block of Emily Street will play another figure fond of showing fortitude, Richard, a son of King Henry II of England and an eventual ruler of the same land, through Commonwealth Classic Theatre Co.’s production of “The Lion in Winter.” “I have this role at a particularly interesting time in my life,” the 29-year-old said of portraying the man whose military might would earn him the sobriquet Richard the Lionheart. “The stakes are high for him, and they’re the same for me, yet in a far less historical respect, of course, because I’m considering what I’m going to be and what experiences I will have.” Beginning with tonight’s preview performance and the slate of shows running through Aug. 27, the West Passyunk dweller and the South Philly-resident-heavy cast, including Newbold’s John Lopes as the monarch who must decide which son will inherit the throne, are giving life to James Goldman’s 5-year-old text at The URBN Center Annex Black Box Theater. Teeming with thoughtprovoking themes such as the betrayal of trust, love, and loyalty in the quest for personal gain, intergenerational discord, and the daunting task of living during an era of political and social unrest, the text has long won regard for its examination of responsibility

to oneself, with Pica primed to pounce on his chance to channel Richard’s conviction. “The weight of expectations is pretty hefty, and he has such impressive belief in himself,” the thespian said of the royal descendant whom a release dubs as the “darling of Eleanor, Henry’s estranged queen.” “Something in his upbringing just gave him that nudge to be bold and determined, so that’s compelling to tackle.” The opportunity marks the first exposure to the 12th century-chronicling play for Pica. He finds himself especially enamored with his endeavor because of the work’s emphasis on making historical figures more vibrant. Giving a nod to the Broadway smash “Hamilton,” he values projects that, like the Tony Award winner, explore long-gone personalities’ wants, desires, problems, and issues. “I like that the show, along with

Add a solid text and folks who admire its mission and, voila, we have something dramatic and invigorating.� THE ILLINOIS NATIVE enjoyed a well-rounded childhood through which theater and sports helped him to form his affable identity and enthusiasm for discovering the depth of his ambition. He broke from his basketball immersion as a high school senior in Champaign, devoting himself to helping his institution’s “To Kill a Mockingbird� rendition to shine. “That decision really influenced my progression as an actor,� the Prairie State product explained. “I knew there would be some challenges in pursuing this as a vocation, but I never believed I would shy

away from any of them because strengthening the art form is what I felt the most prepared to do no matter how long it would take for me to feel ready, if one can ever truly feel completely prepared to do that.� Realizing the range of his contemporaries topped his, Pica picked drama as his guide in engendering added confidence as a stage presence, feeling that probing a character’s emotional integrity would yield invaluable professional and personal lessons. Matriculation at Millikin University proved fruitful yet not enriching enough for him to commence his career in theater. “I have a very solid work ethic,� he said in commending his parents. “With commitment and curiosity, I feel someone can go another length of the way because my main thought centers on how I can respect, acknowledge, and keep someone’s attention. There have to be those intensely mutual exchanges between us and audiences for there to be enduring projects, and that’s what I needed to come to understand so much better.�

Pica pursued that additional acuity through the Royal Scottish Academy of Music and Drama through which he excelled in honoring classical and contemporary plays, even spending time at the reconstructed Globe Theatre. Time in London, through which his artistry matured, followed, with the United States beckoning once his two-year post-graduate study program had elapsed. Seeking a residence where theater not only had a pulse but a robust heartbeat, he moved to Philadelphia, where unlike with the action in “The Lion in Winter,� he found individuals devoid of dreams of self-aggrandizement and bravado. “I thought ‘Let’s see how it goes,’ and I soon found Philadelphia to be a place that is indeed very welcoming,� he stated of the expanse, with West Passyunk having been his haunt since December. “There’s support across the board for new work, and I have found that so many people derive genuine pleasure in seeing others do well.� That affinity for their shared devotion

to exploration has bred wonderful interactions for Pica, who is happy that South Philly has helped in fostering friendships with other performers. Now that he has prepared himself to bring one historical reign to the masses, he anticipates a second round of delight next month when he joins an accomplished cast for Revolution Shakespeare’s FringeArts Festival contribution “King John,� a tale that chronicles Richard the Lionheart’s brother, at Hawthorne Park, 12th and Catharine streets. “Kind of like Richard, I’m wondering what to do with my awareness of the world around me,� Pica confessed. “I have this very curious nature, and Philadelphia is a great place to nourish that. For the past few years, I have been ordering burgers all over town. My favorites are made at Devil’s Den, 1148 S. 11th St; Hawthornes, 738 S. 11th St.; and Taproom on 19th, 2400 S. 19th St. I can now add Bridget Foy’s burger ($13.50) to the list. I prefer my burger to be cooked rare and to have it on a sesame seed bun. The ratio of beef to bread is crucial. I do not like over-sized buns. I received a rare burger, perfectly seared on the outside. It was topped with lettuce and tomato. I also liked the tasty mayonnaise-based sauce. Good old-fashioned cheddar cheese melted on the beef. For two more bucks, I added crisp bacon. A pile of piping hot shoestring French fries was quickly gobbled. There was not one speck of grease. Patrons have a choice of either fries or a salad with all sandwiches. Each sandwich comes with an old-fashioned kosher pickle spear. Lemon ricotta pancakes ($12) proved James instinctively knows how to put ingredients together for a fine dish. Ricotta cheese is rather mild in flavor. Thus, he added lemon to the homemade batter. Three large pancakes were topped with fresh blueberry compote. Lemon and blueberry is a classic flavor combination. The pancakes were dusted with a little confectioners sugar and real maple syrup. I also prefer thin pancakes to the thick version. These were just right. Service was excellent. The staff paced our meal perfectly. We never felt rushed. Bridget Foy’s has a number of craft beers on tap, as well as bottles, many of which are local. The international wine list features very reasonably priced options. There are Happy Hour specials as well. For 38 years, Bridget Foy’s has attracted locals, tourists, and families. During our visit, a mother, father, and their three little girls arrived. aving grown accustomed to hawking their Mexican meals in outdoor settings, first through placement within the Ninth Street Italian Market and then a spot on the 800 block of Watkins Street, Cristina Martinez and Ben Miller knew they would need an indoor spot to forge a sustainable model. Acquiring the comfort that comes with possessing a mailing address on July 4, 2015, the duo has displayed diligence and determination in offering delights through South Philly Barbacoa, 1703 S. 11th St. “The food is really strong, so, regardless of location, I had a feeling that people would follow Cristina,â€? Miller said of his wife of five years. “We have something special and kind of unique here, so we’re thrilled that there’s been such a reaction to what we are doing here.â€? Regard for the wares from the residents of the 1000 block of Morris Street has transformed the East Passyunk Crossing eatery from a weekend-only haunt to a daily space for tending to taco cravings, among other fixations. The couple’s labors of love, notably cooking meat overnight and opening at 5 a.m. for the weekend crowd, have garnered national recognition, too, as Bon AppĂŠtit Magazine last week placed the 34-seat haven on its 50 Best New Restaurants list. “That’s an amazing honor for us, and we’re looking to refine everything and make it all a bit better, but that distinction won’t bring any added pressure,â€? Miller, an Easton native with an impressive record of Philadelphia employment, said of how he and his bride, a product of Capulhuac, Mexico, intend to grow as community presences. “We just want to serve amazing barbacoa and contribute to the positive vibe around here.â€? Encountering diversity among their clientele has reinforced for the owners that they cannot be only food suppliers, and they have shown that aiding families matters as much as

feeding them by advocating for immigrants’ rights. As the former activity becomes more fervent within their hearts, Martinez and Miller are proud to accentuate the levity that the latter endeavor brings, with their decision to share their Cafe de Olla recipe as a token of their appreciation. “There’s the temptation, especially with our name, to think we are one-dimensional, but we obviously had to have coffee here to contribute to the relaxed feel that we want here,� Miller, whose establishment’s use of rotating art displays enhances the pleasant atmosphere, said. “Cafe de Olla doesn’t require an excessive amount of effort, and it will still be good the next day and as ice coffee. It’s just a really delicious choice.�

hough I prefer to buy fresh ingredients and enjoy chatting with the farmers and vendors, I had not visited the Headhouse Square farmers’ market in a number of years. At the same time, I wanted to watch tennis stars Serena Williams and Rafael Nadal at the Olympics. I came upon an easy solution. Shop first and have a bite to eat at a nearby restaurant that has televisions. Bridget Foy’s immediately came to mind. John and Bernadette Foy opened their restaurant in 1978, naming it after their daughter. Located at 200 South Street, Bridget Foy’s has two televisions in the bar. Both were tuned to the Olympics. The restaurant has a tin ceiling, several dining rooms and outdoor seating. There was a steady stream of patrons during the hour-and-a-half we were there. The bartender, who has worked there for 17 years, told me her Bloody Mary ($8) is really spicy. She gave me a small sip, and I immediately gulped down some water. She made me one from scratch, and it was perfect. “Feel free to add more salt, pepper or horseradish,� she said. The condiments were on a tray next to me. Edward ordered a screwdriver, and we watched Williams and Nadal prove their immense talent. I have eaten at Bridget Foy’s for more than 20 years. It has always been on the cutting edge of Philadelphia cuisine. I clearly recall a game dinner with appropriate wines that was among the finest meals I have ever had. Executive Chef Daniel James has put together a marvelous seasonal menu. There are starters, soups, salads, sandwiches, and a selection of brunch dishes. Gazpacho ($7) was the soup du jour. Every chef has his or her version of this classic chilled Spanish soup. Tomatoes, cucumbers, and onions form the base. Bell peppers are usually included. This version was pureed to a velvet consistency but retained a certain richness that I liked. It was topped with a crisp crouton. The soup was served in a large wide glass. Creating an unusual salad draws from inspiration. James has a pure winner with the Green Salad ($10). He used all green ingredients, which varied on shades of green. The base was large leaves of butter lettuce, one of my favorites this time of year. The salad also included sugar snap peas, small pieces of slightly crisp asparagus, and pea shoots. There was a marvelous contrast of flavors and textures in this dish. A buttermilk-based dressing, laced with fresh lemon juice, was truly inspirational.

ryan Hughes has always pegged himself as a people person, believing in the boundless benefits of sharing experiences and fostering connections. Always eager to add acquaintances, the resident of the 1100 block of South Eighth Street is hoping to exchange a few firm handshakes and solid groundstrokes Saturday when the South Philadelphia Tennis Association takes to Franklin Delano Roosevelt Park, Broad Street and Pattison Avenue, for the Summer Sizzler, the official kickoff of the entity’s relationship with the green space’s friends group. “It’s something I had always hoped for,� the president of the five-year-old association said of its bond with admirers of the Packer Park jewel. “It’s a dream for us to become partners with them in being advocates for the game.� The Passyunk Square inhabitant relayed that friends group member Barbara Capozzi approached him about establishing programming in the expanse. As the overseer of a labor of love that has won Community Tennis Association of the Year honors through the United States Tennis Association (USTA), Hughes immediately gave consent and has proven a content partner through the Grow the Game outreach. Having already commenced Tuesday and Thursday After Work Drill and Play sessions at the 102-year-old urban slice of heaven, he is using Saturday’s gathering as the declaration of the triumvirate that the association, the friends group, and the USTA have formed. “There’s obviously a great presence on the courts already, but we want to intensify that through a bunch of new opportunities,� Hughes said from Barry Playground, 18th and Johnston streets, where he helps youngsters through National Junior Tennis & Learning instruction. “The keys are to keep everything affordable and to promote fun. If you’re not doing those, you’re not going to have something sustainable on your hands.� Saturday’s participants in the $25 Adult

Designed for players of all abilities, the 1-4 p.m. offering will also find Hughes furthering his reputation as a gregarious and giving guy through food and drink options, prizes, and giveaways. “It promises to be a great afternoon,� he said of the looming experience. “There couldn’t be a better duo for us to be able to partner with as the SPTA looks to grow.� A VISIT TO the South Philly Review’s website search engine reveals that Hughes has often appeared in the publication, most recently in March when he claimed the high school/youth coach Readers’ Choice Award. Time in Texas and Florida yielded amazing instructional opportunities, but no matter how appealing and successful his stints in other locations have been, South Philly will always loop a lasso around the native’s heart. “That’s what makes this all the more

rewarding,� he said of the affiliation with Capozzi, a 2014 South Philly Review Difference Maker. “Here’s someone who gets how important it is to have people and families out enjoying themselves through somewhere as impressive as FDR Park.� Hughes noted that the initial programs through the new player initiative will look to be as inclusive as the South Philly Tennis Association’s ledger of endeavors has been. He expressed particular interest in drawing minorities and millenials, yet no matter one’s makeup, he feels the time to take up “the sport of a lifetime� is now. “The relationship is already a blessing,� he said as Barry registrants began their morning offerings to the tennis gods by taking a few practice swings. “It’s not the SPTA going alone, and as everything evolves, the hope is that people, no matter their experience or availability, will look to this partnership for strengthening their love of the game.� While Saturday’s focus will be on adults,

younger enthusiasts’ racquets will not soon be collecting dust. Come Aug. 27, a Junior Play Day Summer Fiesta will include information on joining USTA Programs, notably the increasingly popular 10-andunder tennis format, and, on Sept. 17, Hughes and his colleagues will start their Junior Team Tennis slate, with tutelage for three different age groups. The Federal Aviation Administration (FAA) has issued a Finding of No SigniďŹ cant Impact (FONSI) based on the completion of an Environmental Assessment (EA) that analyzed the potential environmental impacts associated with the proposal to rehabilitate and reconstruct the existing, active approach light system foundation pier for Runway 9R at the Philadelphia International Airport. The existing pier structure is nearly ďŹ fty years old and is in need of signiďŹ cant repair and rehabilitation. The FONSI and the EA, which were prepared in accordance with the National Environmental Policy Act (NEPA), are available as of the publication date of this notice.
