Parking problems

O

ften when I’m out and about in my neighborhood, I’m reminded about what concerns some of our readers most – parking. If Trump and Kim ever do launch a nuclear war, the primary sentiment of the survivors in my neighborhood would be, “At least some parking spaces opened up.� When then-mayor Richardson Dilworth visited South Philadelphia in the middle of the last century to discuss his solution to South Philadelphia’s parking problems, he was stoned by our parents and grandparents. “Stoned� as in getting rocks thrown at you. My normally mild-mannered Uncle Nunzi claims that he threw the first rock. Dilworth had the temerity to suggest that for a $50 fee, South Philadelphia residents would be guaranteed a parking spot in front of their own homes. Sounds like a good deal to me. But the feeling down here was who the hell was the Mayor to think he could charge us for parking in front of our own house? Hell, the City provided him with a parking space. ov. 16 was a historic date for the City of Philadelphia. The School Reform Commission, the state agency in control of our school system for the last 16 years, voted to disband itself and restore the district to local control. According to Act 46, which enabled the takeover in December 2001, five commissioners were unilaterally chosen by the governor and mayor and could not be dismissed until their terms were over. Nor could the SRC itself be dissolved except by a majority vote by its own members. Furthermore, the law authorized wholesale privatization of the system. Community outcry caused that part of the law to be scaled back. Thus began one form of privatized management experiment after another. Edison Schools, Inc. was one of the first corporations to benefit. Universal Companies, run by Kenny Gamble, was another of those original education management organizations. Thanks to the authoritarian power granted to the SRC, school district employees’ contracts were drastically curtailed and the right to strike was removed. CEOs: Paul Vallas, the late Arlene Ackerman, and now William Hite – all alumni of the Eli Broad Academy of Superintendents – were hired to oversee the changes. Only the courts could reverse any of this, and they seldom did. As time passed, education management organizations came and went. Some schools were turned into “Renaissance” or “Turnaround” schools. Charter schools meanwhile were created by a law that failed to give districts the power to ensure that only high-performing charters that serve equitable populations of children be allowed to open. The SRC struggled to close underperforming charters as well as deal with outright fraud. All this trial and error took a toll on the right of Philadelphia’s school children to a “thorough and efficient” education as mandated by the state constitution – with no end in sight. The city has until June to replace the SRC with a local school board. Under our present city charter, the mayor alone has the authority to name nine people to the school board from a group of nominees. Meanwhile, state Sen. Vincent Hughes, who represents portions of Philadelphia and Montgomery County, and is the Democratic chairman of the Senate Appropriations Committee, has expressed concern over state funding. He argues that taking back our schools does not mean the state is relieved of its responsibility to adequately fund the school system. Over the years, the sys-

tem has been so neglected that now they need about $5 billion just to fix decrepit buildings. As the senator says: “... the U.S. Department of Education reported that Pennsylvania’s school funding system is the most unequal system of all 50 states.” How ironic! The state, through the SRC, took over the School District of Philadelphia 16 years ago to establish fiscal order. Then they wasted billions dealing with private managers and establishing more than 80 charter schools with insufficient oversight or accountability. Now that the SRC has washed its hands of the problem, we are left with a cash-strapped school system and crumbling infrastructure. The ambitious privatization experiment has been a flop (except of course for the profiteers)! Not everyone agrees that returning the district to a mayoral-appointed school board will solve things. Some, like lawyer and educator Richard Migliori, Esq., express doubt about this move. His argument is “...the most efficient form of public school governance is one in which the board is directly accountable to the public through school board elections.” Did

I fail to mention that Philadelphia is the only school district out of 500 across the state that does not elect its own school board? Under the present city charter rules, what we have basically is a situation where children in the city do not have the same protections of a democratic system as students in all the other districts in the state. This violates the spirit if not the letter of our constitution’s Education Clause. Mr. Migliori sees this as the basis for litigation and a change to our city charter. What bothers me most is that a whole generation of students has grown up under a mishmash of unfair state funding, wasteful privatization schemes, and now faces a return to a situation not much different from the one that started this ball rolling in the first place. We can do better: local control with a democratically elected school board accountable to parents and taxpayers; fiscal oversight; proper funding by city and state; and revision or repeal of the Charter School Law. n Oct. 20, an 18-year-old male complainant reported to Special Victims Unit investigators that when he was 17 years old (in 2017), and enrolled at the High School for Creative and Performing Arts, 901 S. Broad St., he engaged in sexual encounters with his school counselor, according to the Philadelphia Police Department’s office of Public Affairs. The complainant states that sometime in February, he went to the counselor’s home located on the 1200 block of Callowhill Street, where he began to share some personal information, and they engaged in sexual acts. The complainant states he had approximately six sexual encounters with the subject while he was a student in high school and that all of the sexual encounters took place at the counselor’s residence. How-

ever, sometime in February or April, he went into the counselor’s office, and while inside of the office, the male allegedly touched the complainant’s private area with his hand, according to police, who said the complainant also provided the investigators with copSIEBER ies of inappropriate sexual messages and photo images that the male sent him on his cell phone. On Nov. 21, an arrest warrant was served inside of 1200 Callowhill Street residence and the male/ counselor, identified as 50-year-old Bryan Sieber, was arrested and transported to the Special Victims Unit where he was processed and charged with institutional sexual assault, endangering the welfare of a child, corruption of a minor and related offenses.

Suspects wanted for multiple robberies and assaults

On Nov. 18, at approximately 7:38 p.m., a group of juveniles, both male and female, attacked and robbed several victims along the 18th Street corridor spanning from Chestnut Street to South Street. As of this time, detectives are actively investigating two assaults, one aggravated assault and five robberies. Injuries consist of a large laceration to the back of the head, a broken nose and bruises. Preliminary information reveals that the crowd originated on the 1700 block of Walnut Street. Two juveniles, a 14-year-old female and a 15- year-old female, were arrested for the assault of two SEPTA police officers. Local actor set to take ‘A Chorus Line’ on the road By Bill Gelman SOUTH PHILLY REVIEW

hen the national tour of “A Chorus Line� begins on Jan. 24, Andrew Ruggieri, of the 2500 block of South Carlisle St., will be spending a lot of time on the road. He is set to play Mike when the show opens in California. “I am super excited, Ruggeri said. “It’s a great show about what it’s like being in the business.� He previously played the role in 2014 as part of a local version at the Broadway Theatre in Pitman, N.J. His new gig required auditioning in New York City and making several return appearances for callbacks. The 28-year-old, who was given the nickname “Hollywood� by Danceadelphia owner Jason Douglas, previously came

close to playing Johnny Castle for the national tour of “Dirty Dancing,â€? but missed out as a result of his height. Later this month, Ruggieri will be relocating to the Big Apple to begin daily eighthour rehearsals. When the show finally does hit the road, the tour will include stops in Scranton and North Jersey. One of the effects of Weissenger’s rare kidney disease, called Membranous Nephropathy, is that his body retains too much water. The dialyzer removes the excess liquid. On the day we meet, Weissenger weighed himself and determined that his body had about a liter more water than it should, so he set the machine to remove just that much. Weissenger, who is 42, has been performing kidney dialysis by himself since 2014, and he’s become comfortable with the process. Or at least as comfortable with it as somebody who performs self-dialysis could possibly be. “If I were to fall asleep or if I take off too much fluid, it’ll cause me to pass out,� he said. “The reality is one mistake and it’s bye bye Joe.� It’s a tedious process that Weissenger, who is the assistant to the JV coach for South Philly’s Warriors football team, does five days a week. Each session takes about five hours. Weissenger was employed as an insurance appraiser. For about a year and a half starting in June 2014, he worked fulltime as an appraiser and performed dialysis on himself five days a week. But that eventually proved to be too much to handle, and he was forced to leave his job at the end of 2015. Right now, his volunteer coaching work with the Warriors is one of the main things that gets him out of the house. “It’s such a huge escape for me because I love football,� he said. “I love coaching. I love playing. I just love working with the kids. It’s great. It’s an hour and a half or one hour that life’s totally normal, and it’s awesome.� None of the kids on the Warriors football team are related to Weissenger. He just wants to help. “We all were very thankful for him coming down and coaching us every night,� said 13-year-old Patrick McGinnis, who plays center for the Warriors JV team. “He has his own family and he still comes down and always helps us out and teaches us football.�

“He’s a great coach,� said JV Warriors right guard and defensive tackle Billy Cullen, who’s also 13. “Having to get his kidney replaced and still coaching says a lot about him.� “His stamina is still there. His thirst for the game is still there,� said Kenny Bergman, the director of football operations for the Warriors. “You wouldn’t even know he was sick, which amazes me.� There’s only one thing standing between Weissenger and living a normal, dialysis-free life: a kidney transplant. He’s been privately seeking one ever since he learned of the disease, but so far to no avail. “I’ve had people step up to be donors in my family,� said Weissenger, “but for whatever reason, they couldn’t pass the screenings for different health reasons or age or whatever.� About a month or two ago, Weissenger decided to go public. He started a Facebook page and a website, kidney4joe. com, in an effort to get the word out. Weissenger’s bloodtype is O+, which means he can accept a kidney from anybody whose bloodtype is either also O+ or O-. “I was really reluctant on doing this because it’s a matter of pride,� said Weissenger, who has a 4-year-old son named Joey and a 2-month-old newborn girl named Aubrie. “I don’t even like asking my wife to help me out with all of this, let alone other people. But the reality is, I have a young family, and I want to get moving in life. Army-Navy game traffic only went one way

aturday marks the return of the Army-Navy football game – an annual tradition dating back to 1890. Eightysix of the contests have taken place in Philadelphia, including the old Municipal/JFK and Veterans Stadiums, and more recently, Lincoln Financial Field. Despite West Point, N.Y., being less than 150 miles away, the City of Philadelphia has not spread much of its much talked about Brotherly Love the Black Knights’ way as the service academy enters this year’s game seeking its first win in Philly since 2001. For those

heading to the game, 3 p.m. kickoff on Dec. 9, imagine if all of the traffic along South Broad Street heading toward the sports complex went one way. That’s right – four lanes of traffic all heading south. Today, the scenario would never work as hundreds of people head into Center City to do their much-needed holiday shopping. Believe it or not, back in 1947, the scenario really did happen. See for yourself in this old image from Nov. 29, 1947, in which all of the traffic is heading toward Municipal Stadium. he team at Le VirtÚ, 1927 E. Passyunk Ave., is preparing for a dining experience one does not hear about too often – a La Panarda. The tradition, which is popular in the Abruzzo region of Italy, features more than 40 courses, spread over nine-plus hours. Chef Joseph Voller will have the task of putting together this day-long culinary demonstration taking place on Jan. 28 and limited to 35 guests. Owners Francis Cratil-Cretarola and Cathy Lee pay homage to the region regularly. The annual event is celebrated in Villavallelonga, the town where the tradition has persisted for the longest time. The first recorded Panarda there was in 1657. Traditionally, each guest must eat each food that is served, and legend has it that past Panarda meals in Abruzzo included armed guards to enforce this rule.

Le VirtÚ’s version, of course, will be much more relaxed. Attendees will get to enjoy a variety of selections ranging from small bites to antipasti to seafood selections and meats, as well as dolci, or dessert. Attendees will be sent home with a generous gift bag that will include a variety of take-home goodies both imported from Abruzzo and crafted by hand at Le VirtĂš. Anti-poverty advocate seeks solutions, not scorn Otis Bullock of Diversified Community Services says a lack of diversity is limiting the United Way But isn’t a big monkey wrench in the case of education the fact that sadly many of our schools in the Philadelphia School District are substandard when it comes to curriculum to push children forward? “We start as early as possible, we’ve worked with kids as early as 6 months. We are a part of a [grant campaign] that is designed to have kids reading on grade level by fourth grade. In order to do that in the course of a six-year campaign, you’re working with 2-year-olds today and 2-year-olds today will be in third grade in six years. So the goal is to make sure they’re not behind before they even get a chance to get behind. So our goal is that our young children from six months to 5 years old are developing at a rate that they are not behind in kindergarten. If you can do that, then you are setting a kid up on a path for success going into third grade. We also work with the schools around us to create a pipeline into those schools and that we’re providing our schools with students that are ready to learn upon their arrival. That’s our approach.”

tis Bullock doesn’t necessarily see things in black and white. But he does notice when there’s more white than black. Earlier this fall, the anti-poverty advocate penned a letter lambasting the United Way of Greater Philadelphia and sent that letter to the Philly media at-large. Needless to say, it grew traction and for a moment cast a spotlight on the United Way, the city’s largest anti-poverty organization. To Bullock, the lack of diversity in the United Way – which contains an executive team that is 86 percent white – is a joke for an organization trying to effectively understand, impact and ideally eradicate intergenerational poverty. It was a point apparently well taken, as when reached out to for comment, the United Way supplied a fiveparagraph statement that, in part, read: “We understand the concerns that Otis Bullock raised in his letter, and we respect the opinions of our community members and partners across the region. We are open to discussing those concerns together, just as we did recently with Mr. Bullock. We believe that a commitment to diversity and inclusion is key to serving the communities of our nine-county footprint effectively. As a regional organization, we seek to build a staff and volunteer board that not only reflect diversity of gender and ethnicity, but also represent diverse geographical locations, our donor base and partners, and those we serve….however, we also recognize that there is more work that can be done to continue to reflect the diversity of this region.” But in a follow-up with Bullock, who runs Diversified Community Services, a Point Breeze-based nonprofit that boasts a two-part approach to fighting Philly’s poverty issue, there was plenty to say. Otis, what sparked that letter? What did you see that made you feel compelled to pen that and send it to Phila-

Otis Bullock has no issues with telling it like it is if the fight is an effort to thwart intergenerational poverty in Philadelphia. delphia media at-large? “I’ll tell you what I told the United Way; I wrote that letter with love and with good intentions because I know how great it could be. The reason I chose the United Way was because, to be quite frank, a lack of diversity is a serious problem across the nonprofit sector. It’s not just a United Way problem, but I chose [to call out] the United Way because of the work that they do, particularly with the mission to alleviate generational poverty and the impact that they have on the nonprofit sector as a whole. I believe that as the United Way goes, the nonprofit sector of that region goes. They have the ability to not only make an impact within their organization, but act as a catalyst for greater impact within the nonprofit sector.” But wouldn’t you agree that lot of these nonprofits are largely funded by the philanthropic efforts of wealthy

people or organizations of the wealthy that are predominantly white? With this wealth comes power and pull thus comprising boards that are white, leadership that is white and staffs that are predominantly white? How much of that do you think plays a role? “I don’t have the numbers of who gives and who doesn’t give, but I do have the numbers on who the beneficiaries of all this giving goes to. In my opinion, it’s hard to make good, sound decisions when you can’t effectively understand the problem you’re addressing. I think that a lack of diversity or voices to help you understand the other side, so to speak, doesn’t really help.” What is the state of Philly’s poverty crisis now and how can your plan stop the bleeding, so to speak? “We’re a state of two cities right now. On one hand, we are at a 26.1 percent poverty rate making [Philadel-

phia] the poorest big city in America, but at the same time we have this boom going on with housing going up and young families moving in. There is this big gap of people moving in making six figures moving in next to the people living in poverty. Part of what I do and what we’ve always done at Diversified Community Services is based in Point Breeze, which is a highly gentrified neighborhood and we take a twogenerational approach to poverty in our area. We combine quality early childhood education and offer housing and employment opportunities. The goal is taking the long-term approach of educating Philly and get them prepared for success in school to find a way out of poverty. The short-term goal is stabilizing the parent and the family so these children are in a stable place that fosters that learning experience. Most anti-poverty organizations only focus on one or the other, but not many do it together.”

How many schools does Diversified Community Services work with now? “All together about seven schools all in our catchment area.” What’s the leadership comprised of at DCS? “It’s really diverse. We have a number of teachers and educators; we also have social workers and counselors that come from a variety of different backgrounds and ethnicities … from developers we have a quite a mix of people here.” What do you hope to see from the work both you and other organizations are doing right now in Philadelphia, say five or 10 years from now? “I just want to see our children grow up and have a realistic chance of being successful. I want to see more of a divide when it comes to generational poverty. I know it can’t be done overnight, but at the same time, there’s a right and a wrong way to go about doing it, that’s all I’m trying to say.”

‘The Disaster Artist’ turns cult trainwreck into film gem Directed by and starring James Franco, the film explores big-budget amateur flop ‘The Room’ By Logan Krum SOUTH PHILLY REVIEW

I

n 2003, arguably the worst movie ever created was released. Living enigma Tommy Wiseau released his directorial debut “The Room,” a film so notoriously strange and off-putting it eventually became a cult classic. After a small release where it was critically lambasted, the film re-entered theaters and continually filled seats with audiences ready to celebrate its odd but resilient experience. “The Disaster Artist,” which will be widely released to theaters Dec. 8, attempts to decode some of the mysteries behind the making of that film. James Franco directs, produces and stars as Wiseau in a story of what went on behind the scenes that (somewhat) explains how the cult film turned out how it did. Ultimately, many mysteries remain unanswered about Wiseau, perhaps for the best. To those who have never seen this movie, it goes beyond bad acting, writing, directing and cinematography – every line is delivered with an awkward delay or rush, and scenes are stringed together with no clear narrative. It operates on its own logic isolated from anything resembling reality. Most of that movie’s eccentricity comes from Wiseau himself. The man is very secretive – when he first met his filming partner Greg Sestero (who starred in “The Room” and wrote the tell-all book “The Disaster Artist” is based on), he wouldn’t disclose his age, where he came from, or how he obtained millions of dollars to independently finance the film. (“The Room” ended up costing an estimated $6 million, all of which came directly from Wiseau’s pocket). “The Disaster Artist” opens in a theater class, where this version of Sestero (played by Franco’s brother, Dave Franco) is wowed by Wiseau’s performance. They connect over a game of football, one of Wiseau’s favorite pastimes, and Wiseau convinces him to move to Los Angeles to jumpstart their careers. (Remember, Wiseau is a few decades older than him, though he claims they’re the same age.) And so the unlikely duo becomes roommates.

After being rejected for multiple roles, Wiseau decides to take his aspiring career into his own hands, writing the script for The Room and selfdeclaring it a masterpiece. Wiseau’s long greasy hair and accent of unknown origin (he grew up in New Orleans, but sounds like someone from Mars) make him a subject worth studying even apart from his film. James Franco approaches playing him with needlepoint precision. When scenes from “The Disaster Artist” cast are played side-by-side with clips from the original during the film’s credits, Franco is remarkably in sync with Wiseau’s delivery. Franco’s role is a complicated one. His task is to give a tour de force performance of someone else failing to give a tour de force performance. And he absolutely nails it. Roles like this aren’t typically recognized in year-end awards, but Franco’s turn here might prove to be irresistible in the awards circuit. “The Disaster Artist” can stand on its own merit as an excellent comedy film, though viewing “The Room” certainly enhances the experience. Its ensemble cast includes Seth Rogen, Zac Efron, Jacki Weaver, Alison Brie, Josh Hutcherson and Nathan Fielder recreating infamous scenes from the film with surprising accuracy to the source material. But the comedy’s true strength is its treatment of Wiseau. It would have been easy for Scott Neustadter and Michael H. Weber’s screenplay to take the route of demonizing him for his oddness – the movie itself points that out when a casting director calls him malevolent, saying he could only play villains. But instead, Franco endears the larger-than-life personality. For all its quirks, it could be easy to forget The Room was the result of a passionate man working toward his dream. Franco inhabits Wiseau’s odd exterior and soft interior with care. “The Disaster Artist” is a passion project about a passion project. And even if “The Room” wasn’t celebrated in the way he wanted, Wiseau undeniably left his mark on audiences with his film. Here it is, being celebrated and recreated 14 years later. It’s helped create not one, but two, memorable cinematic experiences. Call Today!

Slow start, mistakes lead to loss to Seattle By Al Thompson SOUTH PHILLY REVIEW

T

he Seattle Seahawks knew in order to beat the high-flying Eagles they had to play errorfree football and quarterback Russell Wilson had to be at his best. Seattle knew the Eagles had to commit their share of mistakes for them to have success. All that happened Sunday night in Seattle as the Seahawks knocked off the Birds, 24-10, who dropped to 10-2 on the season. The Eagles are tied with the Minnesota Vikings with the best record in the NFC, and are technically the No. 2 seed in the conference. “Tonight was pretty special,” Wilson said at his post-game press conference. “Against a really good football team, we played lights out. You can’t play much better than how we played tonight, and that’s because of the work ethic that we have. December does matter, and that’s what championship teams do.”

The Eagles didn’t play like a title contender Sunday night. The Birds literally tossed away three touchdowns in this game and hurt numerous other chances with penalties and mental mistakes. On their second possession of the game, Carson Wentz missed a wide open Nelson Agholor, who had what appeared to be a clear path to the end zone. Another missed opportunity came when LeGarrette Blount barreled his way to the one-yard line in the first half only to have it pushed back to the 14 on a penalty by Alshon Jeffery. Defensive tackle Sheldon Richardson stripped the ball from Wentz’ arms on a quarterback sneak inside the 2-yard line on the Birds opening drive of the third quarter, the ball ricocheted up in the air and out of the end zone for a touchback. “Fumbled, it happens. It’s tough to do that on the road,” Wentz said. “Situations like that, especially when you’re down there on the 1-yard line, tough to do that and expect to win. Especially coming out the first drive of the second half, the way we did. We were rolling

Just can’t put it on the ground.” Late in the fourth-quarter, with the Eagles trailing by 14 points and Wentz trying to lead a rally, cornerback Byron Maxwell hauled in an interception in the end zone. There was plenty of blame to go around. The Eagles committed seven penalties for 64 yards, several were crucial, keeping Seattle drives alive. In the fourth quarter, Eagles head coach Doug Pederson elected not to challenge a lateral pass from Wilson to Mike Davis on third-and-8 which resulted in a 17-yard pickup for a Seattle first down that led to their third touchdown, sealing the win for the Seahawks. “Real-time it looked fine. It looked legit, Pederson said at his postgame press conference. “We didn’t get all the necessary looks and they hustled to the line. At the same time it looked good and I trust the guys upstairs making those decisions and didn’t challenge. I already challenged one in the half and lost that, so I didn’t want to risk another timeout.”

Wentz was 29-of-45 for 348 yards, one touchdown and one interception. He was sacked three times. The Eagles rushed for just 98 yards on 26 carries and no scores, almost 50 yards below their season per game average. “We did struggle,” Wentz said. “We struggled to get into a rhythm, running the ball, throwing the ball. Came up short on a couple of third downs and stuff like that. We just had to find it in that second half. Came out right away and went with our no huddle drive that kind of got us a little boost. Like I said, we got it all the way down there and we just didn’t finish.” The Eagles drove into Seahawks territory six times in the first three quarters but managed just three points before finally scoring their lone touchdown early in the fourth quarter to cut Seattle’s lead to 17-10. Most of the drives stalled because of mistakes and penalties. “Can’t make those mistakes against good football teams on the road and expect to win,” Pederson said. “You just can’t do it and we did it again tonight.”

Agholor led all receivers with seven catches for 141 and a 27-yard touchdown pass in the fourth. The score was set up by a brilliant play by Wentz who escaped the rush deep in Eagles territory to hit Agholor with a 51-yard pass. But it was too little, too late. “I missed some throws, we missed some things early on,” Wentz said. “Sometimes that’s just the flow of the game early on, just try to see what’s going to work for you early in games. We were slow early on.” Wilson finished 20-of-31 for 227 yards and three touchdown passes and no interceptions. He was sacked twice. The Seahawks rushed 25 times for 101 yards and no TDs. But the reason the Eagles lost was the play of the Seahawks defense. They never let the Eagles off the mat. Seattle is 8-4 and one game behind the Los Angeles Rams (9-3), the team the Eagles face next on the schedule and on the road.

s the Eagles packed their bags in a disappointed CenturyLink Field locker room late on Sunday night and prepared for a week in Los Angeles ahead of Sunday’s game against the Rams, they knew the immediate challenge: Against good teams in the NFL, the Eagles need to play an “A� level game. They didn’t come close to that in a 24-10 loss at Seattle, losing as the Seahawks shut down the NFL’s highest-scoring offense, getting turned this way and that way by quarterback Russell Wilson and his creativity and missing on scoring opportunities that they had routinely converted on the way to nine straight wins. “We learned a lot about ourselves in this game,� safety Malcolm Jenkins said, “and we’re going to learn a lot about how we respond. I think we all expect to have a great week of work and play our best game against the Rams. We need to rise to the mo-

We’re going to find out how the Eagles respond to some adversity.
