a ribbon marking the completion of a multi-million dollar renovation. “In March 2013, Pennsylvania Housing and Finance Agency awarded the Tasker Village project with an allocation of $3.4 million in Low Income Housing Tax Credits,� reads the event’s press release. “Upgrades include new EnergyStar appliances, water heaters, heating ventilation and air conditioning system upgrades, photo-voltaic solar panels to power public lighting, new kitchens, floors and bathroom upgrades, and a new community center.� Tasker Village is 27,243 square

feet and has 28 units in five buildings with an open-air garden and parking spaces. According to Diversified’s website, “the preservation project includes six 1BR apartments from 584772 square feet, eight 2BR apartments ranging from 772-837 square feet, and 14 3BR apartments ranging from 970-1,025 square feet.� In Diversified Community Services executive director Otis L. Bullock Jr.’s opening remarks, he pointed out that Point Breeze is a rapidly gentrifying neighborhood, which makes affordable housing a priority for the non-profit.

“You can’t ride down the street without some new building going up, and people are worried they’ll be priced out and a nice complex like Tasker Village may have become high-end condos,� the Strawberry Mansion resident told the crowd on the sunny Thursday morning. The units are beautiful and last week’s attendees were encouraged to inspect a couple model units. An open letter to Passyunk Square Neighbors: I wanted to inform you about a proposed rezoning in my neighborhood. My family and I have owned a house on the 800 block of Wharton Street, and have lived there for 90 years. Our homes will be most affected by this change. Fifteen years ago, something similar happened when the church was torn down. With the help of Frank DiCicco, who was the head of the civic association, the properties went from commercial to residential, which stopped a White Castle chain from building on the land. The de-

We have tried to get help from the City of Philadelphia by adding a bathroom in the ballpark, neighborhood street cleaning and a mini police station nearby to solve this issue. Many are open all night with no bathrooms. They have outdoor seating that causes more congestion, not allowing pedestrians to walk through. None of these solutions have been executed while the tourists, trash, parking, noise and public urination has gotten worse. All of this means for you and the neighborhood is that parking will only get worse, congestion will increase and all of the other offenses will only become prominent as we progress. If it were not for our sacrifices to maintain our properties, pay our taxes and be good citizens, the neighborhood would have deteriorated. The City conveniently overlooks these facts, instead choosing to destroy what every homeowner has made possible throughout the years. The bottom line is I need you to attend the civic meetings (Passyunk Square Civic Association) to have your voice heard if you feel the same way I do. If not, the developer’s offer will win over the neighborhood and impact all of our lives. t 12:05 a.m. Saturday, authorities responded to multiple calls for a large fight on the highway and learned two men had begun the matter inside the 2nd Street Shooters Clubhouse, 1438 S. Front St., Detective Danielle Tolliver of South Detective Division said. Multiple witnesses noted that upon the commencement of the incident, security for the private event ushered everyone outside, where the brawl continued. The initial complainant struck his head on the pavement following a knock to the ground from an unknown individual, with the offender supposedly stepping on his stomach. A second victim received a laceration to his head from an unknown object, an injury that resulted in a trip to Thomas Jefferson University Hospital, where personnel inserted 12 staples. The third and fourth complainants endured blows from unidentified people, receiving unspecified injuries that necessitated a trip to Methodist Hospital. The final victim suffered a lip laceration from a mystery figure and also received treatment at Methodist. For his alleged participation in the melee, law enforcement officials arrested Ryan Morris, of the 2600 block of South Iseminger Street, and charged the 26-year-old with simple and aggravated assault and recklessly endangering another person. He posted his $3,000 bail and awaits an April 21 preliminary hearing.

They charged the 32-year-old with criminal conspiracy, assault, possession of an instrument of crime, robbery and theft. Court records list that Senior Judge Harvey W. Robbins found him in contempt of court for “disobedience or neglect of officers� Monday, with a six-day maximum penalty. Little did the group know at the time that it was setting the foundation for a 100-plus years of history for future South Philadelphia scouts. The previous members may no longer be around to share their stories, but the currently involved individuals remain grateful of the path that was set for them a century ago. Dan El Brown, 14, who is one of the 12 present members of Troop 147, is excited that he is going to be part of the April 19th 100th anniversary celebration taking place from 1 to 5 p.m. at the Waterfall Room, 2015 S. Water St. “I just feel pretty fortunate to be one of the lucky ones to be part of the 100th celebration,� the Northern Liberties resident said. “The other guys before us have a lot of dedication to do it for 100 years without missing a season.� Fellow scout Dakota Elliott, 12, who is enjoying his second year with the troop sponsored by Trinity Lutheran Evangelical Church at 18th and Wolf Streets, is equally excited. �I am pretty lucky to be here for the 100th anniversary,� the resident of 19th and McKean streets said. “Eventually we will celebrate a 200th anniversary for someone else to enjoy.� Scoutmaster Chris Menna, a 2011 South Philadelphia Review Difference Maker, can provide a little bit more of a historical perspective as a result of spending more than three decades with the organization, dating back to 1980. up the ranks, which included earning the highest honor as an Eagle Scout at the age of 18. The former resident of the 2100 block of South 18th Street is grateful for the life-altering experiences he has picked up over the years. “My father wasn’t that big on the outdoors,� Menna said, “He would fix things. These people exposed me to the whole outdoor world and took me places. I had an additional set of outdoor fathers who shared a lot of time and knowledge with me. “It helped me grow and develop and become successful like I am today.� Lately, Menna, who volunteers his time with Troop 147, has been spending a lot of time finalizing the plans for next weekend’s open-to-the-public bash. Tickets are

Those who have attended the city’s holiday festivities may have noticed Troop 147 marching in both the Columbus Day and Thanksgiving Day parades. The group also dedicates a lot of time to learning core life skills that are included in the Scoutbook, including cooking, life saving, nature study and citizenship. At the same time, the youngsters learn about teamwork, self-confidence and leadership skills. Elliott and Brown approach life by following the Boy Scout Motto: “Always be prepared!� as well as the Boy Scout Slogan: “Do a good turn daily!� The celebration is just the first phase of the 2015 celebration, as in July, the group will be heading to the Adirondack Mountains for a week-long journey in which Elliott said he is looking forward to enjoying a course on upper body strength. The trip will also include visiting the remaining sites of the 1980 Olympic Games in Lake Placid, N.Y. Brown, who followed in the footsteps of older brother Don El, who went on to become an Eagle Scout, has strong memories of his four years with Troop 147. “It’s a great troop,� he said. “There are a lot of great adult leaders who make you feel like you are a part of a family.� It’s one that was formed a very, very long time ago thanks to the founding leadership of Scoutmaster Peter H. Bower and troop committeemen Dr. John E. Scheid, Burton C. Simon and Rev. Frank M. Urich. Add the backing of Trinity, and the foundation the original leaders set has Troop 147 gearing up for its next 100 years of existence. “Our goal is to continue to exist and remain competitive,� Menna said. “A lot of people are not aware we are in South Philly. er Village an affordable housing hub, and that’s when Diversified Communities came in. “We were losing money holding on to the property, the financials of the property don’t work without the tax credits,� Bullock said. “We went in one last time, and we got the credits.� Diversified is, theoretically, much more of a childhood education and workforce development non-profit, but helping area residents with housing has been an added-on element. It has supported the development of South City Gardens, 10 energy-efficient townhouses built by Innova Redevelopment on vacant lots throughout Point Breeze, as well as Latona Green, both projects funded in part by the Philadelphia Redevelopment Authority. Housing tax credits don’t function as money in developers’ pockets; they get sold to banks and converted on the dollar. “With the money that you get from the banks after selling them the credits, that’s what you use to renovate your properties,� Bullock added. The units’ rents are between $500 and $900 and eligibility is based on area median income. If applying tenants make between 20 and 60 percent of the area median income, they’re eligible. That means if the average household income near 16th and Tasker streets is $40,000, eligible applicants’ household incomes will fall between $8,000 and $24,000. Hudson, a national leader on affordable housing, said “this is a public-private partnership, and none of this could happen without those in the trenches. The credits are very competitive and we’re funding one out of three projects that walk through the doors, and the mayor’s been a big supporter of affordable housing in the city.� He noted that Diversified earned the credits because of its commitment to the neighborhood. “We look for partners that are going to be long-term. lover of acting and making music, Rupal Pujara late last decade needed a break from the latter endeavor, having gained repute as a backup singer and a solo vocalist. Though tunes have tempted her since, she has returned to relying on the first passion for focus and inspiration. Through Saturday, the resident of the 400 block of Wharton Street is acquiring lessons and receiving laurels as The Wigmaker, The Wife’s Mother and The Medium in “Rashomon.� “The whole experience has provided many insights on who I am, not just as a performer but also as an Asian and someone searching for consistency in an ever-changing world,� the Dickinson Square West inhabitant said of the presentation by Luna Theater Co.,

Medium, which is likely my favorite role because of the organic magic involved, I’m allowing myself just to be. That’s so instructional.� The thespian landed her assignments Feb. 22, teaming with Luna’s founder and artistic director Gregory Campbell and peers to offer a stage-based adaptation of the 1950 Akira Kurosawa film. Concerning conflicting accounts of a rape and a murder, the movie, which inspired the term “the Rashomon effect� to refer to witnesses’ contradictory recollections of any event, has won renown as a cinematic jewel, with Pujara, who has yet to view it, delighted to give its contents a Bella Vista-situated study. “It definitely addresses self-preservation and the lengths we take to secure it,� she said. “From a personal standpoint, I love that it’s brought me into contact with so many ambitious individuals, particularly Greg.� Pujara and Campbell took great care to envision the characters, with the local dweller using Hinduism to classify The Wigmaker as having bad god and good deity qualities. The matriarch of a two-year-old daughter, she looked

has united us.� THE NEW JERSEY-BORN figure, who also spent a stint in India, most identifies with her Schuylkill County spell in Orwigsburg and confessed to a perpetual penchant for performing. Making up stories and living an imaginative life in her basement, she recalled her parents wondering if she had invited company into their abode. “I loved whatever could stretch me and help me to grow,� she said of her attraction to theater, through which she clamored to craft portrayals of comical and odd individuals. “I desired to go to New York, but my parents and I spoke and decided to look into something that might be more stable.� Matriculation at The Wharton School of the University of Pennsylvania bred mastery of the mortgage industry, with singing responsibilities for two groups enticing her vocal chords to become cordial with the idea of becoming a celebrated chanteuse. Meeting a power player at an Indian-infused professionals gathering booked her passage across the Atlantic Ocean, with the United Kingdom helping to launch her career as Lady Ru. Great connections

led to a riveting run in the music world, but the blurring of identities caused her to ponder her future in the business. “I wanted a little more liberty,� Pujara noted, relaying that the story-like aspects of the video for her single “My Addiction� helped to answer the “What now?� inquiry popular among creative souls. “I didn’t want to give up on music, but I needed something to help me to feel grounded.� A role in the 2008 FringeArts show “Vampire Lesbians of Sodom� brought added perspective, with fruitful interaction with rapper Kuf Knotz yielding continued connections with the music world. She left that environs again in ’11, performing, appropriately enough, at her wedding. Loving all forms of acting, she set out to garner credits, with her diligence producing a part on NBC’s “Do No Harm,� an understudy turn for the Walnut Street Theatre’s “In the Heights� and the role of Bloody Mary in the Ritz Theatre Co.’s “South Pacific.� “I don’t have theatrical schooling, but I feel my life experiences are my credentials and educational sources,� Pujara said. Continuing to benefit from the belief that the universe grants gifts when one

can truly feel ready to receive and appreciate them, the figurative student booked the role of Dr. Kathari in “Creed,� the latest installment in the “Rocky� franchise. March filming resulted in “three meaty scenes� for Pujara, who greatly anticipates the movie’s November release. “Going forward, I definitely would love more on-camera opportunities, and I’m really keen about the possibility of primetime TV exposure, too,� she said. “Because I’m eager to be with my daughter, I’ll see how I’m going to figure out my path.� No matter how circuitous her journey proves, Pujara wishes to pursue new work, a craving she could sate through the creation of a one-woman show detailing her journey. “I have that pull toward novelty,� she said. “Maybe it’s going to come through my own experiences. f Billie Holiday were alive today, she would be 100 years old. Those of us familiar with the life of Lady Day, as she was known, understand that living to anywhere near 100 was never in the cards for her. Hers was a tortured life that she was uniquely able to articulate in her vocal style. From physical abuse to heroin addiction, Billie experienced it all. She also experienced the harsh racial discrimination of her time as an African-American singer with the all-white Artie Shaw band. What many of us might not have known is she was born in Philadelphia. Walk along Spruce Street toward Broad, and there is a sign designating the place of her birth. Billie got her “Lady Day� nickname from her friend and legendary jazz saxophonist Lester Young. In turn, she called Young “Prez.� Both nicknames stuck. I became a fan of Holiday from the first time I heard her sing, although regrettably I never saw her perform in person. She sang at Philly venues such as the Earle Theater. In my one trip to the Earle as a kid, I saw the great Lena Horne. Holiday also appeared often at the old Showboat at Broad and Lombard streets in the basement of the Douglas Hotel. I saw Miles Davis play at the Showboat. In an ironic note of sorts, Bette Midler appeared at the Showboat with her music director, a guy named Barry Manilow. As a DJ fresh out of college working at WCMC in Wildwood, N.J., in the summer of 1960, I devoted an hour each Monday night at 9 to the music of Holiday and pianist George Shearing. It was a helluva musical hour, but not exactly suited to the tastes of a summertime Jersey resort in ’60. Folks tuning in to the station at that hour and expecting the usual format of top-40 rock ’n’ roll likely were in a state of shock. Holiday interpreted a song lyric like no other vocalist with the exception of Frank Sinatra. While they both could swing, Billie and Frank were like great dramatic actors when it came to singing ballads. Both of them put their entire life experience, especially the pain and tragedy, into the lyric. A relatively pedestrian song such as “All The Way� rises to the level of greatness in each artist’s rendition of the song. I experienced the singing of Holiday on an emotional level, but musical experts say that

Billie was the first to sing a note behind the beat. She also wrote the lyrics to “Strange Fruit,� a song graphically describing the lynching of blacks in the South (as “the strange fruit hanging from Magnolia trees�). As one might expect, it became so controversial that many radio stations refused to play the song. Most white audiences at that time were used to lyrics that routinely rhymed “June� and “spoon.� When I left Wildwood for Philadelphia and WWDB-FM, the nation’s only 24-hour jazz station at that time in September of ’60, my audience was much more receptive to Holiday (although one listener called me during one of her songs and complained that she sounded “drunk�). The correct adjective was “wistful.� Billie always sounded wistful to me. Holiday achieved a measure of popularity when Diana Ross played her in a ’72 biopic “Lady Sings the Blues.� Ross was terrific. And some folks who never listened to jazz or had heard her now knew Holiday thanks to the performance of Ross. She sang the vocals in the film and even achieved a measure of the wistfulness of Lady’s voice. In the film, she wore a white carnation in her hair when she sang, the trademark of Holiday. Ross won a Golden Globe Award for her screen portrayal and an Academy Award nomination. If you’ve never seen the film, look for it when it is showing on Turner Classic Movies. A couple of years ago, I was amazed to find out that my then-16-year-old granddaughter Eliza had discovered Holiday. I lent my collection of Billie’s recordings to my son-in-law to make copies for her. Imagine having a love of Lady Day in common with your granddaughter. Years ago, my wife and I stayed at the Virginia Hotel in Cape May, N.J. At that time, there was an unusual pianist playing in the hotel lounge — unusual in that he didn’t just play the lounge standards, but mixed in the folk and rock tunes of the ’60s and ’70s. His name was Steve LaManna. He has a lush, romantic sound that he easily adapted to everything from Cole Porter to “Lady Jane� by the Rolling Stones. I asked him one night to play “Diamonds & Rust,� a song that Joan Baez wrote about her youthful fling with Bob Dylan, and he complied with a haunting version of the song. Thereafter, each time my wife and I entered or left the lounge, LaManna played “Diamonds & Rust.� I don’t know what made me think of LaManna the other day, but I looked him up on the Internet and sure enough he is still alive and performing in the area. pring has arrived, it is baseball season, new South Philly restaurants will be opening soon and spring ingredients will replace the winter stash of Brussels sprouts and root vegetables. I am a lifelong Phillies fan. Ticket holders can still get popcorn, peanuts and Cracker Jack, but Citizens Bank Park is now offering a Phillies red wine by Chaddsford Winery, my favorite Federal Donuts and fried chicken and McNally’s Schmitter. I would not pass up a good hot dog or cheesesteak either. According to its Website, Laurel, 1617 E. Passyunk Ave., is accepting reservations for June. By then Nick Elmi’s acclaimed restaurant and the delightful Bibou, 1009 S. Eighth St., will go all prix fixe. When it opened in 1933, the Triangle Tavern, 1338 S. 10th St., won instant renown for its mussels. I loved them when I first went there years ago and can’t wait for a return visit. Last year, chef/proprietor Joncarl Lachman, of Noord, 1046 Tasker St., told me he wanted to open a French/Moroccan restaurant. The good news is he found a spot in the Italian Market. It will be called Neuf, French for nine, and will occupy 943 S. Ninth St. This concept will fill a much-needed niche. I look forward to lamb, goat and marvelous spices in tangines and vegetables. I hope he will offer a bísteeya, a Moroccan dish of shredded chicken, ground almonds, cinnamon, spices covered with phyllo and baked in

the oven. It is sprinkled with ground cinnamon and sugar, too. Neuf will have a full-service bar. Los Jimenez Mexican Cocina, 2654 S. Sixth St., will offer tacos al pastor, the classic from Mexico City that is made from grilled pork, pineapple, onions and cilantro. Big Gay Ice Cream, coming to 521 S. Broad St., will feature soft-serve selections. Fourth and Cross, 1527 S. Fourth St., will serve up American bistro fare by using ingredients from local farms. Kermit the Frog made “It’s not easy being green� famous. But he warbles that “green is the color of spring.� Chefs look forward to spring because they can let their creativity shine with the arrival of these much-anticipated vegetables. I noticed Will BYOB, 1911 E. Passyunk Ave., is featuring duck breast with fiddlehead ferns and tangy rhubarb. The ferns look like the spiral end of a violin and taste like a cross between asparagus and okra. Spring peas will soon be in season. They are delicate in flavor, but have a short season. Perhaps French restaurants such as Fond, 1537 S. 11th St., and Laurel will offer the classic spring pea and lettuce salad I prepare this time of year. Ramps will pop up on the menu. They are akin to wild leeks but much smaller and can replace pearl onions in coq au vin. I hope South Philly chefs will incorporate Jersey fresh asparagus in their dishes. They are a tad thick but filled with flavor. The non-green treats will soon be here, too. I love rhubarb. Because it is so tart, a bit of sugar, agave or honey will brighten up its flavor. By late May, if we are lucky, Jersey blueberries will be here. Pastry chefs will create pies, cakes and other pastries. By June, luscious strawberries will tempt our taste buds. Then, of course, we have the Lancaster County and Jersey tomatoes. They have a longer season than the berries, and chefs always make fine use of them. So if “Spring is bustin’ out all over,� it will be a fine season in South Philly. I look forward to visiting all these new restaurants. nyone familiar with “The Divine Comedy� by Dante Alighieri knows the perils of excessive pride, including disappointment and dismay. Fellow Italian Cosimo Tricarico values the rewards of suitable estimations of one’s gifts and has exuded confidence in his cuisine at Caffe Valentino, 1245 S. Third St., since 2003. “I love being a part of this community,� the proprietor said from his Pennsport establishment. “It is an exciting area, so I am happy to be an option for residents because we care so much about connecting with them.� The Gallipoli native has used his admirable wherewithal to open numerous Philadelphia eateries, with Caffe Valentino reflecting his enthusiasm for trumpeting tradition. He and 10-year chef Germano Rosas Luna rely on that verve to inspire their creations, with Tricarico highlighting the pasta and dessert selections and bread offerings, which his Mexican-born colleague and crony helps to hone. An often overlooked item that many see as a filler, bread has achieved revered status among Caffe Valentino patrons, which pleases the owner, himself a doter of dough. “If I go out to eat and bread is not a beginner, I don’t feel as if I’ve had a meal,� Tricarico said. “It’s especially vital in an Italian restaurant.� He and Rosas Luna prevent such empti-

ness with multiple loaves, including their Pagnotta Rustico, which the latter figure often augments by adding fennel, rosemary or sage. On a menu loaded with delectable dishes, the leavened delight proves far more than a starter of a dining experience; it acts as a prelude to a budding relationship with Tricarico. “I enjoy every interaction with our customers,� the gregarious businessman, who plans to open the Pennsport Beer Boutique next month and who will return to his homeland for July 1 nuptials, said. “I want people to come three or four times a week, but no matter how often they visit, I’m going to try to please them.�

eegan McKoskey has always conducted himself as a confident contributor to the baseball team at Prep Charter High School, 1928 Point Breeze Ave., so when his club yielded seven first-inning runs Monday, he believed the Huskies would overcome the deficit and score a thrilling victory. Thanks to three hits from the senior shortstop, the West Passyunk-based athletes fought back yet could not outlast Olney, which left Citizens Adjusters Park, Seventh Street and Packer Avenue, with an 11-9 win.

Rather than growing glum as they pondered their endeavor, the Huskies immediately hunted for redemption and tallied four scores, with McKoskey and fellow seniors Joe Suppa and Joseph Holmes stroking singles. Suppa returned to the mound to vie with the visitors for lasting momentum and surrendered single runs in the second and third frames. “We have young talent and great chemistry,� McKoskey, an All-Public pick, said of blending experience with novelty to form a formidable team. “As long as we keep giving ourselves chances, I don’t see why we can’t go really far.� He again factored into the Huskies’ charge, as coach Shawn Magee’s roster members generated three scores in the second, all with two outs. McKoskey and junior catcher Dean D’Angelo notched hits, the latter a triple that had the bench roaring its approval. Two walks and three steals aided the efforts, too, proving that despite the seven-spot that Olney so rapidly registered, any hopes for a relaxing trip to South Philly would not be coming to fruition for the North Philadelphians. “That’s who we are,� McKoskey said of Prep Charter’s workmanlike approach to their diamond duties. “We weren’t going to let anybody come in here and blow us out.�

THE SENIOR HAS benefited from great senior guidance over his Prep Charter tenure and looks forward to fulfilling his role as a leader and seeing the season unfold for the Huskies, last year’s Class AA runners-up. McKenna permitted only one runner to reach in the seventh and represented the Huskies’ last hope with two outs in the home portion. Unfortunately for the squad’s fanbase, the youth also fanned, the team’s 16th strikeout victim.
