المحاضر :دكتور مهندس /محمد عثمان عبدالقادر حصل على بكالوريوس اهلنسه املدنيه مع مرتبة الشرف من مصر عام 1968ودرجة الدكتوراه من بريطانيا عام .1981 وقد أكتسب خربه ألكثر من 44عاما فى جماالت تصميم وتنفيذ وصيانة وإدارة أعمال البنى التحتية .علما بأنه عمل مبصر وليبيا وبريطانيا والكويت واإلمارات العربية املتحدة إضافة إىل مكتبه اإلستشارى اخلاص. وحياضر الدكتور حممد عثمان عبد القادر فى دورات تدريبيه للمتخصصني فى جماالت البنى التحتية فى موضوعات تتعلق بالتصميم والتنفيذ والصيانه واملواد وميكانيكا الرتبه إضافة اىل تشغيل وإدارة مرافق البنى التحتية. وقد كان من القيادات التى عملت فى تطوير أول نظام متكامل ،على مستوى العامل ،إلدارة البنى التحتية بدولة الكويت كما قام بإعداد الشروط املرجعية لنظام إإدارة شبكة الطرق بإمارة أبوظبى. والدكتور عبدالقادر معروف دوليا حيث ترأس وشارك فى العديد من املؤمترات الدوليه كما أن له أكثر من ثالثني حبثا منشورا.
ABOUT MPW The Ministry of Public Works, Kuwait has six technical sectors, three supporting sectors, and two advisory sectors. These are: Technical yy Road Engineering Sector yy Sanitary Engineering Sector yy Construction Projects Engineering Sector yy Mega Projects Sector yy Maintenance Engineering Sector yy Government Center for Laboratories, Quality Control and Research Supporting yy Planning and Development Sector yy Financial and Administration Sector yy Legal Affairs Sector Advisory yy Advisory consultants to the Minister yy Coordination and follow-up sector yy The Ministry is responsible for the planning, design, construction supervision, operation and maintenance of some infrastructure assets> These include: yy Roads (pavement, sidewalks, traffic control equipment, traffic marking, .etc) yy Bridges (deck, abutments, piers, walls, bearings, joints, .etc.) yy Storm water Drainage network (pumps, culverts & pipes, manholes, gullies, .etc.) yy Sanitary sewage network (treatment plants, pumping & lifting stations, pipes, manholes, mechanical fittings, etc.) in addition to effluent (treated sanitary water ) network (pumps, tanks, pipes, and fittings,.etc.) yy Bubiyan Port (roads, railway embankment, berths, container terminal, .etc.) yy Public buildings and facilities To operate these assets objectively and effectively, the Ministry of Public Works has developed the first worldwide Kuwait integrated infrastructure maintenance management system (KIMMS) during the midnineties. This system is dealing with the planning of maintenance priority programs over a period of ten years. The system is an engineering, economical, and managerial tool. This system is capable of combine various activities in one maintenance program. The Ministry of Public Works is working now on a well planned construction program as their contribution to the government of Kuwait five years development plan. This plan includes major road projects currently under construction such as Jahra road and Jamal Abdul Nasser Road each of a cost approaching 300 million Kuwaiti Dinar. Furthermore the plan include current construction project of Bubiyan port (cost 540 million Kuwaiti Dinar for the current works). The current projects also include Jaber Al Ahmed hospital (1000 beds) costing about 265 million Kuwaiti Dinar). The plan is further includes many projects which either shall start soon, in the tendering process, or under design. These include Jaber Al Ahmed Causeway (one billion Kuwaiti Dinar), New terminal at Kuwait airport (about 900 million Kuwaiti Dinar), Regional road to connect all boarder ports of Kuwait. The plan also includes construction of three hospitals each of a capacity of 600 beds. In addition to the above mentioned projects there are some improvement projects of existing roads such as: 3rd ring road, 5th ring road, 2nd ring road, Cairo Street, Damascus Street, .etc.
