Eatonville anglers battle through challenges at high school bass fishing nationals

Eatonville's Tyler Kenney and Cole Chadwick braved tough conditions and stiff competition to finish 38th out of 73 teams in the World Semifinals of the 2024 High School Fishing World Finals and 30th out of 249 teams in the National Championship on Lake Hartwell in Anderson, South Carolina.

The duo, with Jason Kenney at the helm, entered the tournament with aspirations of both the National Championship title and a shot at the World Finals glory. They started strong, tying for 19th place in the National Championship standings on day one with a threefish weight of 8 pounds 12 ounces. This weight also put them in a tie for 20th place in the World Finals competition, where any high school angler is eligible to participate.

However, day two proved more challenging. With the trolling motor failing to charge overnight and strong winds buffeting the boat, Captain Jason Kenney had his work cut out for him keeping the team on target. The fish, it seemed, were also feeling the pressure, with many nice fish spotted but unwilling to take the bait. Despite the frustrations, Kenney and Chadwick persevered, bringing in a full limit again for a combined weight of 5 pounds 14 ounces. This brought their two-day National Championship total to 14 pounds 10 ounces, placing them 30th

— shy of the top 10 needed to advance to the National Championship Finals.

However, as the only team from Washington, Kenney and Chadwick had already secured a spot in the World Semifinals by virtue of being the top team from their state. Here, they faced a new set of challenges. Day three brought more bad luck, with the blazing sun and

lingering boat issues in the rental boat they were using added to the difficulty. They managed to catch just one fish, weighing in at 2 pounds 2 ounces, which wasn't enough to propel them to the coveted World Finals on Saturday. Despite the setbacks, Captain Jason Kenney couldn't hide his pride in his young anglers.

“Overall, I'm very proud of what they accomplished,” he said. “It was an experience that's for sure."

The tournament itself was a massive undertaking, attracting nearly 3,000 visitors and featuring 437 teams from 33 states, Canada, and even Zimbabwe. With a total prize pool of $3.2 million in scholarships and prizes, the

competition was fierce. While Tyler and Cole may not have reached the ultimate podium, their performance throughout the week showcased their talent, determination, and ability to adapt under pressure. The experience gained at this high-level tournament will undoubtedly serve them well in future fishing endeavors.

Savvy Senior: Can you stop and restart Social Security benefits?

Dear Savvy Senior, Can I stop my Social Security retirement benefits and restart them later to get a bigger payment? I recently got a nice unexpected inheritance, so don’t need the money from Social Security right now. If possible, I would like to suspend my benefits and restart them at age 70.

Dear Dan,

Yes, there are actually two different strategies that allow Social Security beneficiaries to undo their claiming decision. But to be eligible, there are certain conditions you’ll have to meet. Here’s what you should know.

WITHDRAWAL BENEFITS

If you are in your first year of collecting retirement benefits, you can apply to Social Security for a “withdrawal of benefits.” Social Security will let you withdraw your original application for retirement benefits, but it must be within 12 months of the date you first claimed your benefits. If you opt for a withdrawal, Social Security will treat it as if you never applied for benefits in the first place. But there’s a catch. You’ll have to repay every dollar you’ve received,

including those of any family members who have been collecting benefits on your earnings record, such as a spouse or minor child, along with any money that was withheld from your Social Security payments – for example, to pay your Medicare premiums.

You can only withdraw your application for Social Security benefits once, but you can apply for benefits again later when the monthly amount would be larger.

To withdrawal your benefits, fill out Social Security form SSA-521 (see ssa.gov/forms/ssa-521.pdf) and send the completed form to your local Social Security office.

If you change your mind, you have 60 days from the date Social Security approves your withdrawal to cancel the request.

SUSPEND BENEFITS

If, however, you miss the 12-month window, or if repaying your Social Security benefits is not financially feasible, there is another do-over option, but you’ll need to be full retirement age or older to be eligible.

Full retirement age is 66 and 6 months for those born in 1957, but it rises in two-month increments every birth year to age 67 for those born in 1960 and

later. You can find your full retirement age at SSA.gov/ benefits/retirement/planner/ ageincrease.html.

At that point, you can “suspend” your Social Security benefit and the good news is you don’t have to repay anything. But the bad news is your monthly Social Security benefits stop and so do those of any dependent family members (except a divorced spouse). During the suspension, you will also accrue delayed retirement credits, which will increase your monthly retirement benefit by twothirds of 1 percent for each suspended month (or 8 percent for each suspended year) up until age 70. Suspended benefits would automatically resume at 70, or you could choose to resume Social Security benefits earlier, but you’d only receive delayed retirement credits for the period when benefits were suspended.

You can request a Social Security suspension over the phone (800-722-1213), in writing or in person at your local Social Security office. The suspension would begin the month after you make the request.

Also note that if you’re enrolled in Medicare, there’s another consequence of withdrawing or suspending your benefits.

Normally, Medicare Part B premiums ($174.70 per month in 2024 for most

beneficiaries) are deducted directly from monthly Social Security payments.

If you withdrawal or suspend your benefits and you’re enrolled in Medicare Part B, you’ll start receiving a quarterly bill from Medicare. You’ll have the option of paying electronically or by mail. Or you can sign up for Medicare’s Easy Pay, which automatically deducts your premium payments from your savings or checking account each month.

Some progress, but ongoing vessel and crew issues plague Washington State Ferries

The Washington State Department of Transportation Ferries Division hosted a recent virtual public meeting to give an update on crew shortages, attempts to restore service, and ongoing efforts to build hybridelectric ferries.

About 200 people listened in on the meeting and asked questions at the end. Many of them are regular or frequent ferry riders who have endured their share of delays, cancellations and other frustrations with Washington State Ferries.

Steve Nevey is the assistant secretary for WSF. He said despite challenges, the ferry service has logged 318,000

service miles already this year, “which is 10 times around the Earth."

“Since Jan. 1 through May 31, we’ve had 6.9 million total riders, 3.6 million total drivers and almost 60,000 total trips," he explained.

WSF has had 29 life-saving events this year, according to Nevey.

“I had no idea that the ferries were involved in so many rescue events out on the Sound,” Nevey said. “It makes sense because we’re out there all the time, but we’re often asked by the Coast Guard if we can help someone who gets into trouble on the water.”

Stumbling blocks remain to improved service.

“We still have some big challenges, shortage of crew and vessels, but

cancellations due to crew shortages have gone down significantly,” Nevey pointed out.

He showed a graph that indicated from January through April of 2023, WSF had more than 1,100 cancellations for lack of crew.

“Same period this year, it’s 493,” Nevey said. “So, as we work our way out of our ferry crisis, we are seeing far fewer canceled sailings.”

John Vezina, WSF’s director of Planning, Customer and Government Relations, said despite ongoing delays with maintenance and crew issues, WSF is making progress.

“There are three routes that are still unrestored,” Vezina said. “Fauntleroy-

Southworth-Vashon, SeattleBremerton and then Port Townsend-Coupeville. We have significantly less service there.”

According to Vezina, the Legislature has directed WSF to keep vessels going for 60 years, and that is an increasing challenge.

“A lot of the boats we have you can no longer get parts for, and all credit to our Eagle Harbor maintenance facility colleagues,” Vezina said. “They often make parts to keep the boats running.”

“We’re down to a 20boat fleet but because past maintenance wasn’t done, we’re down to 15 boats most of the time,” he said.

Vezina went on to say, “We prioritize routes that are absolutely dependent on us, like the San Juans. We

probably won’t be able to restore Anacortes-Sidney until 2030.”

Crew shortages for WSF are an ongoing frustration for those who depend on the service every day.

“In 2023 we hired nearly 180 new employees and we’re on track to have another great year in 2024,” said WSF Chief of Staff Nicole McIntosh. “I’m proud to say in the first quarter of this year, 24% of our new employees are people of color.”

Majority Democrats in Olympia passed legislation in 2023, directing WSF to meet diversity hiring goals.

A sauce with fish

It's tempting to focus solely on the sauce in this recipe, since you may want to eat it with a spoon. I won't discourage you from that, but I will suggest you make a large batch so you can enjoy it as a versatile and year-round condiment.

This recipe looks to the Italian puttanesca sauce for inspiration. It's packed with juicy summer tomatoes, sweet peppers, briny olives and capers, and subtly infused with anchovy. Anchovy, you may wince? You bet. Don't be intimidated by these little fishies. When they are of high quality, their flavor is mild and buttery, reinforced by sea salt and a touch of briny flavor that melts into the sauce. When used with restraint, they disappear, even while providing discreet, savory, umami notes. The olives and capers step in and wake the sauce up (not that it's a snoozer to begin with) and provide sharp, juicy pops of flavor.

This sauce is a sum of its many parts, all of which bond like kindred spirits and create a bright, balanced compote with myriad uses. Spoon it over roasted and grilled fish and chicken, ladle it over pasta, or spread it on toast and flatbreads and melt a blob of mozzarella on top. In addition to its versatility, this sauce is a smart do-ahead recipe, because the flavors develop with time. Make a jar and stash it in the fridge for use throughout the week, or freeze it for longer storage.

Take advantage of summer's fresh tomatoes and sweet peppers; roast them in the oven or on the grill. If not in season, you can adapt to your pantry and use canned fire-roasted tomatoes and jarred roasted red peppers. (Substitute one (28-ounce) can whole fire-roasted tomatoes, crushed by hand, and two large jars roasted red peppers, finely chopped.)

GRILLED SWORDFISH WITH ROASTED TOMATO, PEPPER AND OLIVE SAUCE

Active time: 30 minutes

Total time: 30 minutes, plus oven roasting time

Yield: Serves 4

▶ 6 to 8 plum (Roma) tomatoes, 1 1/4 to 1 1/2 pounds, halved

▶ Olive oil

▶ Kosher salt

▶ 1 large or 2 medium red bell peppers, halved, seeds and membranes removed

▶ 4 garlic cloves, minced

▶ 2 to 3 anchovies, finely chopped

▶ 2 tablespoons drained capers

▶ 1 teaspoon chopped fresh oregano (or 1/2 teaspoon dried oregano)

▶ 1/4 teaspoon red pepper flakes

▶ 2 tablespoons tomato paste

▶ 1/3 cup halved and pitted Kalamata olives

▶ 1/3 cup halved and pitted Castelvetrano olives

▶ 1 tablespoon balsamic vinegar

▶ 1 tablespoon fresh lemon juice

▶ Freshly ground black pepper

▶ 4 swordfish steaks (or other firm-fleshed whitefish fillets), each 6 to 8 ounces

▶ Chopped Italian parsley, for garnish

▶ Lemon wedges

If using a grill, lightly brush the tomatoes with oil and season with salt. Grill the tomatoes, cut side down first, until the skins char and wrinkle,

turning occasionally, 8 to 10 minutes. Remove the skins and chop the tomatoes. Transfer to a bowl with any collected juices.

Grill the peppers over direct heat until charred and tender, 8 to 10 minutes. Transfer the peppers to a bowl. Cover the bowl and let steam for 15 minutes. Peel and discard the skins and chop the peppers.

If using an oven, heat to 450 degrees. Line a rimmed baking sheet with parchment. Arrange the tomatoes, cut side up, on the baking sheet. Arrange the peppers, cut side down, on the same baking sheet. Lightly drizzle the vegetables with oil and season with a pinch of salt. Transfer to the oven and roast until the vegetables are charred in spots and softened, and their skin shrivels, 35 to 40 minutes. Remove and cool to the touch, then peel away the skins and chop the vegetables.

Heat 1 tablespoon oil in a large skillet. Add the garlic and saute until fragrant, 15 to 30 seconds. Add the anchovies, capers, oregano and red pepper flakes and stir until fragrant, 30 seconds to 1 minute. Add the tomato paste and stir to toast and make a slurry, about 30 seconds more. Add the tomatoes and juices, red peppers and olives and simmer for 5 minutes, stirring frequently. Add the balsamic vinegar and lemon juice. Taste for seasoning and season with salt and black pepper.

Prepare the grill for direct cooking over high heat. Lightly brush the swordfish with oil and season with salt and black pepper. Grill the fish over direct heat until just cooked through the center, 8 to 10 minutes, depending on thickness. Serve the fish with the sauce spooned over and around the fish. Garnish with parsley and serve with lemon wedges for squeezing.

Public Health director proclaims Seattle’s sugary drink tax a success

Six years since Seattle’s sweetened beverage tax has been implemented, the region’s public health lead has declared it a success.

Public Health – Seattle & King County Public Director Faisal Khan briefed the King County Public Health Board on various announcements in the region on Thursday. Khan spoke on recent findings on the city’s sweetened beverage tax.

“The sweetened beverage tax is now scientifically proven and statistically proven to be associated with a decrease in body mass index amongst children,” Khan said in the board meeting.

Khan is referring to a recent study from the American Medical Association regarding Seattle’s sweetened beverage tax and the change associated with body mass index amongst children.

The results of the study suggested that the sweetened beverage tax in Seattle may be associated with a small but reasonable reduction in body mass index [BMI] among children living within the Seattle city limits. But, the authors caution that few studies have assessed the association between sweetened beverage taxes and health outcomes.

The study looked at 6,313 children living in the Seattle area and a nearby non-taxed area. Results found that the tax was associated with a modest decrease in BMI among children living in Seattle compared with children living in the nearby non-taxed areas who were receiving care within the same health care systems.

“It goes without saying that this is a major public health success,” said Khan.

Seattle’s sweetened beverage tax revenues were approximately $21 million in 2022. That is a 11% increase [$2 million] from collected revenue from the tax in 2021. The COVID-19 pandemic caused the tax revenue to drop to a low of $17.3 million in 2020.

In 2019, the tax generated $22 million and about $23 million in 2018.

The city's 2024 endorsed budget assumes that the sweetened beverage tax revenues would total $20.4 million in 2023 and $20.7 million in 2024, which is less than the $21 million the tax generated in 2022.

Sweetened beverage taxes have been implemented in seven U.S. cities including Seattle, Philadelphia, Oakland and San Francisco.

Seattle implemented the tax in 2018 to improve the health of residents by reducing the consumption of sugary drinks. Revenue raised by the tax also goes toward programs intended to

Illegal border crossings at the northern border continue to break records, according to the latest data released by U.S. Customs and Border Protection.

In May, 18,644 foreign nationals were apprehended illegally entering the U.S. at the northern border, the highest total for the month of May in recorded history.

The northern border has seen the highest number of illegal entries in U.S. history under the Biden administration, The Center Square has reported.

In the first eight months of fiscal 2024, more than 99,000 were apprehended after illegally entering through the northern border, according to CBP data. If the current trajectory continues, the numbers are on track to surpass fiscal 2023 apprehensions of 147,666.

Those numbers are up from 92,737 apprehensions in fiscal 2022 and 24,895 in fiscal 2021.

CBP’s fiscal year begins Oct. 1.

The data excluded “gotaways,” the official term used by CBP to describe foreign nationals who illegally enter the U.S. between ports of entry and don’t return to Mexico or Canada. CBP does not publicly report this data. The Center Square first began obtaining it from a Border Patrol agent on condition of anonymity to provide a more accurate picture of monthly apprehension data.

In fiscal 2023, Swanton Sector Border Patrol agents broke previous records by apprehending the greatest number of illegal border crossers in history of more than 6,700 foreign nationals from 76 countries, The Center Square exclusively reported.

They continue to break records.

“In less than 9 months, Swanton Sector Border Patrol Agents have apprehended more than 10,000 subjects from 83 countries,” Chief Border Patrol Agent Robert Garcia said. The total so far this fiscal year, as of June 10, was

Border Patrol agents at the northern border are also apprehending the greatest number of known or suspected terrorists (KSTs), according to CBP data. In the first six months of fiscal 2024, they apprehended 143 KSTs, The Center Square reported, including an Iranian with terrorist ties.

That number is now up to 199, according to CBP data as of June 20. By comparison, 117 KSTs

1.3 billion in 2019 but have increased 22.7% over 2020 consumption and 9.6% over 2021 consumption, according to the report.

Several academics have studied sweetened beverage taxes, and found mixed results.

One study from the University of Georgia

were apprehended at the southwest border over the same time period.

The U.S.-Canada border is the longest international border in the world of 5,525 miles. Unlike the U.S.-Mexico border, there are no border walls or similar barriers separating the U.S. from Canada and most of the northern border is unmanned and unpatrolled.

Numerous reports indicate that lack of operational control at the northern border poses a serious national security threat, The Center Square first reported.

“The northern border is under-resourced by far compared to the southwest border,” former Border Patrol chief Mark Morgan told The Center Square.

“But at the same time, it still represents significant threats. Cartels are expanding their operations, flying people into Canada, which doesn’t require a visa,

“Agents rely on the vigilance of our community,” he said. “Swanton Sector received more than 1,000 suspicious activity reports in 2023 and we are grateful for every call. We cannot effectively do our job without assistance from the public.”

As record numbers continue to pour through the northern border, he’s appealing to the public, saying, “We need your help now more than ever. YOUR call matters! 1-800-689-3362.”

WA Supreme Court rules against program used to evict tenants without court order

The Washington State Supreme Court ruled against a program in Sunnyside on Thursday that allowed law enforcement to unlawfully evict dozens of tenants, making many of them homeless.

The decision reaffirmed Attorney General Bob Ferguson’s authority to ensure local ordinances comply with state and federal law, specifically, in this case, the federal Fair Housing Act and the Washington Law Against Discrimination. The AG’s lawsuit claims the evictions violated both.

Sunnyside’s Crime-Free Rental Housing Program started in 2010 to reduce criminal activity throughout the city. The program requires any inquiring tenant to complete a background check before entering a lease.

However, despite Sunnyside noting the provision on its Special Programs webpage, the city’s municipal code never mentions any required background checks. Instead, it notes that any violation of state or federal law, including improper storage of ammonia, constitutes an eviction without a court order.

“One of my office’s core functions is to defend the civil and constitutional rights of residents,” Ferguson said in a press release.

“In this case, Washingtonians were unlawfully removed from their homes, separated from their families and rendered homeless. My office will protect Washingtonians from harmful and illegal discrimination.”

According to the release, the Sunnyside Police Department enforced the program at least 123 times, ultimately resulting in the unlawful evictions of 43 residents.

The AG’s Office maintained that most were of Hispanic descent, women or families, including children.

Ferguson did not say exactly how many were Latinx, but according to the 2020 U.S. Census, Sunnyside’s

One of the biggest blows to staffing for WSF came as a result of the COVID-19 vaccine mandate.

“We lost about 120 employees due to the vaccine mandate,” McIntosh said.

Among the tenants that the court ruled were unlawfully evicted is a pregnant mother of three who was booted after a fight broke out in the parking lot of her building. According to the release, she had lived there for seven years before the incident and never was charged.

Another mother, grandmother and seven children were also forced from their place after the landlord accused them of stealing; however, the mother attributed the accusations to her repeated refusal of the landlord’s sexual advances, according to the release.

A couple was also forced from another property after police knocked on their door with a search warrant. Again, despite the lack of any criminal charges or proceedings, they were evicted, except in this case, law enforcement ordered the couple to leave town by midnight, according to the release.

In each of these cases, the families were homeless or, at least in the case of the pregnant mother, without stable housing for more than a year. According to the release, the mother, grandmother and seven children were split during that period.

Thursday’s decision sent Ferguson’s case back to the Yakima County Superior Court, which had previously thrown out the case against Sunnyside.

“The state has an interest in protecting the health, safety, and well-being of its residents,” the Supreme Court stated, “including holding government actors accountable against allegations of discrimination and violations of constitutional rights.”
