

Northwest Trek Wildlife Park releases nearly 400 endangered frogs back into the wild

Nearly 400 endangered northern leopard frogs raised at Northwest Trek Wildlife Park are now back in the wild at the Columbia National Wildlife Refuge in Grant County.
For four years, Northwest Trek has received northern leopard frog egg masses in the spring from the one remaining wild population at the Potholes Reservoir, collected by Washington Department of Fish and Wildlife (WDFW) biologists. Keepers at Northwest Trek then raise the frogs in a controlled environment, monitoring the overall condition of their tanks, including water temperature, pH levels, good bacteria, nitrogen cycle, and oxygen levels. They also protect the frogs from predators and feed them.
“All this work is happening behind the scenes from the public and is part of the wildlife conservation efforts that are fundamental to Northwest Trek’s mission,” explained Conservation Manager Marc Heinzman.
Keepers and WDFW staff release the frogs back into the wild each summer, with the goal to establish a new population.
“It's exciting for everyone involved, but especially for the keepers who personally cared for these frogs, to see them return to their natural habitat,” said Heinzman.
“Being part of this crucial effort to save an endangered species in Washington is incredibly rewarding.”
Once abundant throughout North America, northern leopard frogs are rapidly disappearing from their native ranges in Washington, Oregon, and western Canada. The species has been listed as endangered in Washington since 1999. The likely causes of frog decline in the Pacific Northwest include habitat loss and degradation, diseases, non-native species, and climate change.
According to WDFW officials, northern leopard frogs are an essential indicator of water quality due to their permeable skin.

Improving and conserving wetland habitat will help frogs and other species, ranging from amphibians to waterfowl and deer.

County expands water services

On Aug. 6, the Pierce County Council approved an ordinance to expand the county’s Water Utility, aiming to better serve residents and meet future water needs. Here’s what this means for the community.
Expanding Services: The County will update its rules to allow the Water Utility to provide public water services and establish a deliberative process for potential future acquisitions of other public water systems.
New Water Utility Fund: A new fund has been created to manage the finances for these expanded water services.
Funding Support: The water utility will have access to a $635,000 loan from the Sewer Utility Fund to help kickstart this expansion.
Acquiring Kapowsin Water District: Pierce County will officially
take over the Kapowsin Water District, which has been under temporary County management since 2017.
These changes will take effect on Sept. 1. The Council’s approval of Ordinance No. O2024-532 followed earlier presentations to the Economic and Infrastructure Development Committee (EIDC) on the proposed water utility and a financing plan for it. The Committee held a public hearing on Tuesday, July 9, and gave the ordinance a “dopass” recommendation.
The County’s Water Utility was originally created in 1998 to manage water resources at Chambers Creek. The County also recently took over the water system at Tacoma Narrows Airport. Expanding the Water Utility will help Pierce County maintain its water rights and

Application period open for historic preservation grants

The 2025 Pierce County Historic Preservation Grant Program, which assists preserving and promoting historical and cultural heritage in Pierce County, is accepting applications now through Sept. 30 at 5 p.m.
The goal of the Pierce County Historic Preservation Grant Program is to distribute grants that are awarded based on a project’s public benefit, contribution to maintaining Pierce County history and equity considerations.
The following two types of projects are eligible to apply. Building projects may be awarded up to $35,000 to protect, rehabilitate, or reconstruct significant structures or sites. The property must be located in Pierce County and designated as an official landmark or a contributing structure in a historic district on the County register, the official historic register of a city located in Pierce County, the Washington State Heritage Register or the National Register of Historic Places. Non-building projects may request up to $15,000 for preservation or interpretation of historically significant artifacts and documents, historic markers or interpretive signage, historical research or public programs that promote Pierce County culture or history.
Pierce County welcomes applications from a wide range of

nonprofit organizations, public agencies, and individuals owning property on a historic register. Some examples of recently funded projects show the breadth of funding recipients. The Japanese American Citizen League was awarded grant funding for a remembrance gallery. HistoryLink.org used grant funding
to create articles about local history. Grant funding supported the acquisition of the historic Parkland School building that local residents worked to save from demolition.
The Foss Waterway Seaport used awarded money to support their exhibition planning, and funding allowed for the continued historic
preservation of the Vaughan Library Hall, including restoration and interior work.

Dear Savvy Senior, How does Medicare cover cataract surgery? My eye doctor recently told me I’ve developed cataracts and should consider making plans for surgery in the next year or so.

Dear Almost, Like gray hair and wrinkles, cataracts are an inevitable part of the aging process. Eventually, everyone (usually in their 60s) will develop cataracts, a condition that causes cloudy or blurry vision. The only way to correct this is through cataract surgery.
Fortunately, Medicare does cover medically necessary cataract surgery, which includes removing the cataract and implanting a standard intraocular lens (IOL). This is a small, lightweight, clear disk that replaces the focusing power of the eye’s natural crystalline lens to restore clear vision. This
procedure is performed using traditional surgical techniques or lasers.
This coverage can be a substantial savings, since cataract surgery often costs about $1,800 to $2,800 per eye.
Cataract surgery is usually an outpatient procedure, covered under Medicare Part B. Once you pay the annual Part B deductible, which is $240 in 2024, you’re responsible for the Part B coinsurance.
That means you’ll pay 20 percent of the cost for covered services yourself. If you have a Medicare supplemental policy, also known as Medigap, you’ll have full or partial coverage for the 20 percent Part B coinsurance.
If you happen to be enrolled in a private Medicare Advantage plan, rather than original Medicare, you’ll also have coverage for cataract surgery. However, you may have to pay different deductibles or copayments and need to use an innetwork provider. You’ll need to call your plan to find out its coverage
details before you schedule surgery.
WHAT’S NOT COVERED
Be aware that Medicare only covers cataract surgery with standard (monofocal) intraocular lenses, which improves vision at just one distance so you may still need glasses for close-up vision. Medicare will not cover premium (multifocal) intraocular lenses that can correct vision far away, up close and in between, so you can go glasses-free after surgery.
Premium interocular lenses are expensive, costing approximately $1,500 to $4,000 per eye, which you would be responsible for if you choose to upgrade. Talk with your doctor about your options and costs before your surgery.
ARE EYEGLASSES COVERED?
Even though Medicare usually doesn’t cover eyeglasses or contact lenses, it will pay 80 percent for one set of corrective glasses or contacts
after cataract surgery. Medicare, however, limits its coverage to standard eyeglass frames and lenses. If you want to get deluxe frames, progressive or tinted lenses or scratch-resistant coating for glasses, you’ll need to pay those costs yourself. Medicare also requires that you purchase the glasses or contacts from a Medicare-approved supplier. Also, if you have any post-surgery complications or problems that are deemed medically necessary to address by a doctor, Medicare covers those expenses too. Any drops, antibiotics or other medication prescribed after your surgery would be covered by Medicare Part D or a Medicare Advantage plan that includes prescription drug coverage. A salad centerpiece

While you might call this salad a side dish, it deserves to be the main attraction. It's a sumptuous platter composed of roasted carrots, baby arugula and bright herbs scattered over a bed of toasted pearl couscous (also known as Israeli couscous). Each component is given respect. The extra step of toasting the couscous lends a golden, nutty flavor to the bowl, which ripples with spice. The natural sweetness of the carrots is amplified by roasting the roots to crisp tenderness. Wisps of baby arugula weave throughout the salad, adding a peppery bite, and an herbaceous shower of garden herbs adds leafy freshness. If possible, use rainbow carrots to add more color to the salad. Make sure the carrots are even in thickness, so they will cook at the same rate. You can halve them lengthwise or cut them in half crosswise on the diagonal. Many herbs will work in this salad, such as dill, chervil, mint, parsley and cilantro. Use what you like.
ROASTED CARROT SALAD WITH ARUGULA AND PEARL COUSCOUS
Active Time: 40 minutes
Total Time: 40 minutes
Yield: Serves 4 to 6
▶ Extra-virgin olive oil
▶ 1 cup Israeli (pearl) couscous
▶ 1 1/2 cups water
▶ Kosher salt
▶ 1 clove garlic, grated
▶ 1 small red jalapeno pepper, minced (or 1/4 teaspoon cayenne pepper) -- optional
▶ 1 tablespoon lemon juice
▶ 2 teaspoons finely grated lemon zest, divided
▶ 1/2 teaspoon ground cumin
▶ 1/2 teaspoon ground coriander
▶ 1 to 1 1/2 pounds thin rainbow carrots, ends trimmed, peeled
▶ Freshly ground black pepper
▶ 4 cups baby arugula
▶ 1/2 lemon, plus wedges for serving
▶ 1/3 cup chopped herbs, such as parsley, cilantro, dill, mint, chervil
▶ 2 to 3 tablespoons toasted pine nuts
Heat 1 tablespoon oil in a skillet. Add the couscous and toast over medium heat until golden, 1 to 2 minutes, stirring frequently. Add the water and 1/2 teaspoon salt. Cover the skillet and simmer over medium-low heat until the liquid is absorbed and the couscous is tender, about 10 minutes. Transfer the couscous to a bowl. Drizzle with a little oil if sticky, then add the garlic, jalapeno or cayenne pepper (if using), the lemon juice, 1 teaspoon lemon zest, cumin and coriander. Let stand at room temperature while you roast the carrots.
Heat the oven to 425 degrees. Place the carrots in a large bowl. Lightly drizzle with oil and season with salt and black pepper. Spread the carrots on a rimmed baking sheet and roast in the oven until lightly charred and crisp-tender, about 20 minutes, depending on thickness. Remove and cool to room temperature.
Scatter the arugula on a serving platter or in a wide, shallow serving bowl. Spoon the couscous over and around the arugula. Arrange the carrots on top. Squeeze half a lemon over the salad, then sprinkle the herbs, pine nuts and remaining lemon zest over the salad.

Secretary Hobbs warns voters about 2024 election misinformation

Washington Secretary of State Steve Hobbs urges Washington’s voters to be wary of dubious election information, including deepfakes and other misinformation, that have already been spotted during the 2024 elections cycle.
“As we move …. toward the November 5 General Election, I am concerned that a deluge of manipulated and false information may be inserted into social media from foreign actors and other sources,” Secretary Hobbs said. “Artificial Intelligence is getting easier and cheaper to manipulate for a broad number of malicious actors. The rest of us must be careful to verify what we see before we take it to heart.”
Hobbs said that voters must understand that faked material is likely to become pervasive in some corners of social media, citing a July 26 posting on the social media platform X, formerly Twitter, by platform owner Elon Musk that shared a manipulated

In May, half were transferred as tadpoles into rearing pens at the release site in Eastern Washington, where they foraged for algae and then mosquitoes from the environment around them. The other half continued to be raised at Northwest Trek until they metamorphosized into adult frogs and were hand-fed crickets. The two sets were released into the wild together at the same location in August.
All the frogs were tagged as tadpoles with a small injection of non-toxic reflective dye just underneath their skin. The frogs returned to the wild as tadpoles were marked with blue dye. The

The project’s partners — WDFW, U.S. Fish & Wildlife Service (USFWS), Oregon Zoo, and Washington State University — will investigate whether transferring the frogs as tadpoles rather than as adult frogs will improve their survival rate.
Funding for the northern leopard frog reintroduction is provided through a competitive state wildlife grant awarded to WDFW from USFWS’s Office of Conservation Impact program and Potholes Supplemental Feed Route mitigation funds provided by the Washington Department of Ecology.

November ballot will include 'warning labels' for initiatives

The battle over what will be printed on ballots for four statewide initiatives has ended, at least for this election season.
The final blow came late Thursday, when Tim Eyman was informed there would be no Friday morning hearing for his attempt to block what initiative supporters call "warning labels" on the ballot measures.
“Democrats passed this law in 2022, and it says we’re going to let the attorney general insert a sentence into the neutrally worded ballot title for any initiative that could impact tax revenue for the state,” said Eyman in an interview with The Center Square Friday morning.

“Voters should not be misled about how our elections function,” Secretary Hobbs said. “The owners of social media platforms must take responsibility for safeguarding their audiences against the spread of false information, and this includes stopping their own AI mechanisms from generating it.”
In 2023, request legislation from Secretary Hobbs, Senate Bill 5152, created Washington’s first limitations on the use of deepfakes in political campaigning. The law enacted disclosure requirements for any manipulated videos and gave candidates targeted by undisclosed deepfakes a right to sue for damages.
“My staff and I have monitored trends across the globe, and the spread of deepfakes into state and local races is happening now in America,” Hobbs said. “There are already numerous realworld examples. In June, we saw a video spread in Utah falsely indicating the governor had been involved in signature-gathering fraud. In July, videos of President Biden and Vice President Harris portrayed them making statements they did not say.

“It’s supposed to be just for initiatives that impact taxes, not for all initiatives,” argued Eyman. “The sentence is mandated to say-this measure would decrease funding for-then the AG gets to add words to describe which programs are earmarked for that tax.”
For the capital gains repeal initiative, ballots will include the AG’s language saying the measure will reduce funding for K-12 education, childcare and school construction.
Eyman contends that the additions are meant to sway voters to vote against the measures.
“We knew in March this year, with three initiatives heading to the ballot, there would be these sabotage sentences included,” said Eyman.

During the presidential primary, a political consultant distributed a deepfake robocall of President Biden discouraging New Hampshire voters from participating in the election. This is a pervasive threat.
“These bad actors can and will sow distrust with our local elections,” Secretary Hobbs continued. “If something you see raises questions about your access to a fair and trustworthy election here in Washington, please visit a legitimate elections office and learn the truth.”

“The right to vote is the cornerstone of our democracy, and we shouldn’t allow anyone to interfere with it,” Secretary Hobbs said.
Washington’s Office of the Secretary of State oversees areas within state government including managing state elections, registering corporations and charities, and governing the use of the state flag and state seal. The office operates the State Archives and the State Library, documents
R-Aberdeen, filed suit in Thurston County Superior Court in June.
The judge rejected those arguments, but Walsh and company asked the WA Supreme Court to take the case up directly because the secretary of state’s office had said it needed to know by Aug. 23 if those statements would be on ballots.
The court ruled against that lawsuit last week, saying it wasn't properly challenged, but Eyman’s challenge continued.
His argument was that the state constitution reserves the first power of the people to be initiative.
“It says the legislature can pass laws that facilitate the process, not hamper the process and it certainly doesn’t facilitate anything to have the attorney general sabotage initiatives on taxes,” said Eyman.
Eyman was asking for preliminary injunction which would have prevented the Secretary of State from
