COMBATING HOMELESSNESS

DESC plans new housing facility in Interbay

Interbay is set to receive more housing to help serve the city’s most vulnerable residents.

Daniel Malone, executive director for Downtown Emergency Service Center, shared the organization’s plans to open a new permanent supportive housing facility on 15th Avenue West in Interbay at the Queen Anne Community Council meeting Oct. 12.

DESC is a homelessness service organization focused on serving adults experiencing homelessness, particularly people with more complicated conditions, such as mental illness and substance abuse disorders. In addition to running and operating shelters, DESC is a behavioral health organization licensed to provide mental health and substance abuse services as part of the work it does, Malone said.

“Supportive housing … is far and away the most researched intervention for chronic homelessness and the one that has the best outcomes for people in exiting homelessness,” Malone said.

DESC already has considerable background providing services in the Queen Anne and Interbay neighborhoods, Malone said.

For many years, it operated an overnight shelter on the grounds of Sacred Heart Church in Uptown by the Seattle Center. More recently, DESC ran an overnight shelter for men in lower Queen Anne on property owned by Seattle City Light

on Roy Street.

DESC also opened a 100-unit supportive housing facility called Interbay Place on the Queen side of 15th and Boston, Malone said. That facility is similar to what DESC is pursuing further north on 15th Avenue West, Malone said.

Architects have begun design on the new facility at 2626 15th Ave. W., across from the golf course. When finished it will feature 105 studio units on the upper floors, and a reception desk, consult rooms, in-house medical office, lounge

Parks District budget includes funding for Queen Anne Community Center project

While plans to make improvements to the Queen Anne Community Center have been in place for some time, the popular facility could receive a major overhaul with the approval of a new Parks District budget.

Don Harper, Queen Anne Community Council parks chairman, stated at last week’s meeting that the city has budgeted $16.9 million for renovation and/or replacement of the Queen Anne Community Center, slated for 2025. Another $2 million is dedicated for the design and to determine whether it is better to remodel or replace the aging facility.

This is in addition to an existing $4.3 million for general repair that was supposed to start a yearand-a-half ago, Harper said.

According to the City of Seattle website, that project includes roof repairs, masonry stabilization, code signage, accessibility improvements, emergency exit signage, a restroom remodel, a new fire alarm system and a pottery room renovation.

“We still don’t even know if it’s starting, but that’s why, partially, that the center … it has not been fully opened,” he added.

Harper said he is waiting to hear from either Seattle Parks officials or City Councilman Andrew Lewis for confirmation that, essentially, $18.2 million has been dedicated for the design and possible construction of the center, and also whether any portion of the existing $4.3 million not needed for emergency repairs will be rolled into the $18.2 million construction budget.

“Because my estimation is a

new construction is going to be in the $20- to $25- to $27-million range to construct a new community center,” Harper said.

In his report, Harper also said the Parks District budget includes

Each of us is a walking ecosystem. Though we may identify as human, the microbes within us outnumber our human cells. In fact, only 10 percent of the cells within us are human; the rest are microbial. From a genetics perspective, we are even more them than us. In fact, 99.5 percent of the genes in our bodies are actually the genes of the microbes that inhabit our gut.

Health-promoting gut microbiota not only flourish with the consumption of diverse plant fibers, but with fermented foods.

It would seem plausible then that our multitudes of microbiota (around 100 trillion per person) could have an outsized impact on our health and well-being. Cuttingedge research over the last five years demonstrates that they do! Moreover, the specific food we choose to eat modifies our gut microbiota, which in turn transforms our health.

From the dawn of humanity, we have coexisted with microbes. These microbes (including bacteria, viruses, fungi and protists) depend on us for shelter and food. We, in turn, depend on them for a sizable portion of our digestive prowess, immunity and even neurotransmitters, which influence our moods and more. While some biota are harmful, a vast majority coexist with us in a mutually beneficial symbiosis. These microorganisms make themselves at home throughout our bodies — in our mouth, eyes, nose, vagina and more — though they are most abundant in our digestive system, specifically in our large intestine (home to 97 percent of our microbes) where they excel at foraging on fiber from our food.

Not all human gut microbial ecosystems are alike. In fact, we each harbor a unique ecological community of microorganisms that changes rapidly (the average microorganism generation is 20 minutes) with the specific foods we consume and the people, animals, plants and environments we encounter.

Because microorganisms are picky eaters — each species sporting specific plant fiber preferences —— biotic populations in our colon grow and shrink based on our food choices. When microorganisms get to eat their preferred fibers, they multiply; when deprived of their predilections, their populations are reduced.

So how can we adjust our diets to herald a healthy microbiotic ecosystem in our gut, one that minimizes inflammation and dysbiosis (including gas, bloating, abdominal discomfort and irregular stools), decreases the likelihood of chronic disease and enhances longevity and well-being? Science strongly suggests that our gut health is dependent upon diverse microbiotic communities supported by diets brimming with abundant and diverse plant fibers.

Recent research, including a study headed by Stanford University researchers Erica and Justin Sonnenberg and published in Cell in August 2022, indicates that diets high in fermented foods (think yogurt, sauerkraut, kimchee, miso soup, kefir, lassi, tempe) both increases microbiota diversity and decreases inflammatory markers in healthy adults. In a seven-week double-blind, placebo-controlled clinical trial, participants who switched to a diet high in fermented foods (eating an average of seven servings per day compared to less than one per day pre-study) experienced a 25 percent increase in the variety of gut microbe species, as well as a significant, cohort-wide decrease in inflammatory cytokines.

Diets high in fruits, vegetables and other plant fibers not only nourish us with vital nutrients, they also support the microbial communities that are the foundations of our health. A fun way to increase the number of plants you consume is to keep a log awarding yourself one point per plant, aiming for a minimum of 30 distinct plants per week. It’s not as hard as you might think! I recently ate 45 unique plants in a single day in three delicious, nutritious home-made meals and felt incredible.

Adding plant fibers can be a healthfully rewarding and creative process. In fact, you can simply uplevel meals you already enjoy, adding additional fruits, veggies, whole grains, nuts and beans to your favorite soups and salads. You can even uplevel simple staples like oatmeal.

Annie’s Oats is one of my favorite autumn morning meals, full of diverse plant fibers. Soaking and fermenting the oats overnight before cooking can add bonus benefits for your microbiome.

Annie’s Oats: A morning microbiome multiplier

• 1/3 cup gluten-free oats (pre-soaked overnight with 1 cup of water and 1 tsp of yogurt to ferment)

• 2 Tbsp chia seeds

• 2 Tbsp flax seeds, ground

• Handful of raisins or blueberries

• 3 dried mission figs, sliced

• 1/2 cup of toasted walnuts

• 1/4 cup toasted coconut

• 1/4 tsp fresh ginger, chopped

• 1/2 tsp lions main mushroom powder

• 1/2 tsp turkey tail mushroom powder

• 1/4 tsp whole fennel seeds

Decades of research shows that a high-fiber diet is associated with a reduced risk of cardiovascular disease, type II diabetes, obesity, inflammatory disease, kidney stones, colon cancer and other malignancies. Now, cutting-edge studies suggest that our gut microbiome plays a key role in those benefits. Whereas animal products, simple sugars and processed foods are digested earlier in the digestive tract, plant fibers (veggies, fruits, legumes, nuts, seeds and whole grains) arrive at our large intestine mostly undigested, becoming a welcome meal for microbes. When our gut microbes feast on these fibers, they produce shortchain fatty acids and butyrate metabolites, which reduce inflammation, thus mitigating chronic illness.

But for our microbes to produce these helpful metabolites, we must eat plants. Lots of them.

HALLOWEEN EVENTS

• Pinch of cardamon, cloves, nutmeg, sea salt, turmeric and black pepper.

• 1/2 tsp ghee

• Water (to desired consistency)

In the evening, put the oats in a cup of water, stir in a teaspoon of yogurt, and place the mixture on the countertop overnight to ferment. In the morning pour out the soak water to reduce phytic acid and improve digestibility. Add in the rest of the ingredients, as well as plenty of water and bring to boil. Reduce the heat and simmer on the stove top for 10 minutes, stirring regularly.

Enjoy your fermented fiber-filled breakfast, brimming with 17 plant points!

Look to spinach for nutrition and flavor

• ¼ teaspoon freshly ground black pepper

• 2 tablespoons olive oil

Spinach packs quite the nutritional punch, making it a favorite of people who want to eat healthy without sacrificing flavor. Spinach contains carotenoids such as beta carotene, lutein and zeaxanthin, which can help to prevent inflammation, reduce cancer risk and prevent potentially harmful eye conditions like cataracts and macular degeneration.

Spinach also is naturally rich in nitrates, which have been linked to improved blood flow and low blood pressure.

Though its health benefits are significant, spinach also makes for a flavorful and versatile addition to any meal. Spinach can be used as a topping on pizza, serve as a go-to leafy green in salads and can be enjoyed on its own as a nutritious side dish.

Anyone looking to reap the rewards of a diet with more spinach can try this recipe for “Spinach and Pumpkin Curry” from Deb Roussou’s “350 Best Vegan Recipes” (Robert Rose).

Spinach and Pumpkin Curry Serves 6

• 1 pie pumpkin, halved and seeded

• ½ teaspoon salt

• 2 tablespoons vegan hard margarine

• 1 onion, chopped

• 2 carrots, peeled and chopped

• 1 green apple, chopped

• 1 tablespoon grated fresh ginger root

• 1 ½ teaspoon curry powder

• 2 cups vegetable broth

• 2 cups plain hemp milk

• 3 cups packed spinach

1. Place the steamer basket in a large saucepan and add water to about 1 inch below the bottom of the basket. Place the pumpkin halves in the basket, cover the pan and turn heat to medium-high. When the water boils, reduce heat to medium and cook until the pumpkins are tender (10 to 15 minutes), adding hot water if necessary. Let cool. When cool enough to handle, scoop pulp from skins. Transfer to a food processor, add salt and pepper and puree until almost smooth. Set aside.

2. Place a large, heavy-bottomed saucepan over medium heat and let

pan get hot. Add oil and margarine and when melted, tip pan to coat. Add onion, carrots, apple, ginger and curry powder and cook, stirring frequently, until softened (6 to 8 minutes). Add pumpkin, vegetable broth, milk, and salt and pepper to taste, stirring well to thoroughly combine.

3. Reduce heat and simmer, stirring occasionally, until soup is slightly thickened (about 10 minutes). Stir in spinach. Taste and adjust seasonings and cook, stirring occasionally, until spinach is wilted (about 4 minutes).

consult rooms, in-house medical office, lounge area, conference rooms and commercial kitchen and dining area on the ground floor.

“These are relatively small studio apartments that are furnished but fully equipped with a small kitchen and a bathroom,” Malone said, adding that the units are about 350 square feet and meant to house one person.

Tenant services offered to residents include case management or support services onsite; meals and transportation assistance; community events or groups on-site; accessible building design; medical outreach; help with chores.

“So, the purpose of this kind of housing is to help people who have, you know, really significant challenges in their lives obtain and retain housing, because what we find is that people are house-able — typically, when people move into their housing they remain in it for the long term, and their lives get much, much better,” Malone said. “They end up with better health outcomes, they end up happier, they end up finding different says to connect with the life of the community after often very lengthy and traumatic life experiences.”

Malone said the facility would feature secure entries and a reception desk that will be staffed 24 hours a day throughout the year. Visitors will be required to check in at the front desk.

“We do have a significant focus on our role as a neighbor in the neighborhoods in which we have buildings, and that includes a focus on safety, so we want to make sure tenants are safe in their buildings and their apartments,” Malone said, adding tenants are required to sign an expectations agreement with their leases.

Malone said DESC began designing the facility in May and applied for funding in September. The organization has already met with surrounding residents during a neighborhood community meeting and will host another in November.

As well, DESC hopes to close on the project in November and secure public funding awards in December. Malone said architects will submit a building permit in March of 2023, with construction beginning in August 2023.

“Typically, construction is taking 16 months or something like that, so we wouldn’t anticipate opening this building for tenants until the latter part of 2024 or early part of 2025,” Malone said.

When opened, the facility is intended to provide long-term or permanent housing for tenants.

“Many people stay, either until the end of their lives or they need a higher level of care,” Malone said. “The average age of people in our housing is early to mid-50s, and one unfortunate reality of long periods of time on the streets is that people have pretty significantly shortened life expectancy,” Malone said. “And so a number of people are known to have a life expectancy in the early 60s, and so we do see a lot of end-of-life kind of issues even among people who aren’t very old, and so that is one of the reason we focus on bring some healthcare resources and other support for people into our buildings oftentimes, because the mainstream long-term care system doesn’t accommodate them super-well, sometimes.”

Malone said DESC would be interested in establishing a good-neighbor agreement with the Queen Anne Community Council, a common practice between organizations such as DESC and neighbors, as well as showing the plans for the facility, as they develop, with the QACC Land Use Review Committee.

For more information on DESC, visit www. desc.org. Contact community engagement coordinator Anne Williamson, awilliamson@ desc.org, with questions.

two line items pertaining to Smith Cove Park. The first is $2.616 million for phase 1 of Smith Cove Park that was for the west side of the park, where the athletic and play fields are, as well as an off-leash park area. A second, new line item set for 2024-25 is for $4.384 million to be spent for the design and construction of the east side of the park. Harper said he is waiting to hear back on project particulars regarding each line item. He also mentioned that the Parks Department budget also dedicated $3.46 million for off-leash areas in the city, with approximately $600,000 to be spent in three years and $1.4 million a year for two years. One of the $1.4 million line items will go to build an offleash dog area in West Seattle, Harper said.

“So that leaves up for grabs, hopefully, an off-leash area for Queen Anne somewhere,” he said, adding he has asked Lewis whether there is a priority for Queen Anne to get an off-leash area.

Harper said his last question to Lewis is where Magnolia and Queen Anne will have a seat at the table for the final design of Smith Cove Park.

Seattle Center Festál continues with Diwali: Lights of India from noon to 6 p.m. on Saturday at the Seattle Center Armory Food & Event Hall. The festival, organized by Northwest Share, is free and open to the public.

Diwali: Lights of India showcases the arts and culture of India, adapted from and closely following the most popular annual festival celebrated in India. This year’s festival will feature nationally and internationally known artists with educational content, as well as classical, contemporary and folk Indian dances, plus other musical and dance entertainment produced and presented by local youth dance schools.

A flower mandala (rangoli) floor arrangement will be a decorative feature. Upstairs in the Loft Lobby and Balcony, visual arts galleries will showcase artist Jayashree Krishnan’s portraits of frontline healthcare workers during the pandemic as well as award-winning art by Deepti Agrawal and her students’ paintings. Along with a henna booth, face painting and hands-on activities, there will be something for everyone.

This Diwali festival will host a martial arts session and offer free vegetarian

food — a large part of Northwest Share’s mission to feed everyone through their vegetarian food trucks that distribute free food to thousands of people across

Washington. There will also be an Indian chai corner, a saree booth, shopping opportunities with vendors, a puppetry show and workshop for children.
