King County establishes implementation plan for $1.3 billion crisis care levy

Over a year after the King County Crisis Centers Levy was passed by voters, the county council approved an implementation plan for the largest funding in the region’s behavioral health system.

The recently approved implementation plan maps out King County’s funding of more than $1 billion over the next nine years to create five crisis care centers.

The Crisis Care Centers Levy costs property owners about 15 cents per $1,000 assessed value, so a median $900,000 homeowner in the county is expected to pay $135 this year toward King County’s work to build up behavioral health resources.

The centers provide people the opportunity to get help for behavioral health issues regardless of insurance or the ability to pay. Each center is expected to be able to serve as many as 14,000 people a year.

The implementation plan was unanimously approved by the King County Council on June 18. The plan process began in June 2023 and concluded in December 2023. It went through nine committee and county

council meetings before it was approved on June 18.

King County has a total of 244 mental health residential treatment beds for the entire region as of the end of 2023. That is down 111 beds from the capacity of 355 beds in 2018.

One of the supporting purposes to be funded by the levy is to restore the number of residential treatment beds to 355.

Now that the implementation plan is approved, the county will now determine locations for the first three crisis care centers. The King County Department of Community and Human Services plans to release the first request for

proposals to select operators this fall.

Some of the early investments from the Crisis Care Centers Levy include directing $15 million in funding to up to three residential treatment facilities to preserve the current supply of community residential treatment beds and prevent further loss, placing crisis counselors in 911 call centers to help people who call for a mental health crisis, and training more workers to boost the behavioral health workforce.

The first crisis care center is expected to open by 2026 and all five centers are planned to be operational by 2030.

Inclusive aging: Celebrating pride month at Bayview

June is Pride month and Seattle is in full celebration. While Pride Month shines a light on inclusivity and acceptance within all facets of society, it is also an opportunity to reflect on the importance of inclusivity as it relates to aging, whether one ages in one’s own home or becomes part of a retirement community.

Older generations lived through times when being openly LGBTQ+ was fraught with discrimination, alienation, trauma and loss from the AIDS epidemic, and much more. Today, retirement communities like Bayview are home to many who fought and persevered, bringing stories of bravery, courage, resilience, and activism.

Our resident trailblazers not only lived through pivotal moments in LGBTQ+ history but have actively contributed to advancing equality and acceptance. When I began my tenure at Bayview back in 2001, there were certainly gay and lesbian

residents, but almost all were closeted. Contrast that with today – riding our bus in the Pride Parade, hosting “Aging While Gay” panels, and sharing our stories with each other and the greater community.

Our residents today demonstrate that inclusivity isn’t just about tolerance; it is about having profound respect for each resident’s unique identity and life journey. Together with staff, we uphold values of equality and respect, creating an environment where everyone can thrive, regardless of who they are or whom they love.

To paraphrase one of our residents, it’s in the stories that we find the answers. Listen closely, learn from our differences, and share grace and love. Our residents are my best teachers. Happy pride month everyone.

Nancy Weinbeck is the CEO of Bayview in Queen Anne.

Seattle schools to increase student safety measures before next school year

Seattle Public Schools is doubling down on student safety nearly three weeks following a shooting on school grounds that resulted in the death of a 17-year-old student.

Seattle Public Schools

Superintendent Brent Jones announced more than $2 million in funding for improving school building exteriors and boosting campus security as a result of the incident.

On June 6, Garfield High School Junior Amarr Murphy-Paine was killed as a result of multiple gunshot wounds.

Seattle police officers determined that an

altercation took place on school grounds prior to the shooting at the school. “This violence has deeply affected us and re-injured our already

grieving community still grappling with the impact of similar acts of gun violence,” Jones said in an update on Tuesday. “We are committed to taking

concrete steps to enhance the safety of our school environments.”

This summer, Seattle Public Schools officials will consider safety changes to its schools. One of the considerations is requiring clear backpacks in campus buildings. The cost of these bags can range from $15 to $50 for name brand backpacks.

The district is also considering requiring identification badges on school premises and closing campuses for lunch.

The district may also consider increasing security throughout Seattle schools and boost patrols from the nonprofit Neighborhood Safety Organization. The Center Square asked if district will consider having

Seattle police officers on campus, but did not receive a response at the time of publication.

The plans to address safety concerns across Seattle schools comes as district officials work to address a $104 million budget deficit. The district is set to consolidate 70 elementary schools into about 50 “wellresourced” ones starting in the 2025-2026 school year in order to fix the budget.

However, in the Tuesday update, Jones said the upcoming school board meeting on Wednesday will not include a proposed school closure list.

Instead, the school board will vote on the wellresources schools plan before winter break in December.

MAGNOLIA'S GARDEN PARTY

Magnolia's Garden Party guests didn't let a little rain get in the way of having a good time. On Saturday the community gathered at the Magnolia Garden Center to enjoy a fun evening and to raise money for the Magnolia Beautification Forever Fund. The event was hosted in collaboration with the Magnolia Garden Center, Magnolia Beautification and the Magnolia Chamber of Commerce. It was a truly Magnolia evening with food catered by Kaspars, and raffle prize donations from local businesses and members of the community. The event raised more than $3000 towards the purchase, maintenance, and installation of 45 flower baskets annually and to help keep our Magnolia Village streetscape improvements beautiful, functional, and safe. They wrapped up the evening with a little dancing when local singer Lori Lynner played some favorites.

4th of July safety tips to keep pets calm and secure

Fireworks and festivities are synonymous with the 4th of July, but for many pets, the loud noises and chaotic atmosphere of this holiday can cause them stress and anxiety. Thrive Pet Healthcare, a leading veterinary service community with more than 380 locations across 37 states, provides some practical solutions for pet owners to help ensure their pets’ safety and wellbeing during this festive holiday.

“Dogs and cats have a heightened sense of hearing, making the booming sounds of fireworks incredibly intense for them,” says Dr. Anthony Coronado, Thrive Pet Healthcare’s Vice President of Emergency Medicine. “Unfamiliar and loud noises trigger their fightor-flight response, leading to anxiety and confusion.”

To help alleviate the stress caused by fireworks, Dr. Coronado encourages pet owners to take the following precautions.

1. Microchip your pet – Fireworks can be scary for pets and their instinct to run puts them at risk

of getting lost. Microchipping is a safe and effective procedure that provides a unique identification code for your pet. By registering your pet in a microchip database, you can ensure easy identification and a higher chance of reunion if they become lost.

2. Remove potential escape routes – Check your fencing for any openings or weaknesses that could allow your pet to escape. Secure collars and harnesses properly to prevent slipping away. Ensure the barriers are free of sharp edges that could harm your pet. Limit access to windows and glass doors to prevent your pet from breaking through the glass in an attempt to escape.

3. Stick to routine – Maintain your pet’s daily routine leading up to the fireworks event. Dogs and cats thrive on consistency, and sticking to their regular care schedule helps reduce anxiety.

4. Natural remedies for anxious pets – Explore natural or herbalbased products such as chewable supplements, herbal sprays or anxiety jackets to help ease

your pet’s stress. Consult your veterinarian before using any supplements to ensure their safety and effectiveness.

5. Tire them out – Engage your pet in additional exercise and playtime throughout the cooler parts of the day to help drain their energy before the fireworks begin. This can be particularly effective for pets that tend to get amped-up around fireworks.

6. Anxiety medications – If your pet’s anxiety becomes a significant issue, consult with your veterinarian about anxiety medications that can be prescribed to improve their wellbeing. Discuss the pros and cons of these medications in advance of the fireworks event.

7.Have a plan for unexpected illness or injury - Since your family veterinarian may be closed over the holiday, keep a list of nearby urgent care and emergency veterinary hospitals in case your pet becomes sick or injured.

To help comfort your pet during fireworks, Dr. Coronado recommends providing a safe space

in a dark, secluded area of your home, minimizing outside sounds and lighting, and offering positive reinforcement for calm behavior. Additionally, leading by example and remaining calm yourself can help reassure your pet that fireworks are not a threat.

“It’s important to create a safe and comforting environment for our pets during the Independence Day holiday,” says Dr. Coronado. “Our pets are part of the family, and it’s vital to be proactive about addressing their anxiety. Consulting with your veterinarian for personalized advice can make a significant difference.”

Dr. Coronado adds, “The 4th of July can be an enjoyable time for everyone, including our pets, if we take the necessary steps to keep them safe and comfortable throughout the celebrations.”

EQUITY from Page 1Æ

three to six and securing a better wage for the team that represents half the people in the state, she set to work branching out to more women statewide.

“There are 3.8 million women in Washington state and we have one of the largest gender pay gaps in the country,” said Yoo. From listening sessions, benchmarking, and firmly grounded in research, the WSWC mission is to improve the life of every woman by ensuring equitable opportunities and removing systemic barriers through engagement, advocacy, and public policy, while being inclusive of our diverse populations. To that end, WSWC assembled a powerhouse list of leaders to speak at the launch event.

Andrea Anderson is the CEO of the Girl Scouts of Western Washington who spoke about the importance of including and empowering the next generation of leaders. With half of the female CEOs, and all of the female astronauts and Secretaries of State, Forbes magazine has called the Girl Scouts the ultimate pipeline for women leaders. Anderson confirmed that the Girl Scouts community is safe, welcoming, antiracist, and gender-affirming, and invited Governor Inslee’s granddaughters to join a troop.

April Sims is a mother of three and the President of the Washington State Labor Council AFL-CIO. She spoke about the importance of having more women leading in labor, business, and government relations. She reminded everyone of the old adage about a rising tide lifting all boats, and challenged everyone to change the narrative. “Be thoughtful about the

boats we should be focusing on, knowing that the conditions that lift those boats lift all boats,” Sims said. Adding, “When we work on policies that are centered around the experiences and voices of those most impacted, we can lift all workers.” The WSLC uses their multi-pronged approach of passing legislation, increasing access to good jobs, and negotiating strong contracts to do just that.

Sims concluded by saying that, “When women do better, we all do better. As we continue to advance these initiatives, let’s remember that they are part of a broader vision. A vision where every woman has the support they need to succeed at every stage of their career. The ACTIVATE 3.8 campaign embodies this initiative.”

Veronica Bronkema is the Board Chair of Washington State Employees Credit Union and Regional Administrator for Washington Department of Labor and Industries who shared some of the gains that have been made. She stressed that Washington now requires that boards have 25% women, salary ranges be posted, and that the state is disrupting the history of compounding salary negotiations by not allowing employers to ask about an applicant’s current pay. Bronkema challenged all attendees to collaborate and make a difference together to make Washington the first state with pay equity.

Yoo honored Trudi and Governor Inslee for their work on behalf of women throughout the state and closed the event by reminding attendees to use their voice to speak up for gender equality and help spread the word about ACTIVATE 3.8. More information available on their website Activate38.com.

Jammin’ burgers

It's the season for grilling and burgers. This summer, lighten up your doublefisted burgers with ground turkey meat. Turkey burgers are often underrated and dismissed. They have a reputation for being dry and bland, which is unfortunate. These criticisms can be easily remedied and used to your advantage.

Look to turkey's neutral flavor as a canvas. It's an opportunity to mix in a slew of sweet and spicy condiments to develop flavor and umami qualities while providing moisture that ensures juicy, dribbly bites.

This turkey burger relies on favorite pantry items and fresh fruit to provide succulence and flavor. A can of chipotles packed in adobo sauce is a pantry must-have. Not only do the chiles lend smoky heat to the patty, but the sauce in the can is liquid gold; it's a sweet and spicy substitute for ketchup or chili sauce. Grated onion is another easy trick that provides bright,

sharp moisture to the patty.

To crown it, ripe summer peaches and cherries simmer together in a sweet-and-sour jammy compote. It replaces the standard smear of ketchup on the bun and complements the turkey meat.

Prepare the burgers on the grill. If you have a griddle, use it to get an even sear on the patties. You can also prepare the patties on the stovetop. Use a cast-iron pan for best results.

CHIPOTLE TURKEY BURGERS WITH PEACH AND CHERRY JAM

Active time: 50 minutes

Total time: 50 minutes

Yield: Serves 4

JAM:

▶ 1/2 tablespoon extravirgin olive oil

▶ 1 small shallot, finely chopped

▶ 1 teaspoon finely grated peeled fresh ginger

▶ 3 large ripe peaches, skinned, pitted and diced

▶ 1 cup pitted cherries, coarsely chopped

▶ 1 tablespoon minced

chiles in adobo with juices (or more for extra heat)

▶ 3 tablespoons apple cider vinegar

▶ 1 packed tablespoon light brown sugar

▶ 1/4 teaspoon kosher salt

BURGERS:

▶ 1 1/2 pounds lean ground turkey

▶ 2 tablespoons adobo sauce from canned chiles in adobo

▶ 2 tablespoons grated onion with juices

▶ 1 tablespoon soy sauce or tamari

▶ 1 teaspoon ground cumin

▶ 1 teaspoon kosher salt

▶ 1/2 teaspoon freshly ground black pepper

▶ 2 sweet onions (such as Walla Walla), sliced crosswise 1/2-inch thick

▶ Olive oil for brushing

▶ Coarse salt

▶ 4 hamburger buns, split

▶ Lettuce leaves

Make the jam. Heat the oil in a skillet over medium heat. Add the shallot and ginger and saute until the shallot softens, 1 to 2 minutes. Add the peaches

and cook until the juices release, about 3 minutes. Stir in the remaining ingredients and simmer until the mixture thickens, about 15 minutes, stirring frequently. Remove from the heat and cool to room temperature. (The jam can be prepared in advance and refrigerated for up to five days.)

Combine the patty ingredients in a bowl. Mix to combine without overworking the meat. Form into four patties. Use your thumb to make a shallow indentation in the center of each patty (this will prevent them from puffing up as they cook). Refrigerate until time to cook.

Heat a griddle over direct medium heat on the grill. Lightly brush the onions with oil and season with salt. Grill the onions on the

grill grates or griddle over direct medium heat until tender and charred, about 10 minutes, turning once. Transfer to a plate.

Grill the turkey patties on the griddle until cooked through the center, turning once, 12 to 14 minutes, depending on thickness. (They should register 165 degrees with an instant-read thermometer inserted in the thickest part.) When the patties are nearly ready, toast the buns, cut side down, on the grill grates.

To assemble, layer the buns with lettuce, the patties, onions and jam.
