Creative Lou leaving his mark By Laura Marie Rivera | Contributing Writer
This month, a Seattle artist is making his national debut in partnership with Starbucks. Damon Brown is a multidisciplinary artist whose current work consists of public artwork, illustration, and painting/digital painting. He works under the studio name Creative Lou. February is Black History Month and Brown designed three mugs that are available across the U.S. and Canada, while supplies last. “Damon Brown’s collection celebrates Black culture and community,” Starbucks said in a statement. And “the design’s graphic elements
convey a modern sensibility; he chose soothing shades of pale blue, green and cream with a 1960’s vibe for the color palette.” The Starbucks Artist Collaborative Series invites artists to create merchandise as a blank canvas to bring their unique stories and experiences to life. “I fell in love with art at a young age,” Brown said. His love started with cartoons and comic books in the second grade and expanded from there. By the time he attended Garfield High School, he was designing play posters and other

This February you will see collection boxes placed at multiple locations throughout Magnolia and Interbay, including Key Bank (Magnolia branch on 34th Street), The Mail Box, Metropolitan Market and Interbay Golf Course. Last year, Rotary Club of Magnolia collected 2,000 pounds of food during its February food drive. With the increase need this year, the club is working on a goal to collect 3,000 pounds. Rotary Club has a long history of supporting food drives starting with support of Northwest Harvest 38 years ago. In the recent past, Rotary has been supporting the Ballard Food Bank with food and cash donations. The Ballard Food Bank serves the northwest area of Seattle, including the neighborhoods of Ballard, Magnolia and Queen Anne. They have seen the need for food grow substantially since COVID. All of those art exercises and education served him well when he landed his first job as a graphic designer, working on logos, movie posters, web design, and even medical illustrations. “I was able to combine all of these skills to produce some fantastic work,” Brown said. PUBLIC SAFETY UPDATE A starting point for this year will be a townhall on public safety with our local Queen Anne businesses in late February or early March. This will build from the town hall that Paula Mueller and Marcus White organized in2023. We will do this in partnership with other neighborhood groups including the Queen Anne Block Captains Network. The QACC recently signed onto a letter from Uptown Alliance to Mayor Harrell and Council Members Bob Kettle and Sara Nelson requesting an immediate meeting to address issues plaguing Uptown: open drug dealing and use; increase in trash and dumping; and unsanctioned tent encampments. The Seattle Repertory Theater and Seattle Opera also signed onto the letter. We look forward to being part of this solution-oriented dialogue. If you’d like to be a more active part of our community safety group and/or have ideas or connections to share, reach out to Tyler Crone, tyler.crone@gmail.com, to get connected.

Seattle school district down two board members following resignations By Spencer Pauley | The Center Square
Seattle Public Schools is down two school board members as it faces a $104 million budget deficit. Vivian Song and Lisa Rivera announced they are stepping down from their positions, effective Friday, in response to a story in The Seattle Times that found Song violated a state residency requirement since moving out of her school board district at some point in 2022. In a joint statement posted on social media, Rivera also confirmed that she had moved out of her district as well. “We have both experienced significant changes to our family situations, which have prompted both of us to move outside the boundaries of our internal director districts,” Song and Rivera said.
“Sometimes the rules simply don’t reflect the realities of modern family life, and should certainly never be exploited in the media while plans are made.” Rivera was re-elected for a second four-year term in November 2023. She represented Seattle Public Schools District 2, which includes schools in the Wallingford, Fremont, Green Lake, Greenwood and Maple Leaf neighborhoods. Song was elected to a four-year term in November 2021. She represented District 4, which includes eight schools in Ballard, Magnolia, Queen Anne and Belltown neighborhoods. Recently, Song was a finalist for Seattle’s citywide council position but lost to Tanya Woo. According to Seattle Public Schools, each school board member receives compensation of $50 per day or
portion thereof for attending school board meetings and for performing other services on behalf of the school district, not to exceed $4,800 per year. Song and Rivera can waive all or any portion of their respective compensation for any month or months during their terms of office by a written waiver filed with the district. Compensations come from locally collected excess levy funds available for that purpose. The resignations come at a time when Seattle Public Schools faces a projected deficit of $104 million for the 2024-2025 school year, $129 million for 2025-2026, and $153 million for the 2026-2027 school year. The district cites insufficient funding from the state, a decline in enrollment and previous staffing decisions as the primary reasons for the structural shortfall.
Bill addresses concerns over tall wind turbines and aerial firefighting By Carleen Johnson The Center Square
A bill aimed at balancing interests between wind turbine farms and aerial firefighting efforts is moving ahead in Olympia. Rep. Stephanie Barnard,
R-Pasco, says committee passage of House Bill 2117, co-sponsored by Rep. Matt Boehnke, R-Kennewick, is a huge milestone. “We are projected to have more wildfires than ever in the coming years and the place where you put wind turbines
is the place where it’s windy and you get fire," Barnard told The Center Square. “Those go on the top of hills or the place where you have good wind coming through, but when you then have a fire, that can get out of control fast. I mean fire and wind, within minutes
that fire is right down to populated areas." Barnard went on to say, “We have to make sure that when we’re siting these projects, we take firefighting into consideration ... These obstacles create a no-fly zone for certain aircraft.”

8 FEB. 7, 2024 Legislation to train police dogs to detect fentanyl moves ahead in Olympia By Carleen Johnson The Center Square
Rep. Gina Mosbrucker, R-Goldendale, received unanimous support in the state House of Representatives this week for a bill to equip law enforcement in Washington state with additional training for police dogs to sniff out fentanyl. House Bill 1635 would limit liability arising from the use of trained police dogs by creating a new
training and certification program for police dogs to root out the powerful opioid. The legislation notes no state or local government law enforcement agency is immune from civil damages arising from the use of canines to detect fentanyl. Mosbrucker's bill would require the Washington State Criminal Justice Training Commission to develop model law enforcement standards for police dogs and drug detection. The same bill was considered last
year and during testimony then, Mosbrucker said, “As we train dogs to detect hard drugs and dangerous narcotics being distributed throughout our communities, we need to include fentanyl, which many would argue is the most dangerous at this time.” This week before the House Community Safety, Justice, & Reentry Committee, she said, “When we have drugs like this being marketed to us looking like Lucky Charms or Skittles, it should be a priority.” “This bill simply makes sure that
PNW lawmakers want faster FEMA response for wildfire victims By Randy Bracht The Center Square
Three congressional members from Pacific Northwest have introduced bipartisan measures which aim to improve coordination between local, state, and federal agencies and tribal nations to deliver resources faster in the aftermath of disastrous wildfires. The bills are a response to the 2020 Babb Road Fire which destroyed most of the small town of Malden in eastern Washington’s Whitman County and the Gray and Oregon Road fires in Spokane County which burned 366 homes and claimed two lives last August. Named after the town, the MALDEN ACT – Making Aid for Local Disasters Equal Now – is sponsored by U.S. Senators Maria Cantwell, D-Wash., and James Risch, R-Idaho. In a press release Tuesday, they said it is a companion bill to one introduced in November by 5th Congressional District Rep. Cathy McMorris Rodgers, a Republican from Spokane. “After the 2020 fire that destroyed the town of Malden -and even after last year's Gray and Oregon Road fires in Spokane County -- federal assistance
has been too slow to arrive. The MALDEN Act will help deliver disaster recovery aid to rural communities more quickly,” said Cantwell. She said the bill, if enacted, would require the Federal Emergency Management Agency to become involved in rural wildlife response earlier with local, state, and tribal officials and to make case workers available even if victims are denied federal assistance. Rodgers said rural communities in eastern Washington are “too often at a disadvantage when it comes to wildfire recovery, especially when it takes weeks – or sometimes even months – to reach a decision on a disaster declaration.” Last week, she hosted a roundtable discussion with local government officials, victims, and organizations to discuss ongoing cleanup efforts from the Gray and Oregon Road fires. That came two days after Rodgers and Cantwell sent a letter to President Biden requesting an update on Washington Gov. Jay Inslee’s request in early October for a federal major disaster declaration. Similar update requests were made in December by Spokane County commissioners to the Biden Administration and
the regional FEMA office in Seattle. At the time, a FEMA spokesperson said Inslee’s request was under “active review” and the length of the process is determined on a case-by-case basis. Idaho residents also know the near-constant danger that communities face from wildfire, said Risch, a trained forester, due to “federally mismanaged forests in the West.” He said the MALDEN Act would require FEMA to “urgently respond to areas in need” while coordinating with local leaders who best know their communities’ needs. “We must pass the MALDEN Act before the 2024 wildfire season starts,” said Risch. Specifically, the measure would amend the Stafford Act, which constitutes the statutory authority for most federal disaster response activities. In addition to coordinating with local leaders, FEMA would be required to assist in identifying short and long-term recovery resources, including resources to prevent secondary natural disasters such as flooding, mudslides, and rockslides. Also, FEMA would be directed to make case workers available for rural communities if a request for individual assistance to disaster victims is denied.
the CJTC, Criminal Justice Training Commission, has what it needs to train dogs in the detection of fentanyl," Mosbrucker explained. Committee Chair Rep. Roger Goodman, D-Kirkland expressed his support for the bill. “K-9’s are not currently trained to recognize fentanyl, so that’s a missing piece we need to provide,” he said. If HB 1635 is ultimately passed by the Legislature, fentanyl-sniffing police dog training could begin later this year.
Bill to improve Puget Sound water quality steaming ahead in Olympia By Carleen Johnson | The Center Square
It’s been 17 years since lawmakers formally established the goal of restoring the health of Puget Sound by 2020. It didn’t happen, and there are many Puget Sound locations listed as having impaired waters that fail to meet federal water quality standards. The political will may finally be in place to make progress in cleaning up contaminated water and to find ways to lessen water pollution that comes from untreated and partially treated sewage that wastewater treatment systems continue to discharge into Puget Sound, a complex estuarine system of interconnected marine waterways and basins located on the northwestern coast of Washington state. “We all know Puget Sound is polluted, and there are roughly 87 sewage treatment plants that release about 38 tons daily of dissolved inorganic nitrogen,” prime sponsor Rep. Mary Dye, R-Pomeroy, told the committee. She said those high nitrogen levels in the Puget Sound "threaten our sensitive marine environment, particularly fragile Chinook salmon which are deeply threatened by the overflow of nitrogen that is untreated.” Pomeroy added, “Two-thirds of that comes from the four largest plants.” Dye cited a December 2023 report from the Department of Ecology that wastewater treatment plants have significant ecological impacts on the waters of the Salish Sea. “DOE’s report says wastewater treatment plants are the number one source of adding nitrogen to the Salish Sea,” she said.
