Who we are Originally being a separate entity, until it merged with another oil and gasrelated organization in Palawan State University - the Petroleum Engineering Students Association of the Philippines or PESAP, the Society of Petroleum Engineers Palawan State University Student Chapter is one of the hundreds of recognised SPE chapters worldwide. SPE PSU SC is based in the city of Puerto Princesa, with a current population of 600, and an average of 50 graduates annually. The student chapter is located in the island of Palawan, which is remarkable for its cultural diversity, with members coming from different regions around the Philippines, and a number of international students from around the globe.

Our Advocacy The Society of Petroleum Engineers Palawan State University Student Chapter takes pride in its commitment to the pursuit of maintaining its members’ success, through enriching academic excellence and in its efforts of providing continuous professional growth among its members. SPE PSU SC seeks to further develop its programs and activities, directed toward building a network of competent petroleum engineers in the future. Welcome, delegate! Energy – we need it. Every aspect of today’s developing world depends on energy. From our transportation and use of electricity up to the food that we eat on the daily, energy certainly plays a crucial role in sustaining our society. It is undeniable that the world continues to grow more and progress each day but along with it increases the demand for more energy. Although renewable sources are already being developed to keep up with the rising demand of society, none of them have been able to contribute a significant amount of energy to the world. Oil and gas will remain to be the lifeblood of our industrialized world for decades to come. With this rising global energy demand, the oil and gas industry faces a wide array of challenges and opportunities across the upstream, midstream, downstream and oilfield services sectors. The oil price environment is forcing major change and difficult decisions within the industry where existing operating models are being challenged and new approaches are being sought to respond to market supply and demand dynamics, environmental concerns, and the high costs associated with developing unconventional resources. Although the Philippine’s oil and gas industry is relatively young, it is still a progressive and competitive landscape.

A competition where participants are challenged to build a model of a jack up oil. The competition encourages participants to apply their knowledge in current technology besides blending their creativity to build a mode with innovative features to encounter the challenges in oil and gas exploration and production.

A formal discussion on Energy of students. It is a fun activity in which we can examine ideas and policies. It allows students to consider the world around us by thinking about dierent arguments, engaging with opposing views and speaking strategically.

A newly introduced competition for all students that has the background of Geology. Petroearth is similar to the Petrosmart Competition except for their questions. Students will rival other teams in answering questions quickly. This challenging competition will be questioned with questions related to geology.

One of the main highlights among all competitions that will be held in POGSS. Students will be competing against other teams in fastpaced quiz competition. Each team will be questioned with technical and nontechnical questions related to the oil and gas industry meanwhile putting their knowledge to the test.

Any tournament official may find that a player, coach, institutional representative, or other person associated with a team during the tournament has committed misconduct. Misconduct includes disruptive behaviour, unethical behaviour, any violation of the honour code, or other unsportsman-like conduct. Officials may interpret these categories at their discretion.

Major infractions and/or repeated infractions may result in ejection for an individual and/or disqualification for a team at the discretion of tournament officials.

RULE CHANGES Qualifier rules are subject to change, and made at any POGSS Competition by organizing committee. Any changes of rules, clarifications, and/or agenda will be announced to all participating student chapters in advance of the competition.

Oil Rig Design Competition Guidelines DESCRIPTION A competition that combines offshore knowledge and engineering creativity by designing and creating an offshore rig centred on the oil and gas platform technology. The participants of the Oil Rig Design Competition will be making a scale model of an offshore platform in a Fixed Jack-up Rig type based on the case, guidelines and criteria provided. The scale model shall be presented in front of a panel of judges and the three teams with the highest scores will be the winners.

CASE STUDY Company X is opening a proposal for contractors to build a Jack-up Rig. This rig may be used for exploration of potential oil reserves and/or drilling or recovery of oil for commercial use. The participants must act as a team from a construction company that has at least 30 years of experience and has a good reputation in their field. Your company is now given the chance to join the bidding and design the oil rig but in order to win the bidding, you must first present your design in front of Company X’s delegates which are comprised of industrial experts in the offshore oil and gas sector.

8. The created scale model MUST be built by the respective teams. Any indication of the scale model being built by professional mock-up sculptors will lead to disqualification.

9. All members of the group must speak during the presentation.

10. Competition rules are subject to change. Any changes of the rules will be announced to all participants via E-mail or other modes of communication.

OIL RIG DESIGN COMPETITION Presentation Rules and Guidelines - The scale model will be presented in front of a panel of judges who will serve as the representatives of Company X. Content of the presentation must include: (in any order)

JUDGING CRITERIA Technical Criteria (60%) - Structure and Details of the Model: 20% The rig model should contain and closely resemble the parts and equipment in an actual rig. The more detailed the model, the higher the points.

- Creativity of Features and Innovations: 25% The rig must have innovative features that can contribute to concepts like lessening of cost, increasing stability, promoting safety, etc.

- Understanding of the Platform Concept: 15% The rig model must embody the core structural and operational concepts of the theme platform. Presentation Criteria (40%) - Media of Presentation: 10% This pertains to the materials used for presentation and how clear they visually project the rig model. The use of certain programs in presenting (e.g. Lumion, 3DSMax) will gain additional points.

- Content and Clarity of Presentation: 20% Upon presentation, the presenters must be able to project their model eectively along with their innovations and other ideas.

- Verbal Communication: 10% The presenters will be judged according to how well they can communicate their ideas in English.

Energy Debate Guidelines THE FORMAT OF THE DEBATE Hereby declares to follow the 3 on 3 Asian Parliamentary debating rules in the Parliamentary Debate Competition. Each debating match will consist of two teams; one to propose the motion and one to oppose it. The team proposing may be known as “The Proposition‟, “The Affirmative” or “The Government”. The team opposing may be known as “The Opposition‟ or “The Negative”. Teams will be designated as the Proposition or the Opposition for each round of the competition. Each debate shall be adjudicated upon by a panel comprising of an odd number of adjudicators who will be participants indeed.

I. The debate will consist of two teams of three participants each (participants will be known as "members")

II. An adjudicator or panel of adjudicators shall be the participants of the competition.

CONSTITUTION AND ORDER OF SPEECH 1. Prime Minister;

2. Opposition Leader;

3. Deputy Prime Minister;

4. Deputy Opposition Leader;

5. Government Whip; and

6. Opposition Whip.

THE MEMBERS OF THE GOVERNMENT SIDE ARE THE FOLLOWING: 1. Prime minister (PM) - Opens the debate, defines the motion and advances arguments;

2. Deputy Prime Minister (DPM) - Refute at first instance the case of the opposition, reestablish the government’s claim, and advances arguments;

3. Government whip (GW) - Makes an issuebased rebuttal of the opposition's case and summarizes the case of the government.

THE MEMBERS OF THE OPPOSITION SIDE ARE THE FOLLOWING: 1. Leader of the Opposition (LO) - Responds directly to the case of the government by giving a direct clash, and advances arguments. May challenge the motion if the definition is challengeable;

2. Deputy Leader of the Opposition (DPL) Refutes the case of the DPM, re-establishes the case of the opposition, and advances an argument;

3. Opposition Whip (OW) - Makes an issuesbased rebuttal of the government's and summarizes the case of the opposition.

MOTIONS I. The motion should be unambiguously worded.

II. The motion should reflect the standard rules of the Asian Style Parliamentary Debates.

III. The members should debate the motion in the spirit of the motion and the tournament.

PREPARATION I. The debate should commence 30 minutes after the motion is announced.

II. Teams should arrive at their debate within five minutes of the scheduled starting time for that debate.

III. Members are permitted to use printed or written material during preparation and in the debate. Printed material includes books, journals, newspapers and other similar materials. The use of electronic equipment is not prohibited during preparation but in the debate.

POINTS OF INFORMATION I. Points of Information (questions directed to the member speaking) may be asked between first minute mark and the 6-minute mark of the members’ speeches (speeches are of seven minutes duration).

II. To ask a Point of Information, a member should stand, place one hand on his or her head and extend the other towards the member speaking. The member may announce that they would like to ask a "Point of Information" or use other words to this effect. The member who is speaking may accept or decline to answer the Point of Information.

III. Points of Information should not exceed 15 seconds in length.

IV. The member who is speaking may ask the person offering the Point of Information to sit down where the offer or has had a reasonable opportunity to be heard and understood.

V. Members should attempt to answer at least two Points of Information during their speech. Members should also offer Points of Information.

VII. Points of Order and Points of Personal Privilege are not permitted.

Debaters should not indulge in, and adjudicators should not entertain argumentation or cross-questioning, at the time of the open adjudication.

b. The timing of each speech starts at the moment that the member begins speaking.

Petroearth Competition Guidelines GENERAL DESCRIPTION Petroearth is a newly introduced competition for all students that are from the background of Geology. Petroearth is similar to Petrosmart competition except that the questions are more focused on Geology. Students throughout the world will be participating as representative for their university. They will rival other team in answering questions quickly. This challenging competition will be questioned with delightful questions related to oil and gas besides exploring their knowledge. The Petroearth competition pitches SPE student chapter teams against each other in a series of quick-fire rounds, answering technical and nontechnical industry-related questions. The contest has grown in size and popularity since its debut in 2002, and in 2015 was taken global with the introduction of six regional qualifier contests.

PARTICIPANTS - Each team must source from compliant SPE Student Chapters of the Asia Pacific region.

- Each SPE Student Chapter can only provide several number of teams.

- Each team will consist of no more than four (4) members. There will be no specific qualification criteria for each team.

- Each team is required to identify one (1) team captain. The team captain is responsible for all team-related decisions and correspondence with the organizers.

- Teams will be required to submit the registration form by 8th of January, 2018 at 11:59 pm (GMT+8) to the email displayed on the website. All registration forms are to be submitted to spe.psu.palawan@gmail.com.

GENERAL RULES AND DESCRIPTION - Petroearth is welcoming to undergraduate students who merged in Oil and Gas Industry and especially to those who dominate science of geology such as Petroleum Geology, Geophysics, Formation Evaluation and Geothermal.

- The representative from each university may have maximum of two (2) teams which each team consists of three (3) person.

- This competition is only limited for 16 teams on first come first serve basis.

- Each participant is not allowed to register themselves in 2 different teams or more and also not allowed to register themselves in 2 different competitions or more.

- Representative from each university must complete the registration forms and submit it before the due date given.

- All presentations, verbal communications and written documentations for the competition should be conveyed in English.

The competition’s rules and regulations are subject to changes. Any changes, clarification will be shared directly to the involved universities via email or during the technical meeting.

COMPETITION FORMAT The games will be carried out based on the single elimination in which the teams compete and the winning team (team with highest points) will advance to the next stage.

Any detailed rules will be explained during the technical meeting. POGSS Petroearth competition will be conducted in three stages: preliminary, semi-final and final.

TOURNAMENT OFFICIALS - Judges: Each game will have three judges. Every judges’ decisions concerning compliance to the rules are final.

- Moderator: Each game will have a moderator. There may be two moderators to share the responsibility. The moderator(s) will read the questions, consult judges as needed to determine the correctness of an answer, award and deduct points, and otherwise enforce the rules of competition. The judges have right whether moderator can repeat the question or not.

- Scorekeeper: Each game will have at least one scorekeeper. The scorekeeper(s) will keep the official score and individual statistics. Once the scorekeeper has declared the official score, games will be considered final.

- Timekeeper: Each game will have one timekeeper. The timekeeper will enforce time limits and supervise the game clock.

EQUIPMENT REQUIREMENT - During the competition, each team in the current game will be given a “buzzer” – an electronic device determining the participant who buzzes in to answer a question first.

If a player buzzes in before the moderator has finished reading, the moderator will stop at that point. If the answer given is incorrect, the moderator will finish the question for other teams only.

An answer to a toss-up must begin within 5 seconds after the player has been recognized. An answer after the time keeper says “Time” will be treated as a no answer. Ties between the player and the timekeeper are decided in favour of the player.

Players have 5 seconds to buzz in after the moderator has finished reading the toss-up. If the player answers incorrectly, the other team will then have 5 additional seconds to buzz in.

Some questions may permit more time, which will be noted specifically by the question.

Decisions as to whether players have exceeded the allotted time to buzz in or to answer may be rendered only by the tournament officials and are not contestable.

Each toss-up question is worth 10 points. Score will be reduced 10 points if the answer is wrong.

TIME - Tardiness of more than 5 minutes from the scheduled match time may result in a forfeit, unless the lateness is the fault of the tournament, or the tournament officials are satisfied with other good cause.

- The judges and moderator may consider the question cannot be answered if the participants take too long to answer a particular question.

- The clock should not stop except:

1. When stopped by a tournament official to resolve a problem or to replace a question.

2. At the end of the half or game.

3. When moderator needs extra questions because of replacement of questions or overtime.

4. The clock used by the time keeper is the official time and is not contestable.

QUESTIONS - Every game is divided into three particular types of question:

-Bonus Questions

- Toss-up Questions: - A player may use the buzzer to answer a toss-up -

question at any point after the moderator has begun reading the questions.

There will be no transmission of signal between team members (or from the audience) to indicate who will buzz in on a toss-up question. Verbal signals written signals, hand motions, head motions, eye contact, and anything else constructed as transmission of signal by the tournament officials.

A team has 25 seconds to answer a bonus question. The 25 seconds starts when the moderator has finished reading the question. If the moderator is asked to repeat the question – the time will still be counting down.

After 25 seconds, the moderator will prompt the team for an answer. Once prompted, the team captain (or the team member he/she designates) must immediately begin answering or forfeit the opportunity to answer.

A team may begin its answer before the moderator is finished reading all of a bonus question. In such cases, the moderator stops reading when the team begins its answer. If the bonus contains another part, and the first part was answered correctly, the moderator then reads the next part of the question.

Each bonus question is worth up to 20 points and any other team’s answer will not be accepted.

Questions are intended to test the contestant’s knowledge of Petroleum Engineering and the Petroleum Industry. Questions may include

If a question requires multiple answers, a player may provide the responses in any order (unless otherwise specified).

If a question asks to identify an answer from a list, the player must name the exact answer (e.g., NOT “the second thing you read” or “the one that started with F”).

Petrosmart Competition Guidelines ABOUT The Petrosmart Competition is one of the main highlights among all competitions that will be held in POGSS. Students will be competing against other teams in fast-paced quiz competition. Each team will be questioned with technical and non-technical questions related to the oil and gas industry meanwhile putting their knowledge to the test. It will be held on the 2nd of March 2018 on SM City Puerto Princesa, Palawan.

PARTICIPANTS - Each team must source from compliant SPE Student Chapters of the Asia Pacific region.

- Each SPE Student Chapter can only provide several number of teams.

- Each team will consist of no more than four (4) members. There will be no specific qualification criteria for each team.

- Each team is required to identify one (1) team captain. The team captain is responsible for all team-related decisions and correspondence with the organizers.

- Teams will be required to submit the registration form by 8th of January, 2018 at 11:59 pm (GMT+8) to the email displayed on the website. All registration forms are to be submitted to spe.psu.palawan@gmail.com.

GAME FORMAT - The Petrosmart Competition follows a time-based s t y l e a s i n S P E I n t e r n a t i o n a l P e t ro B o w l Championship, which follows a standard single elimination bracket-style process in which two teams compete and the winning team (team with most points at end of each round) advances to the next round.

TOURNAMENT OFFICIALS - Judges: Each round will have a maximum of THREE(3) judges. All judges' decisions concerning compliance to the rules and awarding of points will be final.

- Moderator: Each game will have at least ONE(1) moderator. The moderator will read the questions at a suitable pace, consult judges to determine the competence of answers, award and deduct points, and otherwise enforce the rules of competition. Questions will not be projected on a screen unless they specifically require “Visual Aids”, in which case the moderator will clearly direct participants’ attention to a screen.

EQUIPMENT & MATERIALS - At the Petrosmart Competition, each player will be provided with a buzzer or another electronic device that determines which player buzzes in to answer a question first.

- Each player is responsible for monitoring whether his or her own buzzer is operating properly throughout the game.

- If a player believes a buzzer is malfunctioning, it is the player’s responsibility to alert tournament officials immediately. The current toss-up question will be finished and, if a player from the other team buzzed in, the player will be required to answer per normal protocol. Tournament officials will then stop the competition and attempt to reproduce the alleged buzzer malfunction. If it is recreated, the question will be discarded; if the malfunction cannot be recreated and the buzzers are deemed to be performing as designed, the other team’s answer will stand. Enforcement of this rule is subject to the moderator’s ruling that the malfunction impacted play of that question.

- If the buzzer system is ultimately deemed to be inoperable by the moderator, an alternative method (such as the “table slap” method) may be used. Teams will be fully briefed on the protocol of any such methods by the moderator before proceeding.

- All games will be timed and a clock will be clearly visible to both teams.

- Players will be provided paper, pens and pencils.

- Non-programmable calculators will be provided by the organizers.

- Players may not use any form of reference materials during the game.

COMPETITION SET UP
 Teams and Players:

- A team consists of up to FOUR (4) players who meet all eligibility requirements are involved in a game at any given time.

- Teams may play short, with a minimum of TWO(2) players.

Players and schools are responsible for any liability arising from their conduct while at the competition. Any purposeful act of dishonesty or an act which does not conform to the spirit of the competition, observed by any tournament official, will be considered cause for expulsion from the competition. Please refer to Ethics and Conduct section from SPEI.

Time: - Tardiness of more than 5 minutes from the scheduled match time may result in a forfeit, unless the lateness is the fault of the tournament or the tournament officials are satisfied with other good causes.

- In all rounds, the clock starts when the moderator begins read- ing the first toss-up question. The time structure of each round is as follows:

- All rounds before the Elite Eight will consist of “half games” of 8-minutes with no intermission.

- In the Fifth place matches, Elite Eight and Final Four rounds, each game will consist of two 8-minutes halves with a brief intermission between them.

- The Championship, Third Place and Fifth Seed rounds will consist of two 10-minute halves with a brief intermission between them.

- When the clock sounds the end of time, the half or game shall end, except in the following scenarios:

- A player who has buzzed in on a toss-up question can answer that toss-up. If answered correctly, earns a bonus question. If answer is incorrect, the other team will be given the chance to answer the toss-up question and earn a bonus question. A team will be read the entire bonus question, even if time expires during the bonus or before the bonus is read. Teams will be advised of their timing limitations by the timekeeper.

- The team with more points at the end of the game wins. In the event of a tie (for single elimination bracket system only) :

- There will be an overtime period consisting of three toss-up questions. Bonuses are not used in overtime.
 If the game is still tied after three toss-up questions, the moderator will continue to read toss-up questions until the score changes. A score change can happen if one team answers correctly and receives points to win the game or one team answers incorrectly and is given

negative points, in which case the other team wins by default.

The clock shall not stop, except:

- When an appeal has been expressed by the captain of a competing team.

- When stopped by a tournament official to resolve a problem or to replace a question.

- At the end of the half or game.

- When a moderator needs extra questions because of replacement of questions or overtime.

The clock used by the timekeeper is the official time and is not contestable.

Type of Questions: - Each round uses 1) Toss Up questions worth 10 points each, accompanied with 2) Bonus Questions worth 10 points each. A team receives a bonus question for each toss-up question correctly answered by one of its players (except in overtime).

- Questions are selected from a pre-screened question bank. If the question bank is depleted, the moderator may resort to using back-up questions which could consist of questions from previous competitions.

- Questions are intended to test the contestants’ knowledge of petroleum engineering and the petroleum industry. Questions may include history, trivia, current events, technical questions, calculations, and problem solving.

- Toss-up Questions:

- A player may “buzz in” (using his/her buzzer) to answer a toss-up question at any point after the moderator has begun reading the question. There will be no signaling between team members (or from the audience) to indicate who will buzz in on a toss-up question.

- Each correct answer to a toss-up question is worth 10 points. An incorrect answer will be assessed a 5-point penalty.

Bonus questions:

- Teams may confer on bonus questions.

- On bonus questions, the team captain will give the answer or explicitly designate another team member to give the answer. Any other player’s answer will not be accepted.

- Unless advised by the Moderator, a team has

15 seconds to answer a bonus question. The 15 seconds starts when the moderator finishes reading the question. If the moderator is asked to repeat the question – the time will still be counting down. After 15 seconds, the moderator will prompt the team for an answer. Once prompted, the team captain (or the team member he designates) must immediately begin answering or forfeit the opportunity to answer.

- A team may begin its answer before the moderator is finished reading the bonus question. In such cases, the moderator stops reading when the team begins its answer. If the bonus contains another part, and the first part was answered correctly, the moderator then reads the next part of the question.

- Each bonus question is worth up to 10 points. There will not be a penalty for incorrect answers to bonus questions.

Correct Answers:

- The moderator will accept only the first answer given by a player, except for multiple answer questions and situations enumerated below.

- Only the first portion of a multi-part answer to a singular question will be considered, even if the rest of the answer contains the correct response. For example, if a player says “Nixon, Watergate,” the moderator will consider only “Nixon.” The Moderator reserves the right to request participants to repeat their answer and/or elaborate upon a response on a case-by-case basis.

- Modifying words before the first noun of a response are considered as one answer with the noun.

- Extraneous information preceding a response is disregarded (e.g., “What is a wombat?” or “They're all Californians”), unless the moderator determines that the extraneous information was given in an unsporting attempt to delay the game, in which case the response is treated as incorrect (in addition to any other penalty for misconduct). Harmless or inadvertent embellishment of responses will not be penalized, so long as the embellishment does not make the response wrong.

- If a question requires multiple answers, a player may provide the responses in any order (unless otherwise specified), without a pause
