DISS Park Radio Working towards full-time air-time! Local Community Radio station, Park Radio is now working hard towards going on-air full-time in 2016, after being awarded a 5-year full time FM licence to broadcast to Diss, Eye and Harleston and surrounding area earlier this year. Currently, the team is in discussion with Diss Town Council about basing its studios and offices on the first floor of the Diss Youth & Community Centre in Shelfanger Road, where it is also planned to site the main transmitter. Planning consent is being sought for this and relay transmitters to ensure good reception in Harleston and Eye. Ofcom, the radio regulator, has yet to confirm the frequencies to be used. Work is also continuing to raise the necessary funds to

set up the station, including transmission and studio equipment, says Park Radio director, Chris Moyse. “There’s a lot involved in getting the radio station prepared and ready to go on a fulltime basis, compared to our previous short test broadcasts and we are looking at returning to the airwaves in the spring or early summer of next year”. In addition, official contact points have been agreed at the Harleston Information Plus offices and also at the Eye Volunteers Centre where listeners will be invited to pop in and engage with the station.

Suffolk Libraries Best Christmas present in the world competition Two lucky children met children’s author Michael Morpurgo at St Edmundsbury Cathedral recently and presented him with their winning entries to Suffolk Libraries ‘Best Christmas Present in the World’ competition. Suffolk Libraries received over two hundred entries from around the county, but it was Thomas Pickersgill (from Bradfield St George near Bury) and Rebecca Cooke (from Walpole near Halesworth) who most impressed the judges with letters showing off their amazing imaginations. The competition asked children to write to Michael Morpurgo telling him what their best Christmas present would be. (photos attached).

DISS Diss Museum Commemorating the Manning Family In 2011 Diss Museum commemorated the Manning family in a festival called Friends in High Places. One of the sons, Thomas, was the first European to meet the Dalai Lama. The museum arranged for his great-greatnephew Robert to meet the current Dalai Lama. Now a hoard of new material on Thomas Manning has been found and acquired by the Royal Asiatic Society at a cost of £98,000. Diss Museum manager Basil Abbott was invited to go to London and inspect the collection. Knowing that Manning had seen Thomas Paine, the subject of a previous museum festival,

Mr. Abbott wanted to find any reference to this in letters. Sure enough, he found a mention of the occasion in 1802. Writing to his father from Paris, Manning said, “The only Great Man I have seen in private, at least that I consider as at all great, is Tom Paine! Him I consider as by no means occupying so high a situation in the Temple of Fame as he deserves and will, I think, attain.

I only saw him for about 10 minutes at Mr. Holcroft’s and consequently had no opportunity of hearing his conversation, which I understand from Mr. H is impregnated with the same masculine sense that so essentially distinguishes his writings. It was towards evening

DISS Jackamans Solicitors How much is that Banksy by my window? Bristol-born artist Banksy could at any time pop up in your neighbour-hood, under cover and unannounced, and spray paint your property creating one of his original works.

Banksy could therefore claim copyright for the work on your wall but could not claim ownership of the material on which he had sprayed it, the bricks of the wall.

At a value of around half a million pounds it could out-value your home!

In a recent High Court case, the tenant of a Commercial Building which he ran as an amusement arcade, woke up one day to discover a Banksy on its wall.

Because of the high value of Banksy’s sought–after graffiti it was inevitable that the legal issues regarding the art and its ownership would need to be clarified. First of all, the law relating to copyright under the 1988 Act is engaged. If the necessary amount of skill and judgment is used to create the work of art, then the artist owns the right to control the way the work is used for 70 years.

He took the unusual step of removing the exterior part of the wall on which the mural was painted, and sent the removed section to the USA for sale at auction without telling his landlord.

The determined tenant put up a spirited, and imaginative defence to the claim saying the Banksy, as graffiti, had damaged the building which he - as a tenant - was obliged to repair, and his chosen method was to chip it off, rather than painting over or cleaning it off.

If Banksy had chosen to get involved in the case who knows what the outcome would have been!

The court accepted that the Banksy graffiti had “damaged” the structure of the building, but the extreme repair choice was excessive, and that as every part of the property belonged to the landlord, so did the Banksy.

ATTLEBOROUGH Kerry Butcher Accountancy Services There is lots going on in the world of tax and finance at the moment It’s hard to believe that January is looming already. The Christmas lights will soon be packed away if they haven’t already been switched off and put back in their boxes and we will all be trying desperately to think of something cheerful to look forward to, knowing that it is a long haul until Easter with nothing much to look forward to before then. Did you know that the most popular day to book a holiday is usually 25 January? I reckon this is because finally we are getting paid again after the spending in the January sales and we all would love to see the sun – even if it is only online or in a brochure for now, we can dream. But how are you going to pay for this lovely holiday that you have booked? Can you even afford the deposit let alone the balance – it always seems that day when the balance of your payment is due comes around a lot quicker than the holiday itself. Can you even afford the deposit? Now if you are an employed and receive a nice regular wage every month or week, you are probably sitting there wondering what on earth I am wittering about. If you are self employed then you have probably gone very pale and feel ever so slightly sick because of course 31 January is PAY YOUR TAX DAY! Not only that but it is also the final day to file your self assessment tax return and avoid a £100 penalty – so make sure that your tax affairs are up to date. Now if you are kind enough to read these editorials on a regular basis you will know that I spend a lot of my time talking about self assessment and tax returns – but this time something different: I was very surprised to find just how many people don’t know that they can claim tax relief on 10 | January 2016

Remember that you must always check that you are not exceeding the VAT registration threshold and this is calculated on a rolling basis. Don’t get caught out and forget to check this value – chances are if you had a really busy December then this could well have bumped your turnover right up. Don’t panic if you are nearing or have exceeded the VAT threshold, if this is a one off

If you have made some New Year Resolutions, perhaps one of them might be to get your business payroll sorted out once and for all. Real time information or RTI has been around for quite some time now and is old hat – but there are still some employers out there who are receiving fines on a regular basis because they haven’t quite got to grips with the system and are late filing their returns each month. Remember HMRC have advised that you must submit a return each time you pay one or more employees and you must give details of their earnings and their deductions. This report must be filed on or before the date that you pay your employees. ATTLEBOROUGH Lord Baker Community Fund Local Charities Receive Boost from Lord Baker’s Community Fund Lord Russell Baker of Little Moulton and the Lord Baker Community Fund managed by the Norfolk Community Foundation, is pleased to announce that East Anglia Children’s Hospice (EACH), Star Throwers Cancer Care and Support, Chapel Road School for Severely Disabled Children and the Norfolk Community Foundation will each receive £2,735.20 totalling £10,940.80 as a pre-Christmas boost for the amazing services that these charities provide to local Norfolk Communities. Anna Douglas, the Development and Marketing Manager at the Norfolk Community Foundation said, “Norfolk Community Foundation has enjoyed working with Lord Baker this year as he has built his fund through his fundraising campaigns. The Fund sees a number of local charities benefit from a significant donation from a series of events with a difference including the ‘Darts Masters’ and the ‘Grand Norfolk Charity auction’.

ATTLEBOROUGH Attleborough Town Council Jeremy Burton is elected Deputy Mayor of Attleborough Town Council Attleborough Town Council is pleased to confirm that Cllr Jeremy Burton was elected Deputy Mayor of Attleborough Town Council on 7 December 2015 and will serve in this position for the remainder of this municipal year. Cllr Burton took up the role following Cllr Tony Perkins recent appointment to Town Mayor as he was the previous Deputy and thus left a vacancy. All members of the Council warmly welcomed Cllr Burton to his new post and the Mayor stated “I was pleased that Cllr Burton was elected Vice Chairman. He has good experience from his previous role as Mayor. I am looking forward

ATTLEBOROUGH Almary Green State Pensions: a review of the basics There have been many changes to state pension rules and regulations over the past few years: Almary Green’s Alison Rudd takes a moment to review some of the basic facts and figures. State pension ages are in the process of changing and there is a transition period underway to bring women’s state pension age into line with men at age 65 and then to gradually increase the state pension age for both to 68. What this means in practice is that if you are in your fifties or sixties at the moment, your state pension age will depend on your date of birth. The easiest way to find out your own specific state pension age is to go to the Government website at https://www.gov.uk/

calculate-state-pension/y and enter your date of birth into the online form. The amount of state pension that you will receive will depend on your National Insurance Contribution (NIC) history and any additional entitlements you have accumulated. This can be a complex calculation, but again the Government aims to be helpful and you can obtain a state pension statement by contacting them either online, by telephone or by filling in and posting form BR19. The new state pension will come into effect from 6 April 2016. However, any entitlements built up under the old rules – such as state second pension entitlement – will be protected.

When the rules change on 6 April 2016, each individual’s NI record to that date will be assessed and you will be assigned a “starting amount” onto which any entitlements after 6 April 2016 will be added. If you’ve already accumulated a starting amount that is higher than the new State Pension amount, then your entitlement will be frozen at that point. Existing pensioners will see no change to the way that their pension is calculated and anyone who reaches their state pension age before 6 April 2016 will receive a pension calculated under the old rules. There has been much debate about whether the changes will make future pensioners better or worse off than existing pensioners. The change in the state pension age for women will certainly have a bearing on pension planning, but it is the removal of the ability to accumulate benefits under the additional state pension (previously called SERPS or the state second pension) that may have the greatest impact. Employees will no longer have the ability to accrue additional pension benefits through state pension entitlements and may need to look to increase their private pension arrangements to provide for a higher level of income in retirement.

The actual pension you receive when you retire will depend on a range of factors including your National Insurance Contribution (NIC) record and your accumulated entitlements under the old rules. The new rules require a 35 year NIC record to qualify for a full state pension, but the good news is that you accumulate NIC Credits for the years that you were claiming child benefit for a child under 16 before 2010. Since 2010, NI credits have been awarded to those claiming child benefit for a child under 12. You can also claim NI credits for years where you were claiming certain other benefits such as Jobseekers’ Allowance or Carers’ Allowance. The Chancellor announced in his November 2015 Autumn Statement that the full New State Pension rate at its launch in April 2016 will be £155.65 per week. ELDERLY Prepare for Colder Weather Tips to stay safe this winter • Keep an eye on weather forecasts, particularly severe weather warnings from the Met Office. • Stock up on store cupboard basics such as soup, tinned fish and long life milk in case you can’t get out of your home for a couple of days. • Nominate a flu friend or neighbour who can collect essentials such as prescriptions on your behalf. • Keep a list of useful and emergency contacts by your phone and add local organisations and charities who support older people. • Know where your stopcock and gas meter are located. • Make sure your pipes are adequately lagged and your roof properly insulated. • Keep torches, a battery-

powered radio and spare batteries where they’re easy to find in the dark in case of power cuts. • Ensure that only Gas Safe registered engineers work on your gas appliances. Illegal gas fitters can put your life at risk. Always check the engineers’ Gas Safe Register ID card. • Make sure gas appliances have a regular service and a gas safety check every 12 months. • Look our for any warning signs that your gas appliances aren’t working correctly eg lazy yellow or orange flames instead of crisp blue ones, black marks on or around the appliance and too much condensation in the room. • Know the signs and symptoms of carbon monoxide poisoning - headaches, dizziness, breathlessness, nausea, collapse

and loss of consciousness. Install an audible carbon monoxide alarm. • Don’t take any risks in snow or icy conditions. If you have to go out, make sure you wear shoes with a good grip. • Have your flu jab – book your appointment now if you haven’t already done so. • Try to eat a balanced diet and eat small portions at regular intervals throughout the day. • Drink plenty of fluids. • If you can, get up and move around. If your mobility is more limited, do some chair exercises to help you stay warm and active. Good hand hygiene can prevent the spread of viruses. • If eligible, join the Priority Service Register of your energy distributor to ensure you receive support during prolonged power outages. • Have a hot drink regularly and if you find moving about difficult, have a flask handy. • Have your heating system checked every year and consider

installing thermostatic valves on radiators in the rooms you use the most. • Ask about any benefits, grants and discounts you might be entitled to such as pension credits, winter fuel payments and insulation. • Wear warm clothes in layers. • Make sure you know how to contact your neighbours by phone – it’s easy to lose touch in the winter when people aren’t out and about as much. • Sign up to a Royal Voluntary Service Good Neighbours or Befriending service to receive regular contact. • Continue to go to your social activities with friends or at the local community centre. If you can’t get out for any reason, call them to let them know and ask to keep in touch by phone.SGN • If you can, get a mobile phone (as it does not rely on your electricity supply) and keep it charged.

For many, this renewal may include New Year’s resolutions pledging that the next year will prove better than the last. The challenge is not making these resolutions, but making sure they do not melt away with the snow as winter turns to spring. Some common resolutions might include reducing stress levels, staying in touch more regularly with family and friends, and being more socially involved. For those who struggle with hearing loss, keeping these and other perennial resolutions may prove challenging. Here are a few examples of how treating your hearing loss in the New Year can help you achieve your resolutions and improve your life.

ELDERLY Able Community Care The Alternative to Moving into a Care Home Getting older sometimes means that a person needs to be cared for twenty four hours a day. Such care can be provided in a care home or in a person’s own home. Given the choice, many people would prefer to stay in their own home and Able Community Care has enabled thousands of people to exercise this choice. Our experience has shown that having a regular rota of experienced carers in your own home is often a much happier alternative than moving into a care home. Able Community Care has been providing an alternative choice to moving into a care home since 1980 by providing Live-in Carer Schemes throughout the UK. Our live-in care staff have enabled thousands of disabled and older

people to remain happily within their own home. The role of our live-in carers is to provide domestic, personal and social care tailored to each individual’s needs and wishes. One of our clients is Kate. Kate was born in 1919 and in 2006 as a result of arthritis and too common falls, Kate and her family had to make a decision as to how Kate wished to be cared for. Her own wish was to remain living in her own bungalow, to keep up her social activities and to maintain her hobbies. Kate and her family decided to try a Live-in Carer Scheme and since 2006 a continuous, regular, rotational system of liked live-in care workers have supported Kate, now aged 95, and who

continues to live happily in her own home. Kate wrote the following comments with reference to the care she received in 2014 on our Customer Satisfaction Form: • “The live-in care workers carry out the tasks that are important to me.” • “I feel comfortable about contacting my Care Manager” (whom she has met). • “I am happy with the service I am receiving.” • “The responsiveness to ‘out of hours’ contact is satisfying and responsive.” Live-in Carers are special people. Whilst living for weekly or fortnightly periods in a client’s home they provide domestic support, personal care and offer companionship. Each of our clients has an individual ‘job description’ and it is the objective of our Care Managers to provide our clients with a regular rota of liked live-in carer workers and also to find for our care workers, clients for whom they have the skills to care for. One of our live-in care workers is Lorna who has been with us since 2011. Before joining Able Community Care, Lorna was a care worker for her County Council where she gained experience and care certification including attaining NVQ Level 3 in Social Care. Lorna is one of Kate’s two regular live-in carers and is a driver and non-smoker. In addition to providing professionally managed live-in care at home on a long term basis, Able Community Care can also provide the following care packages: • Respite care for family carers who need a well-earned break. • A Carer to accompany a person who wants to go on holiday or to visit relatives.

It’s important to see dementia as a disability that people have to adapt their lifestyles around rather than an illness.
