Report Of Diss U3A 10th Anniversary Celebration. Diss U3A recently celebrated its 10th anniversary with a tea party held in the Corn Hall in Diss where over 90 members attended together with three of the past four chairmen. Jackie Brown began by giving a short speech outlining the setting up of the branch in March 2003 with Martin Croft the original chairman and from that inaugural meeting Diss U3A was formed with 45 members and 8 viable interest groups. In his speech, David Emerton the retiring chairman brought us up date and announced that in 2013 there are currently around 270 members, many of whom belong to one or more of the 34 interest groups and that the monthly meetings regularly attract an audience in excess of 100 members. Margaret Richardson and Robert Edwards, both present at the 2003 inaugural meeting spoke of their early experiences of setting up and running the architecture and walking groups. Special guest at the anniversary meeting was local MP Richard Bacon who

congratulated the branch on its success and highlighted the benefits to be gained by belonging to the U3A, enabling its members to discover new interests, meet new people and make new friendships through shared experiences that previously they had not had time to explore.

Diss Decorative & Fine Arts Society It pays to advertise. To a full house at Royden, art historian, Harry Fletcher, presented the March lecture for Diss Decorative & Fine Arts Society [Diss DFAS] on the topic of Art in Advertising. Harry, a former School Master, presented in a relaxed and amusing style as he took a detailed tour through the application of graphic art to advertising display. He started with Jules Charet – acknowledged as the “Father of the Poster”. Charet was an accomplished lithographer and designed the famous posters for the Moulin Rouge in the 1880’s and the Rodolphe Salis, Cabaret de Chat Noir images so often seen in art shops today. He was the inspiration for Henri Toulouse-Laurtrec. Harry showed the strong influence of the fashionable Japanese art of the late 19th century and the development of the basic “eye-catching” announcement of the posters of Paris. These were quickly adopted throughout Europe and America through bold lithographic printing.

The excellent illustrations followed the iconic art styles through to Art Deco and silk printing. Many of the familiar images were recognised as key symbols of the contemporary society of their time and now as works of art in their own right. Members were amazed by the prices paid by collectors today for some examples of these posters - sometimes more than individual paintings by famous artists! The recruitment posters of the First War, HMV’s “Little Nipper”, Seaside resorts, Motor Cycles, Ocean Liners, Railways and Cinema displays all reflected the true art of this seemingly mundane medium. The lecture concluded with the extension of this form to the Olympic Games and Record / CD covers to bring us upto the present day. The May lecture will be a History of the English Landscape Garden, Presented by Patrick Conner and is entitled Ha-Has - from Hermits to Stowe. Mount Street Open Gardens

Sunday, May 12th, 1-4.30pm, Diss. A traditional bi-annual occasion since 1989, when Diss Mount Street residents open their gardens, both big and small with the proceeds all going to Christian Aid. A children’s Hunt the Creature, Morris Dancers on the street, a large plant stall near the clinic, afternoon tea/coffee and home-made cakes in St Mary’s Church Hall, all make for a very enjoyable Sunday afternoon.

To replace the firestones, which never really cooled down, a man used to have to cover himself with sacking and be drenched with water to get inside the oven, and he still came out almost in flames! And on the south side of the street is a cottage with the date 1709 displayed.

Mount Street was greatly admired by Betjeman when he came to filmhere in 1963. The Manor House, originally called Pallas, is one of the most distinguished buildings, and opposite is the Rectory. One of the cottages just south of that building has an illustration of a baker showing it used to be Brighton’s bakery.

Many employers will have recently received a letter from HMRC informing them of their mandatory enrolment in RTI, the new monthly reporting regime for those operating a payroll scheme. For some, this may represent a significant additional administrative burden, especially for those still preparing manual payroll records. If you are already using recognised payroll reporting software, you should have received an update in time for the change to RTI in April this year. However, whatever your situation, it is advisable to review you current payroll solution and consider whether external assistance is required either in an advisory capacity or to prepare your payroll for you and ensure RTI compliance. HMRC Targets Second Home Owners HMRC have launched the Property Sales Campaign that encourages

taxpayers that have sold a second property but have not declared the capital gains tax to volunteer this information to HMRC by 9th August 2013. This can be done by email, mail or telephone. An arrangement to pay the outstanding tax must then be made by 6th September 2013. After that date, HMRC will begin contacting taxpayers that they consider may have undeclared capital gains tax on the sale of their second properties and levy the tax, interest and penalties due. Simonds Drivers

Now in her 90s Mrs. Kay Nelson, born 1919, remembers her grandmother taking her to see the R33 airship at Pulham in 1925.

Are some of the best in the world - it’s official!

The airship had been damaged in a storm, drifted across the North Sea but struggled back to the village. She recalls the hundreds of people who turned out to see and help moor the R33; and how amazing the giant ship looked coming towards the mooring mast. Somewhere there is a postcard of the occasion, seen by Mrs. Nelson years ago, on which you can spot her as a five year old in her school hat. She was born in Wilderness Lane, Harleston and now

lives in Maltings Close about 200 yards away. From her window she can see an oak tree planted by her grandfather for the 1935 Jubilee. Her earliest schooling was in the town and later in Switzerland, where she also saw airships. In World War Two she served in the Wrens in Australia. Her husband was a prisoner of war in Germany. After the war they lived in Germany, Malta, Belgium, Hong Kong and Turkey. Diss Museum is planning to commemorate the R34 airship’s double Atlantic voyage of 1919 when the centenary comes up in 2019. As in the Olympics there will be a build up to the events, including airship weekends, starting from next year. People can come and stay at the Park Hotel and enjoy presentations in Diss and Pulham. Capital Gains Tax Tax Man to Get Tough on Buy-to-let Landlords and Second Home Owners who sell without Declaring the Tax. Last month HM Revenue and Customs (‘HMRC’) announced a crack down on those who sell residential property other than their main home and do not comply with their tax obligations. In this article Colin Chamberlain of Lovewell Blake LLP considers HMRC’s Property Sales Campaign (‘PSC’), looks at what the tax implications are when you sell a property and what reliefs are available to help reduce the amount of tax payable. Property Sales Campaign I have often wondered how many people such as buy-to-let landlords and second home owners sell residential property but then fail to declare the tax. Clearly HMRC think that this is an area worth pursuing as they recently launched the PSC to encourage people to ‘come clean’ about any unpaid capital gains tax (‘CGT’) liabilities which may be lurking in the closet. The PSC allows people who have sold, or disposed of, second or additional residential properties, either in the UK or abroad, but who have not paid the associated CGT to receive lenient treatment with regard to penalties and payment terms. But to take advantage of this, HMRC must be notified by 9 August and a full disclosure has to be made by 6 September. The PSC is not relevant for those who buy and sell property as a business. These sales are subject to income tax rather than CGT. CGT on the Sale of a Residential Property The amount of CGT which is payable on the sale of a residential property is dependent upon a number of factors.

The gain has to be disclosed in the 2013/14 self assessment tax returns and the CGT is payable by 31 January 2015. As you might expect, the above is an example of a straightforward case. Sometimes there may be further computational complexities, for example, requiring a valuation of the property or accounting for improvement costs. As I mentioned earlier, CGT is not relevant to those who buy and sell property as a business or who are property developers. The business profits are subject to income tax which means that the CGT annual exempt amount is not available and the rate of tax is at 20%, 40% or 45% depending on your level of income. The business profits are also subject to national insurance. CGT Reliefs Probably the most important CGT relief in relation to residential property is Principal Private Residence Relief (‘PPRR’). This relief serves to effectively give an exemption from CGT for periods when a property was occupied by the owner as his or her main residence. This is why, if you buy a house and live in it throughout your period of ownership, when you sell the house you do not have to pay CGT. But the relief is also proportionately available if the house was only occupied for part of the period of ownership and, as long as the property was a main residence at some stage, the last three years of ownership will always qualify for the relief. A further relief is available for periods when the property was let. This is known as lettings relief which, broadly speaking, doubles up on the PPRR up to a maximum of £40,000 per person. This relief is only available as long as the property was a main residence at some stage during the period of ownership.

A simple computation would be as follows: Bill and Betty sell their joint buy-to-let property in May 2013 for £150,000. They had acquired the property in June 1990 for £60,000. The estate agent’s fees and the solicitor’s costs on the sale were £2,500 and £500 respectively. The solicitor’s costs on the acquisition were £300 and the stamp duty was £600. Bill is a higher rate income taxpayer and Betty is a basic rate income taxpayer with £15,000 of basic rate band remaining.

Conclusion In this article I have touched upon some of the tax issues with regard to selling residential properties. The article is based on current legislation, rates and allowances. Different tax years have different rules to negotiate. In particular there were some major changes to CGT introduced in 2008. On 27th March, our numbers depleted by illness and the bitter weather, Besthorpe W.I. nonetheless welcomed Susan Spoerer warmly to our meeting.

Susan spoke of the work of the modern pharmacy. No longer does the apothecary grind with pestle and mortar to make his own pills. Everything comes pre-packaged from the manufacturer and the skill of today’s pharmacist is to ensure that the patient has a compatible cocktail of drugs and takes them correctly. She told us of the huge cost to the NHS of drugs which are ordered but never used. Both the pharmacist and his staff are trained to ask questions and advise. Susan also spoke of the work which she and her husband Peter have been doing in Africa and the Far East over many years. Working with CBM, a 100 year old Christian charity, they have taught local people to manufacture the eye-drops needed after cataract surgery and to make the reading glasses which the newly operated require. Susan’s slides showed the laboratories they have set up and the dedicated local people who keep up the good work. Her comments on her photos of North Korea were particularly interesting. We were all glad that Susan’s fee would be given to the wonderful work of CBM. The competition for a pretty pill box was won by

Joan Bond, followed by Carole Burt and Margaret Evans. Daffodils from the gardens of Joan Bond and Pauline Parnell-Hopkinson jointly won the flower competition. At our next meeting on 24th April Cameron Reid will talk about osteopathic treatment. We shall try a different therapy on 22nd May, our thirtieth birthday, with hands on flower arranging guided by Marrgaret Thomas. On 12th June, for our summer outing, we shall visit the Marble Hall in Surrey Street, the original home of the Norwich Union. The same evening we shall gather at Zuari for a light supper. On 24th July we shall meet in Besthorpe All Saints’ Church, but usually Besthorpe W.I. meet in the Francis Room of the Connaught Hall at 7.30 p.m. on the fourth Wednesday of the month. On an evening more reminiscent of a scene on the front of a Victorian Christmas card than the second day of Spring, a packed house of members and friends of Attleborough Heritage Group (AHG) enjoyed a fascinating illustrated tour of about forty Inns, Public Houses, Hotels, Beer houses and Taverns which once existed in Attleborough and some neighbouring villages. The scene was set when the audience learned that Richard II passed a law in 1393 stipulating that all premises selling alcohol must display a sign indicating this activity, thus enabling the public to know where to buy their beer and the authorities to know where to collect their taxes. Extensive research had revealed that of the forty historic premises licensed to sell alcohol only nine remain today. Many have become private houses or shops and of some no trace remains at all save perhaps in a street name or some lumps and bumps on the corner of a road. Some sites for Beer houses have proved elusive to locate although reference can be found on 19th century census forms. Further, many Beer houses were situated in close proximity to Public Houses and one, in an extraordinary piece of planning, was established opposite to a Methodist Chapel. Presumably the regulars had not signed the pledge! Other fascinating facts emerged such as that relating to a Beer House called The Spread Eagle in what

is now Hargham Road. At the rear was a clay lump windowless building called the Bear House in which the performing bear and his master would sleep when they were in Attleborough to entertain the populace. Among many remarkable and ancient buildings in the Town with stories to tell are two on opposite sides of the road from one another. The Angel, now a Building Society, was used during WWII as an ambulance station and, incidentally, is said to be haunted. Across the road, the Griffin, one of the nine remaining Public Houses, has a cellar which was probably used to house prisoners on their way to Thetford Assizes while upstairs a 19th century add-on to the 16th century building is now a hotel bathroom but was once a laying-out room for the local undertaker. The evening gave an intriguing insight into the lives of our forefathers including descriptions of disreputable behaviour and charges of assault. Seemingly little changes! Jacqueline Amos, on whose research the talk was primarily based, said “It was a lot of hard work but all seems worth it when the evening was such a success.” AHG which began in 2009 now has approximately 150 members and runs a series of illustrated talks on the history of the Town drawn from its comprehensive photographic and documentary archive and research by its members. ‘preserving yesterday’s and today’s memories for tomorrow’.

Girlguiding Wayland Easter Show

On Saturday 16th March, girls and adults from Girlguiding Wayland brought entries for their Easter Show.

John Rogers our Chairman opened the meeting with his usual good humour and welcomed twenty three members who had come to hear our speaker Robert Maidstone an expert on Woodland Trees and Wildlife.

Now in its seventh year, there were 175 entries across various categories - ranging from handmade Easter cards, decorated cakes and gardens in shoe boxes to spring photographs, Easter table decorations and decorated eggs. Girls braved the cold and windy morning to bring their entries to the hall. The most popular categories were Easter cards and decorated eggs, boosted by a number of units who made entries during their weekly meeting. The most impressive and creative ideas could be seen amongst the decorated cakes and gardens. Each category was judged by invited guests who between them awarded 22 winners and 30 highly commended certificates. This year we changed from our usual venue to Attleborough Town Hall, opening to the public in the afternoon for viewing. Parents and visitors supported district

funds by taking part in the tombola and Easter egg raffle, which along with the refreshments raised over £250. A number of units also had stalls to raise funds with games, handmade cards and face painting all on offer. Thanks to all adults and leaders who helped with the event - particularly those organising refreshments, the tombola and the raffle. Thanks to all our judges, all those who entered and those who supported us on the day. Girlguiding Wayland offers a safe girl only space for girls in Attleborough and the surrounding areas aged between 5 and 25 years old. Talking Newspaper Needs Your Help

Wymondham & Attleborough Talking Newspaper is asking for more help as the organisation celebrates its fifteenth anniversary.

It was on April 10 1998 that the first edition of the audio news and information service was sent out.

Every listener is provided with a free machine on which to play the digital memory stick.

Volunteers produce and despatch a weekly digest of news and features for 60 blind or partially sighted listeners, in addition to compiling a monthly audio magazine.

The service can also be accessed online via the W A T N website www.watn.org.uk.

Now the group is looking for additional help and they would like to hear from anyone who is interested in becoming a sound technician, a postal wallet administrator or who would be prepared to join the management committee. Full training will be provided. The organisation, which will record the 800th edition of their local news service at the end of this year, is also keen to increase the number of listeners who receive the free service.

He was an actor and antiques dealer, a child performer in the 20s, a ‘song and dance man’ who played in The Desert Song for years. In Wartime he joined the Army and entertained the troops until he was invalided out with a mysterious heart problem. He appeared in Rattigan’s ‘While The Sun Shines’ and many shows in repertory, on tour and in the West End. He fell in love with Norfolk and rented a cowman’s cottage as a holiday home for his many kids. After moving to The Victorian Cottage in Attleborough he

All the sympathy cards say he was a lovely man. Faith, his wife for 67 years, agrees with them. All the children, grandchildren and great grandchildren are very sad at our loss in this world.

Liftshare.com ...has grown from being an Attleborough based start-up to becoming the most successful car sharing service in the UK, helping 100,000 people share cars to work each day. Ali Clabburn set up his first office in his sister’s old bedroom and with the support of a handful of unpaid friends Liftshare was born. The bedroom soon became too small and the office moved to an old turkey shed before taking over the former Job Centre building in the centre of Attleborough. Although Attleborough only has a population of around 10,000, it has more journeys registered per head than anywhere else in the country. Within a 2½km radius of Attleborough there are 230 different journeys registered. The main destination for these journeys is Norwich - a quick search on the website shows that there are around 75 people looking to car-share on this journey alone. But Norwich is not the only destination with others heading further afield. Liftshare has been a roller coaster for Ali’s team which now numbers 24 - exciting developments, unexpected challenges, prestigious awards and battling with the impact the recession had on many clients. The story behind liftshare.com When the Christmas holidays came round in 1996, Ali Clabburn - a young student at Bristol University - realised he didn’t have enough money for the train fare back to Norfolk. Convinced there must be students driving in a similar direction, he pinned a message on a student notice board, asking if anyone could give him a lift. The following day, he returned to find three offers of a ride home. The idea of Liftshare was born and today over 540,000 people have joined liftshare.com - Ali’s brainchild has become an internationally-recognised social enterprise. Ali’s interest in sharing was sparked at an early age. The youngest of four children, he grew up in an environment of enforced sharing! But on leaving school and heading off on his gap year, he became aware of sharing on a broader scale – and recognised the immense potential of a global sharing economy. A keen traveller, he often found himself experiencing the generosity of strangers in foreign countries, who gladly shared

the little they had. It was very different from the counter-intuitive focus on ownership he knew back home. In particular, Ali has always been struck by the common sense of sharing transport – and the illogical approach to travel in the UK, with the singleoccupancy car still being king. He was impressed by the popular tuk-tuks in Thailand, the taxi-sharing he witnessed in Africa and South America, the social norm of hitch-hiking in New Zealand, and he realised that things needed to change in the UK. Whilst studying on a gap year in Germany, Ali discovered their organised carsharing schemes – run from offices at local stations - which enabled him to travel round the country cheaply, making new friends on the way. Determined to start a transport revolution in the UK, and help people overcome the increasingly prohibitive cost of travel, 23-year-old Ali founded Liftshare in his final year at university. In the early days, he also did a spell of early morning shifts in the Virgin Money post room, to cover basic costs and learn how Richard Branson keeps his team smiling. An IT-savvy friend set up the very first version of the liftshare.com website, aimed at matching people making journeys with others wanting to go the same way. It was way ahead of its time: launched before Google or Facebook, Liftshare was one of the world’s first social networks. But the early days are often challenging and daunting for pioneers. Car-sharing seemed so obvious that many people disregarded it. Money was tight, to say the least. Ali had scant idea of how to use a computer and no idea of how to run a business. Few people were yet familiar or comfortable with the internet, and creating critical mass proved less straightforward than he had anticipated. For the first three years, Liftshare did not generate any real income or salary.

Indeed, funding his efforts to change the way we travel in the UK proved an almost insurmountable obstacle at first. With a beginner’s enthusiasm, Ali had imagined 50,000 people joining liftshare.com in year one, each paying £10 to make the website sustainable. On day one, Ali made £40 – which didn’t even cover the travel costs of taking Liftshare to festivals and university events - his first audience and market. Ali rapidly reworked the business model, so that Liftshare is now funded by businesses, communities, hospitals and universities paying to have their own liftsharing schemes, with access to the entire network of UK users - a critical mass of journeys that cannot be found anywhere else. The new office, based in the heart of Norwich, is the former Eastern Electricity office designed in 1912 by the influential Norwich architect Edward Boardman. Derelict for 15 years, the exterior of this stately building is unchanged but inside it is now a stylish contemporary space. However, one of the key talking points at 4 Duke Street is the fully enclosed stainless steel slide which enables staff to take a quicker route from the first to the ground floor! Civil Service Retirement Fellowship The Fellowship enjoyed an interesting talk on the 21st March from Mr. Pope on Victorian Farming in Norfolk. This entailed the history of sheep rearing for wool trade, the importance of rotation of crops and the introduction of the Norfolk Plough. Garden Tips For May After such a long, cold winter the warmer, sunnier conditions bring life to everything in the garden. Many plants from small herbaceous to larger shrubs and trees took a battering so assess good, poor or even dead items and plan replacements. It’s a good time to rethink how your garden should look. Do you want a mass of colour or certain themes; shrubs, perennials, trees, features like a pond, pergola or a summer house? With such a dilemma for our bee and butterfly populations, try to use plants that attract them. Weeds such as nettles are good food sources for caterpillars, so create a “natural” area, with a small log pile for insects, bee houses or a hedgehog box. Some early flowering roses will be in flower soon, including the beautiful useful shrub rose ‘Canary Bird’ with yellow single flowers, which can be planted towards

the back of a border or trained as a wall plant and ‘Rosa Omeiensis Ptercantha’ - delicate fern like foliage, spectacular translucent thorns and unusual single white flowers that only have four petals. Early flowering climbing roses include the semi-evergreen, thornless Banksiae Family, like ‘Rosa Banksiae Lutea’, which has small yellow double flowers, but they do require sheltered positions. ‘Mme. Gregoire Staechelin’, pale pink flowers with a deep reverse, superb fragrance with flowers that hang down so you see the beauty of each bloom - fantastic draped over a pergola or arch. Keep all newly planted roses well watered, train new shoots on climbers and ramblers horizontally with green jute string, flexi-tie or electricians cable ties, as this will provide the plants with more flowers. Beds need to be regularly hoed to

reduce weeds germinating and top soil open and friable. Apply a general fertilizer if not already done. Perennials grow quickly so install support where required. Prune shrubs that flower early such as Forsythia and Ribes. To prevent diseases, a good programme of watering and feeding is essential, liquid feed with a fertiliser containing high potash or one of the maxicrop range. If you spray, alternate your chemicals so the diseases don’t build up. Keep up the slug and snail watch and for infestations of aphids and apply a treatment that is right for your situation. If you haven’t yet, construct your hanging baskets and containers.

Don’t just think bedding plants, containers can contain small shrubs, for short or long term display. Why not make them really work and use vegetables such as tumbling tomatoes, dwarf beans or strawberries? The lawn becomes a feature now, mow little and often, without the box on in dry weather. In the vegetable garden make regular sowings of leafy salads and carrots so they crop all summer. Hoe or cultivate regularly and water in the evening when the sun is going down. Also, on Saturday 1st June we are holding our annual plant sale in St Mary’s Church Hall in Attleborough, between 10am and midday. Despite the very cold weather members turned out in force for the March meeting of the society and very much enjoyed a talk by Donny Andrews entitled “My Life on the Farm”. He grew up around farming

and worked on a farm before becoming an engineer and subsequently a landscape gardener. In his reminiscences he said the job he most hated was chopping out the sugar beet - a chore that has disappeared with the move to precision drilling. He brought with him a varied collection of weird and wonderful objects for members to puzzle over, and backed up his talk with a stream of amusing anecdotes about local characters. The weather continued to affect the number of exhibits in the Table Show, with John Phoenix proving successful in both the classes contested.
