Consumer Protection & the Rebuilding Process:

Already, many in Joplin have received disbursements from their insurance companies. Possession of these funds has made them targets for unscrupulous contractors – many of whom travel from state to state “chasing” devastating storms, targeting storm victims for quick financial gain. Of course, there also are many outstanding contractors in Joplin and in Springfield and other immediately surrounding areas. How are consumers supposed to know the difference? (Rebuilding Joplin Continued)...

Joplin has posted a brief list of “Homeowners Beware” tips (hbabuilders.com). Additionally, to help consumers distinguish professional and reputable HBA contractors from short-term “storm chaser” style contractors, the HBA of Greater Springfield is providing “Verified HBA Member Contractor” letters that verify your company as an HBA of Greater Springfield member in good standing. The letter also briefly explains the standards for membership in our HBA.

One of the highlights of the conference was when Dr. Eisenberg unveiled the area’s first ever local economic impact of housing study. In brief the results of this study shows that “...home building is more than paying its own way and should put to rest the notion that existing home owners are subsidizing new home construction here in the Springfield area,” said Dr. Elliot Eisenberg. “This is an excellent result and tells me that local residents should be thanking the building industry for footing the bill for a lot of city services.”

We are asking HBA of Greater Springfield members who travel to Joplin for the purpose of making themselves available for contracting to please take the following three important steps:

The economic impact study looks at the impact of the construction industry in three phases: the construction phase; the ripple effect; and, the occupancy phase. The impact of the three phases are added up, and then compared to the cost of services such as education, fire, police, utilities, parks and recreation and roads that are required to support the new housing units. 1. E-mail or call the HBA of Greater Springfield today (417-881-3711) to request your unique “Verified HBA Member Contractor” letter. A letter will be prepared on HBA letterhead, with an HBA of Greater Springfield watermark, for you to take to Joplin. Each letter is unique and has protections against falsification, edit/copy, etc. 2. When you arrive in Joplin, first stop at the HBA of Southwest Missouri (2024 East 32nd St, Joplin, MO 64804 • 417-623-5205 • hbabuilders.com). Their HBA and the HBA of Greater Springfield hold very similar standards for membership (experience, insurance, etc.). The HBA will waive its normal “due diligence” process on new members for any member of the HBA of Greater Springfield who fills out an application and pays membership dues. 3. Obtain a local contractor’s license. Every jurisdiction’s licensing requirements are different and Joplin requires a contractor’s license to perform work in the city limits. When you hear “conference” along with “economist” and “local construction forecasts,” most people get a little bit of that uneasy feeling. These people have not seen the “Graphs and Laughs” of Dr. Elliot Eisenberg, Senior Economist for the National Association of Home Builders.

To sum up... people enjoyed the “Graphs and Laughs” of Dr. Eisenberg and the entire conference was fun and informative.

Parade of Homes The Parade highlights not only the best work of outstanding member builders, it also reinforces the huge impact the industry has on our overall economic health and job creation. As seen in Dr. Eisenberg’s study (previous article) “Every 938 single-family homes built in the Springfield MSA in 2010 will generate a cumulative $109.1 million in revenue.” THANK YOU to all the Parade Home builders for another successful Parade of Homes.

Home Remodeling EXPO NEW for 2011 - The Home Remodeling EXPO committee is excited to introduce the “New Product Showcase” at the 2011 Home Remodeling EXPO! This is an opportunity for existing Home Remodeling EXPO vendors to highlight products that are new to the market since the last Home Remodeling EXPO. The New Product Showcase will be located in the Center Exhibit Hall. Booth size is 5’ wide x 4’ deep and includes a 4’ table. Cost to reserve a booth in this section is $50. Home Remodeling EXPO vendors are the only vendors that may also display in this special area (must have a regular booth). Bowl-A-Rama Members had awesome bowling fun, and prizes were awarded with proceeds from the event going to benefit the HBA Charitable Foundation (HBACF). The HBACF is the charitable arm of the Home Builders Association of Greater Springfield. It exists to promote education within the industry through scholarships and departmental grants to future members of the construction workforce and for the professional development of HBA members pursuing NAHB University of Housing professional designations. The HBACF also partners with outstanding local charities like Habitat for Humanity, American Red Cross, Big Brothers Big Sisters, St. Jude Children’s Research Hospital, and others on projects that benefit members of the community in need.

The Occupational Safety and Health Administration is phasing in a requirement for home builders and remodelers to begin providing conventional fall protection systems – such as personal fall arrest systems, safety nets or guardrails – when any employees are working six feet or more off the ground. The regulatory changes were set to take effect on June 16, 2011. But thanks to efforts of the NAHB on behalf of members, that implementation requirement is now a three month phase-in period from June 16 through September 15, 2011. Last December, OSHA rescinded its Interim Fall Protection Compliance Guidelines for Residential Construction (STD 03-00-001 – STD 3-0.1A), which had been in place since 1995.

OSHA Fall Protection

While fall protection has always been required in residential construction, OSHA’s Interim Fall Protection Compliance Guidelines allowed builders the option of using alternative fall protection procedures without first showing they were infeasible or presented a greater hazard to workers, and without a written fall protection plan.
