INTRODUCTION BY THE CHAIR

Peace Child Estonia is a new organisation as it was started only at 23rd of February 2009, but it is already a growing organisation with a developing programme and a motivated staff committed to developing the organisation. The membership numbers are increasing and the content continues to take on a more specific structure and shape. The beginning of our work focused on expanding from already existing cooperation structures with Peace Child International and Sillamäe Society for Child Welfare, but as the year progressed, the focus shifted towards developing and implementing Peace Child Estonia-led projects. The Peace Child Estonia staff had a productive year and are looking forward to many more years of activity. As we go into 2010, we look forward to the conclusion of Peace Child Alpha Omega - a culture cooperation project between the UK, Estonia and Turkey – and writing new and captivating projects. Present programs of active citizenship and intercultural dialogue will be continued and new programs on gender equality, being a volunteer and others will be developed.

PEACE CHILD EESTI/PEACE CHILD ESTONIA Mission: to empower young people and advance sustainable development. Vision: young people as the solution, not the problem. Peace Child Estonia (PCE) is a youth- led non-governmental organisation. Peace Child Estonia is an official representative of Peace child International in Estonia and partner of Sillam채e Society for Child Welfare. The purpose of the Organisation is to include and empower children and young people, develop child welfare and youth initiatives, take part in designing and implementing youth policy. ORGANISATION: Creates and implements child and youth work projects and programs; 2.Cooperates with state and governmental institutions, other non-governmental organisations and takes part in joint projects and programmes; 3. Works together with Peace Child International, introduces and advances Peace Child International's purposes and actions. 4. Organises child and youth work related awareness raising, seminars and training courses; 5. Organises events (educational, cultural and social) 6. Publishes child and youth work related publications

MTÜ Peace Child Estonia’s (PCE) activity in 2009 was divided between three different fields. I. Management, everyday work and development of the organisation. II. Joining Peace Child International’s programs and projects III. Youth work

I. MANAGEMENT, EVERYDAY WORK AND THE DEVELOPMENT OF THE ORGANISATION

The purpose of the field is to improve the effectiveness of Peace Child Estonia’s activities, management and attending training sessions and advancing cooperation on the local and International level for that purpose. Activities: 1. Peace Child Estonia’s management meetings have taken place in Tallinn twice a month. 2. Peace Child Estonia’s I General Assembly took place on 18th December in Tallinn. 3. PCE took part in following meetings, training sessions and conferences:  Integration in Estonian society 2000-2007" 25.03.2009 follow-up evaluation  Conference „Business ethics against corruption". 24.04.2009,  National Civil Society Foundation’s yearly conference 17.04.2009  Development meeting in Sillamäe 13.05.09 (development meeting with NGOs and Businesses)  Youth Info Day 13.04, Dzingel hotel, Tallinn (project management and writing)  Estonian Union for Child Welfare training in Pivarootsi 15-16.05.2009 (advocacy training) 4. PCE has developed international cooperation through following activities:  Development meetings with Peace Child International in London – May and September 2009 and in Estonia.  Meetings with local organisations and Aspire Studio in Moscow – March, May, June, July, October and November 2009.

II. JOINING PEACE CHILD INTERNATIONAL’S PROGRAMS AND PROJECTS MTÜ Peace Child Estonia is Peace Child International’s (PCI) official representation in Estonia. In accordance with that, one of the purposes of PCE activities is joining PCI-led programs and projects. Activities: 1. Peace Child Alpha Omega 2009-2010 was financed from European Commission program („Culture 2007 – 2013) and is a culture cooperation project between Estonia, Turkey and United Kingdom. The purpose of the project is to initiate intercultural, interreligious and intergenerational dialogue in communities across Europe and to develop international cooperation on youth work and culture. Societal project created by UK youth organisation Peace Child International. They were drawn to the idea of religion as a uniter not a divider and from that developed a culture cooperation project that brings together the young and the old to jointly discuss the great questions of life. For PCAO a new work was created, based on the music of David Gordon.

Project’s main activities will take place in 2010, but in 2009 the activities included putting together the project’s creative team, looking for partners, beginning media coverage and other pre-work.  13.03. 2009 Project work meeting in Tallinn  27.03.2009 Project introduction in Estonia Theatre Winter Garden. Conference took place on the international day of theatre and present were Peace Child International’s president David Woollcombe, composer David Gordon and musician Richard Sharpey, director Neeme Kuningas and Turkish ambassador to Estonia Sule Soysal and other invited guests from different ministries, NGOs and elsewhere. 2. Gender Empowerment Project. Supported by European Commission. The purpose of the project was to advance intercultural cooperation on gender equality, to strengthen the active role of women in a society, and to educate men to be more accepting towards women, who wish to realise their potential. The final phase of the project was releasing a toolkit that was printed in the UK and 50 of them were transported to Estonia. In Estonia, during the project, 10 training-sessions were conducted and the material acquired was included in the toolkit.

3. Advocacy project, conducted September-December 2009. The purpose of the project was to advance non-formal advocacy related training among young people, so they could become successful activists, who could mobilise communities in their country to solve the problems of the future – climate change, YPFO’s and others. 20 active youth over Europe took part in a training program in London and Brussels on public speaking and advocacy with representatives from European Commission and UN Habitat Program.  11.09.2009 Meeting in Tallinn with local organisations.  21.09.2009. Meeting in Ida-Virumaa with local organisations.  28.09.2009 – 14.10 London – Brussels – London – Helsinki.  Local campaign on child ombudsman September-December 2009.  101 children to Toompea (Tallinn 20.11.2009, Sillamäe 18.11.2009)

III. YOUTH WORK

The purpose of the field is writing and implementing youth work related projects and developing youth work related competences. Activities: 1. Project „Active Ida-Virumaa Citizen.” created by Sillamäe Society for Child Welfare. The purpose of the project was to raise awareness on children’s rights and welfare issues and to motivate people to be a part o the child welfare movement. In addition, the project focused on developing mentoring relations between NGOs in the county. Peace Child Estonia co-organised the project’s following events:  Camp in Toila.  Conference „What does the Ida-Virumaa child want?” Jõhvi 20.04.2009.  Project was financed by National Civil Society Foundation. 2. Project „Young Active Citizens in Action.” lasted from April 2009 until December 2009. The purpose of the project was to bring together young people of different background to jointly address the issue of youth role in the society and to advance tolerance and intercultural dialogue. The programme of the project includes: four training courses on active citizenship, youth leadership and non-profit work in different counties around the country; a youth camp in Remniku, near Lake Peipsi, for in-depth analysis; a 3-day culture festival for the cultural dimension of the project and an international conference as the final big event. The cornerstone of the project was the Ida-Virumaa Culture Festival held on 21.09.2009 and 2627.09.2009, in one of the poorest and most conflicted county in the country. The first day of the Festival was dedicated to celebrating International Peace Day and included organising peace seminars in several local schools. The main programme on the 26th and the 27th included a Youth Walk on the streets of Narva, an Information Fair on the local NGOs and the main concert which included ethnic culture associations and young people’s song and dance clubs from different cities across the country. The Festival was held in two languages: Estonian and Russian. The aim of the Festival was to show the different facets and all the creative potential of the great county of Ida-Virumaa.

The final event of the project was the International Conference called “Youth Participation: Challenges and Opportunities” held on 21st and 22nd of November 2009 in Tallinn, Estonia. The purpose of the conference was to bring together Estonian and European youth activists and representatives from local, national and international governmental institutions and in addition, representatives from the academic sector, to jointly address the question of Youth Role in the Society and how to advance youth participation on different levels of society. The two days mainly focused on political and societal participation. The programme was divided between three panel discussions. Among the guest speakers featured were representatives from Estonian Youth Work Centre, Tallinn’s Sport and Youth Department, Estonian Youth Council, European Community programme Youth, Estonian Ministry of Culture, Peace Child International, Estonian Union for Child Welfare’s Youth Assembly and the University of Exeter. The project was created by Sillamäe Society for Child Welfare and is financed by the Estonian Ministry of Education and Science, European Foundation for Integrating Third Country Citizens and Integration Fund. The main partners in the project are Estonian Union for Child Welfare and Peace Child Estonia.

3. Sillamäe Society for Child Welfare in cooperation with Peace Child Estonia organised from 15th of July to 21st of July in Toilas, Ida-Virumaa, a Youth Exchange program DEEP2 IN EUROPE in cooperation with Danish, Portuguese and Polish youth organisations. The participants were between 15-35 years of age and among them were students and teachers as well as youth workers and the participants were divided equally between the countries. Young people and people who work with youngsters were provided with active free time opportunities in beautiful summer weather and possibilities with cooperation on societal themes. The participants first arrived in the nation’s capital Tallinn and the hosts organised a short city tour and then everyone took a bus to Toila. Altogether there were 37 participants and the Youth Exchange was held in comfortable and handy Toila Spa Hotel, located near the picturesque Toila Oru Park. The main theme of the program was advancing social inclusion through education. Every day of six had its own agenda, including several group work methodologies (mixed groups and national groups), workshops, educational discussions, presenting theory but also spending time actively in Toila Park. Project was carried out with the support of European Commission programme Youth.

4. European Youth Congress in Izola, Slovenia. From 25th July to 1st of August the 3rd European Youth Congress took place. 62 delegates from 38 countries took place. The main organiser was Slovenian youth organisation NOEXCUSE Slovenia and the motto of the Congress was Challenge, Suggest, Act and the main topic was young people with fewer opportunities. The participants were divided in five working groups between five crucial issues – mobility, health, nonformal education, employment and political and social integration. The purpose of the working groups was to work out a common document – the Izola Declaration. The document included suggestions and challenges from the participants and was presented in the Slovenian Parliament building in 31st of July.

5. League of Arab States Youth Forum Assilah-2009 and the 2nd Euro-Arab meeting in Morocco. On the topics of migration and integration, LAG states and their cooperation with the EU, education and culture.

6. Project „Regeneration: Culture and Communication� from November 2009 - September 2010. The purpose of the project was to gather together young people of different backgrounds to conduct a multicultural events series and advance the idea of Estonia as a multicultural society. Project is carried out parallel with Peace Child Alpha Omega. Main activities include concert events, debate series, Peace Child Alpha Omega performance in Tallinn and a summer school and begin in 2010. Project is organised by Peace Child Estonia and financed by European Fund for the Integration of Third Country Nationals, Integration and Migration Foundation Our People, Estonian Ministry of Culture.
