1.1 Consortium Organizational Model The Consortium is managed by an Executive Director, who reports to an Executive Council. The Executive Director, assisted by a management company and in consultation with the Executive Operations Committee, manages both the staff and the committees of the Consortium not falling under the auspices of the Technical Council. The Technical Council, where the deliverables of the Consortium are developed, is managed by the elected Technical Council Chair and Functional Team Chairs, in consultation with the Executive Council and the Advisory Council, as shown in the following figure:
