1. M4H > WHERE PORT AND CITY MEET MERWE-VIERHAVENS (M4H) IS UNDERGOING A MAJOR TRANSFORMATION. THE M4H AREA, ONCE ONE OF THE WORLD’S LARGEST PORTS FOR THE FRUIT TRADE, IS NOW TURNING INTO A MODERN RESIDENTIAL AND WORKING AREA – JUST AROUND THE CORNER FROM ROTTERDAM’S CITY CENTRE.

Heavy industry is slowly moving away from the city, and over the next twenty to forty years the Stadshavens Rotterdam will be transformed into a place where living and working connect seamlessly. M4H is one of the four areas of Stadshavens Rotterdam. Its strategic position in the city offers many opportunities for development: a beautiful water front, an industrial atmosphere and plenty of space for new activities. M4H is one of the last areas in the city with a lot of room for innovative ideas.

> EXCELLENT LOCATION The Rotterdam and Schiedam train stations connect M4H to the rest of the Randstad, the economic heart of the Netherlands. Two major motorways are just a few minutes’ drive away. > M4H IS BRISTLING WITH ENERGY From a distance the warehouses in M4H look quiet, but behind those impressive facades it is bristling with energy. Many entrepreneurs have already discovered the appeal of M4H: medical entrepreneurs in the Rotterdam Science Tower as well as innovative thinkers and creators such as Spark design & innovation and Solid Shapes. The area also offers a variety of public events. At the weekly city market Rotterdam residents can buy fresh fruit and vegetables at the city farm ‘Uit Je Eigen Stad’ (‘From your own city’). The historical Vertrekhal Oranjelijn and De Fruitvis regularly host parties and events. All this allows more and more people to enjoy the exceptional atmosphere of M4H.

> M4H, A SOURCE OF INSPIRATION Who knows what M4H will look like in 25 years? Various parties have studied the development of the area: both Dutch and international students, urban planners, architects, developers, entrepreneurs, artists and Henk Oosterling, the Rotterdam philosopher and inventor of the ‘Vakmanstad’ concept (the ‘City of Craftsmen’). Most visions make use of the vast area of water and smart reuse of existing buildings. > APPEALING PLACE TO LIVE, WORK AND PLAY Whichever scenario is chosen, they all share one thing: comfortable living and working requires an appealing environment. Together with the parties involved, the Havenbedrijf and the municipality will set out the right conditions to create this environment, for example by renovating valuable buildings and laying out new green areas. Another area we will invest in is a better connection with the surrounding neighbourhoods, both literally by building short-cuts for pedestrians and cyclists, but also on a social level, for example by offering work experience places in M4H.

> INTEGRATED TRANSPORT NETWORK

> CHERISHING INDUSTRIAL HERITAGE

Cyclists and pedestrians will benefit from an integrated network of footpaths and cycle paths throughout the area. Better lighting and signposts will improve the image of the area. The current road structure is a good foundation for further development: M4H’s main structure will be determined by the Keileweg and the Benjamin Franklinstraat. We are also focusing on transportation by water.

‘New businesses in old buildings.’ We believe in the importance of buildings with historical and architectural value, such as the sizeable Ferro gas holder, the Glazen Pand (‘the Glass Building’) and the various brick buildings from the first half of the 20th century. All these buildings could serve perfectly as offices, event locations, workplaces, laboratories or studios. The cranes and old docks that characterise this port area will also be maintained.

We are investing in green outdoor areas. In addition to laying out extra outdoor space and green areas we are able to add more diversity to the landscape in the port basins, so that the green banks will become great places to have lunch or spend time relaxing. The Dakpark Rotterdam (‘Rotterdam Roof Top’) is already in use by local residents – both old and young – for barbeques and playing while looking out over M4H.

We are working on improving the living environment to make future residential building and urban activities possible. In time the heavy port industry will be replaced by the cleaner manufacturing industry. The combination of working, manufacturing and living will turn M4H into a lively area in the future.

3. APPROACH > THINK BIG, START SMALL OUR AMBITION FOR M4H IS A GRADUAL TRANSFORMATION OF THE AREA. WE WILL DO SO BY RESPONDING TO THE CHANGES IN THE MARKET, BY SEIZING OPPORTUNITIES WITH THE PRESENT ENTREPRENEURS AND BY ATTRACTING THE RIGHT KIND OF BUSINESSES TO THE AREA. A completely thought-out area plan with a fixed deadline is no longer appropriate these days. This is why we have opted for a flexible approach that can respond to developments in the market. We use the existing economic activities in the area as a starting point.

> PERSERVERING AND RESPONDING A flexible approach requires perseverance. We think big in terms of future scenarios, but are taking manageable steps forward. Long-term ambitions go side by side with short-term experiments and projects. We are aware of the expiry date of contracts and make relatively limited leverage investments. The municipality and the Havenbedrijf will determine the way forward for M4H. We are inviting various parties in the market to present their proposals for the future, and M4H will actively support these parties in doing so. This allows us to respond perfectly to the ongoing changes in the market.

M4H regularly organises get-togethers for entrepreneurs where new and existing entrepreneurs can get to know each other and new opportunities for cooperation are created. This network of entrepreneurs helps us to create technological innovations and seize commercial opportunities.

> CREATING VALUE It is important that new businesses and initiatives fit in with M4H, and that they add value to the area: Social value: For example, entrepreneurs can offer work experience places to people from surrounding neighbourhoods, who have a hard time finding work. Economical value: Innovative, technological companies add to Rotterdam’s manufacturing economy. We aim to establish a combination of large and small businesses. Physical value: Businesses wanting to invest in characteristic buildings or that have a background in sustainability are more than welcome in M4H.

When a new initiative brings social, economical or physical added value to M4H, we will look into an appropriate type of contract. For example, by offering room, both literally and figuratively, to try out new initiatives. The ground rule when looking into which type of contract is best suited is as follows: the larger the contribution to the three forms of value creation, the more possibilities there are for attractive contract conditions and duration. In this way we challenge parties to make the biggest contribution possible to sustainable value creation.

> TRANSPARANT CHOICES A requirement for gradual development is being able to offer a level playing field. We want to be transparent about how we handle new market initiatives, but also about the decisions behind our own investments. For more information please go to inm4h.nl. Contrary to traditional regional development, the Havenbedrijf and municipality actively involve initiators in the process of creating the best conditions. In this way the intended outlook of the area can become visible in the short term. At the M4H project office all disciplines work under the same roof, meaning short lines of communication.

4. OPPORTUNITIES > SUCCESSES AND FOCUS AREAS WHAT ARE THE MOST PROMISING AREAS FOR DEVELOPMENT IN THE NEXT TEN YEARS? THESE ARE THE AREAS WHERE WE WILL START FURTHER TRANSFORMATION. WE WILL BEGIN AT THE EDGES OF THE AREA AND AT PLACES THAT ARE ALREADY IN PROGRESS. M4H is constantly being renewed and has many inspiring areas. The businesses in Vertrekhal Oranjelijn, the Rotterdam Science Tower and the energy felt at the largest roof park in Europe are all fine examples.

> FOOD AND DESIGN IN VERTREKHAL ORANJELIJN Vertrekhal Oranjelijn is the former gatehouse of Thomsen’s Havenbedrijf. It was designed by architectural firm Brinkman & Van den Broek and built in 1948. In the past Thomsen’s Havenbedrijf was responsible for the loading and unloading of sea vessels for shipping companies that did not have their own docks. Passengers would also often travel on these ships. After a careful renovation the building now accommodates over 4000 m2 of bold manufacturing and office space for businesses in the food and design sector. The Vertrekhal also functions as an official wedding location and a venue for business meetings and events.

> ROTTERDAM SCIENCE TOWER: 22 FLOORS OF MEDICAL INNOVATION Rotterdam has a strong medical industry that provides more than 60,000 jobs. Rotterdam Science Tower is an innovation centre for high-grade medical businesses that combines office space with high-quality laboratories. The tower accommodates medical businesses with an international and biomedical scientific profile. One of the businesses in the Rotterdam Science Tower is Viroclinics Biosciences, which operates on the 20th floor and above. The company carries out virological research there for biopharmaceutical companies worldwide. The LabHotel on the 18th floor leases laboratories for a short time or for longer periods of time.

> GREEN CONNECTION WITH THE CITY: THE ROTTERDAM ROOF PARK Based in a former marshalling yard, the Dakpark Rotterdam, the largest roof park in Europe, was opened in 2013. By laying out a park on top of a new shopping mall, about 80,000 m2 of park was added to the city. The park lies at a height of 9 meters and has a beautiful view across M4H. It has three special places: a Mediterranean garden, a playground and a neighbourhood garden. The orangery – with its splashing water stairs inviting everyone to come and play – forms the heart of the roof park.

> FIVE FOCUS AREAS 3. The undeveloped terrain at the Marconistraat – following on from the ‘Uit Je Eigen Stad’ initiative – offers plenty of space for experimenting. This area will accommodate temporary projects and initiatives that target a wide audience.

Over the coming ten years M4H will boost five focus areas which have a lot of potential: 1. The Vierhaven block will become the ‘Manufacturing Quarter’ of M4H where knowledge and traditional crafts will enhance each other. The area will create cross-overs between larger and smaller businesses.

4. The old power plant will be replaced by a large production campus, centrally located in M4H. The campus will accommodate businesses that invent and produce smart products, for example, for the manufacturing or clean tech industries.

2. Space will become available for new entrepreneurs in the two Europoint towers next to the Rotterdam Science Tower. This area is the medical hot spot where knowledge development and entrepreneurship come together, for example in the areas of pharmacy, virology and biotechnology.

5. The Ferro gas holder can accommodate thousands of visitors, which makes it the perfect place for events in the fields of art and culture, music and multimedia.

> FROM PORT INDUSTRY TO SKILL CITY IN M4H M4H is undergoing a major transformation. The heavy port industry is gradually moving away from the city to make room for a dynamic skill city. A rugged area with lots of light, space and water that make it an enjoyable place to live and work. M4H is bristling with energy: many entrepreneurs and projects have already discovered this part of the Rotterdam Stadshavens. We will use the dynamic atmosphere to further transform the area over the coming years. In the future, engineers will work side by side with craftsmen. Businesses in clean tech, medical technology and food sectors can especially benefit from these collaborations. M4H will become the perfect place to work, live and relax. Around 2025 there will be a defining moment: many of the real estate contracts will then expire. The market for residential developments in 2025 will determine the ideal ratio for residential building and business activities. This is why we think big, but start small. We aim to enhance current business activities, attract new businesses and experiment with temporary initiatives. One of the requirements for new businesses is that they add value to the area: either socially, economically and/or physically. The larger the added value, the more possibilities there are, such as attractive contract conditions and duration. M4H offers plenty of space for innovation. We have assigned five focus areas where the transformation will get an extra boost in the next few years. We will start at the edges of the area and with those parts that are already in progress.
