Provincial Grand Master Welcome Appreciative and Overwhelmed This is my first year as your Provincial Grand Master and I have to say what an extremely wonderful experience I have had. Durrant, of The Sir John Hawkins Lodge No. 3704 and W. Bro. Les Pym of St John’s Lodge No. 328 and their team of helpers. Thank you for your hard work. I was more than overwhelmed this time last year on the 15th April 2013 by the experience of being invested the leader of this lovely Province of Devonshire. The day was very well supported by a delegation from Grand Lodge accompanied by the M.W. Pro. Grand Master, Peter Geoffrey Lowndes, numerous dignitaries from other Provinces and many of the Brethren from within the Province of Devonshire. It was a full day and I was humbled and appreciative of everyone’s presence and support. I must also congratulate all those who received their own recognition and who were invested and appointed or promoted within the Province. Following on from the Investiture and our PGL Meeting, everyone has been very kind and supportive towards me and the Province. Having finalised the RMTGB festival in late 2012 the Brethren have continued to respond and contribute towards both the Devonshire Benevolent Fund and the PGM’s Personal Fund. This has been in addition to heeding our suggestions of looking inwards towards our own facilities and buildings. Freemasonry Cares was successfully launched under the direction of V.W. Bro. Nick Ball, Deputy PGM and managed by W. Bro. Tony Morrell, Provincial Grand Almoner, ably assisted by W. Bro. Bob Munro, of Meridian Lodge No. 9653, W. Bro. Peter

We have continued to hold the two regular WAKE Fund disbursement meetings throughout the year and given away over £40,000 to local deserving needs and charities. Without the hard work, management and support from W. Bro. Barry White, Provincial Charity Steward, Frank Handscombe, Michael Walker, Cliff Nightingale and their helpers we would not be able to continue with this rewarding work and I thank you all for your efforts. Brethren our charitable giving is fundamental to our beliefs and we would urge you to use the WAKE Fund scheme when considering donating to the local community. W. Bro. John Adcock continues to promote his teddy bear program to the regional hospitals and we have now provided over 25,000 bears from within Devonshire to children when traumatically arriving in hospital for the first time. Our work in this area was recently extended to the Children’s Courts where we were invited to provide teddy bears to those young children who attend courts under domestic/family disputes and stressful circumstances. Brethren your

donations to this program enables us to put those children at ease and I appreciate your continued contributions. This scheme is supported by those Lodges from within the Province directly and survives through your generosity only. My sincere thanks goes out to W. Bro. John Adcock and I know both he and you will keep up the good work. Tremendous inroads have been made this year by W. Bro. Peter Keaty, Assistant Provincial Grand Master, our information officer and his team for putting us in to the public arena using social media tools, such as Twitter, Facebook and our revamped website. The management of these services is like many others, provided at great time and knowledge expense by certain individuals and special thanks goes out to W. Bro. John Smerdon, of the OPM’s Lodge No. 6279, W. Bro. Martin Heskins, of St Margaret’s Lodge No. 6128 and W. Bro. Paul O’Connell, of Miles Coverdale Lodge No. 5069. Everyone involved for the Province in getting information out to the Brethren as things develop and occur work extremely hard and your efforts don’t go un-noticed. Thank you Brethren. W. Bro. Colin Gale, Assistant Provincial Grand Master has again had a bumper year with the launch of the Armada Club where newcomers to the order in Plymouth gather and meet socially with a view to getting to know each other and sharing experiences. It also gives those new comers the opportunity of introducing visitors and their partners

in forming bonds between them on an informal basis. This club has had great success and is likely to be rolled out throughout the Province. Colin continues to support W. Bro. Tony Banbury, Provincial Mentor and his team who work tirelessly in staying ahead of the mentoring scheme. A new scheme also launched this year under the direction of Colin Gale is the Masonic Fishing Charity. This has also had great success and both Colin and W. Bro. Graham Snell of Harmony Lodge No. 372 and many other helpers such as Dennis Vickers, Simon Metters, Phil Niles and Keith Rigby to name but a few have worked very hard to create relationships and interaction with organisations such as Marland School, (a school for Children with social, emotional and behavioural difficulties). Special thanks and appreciation goes to Blakewell & Bellbrook Fisheries for providing superb facilities. Richard Speed and George Rodgers both Assistant Provincial Grand Masters have continued with the mammoth task of recruitment. The fruits of their labour have been rewarded at special events such as the Military Day on Plymouth Hoe and The Kingsbridge Show. With the active support of W. Bro. Graham Snell of Harmony Lodge No. 372 and W. Bro.

Robert Summers of Fortescue Lodge No. 847, the white table events have also proved successful and I would recommend any lodge to employ the services of the recruitment team. They have a wealth of knowledge and experience in dealing with recruitment events and joint efforts between the lodge and the team can prove most rewarding. Special thanks to V.W. Bro. Peter Galt for supporting me with the administration of the Provincial Grand Masters Personal Fund and the Masonic Widows Association, W. Bro. Maurice Eglinton for managing the VGO’s, W. Bro. Louis Baycock for managing and co-ordinating the University Scheme, W. Bro. Derek Webber for presenting and delivering the many Long Service Certificates and for his efforts in the follow up retention scheme for members who have withdrawn from Freemasonry in Devon. My thanks go out to R.W. Bro. Robin Osborn and R.W. Bro. Michael Penny for their wise counsel, guidance and support. Last but not least I am deeply indebted to W. Bro. Christopher Yard the Provincial Secretary for his tireless total support and understanding of both my needs, those of the Executive and the

Province. Chris is totally dedicated to the Province and the order and has now worked actively in the Provincial Office for six years. His experience and knowledge of our needs is invaluable and he is always willing to help where needed. He is also managing a number of special projects for and on behalf of the Province. Chris is supported by W. Bro. Richard Ebrey of the Lodge of St Peter in Exeter No. 5806 who has fitted into the office environment extremely well and Mrs Angela Pulman, both of whom we owe a debt of gratitude for administering the Province in the way they do.

Finally, I want to thank the Brethren of this Province for your absolute support and kindness. Understandably, some of you may feel apprehensive about the new schemes we have and are introducing, but we have to think about the future survival of our order and how we can propel ourselves into the next century. However, I can re-assure you that we will never sacrifice our basic principles, but will develop our strengths in a positive manner for the future benefit of both this Province and the Order. I again thank you for helping to make this wonderful Province stronger.

With my very best wishes to you all into the future. Ian Kingsbury, Provincial Grand Master. Colin Gale and Peter Keaty helping to PASS ON provincial information

Unity Within the West Country Freemasons

On 20th July 2013 at Mount Edgcumbe Masonic Hall in Plymouth, the Order of Royal and Select Masters for the District of Devon and Cornwall held their Annual District Meeting. The District Grand Master, R.Ill. Comp. Bill Clemens, stated that this would be the last meeting that he would preside over as he would be retiring on 30th June

2014. In view of this and because of the tremendous support between all the Orders within the Provinces of Devonshire and Cornwall, he invited all the Heads of Orders to attend the Luncheon held after the meeting. The Provincial Grand Master of the Province of Devonshire, R.W. Bro. Ian Kingsbury was fully supportive of this and it was arranged that they would

all bring the regalia of their respective Orders. After the meeting and before the luncheon a photograph was taken of all those present. This is a clear demonstration of the wonderful support each Order gives to the others and the importance of this fellowship, which enhances the progress of Freemasonry within the West Country.

Report of the Provincial Grand Secretary to Provincial Grand Lodge I have been privileged to serve as Provincial Grand Secretary during this last year under the guidance and stewardship of R.W. Bro. Ian Kingsbury, Provincial Grand Master. It has been a full and exciting year and one that has stimulated us with great enthusiasm. On 1st May 2013 at the Langstone Cliff Hotel, Dawlish R.W. Bro. Michael T. Penny and his wife Lynne marked his retirement with a luncheon. Many Brethren and their wives enjoyed a full à la carte lunch at this wonderful venue. R.W. Bro. Ian Kingsbury expressed his and everyone’s appreciation of the work that our Past Provincial Grand Master had undertaken for the Province and freemasonry in general during his period in office over the past 5 years as Provincial Grand Master, as well as the further 10 years as an Executive Member. We all wish him good health and happiness in his retirement.

On Tuesday 14th May 2013 the St. Aubyn Lodge No. 954 held their Sesqui-Centenary Meeting, celebrating 150 years. The Meeting was attended by R.W. Bro. Ian Kingsbury, Provincial Grand Master, W. Bro. Colin Gale, Assistant Provincial Grand Master, W. Bro. Richard Speed, Assistant Provincial Grand Master, W. Bro. Philip Ratcliff, Provincial Junior Grand Warden, many Grand and Provincial Grand Officers as well as 33 Brethren of the Lodge and as many guests. Immediately after the very successful Investiture of our Provincial Grand Master followed by our own Provincial Grand Lodge meeting on the 15th April 2013, preparations were being made for the Bi-Centenary Celebration of the Lodge of Perseverance No. 164, which was to take place at the Exeter Chiefs Rugby Grounds in Exeter on the 14th August 2013. A delegation from Grand Lodge attended the meeting on the day accompanied by the Pro Grand Master,

The Most Worshipful Brother Peter Jeffrey Lowndes. The event was very well received and managed by members of the Lodge. Grand Lodge expressed their delight at the event’s success. At a special PGL meeting on the 3rd September 2013 in full summer sunshine at the Redcliff Hotel, Paignton and in celebration of the R.W. Bro. Ian Kingsbury’s appointment as Provincial Grand Master, Grand Lodge granted him a further twenty-six additional Past Provincial Grand Rank collars over and above the regular appointments made at the earlier PGL Meeting in April. The day was also enhanced by the presentation and official delivery of the 2013 Prestonian Lecture, entitled “As we were seen the Press and Freemasonry” by V.W. Bro. Dr Paul R Calderwood PGSwdB. The meeting was followed by a luncheon and the proceeds from the collection of the day went towards V.W. Bro. Calderwood’s preferred charity and rose over £1,000. The event was oversubscribed and proved to be a great success. Initiates evenings were again held during September 2013 at Exmouth, Paignton, Plymouth and Barnstaple. These meetings were well attended and continue to be a great success. Grateful thanks go out to the hall co-ordinators and those who help make the events what they are. The Inaugural Masonic Art Exhibition commenced on the 18th October 2013 at Devon Square Masonic Hall, Newton Abbot and ran for three days. It was a great success with a follow up

exhibition taking place at Crediton Masonic Hall. A further Exhibition is planned for Mid April 2014. Sir John Hawkins Lodge No. 3704 celebrated their centenary anniversary in February 2014 where the Provincial Executive and many Provincial Officers attended. The meeting was a great success and we all look forward to the next one hundred years. Congratulations to all those who made the event so special.

Special thanks go out to Martin Heskins of the St Margaret’s Lodge No. 6128 for revamping the Provincial Website this year www.pgldevonshire.org.uk. Martin continues to manage the website as events or changes occur. He devotes a lot of his time and effort into ensuring you receive the news and updates as and when they take place. Another special mention goes to Paul O’Connell of the Miles Coverdale Lodge No. 5069. Paul manages the Twitter (@pgldevonshire) and Facebook (www.facebook/pgldevonshire) sites for the Province and again makes sure that we remain focused and relevant to what takes place. This really is a time consuming role and we are very appreciative of his efforts. John Smerdon plays a key role in almost all media functions in as much as he uses all the sites and his photography skills enable you to see the pictures of the events when they occur. On the membership front the Province has 138 lodges and gained 31 additional members throughout the whole of the year bringing us very close to the 6,000 memberships. We have initiated 179 new members but lost 89 to the Grand Lodge above. There have been a number of resignations, exclusions and honorary membership that have taken place, but we remain very optimistic about our future. We have another new Lodge (Lodge of Construction No. 9892) in

I am forever grateful to Brian Adams and his Wife for all the hard work they both do in planning and organising the dining arrangements for the PGL meeting both in the past and in the future. Thanks to David Jones for helping distribute the active Officers Collars and Jewels at the PGL Meeting.

I would like to take this opportunity to thank those Brethren who work tirelessly for the Province and have continued to support us in the function of administering the way forward during the year and into the future. However, special thanks go out to W. Bro. David Lyne, Past Provincial Grand Secretary for the past six years of friendship and working together in the Provincial Office. We had a great time together and I owe him a debt of gratitude for recommending me to succeed him in this post. Thanks also go out to W. Bro. Colin Gale PSGD, Asst Provincial Grand Master who continues to support us in the IT field together with W. Bro. Steve Pickersgill and W. Bro. Darren Mulhall of the Brunswick Lodge No. 159. Thanks go out to W. Bro. David Jonas for Managing and Coordinating the compilation of the Year Book. W. Bro. Maurice Eglinton PSGD, for analysing and editing the Year Book. Thanks also go out to W. Brian Kelly is and always contributes to the Province in whatever is asked of him. Brian I thank you personally for all you do at the RICC and the other projects you support us with. Thanks and appreciation to Alan Newberry and Tony Lee of the HRA Chapter office for their help and friendship during the year. Also to W. Bro. Mike Walker PAGDC for his continued support of the Provincial Library and to W. Bro. Richard Ebrey Provincial Asst Grand Secretary for acting as Provincial Archivist. Ralph Grey of the Excester Lodge No. 6228 applies his usual calligraphy skills on the name place cards at the PGL meeting and we appreciate the touch of class he provides. The Provincial Office continues to be busy and W. Bro. Richard Ebrey, Provincial Assistant Grand Secretary who was appointment in April 2013, has taken up the challenge in fine manner. Richard is a loyal, hard working and dedicated servant to the Province and to the office he holds. He is a friend and we share similar experiences. Richard I thank you for your total support.

W. Bro. Ron Crossland Receives a Certificate of 50 Years Service to Freemasonry Pictured is W. Bro. Ron Crossland of the Sun Lodge No. 106 being presented with his 50-year certificate by V.W. Bro. Chris Pengelly. Ron was initiated into the Nandi Border Lodge No. 4756 in the District of East Africa (EC). On his return to England he became a joining member of the Sun Lodge and served all the offices and attained the chair in 1980.

Mrs Angela Pulman was employed in the office by W. Bro. David Purnell PAGDC and she continues to be an asset of immense value to the office. Angela has now worked for three Provincial Grand Secretarys and in June 2013 she advised the Provincial Grand Master that she was intending to retire in July 2014. Angela has been a pillar of strength to the Province and she will be sadly missed, but we wish her every health and happiness in her future retirement. I could not finish this report without expressing my sincere and heartfelt thanks to the Lodge Secretarys and Treasurers who help to make our job easier in the Provincial Office. Brethren we know how time consuming your jobs can be in making sure we receive annual returns, application forms etc, but we do appreciate the efforts you make in seeing things through to the end. The Provincial Office is here to help and support you in these roles, so please do not hesitate to contact us where you feel the need. I would also like to thank the R.W. Provincial Grand Master and his Executive for understanding and supporting me and the office staff during the past year. We have all been busy, but their time and thoughtfulness helps to make our function much easier. Brethren I look forward to serving you all into the future. Christopher Yard, Provincial Grand Secretary.

In 1997 together with a team of correspondents he created the ‘Devonshire Mason’ and in the next six years Ron edited eleven editions. Ron received the Certificate of Service to Freemasonry in Devonshire in 2001, for outstanding work in initiating and developing the success of the ‘Devonshire Mason’ and in recognition of other excellent Masonic qualities. Ron joined the Royal Armoured Corps in 1944 at the age of 17 and following training was posted to Italy in the 2nd Royal Tank Regiment. He served in Italy, Austria and Germany and was demobilised in 1948 when he joined the Metropolitan Police. In 1951 he appointed to the post of Inspector of Police in Kenya. He was also leader in charge of the Camel Training Centre in Kenya and became quite an expert in riding camels.

Provincial Grand Treasurer’s Report Year ended 31st December 2013. The Province made a small loss of £578 for the year compared with a small surplus of £33 in 2012. There were some extra costs incurred as a result of the visit by Grand Lodge to our 2013 Provincial Meeting to install our Provincial Grand Master. However, the cooperation gratefully received from them to enable us to combine the two events avoided the more significant costs if a separate Installation Meeting had been arranged. Other significant cost include the fitting out of the recruitment trailer and marquee which we sincerely hope will promote our image at various shows and events and will be money well spent in attracting new members to our Order. Lodge dues were similar to 2012; income in that year benefitted from the final sales of the history book of the Province so total income was £62,274 compared with £64,406 in 2012. Other income in the year consists of investment income, contributions from other Orders and the sale of ties and books. Total expenditure of £62,852 represents a slight fall from £64,316 as mainly repair and maintenance costs for the Richmond Road property were lower. Efficient use of email and general awareness on costs are particularly noted with a slight reduction in the Office Administrative costs at £22,611 (2012: £23,192). Thanks are due to the Provincial Grand Secretary (W. Bro. Chris Yard) and his team, Assistant Provincial Grand

Secretary (W. Bro. Richard Ebrey) and Mrs Angela Pulman for their help in achieving this. We continue to place significant emphasis upon the various initiatives in the Province with the continued support and training of Lodge Almoners, Mentors and the Recruitment work. This coming year will see greater support for the Charity Stewards after the brief “lull” following the RMTGB Festival. The cost of Almoners’ meetings etc. amounted to £408 after the concentrated programme last year (2012: £3,078); the Mentoring Initiative cost £943 (2012: £1,285) and Recruitment costs of £2,718 (including the exhibition marquee costs) (2012: £1,680). Those Brethren who have seen the display at various shows and exhibitions, I am sure, will agree it will assist to promote our Order and soon recover the cost from increased membership.

Significant other costs for the Province are incurred for the Year Book at £2,688 (2012: £5,857), mitigated by grateful contributions and its distribution from the other orders. This Newsletter cost £8,166 (2012: £8,291) and we are mindful of ways to manage these costs in the future. The system of producing a Provincial Annual Return for each Lodge, at the Provincial Office, which calculates the Dues for each Lodge, continues during the year under the guidance of

W. Bro Richard Ebrey and I thank both him and the Lodge Secretaries and Treasurers for their help and co-operation. Property values are gradually starting to improve but the market in Exeter remains somewhat mixed as regards to commercial property of the type of property housing our Provincial Office. The value is likely to be stable and remains in our Balance Sheet at £195,000 so avoiding any revaluation costs. Investments are included in the balance sheet at valuation. During the year the investments, which are independently managed, have increased in value by a very creditable £13,506 (2012: £6,492) to £74,701 (2012: £61,195) as general investment markets show recovery. Net assets increased to £280,109 (2012: £267,181) due to the increase in value of the investments defraying the operating loss. The financial position is certainly sound and with the prudent financial controls in place a return to a surplus position should be seen. In taking over as Provincial Grand Treasurer in April last year, I would like to pay thanks to my predecessor, W. Bro. Peter Bartlett, for the excellent manner he handed over the books of the Province and for his support as I have settled into the role. With a completely new Executive and new Secretariat it has been a highly enjoyable year and a privilege to work with them. My thanks to everybody and to the PGM and Deputy PGM for their help, support and guidance. Thanks also to the Account Examiners, W. Bro.s John Shepherd FCA, PAGDC and Cliff Nightingale FCA, PPrGReg. Successful Rallies The South West Branch of the Masonic Caravan Club of England and Wales had a bumper year holding a number of very successful rallies in places as far afield as Newquay in Cornwall and Wells in Somerset. The events were well attended by Freemasons and friends - the club is open to non-Masons from all over the south west providing the opportunity for members to meet with like-minded friends and to enjoy the great outdoors in friendly and welcoming surroundings. The South West Branch was formed in 2011 by W. Bro. Brian Mann and W. Bro. Andy Harris and since then it has gone from strength to strength. Devon Masonic Bowling Association competed again in this year's Cambs. charity event against 17 other Provinces, which raised over £4,000 for Papworth Hospital. Defending the runners-up plate, Devon's hopes ran high knocking out last year's champions London Metropolitan 'A' in the first round but then came unstuck loosing the playoff place to newcomers Dorset in a very close run match decided on the last wood of the last end. Fund Committee. We must continue to thank R.W. Bro. William Alexander Kneel for his insight in conceiving such a Fund and R.W. Bro. Robin Osborn who revived the fund, which today stands at £1,690,760. This year has seen two very successful WAKE disbursement evenings. In April 2013 at the Exmouth Masonic Hall, when twenty six charities and organisations received a total of £19,500 and four awards totalling £7,000 were also made by the NEWT Fund. The autumn event was held at Teignmouth Masonic Hall, when twenty one charities and organisations were presented with cheques totalling £17,050. A further five awards were made from the NEWT fund which totalled £3,500. At the two evenings over 230 attended of which 150 were non-Masons. Most having never been inside a Lodge building or Temple and probably arriving with some reservation. But as the splendid photographs courtesy of W. Bro. John Smerdon, show they left, not only with their cheques but a reassuring knowledge of what Freemasonry does in the community, once again with the unwarranted myths of Freemasonry dispelled. It is well known in the Province that these evenings are the highlight of the Masonic Year. In February 2013 the Provincial Grand Master presented Daniel Lavery, Chief Executive of Devon Freewheelers with a Kawasaki motorbike to increase their fleet at a total cost of £16,000. Mr Lavery is now Brother D.Lavery having been initiated into Loyal Lodge of Industry No. 421, South Molton. In 2013 the Freemasons Grand Charity chose Devon (one of 13 Provinces) who would be able to access £5,000 to be donated to nationally run charities, provided that Devon matched this amount. The Provincial Benevolent Fund was able to provide this funding

and during the year £5,000 was donated to the Devon Branch of ABF (The Soldiers Charity) and £5,000 to Lifelites to support the installation of updated IT equipment to be used for children in The Children’s Hospice South West. R.W. Bro. Ian Kingsbury was very pleased to be able to present these amounts to two very worthy charities. The appointment of W. Bro. J.J. Bailey as the Provincial Press Officer has been so beneficial in getting media coverage and the results of his hard work are showing in the increase in the amount of times we are in the local papers. I must thank all the Presiding Officers and the Provincial Wardens at the various Installations for the way that they promoted the Festival but also asking the Brethren to keep the Benevolent Fund and the WAKE Fund in mind by encouraging Lodges and Charity Stewards to make requests to the Fund for assistance to local non-Masonic charities and organisations within the Province and to maintain most importantly the connection with the requester. Brethren, we are faced with an even bigger challenge now, after the culmination of the 2012 Festival on 17th November, when a magnificent sum of £3,836,625 was raised for the Royal Masonic Trust for Girls and Boys is now over, our coffers are very low, we have to build up the Benevolent Fund and I ask you all please, refurbish and repair your Temples and redirect any available surplus monies to rebuilding the Benevolent Fund coffers. I must thank W. Bro. Barry White, Provincial Grand Charity Steward and W. Bro. Michael Walker for their total friendship and all the help that they have extended me during this year. Brethren most of all I must thank you for your continued generosity as without it the Benevolent Fund would not survive. F.Handscombe PAGDC and M.Walker PAGDC, Assistant Secretaries Benevolent Fund

Report of the Provincial Grand Almoner to Provincial Grand Lodge - 14th April 2014 As forecast in my Annual Report to Provincial Grand Lodge in April 2013, this past year has seen dramatic changes in the way the Almoner Function has been viewed and operated. The main focus has been the launch of the ‘Freemasonry Cares’ Initiative launched by the Provincial Grand Master at the last Provincial Grand Lodge Meeting and brilliantly promoted by him and his Executive throughout the year at Installation Meetings. In addition, my two Assistants, W. Bros. Peter Durrant and Bob Munro together with W. Bro. Les Pym, my admin. assistant, have travelled and are still travelling around the Province giving short presentations to Lodges and Widows Associations on this Initiative. I am pleased to report that they have been well received and these presentations have engendered a much better perception by the Brethren of the very wide range of responsibilities now placed on the Lodge Almoner.

‘Freemasonry Cares’ Initiative As mentioned in my preamble to this report, myself and the Almoner Liaison Team have begun travelling around the Province giving short presentations on the Initiative and distributing explanatory leaflets containing important information and guidance on the financial, healthcare and family help available to Freemasons and their dependants. These talks have, I hope, helped Brethren not only to understand what help is available through this scheme, but, just as important, to understand the very important duties placed on the Lodge Almoner to ensure the well- being of the Brethren, their dependants and their widows. The first

presentation was given early last April and, to date, 45 have now been completed. I must stress that these presentations are vital for all Lodges and I must impress on those Secretaries and Almoners who have not yet booked for one of these presentations to do so as, without the knowledge of the enormous amount of help available, many of the needy Brethren, their families and widows could be losing out on the benefits available. So, please do not delay and contact either Bob Munro (responsible for South and East Devon) and Peter Durrant (responsible for Plymouth and North Devon) to reserve a date for your Lodge Presentation. Central Masonic Charities - Statistics

Set out below is a resume of the help received from the Central Charities for the Province of Devonshire for the year ended 31/12/2013. Overall, this Province received grants totalling £440,834 for a total of 136 beneficiaries. The Grand Charity Since the change in the Government’s pensions and benefits allowances during 2013, the criteria now adopted by the Grand Charity as a result of these changes have drastically reduced some of the grants made available particularly to some of our

long-standing beneficiaries. However, this matter is now being addressed by the Grants Committee and it is hoped that during 2014 some of the more needy recipients will be receiving an increase in their repeat grants.

During 2013, 52 new applications for grants were made of which 42 were successful. Decisions on a further 10 are awaited. Those awarded amounted to £97,180. The Royal Masonic Trust for Girls and Boys In 2013 the Trust funded £63,568 towards the cost of providing educational support for 31 children. The Masonic Samaritan Fund Whilst the types of medical care and equipment is ever increasing the number of cases dealt with for this Province has considerably decreased. There were 39 successful applications for various forms of assistance which attracted a total of £113,326. The Royal Masonic Benevolent Institute There are 24 Devonian residents in the RMBI homes throughout the country. The total cost of the RMBI Charitable support for 2013 amounted to £166,760. The Devonshire Provincial Charities This past year has seen the continuation of making grants under the Education and Fortescue Fund. Although it has not been possible to arrange regular meetings there has been little delay in dealing with applications due to the useful means of emails. With the helpful assistance of the Chairman, V.W. Bro. Nick Ball and the members of the Committee we have dealt with a variety of over 20 cases during the year. In addition, the Provincial Grand Master has also used his Personal Fund in dealing with several extremely

urgent cases which has been a lifeline to those who were in dire financial need. My thanks go to him for his ever-listening ear. Devonshire Masonic Widows Association I am pleased to report that the nine Branches throughout the Province are continuing to operate very satisfactorily, albeit membership has decreased in some of these Branches. However, there is a very welcome working arrangement between them and they are continuing to hold joint ventures and support one another’s meetings. During the ‘Freemasonry Cares’ team visits to Lodges we are endeavouring to get Lodge Almoners to persuade their widows to join their local Branch as it is apparent that in some cases the message is not getting through. It is hoped that this year we may see an increase in the membership of some of the Branches. General Duties Early in 2013 myself and my three Liaison Almoner Team members attended Seminars at Grand Lodge for PGAs giving up-to-date information on the work of the Masonic Charities and up-dates on the progress of ‘Freemasonry Cares’. These seminars have proved to be extremely useful in preparing our talks to Lodges. In addition the six monthly meetings of Group 9 Provincial Grand Almoners for the South West have been held at Cadogan Court in Exeter and these have been augmented to include the PGAs for the Chapter and Mark Degrees. In addition the Heads of the Orders, their Deputies and Assistants are also invited. This enlargement has proved very successful as there is now recognition that the work of the Provincial Almoners is becoming vital in disseminating the many aspects of help for Brethren and their families under the ‘Freemasonry Cares’ Initiative.

Provincial Grand Master and the Provincial Executive I wish to thank, our Provincial Grand Master, R.W. Bro. Ian Kingsbury, for his unstinting support during the past year, particularly in providing much needed urgent financial help for brethren and their dependants. This has been much appreciated by the recipients who have found themselves in much distress. Also, my thanks go to V.W. Bro. Nick Ball, Deputy Provincial Grand Master, for all his support and enthusiasm as the Liaison Officer for the Almoner function on the Provincial Executive. In addition, it has been very gratifying to have the support of all the Executive for their advice and support in ‘spreading the word’ at Installation Meetings of the many benefits available through the ‘Freemasonry Cares’ Initiative. Assistant Provincial Grand Almoners, Lodge Almoners and Provincial Office With the launch of ‘Freemasonry Cares’, as expected the additional work engendered during this past year has increased the workload of my Assistants, Bob Munro and Peter Durrant and, together with my Administration Assistant, Les Pym, all of whom have particularly carried out the bulk of the Lodge Talks. My thanks also to Vic McGinnes, my Case Research Officer, who spends much time carrying out visits to Brethren and families with particularly difficult problems. I would also wish to thank all the Lodge Almoners for their continuing support and dedication without which, myself and my team could not carry out our duties effectively. Finally, but by no means least, my thanks to all the Provincial Office staff for their support and willingness to help myself and the Team, without which the Almoner Function could not operate as effectively as it does.

Freemasonry Cares What is Freemasonry Cares? At the meeting of Provincial Grand Lodge in April 2013, our new Provincial Grand Master, R.W. Bro. Ian Kingsbury, in his inaugural speech formally launched the ‘Freemasonry Cares’ initiative in the Province of Devonshire and invited all Lodges in the Province to adopt and implement this important venture. This initiative is an important milestone in the future of Freemasonry in Devonshire and it is hoped that over the next couple of years every Lodge will have had the opportunity of receiving a talk by one of the Officers of the Provincial Grand Almoner’s Team who are willing to give advice and guidance on the many aspects of help available from both the National and Local Masonic Charities. So far over 40 Lodges have either received a Talk from a member of the Team or have booked one.

Under the banner of ‘Freemasonry Cares’ the central Masonic Charities are now working closely together in partnership with Metropolitan and

Provincial Grand Lodges to spread the message about the support available to those with a Masonic connection, encouraging people to contact either their Lodge Almoner or through the Freemasonry Cares office in London. Here in Devonshire, during the period October-December 2013, eighteen direct enquiries were made to the London office. Making an Application Application forms are available either from the Freemasonry Cares Office in London or through the Provincial Grand Almoner (PGA) and his Assistants. Depending on the service required, the application form is completed by the Applicant, forwarded to the PGA for checking and passed to London. Eligibility for assistance usually depends on the income and savings of the individual concerned and other criteria relevant to the need. As the criteria and application processes vary

General Update and Points of Interest Has your Lodge received a talk from a Member of the Provincial Grand Almoner’s Team? 45 Lodges have already received a presentation or signed up for one. Don’t miss out! There could be Brethren or widows of your Lodge who might well be in need of help from any one of the Masonic Charities, both national and local. Speak to your Lodge Secretary or Lodge Almoner and get them to apply. Please remember, your Lodge Almoner should continue to offer the support and guidance to which you are entitled and you should always turn to him should you, your family and dependants find yourselves in need. Freemasonry Cares, however, can also offer an alternative route direct or through the Provincial Grand Almoner if, for any, reason you feel unable to talk to your own Lodge Almoner.

November the PGM was able to present Simone Enefer-Doy, Chief Executive of Lifelites with a cheque for £5,000. Lifelites is a national charity which provides specialist IT equipment to all Children’s Hospices in England & Wales and which has just upgraded the equipment in Children’s Hospice South West (Little Bridge House, Fremington). Both cheques were gratefully received and will be put to good use.

Report of the Provincial Grand Charity Steward As I move towards the end of my second year as Provincial Grand Charity Steward my main conclusion is that post the 2012 festival the Province has experienced a quieter period with regard to charity matters. The stresses and strains of contributing £3.8m to the Festival for the Royal Masonic Trust for Girls and Boys led the Provincial Grand Master to conclude that a period re-building Lodge funds was needed and in particular for Lodges to look at the fabric of their buildings. During the last twelve months the four national Masonic charities have continued to support the Province of Devonshire, with the PGM and members of the Executive, on behalf of the Freemasons’ Grand Charity having been able to present cheques totalling over £14,300 to the six Devon Hospices and £4,000 to the Devon Air Ambulance as part of the national distribution to Hospices and Air

Ambulances in England and Wales. Even more importantly however during the year many Devonshire Freemasons and their dependents have also been beneficiaries of support across all four charities.

Each year the Freemasons’ Grand Charity allocates to 13 Masonic Provinces a sum of £5,000 in grant funding which can be donated with a matching donation from the Province to a nationally recognised charity. In 2012/13 Devonshire was chosen and after due consideration it was decided that (with the matched funding provided by the Benevolent Fund) we would support the ABF (The Soldiers Charity) and Lifelites with donations. I had the privilege of attending Wyvern Barracks in April 2013 with the PGM to present £5,000 to the Devon Branch of the ABF and at the WAKE evening last

Victory Lodge Supporting the Air Training Corp Victory Lodge recently donated a sum of £250 to 2174 (North Plymouth) Squadron of the Air Training Corps. The donation was used to purchase two new tents to replace those that suffered damage during a Gold D of E Expedition in North Wales.

During this year the main focus of charitable giving by the Province was the disbursements to non-Masonic charities from the William Alexander Kneel Endowment (WAKE) Fund. Since 2001 the WAKE Fund the total donations to over 550 non-Masonic charities and charitable organisations has now exceeded £450,000. Two very successful evenings were held in May 2013 at Exmouth Masonic Hall and in November 2013 at Teignmouth Masonic Hall. In total at these two evenings over £45,000 was again distributed to 50+ non-Masonic charities, charitable organisations and good causes. R.W. Bro. Ian Kingsbury took over the presentation roles at these events and showed as much pleasure in handing over the many cheques as did his

predecessor. It was a pleasure to see the joy on the faces of the recipients and to have over 130 Masons and non-Masons fill both temples in a wonderful example of Devon Freemasonry at its very best. Pictures of the most recent WAKE evening are to be found on the Provincial website under the News (Charity) heading. The Provincial Benevolent Fund was also able to support the Devon Community Foundation’s Surviving Winter Appeal 2013 with a donation of £5,000. A new Charity Steward’s Handbook has been produced by Grand Lodge and hopefully by now all Lodge Charity Stewards will have received a copy, if not please contact me at charitysteward@pgldevonshire.org.uk and I will arrange to supply one. Over the next 12 months I hope to have the opportunity to meet and discuss its contents with Lodge Charity Stewards at a series of area meetings. Given the low interest rates which are paid now

by banks for sums held on deposit I also would direct the attention of Lodge Charity Stewards and Treasurers to the Relief Chest Scheme operated by the Grand Charity on behalf of Lodges. Not only do they pay interest on any funds you may hold within a Lodge relief chest they will also do all the necessary work to reclaim any tax reclaimable from HMRC under the Gift Aid Scheme. Details are set out in the Charity Steward’s Handbook or can be obtained from the website at http://www.grandcharity.org/pages/reli ef.html. As I am sure you will all be aware The Provincial Charity Account contributed £300,000 towards the RMTGB Festival and our Provincial Grand Master in conjunction with the Benevolent Fund Committee is very keen to see this replenished. It is hoped that Lodges will continue to consider the Benevolent Fund as suitable recipient for charity donations given to the Presiding Officer at

Installation meetings or by individual Brethren. The PGM has once again decided that the Alms’ collection at Provincial Grand Lodge on 14th April 2014 will be for the Provincial Benevolent Fund and as in previous years Gift Aid envelopes will be placed on all chairs. If you are a tax payer please support the Benevolent Fund by completing the relevant disclosure on the Gift Aid envelope. In conclusion may I thank the Provincial Grand Master and his Executive, also the Chairman, Trustees and members of the Benevolent Fund and it’s sub-committee for their support. My final thanks are however reserved for W. Bro. Frank Handscombe and W. Bro. Michael Walker for the total friendship they have continued to extend to me through the last year. W. Bro. Lodge Mentors to ascertain their needs and offer more detailed and personal support where required and desired.

The Work of the Education and Mentoring Committee 2013/14 The main focus of the Committee’s work in the last year is in line with our primary directive – supporting mentoring and the work of our Lodge Mentors. There continues to be a steady turnover of Lodge Mentors, not in great numbers, but enough to merit mention. This is partly because many of our original group are coming up to 5 years in the role and feel it time to hand over the reins. This is quite understandable as there have been, and continue to be, changes in ideas, structures and strategies as mentoring develops and moves to meet the needs of Lodges, Brethren and their mentors. I most heartily thank those that have served their Brethren in this role for all that they have achieved. In March 2013 W. Bro. Chris Bird and I attended the National Mentoring Conference at Grand Lodge. A very useful day of workshops, discussions and ‘catching up’ with Brethren from

Provinces all over England and Wales. In 2013 we supported Lodge Mentors through our continuing series of Spring Conferences focussing this time on training and retraining – especially bearing in mind the number of new mentors as mentioned in the previous paragraph. It also enabled those who are experienced to bring their knowledge and skills up-to-date and to offer support to their newer colleagues. It appears that mentoring is now ‘established’ throughout our Province, but is not yet ‘embedded’ within our consciousness. It needs to be as ‘normal’ as ritual, GP meetings and so on. It needs to be part of the ‘fabric’ of every Lodge. To this end EdMenCom will be making much more ‘one-to-one’ contact with

We are preparing new materials for 2014 and these will probably be available to Lodge Mentors on the Provincial website rather than in paper form. This means that they can be more easily amended and updated as necessary and Brethren are not bombarded with paper but can download what is applicable to them and their Lodge. In the future we will continue with our primary task of supporting mentors and mentoring within the Province. Keeping regular contact with our mentors within this very large Province is not easy - but do it we must if Brethren are not to feel isolated and neglected. In conclusion I must again thank, and commend, the work of the members of the EdMenCom and those who assist us. In this large and ‘geographically challenged’ province it would be impossible to make the progress that we have without their dedicated time and commitment. W. Bro. Anthony Banbury; PAGDC Provincial Grand Mentor January 2014.

New Initiates Evening Courtland Lodge No. 6706 Brethren in the general Torbay area who had been recently initiated into lodges within the previous six months were invited to Courtland Lodge as guests of the Lodge to witness an initiation ceremony. 22 Brethren accepted the invitation and in the company of W. Bro. George Rodgers Asst. Prov. G.M. and W. Bro. Jeffrey Attwood Past Asst. Prov. G.M. enjoyed the ceremony and the excellent festive board which followed. New Brethren were able to bond with others who had also recently joined with a view to fostering long

term for the rest of their respective Masonic careers. At the festive board all the Grand Officers sat amongst the guest initiates allowing them to ask any questions they may have in respect to Freemasonry and the order in general. The evening enjoyed by over 80 Brethren was certainly one to remember, not only for those regular Brethren who attend meetings, but also for the 20 new initiates. NEXT New Initiates Lodge Evening Tuesday 29th April 2014. Please book early.

Provincial Grand Orator, Reuben Ayres Twitter - @ProvGOrat Facebook - www.Facebook.com/ProvGOrat Website - www.provgorat.com or scan here: Having been appointed by the Provincial Grand Master in April 2013 I have received a very positive and encouraging reply to a number of suggestions I have put forward aiming at enhancing the office of Provincial Grand Orator and stimulating interest, inquiry, discussion and debate around subjects of Masonic interest across the Province. I have to date established a Twitter account and a Facebook page where I post details of my recent and forthcoming orations along with items of an historical or philosophical nature of potential interest to Freemasons. The Twitter page now has 138 followers and the Facebook page 47 likes. Both sites are very active and have raised the profile of the office of Orator.

250,000 TEDDIES DONATED SO FAR!

I have also had set up a webpage on the Provincial website at www.pgldevonshire.org.uk/orator.htm simply introducing the Orator and the Oration scheme to the Brethren of Devonshire and am also awaiting approval to set up a stand alone website at www.provgorat.com where I post more detailed articles of an historic or philosophical nature of

potential interest to Freemasons. In terms of delivering Orations, I have contacted a number of Lodge secretaries to date and this has led to me being invited to deliver a number of orations and I have several more booked. The orations to date have been well received. The subsequent discussions have varied. On most occasions, there has been a very healthy response of questions and comments which have provided for a lively discussion for 20 – 30 minutes. On one occasion there were no questions at all which was rather disappointing. However, I was then approached in the bar by numerous Brethren saying, “I didn’t want to be the first to ask a question but what about .......?” It seems to be the case that, once somebody asks a question, everybody else then feels more comfortable asking their questions. I am enjoying the office of Orator enormously and I really can’t think of a Provincial role better suited to my interests and passions. It has been quite hard work getting invitations to deliver the orations – perhaps that’s a sign that Devonshire Freemasonry is in good health with lots of ceremonies and little need to ‘plug’ fallow evenings

with the Orator. Anyway, the invitations are now starting to flow and my experience of delivering the orations thus far has been a delight. Subjects have included ‘Why Still Bother with the Ritual?’ and ‘The Journey Continues (the seven liberal arts and sciences).’ I am attending the Provincial Orators Conference at Great Queen Street and this will be a great opportunity to share views, thoughts and aspirations with other Orators and to see how Grand Lodge envisions the Orator scheme developing in future. There are a number of issues dear to my heart with regard to the scheme and hopefully I will have an opportunity to discuss these further at that meeting. As the Provincial Grand Orator I also liaise with our Provincial Education and Mentoring Committee. I feel that the work they do and also with Lodges being able to make use of me, we can work together to make a daily advancement in Masonic Knowledge.

Prestonian Lecture and Special Provincial Grand Lodge Meeting Torbay Masters Lodge No. 8277 Torbay Masters Lodge were honoured to host both the 2013 Official Prestonian Lecture at their regular meeting on the 3rd September 2013 and a Special Provincial Grand Lodge meeting chaired by R.W. Bro. Ian Kingsbury PGM. Realising that the attendance at the regular meeting would be far in excess of the facilities at the Courtland Road Masonic Hall the decision was made to move the venue to the Redcliffe Hotel in Paignton. On probably the warmest September day for many years 206 Masons, assembled in the Temple area, the converted ball-room, to take part in a most enjoyable meeting. Past members of the Devonshire Executive were in attendance together with Grand Officers, Active and Past-provincial officers and a number of Brethren who were to receive Past-rank appointments during the event.

form and completing the routine business of the Lodge the R.W. Provincial Grand Master and his Executive were admitted into the Temple and took their seats. The R.W. Provincial Grand Master accepted the gavel from the Worshipful Master and, after addressing the assembled Brethren, he invested 21 brethren with Past-ranks. The Official 2013 Prestonian lecture followed and was very ably delivered by V.W. Bro. Dr. Paul Calderwood who gave a very interesting insight into how Masonry was perceived by the press in post-Second World War years compared with our more open stance taken today.

A most enjoyable lunch was taken by 194 Brethren in the Hotel dining room followed by various toasts and replies. The R.W. Provincial Grand Master, kindly thanked the Torbay Masters Lodge Brethren, assisted by Brethren from other Paignton Lodges, for all their hard work in organising this most successful meeting and wished all the Brethren well. A cheque to the value of ÂŁ1,680 from the proceeds of the raffle, sale of souvenir lecture booklets and donations from non-lunching Brethren, was presented to V.W. Bro. Dr. Paul Calderwood by the Worshipful Master, W. Bro. Ray Crute.

The meeting started with three processions - the first being the Grand Officers followed by the Active Provincial Officers. The final procession being the Worshipful Master, Wardens and Officers of Torbay Masters Lodge. After opening the Lodge in due

Royal Arch Companions I wish to share something with you. It is my opinion that Freemasons are over complicating what Freemasonry is about. My concern is that companions are forgetting the first lesson that is taught, our belief and our love of our God, in whatever Supreme Being we believe in. We are on a journey of self discovery, which is the whole point of Masonry, trying to better ourselves though self-taught lessons and learning, developed from the beliefs, both moral and spiritual, already within ourselves.

By listening, reading, trying to understand through our ceremonies and rituals, we strive to succeed as much as we can in what we do and say. Companions, the story within the Holy Royal Arch is simply about discovery, discovery of many things as we learn more about ourselves within the lessons laid down for our pursuit. I am proud to be a Brother and Companion in Pure Ancient Masonry.

Companionship is a great thing. Keep it. Live it. Treasure it. Peace be with you all.

Simon Rowe, ME Grand Superintendent of Devonshire.

Supreme Grand Chapter Bi-Centenary Meeting Brethren and Companions will be aware that in 2013 Supreme Grand Chapter celebrated the bi-centenary of one of the most important events in the history of the Craft: the union of the Premier and Antients Grand Lodges of England to form the United Grand Lodge of England. The complex negotiations which took place led to the preliminary declaration, still maintained today, in the Book of Constitutions that “…pure Antient Masonry consists of three degrees and no more, viz., those of the Entered Apprentice, the Fellow Craft, and the Master Mason, including the Supreme Order of the Holy Royal Arch.” This declaration has led to the indissoluble link between the Craft and the Holy Royal Arch and it is only by becoming a Holy Royal Arch Companion that a Brother can complete his passage through pure Antient Masonry. In order to properly commemorate the Bi-Centenary Supreme Grand Chapter commenced an appeal to raise funds for research by the Royal College of Surgeons with the hope of raising £1m. The appeal culminated with a special day of celebration held at Supreme Grand Chapter in Freemasons’ Hall, London on Wednesday 16th October. Seventeen Devonshire Companions accompanied our Grand

Superintendent on this memorable occasion which commenced with a demonstration of the ‘new permissive’ ritual, followed by lunch at the Connaught Rooms. The afternoon commenced with a celebration meeting of Supreme Grand Chapter, presided over by the Most Excellent First Grand Principal, His Royal Highness the Duke of Kent and culminated with dinner at the Savoy Hotel. During the meeting of Supreme Grand Chapter the First Grand Principal announced that the total raised so far by the appeal was in excess of £2m with more coming in. Those attending from Devonshire mixed and matched from the various options with six stalwarts surviving the whole day. A great time was had by all and it was agreed that a visit to Supreme Grand Chapter is an experience which really should be sampled by every Companion at least once in his Masonic career. It is also interesting to note that Companions in Devonshire, including generous contributions from the Craft, Mark and other degrees, contributed over £75,000 to the bi-centenary appeal which coming as it did so soon after the Craft Festival is an achievement of which we all can be proud.

Festival. On behalf of the MSF, Richard Douglas (CEO) welcomed both visitors and, in accepting the very generous donation, assured both PGMs that it would be put to good use on behalf of those in need of health and care support.

From The Editor Let ’s PASS our Masonry on! Devonshire Brethren are not slow to adapt to new methods of communication, with more and more of us utilising the web and other social media sites to keep up-to-date with our Masonic activities. The width and depth of knowledge Masons have and practice has always impressed, knowledge that Brethren are particularly good at utilising within the craft whilst practicing ‘good masonry’ within the community. The featured stories within this Devonshire Mason demonstrate these points admirably. For those stories I’ve missed out, I’m sorry, but through your continued enthusiasm, please pass on the news enclosed.

O God, our help in ages past, Our hope for years to come, Our shelter from the stormy blast, And our eternal home. Beneath Thy shadow of Thy Throne, Thy saints have dwelt secure; Sufficient is Thine arm alone, And our defence is sure. Before the hills in order stood Or earth received her frame, From everlasting Thou art God, To Endless years the same. A thousand ages in Thy sight Are like an evening gone; Short as the watch that ends the night Before the rising sun. Time, like an ever-rolling stream, Bears all its sons away; They fly, forgotten, as a dream Dies at the opening day. O God, our help in ages past, Our hope for years to come; Be Thou our guard while troubles last And our eternal home!

St. Aubyn Lodge Celebrates

150 Years On Tuesday 14th May 2013 The St. Aubyn Lodge No. 954 held their Sesqui-Centenary Meeting, celebrating 150 years. The Meeting was opened by W. Bro. R. Workman, Worshipful Master and was attended by R.W. Bro. Ian Kingsbury, Provincial Grand Master; W. Bro. Colin Gale, Assistant Provincial Grand Master; W. Bro. Richard Speed, Assistant Provincial Grand Master; W. Bro. Philip Ratcliff, Provincial Junior Grand Warden; many Grand and Provincial Grand Officers as well as 33 Brethren of the Lodge and many Guests, over 85 Brethren attended. The Provincial Grand Master having been proffered the Gavel thanked the Lodge for extending the invitation to the Province and said it was a delight to be part of this special celebration. W. Bro. Ron Preston PGStdB gave a short history of the Lodge over the past 150 years 1863 - 2013. A dedication was then given by W. Bro. T. A. Lambie PPrJGD, Chaplain of the Lodge. The Provincial Grand Master congratulated St. Aubyn Lodge No. 954 on achieving 150 years with this special meeting and commented on the strength of the Lodge today led by a strong and dedicated team of Brethren. Pointing out that in July 1863 the lodge was opened at 3pm. Three Fellow Crafts were raised to the sublime degree of Master Mason, then the Lodge was reduced to the first degree and Brethren were called from labour to refreshment at 5.30pm. The Lodge resumed work at 7pm when two Entered Apprentices were passed to the degree of Fellow Craft. Petitions were then read and a ballot taken for no less than seven candidates who were then initiated into the Mysteries of Freemasonry as Entered Apprentices, the Lodge was closed in peace and harmony at 10.30pm
