SPRINGTIME FOR INDIA Grosvenor March 7 & 8 2012 The British Empire & Foreign Countries auction held on March 7th and 8th, first sale of the GROSVENOR SPRING 2012 series of auctions, was one of the company’s most successful ever, achieving a total of £1,035,008, a figure over 40% above the pre-sale estimate. Gratifyingly the strong results were spread over a number of specialised country sections providing a comprehensive confirmation of the strength of the market, particularly for British Empire. It is difficult to select from amongst the many highlights but the highest realisation in the sale, the £67,860 paid for the collection of Canadian PreCancels formed by the late Rev. David Izzett (lot 321) certainly justified the decision to present as a single lot. India is enjoying a very special period of high realisations and auction results have become very difficult to predict. The most exceptional example of this was the ¬£24,570 paid for lot 605, a registered postcard from the 1911 Allahabad first aerial post and £6,084 for an example of the 1948 Gandhi 11/2a. used on O.H.M.S. envelope (lot 600). The strong following enjoyed by the Key Plate stamps, both large and small, and their varieties continues. There was a deservedly enthusiastic response to the section of the sale devoted to the J.A.C. Farmer collection of Leeward Islands result-

ing in an overall result over 50% above expectation. Among the rarities of the 1897 Diamond Jubilee issue £3,492 was paid for the 5s. with overprint double (lot 713, featured on the front cover of the catalogue) and £5,418 for the 1d. with overprint triple (lot 706). The unique plate number examples of the 1951 £1 with watermark sideways (lot 801) and watermark inverted (lot 802) achieved £5,779 and £5,418 respectively. The Napoleon Collection of Saint Helena Postal History and Covers contained much historical interest and was rewarded by many very pleasing results. The 1816 entire written by Lt. George Dunlop en route to the island to form part of the guard for the Emperor Napoleon and showing the rare PORT BRITISH marking (lot 1248) rose to an impressive £2,649. The exceptional collection of New Zealand Adsons (19th century stamps with printed advertisements on the reverse) formed by brothers Charles and Francis Kiddle generated much interest. Results here were a little patchier but notable prices included £4,816 paid for the block of 54 of S.G. 219f (lot 1108), this being the largest mint block known. Malaya & States featured the Anthony Winner Collection and a proven market again showed its strength. Top price in this section Lot 600


Lot 1108 Lot 801 China prices would appear to be levelling off whilst Foreign Countries in general can sometimes be left in the shade by British Empire successes. Buyers can always be found for interesting country collections, however, as the results for balance lots of France (lot 450, £16,254), Italian States (lot 623, £12,870) and Spain (lot 1526, £17,458) proved once more. This was also shown in the results for the Wheldon family collection of Germany, including lot 514, a collection of the Empire period, which achieved £3,010. The next sales of the season will be those devoted to Specialised Great Britain on April 25th and 26th which is followed by a special auction of the Jim Mullett collection of British Overseas Islands on the afternoon of the 26th. The Warren collection of South Africa featured a number of exceptional items and specialised studies. Among these was a doubly printed example of the 1913-24 1/2d. (lot 1436) that achieved £2,925 and a die proof of the 10s. value that surprised at £1,053. Top price paid in an unusual section of British Levant that included many rare SPECIMEN multiples was £10,836, this for the unique strip of five of the 1893 Constantinople Provisional 40 pa. on 1/2d., the only mint multiple in private hands.

philatelic news Vale Robin (R. M.) Startup, RDP, FRPSL, FRPSNZ, NZDSM Robin Startup passed away on 16 February aged 78. He was a prolific author, having written or co-authored about 70 books on New Zealand postal history, including Early Days of the New Zealand Post Office and many regional postal histories of New Zealand, Pacific territories and Antarctica. He edited The Mail Coach, the journal of the NZ Postal History Society, from 1964 to 1987. His many awards included, in 1995, the Rhodes Medal which he is shown holding in the adjacent photo. The medal is named for the former Postmaster General, Sir R. Heaton Rhodes, whose stamp collection is held by the Canterbury Museum in Christchurch. Mr Startup grew up on a dairy farm in Taranaki, western North Island but from his teenage years lived in Masterton in the Wairarapa Valley, northeast of Wellington. He worked for 15 years for the Social Security Department and for 25 years as the Director of Administration of Masterton Hospital. He was the archivist of the Royal New Zealand Philatelic Society and also contributed to Wairarapa district archives. Graeme Morriss

In particular Max Stern, the generous space that yourmagazine Kevin Duffy, Gabrielle Woodbine, Robert allocated to my father Ken Baker in Kennedy and Glen Stephens. their February 2012 edition. Dad was delighted to read the article and Margaret Stonier very appreciative of Glen Stephens and his words of praise towards him. My father started his stamp life at 10 years of age whilst still living in London. He packaged stamps for his father who then sold them to newsagencies. The family emigrated to Australia in 1923 and by 1930 he owned his own Stamp Business in Melbourne. We celebrated this milestone of his life with Max Stern, Ken Baker & Kevin Duffy at the recent 100th birthday a party held at Moss Vale celebrations 8 - Stamp News

February saw a plethora of stamps issued in a range of different layouts. While it is important to record the different layouts used, collectors need to decide for themselves what they add to their collection, as collecting one of each layout can become quite costly.

Technology – Then and Now (7 February 2012)

Australians are enthusiastic and early adopters of new technology with the images on these stamps showing how much has changed in the last 5060 years. Not only has technology made today’s electrical devices a far cry from their originals, but it has also reduced their cost. For example, The West Australian reported on 22 February 2012 that a Pope 10 cu.ft. fridge in 1962 cost the equivalent of $5,289 in 2012 dollars, whereas the equivalent fridge today costs $599! The five gummed stamps in this set were issued in horizontal strips of five (with a gutter design), and in a miniature sheet containing a unique block of four (the television stamp is separate to the other stamps) (Figure 1). Self-adhesive stamps were also issued in 10 - Stamp News

As before Pemara’s stamps are a little duller when compared to McKellar Renown’s, and under UV light the phosphor overprints are different. Nickelodeon Sheets (8 February 2012)

Following on from the successful Disney Princess sheetlets issued last year, Australia Post released a further five children’s souvenir stamp sheets on the same day featuring characters from Nickelodeon television programs (Figure 2 shows one of the five sheetlets). The five sheetlets are the same A5 size as the Princess sheetlets, and sell for $9.95 each (or $14.95 for the Dora sheetlet pack). The stamps used this time are: • 50c Blue-Ringed Octopus and 50c Box

This is the first time these six stamps have been released with tabs (and in a positive move, each stamp exists in equal numbers within the sheetlets, and with a tab on a single side, which will save collectors money); there are new se-

RA Printing has done an excellent job in matching the original stamps, and as with their printing of the Floral Festivals issue it is best to leave the tabs attached to allow for easy identification. The one surprising feature of these sheetlets is the way the stamps have been perforated. As collectors we’re used to having all the tabs in the same column, so the arrangement used on these sheetlets is new, and I wonder whether we it will be used in the future for a regular sheet issue (a similar arrangement was used for the 50th Anniversary of the United Stamp News - 11

It is relatively easy for Sprintpak, who perforate all Australian stamps, to produce such an arrangement, as they can move (or remove) the columns and rows of perforations in the perforation combs to create any number of different arrangements (which is what occurred with the larger sized Megafauna stamps from 2008). International Year of Co-operatives (14 February 2012)

The prepaid envelope shown in Figure 3 celebrates the United Nations declared International Year of Co-operatives. The year acknowledges the impact on the community of businesses owned and run by and for their members. According to the United Nations website (www.2012.coop), ‘co-operatives drive the economy, respond to social change, are resilient to the global economic crisis and are serious, successful businesses creating jobs in all sectors.’ This envelope 12 - Stamp News

Capital City Transport (21 February 2012)

This issue was certainly popular with thematic collectors with many post offices and the Philatelic Bureau sold out of items within days of the issue date. Collectors of varieties were also well catered for, with horizontal strips of five (from sheets of 50), two different vertical strips of five (from the sheetlets of 10) (left hand side of Figure 4) and blocks of four of the same stamp from the prestige booklet. The gutter includes a map of the relevant states that makes me wonder why two forms of transport were included from Sydney, but none from the other capitals Brisbane, Canberra, Hobart or Darwin? Again Australia Post provided something extra for

collectors with a special pack containing a sheetlet of 10 regular gummed stamps, and another sheetlet overprinted with heat sensitive ink (right hand side of Figure 4), covering the modes of transport and some of the marginal inscriptions. While it’s pleasing to see Australia Post sell these packs for 45c above face value (which is the cost of the pack), I wonder why heat sensitive ink chosen for this issue? Heat sensitive ink was used with great effect on the Micro-monsters issue a few years ago to hide the level of magnification, and other countries have also used it to add a surprise element to their stamps (with some using it to show the effect of global warming).

$3 Reef Fish Reprint Update

Last month collectors might remember me noting that the 2 koala $3 Reef Fish reprint has an extra column of perforations in the top selvedge. Australia Post Philatelic has been kind enough to look into this, and the extra perforations occurred when the combs were changed over between the double-sized definitive stamps and smaller definitive stamps. This stamp issue marks the centenary of the birth of Dr Phillip Law AC (1912–2010), one of Australia’s most experienced polar explorers. He was a pivotal figure in developing Australia’s Antarctic science program and in securing a commitment to the region. Law’s association with Antarctica began with the establishment of the Australian National Antarctic Research Expedition (ANARE) in 1947. A physics academic, Law was appointed to plan and organise ANARE’s scientific program and was involved in founding the subantarctic bases on Heard and Macquarie Islands. In 1949, he was appointed director of ANARE and of the Australian Antarctic Division, positions he held until 1966 and during which he consolidated Australia’s

presence in Antarctica and explored extensive tracts of the Australian Antarctic Territory. Pack-ice was a substantial barrier to expanding Australia’s scientific efforts into continental Antarctica. But on securing the ice-strengthened Kista Dan, Law led the party that established Mawson Station, which opened on 13 February 1954. In 1957, Law established Davis Station on the extensive ice-free area of Princess Elizabeth Land. He then negotiated the transfer of America’s Wilkes Station to Australian administration. On 4 February 1959 this became Australia’s third continental station; in 1969 it was replaced by Casey Station. Law was crucial in establishing Australia as a leader in Antarctic exploration and science, and as one of the 12 original parties to the Antarctic Treaty, which came into effect in 1961. In his 19 years as an Antarctic explorer, Phillip Law took part in 28 expeditions. Under his direction, some 5,000 kilometres of coastline were charted. Of all his achievements, Law considered the fi rst landing at Larsemann Hills to be his greatest. In early 1958, and after days of negotiating ice-free peaks that rose to 500 feet, the ANARE leader led the first party to land at Larsemann Hills. In his honour, the Law Base was established at the site in 1986– 87. Phillip Law died in Melbourne at the age of 97. Stamp News - 15


The sale of the Pericles Australia KGVI at Millennium on 22nd February provided specialists with the largest offering of “Plate nos.” since I sold the Hicks collection in the late ’nineties. I refer to them as “Plate nos.” because in fact this they are not. In a shocking revelation, Geoff Kellow, in the ACCC Bulletin of June 2011, rewrote the “book” in explaining that these numbers are in fact not the numbers by which printers identified the printing plates! “Plate nos.” inscribed on the plates, it transpires, were for the purpose of grouping sheets from the same plate (whichever that may in fact have been) Figure 1. Yes, I’m aware that unique is compelling, and Figure 1 is thought to be unique, but at $4,600 (auction prices quoted exclude premium) does this item represent value for money? Therein lays the nature of the debate. I don’t have a rare usage item for the KGVI 2d red Die II, other than a solo from coil vending machine which has been literally torn in half by the “gripper”. A visually striking item, but not deployed here as this is not intended to be a coil-emphasis article. Instead, I’ve called upon a rare usage example of the 2d’s “big

brother”, the 1/4d magenta. When I was starting in philately, an elderly gentleman in our street encouraged a few of the local kids including me to learn from his modest stamp collection. He showed us an imprint block of the 1/4d, which he referred to as “1/4d magneto”. We kids laughed, thinking he was being humorous, only to feel a little embarrassed later when we realized he was serious about that definition. The 1/4d is rare as a solo franking; I’ve seen three. Figure 4 is one of the best, the only example of its kind amongst the trio. Multicountry appeal (Australia/N.Z., India, G.B.), rare rate, Military significance, without even mentioning extremely rare stamp usage. Last month I featured a similar item, and mentioned it was the first such usage I’ve countered. Remarkably, a second example (in 23 years I’ve been researching usage) has turned up. And a corker it is. Figure 8 is a 10 Dec 1947 solo use of a 2d by a member of the R.A.F. Mission to Australia/ N.Z. which, as I mentioned last month, Figure 8. 20 years ago I alerted the market to the rarity as a solo franking of the KGVI 4½d (via a conduit kindly facilitated by fellow columnist, Glen Stephens). The 4½d was issued primarily for the Foreign postcard rate. Unwisely, I provided this information on rarity prior to obtaining an example for my own reference purposes. When a small number of examples gradually did turn up, I found I was constantly outbid by a newly empowered band of enthusiasts. Figure 9. 4d Koala No wmk. for airmail to U.K. No QE 1½d green nice usages to show, so I’ll defer to its cousin, the 2d. Figure 12 is a solo use from the N.Z. Forces P.O. in Korea, used 25 Nov 1953 to U.K. (after war ceased). This would appear to be one of the concessions available to British, Australian and N.Z. Forces serving abroad (see Figure 8), when writing to home country. I don’t have further details, but have no doubt this is a commercial use. I would think an auction estimate of, say, $200 would be readily achievable. So ends this exercise in crosscomparisons. Do others agree with me in seeing real value for money

Affordable covers don’t necessarily remain that way. Finally, whilst I was scanning through my Harmer’s of Sydney catalogues (reviewing prices Pericles paid for many of his Plate nos.), I stumbled across a couple of interesting lots, which I had long forgotten. In the 23 June 1972 sale, Lots 26 and 27 were described as being Victoria 1850 Half-length 1d 2nd State (SG 5/a) pairs on cover, estimated at $40-50 each. They were in fact Original State 1d’s (SG 1 group), yet still managed $50 and $87 only, respectively (which, incidentally, would also have been a bargain were they 2nd State 1d’s). Geoff Kellow in The Stamps of Victoria mentions of SG 1b (which Harmer’s were) “At least five covers are known”. Lot 27 was acquired by me, and in the Barelli sale

(Millennium No.29 – Lot 1005) realized $38,000 (+ premium). Auctions still are a wonderful resource for picking up absolute bargains, particularly so for covers, such as those Harmer’s Victoria lots. You just have to become amongst the best informed in your chosen field/s. Even a 10/- “Robes” on tag is $A350, and the £1 “Robes” is $A650, so they alone are heavy hitters, as there are 3 x £1 here. I am always surprised at how strong a “crossover” there is between stamp and numismatic collectors. About 10 years ago I owned, edited and published the “Coin and Banknote” magazine. (“CAB”) It is a great read each month, and has long been under the safe stewardship of John Mulhall. Both may have vanished about 10-15 years back, when a few folks on the Numismatic trade body Committee, had ideas to produce its own catalogue, and decide themselves the “retail” values. I have had a lot to do with Alan Pitt, Renniks, and Greg McDonald over the decades. All great people. Current catalogue value - $295 decade, it is a valuable book to have around. Just one vaguely decent thing turning up somewhere will re-pay it 10 to 100 times over. As a dealer I very often get numismatic product turning up in stamp lots. Often just circulated coins and notes – and more often Royal Mint and Perth Mint “product” bought in the last 30 years. Do not assume this modern material is common, and of little value. This ‘Year 2000’ proof set shown nearby is Cat $295 ... and has only $3.70 of face value coinage in there, and issue price was $64.75. Did you have any idea such very modern issues were so pricey? I sold it on stampboards to a very happy collector.

Can I spend at Woolworths?

The owner had toyed with taking the coins out and using them at Woolworths - from this and several others sets. He assumed as they were “modern”, they’d have little or no collector value!

Some of the quite ordinary looking (non bullion) product from around this era are listed in McDonald for much higher than this figure. This week I found in a box from an estate, a 2001 “Centenary Of Federation” $5 coin that is cat $475 to my enormous delight. Issue price was only $A79.50. If anyone needs one please let me know! I get sold a lot of this material, and job it out as it is not my main field. Even well circulated currency notes are often worth SERIOUS money – even from the relatively modern KGVI era.

10/- KGVI Notes worth $40,000

The very common orange 10/- note design circulated during the entire KGVI reign 19391952 is rated in MID grade “VF” for the VERY cheapest type at $A285. Scarce signature combos go well into 4 figures this mid-grade, and of course “Star” notes go to $A40,000. These prices are all for the 3rd grade of the 6 grades listed – i.e. “typical grade” notes one sees from this era. For crisp uncirculated notes taken from a pay packet etc, similar to the one in the nearby photo, you start at $A1,800 for cheapest possible type, and go to $A215,000. And that is for the lowest face value KGVI note … I will not bore you with detail re the value of KGV notes and higher face values!

a scarce KGV Australian 10/- note shown on page 9 of this catalogue that sold at auction for $A1,909,000. That is over 1.275 MILLION pounds Sterling. I get dozens of circulated KGVI 10/- notes (and other values) a year buried in stamp collections. Usually popped on a Hagner sheet or stockbook page as a curio etc, and assumed to have only a few dollars value. I just bought a lovely top end grade 10/- I added to my Rarity Page for $700 if anyone yearns to buy some nostalgia – it is illustrated nearby. It was between the pages of an old catalogue, placed there from a pay packet 60 years ago it appeared. The stamp collector’s estate sellers assumed it was near worthless, as it was - ‘no longer valid currency’ they told me. If these folks spent under $A30 on such a book, they would realise their curio is clearly worth 25 times that price outlay! 30 - Stamp News

“Knowledge Is Power”

“Knowledge Is Power” is the mantra I keep preaching for such things – and have done all my life. As a young kid in the 1950s, my grandmother always mailed me a 10/- or £1 (or sometimes £5!) note with my birthday card. That was a very common thing to do. Indeed the most “common” 10/- KGVI signature combination – 1942 Armitage/ McFarlane has a MINIMUM catalogue value of $1,800 when never circulated. Even Australian coinage can be worth big dollars. A proof copy of the 1930 Penny is catalogued at $A1,800,000. That is around two million $US when this was typed, and about 1.2 million pounds. For a PENNY! The example shown nearby is such a coin, that seems to be on offer for about catalogue value in

recent times from a Melbourne dealer. Anyway a most useful catalogue, and good to see it now is released in colour. At under $A30 post-free you’d be nuts not to have one. I do not know any stamp catalogue that has a colour listing of all the popular “PNC” issues – the Philatelic Numismatic Covers that Australia Post sells. McDonald does of course list, illustrate and price them all. Again I see tons of these turning up in FDC collections. The owners very often have no clue they are valuable.

The 2000 “For Valour” PNC cover shown nearby is cat $A360, yet cost under $A10 to buy from Australia Post. I added one cheaply to my Rarity Page this week, as it turned up without comment in a FDC Stamp News - 31


Market Matters collection. Ditto the 2002 QE2 PNC - cost only $A9.95 and Cat is now $A325. I bet a ton of readers have both bought at issue price, and had no clue these were so valuable? The only drawback I ever have is Greg’s odd decision not to assign ANY catalogue number, ANYWHERE in the book, to non-banknote areas. Given the vast amount of mint coin product being issued, it is near impossible to identify anything with precision. Why on earth Greg does not sit down and give EACH section logical catalogue numbers, that can be used universally by the trade, is one of life’s great mysteries. For instance - why not take the PNC section and give them a “P” prefix from issue 1. Thus the 1999 “Year Of Older Persons” is McP1 - and so on. Proof year sets are McPR1, and a 1911 halfpenny is McH1, a 1911 Florin is

McF1 etc. Anyway, that bugs me every edition - and others too, so hope he can sit down and give each section a logical number system ... soon. The work covers all the 19th Century sovereigns etc, indeed goes back to the 18th Century “Proclamation” coins etc, and the “Holy Dollar” and “Dump” issues. International rarity auction in Malmö Postiljonen 28 April 2012

On 28 April, in conjunction with the “Malmö 2nd International Philatelic Summit”, Postiljonen will arrange their 200th anniversary auction. The company has organized auctions for more than 40 years and the “The Jubilee Auction #200” will be a small but fantastic rarity sale The auction starts off with an incredible Belgian set of “King Leopold” in mint never hinged condition and in blocks of four. The starting price for these three blocks in denominations of 10, 20 and 40 cents is 40 000 Euro. From Denmark comes a wonderful and extremely rare readdressed cover with mixed franking of 4 RBS Thiele II and 4 RBS Thiele III. The cover was sent to Rønnede where it was delivered and then reposted to Copenhagen with another stamp. The cover has a starting price of 4000 Euro. Two fantastic and extremely rare postal stationery envelopes from Finland will be offered at the

auction. One is of the first issue from 1845 with the high value of 20 kopek in red on paper with watermark. Starting price for this envelope is 12 500 Euro. The other, even more exceptional, is of the second issue of postal stationeries from 1850. This issue was produced in three values and printed with the Oval Type in lying shape, which was later used for the first issue of postage stamps. This specific stationery was printed with the highest value, 20 kopek in black. This denomination was not issued as postage stamp and therefore this stamp imprint only exists on this postal stationery. This item is one of the most famous in Finnish philately and the only known in private hands. Starting price is 70 000 Euro. The second part of the “C.A. Møller Collection of Holstein” will be offered at this auction and one of the highlights is the unique “Horst Christmas Cover”. The cover is a wonderful small size cover with 2 Schilling rose cancelled with the extremely rare numeral “15”. The cover has full contents and is addressed to a Dr Muller in Kiel. 1850 Finnish Postal Stationery - 20 kopek

Starting price for this cover is 20 000 Euro. The auction presents a very nice little Iceland section and here you will find an interesting cover with 20 aur dull blue sent from a medical doctor in Reykjavik to a colleague in Belgian Congo. This is one of three covers recorded from this period, addressed to Africa. Starting price 5000 Euro. Modena in Italy is represented by a wonderful four-colour franking cover to USA from 1856 with 1 lire together with 10 c. and pairs of 15 & 25 c. Covers with the highest value are very rare and the starting price is 3000 Euro. The biggest sensation in this auction is of course the “Tama 6 yo” (egg-brown 6). It is a 6 SEN of the Cherry Blossom issue from 1875 in orange brown colour with syllabic (control number) 15 and before this newly

discovered stamp, only six other copies were known. The stamp is legendary in Japan and the catalogue value is in Michel a quarter of a million Euro. The postmark is a negative cross used in Tokyo and the condition is perfect. This particular copy is by some Japanese experts considered the best of the few existing copies, which are all owned by great Japanese collectors. Starting price for this fantastic stamp is 90 000 Euro From the Portuguese Colony of Angola comes a spectacular registered cover from Loanda to Berlin with 10 copies of the 5 reis black on the front and 10 copies on the back. The 5 reis is one of the rarest values on cover of all the Portuguese Colonies Crown issues and this one is the largest multiple of any Crown issue stamp in any Portuguese Colony. Starting price 25 000 Euro. Naturally there is a wonderful section of Sweden at the auction and one of the highlights is a beautiful registered cover with two copies of 8 Skilling Banco, each with a superb cancellation. The left stamp also has the unusual variety “double 8”. Starting price for this cover is 4000 Euro. Revenue Review Last Orders Please

It is interesting to note, that the final nail in the coffin for the use of beer duty stamps was by Proclamation No. 971, published in Gazette No. 41 – page 2373 dated 24.7.1958. The use of beer duty stamps as a means of collecting excise was discontinued as from 1.8.1958. Of further interest is the fact that the Senior Inspector of Excise a Mr W. D. Waterson stated that the stamps have no philatelic value, and for the purposes of the department they may be regarded as purely historical. This last sentence, as we know was not adhered to as sets of redundant Commonwealth beer duty stamps were sold off to collectors from late 1958. Many have stayed in the very sets that were sent out to collectors.

Postal Notes

Several collectors, and even long time dealers will try and tell you that a Postal Note is not a revenue. This of course is plain rubbish, and these people

need to lift their game if they are to try to educate fellow collectors. Postal Notes are fully recognised by the FIP Revenue world body. A fee or poundage was the revenue payment collected for this service, and was paid by the buyer of the note. A note such as the 15/- in fig 1 attracted 3d revenue. The buyer of the note would pay 15/3d [the 3d being the fee for the service]. A good run of archival information on Postal Notes is available in the National Archives for all to see. I will add a few to this month [figs 2, 3 & 4], and the following few months just to give you an idea how spectacular some revenue stamped paper can be. Of interest figure 2 shows the imprint of Harrison, the Government printer, with figure 3 printed by Ash. This note also shows the incorrect coat of arms that was used for a short period on these notes, these being among the scarcest of the ‘modern’ notes. Figure 4 shows the corrected coat of arms. Ross Pratley of NSW has made it a life long challenge to study these notes. Many years ago Ross

‘Sen’ Pounds

Figure 5 is a very nice recurring flaw found on the Queensland 1927 seven-pound value Impressed duty. This copy was offered on eBay with the seller breaking up a very large specialised collection of this issue from one penny to one thousand pounds. I do hope you all got a piece of it!

Separate This

Figure 6 is one of the rare private separations found on early Tasmanian issues. Fun to be had here, as they can be found fiscally used for the revenue collector. Figure 6 is from my Tasmania revenue

exhibit. For those of you lucky enough to attend the Western Australia National Stamp Show in a couple of months. The exhibit, which has been extended from 5 to 8 frames, will be on display.

Ticket Tax

A very nice 2d Tattersall’s revenue cut out [fig 7] from a full ticket was offered on eBay and very quickly snapped up by a local Newcastle collector. You do not see many of the lower values coming onto the market these days, with the most common being the 6d.

Perf Check

Philip Commins has sent in a nice looking Victorian 5/- Stamp Statute [fig 8] with the perfs measuring 12.3 x 13.1. This compound perf implies two machines were being used concurrently. You may like to run a perf check on your holdings of this issue. Thanks for sharing Philip.

Revenue Review Nitty Gritty

Finally this month prior to ‘Perfin Corner’, I have been getting down to the nitty gritty of the 1866 1d Lithographed Stamp Duty of Queensland. This has a fascinating plate layout starting off as a 150 plate [15x10] then decreasing to a 120 plate [10x12]. Three printing stones were used during its life. To give you an insight to the complexity of stone one layout, it consisted of 2 x 40 [2x20 frames 1x40 head] groups 2 x 20 groups being vertically half of the 40 group, a horizontal half group of 20 and a quarter group of 10 of the horizontal 20 group. Hope you are following all this. My fascination with this 1d issue has led me to attempt to reconstruct the full 150 sheet using large blocks and identifying the secondary printing flaws to achieve the make up. All sound too much for you? Well fear not I am only looking for scans of your holdings on this 1866, 1d issue. I am sure every revenue collector would/ should have some. Figure 9 shows a rather nice plate

scratch running through S of STAMP down to E of PENNY. As separate frame & head printed this issue, figure 9 shows the head sitting to the right damaging the base of the letters AMP DU of STAMP DUTY. With this identity it can be plated as Row 2 Stamp 6 from Stone 1. E. Mann wrote a nice paper on this issue in 1942. I could find no later record of any study on this series 1d to 20/-. Another new find this month. This time it’s the very well known, Tatts backprint found on postage issues but as you can see in figures 10 & 11 is on a revenue stamp. Clearly dated 1924, which sits well with research and is the first revenue to surface with this security backprint. I would like to record it here in ‘Revenue Review’. Booklets & coils

Only one booklet appeared during the time that the pre decimal Gerls were on issue, a 6/- with a deep bluish-green cover, containing 2 panes of 6 of the 6d brown dog design, issued in September 1969 Fig 3. The booklet exists with panes with either Gum Arabic or PVA gum, with the PVA version again being the higher catalogues of the two, and both gum types can be found with inverted watermarks. Three values of the pre decimal set, the 1d, 2d and 3d values, were issued in coil roll format in August 1970 for use in existing vending machines. They were printed in sheet format, with the sheets then cut into strips, with ‘paste up’ or coil joins, every 20 stamps. That may all make it sound like the coils would be very hard to tell apart from the normal sheet stamps, but not so. Fortunately for we collectors, the coils are perforated 14 x 15, rather than 15 all around like the regular sheet stamps. According to the footnote in the latest Stanley Gibbons catalogue, all three coils exist only with PVA gum, but the Specialised coils listing of the 2009 Hibernian catalogue, lists the 2d and 3d coils also existing with Gum Arabic, and are highly catalogued thus. Balloon Post

An Adelaide reader has sent me these Balloon Post stamps, (fig. 1), with a request for any information I can provide. I have seen them before, and a Google search brought up a website called ballooningstamps.com and they were listed as being issued in 1974 but there was no other information and I don’t know anything else about them either. Can any reader help?

Brooklyn Sanitary Fair

I found this little item in the January 1889 issue of the American Journal of Philately. There were a number of other issues included in the article but I New York International Exhibition thought I would just illustrate this one for a start. world provided the correct postage was applied along with one of the Fair’s stamps to carry it to the General Post Office. Therefore the stamps did duty as a Local Postage Stamp. The Brooklyn fair netted over $400,000 for the benefit of the cause.

In last month’s column I illustrated a stamp with the comment that I thought it might be from a Scandanavian country. I was searching through my folder of Cinderella reference material and came across an article that I had downloaded from a website called Philatelic Paraphernalia some time ago. The item was in issue 14, dated January 1988. The stamp was the subject of a press release intended to celebrate 50 years of the Norwegian Philatelic Bureau.

Some time ago I acquired a batch of patriotic labels and have only just now found time to do a bit of

research into some of them. I have volumes 3 and 4 of the set of books “Images of the Great War” by Charles Kiddle and Walter Schmidt which is a catalogue of the labels produced by Delandre. Volume 3 deals with the Red Cross labels 1914 to 1917, and Volume 4 the labels other than Military and Red Cross 1914 to 1917. It is Volume 4 that I have used as my reference. This label, (fig. 4), is one of a set of eight designed by Fern Besnier that carry quotations from Napoleon and others. From the date on one of the labels they were produced in 1914 and are listed in Chapter 16 of the book as number 406. Another of Delandre’s creations is this label, (fig. 5), which is number 354 and belongs to a block of 24 designs.described in Chapter 13 of the book. Another one, (fig.6), is either 154 or 198 in the book. The colours for number 154, yellow on left side, right side grey, do not quite agree with those on the illustrated example, but then again neither do those of 198 which is described as flesh colour, grey and sky blue.

Fig. 7 is another one, unfortunately my copy has a crease, but it is still useful for the record. It is listed as number 156. Fig. 8 is number 453 listed in chapter 20 as ‘Various 1’ which includes labels not listed elsewhere pending further research. All the labels in this chapter are recorded as being on mid thickness paper with brown gum Fig. 9 is number 461 listed in chapter 21 as ‘Various 2’ and again they are listed as pending further research, and are recorded as being on thick paper with thick brown gum. Chapter 8 reveals a further issue, (fig. 10), being part of a block of 8 with the catalogue number 224.

Other Patriotic Labels

The other labels I have illustrated here (figs 11, 12

and 13), came from the same batch, but according to the Delandre catalogue they are not his work. Figures 11 and 13 have a printers imprint at the base of the design which suggests that they probably had some form of official sanction for their issue. Figure 12 has no such imprint.

Cinderella Or Postage?

I have included this stamp, (fig. 14), in the column on the basis that it might be a Cinderella. From the inscription I am guessing it comes from Cambodia, Myanmar, or a country in that general area. My rather elderly (1998) Gibbons Stamps of the World was no help to me at all if it is a postage stamp so any comments will be welcome.

Centennial of New Zealand’s First Postage Stamps From the earliest days, letters from “home” in Britain were of great importance to colonists all over the Empire, as shown in the famous sketch of settlers collecting mail from Auckland Post Office published in the Illustrated London News in 1864 (Figure 1). In 1855 New Zealand issued its first postage stamps, the imperforate 1d, 2d and 1/- “FullFace Queen” design based on the portrait of the young Queen Victoria by A. E. Chalon RA. intended to contrast modern mail transport with the colonial method portrayed on the 2d stamp. The plate markings are shown in figures 4 – 7. An International Philatelic Exhibition was held in the Auckland Town Hall from Saturday 16th July to Friday 22nd. On the first day of issue, Monday 18th July, the Exhibition Post Office used a special canceller based on nineteenth-century designs (figures 8 & 9). A modern style of canceller was used for the following days of the Exhibition. The Post Office commissioned De La Rue to print an illustrated booklet about stamps. It was available at the Exhibition and distributed to schools. I will illustrate it in a future column, when I can get my hands on one. Since the Penny Black was introduced in 1840, there has been a uniform price for letter deliveries anywhere in the UK. But embattled CEO, Moya Greene said Royal Mail planned to break with tradition and make cheaper stamps available for ‘the most vulnerable members of society’ this Christmas, the peak lettersending season. The move comes at a controversial time, with Royal Mail on the brink of revealing huge increases in stamp prices and the UK postal regulator wanting to scrap the cap on Royal Mail charges. Royal Mail CEO still insists current stamp prices offered ‘incredible’ value.

Canada Post salutes the Titanic Reported in http://www.thegoldenstar.net

The RMS Titanic sank on April 14, 1912 and to commemorate the centenary of the tragedy, Canada Post will be issuing five stamps. Two “permanent rate” stamps will show the forward bow of the ship and highlight Halifax, from where rescue vessels departed, and where 150 of the lost are buried. One grave in Halifax has come to represent the character portrayed by Leonardo DiCaprio in the blockbuster movie. J. Dawson was interred May 8, 1912. Even today, flowers and mementos are left for “Jack” at grave #227. Like the character in the movie, he was poor and worked as a coal trimmer in the engine room. As

he left the ship, he placed his union card was in his pocket so his body could be identified. Canada Post will also issue a second pair of stamps showing the propellers of the ship. They are black and white with the red White Star Line flag below. All four stamps will be issued together in a souvenir sheet. A $1.80, extra-long, international-rate stamp will also be printed. It shows a side view of the luxury liner, as well as Cape Race, Newfoundland, the only land-based location that received the distress call.

Israeli Post under fire

Reported in http://www.jpost.com In 2004, the international Chabad-Lubavitch movement opposed the issue of an Israeli postage stamp to memorialize the last Lubavitcher rebbe, Menachem Mendel Schneerson, out of concern that licking the back of it would be “disrespectful.” The movement approved the issue of a stamp depicting his red-brick Brooklyn house instead of the proposed portrait. Recently the government approved the issue of the stamp to mark 200 years since the death of the founder of Lubavitch hassidism, Rabbi Shneur Zalman of Liadi. To overcome the ‘licking’ issue, his visage appears on a new first-day cover but the stamp depicts an open copy of Zalman’s main work published in 1797.

A Postal official commented, “the drawing of Zalman is presented on the envelope as an out of focus portrait. Thus, there is no “danger” that it could be licked, as there is no glue on the opposite side, but only on the back of the perforated stamp showing the book.” Reported in http://www.jpost.com An unusual binational stamp issued by Israel and Gibraltar – already printed and due to appear in June of last year – was cancelled at the last minute when the British government balked at the image of the David Citadel in Jerusalem. After British authorities insisted that the illustration be replaced with a Tel Aviv landmark, the Israel Philatelic Service decided to call off the whole project.

Authorities in Gibraltar – a tiny British overseas territory with a long Jewish history – compensated the Philatelic Service for its printing costs. The unpleasant diplomatic incident was just uncovered in the January issue of Shovel, the Hebrew-language philatelic magazine.

Saigon-based philatelist, Nguyen Huy Khanh has a passion for lighthouses. Khanh, who used to work as a technician for the Southern Viet Nam Maritime Safety Corporation, claims to have set foot on nearly 80 lighthouses in Viet Nam and dozens of others abroad. “I collect lighthouse stamps because I just love the sea and the light that illuminates the way for

ships in the dark,” Khanh says. However, despite the extent of his huge collection, there are only a few stamps of lighthouses in Viet Nam. “There are nearly one hundred lighthouses in Viet Nam, but the post office has only published four stamps of the lighthouses in Long Chau, Cu Lao Xanh, Vung Tau and Can Gio. “ Khanh’s passion doesn’t end with simply collecting stamps, he also insists on mailing letters and postcards to himself from exotic locations. Furthermore, once he sticks a lighthouse stamp on an envelope, he asks the lighthouse keeper to sign the outside.

“One time, after designing an envelope with a print of Cu Lao Xanh and sticking the lighthouse stamp on it, which was published in 1992, I went to the island to send it to myself,” he says. “I wanted to ask for the mark of the post office, unfortunately, the only officer working there had already left. Therefore, I had to starve myself waiting hours at the post office until she came back. “ “I have had a strong attachment to lighthouses for many years. Now that I have retired, these stamps are such a vivid diary of my career and life.”

Local hero sold out

Reported in http://www.dartmouth-today.co.uk Organisers of this year’s Newcomen 300 celebrations in Dartmouth had been looking at ways to raise the profile of the inventor, Thomas Newcomen, who effectively started the industrial revolution with his invention of the atmospheric steam engine in 1712. But they only found out about that Royal Mail had issued a Newcomen stamp as latest Britons of Distinction issue– when a member of the events committee went into the town’s post office and spotted one. They snapped up as many as they could but the post office quickly ran out and since then the town has been unable to buy a stamp honouring their

home grown hero. Ray Bridges, chairman of the Newcomen 300 committee said ‘You would imagine that when Royal Mail comes to market stamps such as these they would check to see if there are special situations which would create a greater demand and adjust the supply accordingly. It would have been a nice, professional touch to have sent out committee letters with these commemorative stamps on.’ Royal Mail has since made amended and now another 100 of the special stamps have been sent to the Newcomen 300 committee so it can send out letters bearing the national recognition of the inventor.

Mission controversy

Reported in http://www.morganhilltimes.com Tourists find the centuries-old Spanish mission in Carmel-by-the-Sea is picturesque but for Louise Ramirez and Valentin Lopez , representatives of local indigenous groups – the landscape is far from romantic. An adobe archway marks a portal to a mass grave filled with thousands of their ancestors. Most are buried in unmarked sites; more remains have been found scattered about the property. The cemetery archway is the first thing Ramirez and Lopez, see when they study the Carmel Mission Express Mail stamp recently unveiled by the U.S. Postal Service in “honor of nearly 250 years of California history”. The mission served as headquarters for Father Junipero Serra, who was buried beneath the chapel’s floor when he died in 1784. The U.S.

Postal Service’s release of a stamp 26 years ago honouring Father Serra, was also source of outrage for Native Americans, Lopez noted. “That’s why I was surprised to see this,” he said. “I thought they would have learned from (Serra’s) stamp.” Though the USPS did go ahead with the launch of the stamp, indigenous representative were invited to offer a blessing and prayer for their ancestors, followed by a speech in remembrance of their people.

Vale Robin Startup

Reported in http://www.times-age.co.nz New Zealand’s “Mr Postal History” passed away last week after a long battle with cancer.

Robin Startup, 78, died at Wairarapa Hospital but left an abundance of postal history research behind. His sister, Nancy Startup, said Mr Startup was known “world-wide” for his research in stamps and postal history. He had had an interest in stamp collecting and the history of New Zealand post offices since he was young and was given a bag of stamps. Over his lifetime he wrote 70 books about the postal history of New Zealand as well as being editor of the The Mail-Coach - a monthly publication by the Postal History Society. One of his most recognised awards was the New Zealand 1990 Commonwealth Medal, which he received in 2008. Mr Startup was also added to the roll of distinguished philatelists by the New Zealand Philatelic Society.

Indigenous artist inspired by a stamp

Reported in http://www.brisbanetimes.com.au Ask American what they know about Australian art and their thoughts often turn to dot paintings but Aboriginal artist Reko Rennie aims to challenge that stereotype when he exhibits his work at a prestigious New York art fair this month. One of his works, titled Aborigine and created through stencilling, was inspired by a stamp from the 1950s that depicted a traditional Aboriginal man. About 100 million of these stamps were circulated around the world at a time when Aborigines were not recognised as citizens of

Australia nor allowed to vote, he says. “It’s such a beautiful image which was exported around the world, advertising this kitschy Australia with its Aboriginal people, but at the same time we did not have citizenship,” he said. “I’m an authentic Aboriginal but I’m not drawing dots. It’s been really amazing to share my connection to the country, community and family through imagery and iconography.”

STAMPS ADVERTISE NATIONAL PARKS In all my philatelic collections I always look for very limited areas. This minimalist approach to collecting makes me select a particular stamp issue or a very limited period of a country’s total stamp output. One such very limited collection is the 1934 US National Parks issue. The aim of most of my collections is to house everything on one single album page but this is not always possible. As the following will show, the US National Parks issue has many interesting varieties which deserve to be included in a collection. The National Parks set was issued during

James A. Farley’s tenure as Post Master General. He came up with many novel ideas for stamp issues. Perhaps he was supported in this respect by President Franklin D. Roosevelt (1882-1945) who was an enthusiastic stamp collector. James A. Farley (1888-1976) was the very first Catholic to reach the highest echelons of the Democratic Party. He became Post Master General following Franklin D. Roosevelt’s victory in the 1933 presidential elections. Farley then held this position until he retired in 1940 to become president of Coca Cola International. Roosevelt was a strong supporter of a set of


Christer BrunstrÜm stamps featuring some of the country’s most famous national parks. The idea was of course to attract even more visitors to the parks. The Bureau of Engraving and Printing printed the ten stamps. The actual designs were the work of artists working at the Bureau. The designs were all based on photographs taken by staff members at the different parks. The designs of the values ranging from 1 cent to 9 cents were the work of Victor S. McCloskey. The 10c top value was designed by Esther S. Richards. President Roosevelt was also involved in the preparation of the new set; it is believed that

he selected the colours. The Bureau printed the stamps in large sheets of 200 stamps. Before delivery to the post offices these large sheets were cut into panes of fifty. The 3-cent stamp had the largest printing of 95 million copies. Only 15.288.500 copies were sold of the 8c value which also gives us the number of possible complete sets. The stamps were perforated 11. It can also be mentioned that the ten stamps were released on different dates from July until October 1934 thus giving us ten different first day covers. The National Parks set was issued during

STAMPS ADVERTISE NATIONAL PARKS the depression which certainly affected sales negatively. The set has always been very popular among US and worldwide collectors in view of the attractive designs. In the US a mint never hinged set can be had for some $10. Many US collectors also enjoy adding plate number blocks to their collections. These numbers can be found in the corner margins of the sheets and the blocks are usually collected as four or six stamps. In the case of the National Parks set the plate number blocks have six stamps each. These blocks are still quite affordable and interesting additions to any collection. There are a number of very expensive varieties

where the Bureau missed a row of perforations in the sheet. These varieties are collected as pairs. Partly imperforate pairs are known of the 1-cent, 2c, 3c, 4c, 5c and 7c denominations. Let’s now take a closer look at the ten different designs! Shown on the 1c is El Capitån in Yosemite (California), 2c Grand Canyon (Arizona), 3c Mount Rainier and Mirror Lake (Washington), 4c Cliff Palace, Mesa Verde Park (Colorado), 5c Old Faithful, Yellowstone (Wyoming), 6c Crater Lake (Oregon), 7c Great Head, Acadia Park (Maine), 8c Great White Throne, Zion Park (Utah), 9c Great Smoky Mountains (North Carolina) and 10c Mount Rockwell and Two Medicine Lake, Glacier


Christer Brunstrรถm National Park (Montana). As can be seen from the above most of the parks are located in the central and western parts of the country. Later on some of the designs were reused for other purposes. On 26 August 1934, the 3c design was issued as a six-stamp imperforate souvenir sheet to mark the American Philatelic Society exhibition in Atlantic City, New Jersey. The souvenir sheets have descriptive texts including the name of PMG Farley. They were printed in large sheets comprising 20 souvenir sheets. On 10 October 1934, a similar sheet was issued in connection with a stamp show in Omaha, Nebraska. Once again James A. Farley has his name on the sheet. For this sheet the 1 cent stamp

had been selected. Many years later the 10c stamp in green was used as a one-stamp souvenir sheet issued on 26 August 1937 to mark the Congress of the Society of Philatelic Americans in Asheville, North Carolina. Incidentally this was the last souvenir sheet authorized by PMG James A. Farley. Farley made a habit of handing out complete large imperforate sheets of many of the new stamp issues to a select group of dignitaries. This policy was severely criticised by the collectors of the day. He then decided to have a large number of ungummed and imperforate sheets printed to be made available to collectors at face value. The National Parks set and the 1934 souvenir sheets

STAMPS ADVERTISE NATIONAL PARKS were included among these special printings which went on sale on 15 March 1935. Some 1.6 million sets were sold and these imperforate National Parks sets sell for about the same price as the perforated varieties. At a later stage collectors could hand in their imperforate sheets to have them gummed for free. The two souvenir sheets of 1934 were also reprinted and can only be differentiated from the original souvenir sheets in imperforate pairs of stamps from two souvenir sheets or two attached souvenir sheets. This is the only way to prove that they come from the special printings. Was it right of Farley to have these special printings produced to meet the demand from collectors? This question is still being hotly debated by US philatelists. However, it is still quite popular to collect the Farley special

printings. Some philatelists prefer the term “Farley’s Follies� when they discuss these special (and totally unnecessary) printings. There is enough material available to turn the National Parks issues into an extensive specialized thematic exhibit. A most interesting project would be to assemble a complete set of commercial covers with single frankings of the ten different stamps. This certainly would be far more difficult than obtaining the stamps in unmounted mint condition but many collectors tend to appreciate this kind of almost impossible challenges. On a personal note I am quite satisfied with the basic stamp sets and the souvenir sheets. I only wonder if I will ever be able to visit some of the National Parks depicted on the stamps.
