Section 1. Welcome to Starfleet Epsilon As the Founder of Starfleet Epsilon, it is with great pleasure to welcome you. Starfleet Epsilon was created on 1st October 2012. I, after being involved with many groups and taking part in many kinds of role-play, decided that it was time to build a fleet of my own. Having been in UFS and being a Co-creator of SFR, I took the best of them by merging them together. I listened to my crew and to the other members when they spoke about what they want to see and what they were interested in; from this Starfleet Epsilon was born. On 26 January 2013 is the date of full commissioning of Starfleet Epsilon, it is the date in which the entire group becomes fully operational. There are many challenges ahead of us even after the opening date and I could not be more pleased to have you as being a part of it. Starfleet Epsilon is not in competition with any other Star Trek RP group; however we are in competition with ourselves. As time moves on and we get better at what we do, so shall our goals. Always improving and raising the bar once we have obtained our goals is what we aim to do, because at SFE there are no finish lines. It is my personal belief and philosophy that the numbers in the group are not nearly as important as it the quality of the group, so we may not get as large as some of the other well established groups in Second Life, however I find great comfort in that because we will offer something that most cannot and that is the best quality of RP experience one can get. It can only be found in Starfleet Epsilon. You have taken your first steps into your Starfleet career, you are the master of your destiny and you alone control where it is you will go in your career. Perhaps it’s saving your fellow crew mates, or leading your entire crew into battle as their Captain. The possibilities are endless. Once again, welcome to Starfleet Epsilon Captain Markus Tyrellium Founder, Starfleet Epsilon

Section 2 - Getting to Know Starfleet Epsilon Art. 2.1 What is Starfleet Epsilon? Starfleet Epsilon is Star Trek based, non-profit role-playing group within Second Life®. SFE was created out of necessity after the founder having been involved with or having known about other groups within Second Life® to have everything but one thing that is most important, quality members and role-play. The many members of SFE strive to make sure that the role-play is as good as it can get and if not they push for it to be. Art. 2.2 SFE Administration Unlike most Star Trek Groups that have many positions that are almost nearly empty 95% of the year, we have decided that SFE would not have a need for such. The SFE Administration is a (NON-RP) Position within the group that takes care of the day to day running of Starfleet Epsilon. SFE Administrators are responsible for all SFE Estates and or Territories*; this includes but not limited to all SFE assets. Basically everything you see and are able to use while in SFE (website, forum, ships, stations, etc...) are created, controlled and or procured by the SFE Administration. * “Territories” does not include land or simulators owned or rented by ships/stations COs or members of their crew. They are responsible for their territories (simulator costs etc...)
The SFE Administration is comprised of the following. SFE Director: Captain Markus Tyrellium SFE Vice Director: Commander Eddie Hagoromo

Art. 2.3 SFE Chain of Command The chain of command is a system that helps to maintain control and gives the ability to solve issues and problems on a smaller scale before it reaches SFE Command. On the ships and stations of SFE, the first line of the Chain of Command is your Vice Department Chief, followed by the Department Chief and upwards. Each ship and station should have a clear and defined list of their Chain of Command. SFE follows a similar chain of command however on a smaller scale. Problems or issues that take place on a ship or station uses the internal chain of command to get things done. At no time should any member of SFE break this chain of command by consulting SFE Command directly. You will be asked to follow the chain of command at your ship/station. Should your issue be with the ship/station command itself (CO/XO) and it is of great importance, this is the only time the SFE Vice Director can be contacted directly. SFE Chain of Command (In Ascending Order) Ship/Station Executive Officer Ship/Station Commanding Officer SFE Branch Director (The BD is only contacted if the problem is about their branch, otherwise they are not included for standard COC events) SFE Vice Director SFE Director Sub Art.2.3.1 Branch Command Each branch of SFE is headed up by a Branch Director. The Branch Director is the commander for their entire branch and has 100% creative control over their branches so long as there are no conflicts with SFE Command and the operation of SFE. The Branch Directors do not answer to anyone other than the SFE Director and Vice Director. In order to keep things balanced, a Branch Director is equal to a ship/station CO and XO. This is to ensure that they cooperate with each other in joint events and or efforts to make the branches within SFE stronger and well rounded. The BDs do not have any power on any ship/station other than within their branch’s officers.

Sub Art 2.3.2 Fleet Command SFE Fleet Command is comprised of COs and XOs. The CO/XO is the commander and vice commander of their ship/station and has 100% creative control over their ship for their story lines and arcs so long as there are no conflicts with SFE Command and or the main group story arc. The CO/XOs do not answer to anyone other than the SFE Director and Vice Director. SFE Command is the only branch of SFE that is by commission only. You can only be commissioned by SFE Command after you have met all requirements for a command position.
Art. 2.4 SFE Branches Sub Art 2.4.1 Command SFE Command is comprised of CO, XO, and SFE Fleet officers. SFE Command is the only branch that issues orders from the fleet command level to the rest of the fleet via the chain of command. SFE Command officers are responsible for the maintaining and running of their Ships/Stations and for the general running of SFE as a whole. SFE Command is both a NON RP and RP position depending on the offices in which officers are selected or applied for. SFE Command is the only branch that is by invitation only and cannot be entered directly from the Academy
Sub Art 2.4.2 Operations SFE Operations is headed up by a Director, also known as BD (Branch Director). The BD of SFE Operations is responsible for the running of all SFE Operations and training of said Operations officers. The BD of SFE Operations is also responsible for making sure that the fleet is balanced with Operations officers.

Art. 2.5 Signing up for Starfleet Epsilon Joining SFE is very easy to do. Our signup procedure is automated; all you have to do is point your browser (Chrome or Firefox recommended) to http://www.starfleetepsilon.com and then click “JOIN” on the right hand side of the screen. The instructions from there are very simple; you only need to create a user account and a character account, which are the first of the 4 tabs on the signup sheet. In order to help expedite your application, you should write your character’s story line as well. The application will not be rejected if you do not, however it will save time in the Academy as you will have to go over it again to make sure that you are within the realm of Star Trek that we RP. Once your application has been submitted, your application is scanned and checked for errors and the database is checked for past accounts. This is to avoid double entries. After being checked, your application is submitted by the system to SFE Command Administration where it is approved or rejected by either the SFE Director or Vice Director. When you are approved you will get an email advising you to report to the Academy, or to your assigned position depending if the Academy is active at that time or not. You will also be advised to contact Captain Markus Tyrellium or Commander Eddie Hagoromo for 2 group invites. One from the group itself, and the other is your selected branch group. If you are rejected, you will get an email that will give minor detail as to the possible reasons that your account was rejected. The list of reasons as to why your application has been rejected is included in the email. You may attempt to reapply again in 30 days time, however if you attempt to reapply before that 30 days time, it will automatically be rejected without the SFE Administration acknowledging the application.

Art. 2.6 Leaving from Starfleet Epsilon When the time comes for you to depart from SFE, we are asking that you contact your CO, XO and or Chief to advise them of your departure. This is the only proper means of leaving from SFE. Should your departure be sudden via family emergency, natural disasters, or other means out of your direct control you must submit the reasons in writing on the application when and if you wish to return.
Art. 2.7 Transferring Positions/Assignments We understand that sometimes you may want to change positions or the location in which you are serving, which is why we want to make this process as simple as possible. The process is easy, if you wish to leave from your current branch to move to another branch, you only need to let your current chief or vice chief know your intentions, and then speak with the chief or vice chief of the branch that you wish to be a part of. Once accepted by the new branch chief or vice chief they will inform the ship/station’s command of their recommendations for you to take a position with their branch onboard the ship/station. The ships CO/XO may or may not wish to interview you as well; this greatly depends on the CO/XOs operational procedures onboard their ship/station. If in the event you are in a branch that does not have a chief or vice chief, you will need to speak with the XO of your ship/station. The rest of the procedures are the same as above. In order to keep people from moving from one department and or assignment to the next rapidly, there is a 30 (active) day waiting time that will be observed after making a transfer. If you are not active in your current assigned department in an attempt to wait out the 30 days, you may be placed on the inactive list. Once you return from being inactive you must remain at your last or current position/assignment for 30 active days. There will be no transfers authorized before that 30 active days time has expired.

Please note that the Rules and Regulations section is a living document and they are subject to change pending board reviews. In the event of a major change within the SFE rules and Regulations, notifications will be made via group notices in advance of these changes. **Amendments and minor changes may not be announced.
Sub Art 2.9.1 Starfleet Epsilon Territories and Properties (Simulator): While in SFE main territories you are required to follow the rules and regulations of said territory. This does not include ship and station territories away from main SFE properties. They have their own territory rules of which should be observed by everyone whilst in their sections. Sub Art 2.9.3 Griefing – Griefing is not acceptable behavior for a Starfleet officer and is not accepted anywhere in Second Life®. Keep in mind that being in SFE you are not only representing yourself, but the group as a whole no matter where you are in Second Life®. No SFE territories may be set to adult access. (This includes off simulator ships/stations as well) Any simulator in which SFE has listed as a territory and is found to be set to adult access only will have 3 days from the time of the owner/CO/XO being advised to change it. Failure to change it will result in the discharge (Decommission) of that Estate/ship/station as an official member of SFE. There are no exceptions to this rule as SFE is not a sex site, sex RP organization or anything of the like and will not be allowed to be remotely associated as such. Sub Art 2.9.11 Outside Group and Public Policies: It is the policy of Starfleet Epsilon to not engage in negative talks about other groups. This applies for all forms of communications and publications. If in the event that drama or problems are being made for SFE by way of another group and or persons, SFE Administration will handle the communications and or publications that need to be made. If you are in a group lead position in other RP groups and are promoted to a lead position within SFE, this includes but not limited to Vice Chief and upwards and it is found that your performance level is not what it should be, you may be removed from your leadership position within SFE. Sub Art 2.9.13 Unauthorized Sub-Groups, Ships, Stations and Outposts The SFE Administration does not approve of nor accept unauthorized Subgroups, Stations, Ships or outposts in the name of Starfleet Epsilon without prior approval from SFE Administration. Should any such sub-group, station, ship or outpost exists and is labeled in any way as being associated with Starfleet Epsilon prior to SFE Administration approval, those sub-groups, stations, ships and outposts will never be accepted into Starfleet Epsilon. If the unauthorized Sub-group, Station, Ship or outpost is owned or operated by a current SFE member, they will have to remove any connections of SFE from their build. Should the SFE member not comply within a reasonable amount of time after being advised, they will be discharged dishonorably from SFE. This is not open for debate nor will this be overturned at anytime.

E P S I L O N
Q: Is there a rank minimum or qualifications to sit on the Promotions and awards committee? A: Yes, an applicant must hold the rank of Lieutenant, and must be trustworthy. Everything that is spoken about in the committee is to be treated as confidential. Q: How often do promotions and awards take place? A: Promotions and awards will take place one time per month. This will normally be at the end of the month unless otherwise stated. Q: Who is able to recommend someone for promotion or an award? A: On ships and stations, the CO is the only one who can recommend an award or promotion to the committee on an official level. Each ship/station’s senior officer submits their recommendations to the CO/XO who then files the official recommendations. There will be no other methods of recommending promotions and or awards.
Sub Art 2.10.1 Time in Grade (TiG) Time in Grade or TiG is a measurement of time in which you have been at the rank level you currently are, and how much time is needed before the next level of rank can be earned. This is only a guideline for all members so they know when it is possible for their next promotion. The TiG is NOT a guarantee that you will be promoted. Your TiG could be up and still not get promoted due to whatever reasons that are preventing you from being promoted. Normally, if you are denied a promotion, your ship/station’s command will inform you of the reasons and then make suggestions on improving so that they can submit and get your promotion approved. After the final date of your TiG and you have not been promoted, you can be promoted provided that you have met all requirements from your ship/station at any time after the TiG date. Once you are promoted, your TiG resets to the date you are officially promoted and the time begins again. If for any reason you leave from SFE, your TiG is automatically reset to 0 no matter how long you were in your previous rank.

**** Notes about TiG and Rank**** Being promoted is not about being able to wear a new higher rank than someone else nor does it give you the power to “boss others around within the group. A promotion is a reward in and of itself and it shows others that you have been there and done that so to speak. It shows that you have been active and you are 100% without a doubt dedicated to the betterment of the RP for our group and as such being promoted is just one award for doing so. Being promoted is not a right, it is a privilege. Being a higher rank means more responsibility and that you are only going to have to work harder to get to the next rank as rank will not be given out like they are free. The higher in the rank chart you climb the harder and longer it will be until you are promoted to the next level.

Art. 2.12 Civilian Affairs Civilian affairs is the division that handles all SFE Federation citizens and visitors to SFE territories. Most of the time this group is made up of people who have an interest in ST role-play but is just learning or they want to be involved but not as Federation Officer. This is perfectly fine as we have several positions that can be taken by a SFE Civilian such as but not limited to Civilian scientist, entertainers, merchants, travelers, etc. People who visit SFE territories but are not listed as an official SFE Civilian are visitors and unless invited or given permission may not get involved with RP events on any ship/station. If you wish to become an SFE Civilian, please read Art. 2.5 Signing up for Starfleet Epsilon. This is the only official way of becoming a SFE Citizen. Benefits of a SFE Citizen: Able to rez on SFE Territories. Able to participate in RP events ( if needed, by a ship or station) Able to live in a station, ship or outpost depending on availability. (SFE Officers have first priority over said locations) Able to transfer from being a citizen to an officer after having completed orientation and or Academy training for the job desired without having to reapply. Able to use the Sandbox to build in. (SFE Officers have first priority over said location)

Section 3 - Academy and Entry Positions Art. 3 Introduction to SFE Academy The SFE Academy is the first stop for new and lateral members of SFE. Currently there are no full classes, however the classes that are needed are basic orientation for you to better understand the group before running out into the world. Sub Art. 3.1 Mandatory Classes SFE Orientation: All new members must attend the “SFE Orientation” Class. This class it to get you situated and to make sure you are familiar with SFE rules, regulations and a brief rundown of the handbook. The “I did not know” defense when a member has violated any of the rules of SFE is not an acceptable excuse. Once you get access to the handbook, it is your responsibility to read it. If you do not understand something, you can always go to your Chief, XO or CO. SFE Leadership Command: This is a required class for any qualifying member that wishes to pursue a command position. In order to become an Executive Officer or Commanding Officer, this class is a must. These tests and classes are based on RL leadership training exercises and will help to determine your strength and weaknesses in your command style. Sub Art. 3.2 After Graduation After you have completed the mandatory classes, you will be required to make contact with the chief officer for your branch onboard a ship/station (based on what is available). Once you make contact with them, they will schedule an interview with you. You may or may not be asked to attend several of that ships/stations missions to make sure that it’s the right place for you. Sometimes the RP times are hard for people, so it is advisable that you find a ship/station or assignment that you are able to attend and be a part of on a regular basis. If for any reason you do not want to serve on the ship/station you were testing on, you are more than welcome to change to another ship/station or assignment (if available). However you will need to contact the Chief of that branch just as you did the first time. This also applies if you were not accepted onboard a ship/station.

Section 4 - SFE General Group Policies
Art. 4 SFE GPCs Introduction In order to make sure that Starfleet Epsilon runs as smoothly as possible, there must be some ground rules and or information on what would happen should a violation occur. Our goal is not to punish anyone, however there may come a time when such is needed. Art. 4.1 Violating SFE Code of Conduct Violating the Code of Conduct for any reason is not acceptable in Starfleet Epsilon. There are no reasons what so ever that would justify violating the Code of Conduct. No one can make you do anything and he said/she said is not a defense or acceptable justification as well. Sub Art 4.1.1 Insubordination (OOC) Insubordinate behavior or the blatant disregard for SFE Rules and Regulations as well as The Code of Conduct are not tolerated. SFE is unlike any group in SL where most of them put up with drama and those that like to start it. At SFE we do not put up with it. Anyone found acting in an insubordinate manner can and will be removed from their current position temporarily or indefinitely, depending on the nature of the violation. The accused officer will have a chance to represent themselves before the SFE Administration. The SFE Administration will review everything that has been submitted and will then pass a ruling. Once the board has made a ruling, it cannot and will not be overturned. This article and sub-article is for OOC. Insubordinate behavior while in character during a RP event will be handled by the command of the offender’s ship/station and is to be considered an IC event.

Sub Art 4.1.2 Demotions Demotions can occur when an officer has been charged with too many violations of SFE Rules and Regulations. Just like a promotion, a demotion must be submitted to SFE Administration via notecard and it must contain detailed information as to the reasons for the demotion request. The accused officer will have a chance to represent themselves before the SFE Administration. The SFE Administration will review everything that has been submitted and will then pass a ruling. Once the board has made a ruling, it cannot and will not be overturned. Sub Art 4.1.3 Positional Discharge Positional discharge can occur when an officer has been charged with too many violations of SFE Rules and Regulations. The accused officer will have a chance to represent themselves before the SFE Administration. The SFE Administration will review everything that has been submitted and will then pass a ruling. Once the board has made a ruling, it cannot and will not be overturned. Art. 4.2 Espionage and or Unauthorized Alternate Characters The use of unauthorized alternate characters to gain access to SFE, even if you have a main character in SFE already, is not permitted. Additionally, the use of alternate characters to enter SFE for the purposes of “spying on SFE for another group and or for the copying (Copybotting) of SFE property is not permitted. Anyone who is in, or attempts to gain access to SFE for anything under Art. 4.2 is subject to immediate removal from Starfleet Epsilon. If you are a current member of SFE, you will be labeled as (DH) Dishonorably Discharged and you will be banned from the estate. This ban is permanent and goes for any alternative characters that you may have. In addition to a ban, any attempts to gain reentry after being banned you will be ARed to Linden Lab for alt abuse in an attempt to circumvent an estate ban.

Art. 4.3 Discharged/Resigning from Starfleet Epsilon When you are being discharged or upon your resigning, you are given a designation code. This code determines your status when you return. There are currently 4 statuses a member can get as they are leaving from the group. Those are listed below. This is in addition to Art. 2.6 Leaving from Starfleet Epsilon Sub Art 4.3.1 General Discharge (GD) When you have departed SFE on good terms and your service to the group has been satisfactory you are given a (GD) or General Discharge. This basically means that you are permitted to return to SFE, without any further incidents, or the need to reapply. You only need to contact SFE Administration to be reinstated. Depending on your time that you have been gone, you may return at one rank level less than you had before leaving. Sub Art 4.3.2 Honorable Discharge (HD) When you have departed SFE on great terms, and your service to the group has been more than satisfactory you are given a (HD) or Honorable Discharge. The meaning is the same as Sub Art. 4.4.1, however due to your honorable service prior you may or may not re-enter SFE at the same rank that you left. (This is at the discretion of SFE Administration) Sub Art 4.3.3 Less Than Honorable Discharge (LTHD) When you have left SFE on less than satisfactory terms and your service to the group has been questionable you are given an (LTHD) Less than Honorable Discharge. A LTHD means that you will need to have direct contact with SFE Administration and your former ship/station command, including chief officers. If you are accepted, you will be reduced one level in rank. Sub Art 4.3.4 Dishonorable Discharge (DH) A Dishonorable Discharge is given by SFE Administration to any member who has left from SFE or who has been removed from SFE for violating SFE policy and/or the Code of Conduct. A (DH) or Dishonorable Discharge means that you are banned from SFE and can never return under the name of the character that was banned and any alternate characters. For more information on attempting to return to SFE using another character, see Art. 4.2 Espionage and or Unauthorized Alternate Characters.

Art. 4.4 God Modding Role-playing God Modding is when a role-player creates a character that cannot be harmed in anyway and is invincible to everything. Another form of God Modding is when a role-player emotes and action for them and for the person they are interacting with which prevents the other person from role-playing their character. Ex. Player A: Reaches over and smacks player B Player B: Blocks player A’s attack, then grabs player B tossing him into a wall and breaking his neck, then stands there to watch him die.
This form of RP (God Modding is not acceptable. Any members that have a God character will be given the chance to correct it before being removed from the RP event; during which time they will need to re-think how they want to RP with their fellow crew and members of SFE. Art. 4.5 Characters (Races) and Story Lines The world of Star Trek has many wonderful and interesting races that one could play. Some of the basic races within the world of Star Trek that are well known are known as canon. Starfleet Epsilon feels that sometimes following canon can hinder the imagination of its members and so we do not always follow canon. This could be from new races made up for RP events and for our members to discover a new life form to new ships and or stations that are clearly not Star Trek Canon. These are what is called fan fiction as to being canon. While we do allow for fan fiction to take place, there are some limitations. All Characters played or not must be “Trek” like. This means that a person coming to SFE cannot play a character that does not make any sense or cannot be easily associated to Star Trek even by fan fiction terms. Ex. Someone submitted an application and placed this as their race. (A fairy princess vampire queen, morph half Vulcan and half Romulan with wing)

A list of Star Trek Canon races can be found at http://en.memoryalpha.org/wiki/Category:Species , if you choose a race that has gone extinct, you will need to check with SFE Administration. Sub Art 4.5.1 Borg Characters An SFE member cannot play a full out Borg as their main character, they can however play a Borg during RP events when needed. The only exception to this rule is that a member can choose to a liberated Borg. A liberated Borg is a person who has been removed from the collective and has in some way or another returned or nearly returned to their former self before being assimilated. They may have some Borg implants that could not be removed, and or may still have some connections but not a direct continuous connection to the Borg collective. Sub Art 4.5.2 Story Lines (Your Characters History) You need to make sure that you have a good story line behind your character. This helps to show others why you are like you are (IC) as well as helps you to develop your character even more. During your application when you first applied for SFE, you are asked to write a storyline about yourself, however if you did not that is not a problem as you will be helped while in the Academy to do it. Ultimately all members of SFE need to have a story line behind their character for their personal records (Service Packet). If you are still having trouble with this, ask another member of SFE, they are more than happy to assist you.
