She continued saying, as you can tell Englishisnotmyfirstlanguage,IamNorwegian,andIamthe PresidentoftheNorwegianPoliceUnion.Forthepurposeofthis meetingbeingtheVicePresidentofEuroCOPitismyroleto guideeveryonethroughthemeeting. OneofthepurposeofthisSpringmeetingistogothroughthe actionplanandcommongoalssetfromEdinburgh,sheadvised thatnoquestionorremarksareofftheagendaandweshouldall worktogether.ShewelcomedMartisMediaandstatedthatthey may wish to interview Member Organisations, and that they shouldtaketheopportunitytodoso.Shehighlightedthatthere areTVcamerasintheroomthesearefortherecordingofthe WelcomefromtheChiefMinisterofGibraltar.Sheconfirmedthe processrequestedbytheinterpretationteamwhenspeakingand thankedeveryoneforjoiningtheformallyopenedthemeeting. Events in Ukraine have unsurprisingly dominated much of our thinking and actions in the past 6 weeks. This has been particularlyevidentattheETUC,whereweareaddressingmany oftheissuesonanalmostdailybasis.IwillreturntoUkraine shortly.

Asyouwillknowoneofthethings,Iwasparticularlykeento developwasregionalEuroCOPsupportedactivitybymembers. Sadly,thepandemichascurtailedthatopportunitybutwhatwe commencedinEdinburghlastNovemberhasleftuswithasolid foundationtobuildon.Youwillseemoreofthatinthemeeting latertoday,andourAutumnmeetingisbeingdevelopedwitha strongfocusonpolicy.

Ofcourse,itwouldbenaiveandindeeddeeplyoffensiveifwedid not stop to reflect on the unimaginable horrors that we are currently witnessing in Ukraine. Whilst we are dismayed and often have no words, or at least no adequate words, for the carnage and devastation we are seeing on our screens on a rolling,minutebyminutebasis,weareatleastnotlivingwiththe realitiesandheartacheofwar.

Iaskyou,ifyouhadtoleaveyourhometoday,rightnow,rightat thisverysecond,notknowingwhenorifyouwouldbeback,and allyoucouldtakewithyouiswhatyoucouldcarry,whatwould youtakewithyou?Wherewouldyougo? Thisistherealityfor21stcenturyUkraineanditisshamefulthat even now our political leaders are still dragging their feet on treatingPutinandtheRussianstatelikethepariahtheyshould be. Ourfamilieshavenotbeenseparated;ourmothers,ourfathers, sons,daughters,brothers,andsistershavenotbeenbrutalised and forces to flee. Our fellow countrymen have not had to defendournationsfromamurderousregimethathasnoregard forhumanlife. EverylivingUkrainianwillhavetheirownstoriesandtheirown personalexperiencesandloss.Weoweittoeachandeveryone ofthemtodoallwecantoensuretheyarelookedafter,their countryisprotected,theirfreedomssecured,andtoensurethose whoperpetratedactsofviolenceandbarbarityarebroughtto justice. At the most basic level, humanity demands this of us; We owe the people of Ukraine nothingless. It is past the time that the European Union acted on the legitimacy it provides to Hungary by hosting the European AgencyforPoliceLawEnforcementTrainingthere. Policingisoneofthecornerstonesofliberaldemocraciesand cannotbepermittedtobeusedaseitherasourceofrevenue,or politicallegitimacyforacountythathasconsistentlyshownan abjectdisregardforhumanrightsandfundamentalfreedoms. IbelieveEuroCOPmustnowredoubleitseffortsandseekthe immediaterelocationofCEPOLoutofHungaryandseekyour supporttopursuesuchacourseofaction. 10 Mr Ken Pennington; The Conflict in Ukraine and its implicationsforEurope.(PowerPointPresentationattached) KenthroughhisPowerPointpresentationgaveaninsightintohis career.Startingasapoliceofficer,thevariousrolesheundertook beforestudyingTerrorisminStAndrewsUniversityandhowhis journey evolved through country to country and the roles in which he undertook in each of them to where he ended in Ukraineafewweeksago. He highlighted in depth what life is like in Ukraine and the problemsthattheyfaceandwillcontinuetoface,andhowitwill touchallofusacrossEurope. Hetookquestionsfromthefloor.
11TreasurerReportMarkMarshallsay Markopenedhisreportsaying,itonlyseemslikeafewdayssince welastmetinEdinburghlastyear.Butinthattime,quiteabithas takenplace. Atthetimeofwritingthisreport,onlyonememberorganisation hadpaymentoftheirmembershipfeesoutstanding.Iwouldlike tothanktherestofyouforyourpromptpayments,itreallyis appreciatedandmakesmyrolethatlittlebiteasier. AsyoucanseefromthetableinAppendix1,theincomeforthis year sits at 200,082.60 Euros and our membership total is 157,413acrossEurope.ThisiscomparedtothetableinAppendix 2, where the income was 209,980.08 Euros in 2021 and a membershiptotalof156,945. Althoughthemembershipnumbershaveincreasedslightlythis year,ourincomehasdecreasedduetothenewfinancialorders coming into effect, whereby some member organisations now pay75%subscription,duetotheirgeographicallocations. Iwillkeepawatchfuleyefortheremainderofthisyearandwill makeaninformedrecommendationregardingthelevelofour subscription fees at our November committee meeting, these feeswerelastraisedin2017. Ourcurrentsurplusis733,617.21Eurosatthetimeofwritingthis report. A healthy surplus which still gives us some breathing space. Asmentionedinmypreviousreport,someofthissurpluscanand shouldbeputtobetteruse,earningEuroCOPmoreincome.We have moved a few steps closer to investing a significant proportionofthesefunds.Aninvestmentpolicyhasbeencreated andthishasbeencirculatedtoyouall.Moredetailofthiswill followlaterinthissession,however,Iwouldurgeyoutovotein favourofadoptingthispolicy.
Article2.5ofEuroCOPFinanceOrderssetsouttheresponsibility oftheExCominregardforthefinancialmanagementoffinancial resourcesandassets,tothatendwehavesecuredtheservicesof anInvestmentCompanytoactasourwealthmanagers Close Brothers Asset Management, and their Managing Director, Mr AdamGriffinwillbemakingapresentationtoyoushortly. HesaidthattheProjecthavehad4onlineregionalmeetingson Defending and Strengthening Trade Union Rights in Public Services.Thefinalmeetingoftheprojectwillbefacetofaceand willbeheldinSkopjeNorthMacedoniaonthe22&23September 2022. He confirmed that this was a two-year, European Commission funded project that had been exploring the challenges of assertinganddefendingtradeunionrightsforallpublicservice workers,includingcivilservants,police,andmilitarypersonnel.It hadprovidedanexcellentopportunityforourthreefederations toworktogetherandhasincludedafocusonmonitoringthe transposition of the Transparent and Predictable Working ConditionsDirective. Article7Treasurer 7.1 The Executive Committee shall be responsible for the appointment of a Treasurer to assist with the financial managementofEuroCOP. 7.2TheExecutiveCommitteeshallpaydueregardtotheviewsof thememberspriortotheappointmentofaTreasurer. 7.3TheTreasurermaybeelectedfromamongstthemembersof EuroCOP. 7.4TheTreasurershallbeanadditionalexofficiomemberofthe ExecutiveCommittee. 7.5TheTreasurershallprovideallreasonableassistancetothe Auditorinthedischargeoftheirduties.
The provision of secretariat services to the Executive Committee, the subsequent Congress, any Ordinary Committeemeeting,orothermeetingsheldduringhis/her periodofappointment. Article9OrdinaryCommitteeMeetings 9.1 There shall be not less than two Ordinary Committee meetingsofthememberseachyear. 9.2 The Executive Committee shall determine the date and locationforeachOrdinaryCommitteebutshallensurethatat leastoneordinarymeetingtakesplaceinthecountrythatholds thePresidencyatthematerialtime. 9.2.1 Wherever possible, the location of Ordinary Committee meetings shall rotate through the countries of member organisations.

9.5.1 Member organisations with more than 30,000 members shallbeentitledtoadditionaldelegatesandvotescommensurate withtheadditionalitydrawnfromthetableatarticle9.4. 9.5.2 Member organisations with more than 60,000 members shallbelimitedto4delegatesbutshallbeentitledtocastthe totalnumberofvotescommensuratewiththeirmembership. 9.5.3Memberorganisationswithmorethan120,000members shallbelimitedtodelegatevotescommensuratewith120,000 members. 9.6Delegatesareexpresslyprohibitedfromsplittingtheirvote(s) and,unlessabstainingonthematterinhand,mustcasttheirvote initsentiretyeitherinsupportorinoppositionoftheproposal beforetheCommittee. Article10SubCommittees 10.1TheExecutiveCommitteemayestablishanysubcommittee for any purpose and duration, and size as appears to be appropriateforthegoodandefficientrunningofEuroCOP. 10.2Participationinanysubcommitteemeetingmaybevideoor audioconference. 10.3 If not appointed by the Executive Committee, a subcommittee must appoint from amongst its members a secretaryandachairingperson. 10.4 A minute of any meeting of a subcommittee must be preparedandpublishedfortheinformationofthemembers.
Raisingsubscriptionsfrommemberorganisations. Borrowing money from members or any other person or personsorbodycorporate,etc.,onsuchsecurityandupon suchtermsasmayfromtimetotimebearrangedbyinterest earnedoncapitalandbycommissions. Acceptance of donations or gifts whether directly or by bequestprovidingtheacceptanceofsuchdonationsorgift shallnotorshallnotappeartoaffectorinterferewiththe impartialstatusofEuroCOP. Thesaleofperiodicals,articlesorpublicationsandsuchother mattersoritemswhichcanbeconsideredincidentaltoand compatiblewiththeobjectsandpurposesofEuroCOP. AnyothermeansasmaybeapprovedbyCongress. Article11Finances 11.1EuroCOPmayraise,establishandmaintainfundsby; 1. 2. 3. 4. 5. 11.2Themembersubscriptionshallbedeterminedbythevoting membersatanOrdinaryCommitteemeeting,followinganannual recommendationfromtheExecutiveCommittee. 11.2.1Regardlessofstatute11.2,11.4.1,and11.4.2nomember organisationshallpayatotalsubscriptionfeeoflessthan1,200 Europerannum. 11.3Subscriptionfeesmustbepaidinfullatthecommencement ofeachyear. 11.4 Member organisations in Andorra, Austria, Belgium, Denmark, Finland, France, Germany, Gibraltar, Iceland, Ireland, Lichtenstein,Luxembourg,Malta,Monaco,Netherlands,Norway, SanMarino,Spain,Sweden,Switzerland,andtheUnitedKingdom willpay100%ofthesubscriptionfee. 11.4.1MemberorganisationsinCyprus,CzechRepublic,Estonia, Greece, Latvia, Lithuania, Poland, Portugal, Slovakia, Hungary, Italy,andSloveniawillpay75%ofthesubscriptionfee. 11.4.2 Member organisations in Albania, Belarus, Bosnia & Herzegovina, Bulgaria, Croatia, Kosovo* (*UNSCR 1244/1999), Moldova, Montenegro, North Macedonia, Romania, Serbia, and Ukrainewillpay50%ofthesubscriptionfee.

Topayanyexpensesasmaybeapprovedinadvancebythe Executive Committee to members discharging duties on behalfofEuroCOP. 11.5Memberorganisationswithmorethan60,000memberswill beentitledtoa50%reductiononfeesdueunderstatute11.4, 11.4.1,or11.4.2foreachmemberover60,000members. 11.5.1Memberorganisationswithmorethan120,000members willnotberequiredtopayanyfeeforeachmemberover120,000 members. Article12UseofFunds 12.1 Congress shall prepare and adopt policies and statutes regarding collection and expenditure of EuroCOP funds and assets. 12.2EuroCOPfundsmaybeusedtodefrayexpenseslawfully incurredforthepurposeofrepresentingmembersinallmatters thatalignwiththeobjectivesofEuroCOP.Withoutprejudicethe generalityoftheforegoingvariousEuroCOPfundsmaybeputto theusessetoutinthefollowingparagraphsofthisstatute. 1. 2. 3. 4. 5. 6. 7. 8.
Anapplicationismadeinwritingprovidingnotlessthanthree months’noticeoftheintentionofterminationbyamember organisationor, A member organisation fails to pay its membership fees withoutgoodreasonor, AmemberorganisationbreachesthestatutesoftheEuroCOP Article13SuspensionandTerminationofMembership 13.1Anorganisationmayresigntheirmembershipprovidednot lessthanthreemonths’noticeoftheintentiontoresignhasbeen providedtotheExecutiveCommittee. 13.2 An organisation not providing three months’ notice may havetheirmembershipterminatedafterarecommendationfrom the Executive Committee to the next Ordinary Committee meetingofthemembers,where; 1. 2. 3. 13.3Amemberorganisationthathasprovidedwrittennoticein accordancewithstatute13.1shallbeabletocontinuetoactasa fullmemberofEuroCOPbutmaynotvoteinanymatterthat mightimpactonthefinancesofEuroCOP,orinanyelection. 13.4 An organisation that resigns its membership, or has its membership terminated shall not be entitled to receive any reimbursement of fees paid in the event resignation or terminationtakesplacepartwaythroughtheyear. 13.5MemberparticipationintheactivitiesofEuroCopmaybe suspended where payment of membership fees has not been receivedoranagreement,securedinaccordancewithstatute 3.7.2,hasnotbeenadheredto. Article14Complaints&Conduct 14.1 EuroCOP shall establish and maintain procedures for the investigationofcomplaintsorallegationsofmisconductonthe partofanymember,memberorganisation,orindividualactingon behalfofEuroCOP.
Article15Language 15.1 All correspondence with and within EuroCOP shall be in English,unlesstheExecutiveCommitteeagreesotherwise. 15.2 All written information from EuroCOP to member organisations as well as documentation for meetings of the bodiesofEuroCOPwillbedisseminatedinEnglish. Article16DissolutionofEuroCOP 16.1TheConfederationmaybedissolvedbyCongressONLYwith a two-third majority of votes cast AND two-thirds of member organisationsvotinginfavour. 16.2Inthecaseofdissolution,theConfederation’sassetswillbe divided among the member organisations in accordance with their membership numbers, after settlement all obligations towards the Confederation’s staff and all debts and liabilities towardsthirdparties. 16.3Intheeventofdissolution,theEuroCOPbrand,corporate identity,andintellectualpropertywillpasstotheownershipof anydissentingmembersinadissolutionvote. Article17AmendingtheStatutes 17.1Subjecttostatute16.2thesestatutesmaybeamendedor replacedbyCongressonlybyatwothirdsmajority. 17.2ThesestatutesmaybeamendedorreplacedatoneOrdinary Committeemeetingofthemembersbya3/4majority,provided morethanoneyearhaspassedsinceCongress,andwherethe nextmeetingofCongressismorethanoneyearaway.

Article1Subscription 1.1Levelofsubscription TheExecutiveCommitteewillrecommendthesubscriptionfeeto applyfortheforthcomingyear. The level of subscriptions will be determined annually by the members of an ordinary committee meeting not later than Novemberofeachyear. 1.2Minimumsubscription Thetotalsubscriptionforanindividualmemberorganisationshall howevernotbelessthan1,200Europeryear. 1.3Delayinpayment The ExCOM may approve a delay in payment or a special arrangementforMOinexceptionalandindividualcases. RepresentativesonassignmentofEuroCOP WorkingGroup/KnowledgeGroup Article2Finances 2.1Financialyear Thefinancialyearendson31stofDecembereachyear. 2.2Paymentofsubscription TheannualsubscriptionsshallbepaidbyMemberOrganisations before1stofFebruaryineachyear. 2.3Othersourcesofincome EuroCOP may finance activities fully or partly through contributions from external sources, sponsors or funding providedthatthisisnotinconflictwiththeindependenceand goalsofEuroCOPasdeterminedintheStatutesandondecision oftheExcom. 2.4Budget TheExCOMshallprepareabudgetforapprovalbythemembers ofanordinarycommitteemeetingonanannualbasis. 2.5Financialmanagementandadministration TheExCOMisresponsibleforthemanagementofthefinancial resourcesandassetsofEuroCOP. TheExCOMwillprepareanannualstatementofaccountsforthe approval of members at an ordinary committee meeting each year. The auditors and the qualified accountant shall review the instructioneachyear.Anyproposedchangeoramendmentshall bebroughttotheattentionoftheExCOM. 2.6Travellingexpenses EuroCOP funds may not be used to reimburse any expense incurred by members travelling to or from an Ordinary Committeemeeting,oranextraordinarymeetingofCongress. TravelingexpensesandaccommodationshallbepaidbyEuroCOP to:

2.7Auditing

The auditor will prepare an annual written report detailing his/herobservationsonthemanagementandadministrationof financeswithinEuroCOP.

TheAuditorshallbeprovidedwithunfetteredandreasonable access to EuroCOP financial records. The EuroCOP Auditors report will be provided to the appointed accountants of EuroCOP.

Thereportshallcontainarecommendationforadecisionbythe Committee in relation to the question of freedom of responsibility for the ExCOM for the audited financial year. If thereisareasonforcommentsontheaccountstheauditorsshall ask the ExCOM for an explanation before the comments be incorporatedintothereportforpublicationtoMO.

3.1Bookkeepinginstructions The book keeping is done by a qualified bookkeeper. The TreasurerandHeadofOfficewillmaintainregularcontact. TheTreasurershallforthispurposebeinformedregularlyabout the state of the organisation's accounts and movement’s

Payroll accounting and communication with the tax office is undertakenbytheexternaltaxconsultant'soffice. 3.2EuroCOPbankaccountsandreserves EuroCOP'sshallmaintainbankaccountsatanybank(s)thatare deemed appropriate for the safe management of EuroCOP’s finances. ReservesheldbyEuroCOPmaybeinvestedforthebenefitof EuroCOP.Suchinvestment,ifmade,willbewitharecognised wealth fund manager and in accordance with any investment policyagreedbythemembers. 3.3ExecutionoftransactionsfromEuroCOPaccountsshalltake placeasfollows: 3.1.1Bankingbusinessviahardcopymoneytransferforms AuthorityProfile ProfileA=President,Treasurer,orHeadofOffice.(2of3) Article4CreditCards EuroCOPhastwocreditcardsatitsdisposal. Alltransactionshavetobeaccompaniedbytheoriginalreceipt. Iftheoriginalreceiptcannotbeprovidedthefinalsettlementhas tobesupportedbypersonallysignedstatement.
Article5ReimbursementoftravelexpensesandHonoraria 5.1Travelexpenses Thereimbursementoftravelexpenseshastobejustifiedbythe travelregulationsofEuroCOP. TheContributionandreimbursementoftravelexpensesisonly possibleonthebasisofadulycompletedandsignedclaimform withinsixweeksaftertheevent. Thevalidityofaclaimshallbeprovenbyareceiptattachedtothe claimform. If a receipt cannot be provided with the claim form it is also sufficientiftheHeadofOffice-hasseenproofoftheclaim(i.e. theflightticket).InthiscasetheHeadofOfficeshallnoteonthe claimformthatareceiptwaspresentedwithher/hisinitials. Ifnoproofcanbeprovidedaclaimmayonlybeacceptedifitis supportedbyapersonallysignedstatementthattheclaimedcost wasactuallyincurred. TheTreasurerwilldecidewithregardtothevalidityofaclaimin casesofdoubtwhetherareimbursementisjustifiedornot. Aderogationofthisprocedureisonlypossibleinindividualcases uponadirectionoftheTreasurer/HeadofOfficeandshallbe notifiedontheclaimform. Beverages consumed in a meeting context do not justify any reimbursementclaims.Theseexpensescanonlybereimbursedif theyareincurredinconnectionwithanactualrepresentationor theentertainmentofaguest. Areimbursementoftravelexpensesshallasageneralruletake placethroughabanktransfertotheaccountoftheorganisation ofthedelegateclaimingthecost. Paymentofexpensestodelegatesfrommemberorganisations thathavenotpaidtheirduesubscriptionsafter1stFebruaryof thecurrentyearmayonlybeexecutedaftersubscriptionshave beenpaidortheExCOMhasagreedtoproceedwithpayment. All further details on reimbursement of travelling costs by MembersandtheEXCOMwhenattendingmeetingsotherthan those described in Article 12.4 are laid down in the travelling expensesagreementthatisanappendixtotheFinancialOrders.
5.2Honoraria TogranthonorariatothePresidentandtothemembersofthe ExCOM for services provided for the effective and efficient runningofEuroCOP. Theamountofthehonorariatobereviewedandsetaftereach CongressbytheauditorsofEuroCOP. Article6ReviewoftheFinancialOrders Thefinancialorderswillbereviewedonanannualbasis.
