Police prosecutor Adam Green recounted the crash to the court last Monday. He said Duscas had lost control of his car while approaching a crest between Kirkwood Crescent and Lakeside Drive. Unable to stay in his lane, Duscas over-steered his Commodore and mounted a nature strip, hitting and snapping a power pole. The car then rotated, struck roadside vegetation, did an airborne roll and crashed into a residential fence and 1099459-RMB44-13

The Noble Park man, 22, is also fortunate not to be in jail after nearly killing himself, his younger brother and sister, and two friends in a terrifying drink-and-drug-driving crash on Pound Road, Narre Warren South, early on 20 May 2012. Last week, Dandenong Magistrate Greg Connellan instead set Duscas a homework assignment: to channel the “pretty horrific experience” into a campaign that will cut through to young drivers. Mr Connellan also stripped away Duscas’s driving licence for four years - double the minimum mandatory sentence - for driving under the influence and negligently causing serious injury to his four passengers. “It goes without saying to people in this situation that they’ll have to go to jail. “My own view is that would be, in your case, a pointless exercise. “It would return you to the community with more chance of committing offences. “The thing that’s troubling me is the endless procession of young people, not quite in the same situation as you, on drink-driving matters, drug-driving matters... under the influence of ice, cannabis or alcohol. “What I’m interested in is how does the message get out to your age group?” A relieved Duscas, in court with his four passengers and girlfriend Rachel Kath, was willing to accept the option. He is still paying off about $6000 damage to a resident’s fence and garden and a snapped power pole due to the collision. “I’m still paying for it,” he told the Journal.

Pressure is on for steam weed killer By CAMERON LUCADOU-WELLS CLEAN steam may replace toxic herbicides as Greater Dandenong Council’s preferred weedkiller under a proposal tabled at a council meeting tonight (Monday). Under the plan tabled by councillor Maria Sampey, the council would do a three-month investigation into the feasibility of using the Australian-invented and owned Weedtechnics system to control weeds in streetscapes, sports grounds, parks and playgrounds. The system has been used longterm by Fremantle and Leichhardt councils and is being trialed by Maroondah and Yarra councils. It requires users to blast unwanted plants with a spray of 100C steam. The system can be run from a trailer or the back of a trailer or utility. Inventor and chief executive Jeremy Winer said councils had been
resisting his sales pitch because they were “budget-orientated�. He estimates it costs triple the amount of running a herbicide program - about $10 a ratepayer - but becomes cheaper to use after several applications destroy weed seed beds. “Councils are gradually getting more pressure from residents saying stop spraying around my place, my school and my playground.� He said his steam weed-killer could wilt plants that had grown resistant to herbicides, but it alone couldn’t kill woody weeds. “My view is if you don’t need to use a toxic chemical, don’t!� Mr Winer said. “The proof it works is that Leichhardt council has been using the technology for 10-12 years and we wouldn’t be still in business if it didn’t work.� Mr Winer said glyphosate-based herbicides widely used by crop farmers, councils and residents
could be linked to serious illnesses such as cancer and asthma. “Herbicide promotion states that it’s safe, which has led to complacency. I’ve seen people applying it not wearing a mask and gloves. “Councils say the (glyphosatebased herbicides) are the least toxic weed control available.� Cr Sampey said the change would be for the better for council workers doing weed control as well as users of parks, sports reserves and playgrounds. “We’ve got kids using our parks. Who knows what will happen to their health down the track?� Greater Dandenong engineering services director Bruce Rendall said the council uses a variety of herbicides, as well as hand-weeding and mulching, to remove weeds. “When herbicides are used, (the) council aims to minimise this and also use the lowest possible toxicity capable of doing the job.� He said when looking at alter-
natives, the council considers factors such as the cost, effectiveness and risks associated with the technology. A Leichhardt council spokesman said the council had been using the technology for more than 10 years. “It is effective for a short term outcome, as it does not kill well buried parts of weeds or any rizomes/ tubers. So it needs to be repeated routinely. But many simple weeds are killed outright.� He said the method’s cost “competes� with other methods depending on how often it was used. “We do, however, need to apply weedicides to persistent weeds and in locations where the equipment cannot reach. “There are also significant risks using pressure steam equipment and very hot water in public places, and the heating process uses a lot of fuel, so it is not greenhouse friendly. So it has positive and negative features, just like all weed control methods.�
Korea veteran recalls war’s cold fear By CASEY NEILL KOREAN War veteran Les Hughes said commemorative services are an important chance to reflect and remember. “The main thing is remembering the people that you were involved with back in those days,� he said. The Noble Park RSL will host a Naval Association of Australia Dandenong sub-section service from 10.30am on Sunday 3 November. It will mark 60 years since the Korean War came to an end in July 1953 and coincide with Navy Week. “I was pleased to see the end of the Korean War,� Mr Hughes said. The 81-year-old patrolled the Korean coast on HMAS Warramunga during 1951 and ’52, aged 20, “bombarding railway lines, trains, troop concentrations that we could reach from out at sea�. “The main thing I remembered was the cold,� he said. “Every morning the whole ship would be iced up.� The crew endured minus-20 degree temperatures and constant fear. The Hallam veteran said lookouts would see mines floating in the seas during the day, but at night they had to rely on antisub detection gear. There were a few life rafts on hand if the worst did happen, but if the crew had to abandon ship in the freezing cold... “you’d only live a few minutes,� he said. Mr Hughes returned to the region for 12 months on the HMAS Arunta in 1954 to carry out a policing role after the ceasefire. Noble Park RSL is at 1128 Heatherton Road, Noble Park.

Lock up break out STAFF at a Dandenong pharmacy locked an armed raider in a storeroom after he threatened them with a knife during a raid last week. The raider, wearing a scarf around his head, entered the Hemmings Street store about 8.50am on 19 October, demanded drugs and forced his way into the medication storage area. Staff locked the front door while he was inside but he kicked the glass panel until it shattered and fled on foot with prescription medication, including morphine-based drugs. Police said he discarded his shoes, scarf and knife in a driveway on Marion Street, Dandenong, and might have fled in a car from there.
Break-in foiled A NOBLE Park woman was confronted by a thief trying to break into her home when she was shocked from her sleep by the sound of breaking glass. The 33-year-old heard glass smashing in the kitchen of her ground floor apartment in Kelvinside Road about 4.15am on 22 October. She went into the room, turned on the light and saw a man standing outside with his hand through the window, winding it open. He immediately fled on foot towards Kelvinside Road. Police including the canine unit attended but couldn’t find the man, who was wearing a dark hat with a light to white-coloured logo.
Gang arrested POLICE have arrested three teenage girls and a boy over two armed robberies in central Dandenong last week. A Dandenong man was walking near Scott and Robinson streets about 1.15am on 22 October when a group approached and asked him for a cigarette. Police allege they then produced a knife and demanded cash and a mobile phone. A second man, 24, from Noble Park, was driving past when he saw the scuffle and pulled over. The group asked him for cigarettes then assaulted him. Police say officers arrived shortly after, arrested four youths and recovered a knife and stolen property from both victims in a car park. Corner of the community CORNERSTONE Drop In Centre, which operates from the former Church of Christ building in Mason Street, Dandenong, continues to help some of the city’s neediest citizens thanks to its many volunteer helpers. Cornerstone provides free meals for the hungry. On Wednesdays and Fridays, in particular, 80 or sometimes more people share a meal. The centre has now been serving tasty and nourishing lunches for 20 years and hopes that with the willing support of donors and volunteers to continue with the program for many more decades. In his latest newsletter, the co-ordinator Pastor Don Cameron said:“Cornerstone is transdenominational being administered by Christians from a variety of churches and supported by volunteers from many backgrounds. “It is recognised as a safe haven for people who live on the fringe of society and it provides a variety of programs that meets

Known affectionately as ‘Wazza’ to his wide circle of friends, Warren collapsed on his way to a church breakfast. The previous Cornerstone co-ordinator, Pastor Max Walker, said Warren was a kind and generous man who was loved by all who knew him. “Warren was one of the real characters who frequented Cornerstone as a
client and as a volunteer. “He loved a good argument and had a handshake that could crush a rock.” HAVING A BALL I was pleased to hear Greater Dandenong mayor Angela Long announce that $18,530.10 was raised from the mayoral charity dinner held in August. The proceeds will be shared equally between the Springvale Benevolent Society and the Dandenong and District Benevolent Society. Cr Long said the money would go a long way towards helping both organisations continue their fantastic work in the local community. “The spirit of giving and community generosity in our city is something to be very proud of,” she said. “I am always humbled by the willingness of our residents to contribute to those less fortunate than themselves.”

Carers given respite By BRIDGET COOK A NEW service will bring respite for carers of people with a mental illness. More than 70 people attended the UnitingCare Community Options launch of its new Mental Health Respite Carer Support Options Service in Cranbourne, which will service Greater Dandenong, Casey and Cardinia communities. The service, funded by the Federal Government, will support carers over a 12-month period to achieve balance in their life, build their ability to sustain their caring role, improve their wellbeing and increase their confidence, capacity and choices. The funding will allow support for 50 primary carers and 35 additional secondary carers over a 12-month period, until November 2016. City of Greater Dandenong mayor Angela Long officially launched the service on Friday 18 October. “I am delighted to officially welcome the Mental Health Respite Carer Support Options service to our region and look forward to working with you as part of our vibrant communities,” she said. “UnitingCare Community Options is now able to to offer additional support for carers, improving their overall wellbeing, and, in turn, assisting in making their role as a care more valuable and sustainable.” City of Casey councillor Gary Rowe, who spoke at the launch, said about 20,081 people living in the municipality reported unpaid care or assistance to family members or others. “That is 10.4 per cent of our population who are providing care to someone living with a disability, which includes mental illness,” he said. “This is a critical community
Cultural caring CHILDREN are at risk of losing their cultural identity and becoming part of a “stolen generation” due to a lack of diversity among foster carers, says a foster care advocate. Faisal Haroon is part of Care With Me - a group that recently held a forum in Dandenong trying to lift the number of foster carers from culturally diverse, particularly Muslim, backgrounds. Foster carers house and care for children who cannot live with their families. Mr Haroon says children are being rescued “off the street” because of cultural clashes with their well-meaning but culturally mismatched foster parents. “If you look at the foster care system, a lot of the volunteers and carers and are from Anglo-Saxon background, not very diverse. “We don’t want to have a repeat of the whole stolen generation. “It can mean a situation where the child is the only translator for the whole family, comes into foster care and then goes out after an year or so and not being able to speak their first language. “It ends up in disaster when they are
not able to communicate with the parents who can’t speak English. “You can imagine what impact foster care may have on the wider community where people think that foster care is about taking children and removing them from their culture.” Mr Haroon said the group’s forums were hearing of constant calls from carers seeking help in understanding their foster child’s culture. “The biggest one is when the child is not helped to maintain their identity, they act out and placements break down. “The reason is children think they’ve been put into a household where their identity and culture is not respected. “Sometimes children don’t understand the discipline structure where they expect the foster parent to be strict whereas the parents are more lenient and flexible, letting the child do what they want.” Generally, foster carer numbers are in decline. Care With Me says that more than 1000 foster carers are urgently needed in Victoria. Mr Haroon said children as young as six unable to be placed in a foster home, but instead living in group homes or resi-

dential units with other unplaced children or those from “broken placements”. “This makes the situation more complex and unsettling for them,” Mr Haroon said. He said it was important to protect children’s cultural identity so they know how to engage with their community as adults. Otherwise, more children would fall into the juvenile justice system because they are outcast from “both sides of the community”. According to Wesley Mission Victoria, volunteer foster carers from all CALD backgrounds - and with a spare bedroom - were needed. A spokeswoman said volunteers’ safe and caring homes could change children’s lives for the better - whether it’s for a month or longer. service that will provide muchneeded support to people in Casey who are caring for someone living with a mental illness. “UnitingCare Community Options is a cornerstone of community-based support for people with a disability or mental illness and their families and carers in the City of Casey.” UnitingCare Community Options program manager Aimi Johnson said there were a number of aspects that set this service apart from others, including the appointment of peer worker Rose Coulter who has cared for someone with a mental illness. “UnitingCare Community Options ensures that participants have a voice in the decision making process through various forums, such as our participant committee,” she said. “Carers accessing Mental Health Respite Carer Support Options will also be invited to participate in a Peer Reference Group that will inform the service design and delivery of Peer Support. “Carers who don’t participate in the peer reference group will regularly have the opportunity to provide feedback about what they want and need.” Ms Johnson said another point of difference was that all carers accessing the service would have the opportunity to work one-on-one on a range of goals over a 12-month period with a package of brokerage to assist them achieve their goals. “Carers will develop an individualised care plan with the partnership worker that takes a holistic view of the carer’s life, capitalising on natural supports, connecting the carers to community and other interests enabling them to recognise their needs and take time out from the caring role,” she said.

Why shouldn’t council mistakes be made public

OF COURSE any reports of this matter of the investigation should be made public (Make Report Public Call, Dandenong Journal, 21 October). The footpath was botched up in the first place and therefore cost more. Councillors Sampey and Brown had every right to question this, as they are representing the people and trying to do the right thing by them and let the public know what is going on with our rate dollars. If our rates are late in being paid we are charged for that but yet the dollars are spent recklessly and on your catered lunches etc, and we are paying for that. I think the public should be kept informed on what has been happening on the matter and why the stuff-up in the first place and why it was kept so secret.

I DON’T understand what the issue is! (Make Report Public Call, Journal, 21 October). The first footpath at the end of Racecourse Road was constructed incorrectly and needed to be fixed. I don’t understand why legal fees have skyrocketed over this issue. Our council and councillors have embroiled themselves in an issue that has got way out of hand. It’s fixed now so let’s move on to other matters. Do we have to have commissioners running our city? Stop berating one another, it’s degrading and childish! Heaven help the new mayor and what will be the big issues during the new mayoralty. As a ratepayer I would rather my rates go towards environmental projects like tech collect to free our city of analogue TVs and e-waste or public beautification rather than spending money on legal bills as the only ones who benefit them are the legal eagles. Kindy kids move right in By CASEY NEILL DANDENONG South families now don’t have to travel to find a kindergarten place - or miss out altogether. City of Greater Dandenong councillors last week toured a new kindergarten at Dandenong South Primary School in Kirkham Road. The council received a State Government grant and contributed funds to place a relocatable building on the school grounds to accommodate an overflow from the preschool in Canberra Avenue. “Over the last couple of years we’ve had a shortfall of about 70 kids that could not be coming to that kindergarten because it’s outgrown it,” councillor Jim Memeti said. “We only had room for about 75 kids.” Cr Memeti said some parents or grandparents couldn’t transport children to kinder places in neighbouring suburbs. “Many don’t drive in the area,” he said. “They can only take the kids to kinder by walking there.” He said the new building had two classrooms plus a playground and
had space to more than cover the waiting list. “From 2014 there should not be anybody that misses out in the Dandenong South area,” he said. “It’s also got this massive decking. Even if it’s raining the kids can still come outside and eat their lunch. “There’s clear glass in every room so you can actually see the children doing whatever they’re doing. “It’s the way of the future. It’s got a brand new kitchen in it and the toilets are fantastic.” The $1 million centre is to remain on site for at least the next three years. “I think that it will actually improve and make it easier for kids to integrate into school,” Cr Memeti said. “It’s a pilot program for us in our city. It should be replicated in other cities as well. “We would like to see it stay there after the three years. “I think the community will get so used to it that they’ll be demand-
ing that it stay there.” Dandenong South Primary School principal Leonie Fitzgerald said having the preschool on site would bolster its pre-prep transition program. “This will certainly provide scope for improvement,” she said. “We’re excited about the opportunity to work with kinder staff. We just think it’s a very exciting innovation for the area. “The main thing we’re excited about is the extra provision of kindergarten in the Dandenong South area, and just enabling more children to access it in an area that’s convenient for the parents to get to.” Ms Fitzgerald hoped orientation for next year’s kinder kids would be held soon and that the centre would accommodate two classes. “It’s very difficult for some of our parents to be offered a kinder place that’s not in the local area,” she said. “They might not be able to drive. Some refugee families don’t have access to a vehicle during the day.”

Rocks now make nature strips a harder place to hoon BUSINESS owners have started to install rocks on nature strips in a desperate deterrence ploy against hoon drivers in an industrial estate in Fiveways Boulevard, Keysborough. James Kerr III, who runs Red Roo Commercial Environmental Equipment, said a rock had been placed in front of a telephone exchange hub, which had been damaged by a wayward car on 11 October.
As reported in the Journal last week, the crash cost businesses thousands of dollars as they waited four days for the restoration of their phone and internet services. Adding to the cost, one of those businesses was burgled while its security system was offline. Last Monday, a tree was flattened by an errant driver - adding to a toll of 15 previously crushed trees.
For the past 13 years, drivers have caused mayhem on the scenic estate’s circuit of wide flat roads, soft gutters, sweeping bends and landscaped roundabouts. “They come mainly when it rains. The roundabouts don’t stop them; they encourage them. With the soft gutters, it’s an ideal circuit,” Mr Kerr said. He is lobbying Greater Dandenong Council to help with the cost of installing more rocks to curb the damaged
trees and landscaped roundabouts. Mr Kerr also hopes the council will contribute to a CCTV network throughout the estate to identify hoon drivers. Last week, Mr Kerr ordered four infrared multi-focal cameras to be installed on poles at his property. The cameras will be pointed at the road in the hope of recording hoon vehicles’ number plates.
Greater Dandenong engineering services director Bruce Rendall said measures had to be effective “without creating road safety risks and undue inconvenience for those who are using the roads appropriately”. He had this month ruled out speed humps as unsuitable for the estate’s heavy traffic, but the council was consulting on “some initial measures” to help reduce hoon activity in the area. - Cameron Lucadou-Wells

Near-death screams CADMIEL ‘TIBBY’ DUSCAS WAS GIVEN A SECOND CHANCE AFTER SURVIVING A HORROR CAR CRASH. INSTEAD OF JAILING HIM, A MAGISTRATE ORDERED HIM TO DEVISE A SAFETY CAMPAIGN. In one out-of-control moment, an intoxicated Duscas had nearly killed himself and four friends and siblings in a spinning, rolling crash on Pound Road, Narre Warren South, on 20 May last year. All had grown up together on the same Noble Park street; suddenly they were all hospitalised. Last week, they were given an unusual homework assignment by magistrate Greg Connellan - to spread a road-safety message to deter young drivers from harming themselves and others on the roads. It was in lieu of Duscas spending up to 12 years in jail. Duscas - with the help of his victims - are more than happy to send a message. They’re planning a campaign on Facebook, visiting schools with a road trauma group and getting out into national and community media. Physically they seem un-

There was just one wheel left. We could have all been paralysed or killed.” He has paid back a resident for $2400 damage to their fence and garden and is paying back the cost of replacing a $3600 power pole. The night before last week’s court hearing over the matter, Duscas struggled to sleep, knowing he faced near-certain jail time. Duscas now sees young people going out, taking risks as “complete idiots”. He knows that as “stupid kids” before the crash, he and his friends didn’t take road safety that seriously. “That’s what makes me thankful for that experience. “We were just stupid kids before. I just disregarded the safety of family and friends.” Duscas’s injured friend Anthony said it’ll take scare tactics to make their peers realise road safety is not “bull”. “We need to scare them before they get in their cars.” When asked what message they’d like to send to their peers, Duscas said: “You’re not invulnerable”. His brother chimes in: “Welcome to reality”.

Robbed at knifepoint POLICE are hunting two armed teens following a robbery in Lonsdale Street, Dandenong. A 23-year-old Dandenong woman was walking near Scott Street about 9.45pm on 13 October when two boys approached and demanded her phone and cash, one brandishing a knife. The victim handed over her phone and $10 cash and the boys left the scene, running south on Lonsdale Street to Langhorne Street, then turning left into Walker Street and heading towards Dandenong Plaza. The woman used a phone in a nearby retail store to call police. The thieves are described as Caucasian and were wearing dark hoodies and black jeans.

Sahema Saberi receives her young citizen’s award this year. 92327 community so other people can look up to them. “People say if she can do this in so many years, I can do it as well.” Ms Saberi’s tale is worth telling. She arrived in Australia as an Afghani refugee without a word of English, battled through an English language course, high school and then successfully completed year 12 and tertiary-level physiotherapy studies. She founded the Australian Hazara Students Group in 2008 to help younger people overcome the same battle. The homework club’s 14 volunteers provide free tutoring for up to 40 students at a time from Afghani, African and Sri Lankan communities. Ideally more volunteers are needed to level out the tutor-student ratio. It has so far provided free tutoring about 250 year 7-12 migrants and refugees, helping many map out a plan for further studies at TAFE or uni-

versity and a subsequent career. Many families could not afford the commercial tutoring rates of up to $80 an hour for VCE subjects. New challenges also exist. Ms Saberi says asylum seekers on bridging visas, who arrived after 30 August last year, were being forced to exit school when they turn 18. It has created a “flood of students” seeking help from the club. The group is also sponsoring refugee students in Pakistan, and advocates for refugee and asylum seekers rights. As well as being president for the group, Ms Saberi is a volunteer interpreter at Dandenong Hospital and health project worker. The homework club meets 1-5pm on Saturdays. Councillors back CEO over conflict CASEY councillors have backed chief executive Mike Tyler’s ongoing tenure after he escaped conviction for failing to properly disclose a conflict of interest to the council and the mayor. At Dandenong Magistrates’ Court last Tuesday, Mr Tyler was not fined but placed on a 12-month good behaviour bond and ordered to pay $1000 to his partner’s fund-raising efforts for National Breast Cancer Foundation. He was also given a stay of two months to pay $9000 in agreed costs to the prosecuting agency the Local Government Investigations and Compliance Inspectorate. Casey mayor Amanda Stapledon said councillors were “unified” in their support for Mr Tyler. Mr Tyler declined to comment after the hearing. At the hearing, magistrate Graham Keil agreed to Mr Tyler’s barrister Nicholas De Young’s submission for no conviction - a submission that wasn’t opposed by the inspectorate. Mr De Young said “there’s a possible outcome that the recording of a conviction could jeopardise (Mr Tyler’s) role.” He said his client’s breach was at the “very low end” of such offences. After three previous adjournments, Mr Tyler pleaded guilty to one count of failing to properly disclose a conflict of interest arising from a sexual harassment claim by a former council staff member against him and the council in 2011. The court was told Mr Tyler notified verbally the then-mayor Shar Balmes that he’d delegated the matter, but should have disclosed the matter in writing. Mr Tyler was also legally obligated to notify the council at the earliest possible ordinary council meeting - something he didn’t do until six meetings and three months later. By that time, the sexual harassment claim had already been confidentially settled in a mediated hearing at the Victorian Civil and Administrative Tribunal. Inspectorate lawyer Matt Carrazzo said Mr Tyler ought to have known he had an indirect conflict of interest for being a party in a civil claim against him and the council. Mr Keil said Mr Tyler would be “suffering some loss of dignity” in erring on the “side of regulation”, turning from “game-keeper” to “poacher”. - Cameron Lucadou-Wells 1098360-RMB43-13
GREATER Dandenong’s Young Citizen of the Year has recently won a national prize but still struggles for recognition in some local quarters. Sahema Saberi, who leads a Dandenongbased volunteer tutoring group to help migrants in mainstream schools, recently won the Creating Pathways category at this year’s National Youth Awards. It’s the latest fillip for Ms Saberi, who says such wins inspire others in her community, including new arrivals, to make a difference. She’s been feted among the Hazara community since winning her Greater Dandenong Young Citizen of the Year award on Australia Day. “It definitely gave me a name in the community. When they see me, people say ‘she’s the one, she’s the young achiever.’ “However there are also many people that don’t know these awards even happened.’’ Her recent win coincided with a council investigation into ways to widely celebrate its citizenship award recipients “not just on one special day” but in future years. Cr Matthew Kirwan, who instigated the investigation, said award-winners such as Ms Saberi could have on-going “ambassador-type” roles at community events, and be acknowledged on plaques. He said their upgraded roles could encourage other residents to increase their community involvement. He also pushed for new categories that would honour community groups, events and projects, volunteers, senior citizens and those that bring diverse people together. “I want to see the achievements of both individuals and community groups celebrated not just on one special day but throughout the year and in future years their achievements and commitment to their community are not forgotten by making sure their award is recorded in a prominent public place.” Ms Saberi said wider recognition could help foster more community-mindedness. “It makes the award winner a role-model in the

Access awarded A GREATER Dandenong, Casey and Cardinia partnership took home a Victorian Early Years Award last week - and $15,000. The Maternal and Child Health and South East Family Services Alliance received Children and Early Childhood Development Minister Wendy Lovell’s special commendation at a ceremony on 23 October. The collaboration has paved the way for improved access and participation levels in early childhood programs in the south-east. South East Family Services Alliance initiated a pilot project after finding that vulnerable children and families at-risk were not readily accessing support services as well as they could.
With support from council maternal and child health services, it sought to address the disadvantage by increasing awareness, referral and participation levels in early years services. Key to the project was building the capacity of professionals to work with young children and foster links between Child FIRST Connections, family services and early childhood stakeholders. There has been an increase in the number of vulnerable children receiving developmental checks and ongoing participation in services across the region. “By recognising a problem and addressing it with a targeted and collaborative solution, vulnerable children in Melbourne’s south-east are already receiving
more checks and better support,” Ms Lovell said. “Thanks to this vital work, these children can look forward to a brighter future.” She said the awards highlighted the “creativity, incredible team work and leadership that continue to define the early years sector in this state”. The night’s four winners each received a $15,000 state government grant to further enhance their programs. The Early Years Awards are now in their eighth year and attract many applications from across the state, from which 13 finalists were chosen. “By showcasing their achievements tonight, we are driving improvement and innovation across the sector,” Ms Lovell said.

NEW figures show 15 per cent of Greater Dandenong, Casey and Cardinia residents smoke daily – just below the 16 per cent national average. That’s about 53,000 people. The data also showed about 215,000 people in the area were overweight or obese - 60 per cent of the population, again just down on the national average, which is at 63 per cent. South Eastern Melbourne Medicare Local (SEMML) will use the figures to guide its programs and measure outcomes.

STUD Road in Dandenong will receive $947,000 in safety upgrades early next year. South Eastern Metropolitan Region MP Gordon Rich-Phillips said the cash would address a history of crashes at the King Street and Herbert Street intersections. “In the five years to the end of last year there were 17 casualty crashes at these two locations - six of which resulted in serious injuries,” he said. “At the nearby Herbert Street pedestrian-operated signals there have been an additional four crashes, including one fatality.
“Traffic lights at the intersection of Stud Road and Herbert Street will aim to reduce the incidence and severity of crashes at the location.” Mr Rich-Phillips said the project would include installing a partially-controlled right turn from Stud Road and widening Herbert Street on the east approach, to accommodate a left turn lane. Traffic islands will be installed and several movements will be banned, including a right turn into Stud Road and travelling across Stud Road along King Street.
Mr Rich-Phillips said one of the main issues at the location was drivers trying to turn into Stud Road being unable to get a safe break in traffic. “The signals will not only address this important safety issue - that was the cause of the majority of crashes - but pedestrians will also benefit,” he said. “The nearby pedestrian signals will be removed and pedestrians will be able to cross at the intersection, which is a much safer alternative.” Work on the project is expected to start in February and be finished by mid-next year.

Swing for respite GOLFERS braved a rainy day to raise more than $60,000 at the fifth annual Villa Maria Charity Golf Day. More than 130 players teed off for a day of Ambrose golf at Southern Golf Club in Keysborough on 21 October. The event has raised more than $320,000 in its history to upgrade Villa Maria children’s respite hous-
es, which supports children with a disability aged six to 18 and their families. This year’s funds will furnish and equip Villa Maria’s newly-built children’s respite house in Croydon. Applause for global exports DANDENONG South’s SRX Global has been applauded for its export performance during tough economic times. The electronic manufacturing company received a commendation in the manufacturing category at the Governor of Victoria Export Awards. “The company has shown outstanding export performance despite challenging global economic
conditions and a strong Australian dollar,” South Eastern Metropolitan Region MP Gordon RichPhillips said. SRX Global is the single largest electronic manufacturing service provider in Australasia, with recent expansion into Malaysia. The company was one of 22 industry category winners and commendees that were honoured
this month at a special ceremony at Government House. “These companies are managed by inventive business people who are taking their products and services to new and expanding markets,” Mr Rich-Phillips said. He said Victorian exporters last year sold goods and services worth $34 billion to more than 200 countries.

Passing Waves from Rangers By JARROD POTTER THE top of the mountain Dandenong Rangers claimed back-to-back exuberant round-four wins to make its first summit of the WNBL ladder this season. Following its 15-point win over Melbourne on Friday night, in a battle for top spot, Dandenong hosted West Coast on Saturday night - with the Waves off the back of a tough trip to Bendigo the previous night. The end result for West Coast will hopefully be forgotten quickly as the Waves were outclassed in all facets by Dandenong in a 90-36 whitewash. Wright’s mercy towards the Waves was to give his bench the majority of the match, and give his starters extended breaks, but to West Coast’s continued woe, the Rangers roster proved its power from one-to-12. Following a resolute start by his starters - especially Alice Kunek (19pts) and Kayla Pedersen (17pts) - Wright let his bench get extended play and the roster cashed in - with 38 points off the pine highlighting the huge depth the Rangers have at its disposal in 2013/14. Brigitte Ardossi (12pts, seven rebounds) had her best outing for the Rangers this season, with
Rebecca Mercer (10pts) shooting well from beyond the three-point arc. Also hitting the scoreboard was Lauren Scherf (6pts) - with the 17-year-old posting her first points in what will surely be a long and illustrious WNBL career. “It’s a really good result - sometimes it’s hard to come out against a team that’s undermanned, like Perth (West Coast) were, and dedicate yourself to the task, which is us trying to play better defence and guarding the boards and doing all the things we need to get better, and I thought we did that.” Wright said. “I thought we stuck to the task and tried to get better at all the things we’re trying to get better at, so I’m really happy.” While the job was tougher on Friday night, the result remained the same as Dandenong ran over the top of Melbourne 72-57, in the Rangers’ first outing to Melbourne’s new home at the State Basketball Centre. Kunek (20pts, six rebounds), Jenna O’Hea (17pts, seven rebounds) and Pedersen (15pts, five rebounds) all posting impressive totals. The only concern for Dandenong heading into Thursday night’s Halloween showdown against Bendigo Spirit will be a back and knee niggle that kept O’Hea out of the Saturday night match as a precaution. “We’re hoping - obviously she just couldn’t play today so we’re definitely hoping that she will (be able to play against Bendigo),” Wright said. “She’s got a little bit of a knee and she’s got a little, tiny back issue that wasn’t worth risking her today, but we’re hopeful that she’ll come good as obviously we need her against Bendigo. “But that being said and done, you wouldn’t have known she wasn’t out there today, so that’s a great thing for our team, that we’re able to cover for someone like Jenna.”
Dandenong then heads to Canberra for a Saturday afternoon showdown with the Capitals in an ABC televised game. Wright’s focus however is firstly on the Bendigo clash, with the Spirit still ranking as his team to beat in the WNBL this season. “No matter what anyone says, Bendigo still sets the mark when it comes to the league in the way they play and physicality they put across the league,” Wright said. “They’re dominating the physical side of the game and rebounding - so it will be a massive test for us and we’ll be able to then walk away from that knowing where we sit. “Bendigo is definitely the benchmark.” Tip-off at Dandenong Basketball Stadium on Thursday night is 7.30pm.

Trained by Glenn Campbell in the tiny north-east Victorian town of Peechelba, Speed Series jumped well from box eight and used that space to sweep around the field at the first turn. Out in front and with trouble behind, Speed Series would win unchallenged by 4.5 lengths. Irish import Razldazl Luke endured a chequered run but chased with great conviction to run second for leading trainer Darren McDonald. McDonald would depart with a Prelude winner however, his exciting chaser Dark Warrior booking his place in the Melbourne Cup heats with an impressive all-of-the-way win in 29.66. Dark Warrior sprung from box two to lead clearly through the first turn, and was strong enough to hold off a late challenge from Tee Brady and Clone Your Own by a length. Nominations for the Group 3 Shootout close at midday today (Monday).
THE early heavy-lifting wasn’t repaid as the Bulls (131) were slaughtered by Bayswater. Chasing an imposing 238 on an overcast day, Noble Park set about making small inroads - the captain Dave Edmunds (51) and Chanaka Gunawardana (19) gutsed out a 44run opening stand before Gunawardana fell to Tim Sugumar (2/19). From there starts weren’t cashed into match-winning innings - Marasinghe Perera (14), Mevan Fernando (17) and Jake Richardson (16) all got their eye in but failed to stay in for the long haul. The loss of middle order spelled the end of any realistic chasing prospects - a devastating 5/9 Bayswater spell forced Edmunds, Fernando, Luke Anthony (0), Johan Vorster (0) and Dylan Vandergert (0) from the crease in quick succession. Rizan Mawzoon (9) postponed the inevitable, but eventually the Bulls were dismissed for 131 from only 55.5 overs. The loss pushes Noble Park out of the topsix in the VSDCA’s East/West first XI competition and the Bulls will look to bounce back this week away at Box Hill for a one-dayer.

Dyna Filbert caused the upset of the night in the opening Prelude, defeating kennel mate and race favourite Desalle Bale by 2.5 lengths in 29.77. Desalle Bale, a finalist in the 2012 Melbourne Cup, unusually missed the start allowing Queenslander Gee Ef Cee to take the early lead. However Dyna Filbert enjoyed a charmed run through the first turn and stalked the early leader throughout before sweeping past at the home turn to record a big win at $26.70. Trainer Peter Hunt completed a feature double when Cobra Bale reigned in early leader Yoda Bale to win in 29.70. By JARROD POTTER LYNDALE (140 and 2/89) issued its first letter of intent in the Dandenong District Cricket Association’s (DDCA) Turf 1 competition - belting North Dandenong (114 and 109) to register its first outright victory in the top tier. Already securing first innings points last week, Lyndale lost its last three wickets on the cheap with Jurgen Andersen (3/35) and Glen Pepper (3/17) the best of the Norths’ contingent. What happened next was an unmitigated disaster for the home side - Lyndale made North Dandenong look foolish in the reply, with only Shane Leonard (34), Adam Read (18) and Pepper (27no) determined to make their wicket worthwhile. It was a Dale Tormey master class as the Lyndale spearhead knocked off 5/63 - his first five-for in the senior DDCA ranks. Michael Gallagher (3/25) and Sanjeewa De Silva (1/16) razed the rest of the Norths’ batsmen to give Lyndale a quick-fire chase for outright points. Lyndale needed only the top four to get the job done as Jaime Brohier (18), captain Rory Ingram (31), Quyen Pham (12no) and the man of the moment Tormey (22no) knocked in the winning runs in 27 overs. Read (1/18) and Andersen (1/13) were the only wicket takers for North Dandenong.
The win pushes Lyndale up to sixth and North Dandenong into wooden spoon territory, with Lyndale facing Buckley Ridges away this round and North Dandenong heading to Mordialloc.
Coomoora v Parkfield ALMOST there, but not quite enough spelled defeat for Coomoora (186) as the Kangaroos looked to chase the imposing Parkfield (216) total. Steve Spoljaric (3/36) took the early wicket of Rahoul Pankhania (4) leaving the heavy lifting to Thanura Halambage (48), captain Paul Hill (32) and Rob Johnston (32) to turn the tables. Shane Bell (2/62) removed the dangerous Jake D’Atri (14) and Luke Wenke (14) on the cheap, leaving everything to Halambage at the top of the order. The chase gained momentum, but when Halambage fell to Spoljaric two-shy of his halfcentury and the experienced duo Hill/Johnston fell, so did the chase. Jarryd Williamson (4/25) ripped through the lower order, with only Joseph Hawke (13) putting any scoreboard pressure back on the Bears. Spoljaric was unplayable, with 10 maidens in his 27 overs, and Bell, 24 overs with five maidens, was similarly economical on the postage-stamp sized Coomoora Reserve. Springvale South v Heinz Southern Districts THE Cobras would be livid that Springvale South (9/97) was able to hold on to prevent a well-deserved win. Rain stopped most of the day, with the Bloods only batting 48 overs - but what they did have to bat was terrifying for the home side. Heinz ripped through the line-up with ease Justin Davis (6/20) smoked six victims from the crease while veteran tweaker Paul Stockdale (2/49) kept the runflow to a minimum at the other end. The Bloods’ defence happened in the middle order as Ryan Quirk (23), Jackson Sketcher (17) and captain Craig Slocombe (24) helped put some runs in the ledger before another round of Davis’ heat destroyed the next phase of Springvale South batting. It was left to Mitch Forsyth (8no) and Cameron Scott (3no) to scrape a draw from the precarious predicament. The pair survived 70 balls collectively to deny Heinz its victory. Springvale South sits fifth on the ladder and faces Narre Warren in a two-dayer starting this week. Shepley Oval was deemed unfit to play on by the umpires as an over each from Justin Butterfield and James Wilcock dug up the crease dramatically. Casey’s batsmen Josh Holden (3no) and Daniel Watson (2no) had to deal with the unpredictable pitch after rain during the week postponed the start of the match until 2pm. In the Second XI showdown at Casey Fields, Dandenong emerged victorious, with resolute fifties from Charith Cooray (62) and Trent Cody (57) helping post 9/191 from the Panthers’ 50 overs. In response, Peter Sweeney (3/16) and Damien Bulakowski (3/22) ripped through the Swans line-up to restrict the home side to 178 from 49 overs. Ward goes extra mile

By BRIDGET COOK PLENTY of people have run an ultra-marathon, so Jake Ward wanted to go one better when he set himself the ultimate challenge for a good cause. The Dandenong footballer will run 110 kilometres in December to raise money for the National Breast Cancer Foundation (NBCF). Mr Ward, 28, said he decided to do the fundraiser for a number of reasons, including the fact that so many people were affected by the horrible disease. “I’ve had a cousin who past away from breast cancer years ago,” he said. “I’ve also had family and friends affected by this horrible disease. “Usually, my family does a fund-raiser each year and my football club helps out a bit. “This year, I’d thought I’d do one by myself and really set myself a challenge.” Mr Ward will leave his Cranbourne home on 7 December and run around Casey, make his way to Lysterfield Park then back to Cranbourne, then head to Frankston Pier and run along the beach before returning home. He estimates the run will take him about 18 hours. Mr Ward said he had been preparing himself the best he could, for what was going to be a demanding challenge. “I’ve got the mental strength to complete and hopefully I’ll manage physically,” he said. “I’ve been doing as much running as I can and generally looking after myself. “There will no doubt be stages where I need to walk, nobody is that fit to run the whole way, but I will complete it. “There’s no chance of me stopping, regardless of how long it takes or how hard it is.” Mr Ward said he had already received great support from his family and friends since announcing his fund-raiser but also called on the community to help in any way they could. As well as hoping to reach $5000 in donations, Mr Ward said he was also looking for support with volunteers for the run to assist with water and food stops, massages, running gear, along with photographers to capture the journey. THE halfway mark has been passed in the world’s greatest racing carnival and it is again proving an outstanding year. The BMW Caulfield Cup Carnival was a topclass opening chapter for the Melbourne Spring Racing Carnival which culminates in the 57th running of the Group 2 $351,000 Sportingbet Sandown Guineas (1600m) on Saturday, November 16, to be run this year at Caulfield, due to the $3.2 million upgrade of Sportingbet Park, Sandown. The International Quarantine Centre at Werribee has been bursting at the seams with the largest influx of international performers seeking a share of the riches on offer, especially for the 153rd Melbourne Cup and prize money for that race of $6 million plus $200,000 in trophies. More than ever they are here not for just the Melbourne Cup but also many of the support events. Prize money in Australia is on a par with the best in the world and exceeds what is mostly available in Europe. Willie Mullins, the Irish trainer of the visiting Simenon, who ran a slashing first-up third in the Herbert Power Handicap at Caulfield on October 12, is best known as a jumps trainer and has disclosed that he is considering bringing horses for our jumping season. Last Wednesday the former international visitor, Ibicenco, who has been trained here now for 12 months, became the fourth successive international to win the Group 3 $315,000 Geelong Cup (2400m). Gatewood won last year, Americain was successful in 2010 and then Dunaden followed up in 2011 and both subsequently won the Melbourne Cup. Remembering that Media Puzzle won in 2002 before his Melbourne Cup win and in 2008 Bauer won the Geelong Cup before being narrowly beaten by Viewed at Flemington. Ibicenco’s win will greatly enhance his chances of a start in the Melbourne Cup. At the weekend, Moonee Valley took their turn with the running of the Cox Plate and this week the attention turns to Flemington. This Saturday is considered by racing purists as the finest day of racing on the Australasian calendar and one of the major international days. The program features four Group 1’s, two Group 2’s and three at Group 3 level and a perfect opening to the most important racing and social week of the year. Feature of the day is the 159th running of the Group 1 $1,510,000 AAMI Victoria Derby (2500m) and the Cranbourne trained, Polanski, is an interesting runner and a definite chance. Unlike some of the others that will be in the field Polanski was bought for just $4000 as a yearling which displays the great lottery that racing can be. The Jacob Park Thoroughbreds Norman Robinson Stakes (2000m) at Caulfield on October 19 has always been a good guide to the Victoria Derby and the winner Polanski was impressive in winning. The powerful Peter Snowden stable does look to have the best chances with Complacent, who ran second at the first two of his five starts and is unbeaten since including wins in the Group 3 Hill Stakes (1800m) and the Group 1 Spring Champion Stakes (2000m) at his last two. Stablemate San Diego, who has done all his racing in Victoria was a fast finishing second to Polanski at Caulfield. Another from the stable, Tupac Amaru, ran a good second in Wednesday’s Listed Geelong Classic (2200m) and whilst this will be much tougher he will be running on. Other chances are Criterion and Savvy Nature, both placegetters behind Complacent in the Spring Champion Stakes and Drago from the Anthony Cummings stable, who won last year’s race with Fiveandahalfstar. Saturday also features the Group 1 weightfor-age $1,002,500 Longines Mackinnon Stakes (2000m), which will see many having their final start before the Melbourne Cup. Honda cruise in luxury By ALISTAIR KENNEDY THE Honda Accord has come a long way since it first arrived in Australia as a 1.6-litre threedoor hatchback in 1977. The ninth-generation model, launched midway through this year, is a four-door sedan that’s around 20 per cent larger than that first model and comes with the option of 2.4-litre four-cylinder or 3.5-litre V6 engines. As well as growing in size over the years, the Accord has also grown in quality and is now bordering on luxury status but, despite a fairly significant hike in the price of the new model, without the luxury price of its German rivals. By their nature conservative cars rarely undergo radical styling changes and the 2013 Accord looks very much like its predecessor. Unlike most model upgrades it’s marginally shorter (25 mm) than before with a 25 mm shorter wheelbase and 10 mm taken off its height. There are now LED lowbeam headlights in all but the entry-level model, LED daytime running lights and mirrormounted turn indicators. There’s plenty of interior space and even with the sunroof

Rear legroom is sufficient for two or even three adults while the 461-litre boot is long and easy to load although some depth is lost due to it being modified to take a full-size spare. The 2013 Honda Accord comes with the same choice of four and six cylinder engines as the previous model. All engines are mated to automatic transmissions, five-
speed with the four-cylinder and six-speed in the V6. Accord comes with four model options. The VTi, VTiS and VTi-L each get the fourcylinder engine while, as the name indicates, the V6L uses the V6. Honda Accord has a strong emphasis on the safety provided by crash avoidance and/or mitigation features, with many of the items in the Accord normally being seen only in upmarket European cars. These include
radar cruise control, lane keeping assistance and automatic emergency braking. Not all items are standard in every model, so check with your dealer or Honda’s website for details.
