BULLYING at City Hall has yet again emerged as a public issue but early evidence suggests it’s worst at the coalface. Staff complaints have alleged everything from racist name-calling to physical assaults. Certainly, these are serious allegations warranting thorough investigation. But then we trickle all the way up to council and its 13 elected representatives. According to Cr Jock Irvine this week, he and his colleagues share an “intimidating” atmosphere where they contend with “rolled eyes” and “snide remarks”. Some councillors have even been - wait for it - “talked over”. Maybe genteel first-termer Jock should have watched a council meeting before entering the (koala) bear pit.

BRONWYN McGuire was unaware she was performing above and beyond the call of duty. So she was surprised to win the outstanding employee section of the inaugural Geelong Awards for People with a Disability for her work at Shannon Park Industries. “I didn’t think I was doing anything out of the ordinary,” Bronwyn confided. Her training and support officer, Emma Davis, thought otherwise, nominating Bronwyn for her enthusiasm, work ethic and workplace achievements. “I was blown away, I wasn’t expecting it at all,” Bronwyn said. The award has renewed her

zeal to encourage others with a disability to participate in their communities. “People with a disability are being recognised and accepted as part of the community as opposed to being swept under the carpet and hidden away in a hidey hole. We’re not just a wheelchair or whatever the disability is, we’re not aliens and we can contribute, maybe differently to other people, but we still can. “I’ll do anything I can to influence and help greater awareness.“ Other winners were: Ingrid Hindell, volunteering; Phoebe Mitchell, sport and recreation; Thomas Banks, leadership and advocacy; and Cassy Geffke, achievement award.

MP deciphers ‘code’ of WorkSafe review:

Labor’s ‘weasel words’ By JOHN VAN KLAVEREN STATE Government is trying to “weasel out” of its commitment to relocate WorkSafe to Geelong, according to South Barwon Liberal MP Andrew Katos. He said Labor Finance Minister Robin Scott’s announcement of a review of the Transport Accident Commission and WorkSafe to “optimise effectiveness, efficiency and value” was “code” for watering down the commitment. “Having a review is a way to weasel out of the commitment, to save money or only do a partial relocation. “The Andrews Government should come clean with the people of Gee-

long and guarantee the full relocation of WorkSafe. “The Napthine government committed to bringing 550 jobs to Geelong, which the ALP matched. “John Eren and Lisa Neville should ensure that the full relocation of WorkSafe goes ahead. That was the commitment they made to Geelong. “People went to the ballot box on the basis of that pledge.” Mr Katos said the relocation was part of the former government’s efforts to reinvigorate Geelong’s central activities area. The relocation was mooted to inject $50 million a year into the economy and create a trauma, rehabilitation and injury management cluster

with the National Disability Insurance Agency, TAC, Deakin University, St John of God Hospital and Barwon Health. “The relocation of the TAC demonstrated there are many positives to such a move with the impact on the Geelong economy and the flow on effect to other businesses,” Mr Katos said. Community and Public Sector Union Victoria secretary Karen Batt said the review would investigate the relocation’s impact on staff. “It’s welcome because it gives us an opportunity to have input that was being denied to staff and the union previously,” Ms Batt said. “We are able to discuss all func-

tions and how they are going to move which 300 jobs, how we support those that want to go and those who want to stay and finding them work. “There are operational complexities around a regional operational model in the context of the government’s commitment of no redundancies.” Former TAC chief and WorkSafe chairman James MacKenzie has been appointed to conduct the review. Mr Scott said the Government was committed to WorkSafe’s head office relocation. “The review will consider WorkSafe’s relocation to Geelong to ensure that appropriate decisions are made when implementing this change.”

Geelong Craft Brewers secretary Alistair Bain said home brewing was alive and well in Geelong. “The common perception of home-brew is not always positive, and that’s unfortunate,” Mr Bain said. “Craft beer’s not just about cheap alcohol made at home. “The average home brewer can now produce topquality award-winning beers that compare favourably with their favourite commercial craft beers.

“Some of the beers from our members are superb and stand shoulder to shoulder with commercial beers any day of the week. “There’s so much great information available to new and experienced brewers via the internet, books and, of course, clubs such as ours. “Our club provides a friendly, fun and informative atmosphere for keen brewers to share and develop their love of craft beer and home brewing.” Club members produce everything from Bohemian pilsners to Russian imperial stouts and everything in between. They also served as judges and won awards at 2014’s state-wide Vicbrew awards, while president

James Rimmer won last year’s Great Australian Beer Festival home-brew competition. Library opens new chapter in own toy story

State must probe City bully issue

By JOHN VAN KLAVEREN PADDINGTON Toy Library has come a long way since its inception 30 years ago. In fact, many original members might no longer recognise the Grovedale facility as it prepares to christen new purposebuilt rooms. Now the organisation, which has brought joy to thousands of Geelong children over the years, will be based in the recently-completed Grovedale Children’s Hub. Toy library committee member Lydia Whitehand said it would celebrate the anniversary at the grand opening of the new rooms with a party from 1pm on 21 February. Along with cake, balloons, craft, face painting, drinks and lolly bags, the inaugural president would attend, Ms Whitehand said. “We’ve been such a part of the Grovedale community over these last 30 years but would love more families to be aware of the service that we offer to encourage lots of new members.” Paddington Toy Library is one of nine around the region, serving more than 1000 members. The toy libraries aim to provide access to quality toys for all children, with those in disadvantaged situations enjoying the same early learning resources as their peers. The library provides a diverse range including puzzles, games, dress-ups and popular party packs, with kids looking forward to visiting and borrowing new toys each fortnight. GEELONG City Hall cannot be trusted to investigate bullying allegations in its own workplace, according to the Australian Services Union (ASU). State Government should instead oversee a fully independent inquiry into the City’s institutionalised culture of workplace bullying, the ASU’s Billy King told the Independent. “Serious bullying is rife, it’s true, it starts from the officers and goes right through the organisation,” he said. “The impact is massive. In some instances I’ve seen it break up families. “It impacts on spouses, on children, victims feel worthless when they can’t provide for their families, they can’t sleep, some can’t even eat.” Mr King’s call for a state investigation follows reports this week of widespread bullying at City Hall and claims council would launch an independent probe. Mr King said City staff who fell from favour with their superiors were regularly targeted, isolated and victimised. “Officers are cracking down on any people who dare to voice an opinion that’s contrary to theirs. There are plenty of ASU members who have had to seek psychological help. “The bullying is stressful and it re-

ally gets to some people, even reducing grown men to tears.” Mr King said procedures open to staff to redress bullying or harassment complaints were so “drawn out and protracted” they added to the duress facing victims. “The attitude of staff officers is one of denial. They do everything in their power to draw the matter out to stall it and put people under more pressure. “They don’t want to deal with issues and rectify them, they just want to deny, deny, deny, so there’s no problems.” Mr King said council officers had “unlimited resources” and “ratepayers’ money” to defend themselves against claims despite a welter of City Hall policies ostensibly to assist victims of bullying or unfair treatment. Victims often had to draw on their own limited resources, which added further pressure on them, Mr King said. “It can be a real David versus Goliath situation - and we’re only dealing with our members. I’m absolutely sure there’s plenty more.” A spokesperson said City Hall was surprised Mr King had not “voiced his concerns to us directly” but it would be “pleased to have discussions with him”.

$25m pumped into CO2 study AN OTWAYS-based project tackling climate change has received a $25 million federal funding boost, Science Minister Ian Macfarlane has announced. The money will allow the carbon capture and storage (CCS) project to continue its research until 2020, Mr Macfarlane said. The Cooperative Research Centre for Greenhouse Gas Technologies (CO2CRC) was "globally recognised" for its CCS work in the Otways. “We expect to see important techno-

logical improvements to CCS modelling, monitoring and verification as a result,� Mr Macfarlane said. “The end goal is the wide scale deployment of an effective system for capturing carbon dioxide and storing it safely underground. “Given Australia’s reliance on coalfired electricity and our abundance of fossil fuels, funding this scientific research into CCS is a sensible investment in the nation’s future. “Australia has world-leading CCS

projects underway as well as developing new processes for converting coal mine methane to energy.� CO2CRC chief Tania Constable said supporting CCS was an essential component in a portfolio of technologies to tackle climate change. “The wide-scale deployment of CCS is critical to reduce carbon emissions as quickly and cost effectively as possible,� Ms Constable said. “This funding will allow CO2CRC to embark on a new program of research to

improve CCS technologies. “In particular, the intention is to lower the costs of developing and monitoring carbon dioxide (CO2) storage sites and build community confidence in geological storage of CO2 as a safe, permanent option for cutting emissions from fossil fuels.� During the past 10 years the Otway project had injected and stored more than 60,000 tonnes of CO2 in a depleted gas reservoir deep underground, Ms Constable said.

“The new funding acknowledges the project’s significant contribution to advancing CCS technologies internationally as well as the important ongoing role it will play in overcoming the climate change challenge.� Ms Constable said cash and in-kind contributions from CO2CRC members would match the federal funding, including $10 million from the Australian coal industry’s Coal21 Fund and a $5 million Victorian Government grant announced last September.

Ballarat Rd, the Bellarine Hwy, Portarlington Rd, the Princes Hwy at Waurn Ponds, and Bacchus Marsh Rd were unkempt and a potential fire risk, Cr Ansett said. But council maintenance was keeping the roads' flanking nature strips tidy, he said. “VicRoads used to pay the city a fee because we would maintain the strips but then they took it away and the maintenance fell away,� Cr Ansett told the Independent. “Where we'll mow the road verge six or seven times a year, depending on growth, they’re doing it just according to a schedule and it’s dangerous. “In Bacchus Marsh Rd the weeds are two feet high. It’s the same in Cox Rd. “The City is trying to maintain the flanks and we do it quite well, also with garden beds where we’ve tried to beautify the area, but VicRoads is letting us down.� VicRoads' William Tieppo said median strips and roadsides were inspected and mowed on a scheduled basis. “This year we have experienced sig-

AMBULANCE Victoria has recorded 17 incidents of children left in cars across the Barwon South West region since the start of the year, new research has revealed. The figures were released ahead of hot weather forecast for this weekend. The research surveyed 1000 Victorian parents, finding that one in three admitted leaving children alone in vehicles amid high temperatures, mostly to buy from convenience stores or takeaway food outlets. Forty-four per cent believed it was reasonable to leave children in parked cars when temperatures was between 25C and 30C. Families and Children Minister Jenny Mikakos said parents were continuing to put their children’s lives at risk. “I don’t know how we can make it any clearer: leaving a child in a parked car in hot weather can be fatal.“ Ambulance Victoria said temperatures inside cars increased as soon as doors closed and could double within minutes. Adults leaving children unattended in hot cars face increased fines of $3690 and/or six months jail.

Water only for childen in Geelong By NOEL MURPHY BARWON Health has defended a new ‘water-only’ program to cut sweet drinks in schools despite selling sugary soft drinks within its own facilities. The fledgling scheme, enacted with Barwon Water, discourages students from bringing sweet drinks to school and schools from offering them through canteens or lunch orders. The scheme encourages school children to choose water over highsugar drinks. Barwon Health provides high-sugar drinks to staff and visitors from its own vending machines and canteens. But it would remove large soft drink sizes in line with a health department initiative, a spokesperson said. “We continue to work toward ensuring a range of healthy foods and drinks are available in our food outlets and vending machines, and reducing the availability of unhealthy food. “Our Healthy Eating Workforce strategy has included colour labels recently being introduced to help staff and visitors to easily identify healthier food and drinks. The traffic-light system, which categorises foods into green, amber and red groups, is part of the Healthy Choices strategy developed by the Department of Health. “The strategy also includes the removal of large soft drink sizes in vending machines and canteens and

an update to internal catering to encourage staff to order more green food options.” Barwon Water said it did not have an official water-only policy but provided water and reusable drink bottles to staff and visitors. “Barwon Water supports the Barwon Health program and believes it is important to instill healthy behaviours at an early age,” a spokesman said. “The corporation has been providing free drink bottles to students beginning prep for almost 20 years to help educate them about the importance of staying hydrated.” The joint water-only school program so far includes seven schools: Ceres Primary, East Geelong Primary, Geelong Baptist College, Herne Hill Primary, Highton Primary, Nelson Park and Oberon Primary. Barwon Health said the project complemented initiatives such as the Healthy Together Schools Achievement Program, and schools-based community programs such as Bellarine Community Health’s Port Produce initiative. “Our data shows that 96 per cent of local primary school students only drink water at school anyway, so this is not a big change but just helps that last four per cent,” said Barwon Health’s health promotion officer, Susan Parker, who initiated the program and hoped to see it implemented across the region.

FOOD obsession now has its own TV show, says Kate McLennan. The Geelong comedian is partnering with Kate McCartney to premiere a new web series, The Katering Show. The show features McLennan and McCartney as a kitchen-based odd couple, the former a dedicated foodie and the latter suffering numerous food allergies and intolerances. McLennan said the pair would explore trends such as ethical eating, food trucks and taking photos of meals to share on social media. Together they planned to take the mickey out of foodie culture. “I’ve always been obsessed with food since I was a kid, while she [McCartney] uses food as fuel,” McLennan said. The pair had ventured onscreen to fresh-food markets and cooked with a range of unfamiliar fresh ingredients such as kangaroo, she explained. They had also had fun reviewing alcohol and cooking products while still shedding light on the impact of food allergies and intolerances, although McLennan admitted forgetting about them “most of the time” when cooking. The pair hoped to create a comedy show for people who loved cooking and TV shows like My Kitchen Rules. “People are so much more obsessed with food than what they were 10 years ago,” McLennan observed. She said the series would premier on You Tube’s Lead Balloon TV on Wednesday.

Sporting Motor Cycle Club (SMCC) secretary Peter Ovens said members recognised the difficulties in finding a single solution to the needs of the two dirt bike clubs. Geelong’s council is investigating a potential site at Avalon after planning and court actions resulted in Barrabool’s Mc-

Mr Ovens said space limitations meant only one club could satisfactorily use the Avalon site. “What happened at McAdam Park has torn our sport apart. For nearly 50 years our club had a good relationship going with the local community. “Our clubs are now desperate to find solutions for local recreational riders.� Mr Ovens said council officers’ ear-

IT’S A BIT like stepping inside a time machine listening to drummer Les Oldman’s latest musical collaboration. In the nicest way, of course, because retro’s all the rage and prog rock is no exception. The thing about it, and probably the reason there’s not more of it about, is that it’s damn hard to play. Fortunately for Oldman and his confreres, they’re old hands in the music game. The age of progressive rock was the early 1970s and the influences on Oldman’s crew – Trio Manipulato – are express from the era: Emerson, Lake and Palmer, Yes, Chick Corea, Led Zeppelin, Deep Purple, King Crimson, Pink Floyd... But that’s not the half of it. Jazz from the ’80s fusion of George Benson through to latter-day exponents like Nik Bartsch, Erik Truffraz and The Neck are all in there too, making for some trippy jazz-rock journeys. But yet another dimension colours the original songs of Trio Manipulato – written by Oldman with bandmates Zoran Bilogrevic on guitar and Gary Quick on keyboards – and that’s classical music.

Oldman is a teacher at Geelong’s Kardinia International School, as is Bilogrevic. “We’re a brand new band doing a rare style of music,� Oldman said. “We started off eight or nine months ago, trying to be a straightup jazz group, but we were already writing and jamming on ambient soundscaping, which is kind of movie tracks, those kinds of sounds. “Zoran’s a bit of a headbanger with Satriani and Gary’s big with ELP sounds and horn sections, so you get a combination of those things. “I’m a groove-based player, so I tone it down a bit so it’s not all smash and crash but we do have drum solos as well as keyboards solos, “You’re not afraid to be soft, maybe just one instrument giving a dark mood, but then add colours and mood. All of us being teachers, we all think we know more than we do and we take few risks but we thought, ‘Why waste time with standards when we can do what we want to do’.�

What made it seem cool was the lack of extremely hot days - only four exceeded 30C, compared to the January average of six, and no heat waves or days over 40C were recorded. The maximum was 39.8C on 2 January. Additional cloud cover due to the moist tropical air of 13 to 16 January also kept temperatures down. The bottom line is that it was Geelong’s 32nd warmest Jan-

uary and 80th coolest since 1903 – no records here! January featured two severe storms, the first at Torquay on the third day of the month when vicious wind caused structural and tree damage. This could have been due to a ‘gustnado’, which is a damaging straight line wind but without the tornado-type circulation. The second storm was at Ceres on 7 January when 42mm of rain was recorded in one hour on Gully Rd, causing severe erosion and some flash flooding. Three thunder days were recorded in Geelong for the month, each of which included at least 8mm of rain. A funnel cloud was observed at Ocean Grove on 24 January but did not appear to have touched down. Only one day recorded a strong wind gust over 60km/h, with 76km/h at Breakwater on 3 January.

JANUARY brought excellent rain totals to the region, up to 200 per cent above the monthly average at various locations. Breakwater received 51.6mm and the urban Geelong area generally totalled around 60mm. The latest 30-year Geelong average for January is 39.3mm. The major reason for the soaking was day-long rain of around 30mm to 9am on 14 January, the result of a tropical system that extended heavy rain bands coinciding with a strong cold front passing over most of the state. Rain fell on eight days of the month in Geelong, mainly in the first two weeks. As a consequence, the region’s water catchments finished January at a healthy 69 per cent of capacity. Despite a lot of talk about an apparently cool January, the daily average maximums were 25.1C, compared to the latest 30-year average of 25C. The minimums

Letters Service the answer I READ with interest Vince Albanese’s letter in last week’s Geelong Independent. While Mr Albanese might have had some valid points, they were not all the reasons why people don’t shop in Belmont. Bad service is one. I recently visited a Belmont store for over five minutes as the only customer without a greeting or offer of help while the staff stood at the counter chatting. It was not the only time this had happened. Another time I left a Belmont shop because of staff’s foul language. Poor opening hours are another problem. I tried to go shopping on Australia Day but most Belmont traders were closed, so my family and I shopped elsewhere. Friday and Saturday nights trading are also a problem. Belmont traders are mostly closed by 6pm Fridays and on Saturday afternoons. Try getting a cup of coffee in Belmont or brekky on Sunday mornings – it’s almost impossible, not to mention the closed shops. Compare this to Pakington St, which is thriving on Sunday mornings and where most shops open after 10am. With most people working during the week, we need shops open when we are able to shop. My suggestion is for Belmont traders to stop blaming everyone else for their problems and to concentrate on good customer service and hours that suit customers. I recently changed dry cleaners to one in High St because of his excellent customer service, friendly manner and willingness to be open when I needed. Brian Kenneally Belmont

The loss of revenue on a Saturday is more than compensated by the weekday charge of $2.50 an hour per meter, an increase of 50 centre on the original $2 an hour per meter. Councillor condemned for buses ‘dummy spit’ CR STRETCH Kontelj’s major dummy spit at council’s last meeting regarding his lastminute motion on proposed bus route changes did him no credit (Independent, 30 January). No notice of the motion had been received prior to the meeting and many of the councillors voted that it not be discussed at the meeting. The route changes to which he referred were proposed under Cr Kontelj’s colleagues in the previous Liberal government. How relevant was it for him to then accuse fellow councillors, who had voted against the motion, of payback for him not

supporting another councillor’s bid for the position of deputy mayor? Did Cr Kontelj have another agenda, perhaps to do with the state election? It appears to me the duty of councillors is to deal with council business to the best of their ability and for the benefit of ratepayers, not to indulge in petty politics. Matters of great importance, such as bus routes, should not be handled in a hasty and ill-considered fashion such as that initiated by Cr Kontelj. Ellen Csar Newtown

Bay claims melts away I WAS amused to read Dr Ray Black’s reference to Corio Bay levels (Independent, 23 January). Dr Albert Boretti and I have completed papers showing that ocean levels will not accelerate as nominated by the International Panel of Climate Changes and other important figures. Corio Bay will only rise about 23.6cm by 2100 if all goes according to our viewing of records. The natural rise of the Australian tectonic plate has not been calculated into this value, which might be just

EXCITED: Geelong’s Luke Biscan will appear with a host of other local acts on the Sunday of Motor City Music Festival in March.

Local Luke set for festival gig By JENA MARINO GEELONG singer/songwriter Luke Biscan is geared up to perform at this year’s Motor City Music Festival. The 26-year-old said he was preparing to show off the “weird and wonderful songs” from his forthcoming debut EP. Motor City would be the first public performance of some of the songs. “It’ll be great,” Biscan enthused. The EP, Motion Pictures, would feature songs in styles from acoustic to “cinematic rock”, he said. Biscan, who moved from

Bristol, UK, to Geelong just two years ago, described his music as heavily influenced by his new life in “the land of milk and honey.” “Sometimes you just need to clear the air with new scenery. I don’t think half of the material would have come if I didn’t move here.” Often performing in Geelong and Ocean Grove, Biscan said he surrounded himself in the pub scene, where he learnt about the history and culture of Aussie rock music – another prominent influence on his music. He hoped to change his usual up-tempo set to present his soft and intimate side at Motor City. “This will be a pretty great

introduction,” Biscan said. “It’s nice when people are welcoming to something you’ve written.” Biscan said he planned to enhance his public profile during a tour of Australia following the release of Motion Pictures in autumn. Biscan will perform as part of a Live & Local program on the Sunday of Motor City on the Labour Day long weekend in March. Other Live & Local acts are The Tiny Giants, The Stackshots, Famous Will, Revolution, Grasshopper, Brooklyn Blue, Underground, Flawed Peace, Cooper Lower, Fenn Wilson, Jack Wright and Tex Miller.

MORE than 50 local and interstate exhibitors will showcase their glass art work at a fifth annual Glass Expo in Drysdale next week. Part of the town’s Festival of Glass, the free event will offer opportunities to inspect displays and watch demonstrations of glass-working techniques. Organisers said the expo would also feature a silent auction of glass art, for which volunteers had donated numerous pieces. Short films during the day would provide more information on making glass art. The organisers said the 2015 festival would also include a series of workshops suitable for all ages and standards, from beginner to advanced. The workshops would cover kiln-forming, framework, hand-decorating and glass bead weaving. Sydney based glass artist Mark Elliott would conduct a “glass master classes” as part of the event, the organisers said. The Glass Expo will be at Christian College’s Bellarine campus, 40 Collins St, on 15 February. Admission is free.

Market Square is a proud supporter of Geelong Food Relief Centre (GFRC) during February. The GFRC helps families experiencing financial

difficulties in the Geelong region. The families are supplied with food vouchers redeemable at GFRC’s mini-mart, in Freedman St, North Geelong, explains food relief centre chair Lillian van Laar. “Our mini-mart is the major supplier of emergency food in Geelong, servicing the needs of over 40 welfare organisations and schools” she says. “In 2014 more than 9000 families used the centre, equating to over 35,000 adults and children.” Customers can drop non-perishable food items into Market Square centre management during February. One of my best moments was treating a 12-year-old girl who was struggling at school because of poor vision due to congenital cataracts even with the use of thick glasses. Now 10 years later, she still has 20/20 vision without glasses. That inspires me. “Seeing my patients’ bright smiles after surgery, as they stop squinting and can read without glasses, is definitely the best part of my job.” No referral is needed and no out-of-pocket expenses are incurred for an assessment to enable all options available to be considered.

At the risk of sounding like a broken record, Lake Bullen Merri continued producing some of the best freshwater fishing around. The Chinook salmon, now an average size of 2kg, respond well to lure or bait. The odd rainbow trout pushing 2kg has been a welcomed by-catch for anglers targeting the salmon. Geelong’s Newman joins legend Bertrand in victory By JOHN VAN KLAVEREN GEELONG sailor Jake Newman has won a 2015 Etchells Australian Championship while crewing on a boat skippered by national sailing legend John Bertrand. Bertrand, Newman and third crewmember, former St Kilda AFL player

Bill Browne, sailing Triad, won the championship in Adelaide in a comefrom-behind victory. Triad was third coming into the final race of the series but came home with a wet sail to claim the trophy. After the win Bertrand, who skippered Australia II to its 1983 America’s Cup victory, paid tribute to his crew.

“To win, you do need the help of others. Jake Newman is very talented and underrated,” Betrand said. “He’s good at seeing wind on water and possesses a wonderful feel for boat speed. He’s a younger version of (Olympic gold medallist) Tom Slingsby.

“Billy Browne and I go back to the 1992 Etchells World Championship. We have sailed a lot together. He’s super competitive.” Bertrand said Triad’s next outing would be in Geelong in March for the Victorian title, again crewed by Newman and Browne.
