MY father-in-law was once seeking a property manager to best manage his investment house, and his approach was something I have never forgotten. His method was to personally visit every agency in town as if he was looking for somewhere to live. After being shrugged-off with a photocopied list of rentals on several occasions, he finally found ‘the one’. Walking into a local agency, he asked the
usual questions. But instead of receiving a dull response, this property manager was far more attentive - asking him what his rental history was; did he have references readily available; how long a lease was he seeking and in what area - among other things. He told her immediately she was hired. Which of course caused a little confusion, but he explained to her, after he had ‘interviewed’ a long list of uninterested candidates, she was the only one who showed interest on behalf of the property owners, without alienating the renter. He knew his property would be in safe hands. When it comes to managing an investment property, be sure it is in the best hands. Essentially, a property investment
is a business, which needs industry-savvy people to help run it, which is why hiring a professional is something I highly recommend. In any successful partnership, communication is key. Ensure the potential manager has a range of options available, including post, phone, email or internet to keep open lines of contact between the property owner and tenant. It is also important to talk to your property manager about property maintenance. With rising rents, tenants are increasingly particular about properties’ condition and are reluctant to pay top dollar for homes that have seen better days.
Keeping up appearances with a fresh coat of paint as required, attending to any necessary repairs or even installing air-conditioning or a dishwasher will help achieve top rental price and a house-proud tenant. To attain the best price and returns, it is essential to keep abreast of the rental market. Ask the property manager if they conduct regular rental reviews. Often, increasing your rent in line with the market, the divide between rising monthly mortgage repayments and the contribution a tenant makes each month decreases. Ensure you have access to an educated perspective, someone who knows if the price is fair, to avoid alienating a good tenant.

The latest report from the Planning and Infrastructure Department, presented to the Planning and Organisation Committee on 31 March, showed 44 applications for building or renovations had been lodged with Noosa Council’s Planning and Infrastructure Department since 1 October 2014, of which 31 were approved with conditions. The data is a dramatic increase when compared to the previous quarter where only 22 per cent of applications were approved with conditions. Building and Plumbing officer Rob Wibrow said the tighter conditions on approvals was due to a “more consistent approach” to processing applications. “(The increase) is a reflection on new processes. up new templates with new ways to assess things,” he said. “This is a more refined approach to the Noosa Plan, making sure development stays consistent with the planning scheme. It’s about being more cautious with our conditions.” Mr Wilbrow said the increase of conditions on application approvals was designed to stop the “creep”. “The bulk of applications are for carports, so we’re making sure people are not adding to them,” he said. “Basically it’s to stop the ‘add ons’. We’re not allowing for any creep and you must abide by these conditions.” According to the report, the conditionally approved applications would “require advice and monitoring to ensure particular outcomes of the planning scheme are met.” In the past six months since 1 July, Noosa Council has received 90 applications, of which 41 were conditionally approved, 34 were approved without conditions, and two approvals were refused.

Time to give the grant back
REIQ is calling for the reinstatement of first home owner grants for existing housing.
THE Real Estate Institute of Queensland (REIQ) has renewed its call for the reinstatement of first home owner grants for existing housing.
“We believe it was a shortsighted move to restrict first home owner grants to new home purchases, but there’s a real opportunity now to put that right.
“It would also greatly assist Queensland’s residential housing recovery and help thousands of extra Queenslanders to realise their dream of home ownership.”
REIQ CEO Antonia Mercorella said strengthening first home owner incentives should be towards the top of the political agenda for the Palaszczuk Government in 2015.
“We’ve already held some very positive discussions with Treasurer Curtis Pitt on this issue and we’ll continue to make the case for this important economic reform.
Ms Mercorella said there was no sound basis for the preferential treatment which currently exists for purchasers of newly-built properties.
“This is an important issue out there in the community, with so many Queenslanders wanting to see first home owner grants made available to buyers of all property types,” she said.
“Reinstating the full spectrum of first home owner incentives would unlock millions of dollars in investment, delivering an important boost to the Queensland economy.
“There needs to be a level playing field for all first home buyers in Queensland,” she said. “When grants for existing housing were abolished in 2012 first home owner rates experienced
a marked decline, but this could be reversed with the reinstatement of a more even-handed scheme. “The current two-tiered system favouring one class of homebuyer over another has simply resulted in thousands of Queenslanders being locked out of the residential real estate market. “We acknowledge there is a need to create more housing supply, but first home owners shouldn’t be limited in their choice as they are under the current system.”
