Housing values outstrip rising debt ON the back of low mortgage rates and rising home values the level of household and housing debt is continuing to increase, according to CoreLogic RP Data senior research analyst Cameron Kusher. Each quarter, following the release of the finance and wealth national accounts by the Australian Bureau of Statistics (ABS), the Reserve Bank publishes its household finance ratios, Mr Kusher said. “These updated ratios for March 2015 were released at the end of last week and provide an important measurement around the extent to which households are leveraged,” he said. “The ratio of household debt to disposable income is recorded at 155.9 per cent, which is a record high. Furthermore the ratio has increased by 2.7 per cent over the past year; its greatest annual increase since the 12 months to June 2010.” Mr Kusher said the level of debt had been relatively flat for a number of years however, it started to climb once again following a low point in the June 2012 quarter and has since increased from 145.4 per cent to 155.9 per cent.

“The increase in the ratio coincided with the returning growth in home values across the capital cities,” he said. But it’s not all bad news as Mr Kusher said although household and housing debt had increased, so too had the value of these assets, which increased at a faster pace than the accumulated debt. “As at March 2015, the ratio of housing assets to disposable income was 447.4 per cent, the highest it’s been since September 2010,” he said. “Similarly, the ratio of financial assets to disposable income was recorded at 356.4 per cent, its highest level on record.” “While the level of debt is rising, the gearing of this debt continues to fall due to the rise in the value of these assets. The likely reason for the fall is the combination of low interest rates resulting in a more rapid repayment of debt and the growth in home values. The high household savings ratio is also a contributing factor, with many households focused on drilling down their debt levels while interest rates remain low and certainty around economic conditions is volatile.”

Mr Kusher said the RBA is likely to be concerned with the ongoing rise in overall household and housing debt even though the concern would be somewhat tempered by the fact that the value of the assets households own were also rising and the overall level of gearing was trending lower. “It’s important to remember when looking at this data it is a national snapshot and ratios across individual regions may be very different,” he said. “Obviously Sydney is seeing very strong growth in home values yet people are taking on more debt to enter the market. On the other hand, many capital cities have seen very little increase in the value of their housing assets over recent years. “Of course people who have recently taken out a mortgage are likely to have a significantly higher level of gearing than those that have been paying off a mortgage for a number of years. This is important to remember particularly in the case of a downturn in the housing market, the potential arising problems in a downturn are unlikely to be geographically uniform.”

Historically, curtains were used for privacy, warmth, soundproofing and light control and all of these reasons are still valid. About 20 years ago, curtains suddenly fell from favour with the (rejuvenated) generation of timber shutters, roller blinds and roman blinds. It was considered tres ordinaire to have curtains, which was a pity, because curtains can completely transform a room, adding warmth and texture. Luckily, curtains are back in fashion and some of the fabrics that are available today are mindblowingly fabulous for curtaining. The United States popularised timber shutters, which were used for thousands of years in the Far East, and Western countries and Australia soon took to them like ducks to water. Most shutters

were exorbitantly expensive, being made in Australia using timbers such as western red cedar and fruitwoods. Following on from these, plastic or vinyl shutters were then available for exterior use, instead of timber, which required maintenance. China reared its industrial head and there are now many, many manufacturing industries, including shutter making, that have closed or moved their operations offshore. They now manufacture in China or other parts of Asia and ship back to Australia at lower prices. Roller blinds, venetian blinds and roman blinds are a perennial favourite for many different applications. The major leap forward with these is remote control electric operation, which dispenses with the clumsy tangle of cords or chains that used to be the norm with blinds. A question often debated is what is better - curtains or blinds. The answer is - it depends. The decision making relies on

Shutters also need room to be openable (blades) without snagging window/door frames and need to be either folding or sliding, both of which can take up considerable space that needs to be considered. Roller blinds are wonderful when you don’t want to even acknowledge that you have window treatments when not in use. They tuck up neatly into a small roller which can be easily hidden altogether by either a pelmet or recess into the ceiling. Add the motor to this and there is a completely invisible, highly

efficient window covering. Roman blinds are nice when a decorative heading is desired, as all roman blinds have a pelmet effect of at least 300mm. Venetian blinds are great for when privacy is needed, without compromising the amount of light into the room, as the blades can be tilted to avert visibility. Whatever the right choice is, consider having some window treatments. The effect of covering windows is wonderful, especially on a dark, cool night when a room can be completely transformed by the choice of window dressing.
