Drugs murder link By CAM LUCADOU-WELLS

1170560-ACM06-15

POLICE believe a drug-cultivation ring could be linked to the murder of a 25-year-old father and taxi driver in Police Paddocks Reserve 22 years ago. Cold Case Homicide Squad detectives believe they’re close to solving who and why Emanuel Sapountzakis, 25, of Clayton, was killed soon after collecting a passenger in Boronia about 2am on 2 March, 1993. Mr Sapountzakis was seen driving his Ford Falcon taxi with a male front seat passenger south on Stud Road in Dandenong. The cab then pulled into Police Paddocks Reserve, where he was shot several times. About 8am that morning, Mr Sapountzakis’s body was found by a woman walking her dog. His taxi was found shortly after abandoned on Mountain Highway, Boronia. A post-mortem coronial investigation found Mr Sapountzakis’s killing was most likely a random robbery “turned violent”. However cold case detectives, after recent “credible” information and the retrieval of a DNA sample, now believe several people were involved in a targeted killing of Mr Sapountzakis, most likely for “financial retribution”. Detective Senior Sergeant Boris Buick said further new information had been called into Crime Stoppers since a public appeal for information on 26 August. Some new details included a witness sighting of a maroon Nissan Skyline with partial registration DSD. Det Sen Sgt Buick said investigators had learnt Mr Sapountzakis was mixing with a criminal group trafficking and cultivating amphetamines and cannabis. “We believe there was a dispute among a group of hardened criminals, and that he was killed by or under-the-

order of people in this group. “There’s no doubt there were people on the periphery of that circle who would know about this - we’d ask them to come forward.” He said that with further information, police hoped to find an exact match for the DNA sample. The Journal stated at the time that police found two 12-gauge cartridges near Mr Sapountzakis’s body, found in bush at the end of Greenbank Avenue. “Police believe Mr Sapountzakis

was made to stand with his hands behind his head before being shot twice at close range with a shotgun, once in the head and in the lower back,” the Journal reported. Police at the time said about $800 in American currency was stolen from the victim - who had been saving for a trip to Brazil with his wife to see his parents. His daughter was 21 months old at the time. Investigators had kept in close contact with Mr Sapountzakis’s family, including his 24-year-old

daughter and his overseas brother and sister. “They have been encouraging us to resolve what happened to their brother, husband and father,” Det Sen Sgt Buick said. A $50,000 reward for information issued in the 1990s is still in place. Police were making an application for a renewed reward, Det Sen Sgt Buick said. Call Crime Stoppers on 1800 333 000 or visit crimestoppersvic.com.au.

Mustang arrest By CAM LUCADOU-WELLS A DANDENONG man has been charged with handling a stolen $100,000 Ford Mustang days after receiving a suspended jail sentence. Lirim Salievski, 37, applied for bail at Dandenong Magistrates’ Court on 24 August after police linked him to a Shelby Mustang recovered from a Dandenong unit’s garage on 12 May. He and a co-accused as well as the vehicle keys were allegedly found by police inside a nearby unit at the time. Salievski, who was unemployed at the time, was allegedly in possession of a bumbag containing instructions and tools for removing number plates from a Mustang. Two such US-imported Mustangs were stolen during an alleged ram raid of a Springvale car seller four days earlier. The other vehicle is yet to be found, according to a police remand summary tendered to the court. On a mobile phone allegedly re-

turned to Salievski in front of police was video footage of two unidentified males inside the missing Mustang as it was being driven. Defence lawyer Huw Roberts said his client’s phone had been in the possession of another person on 28 April up to when it was seized by police on 12 May. On 5 May, Salievski received a two year and three month jail sentence, wholly suspended for three years at the County Court for false imprisonment and perverting the course of justice. According to the summary tendered in court, Salievski had prior convictions for theft of cars, aggravated burglaries, trafficking ice, perjury, blackmail, armed robberies and weapons offences. He had been convicted 11 times for failing to answer bail, most recently in 2008. Magistrate Jack Vandersteen said the applicant was a heightened flight risk, given the “substantial suspended sentence on his head”. “I wouldn’t want to be in front of

a County Court judge (for offending) within seven days of a suspended sentence.” Police informant Det Sen Const Sally Spalding raised doubts over whether Salievski had been staying with his Dandenong-based father as required under his bail conditions at the time. He had been bailed over prohibited weapon charges, driving while suspended and failing to display P-plates in November, and also on summons for two other incidents last year. The applicant had also been serving an eight-month community corrections order since December. Mr Roberts said his client had shown no intention to flee and had surrendered his passport. “By itself, it’s somewhat speculative to say he wasn’t residing at his (father’s address).” The father had provided surety for his son’s bail in the past, Mr Roberts told the court. Salievski was remanded in custody to appear on 3 September.

Just watch as these ladies grow ISOLATED women can now get their hands dirty at Wellsprings for Women. State Trustees provided a grant to the Dandenong nonprofit organisation to install garden beds for a Garden Well-being Project. Up to 200 women gather at the Langhorne Street centre each week for social connection and education, and often live in cramped conditions without access to outdoor space.

“It will also become a tool to break the social isolation of home visitation participants who do not yet feel ready to enter an education program at Wellsprings due to complex life issues,” a State Trustees spokesman said. Students and teachers from St John’s Regional College in Dandenong on Tuesday 25 and Wednesday 26 August planted and mulched the new area, which features raised garden beds.

State Trustees employees can opt to donate to the company’s Whole-hearted Giving Program with each fortnightly pay. “Organisations such as Wellsprings for Women make a real difference and provide practical assistance to people in times of need,” the State Trustees spokesman said. Wellsprings manager, Veronica Hassett, said many women who came through

her doors were new to Australia. “If they don’t connect, they’re going to isolate themselves,” she said. “Wellsprings provides them the place to gather and then we gradually connect them to forums and programs and special events.” Wellsprings provides one on one support to new arrivals, runs a Home Visitation Program and English classes, and much more.

Death was avoidable A CORONER has found the death of a Dandenong man - who took his own life after leaving a psychiatric ward without supervision - could have been prevented. In her findings released on Friday 28 August, Coroner Audrey Jamieson said it could be “proved to a reasonable satisfaction” that the November 2011 death of Moufid Sawan, 61, could have been avoided. Mr Sawan had a “long history of severe psychiatric illness” and was an involuntary patient at the psychiatric unit at Monash Medical Centre in Clayton at the time of his death. Mr Sawan left the psychiatric inpatient unit at Monash Medical Centre on unaccompanied leave. He committed suicide the same day. Coroner Jamieson made no recommendations in her report, saying she was “satisfied on the evidence that Monash Health has responded to the identified shortcomings in its care of Mr Sawan and implemented restorative and preventative measures”. A Monash Health review panel investigated the incident and has since implemented several of its own recommendations, including developing a process for ensuring documented clinical information was readily accessible to all staff, ensuring information from all relevant sources was included in risk assessments and medical record, a review of Monash Health’s ‘leave of absence’ procedure to ensure leave was reviewed in conjunction with a client’s most recent risk assessment and their level of nursing care. “I acknowledge the difficulty for health clinicians to manage and treat individuals with a mental illness,” Coroner Jamieson said. “Communication of information obtained about patients to other clinicians is the most effective tool in the development of the skill of analysing and assessing risks that may be attached to the information.”

THE Dandy Pig tipping his top hat used to welcome traffic to Dandenong from Gippsland. Now the neon sign will make its mark around the country. The Gippsland Co-operative Bacon Curing Company relic will feature in a new Australia Post stamp issue celebrating three heritage-listed iconic signs from Australia’s neon advertising golden age. The Dandy Pig was first erected in the 1950s and doffed his top hat until the Lonsdale Street factory - known locally as Dandy Bacon - closed in 1983. It was in 1983 placed atop the Dandenong Market, before the site’s redevelopment saw it stored and restored. The City of Greater Dandenong officially reinstated the Dandy Pig at the Dandenong Market in August 2013 to acknowledge the sign’s social, cultural and historical significance. From 1 September the pig will appear on a $1.40 stamp. The Skipping Girl Vinegar sign in Abbotsford will feature on a 70 cent stamp, as will the Pink Poodle from Surfers Paradise in Queensland. Australia Post philatelic manager Michael Zsolt said the signs had been preserved for future generations to enjoy.

Four charged over violent robbery A MAN has suffered a fractured eye socket in a violent Dandenong robbery. Greater Dandenong CIU Detective Senior Constable Tony Lavars said the 39-yearold victim was walking along Lonsdale Street about 2.45am on 21 August when four men of African appearance approached him from behind. He turned around when one

of the attackers called out and received a punch to the face that knocked him to the ground. Det Sen Const Lavars said the men punched and kicked the victim, searched his pockets and removed his wallet and jewellery. He said police arrested the men in Scott Street a short time later, trying to leave the area in a taxi.

The victim received a fractured eye socket, grazes and lacerations to his face and arms. An 18-year-old Mulgrave man, a 22-year-old Frankston man and two men from Cairnlea, aged 27 and 22, will answer charges of robbery, affray and recklessly causing serious injury. 1187118-KC24-15

Left out in cold By CAM LUCADOU-WELLS A “FRUSTRATED” head of a voluntary asylum-seeker help group has called for Greater Dandenong Council to inject more “practical funding” into the cause. In recent years, Greater Dandenong Council has established an advisory group and an action plan focused on asylum seekers and refugees. The council has also led a joint push by 20 Victorian councils for more federal funding for asylum seeker services and co-ordination. But Friends of Refugees chief executive Sri Samy said after two years of talks with the council, it had yet to create a centralised body to co-ordinate the plethora of volunteers and groups helping hundreds of asylum seekers in the community. “They say they don’t have the money with rates-capping and things. “They just do the symbolic things. They design an action plan and beautiful flags but what have they done for asylum seekers who are actually living there. “We have so many meetings but they’re wasting my time.” Ms Samy said despite the council’s advocacy to the Federal Government, she held little hope of more federal support to help house, feed, teach and clothe the families. “The Federal Government just handballs it. “They just want these people to go back (to their homelands) in frustration.” Over the past few years, the need has been enormous in Melbourne’s south-east. As of December, there were more than 1600 asylum seekers on bridging visas and another 2000 in surrounding suburbs. Without any form of government

Sri Samy is calling for more funding to help asylum seekers in Greater Picture: STEWART CHAMBERS Dandenong. 139395 funding, Friends of Refugees collects bikes for children at Christmas, set up a men’s woodwork shop, women’s support groups, English and work skills classes, children’s homework tuition and pitched in with food, beds, fridges and other necessities. Ms Samy said she was frustrated the ‘professionals’ such as government-funded agencies and the three tiers of government can’t do or spend more. It’s a system that “doesn’t care enough”. Employed people from funded agencies help only 9-5 and within their budgets, she said. They often refer clients to Friends of Refugees for a chop-out. Greater Dandenong community services director Mark Doubleday

said the council worked with many local agencies and groups to encourage co-operation and co-ordination of asylum-seeker services. Eligible not-for-profit groups were also able to seek council funding through its community support grants program, he said. Mr Doubleday said the action plan had led to raising the profile of asylum-seeker needs, positive messages of welcome, forums and celebrations, language classes and conversation circles, volunteering programs for asylum seekers, work skills programs and sporting activities. “Over the next 12 months, implementation of the (action plan) continues with priorities to improve education, employment and social opportunities for asylum seekers and refugees in Greater Dandenong.”

Woman bitten in abduction and assault A WOMAN received bite marks to her face during an abduction from a Springvale laundromat. Greater Dandenong CIU detectives are appealing for witnesses to the incident at Athol and Springvale roads in Springvale South, about 6pm, on Saturday 22 August. Detective Senior Constable Jamie Cummings said a man entered the laundromat, dragged the victim - aged in her twenties - to a waiting car outside and forced her inside. She tried unsuccessfully to escape and her kidnapper drove her to a nearby park where she was further assaulted. She was later released from the car. Det Sen Const Cummings said the victim had bite marks on her cheek and lips and red marks on her neck. He said this was not a random attack and the parties were known to each other. The offender is described as being of Asian descent and aged in his mid-thirties. Det Sen Const Cummings urged any witnesses to call Crime Stoppers on 1800 333 000.

Each step was an adventure at age three JACK JOHNSON IS THE AUTHOR OF WHEN THE CLOCK STRIKES, A FASCINATING ACCOUNT OF GROWING UP IN DANDENONG, HIS YEARS TENDING TO THE CITY’S PIPES AND DRAINS AS A PLUMBER AND BRINGING UP A FAMILY WITH WIFE FRANCES IN THEIR BELOVED HOME IN MACPHERSON STREET. IN 1932, as a three-year-old boy, I remember Dandenong as a country town in the middle of the Great Depression. With the Police Paddocks and Dandenong Ranges to its north, and to its east, the Princes Highway, this quiet little market town was transformed every Tuesday, on market day, into a hive of activity when people from miles around came to town. The central township was completely surrounded by farmland, with large paddocks still within the heart of Dandenong and its business district. Minor streets were gravel strips with no gutters or footpaths. Many streets were unmade paddocks, defined only as streets by post-and-rail or wire fences.

Others, known only by a few, were still lines on a survey map. The first home my parents had on coming to Dandenong in about 1926 was in Rodd Street, off Robinson Street. The family was there for less than a year before moving to 29 Fifth Avenue in Dandenong West. Fifth Avenue was still a paddock at the time and our weatherboard cottage

its only house. Our access, both in and out, was across the paddock from Birdwood Avenue, which was still a gravel track. In the wet of winter to get access to home, and because Fifth Avenue was so boggy, they had to climb through a hole in the back fence of one of the few houses at that end of Potter Street. Luckily the people living there were related to my mother. Our only neighbour was across the paddock, towards the school on the south side of Birdwood Avenue. These people kept a house cow for their milk and butter, as did a lot of people then. Their means of transport was a beautiful piano-box buggy drawn by a light harness horse.

My brother and sister commenced their schooling at the Dandenong West Primary School. Dad told me that in the afternoons he would watch out for them returning home from school. But, because the grass in the paddocks around the cottage was so high, the only way he knew exactly where they were was when his dog, excited by their return, jumped up and down above the grass. Many years later I would do plumbing work on that same cottage. Our next rented house was at 88 McCrae Street next to the old St Mary’s Primary School and convent. It was here where my brothers and my sister and I would aquire our Grade 8 Merit Certificate from the dedicated nuns of the Presentation Order.

Living in McCrae Street during those years was an unforgettable time of my life. Although we went through poverty during the Depression and the early years of World War II, my brothers and sister all agreed that Dandenong in the 1930s was the perfect place to grow up. Each time you stepped out that gate next to St Mary’s, it was the beginning of an adventure. If you turned right you were heading for the meandering crystal-clear little creek, the bush and the wildlife that was the central focus of our childhood playground. As children we imagined the creek encircling the little town of Dandenong, like a moat surrounding a castle - the only difference was that we had six bridges, not just the one drawbridge, to play on and explore.

LOOKING BACK It is a pleasant change to be away from the roar of the guns and shrieks of the shrapnel, with which we were presented with every day in our dug out. E Martin has been killed and the two Newsomes, Fred and Henry, slightly wounded. Have not mentioned anything about our losses, you have seen that by the papers already. Must finish now, hoping all is well with you. 50 years ago 1 September 1965 Capital essential for would-be ’farmers’ People who want to go dairy farming can save themselves a lot of heartbreaks if they make sure they have the necessary capital before they make the final decision to go on the land, the Minister of Agriculture, Mr Chandler, said recently. After a good breakfast we again moved off than took up a rest position for three days, when we again waited for our transport and went back to our first landing place. Again the Turks welcomed us with some more presents but without doing much damage. We again got more dug outs made, and next day started work on the beach and road making, with a trip up to the support trenches every third night thrown in. After three weeks of this I was detailed as sergeant of the guard to the concentration camp to guard prisoners. Have been here a week now.

who want to be farmers. He explained that while he did not want to discourage people from becoming primary producers, it was necessary to warn them that farming was just as much a business as other vocations and consequently, required adequate investment to become established and save disappointment. 20 years ago 4 September 1995 Plucked from danger Traffic on the Dandenong-Frankston Road came to a screeching halt last week when a family of ducks decided to cross. For several years a mother duck has been seen leading her new family across the busy road, and his year was no exception. Colin Carroll from David’s Timber and fencing watched as she herded her charges across the road, then suddenly became agitated and flew off.

Calls to the RSPCA and other animal welfare agencies finally located a Dandenong North refuge willing to take the ducklings until they can be released into a safer environment. 5 years ago 30 August 2010 Party for People Ross Reserve will host the Noble Park Music in the Park festival from noon - 4pm on October 17th. Highlights include a hot rod car display, rockabilly band, dance workshops, barbeque and choir performances by children from Wallarona Primary School. On sale will be a centenary booklet. The suburb’s 101st birthday will also be marked with a gala dinner. -Compiled by the Dandenong and District Historical Society

accused’s actions were serious because he had diverted police resources from legitimate investigation. “To walk into a police station and say what you said to them doesn’t make any sense. “The gap between you and reality is very broad at the moment.” He was placed on a 12-month community corrections order with supervision, mental health treatment, drug testing and rehab. “You are struggling with the loss of your father. This is not the way the memory of your father should be reflected.”

A MAN accused of looting the former Dandenong Library site of about 100 kilograms of copper tubing has had his bail revoked. Mathew Leigh Horsfield, 34, of Cranbourne, appeared briefly in handcuffs in Dandenong Magistrates’ Court on Monday 24 August. Magistrate Jack Vandersteen said Horsfield’s bail was revoked for allegedly possessing a drug of dependence and breaching bail conditions. Horsfield had been on bail for alleged burglary at the former Stuart Street library’s demolition site on 21 July. He had also been charged with possession of ice, dangerous driving, driving without an interlock device, handling about $15,000 of suspected stolen goods, committing an indictable offence while on bail, obtaining property by deception and a suspected proceeds-ofcrime charge. At the time of the alleged library burglary, he had been on bail with a night curfew over six alleged commercial burglaries, and charges of ice possession, drink-driving while driving without an interlock, and failing to appear on bail. Horsfield was remanded in custody to appear at Dandenong Magistrates’ Court on 31 August.

By CAM LUCADOU-WELLS A COURT dodger’s past caught up with him after he made a false report of an armed robbery to Dandenong police. Paul Triantofylopoulos, 32, of Carrum Downs, had told officers at Dandenong police station in the early hours of Monday (24 August) that his wallet and phone had just been stolen in an armed hold-up in the town centre. The accused was soon arrested when police discovered he was wanted on four outstanding warrants, Dandenong Magistrates’ Court was told later that day. Prosecutor Leading Senior Constable

Richard Symmons said a police search revealed Triantofylopoulos’s wallet - containing a deal bag of ice - was stashed in his underwear. His ‘stolen’ mobile, also found on his person, duly rang when police dialled its reported phone number. A scan of CCTV footage failed to find a trace of the alleged robbery at the reported place and time. Triantofylopoulos had been sought by police for failing to attend court in July and August over allegedly breaching a good-behaviour bond and two counts of taking property by deception. His lawyer John Buxton told the court his client had made up the robbery in the

hope of getting a lift to a Mulgrave address. “He instructs that he thought they’d feel sorry for him and drive him home. It was taken far more seriously by police than he anticipated.” Mr Buxton said Triantofylopoulos had started heavily using ice since the death of his father. His daily drug habit led to his sacking from his job at a car dealership in February. “Really his life started to fall apart,” the lawyer said. “He is capable of getting himself back on track. He has a desire to do that.” Magistrate Jack Vandersteen said the

Justice rewarded By CASEY NEILL GREATER Dandenong’s justices of the peace have received thanks from Victoria Police. Keysborough’s Joe de Souza co-ordinates the JP roster at Springvale Police Station and was among the 20 volunteers applauded at a ceremony at Casey Civic Centre on Thursday 20 August. Inspector Bruce Kitchen presented them with certificates recognising their sustained effort in assisting police and community members at the Springvale and Dandenong police stations between September 2001 and May this year. Mr de Souza has been a JP for 38 years. “I’ve only done about 460 shifts!” he laughed.

“When I came here I didn’t have a country. “So they gave me a country and I wanted to put back into it. “I retired 21 years ago but I haven’t been bored for one day. “My wife says I work harder now than when I was at work.” He said the JP service had been active at Springvale since 2007. “To date we have signed a couple of hundred thousand documents,” he said. “We average around 80,000 documents a year. “We don’t look for recognition but it’s nice to be appreciated. “I get that satisfaction out of being able to help people. “I’ve got the best bunch of people at Springvale.”

LAUREL Lodge captures the Dandenong of bygone eras and is reaching out to a new generation. “I want the community to love it and to be here,” Sarah Dugdale said. She’s the City of Greater Dandenong’s arts and cultural development co-ordinator. “Dandenong was the gateway to Gippsland, or looking at it the other way it was the gateway from Gippsland into the markets of Melbourne,” she said. “Its history is built around being that gateway. “It went from being rural farming land with the stock markets to becoming market gardens as the city started moving out, and we retain some of that with the market still being there. “Capturing this moment in the city’s history has always been important - that transition from settler, agriculture, the past into modern city of Greater Dandenong now.” The council bought the 1869-built McCrae Street home from a deceased estate in 1972. “There was a lot of pressure from the local community to buy it and retain it and to celebrate the fact that it is a milestone on that journey of the story of our city,” Ms Dugdale said. “It’s been everything from a family home to a school for educating young women.” It’s also long been home to Moreton Bay fig trees that now tower above the building. “Imagine the damage those roots do,” Ms Dugdale said. “What happened in the ’70s was they dug down and put in barriers and closed it back up and crossed their fingers. “Forty years later, 50 years later it wasn’t sufficient and cracks had been ap-

DANDENONG’S decrepit ambulance station is set for an overhaul. The State Government today announced the station and five others will be rebuilt as part of a $20 million package. In a statement, the government described the Dandenong branch as one of the state’s busiest but working out of facilities “inadequate for a modern ambulance service”. “It has no rest facilities for paramedics, and the building is in extremely poor condition,” it stated. The station will be replaced with a “state-ofthe-art” branch, with spacious garages and lounge areas, a kitchen and training rooms. Premier Daniel Andrews said the stations would be upgraded to be “fit-for-purpose”, “safe” and “comfortable” for paramedics. “Some of these stations have been around for over 50 years, and if we’re to have a modern ambulance service, we need to have modern facilities.” The other upgraded stations are in Kew, Preston, Sale, Echuca and Orbost.

Ms Dugdale said they used a membrane and established measures for monitoring the situation. “Then we were able to do repair work,” she said. That included a new roof, ceilings and flooring, rebalancing the house, painting and more. Pre-renovation, the upstairs bedrooms had been decked out in line with their historic uses. “There was a children’s bedroom, the master bedroom, and the front bedroom was kind of like a nursery,” Ms Dugdale said. “We’ve shifted the focus. “We’ll be restoring some of the inter-

pretive factors in here. We’re restoring the kitchen and the dining room.” But the bedrooms are now open to artists, who can apply to use a space for up to three months. The only catch is their work needs to have some resonance to Dandenong’s story or their experience in the area. “It’s really about trying to find ways to engage with the community and get them to use the space and enjoy the space and have ownership of the space,” Ms Dugdale said. Robert Huckson bought the property in 1867 and two years later designed and constructed Laurel Lodge. James Lecky bought the property in 1872 but never lived there, instead renting it to Matilda Shaw. She operated a school from the house for 15 students who boarded there. Mr Lecky died in 1884, leaving the

property to his wife Elizabeth, who sold it to Dr Henry Moore in 1885. Dr Moore lived there with his wife Jane and their four children for almost five years before forfeiting the home after falling behind in repayments. Jacob Caro owned the building from 1890 and rented it to various tenants, including Joseph Clarke who bought it in 1902 and lived there until his death in 1912. He renovated and extended Laurel Lodge and created a flower garden. Arthur Ernest Clarke inherited the house from his father and lived there with his sister until his death from a horse riding accident in 1917. Robert Hopper Woodcock, his wife Nellie and their three daughters moved in the following year and completed renovations - including a tennis court. In 1936 they sold the back yard - including the court, stables and orchard - to friends Dr Ian and Dorothy Hart who built Benga House. Mrs Woodcock inherited Laurel Lodge following her husband’s death in 1951 and lived there until her passing in 1972. The City of Greater Dandenong bought it from her estate and in 1973 opened it to the public as a historic home.

DEIRDRE Hancock’s grandmother opened the Albion Hotel in Dandenong almost 125 years ago. Today it stands as one of few 19th century commercial premises in Lonsdale Street. Ms Hancock told the Journal that a Mr Bergin brought drays out to Springvale thinking it would be a good coach stop. “He named Springvale after where they came from in Ireland,” she said. Mr Bergin’s daughter Agnes married Peter James McQuade - Ms Hancock’s grandparents. She said Peter was a councillor in the early days and Agnes was very generous. “She was very big on the charity,” she said. Agnes built the Albion in 1987. “It cost 6000 pounds - now that’s a lot of money in those days,” Ms Hancock said. “It was accommodation only. It wasn’t a beer house as such. “The stables were at the back where the tin shed was, opposite the Journal office.” Ms Hancock inherited the property from her father, Martin. “We sold the tin shed showrooms, as I like to joke about, because the fellow who was in there wasn’t paying rent,” she said. “That’s why that was pulled out. There was a blacksmith’s shop there, in the tin shed showroom. “The coaches would come through for the horses.” She said the internal layout had

In October last year, the Journal reported that the historic hotel was expanding. City of Greater Dandenong councillors approved plans for the venue to incorporate a vacant retail premises next door. Councillor Peter Brown told his fellow councillors that it was a wonderful venue. “If they don’t keep the beautiful open fire and pressed metal ceiling in the dining room can we cancel the

permit?” he joked. “It really is one of Dandenong’s hidden gems. In winter it’s just absolutely delightful.” Ms Hancock hasn’t spent much time there over the years. “I don’t like hotels,” she said. “We don’t have any children so when I go it will go to charity.” Ms Hancock still calls Macpherson Street, Dandenong, home but doesn’t spend much time in the suburb. “Any decent buildings in Dandenong have been pulled out in the main street,” she said.

“There’s no history or any thought about it. “I think the council should be ashamed of themselves, building the council offices with all the colours and rubbish that they’ve put up in the new building. “No taste whatsoever!” She’s pleased to see the old town hall still standing as the Drum Theatre. “But why put a red roof on a beautiful building?” she said. “If they wanted to do the hall, keep it in the same colour as the facade.”

AN intellectually-disabled man has been labelled a danger to the public after pleading guilty to a plethora of theft and driving offences including a terminated police pursuit and a drug-drive crash. Romulus Puni, 29, with an IQ below 70 and a chronic ice addiction, allegedly crashed a car on a median strip on the South Gippsland Highway, Cranbourne North in August 2013, a court was told on Monday (24 August). After being hospitalised, the Dandenong man was charged with driving while impaired by drugs, namely ice, driving while suspended and careless driving. He told police at the time he’d fallen asleep after being awake for the past 36 hours. In March 2014, Puni allegedly tried to evade a police car activating lights and sirens through Dandenong side streets. At one point he was observed turning into the dead-

end Ross Street at 75 km/h, causing police to terminate the pursuit, police prosecutor Leading Senior Constable Richard Symmons told a court. Puni allegedly escaped on foot through paddocks before police arrived at the vehicle, and denied any involvement during a police interview. He pleaded guilty to dangerous driving while pursued by police, failing to stop a vehicle by request and driving while suspended. In August 2014, he was charged with handling a stolen i-Phone 4s, which he told police he’d bought for two points of ‘shard’ or ice. He was also charged that month over the theft of a Noble Park fruit and vegetable business’s van, which he and a co-accused painted to hide the business’s decals. In October, he allegedly ran a red light in Henry Street Pakenham, was driving while disqualified, driving an unregistered vehicle and trailer and driving with false plates.

Puli also pleaded guilty to two petrol drive-offs within minutes in different vehicles at an Officer servo in November. That day, he drove - while disqualified - to Pakenham police station to be interviewed for a separate matter. There, he was identified by the servo manager who was dropping off CCTV footage of the thefts. Puni was already in custody, having been recently jailed by the County Court for five years and four months - with a nonparole period of two years and nine months. Defence lawyer Nadine Daniel told the court on Monday that Puni wanted to resolve all the outstanding matters. She said her client had an acquired brain injury from a serious assault in 2013 as well as a pre-existing developmental disorder which made him prone to negative peer influence. Puni was jailed for 12 months, of which eight months would be served concurrently with his County Court sentence.

They then fled on foot. The victim said one thief appeared to be Caucasian and the other nine were African in appearance. Det Sen Const Lavars urged anyone with information to immediately call Crime Stoppers on 1800 333 000.

Smoke under fire By CAM LUCADOU-WELLS SHISHA lounges will continue to operate “unregulated” despite the State Government announcing this week a widening of its tobacco smoking bans to outdoor dining areas. A spokeswoman for Health Minister Jill Hennessey said only shisha with tobacco as its “main ingredient” was regulated in the same way as other tobacco products such as cigarettes and cigars. “However if the shisha contains very little or no tobacco, it would not meet the definition of tobacco product.” She said the government would not change the status of waterpipe tobacco or shisha under the Tobacco Act - which regulates the banning of smoking tobacco

products in certain areas. The government will apply smoking bans in outdoor dining areas from August 2017, it announced this week. It stated that the aim was to protect the community from the harmful effects of second-hand smoke and de-normalise smoking for young people. Greater Dandenong councillors this month passed a motion declaring that a “judicial interpretation” of the Tobacco Act could apply to shisha lounges. Councillor Peter Brown said it could be argued that shishas’ main ingredient was tobacco, even if it was less than 50 per cent of the product, because it “is what motivates consumption”. Cr Matthew Kirwan has spoken out against shisha lounges as unregulated

health risks, with no minimum age limits or controls on indoor smoking. In 2013, Greater Dandenong Council wrote to the previous State Government about an end to indoor-smoking exemptions that allow for shisha smoking in cafes, restaurants and workplaces. This year, the council started forming an alliance with health groups and council peak-bodies to lobby the State Government. Ali Adam, who owns Cafe Asmara in Springvale, says his most popular product was 0.05 per cent tobacco, rather than the stronger-tobacco products. Mr Adam, who puts an 18-plus age restriction on his lounge, agreed with uniform regulation on age and ventilation requirements.

He said shisha was not addictive and had no health impacts - despite World Health Organisation reports stating it was equivalent to smoking up to 200 cigarettes. “There’s no such measurement in the world to determine how much tobacco is in shisha. “I’ve been doing this for 10 years. There’s been no harm, no problems.” Mr Adam believes the crackdown on shisha was not about health but due to pressure from tobacco companies. “It’s because the tobacco companies are losing customers to shisha. “More and more people are coming here for a chit-chat. That’s what is replacing the pubs.”

Street smarts a winner all round BOLLARDS that block Herbert Street access during school hours have won Greater Dandenong Council an award. It installed the retractable devices near the Ann Street intersection in November 2012, and on Wednesday 26 August won the Transport Accident Commission's praise for the initiative. Greater Dandenong mayor Sean O’Reilly accepted the Towards Zero Safe System Award for Safe Roads at the Towards Zero Symposium. Cr O’Reilly said Her-

bert Street clocked up about 8000 pedestrian trips each day. The bollards are up between 8am and 4pm on school days to make crossing the road safer for students accessing different campus areas. “The bollards automatically retract after school times so that residents can use the road as per normal,” Cr O’Reilly said. “This solution is a first.” He said the bollards also ensured safe access via Herbert Street to Dandenong Market and hospital outside school hours.

Greater Dandenong mayor Sean O'Reilly with the council's strategic transportation manager Lucas Sikiotis, transport team leader Daniel Przychodzki and transport engineer Luke Sims.

$15,000 surety is at stake POLICE will likely seek the forfeiture of a $15,000 surety after an accused drug offender allegedly breached her bail conditions. Diep Lam, of Springvale South, pleaded guilty to several drug offences, with two trafficking charges withdrawn by police in Dandenong Magistrates’ Court on 24 August. Lam faced charges of possessing up to 12 grams of heroin outside a Clayton pokies venue in May. She was also charged with a proceeds-of-crime offence over $4785 cash found in her handbag, as well as possession of 0.32 grams of amphetamines and Xanax tablets. While on bail over those matters, Lam was found with several packages of methamphetamine and heroin during a police intercept on Chandler Road, Noble Park, on 21 July. She was also in possession of more than $1400 cash and a silver knife under her car seat. Lam denied being in possession of drugs at the time, later telling police they were personal use, Leading Sen Const Symmons told the court. She was remanded in custody.

1 Owner, 6 Offices all working hard for you. Dear home owners on current plan to put your property on sale or lease don’t hasten to sign any relating contracts! •฀Our service is Professional, Wholehearted and Truthful • Free Appraisal for your property • Regards to procedures, professional Lawyers disposed to care for Section 32 won’t claim any fees if your property sale is unsuccessful* * Conditions apply

We have over 38 staff. We speak more than 10 different languages. We will guide you to owning your first home, your ideal family home. And we will guide you in the best way to invest in the current real estate market!

LOOKING FOR SOMEONE TO TAKE CARE OF YOUR PROPERTY INVESTMENTS? We are 1 principal owner of 6 offices in the franchise network of over 700 offices

Chris, Roeun and Robert Testimonial The approach at LJ Hooker Glen Waverley is completely different and extremely refreshing. LJ Hooker has handled my properties for a long time and they are by far the best property managers I have ever worked with. They understand the market as well as the needs of both owner and tenant. They found several tenants for my properties and on all occasions I have been extremely happy with the tenants and also the level of service. When there have been maintenance issues, the property manager has found quality, professional tradesmen and no job has required re-work. On one occasion when the tenant caused the maintenance issue, they worked with them to resolve the problem. Having lived interstate for the past 12 months I could completely relax about my properties, knowing LJ Hooker Glen Waverley would look after them. I would not hesitate to recommend the LJ Hooker Property Managers Roeun, Chris and Robert to anyone who is seeking a managing agent. Yours sincerely, Chris and Jennifer Anderson

The Property Management team at our 6 offices are known for being highly organised and highly adaptable. All three managers have over 15 years of experience in the real estate industry. The team is hardworking conscientious, pride themselves on the level of care and attention to all tasks. Undertaking stringent tenant selection, the team is responsible and efficient; LJ Hooker team ensures that the portfolio runs as smoothly as possible. They understand that property is a major investment; their client needs to feel their property is in safe hands and that it will be managed meticulously

NEW HOMES & LAND

NEW OFFERING FROM RAWDON HILL HOMES IS SMART AND STYLISH On display at Berwick Waters estate in Clyde North is the fabulous Clifton display home, from builder Rawdon Hill. The Clifton, part of the Rawdon Hill Smart series range, is a beautiful four-bedroom, two living area family home. This fabulous new design is displayed as a 26.6 square home, it can however be done in a variety of sizes from 22 squares and up. Rawdon Hill also has other homes ranging from 12 squares to 50 squares. The floorplan will suit most demographics from families to investors, whether upsizing or downsizing. Designed with the modern allotment size in mind, the layout makes the most of a block of land ensuring that buyers are able to view the rear yard from the main living areas.

Inside by the entry, find a generous main bedroom with separate walk-in wardrobe and ensuite with large shower, toilet roll holders and towel rail. Further down the entry is a modern take on the study, a work station - somewhere to drop the keys, keep the bills, place the printer and modem. Sales manager Nathan Foley likes the idea of getting all those items you tend to accumulate at the end of your kitchen bench and give them a separate home. The lounge/theatre is the next key feature that is very well sized for that separate living area that current living demands. Past a handy storage linen cupboard and the home opens up into a generous family, meals and kitchen zone. The beautiful kitchen has a large walk-in pantry, stone bench tops, glass canopy

rangehood, stainless-steel 900mm free-standing oven, dishwasher and island bench with breakfast bar suitable for the master chef or the everyday cook. The Smart series range by Rawdon hill don’t leave you short from there with other included features being ducted heating, split-system cooling to make it very comfortable to come home too. No need for sheets on the windows as the blinds to windows are also included. With three other bedrooms, this fourbedroom home is a very well thought out and functional home. Rawdon Hill has also focused on the inclusions, making sure they are what the market is asking for. Included is something you get used to hearing when walking through their display homes.

Included floor coverings, included cooling, included LED lighting to keep those electricity bills down. It is what the market is demanding and something that not many builders are doing as a standard inclusion. Inquire now to discover the great value on offer. Seeing is believing, drop in to the display this weekend and chat to Sue 0400 828 894, who will be able to help you out with all your new home needs.

IT’S NONE OF OUR BUSINESS BUT… AN accused man brought some unwelcome existentialism to Dandenong Magistrates’ Court last week. When a judge asked him to identify himself, the man said: “I can only be who I am. I am the man.” The judge repeated the question five times, warning the man: “If you can’t identify who you are, you can’t be party to the proceedings.” The accused asserted: “I’m the man, flesh and blood.” The judge ordered ‘the man’ - along with his flesh and blood - from the court and in his absence found him guilty of a traffic matter, fined him $554 without conviction and suspended his driver’s licence for six months. GREATER Dandenong Council got into some Twitter repartee with the Journal over its online ‘Experiencing Disabilities in Greater Dandenong’ survey. A council tweet asked if the city was liveable for people with disabilities, to which a

Journal reporter with first-hand experience getting around central Dandenong in a wheelchair responded: “No playground for wheelchair users”. The council replied: “Do you know we have the liberty swing in Hemming Park?” Back to the journo: “That’s a playground but central Dandenong was more like a commando obstacle course”. KEYSBOROUGH South residents will soon have a new shopping centre on their doorstep. Councillor Matthew Kirwan said the Chapel and Hutton roads project was long-proposed and would include a large Woolworths supermarket. He said permits had been approved and construction was to start later this year. DANDENONG was identified as a hotspot for cheaters after hackers released member details from affair-encouraging dating site Ash-

IN BRIEF leyMadison.com. Suburb profiling website Nation Master said 71 paid-up members lived in Dandenong, Bangholme and Dandenong East, 20 in Springvale South and Dingley Village, 21 in Keysborough and 12 in Springvale and Sandown Village. COUNCILLORS Matthew Kirwan and Jim Memeti went to great lengths to show they’d mended fences after not seeing eye-to-eye at the 10 August council meeting. At last week’s meeting, Cr Kirwan thanked his colleague for his invaluable contribution to a motion before the chamber, while Cr Memeti described their co-operation as a “wonderful experience”. CLAYTON North Primary is calling on former staff and students to join in 150th anniversary celebrations. The school will host an open day and reunion on Friday 6 November and a fair with rides, showbags and more on Saturday 7 November.

Punched after burglary A NOBLE Park man received a punch to the face after disturbing a thief in his home. Greater Dandenong CIU Detective Senior Constable Tony Lavars said three men entered the Rich Street house through a sliding window just after 3am on Tuesday 18 August. A 54-year-old man inside the house woke up and confronted and wrestled with one of the thieves, who punched him in the face, causing minor injuries. The trio fled the house empty-handed and were seen in a white four-wheel drive. Det Sen Const Lavars said someone smashed the victim’s front window a short while later. The victim described one intruder as African in appearance and two as Caucasian.

Thief disguised as tradie A FAKE tradie has conned his way into a Dandenong home and stolen a phone and purse. Greater Dandenong CIU Detective Senior Constable Tony Lavars said the man dressed in tradesman’s clothing knocked on a Scott Street unit’s back door about 9.50am on 24 August. He told the owner he was there to fix the unit complex’s windows and was allowed inside. Det Sen Const Lavars said the victim, a 30-year-old woman, realised a theft was taking place and yelled at the man, who ran from the house. Police arrested the 41-year-old man from The Basin in nearby Pickett Street a short time later.

Mercedes up in smoke A NEW Mercedes has gone up in smoke on a vacant block in Dandenong South. Greater Dandenong CIU Detective Senior Constable Tony Lavars said thieves stole the silver 2015 sedan from a Hallam home. Dandenong CFA extinguished the burning car in Tomas Murrell Crescent about 9.30pm on 21 August. Det Sen Const Lavars said it was completely destroyed.

TAX TIME

By CAM LUCADOU-WELLS A FAMILY-violence group says men’s behaviour change programs are under-funded in the face of soaring numbers of family violence offenders in the south-east. The outer south-east and outer south metro regions have the longest waiting lists for behaviour change programs in the state - nearly 300 people waiting up to 11 months as of March. In a submission to the state Royal Commission into family violence, the group No to Violence argues for state funding for an extra 1000 program places. The increase would help match the rise in family violence incidents reported to po-

and difficult, and, unfortunately, there are no ‘quick fixes’. “The work to invite resistant men towards attitudinal, behavioural and personal change is highly specialised and potentially risky if not done carefully.” Sue Pratt, of LifeWorks Relationship Counselling and Education, said magistrates ordering men to enrol was creating “extensive demand”. She said she would be surprised if the coming semester’s course wasn’t filled within three days. LifeWorks family violence co-ordinator Margaret Hodge said course members used to be predominantly voluntary but were now mostly required to attend.

ASSISTING the growth of small business from initial start-up through all the various development phases, right though to a profitable sale, is a specialty offered by the team at Berwick Taxation Services (BTS). Whether starting up a new business, or purchasing an existing one, BTS specialises in assisting small business owners with important, and at times, complex decisions, such as the most suitable business structure type, and ensuring due diligence on purchase. In addition, BTS offers professional guidance and support in regard to interpreting the numbers - cash flow, balance sheet, profit and loss statement, and how to utilise this information to maximise profitability and benefits from the business. Complying with ongoing financial reporting, regular BAS and GST obligations, coupled with the day-to-day running of the operation, can at times be overwhelming for small business owners, should they not have the right support structure in place. As small business specialists, the team at BTS is fully equipped to assist small business owners in all these areas by ‘simplifying the processes’. By providing the right guidance and professional advice, BTS is well positioned to assist small business operators maximise profitability and leverage their ongoing success in the marketplace. A testament to this understanding is some recent feedback from a current BTS client. “As a small business trying to survive in a competitive environment, receiving expert accounting advice was critical in the early stages of our growth. The team at Berwick Tax have been there from day one, from the moment we first turned our wheels locally, to now providing services nationally. “Whether it be a small, personal accounting question or a large, important and perhaps directional financial decision, Berwick Tax have always been eager to help and take the time to understand what our goals are. “In today’s day and age, service is everything, and I’ll be the first to admit that for my clients I need to do everything I can to assist them. As a small business owner, we’re increasingly time poor and need to ensure those we engage are the best in their field. For this reason alone, I entrust

lice - up nearly 50 per cent in Casey since 2010, 25 per cent up in Greater Dandenong and 200 per cent in Cardinia. “Demand pressures will continue to escalate as family violence systems agencies - police, courts, child protection and corrections - continue to improve in their ability to identify, assess and respond to family violence,” No to Violence stated. Under current constraints, only a “very small” number of men on family violence intervention orders are directed to attend a men’s behaviour change program, No to Violence stated. It also argues for the program length to be doubled to six months. “For many men, the journey towards non-violence is long

HOW is it possible to deliver “success” at a men’s behaviour change program? LifeWorks Relationship Counselling and Education family violence co-ordinator Margaret Hodge says there is often more work to do for men after they attend the 26-hour course over 13 weeks. She says men are advised to continue their ongoing behaviour change after the course, to work on factors such relationship and communication skills “We know through any behavioural change process, people may lapse and relapse. “It can take time for them to hold down a respectful relationship.” Ms Hodge instead sets a goal of ensuring the man’s partner feels safe in the relationship, that she has “options”. “Their is no clear definition of success; it’s more about how the partner says the man’s behaviour has changed and how safe she feels in the relationship.” During the course, the men’s partners and ex-partners are supported. They are offered support by a women’s contact worker to ensure that their

safety is maintained and referral options explored if this is required. “It keeps the men accountable particularly if we hear about a breach of an intervention order or stalking behaviour,” Ms Hodge says. “It’s up to us to name that, bring that up with the man and to let the police know, or encourage the man to speak to police themselves - this is to demonstrate their accountability and responsibility.” Sue Pratt, a LifeWorks counselling and education manager, says there is a “power of the group” - a type of peer pressure - that helped lead men to take responsibility. At the group, there are male and female co-facilitators modelling respectful behaviour to one another. They also deliver information on how to keep the relationship “safe”, and about oldfashioned attitudes such as a misplaced sense of entitlement. The men are taught to regulate their emotions, improve their communication and relationship skills, about the impact of aggression on others and blame-shifting. Her colleague Ms Hodge says men show varying attitudes

towards their self-examination. “There’s a sense of ‘poor men’ - we’re the ones who have to go to court, who have to undergo intervention orders. “We have some men very open and willing to look at themselves. They are very aware of their behaviour and take responsibility - that is very encouraging to me. “The key to a man’s changing is willingness to make the change. It’s not to blame her all the time but his willingness to consider the impact that his behaviour has on the family. “The common change comes from seeing the way they have been in the past hasn’t been helpful. They have to do something different.” Some men struggle to overcome being raised to believe the father was the dominant household figure. They are confronted when women pursue careers and regard themselves as equals. “They try to implement the same type of structure in their family,” Ms Hodge says. “It’s a huge change for men in their fifties and sixties. After many years of controlling the family, then their status in the family changes.”

Enterprise Trail’s new mark BUSINESS SOUTH-EAST By CASEY NEILL

CENTRELINK in Springvale has played an important role in many migrant journeys. City of Greater Dandenong mayor Sean O’Reilly on Wednesday 26 August launched a marker recognising this contribution, part of The Enterprise Trail. It evolved from the Spirit of Enterprise Project, which began with a small group in 2008 recording the Enterprise Migrant Hostel’s history. The Enterprise Trail starts at the Tribute Garden at the old Enterprise site, now Lexington Gardens Retirement Village. Centrelink is second on the trail. The Springvale social security office worked closely with community organisations to make sure people had good access to their entitlements. Cr O’Reilly said the trail would help visitors to Springvale understand where the community has come from. “Recording the history of this project shows that a positive pro-active response to change can be ground-breaking,” he said. There’ll also be markers at Springvale Rise Primary School, where the Multicultural Teacher’s Aide program started; the Community Health Centre, Springvale Community Aid and Advice Bureau (SCAAB); Springvale Neighbourhood House, which was built to provide a space for cultural groups to meet; and Springvale Road Shopping Centre, which has always reflected the ever-changing population. The final one will be at the redeveloped Springvale civic

comes from welcoming newcomers, supporting cultural difference, finding different ways to deliver services, all of which have led to the wonderful harmonious community in which we live”.

CRUSHER by name, crusher by nature - a Dandenong boat business is motoring towards success. Federal Small Business Minister Bruce Billson on Thursday 27 August toured Bar Crusher Boats in Dandenong South with Boating Industry Association of Victoria (BIAV) members. The recreational boating industry supplier’s managing director Peter Cleland said Mr Billson wanted to look at small to medium enterprises that were growing. “With the pressure on the automotive industry, he’s looking to get a feel for what industries might be growth opportunities,” he said. “We’ve got a good growth story. “It’s great for our staff and us to have somebody like the federal small business minister visiting our premises.

“It demonstrates that we’re climbing the opportunity ladder.” The family-owned business has been running for 15 years, the past 10 or so in Dandenong South. “Our five-year plan is to double the size of the business and potentially access export opportunities,” he said. “It’s ambitious - but we like to be ambitious.” Mr Cleland and the minister discussed growth constraints and how governments could assist. “One of the opportunities is to grow infrastructure to improve access to the waterways,” he said. “There was also discussion about the great resources in Westernport and Port Phillip Bay. “There needs to be a strategy and policy and funding to develop that resource for its economic value.”

Mr Cleland said Bar Crusher Boats used design technology to build and manufacture products that performed well and satisfied customer needs. BIAV chief executive Steven Potts said that with Melbourne’s population set to double, current bay use would increase considerably. “With a lack of green space, the community in rapidly growing areas will turn towards the use of blue space on the water,” he said. “Boating holidays are becoming more desirable to boat owners thanks to cheaper petrol prices, better trailers, larger trailable boats and rising inland waters.” Mr Potts said the Victorian boating industry employed 17,700 people full-time and contributed $4.5 billion to the Victorian economy each year. Across the state there are 268,336 marine licence holders and 172,000 registered boats.

MELBOURNE Cable Park creator Ian Clark has shown off the Bangholme project to Nationals Leader Peter Walsh. The Journal earlier this month reported that City of Greater Dandenong councillors approved an application for the $5 million park adjacent to the National Watersports Centre (NWSC) on Patterson River. Mr Walsh visited the Riverend Road site, due to open late this year, on Monday 24 August. “This project will be a boon for the Dandenong region and the south-east more widely, creating around 160 jobs and bringing more tourists out from the city every year,” he said. The Journal revealed plans for the park in February, reporting it could attract 90,000 people to Bangholme each year. The company developing the park, Activ, has leased a grassed area that the State Government declared surplus to its needs. There it will build lakes for water-skiing, wakeboarding, kayaking and stand-up paddle boarding.

Peter Walsh and Ian Clark look at plans for the park. There’ll be two full lake systems with skate park-like obstacles and circular cable tracks to tow users and another two lakes will have what’s known as twotower systems, which take the user from one side of the lake to the other and are designed for beginners. Activ managing director Ian

Clark said solar panels would power the cable systems, which each use as much electricity as two washing machines. He said it was an environmentally sustainable way to water-ski and would open the sport to people who had previously been excluded by the need for a boat.

Helpers plan merger By CASEY NEILL TWO Greater Dandenong lifelines are coming together to better help those in need. Springvale Community Aid and Advice Bureau (SCAAB) and Dandenong Community Advisory Bureau (DCAB) are to officially merge on Tuesday 1 September. DCAB manager Jinny McGrath said both organisations sprang from roots embedded in the community and had stayed true to their values around advocacy, inclusion, social justice, access and equity.

They’ve each served the community for more than 40 years. “We’re all very excited about this going forward,” Ms McGrath said. “We just thought that it was about time. We do a number of similar things and we divide up the City of Greater Dandenong. “It made sense in terms of long-term sustainability. “We’ve had a decrease of about 50 per cent in our emergency relief funding from the Federal Government. “We haven’t been able to help people as much as we have in the past.

“The volume of people through is less because we’re only helping once every four months now instead of once every three months. “The number of people we’ve had to turn away has grown. “It’s quite heart-breaking.” Ms McGrath said the groups anticipated amalgamating back of house support and integrating management would reap cost savings. “Our combined merged income will reach conservatively $4.4 million with the aim to reach $5 million by 2016,” she said.

“We’re also hoping it will increase our ability to get other funds and do fundraising.” The new South East Community Links will cover City of Greater Dandenong, Casey, Kingston and Monash from its current three sites in Springvale, Dandenong and Noble Park. “We’ll be trading as SCAAB, DCAB and Youth Links so it’s easy for our clients in the transition,” Ms McGrath said. South East Community Links will cover emergency relief, financial counselling and capability, settlement services and youth services.

Lost homestead was a link to city’s rural past By CASEY NEILL DANDENONG North’s Ferring homestead will be “sadly missed” following a deliberately-lit fire. Councillor John Kelly at the 24 August Greater Dandenong Council meeting fondly recalled walking past the Carlton Road property during his childhood. “It’s a bit of history gone there,” he said. A 31-year-old Dandenong North man will answer arson charges over the blaze, which started just after 7pm on 20 August and experts deemed deliberately lit. A council heritage report said the Ferring complex was significant to Dandenong “for its symbolism of the development of the area, with early expansion by wealthy farmers gradually taken over by suburban growth” and its close association with prominent local people. A Smart was the site’s original owner. In 1919, farmer Frank Shobbrock owned 20 acres at the address and the following

year built a house with out-buildings. The buildings were timber-clad and typical of the Edwardian period, with highpitched gable end roofs. L.L. Smith took over the farm in 1925, Jason Jenkins became the new owner in 1932, Robert J. Scanlon bought Ferring in 1935 and R.E. McDonald became the owner in 1939, also purchasing another 49 acres on Carlton Road. He sold Ferring to farmer James Semple in 1942, and Lady Doris Mary Luxton bought it in 1945 for 1000 pounds more than the property’s rated value. She also owned 99 acres on Stud Road and 20 acres on nearby McFees Road. In 1947, Lady Luxton and William Harold Luxton divided the property into two parcels, and William took over the allotment with the homestead. He was Mayor of the City of Melbourne during the 1930s and a prominent local identity, and lived at Carlton Road between 1949 and 1952.

Brigade’s missing Miles

George Miles. THE Miles name is missing from the Noble Park Fire Brigade member roll for the first time in its history. George Miles’ uncle was a founding member in 1929 and his father served as captain. The life-member died on 28 July with his wife Aileen and family by his side. George signed up to serve with the crew in May 1952 and was a foreman, first lieutenant and apparatus officer. Brigade captain Terence Sanford said George was presented with his 60-year service pin at his funeral, held at Springvale Botanical Cemetery, on 5 August. “This is the first time this has happened - usually it’s presented to next of kin if the member has passed away,” he said. During his lifetime, George received a National Service Medal, Queens FBLS and GC Medal. He’d been a non-operational member since 2001 and last year gave the toast to the Queen at the brigade’s 85th anniversary dinner.

Girls give it a go By GEORGIA WESTGARTH WITH six sports on offer, eight secondary schools participating and 141 Year 9 girls kicking, bouncing and talking their way through the day the City of Greater Dandenong’s second Girls Sport Expo certainly delivered. Aiming to promote physical fitness, health, well-being and socialisation to girls around the age of 15, organiser Natalie Capsalis said volleyball was the most unfamiliar sport the girls participated in on the day. “Some of the girls made comment that they enjoyed playing volleyball because they hadn’t had much exposure to it before. “Which is what the day is about, exposing the girls to different sports and providing them with information about local sporting clubs and facilities,” Ms Capsalis said. The council’s youth services department also ran a

discussion workshop on the day which touched on selfesteem and body image and Ms Capsalis said the girls enjoyed socialising with each other. “We rotate the girls in 10 groups and mix up the schools so the girls can make new friends and that’s one of the things that stood out in the survey,” she said. Ms Capsalis said the council decided to put together a girls only sport expo to help engage girls of a certain age with sport. “Studies have shown girls in Year 9 often drop out of playing sport due to study, employment and other interests,” she said. Held at Springers Leisure Centre on Thursday 27 August, Mayor Sean O’Reilly said the expo was very valuable. “It enhances good health and well-being and also encourages them to take what they experienced and share it with their family and friends,” Cr O’Reilly explained.

CHOOKS are again ruling the roost at Noble Park Primary. In March, the Journal reported that the school needed help to build a Fort Knox pen following two chicken-nappings. Principal David Rothstadt said students with traumatic backgrounds had found refuge in the chicken coop and the thefts had affected their moods and behaviour. Leading teacher Susan Vissenjoux said Grade 4 student Mohammad started at the school last year, came from war-torn Afghanistan and learnt English through his relationship with the chickens. “Mohammad used to come down and talk to the chickens every day,” she said “For Mohammad it was a safe place. They were his friends.” The nine-year-old said he felt sad when the hens were gone and was happy to have six new friends to pat and play with. Kitchen garden co-ordinator Filomena Henderson said a parent donated his time to weld a new pen and install a security camera, and the birds came from Talking Hens’ Jason Nethercott. “He donated six hens and feed because he read the story in the newspaper,” she said. Ms Henderson said children took turns cleaning out the chook house, feeding and watering the birds and collecting their eggs. “We’ve been getting about six eggs a day. We use them in our cooking and we also sell them to parents,” she said. “The kids love it.”

Students put their strength and skills on show EMERSON students have tumbled and juggled their way to co-ordination, strength and confidence. Circus Oz visited the Dandenong school’s middle school campus and Dandenong West Primary School in the lead-up to performing But Wait ... There’s More at the Drum Theatre on 21 and 22 August. About 260 students took part in nine 90-minute workshops over four days, using circus skills to learn life skills and build leadership. “The Emerson students embraced the opportunity to learn new skills in such an encouraging and enjoyable atmosphere,” campus principal Dianne Wright said. Each student received a Circus Oz and RACV show bag with juggling balls, a frisbee and water bottle, plus access to discounted tickets to the Drum performances.

BIG V - Grand-Final Series

The Steeler... two minutes By JARROD POTTER IT’S been a nail-biter… there’s no other way to describe the BIG V Division-2 Men’s Grand-Final series. Keysborough’s double-overtime win a week back in Game 1 of the Grand-Final series was matched in Game 2 on Saturday, and then some, by a tenacious fight-back from Western Port on their home court. The 81-80 last-ditch victory kept the Steelers’ alive and forced the series to go the distance (to Game 3 on Sunday 30 August) in order to find a winner. It started with a bang for Keysborough as Malcolm Heard (29 points, 13 rebounds) and Adam Sliwinski (12 points, 6 rebounds) found their three-point range early. Even the big ‘Oyster’ himself Robert Ostojic (9 points, 10 rebounds) found his range to help push the Cougars well away through most of the match. Demoralised and missing the easiest of shots, it seemed like Western Port had thrown in the towel part way through the third term. The lead fluctuated from eight all the way up to a whopping 15 through the third term, and for most of the night it was a 10-point margin the Steelers were faced with. Despite being up against the wall, Western Port found a way to stick in the clash and kick into high-gear when the time was right, while the Cougars only aided the home side with poor foul shooting. Whether it was the hyper-noise echoing around the Steelerdome or just the pressure of the moment overwhelming the Cougars, whatever

the case may be, Keysborough produced some howlers from the free throw line - and it’s there in the stats-sheet - 15 of 34 frees made from the line. If any of those had dropped it would have been a different ball game, but instead the Steelers seized that slender window left open by the Cougars. It began with a phenomenal passage of play from league superstar Manny Hendrix (28 points) - the Steelers’ guard put himself onto Heard defensively, late in the third term, and came up with the goods instantly, taking a couple of steals and lighting the game up with a phenomenal play. He hit his first free - after getting fouled by Sliwinski on a fast-break - missed the second, pushed out to his favourite wing and drilled the three, putting the gap at 68-63. Three more treys dropped for the Steelers in a three-minute window to bring the game to 7675. And it was all level soon thereafter with three minutes to go - 77 a piece - and neither side was willing to take the foot off the pedal. Sliwinski popped up again to hit a clutch three, only to see Western Port charge down the court and hit one of their own via Dale Jaensch (12 points). The last 90 seconds was the true definition of chaos - John Constance stepped out of court, Hendrix missed a crucial three-pointer, Constance went to the line and missed his frees, before Dylan Walsh missed a shot for the Steelers. Keysborough had one last chance in the dying seconds to post the match-winning shot, but their frantic attempt bounced off the ring to give West-

Western Port only held the lead for two minutes in the match, but they picked the right two to be ahead… when the final siren went. Heard was sensational once again - the import singlehandedly fighting back in the final term as the match started to slip away - while Andrew Lowe (6 points) provided a spark through his limited court-time and Jamal Talo (1 point, 5 rebounds, 4 assists) stuck with Hendrix as long as he could in another superb guarding effort from the young Cougar. Keysborough faced Western Port in the Game3 decider on Sunday from 2pm - after the Journal went to print - at Western Port’s home court in Somerville. SEABL EAST CONFERENCE - Preliminary Final

Time not on Titans’ side

Rangers scratched by Cats By JARROD POTTER

By JARROD POTTER CLOSE but not close enough for the gallant South East Titans, who were downed 18-26 in the Victorian Rugby League preliminary final against Werribee. After fighting their way past the North East Wolves in last week’s semi-final, the Titans - only in their first VRL 1st Grade season - had another massive mountain to climb if they wanted to make an inaugural grand final. Facing last year’s premiers, Werribee, the Titans stormed out of the blocks early as Richard Ene pushed the Dandenong-based side ahead for the only time in the clash. The Bears went to work after that - blowing out the margin to 18 with 20 minutes left in the match, despite the best efforts of Gasa Tiatia to cut the gap. To the Titans’ credit, they made a clash of it to storm in another two tries late in the clash as Angelo Leaupepe forced the first try through before Ene bagged his second try to whittle the margin back to eight. Time was not on the Titans’ side though as the final whistle on their season was blown. Werribee subsequently set up a grandfinal rematch with perennial rival Casey Warriors.

SUPERCATS by name and Supercats by their actions. The Geelong basketball powerhouse was just too strong for Dandenong - the Rangers’ SEABL men having their season cut short on Saturday with a 97-80 loss. The heroic exploits of an injury-ravaged Dandenong roster finally caught up to them, but not after swinging for the fences in one last SEABL 2015 battle. Geelong fired on all cylinders through the first term though - dominating the boards at both ends to rattle off a 32-16 lead. It left the Rangers chasing all night - leaving the heavy-lifting up to Daequon Montreal (24 points, 10 rebounds) and Lucas Walker (13 points, 10 rebounds), who continued to lead the charge right up to the final siren of the year. Digging deep with the season on the line, Dandenong rallied to win the next two terms and cut the margin back to nine coming into the final quarter. Montreal dropped his two treys in an actionpacked second term blitz - cutting the gap to 10 by the main break. But no matter what Dandenong did - running Matt Owies and Dwayne Campbell for outside shooting, bringing on Mason Peatling, or passing the ball around like crazy to find the open shot the gap barely dropped below double digits for the remainder of the night. Fouls also mounted for Dandenong, leaving coach Darren Perry little option but to rotate his inexperienced bench featuring a number of teenagers. The gallantry was put to bed by Geelong’s tre-

Lucas Walker, pictured playing last week against Ballarat, continued his superb season with another double-double, this time in Dandenong’s SEABL finals’ loss to Geelong. 143419 Picture: JARROD POTTER mendous trio Kimmani Barrett (23 points), Nick Owusu (20) and Nathan Herbert (20) - to book a spot in Saturday’s (5 September) SEABL East Conference playoff against Albury-Wodonga. Rangers’ guard Calvin Enge (9 points) also excelled to drop four-for-four from the field.

Dandenong still has one side left in the SEABL premiership hunt, with the women given the chance to avenge the men when they face none other than Geelong on Saturday evening (5 September) in a SEABL Conference playoff from 7pm.

“AT ST MARY’S Netball Club we believe that it doesn’t matter where you are from, or if you know how to play netball or not… you are welcomed to St Mary’s Netball Club with open arms.” A humble philosophy - based entirely around complete inclusion at St Mary’s Netball Club - that has not gone unrecognised by the greater netball community. The Dandenong and District Netball Association club - based at Greaves Reserve - has been honoured by Netball Australia and Australia Post as one of seven national winners in the 2015 Australia Post One Netball Community Awards. Australia Post and Netball Australia encouraged individuals, clubs, associations from across the country to nominate their local inclusion champions for the Australia Post One Netball Community Awards, which are now in their second year. The awards recognise and reward the individuals, clubs and associations that go above and beyond to create and support inclusive netball environments. As part of their prize St Mary’s Netball Club received a visit from an Aus-

tralia Post One Netball Ambassador - Geva Mentor - on Friday afternoon, with the Melbourne Vixens’ champion goalkeeper running a special training session to help cultivate the next generation of Dandenong netball talent. Australian Diamonds player and Australia Post One Netball Ambassador Rebecca Bulley congratulated this year’s winners and commended them for making netball more inclusive for everyone. “These winners are the true champions of our sport,” Bulley said. “I am very fortunate to have had the opportunity to meet with the people that are behind some of these programs and to witness the joy on the participants’ faces as they participate in netball… and it wasn’t just the participants that had smiles on their faces, it was their families too. “Netball is a wonderful way to bring communities together.” St Mary’s also received a $1000 Australia Post Load&Go Visa Prepaid Gift Card and a netball signed by the 2015 Australian Diamonds’ team. All screamers for ice cream By MICHAEL FLOYD KEL Greenough annexed the first and last legs of the Sandown quaddie on Thursday night to bring up a significant milestone for the popular Pearcedale trainer. During a brief respite from the rain that had drenched Sandown Park in the lead up, Rivergum Drive pounced from box 1, leaving the rail briefly to pass early leader Bowl ‘Em Out and power to victory in a slick 29.34. Three races later, Billo’s Pick jumped from box 8 to scoot around the field at the first turn and find the line in 29.40. The two brindle chasers were clearly the two fastest winners on night. “They both drew their box so we were pretty confident coming into their races,” said Angela Jackson, deputising for her father, Kel Greenough. The kennel’s confidence proved well founded and both greyhounds started as short favourites. The double brought up the kennel’s 50th win in Victoria in 2015 at an astonishing winning strike rate of 47 per cent. “That’s a pretty good strike

Despite the ‘rivalry’, Team Greenough is a tight knit operation involving three generations of the family. Our South East Juniors in the mix PARKMORE, North Dandenong and Noble Park were all in the mix to claim South East Juniors’ premiership glory on Sunday. It started in the highest age bracket as Parkmore’s Premier 2 (under-17 and under-16 combined) side clashed with Fountain Gate - who can even

claim their own Dandenong affiliation with a junior-senior alliance with St John’s Amateur Football Club. There was even an all-Dandenong finale, one of the first seen in many years of South East Juniors competition. The Bulls locked horns with the Sharks in an under-13

grand final salvo, while Parkmore’s under-11s battled it out against Berwick. With the matches finishing after the Journal went to print, for more on the South East Juniors results click onto the Dandenong Journal website www.dandenong.starcommunity.com.au.

EASTERN FOOTBALL LEAGUE - Semi Final

No comment! BLOODIED, muddied, beaten and bruised. There was nothing left to smile about for Noble Park after conceding a hellacious Saturday afternoon against Norwood in the first EFL semi final. The Norsemen got out of the blocks strongly against the Bulls and no matter what Mick Fogarty threw at the opposition, it wasn’t enough to close the gap. Nothing went the Bulls way as the fans howled in rage at the umpiring and the side’s inability to maintain possession in the back half. Of Norwood’s 15 goals across the afternoon, Noble Park played a direct hand in most of them as turnovers and free kicks pushed the Norsemen ahead throughout the day. The news only got worse for the Bulls in the third term, as livewire forward Ziggie Alwan (3 goals) left the clash after colliding heavily in a contest - sustaining a serious shoulder injury that will leave the former VFL player potentially out of contention for the remainder of the season. It left Shayne Allan (4 goals) to gallantly battle by himself up forward - especially in the second half as the flooding from both sides made life particularly tough at either end. An Allan goal just on the three-quarter-time siren brought the gap back to 16 at the final change and the Bulls resumed with vigour in the fourth. But early chances on goal didn’t eventuate and the Norsemen rallied to put the match beyond the Bulls down the straight to advance to the qualifying final against Balwyn with a 29-point win. Kyle Martin (25 possessions) was a clear best for Noble Park - despite being piggybacked in most stoppages and thrown off the ball at most others - while the skipper Craig Anderson (25 possessions) also flew the flag alongside ruckman Glen Manson and the evergreen Stewart Kemperman. Passions ran high in the rooms after the match as Fogarty told his men they were more than capable of beating Norwood, but not playing like that. Fogarty wouldn’t be drawn into commentary

on the standard of decision-making from the officials and left opinions on the umpiring to public speculation. “I refuse to talk about the umpires or I’ll get something - a please explain,” Fogarty said. “Everyone that saw it - and what decisions they made - if you saw the game today… whilst our skill error at times gifted them goals that were our fault... I just can’t comment.” The hard grind has become ever-present in Bulls’ matches this year and the coach was pleased to see his prime movers stand tall. “Great fightback… I was really pleased with our boys their effort today to work themselves and give us a chance to win the game was terrific,” Fogarty said. “Everything that could go wrong did - Ziggie went down… put his body on the line, Martin just gets bullied off the ball and everyone sees it… it staggers me.” Despite three losses to Norwood this season, Fogarty still holds out faith his side can knock over the reigning premiers. “Anyone that saw it today will walk away and so will Denis (Norwood coach Denis Knight) - he’ll know that but he mightn’t admit it, but he’ll know it,” Fogarty said. Noble Park now enters the EFL Division-1 repechage and will face either Vermont or Rowville on Sunday 6 September at Jubilee Park.

SFL SCOREBOARD

By JARROD POTTER JUMPED by the harder hitting Lions, the Burra has been left to wonder what happened in its 9.4 (58) to 10.6 (66) capitulation against Murrumbeena. The first quarter emphatically belonged to Keysborough - living up to its high-calibre season through the first term to smash past the third placed Murrumbeena. But the four-goal opening term would be the highlight of the Burra’s afternoon as the falling rain seemed to rally the under-dogs, nee underlions, as Murrumbeena lashed back. Woeful possession-play through the centre, and especially off the half-back line, did Keysborough no favours. As soon as the half-backs would boot it out, the Lions gobbled it back up and pumped it long. Will Gayfer and Scott Chamberlain had to fight out back time-in, time-out, but the vicious circle ensnared the Burra through the second term, allowing Murrumbeena to boot three goals and cut the margin dramatically. It would not get any better for the Burra after half time as Murrumbeena dug in and hit up Alex Moloney (4 goals) among others at will. The Burra conceded the lead in the dying stages of the term and wouldn’t recover it, as two goals apiece to Davor Rajic, Bryce Sutton and coach Ryan Goodes wasn’t enough to help the Burra hold on in the first finals’ upset of 2015. Tim Bacic, Dan Morland, Geoff Humphreys and Shaun Dunn were best afield for Keysborough in the eight-point defeat. Keysborough is left to lick its wounds and face either Skye or Caulfield in an elimination final on Sunday 6 September from 2.15pm
