Billy gets a grant Puffing Billy has received $300,000 in funding from the Dandenong Ranges Environmental and Bushfire Reduction Community Grants scheme secured by Jason Wood and provided by the Port Phillip and Westernport Catchment Management Authority. More than $2 million has been allocated for the Dandenong Ranges Environmental and Bushfire Reduction Community Grants made possible through Australian Government’s National Landcare Program, with the works to be rolled out over the next three years. The PPWCMA is providing an exciting opportunity for community groups and environmentally focused organisations to apply for large and small scale funding to implement projects in the Dandenong Ranges. Puffing Billy is just one of 29 community groups or organisation that have acquired a funding boost through this scheme.

Instead, Captain Yandle said he would focus on the preparations of his team, which includes new members, many of whom had not experienced a fire season before. tion for what promises to be a very hot summer driven by a Godzilla El Nino.” In providing a reason for the bans, the AWU has cited a four-month wait for negotiating an enterprise bargaining agreement with the Victorian Government. The AWU is also applying for an indefinite stop on falling trees for firewood and a ban on cleaning toilets and collecting rubbish in picnic areas. DELWP has provided assurances the action will not result in scaled-back or cancellation of burns. However, Gembrook MP, Brad Battin, believes the actions endanger the community. “Volunteer firefighters with the CFA rely on the efforts of planned burning to improve bushfire safety,” he said.

PREPARATIONS for the upcoming fire season in the Yarra Ranges may be interrupted, with the Australian Workers Union launching extraordinary industrial action involving spring planned burns. The action involves the Department of Environment, Land, Water and Planning (DELWP) forest fighting staff, which will only be permitted to conduct planned burns on Mondays, Wednesdays and Thursdays. The move will greatly reduce the windows of opportunity during which staff can undertake planned burns, which are aimed at reducing bushfire fuel loads in forests and public lands areas. Intensifying this scenario is the
fact many experts are bracing for a “Godzilla El Nino”, which could bring with it much drier than usual weather patterns. This is in addition to rainfall over the past few months, which will encourage natural spring growth. Local politicians have hit out at the action, while CFA captains are closely watching the events. In particular, Member for Evelyn, Christin Fyffe, has slammed the AWU bans. “The AWU is playing with the safety of our communities by banning planned burns,” she said. “I call on the AWU to remove the ban on planned burns immediately. “Spring is the last chance for carrying out planned burns in prepara-

La Trobe MP Jason Wood was on hand to present the groups with their certificates and praise their good work. “It’s fantastic to see these young people working together as a team;� he said. “Learning new skills for jobs and getting outdoors, it’s such a great opportunity and I’m very proud of them all.� One third of the volunteers who participated in this round of the program have moved on to employment, while others have moved into further study.

Green makeover for icon By VICTORIA STONE-MEADOWS PUFFING Billy has received $300,000 in funding from the Dandenong Ranges Environmental and Bushfire Reduction Community Grants scheme secured by La Trobe MP Jason Wood. The funding will go towards bushfire fuel management and environmental maintenance along the 25km Puffing Billy corridor. The project will revolve around clearing potential bushfire fuel, replanting of native species and preserving habitats for native wildlife. Port Phillip and Westernport Catchment Management Authority will deliver the project in conjunction with the Emerald Tourist Railway board. “This is a special and exciting day,” said Mr Wood at the funding announcement on Wednesday 30 September in Cockatoo. “This is an incredible commitment for a beautiful steam train that is iconic to the Dandenong Ranges and iconic to Victoria.” Puffing Billy CEO John Robinson said the project was a very welcome initiative and would go a long way to preserving the appeal of Puffing Billy. “It’s a special project as the environment around the Puffing Billy corridor is critical to the train line and to the community,” he said.
“This funding and this project are right on the mark to help protect and enhance the environment around the train.” The clearing of old vegetation and replanting of native bushfire-resistant plants will be carried out by former Green Army volunteers now employed by Puffing Billy. “We see these young people work with pride and have a sense of pride and accomplishment in their work, it’s great to see,” Mr Robinson said. Mr Wood said he was very proud of the achievements of the former Green Army volunteers and said the work they would be carrying out for Puffing Billy was invaluable. “The green army guys moving into employment with PB is just great,” he said. “There is a high risk involved in not clearing potential fire dangers, so this project will see a real boost in community safety.” Puffing Billy is just one of 29 community groups or organisations that has acquired a funding boost through this scheme. Custom motorbike stolen POLICE have released photographs of a custom motorbike, stolen from Kilsyth recently, and have called for anyone with information to come forward. Between 10pm on Sunday 27 September and 5.45am the next day, police believe unknown persons broke into a Kilsyth garage through a door. Yarra Ranges Crime Investigation Unit (CIU) Detective Sergeant Pat Barrow said the burglars stole a custom-made, imported Big Dog Mastiff motorbike. Det Sgt Barrow said the bike was maroon and cherry-black in colour with “a lot of chrome” and tribal artwork on the sides, and was worth about $30,000. Anyone who saw any suspicious activity at the time of the break-in - or who has spotted the bike - is asked to call Crime Stoppers on 1800 333 000 or to submit a confidential crime report to www. crimestoppersvic.com.au.

Shire make-up may not change By JESSE GRAHAM THE ELECTORAL make-up of the Yarra Ranges Council may stay largely the same following a Victorian Electoral Commission (VEC) review, but residents still have time to have their say. The VEC released its preliminary report into its review of the Yarra Ranges Council’s electoral make-up on Wednesday, 30 September, putting forward three options for the council’s future. The review, which takes place after three elections, will assess the amount of councillors and wards in the municipality, to determine what changes, if any, should be made for next year’s council election to achieve fair voter representation. The VEC’s “preferred option” in the report is to maintain the current nine councillor, nine ward system in the Yarra Ranges, with modified boundaries to even out voter numbers.

This option, Option A, moves the Lyster Ward boundary to Ferny Creek, brings the border of Walling and Streeton Wards to Canterbury Road and moves part of the boundary between Chandler and Billanook Wards to Olinda Creek - 4491 voters will be moved to different wards under this option. However, this preferred option comes despite half of the public submissions in the first stage of the review recommending a change to three large wards for the Yarra Valley, Dandenong Ranges and urban area of the council, with three councillors elected from each ward. This option was slated as an alternative, Option B, in the report. The VEC stated in the report that its preference in the review was for “minimal change if there are no special circumstances to warrant major changes”.
It said that the nine councillor, nine ward system gives the “positive features” of councillors with specific knowledge of their ward, with an easier to understand voting system. Option B, however, would result in less splitting of municipalities by ward boundaries, and would “arguably” improve “fair and equitable representation” by having three councillors to represent a range of interests in larger wards. Option C offers a slight adaption to Option B, with nine councillors elected from one four-councillor ward, one three-councillor ward and one two-councillor ward. With this option, four councillors would be selected from a central ward that takes in urban areas around Chirnside Park and stretches through Mount Evelyn, Seville, Silvan and Wandin North, while two councillors would be elected from the Yarra
Valley and three would be elected from the Dandenong Ranges. The report can be viewed by visiting www.vec.vic.gov.au, and public submissions can be made up until 5pm on Wednesday, 28 October. Submissions can be made online, by emailing yarraranges.review@vec.vic.gov.au, by post to Victorian Electoral Commission, Level 11, 530 Collins Street, Melbourne, VIC, 3000, or by faxing to 03 9629 8632, and must include a full name, address and contact phone number. A public hearing will be held at 7pm on Thursday, 5 November at the Yarra Ranges Council offices at 15 Anderson Street, Lilydale - submitters can indicate on their form if they wish to speak at this meeting. The Yarra Ranges Council was contacted for comment, but did not respond by deadline.
MONBULK police are warning businesses and residents to be wary around bank notes, with counterfeit $50 and $100 notes found in the area over the weekend. Monbulk Sergeant Mark Knight told the Mail that on Sunday 4 October, a fake $50 note was used at Woolworths in Monbulk. He said a man also tried to pass fake $100 notes at two fish and chip shops in town, but was denied by employees at both shops before leaving in a Ford sedan. “We’re asking people to be wary of $50s and $100s,” Sgt Knight said. He said that residents and businesses should check $50 and $100 notes for “authenticity”, and to call 000 if a counterfeit note is located. If anyone attempts to use a counterfeit note at a business, Sgt Knight said the attendants should call 000 and not accept the money. Fake bank notes generally feature a number of identifiable faults, including being able to tear legitimate bank notes cannot be easily torn and will spring back into shape if scrunched up. High incidence of arson POLICE are investigating a series of cases of arson that occurred in Tecoma last Wednesday morning, with wheelie bins set alight. Yarra Ranges Crime Investigation Unit (CIU) Detective Sergeant Pat Barrow said between 12.30am and 1am on Wednesday 30 September, wheelie bins outside of 11 properties on Olive Grove and Sophia Grove in Tecoma were set on fire. A trailer was also set on fire. Det Sgt Barrow said CFA attended and put out the fires, and police were appealing for witnesses or anyone who may have information to call Crime Stoppers on 1800 333 000.

It has been a busy few months in the Casey electorate and I have been working hard to deliver my election commitments, including four Green Army projects, a new school car park, new netball changeroom facilities, and security cameras. I was pleased to join the Mount Evelyn Green Army team for their graduation barbecue recently, after they completed weed clearing and landscaping works to Quinn Re-
serve and the Aqueduct Trail. I was invited by Launching Place Primary School to inspect their new car park, which will provide parents and teachers with more parking spaces, as well as a safer pick-up and drop-off zone. It was also great to visit the Mount Evelyn Football Netball Club to check out the newly completed changerooms for the netballers, which will now provide the players with their own long overdue facility. CCTV security cameras are now officially up and running in Lilydale and Yarra Junction, which will reduce crime and prevent anti-social behaviour. And there is more to come.
Works will begin on the Healesville CCTV cameras before Christmas. A Green Army team to undertake habitat protection and landscape enhancement works in Monbulk and another team to undertake conservation, landscape, and restoration works across Maroondah Reservoir Park, Yarra Ranges National Park, and Yellingbo Nature Conservation Reserve have already been deployed. Works on the Woori Yallock Primary School car park that I also pledged will commence in the near future. I look forward to continuing my work with our local community groups to get these projects up and running.
MURDER, theft and general crime incidents are down across the board in the Yarra Ranges, but drug offences and family violence are up, according to the latest policing statistics. The statistics, released by the Crime Statistics Agency (CSA) on Thursday 1 October, show a drop in homicide, assault and sexual offences in the Yarra Ranges in the 12 months to July. Between 1 July 2014 and 30 June 2015, four homicides took place in the Yarra Ranges Police Service
Area (PSA), half of the previous financial year’s eight. Incidents of assault also saw a slight decline, with 644 assaults compared to 696 the year before. However, stalking, harassment and threatening behaviour charges rose from 163 to 199 incidents, and breaches of orders (including intervention orders) nearly doubled, with 424 incidents rising to 702 in the last financial year. Drug dealing and trafficking, cultivating or manufacturing drugs and drug use charges all rose in the Yarra Ranges, though theft, burglary
and deception offences all saw a decline. There were five more family violence incidents in the Yarra Ranges compared to the year before, with 1374 committed in the area - an increase of 0.4 per cent. However, with 149,734 residents in the Yarra Ranges, and assuming a family violence incident involves at least one perpetrator and one victim, about one in every 54 people in the area have been involved in a family violence incident in the last financial year on average. The Cardinia PSA saw a more
marked increase in family violence incidents, with 1319 incidents in the same time period - 141 more incidents than the year before. With a population of 87,008, and again assuming family violence incidents involve at least two people, on average one in 32 people in Cardinia were involved in a family violence incident in the last financial year. The area also saw an increase in charges for drug use and possession, with 340 incidents compared to 229, and an increase for drugs charges across the board.

TWO weeks ago, I was pleased to host my annual Casey Apprentice/ Trainee of the Year awards, which is now in its sixth year. Our panel of judges, chaired by Phil Munday of Phil Munday’s Panel Works, had the very difficult task of deciding the finalists and, ultimately, the winners. Congratulations again to Mount Evelyn’s Elizabeth Lilburn of Red Earth Flowers, our young apprentice of the year, and Launching Place’s Adrian George of Elecorp, our mature age apprentice of the year. It was great to see the winners and finalists receive some welldeserved recognition on the night, which was again reflected in the articles in last week’s Mail.

A YARRA Ranges resident is putting the spotlight on council expenditure, drawing hundreds into a Facebook group and preparing a run for next year’s council elections. Woori Yallock resident, Jeff Leake, is the administrator for the Facebook group, Shire of Yarra Ranges Council Reform Group - where members can air their grievances and discuss solutions to issues with the council. In an interview with the Mail, Mr Leake - who has run for office in state and federal elections - said there were three main issues he wanted to focus on with the council: rates, waste and permits. He said that, in his opinion, council rates should not increase at all, the council should take over control of its waste transfer stations and lower tipping prices, and permit application times should be shorter. However, the council currently leases its transfer stations to Knox Transfer Station, and prices are influenced by the EPA’s landfill levy. When asked if taking back ownership of the transfer stations would be incompatible with lower rates, Mr Leake said the council could trim their budget elsewhere. “It’s incredibly complex, there’s no argument there whatsoever,” he said. “The governments are not short of money, they’re just not spending it wisely - the essential services, kinders, parks and maintenance, street maintenance, all this is really the essential stuff, they should absolutely put it as a priority.” He claimed that cutting the wages of the council’s CEO and council’s community grants programs would also find savings in the budget.

Mr Patterson said his wage was the “average” for Victorian category one local councils, which is surveyed annually by the State Government, and defended the council’s current budget use. “Yarra Ranges Council manages its budget responsibly and is committed to delivering value for money for ratepayers,” he said in a written statement. “The funding program assists community groups to undertake exciting local projects and initiatives developed by, and run for, our local communities,” he said. Mr Patterson said the council’s rate increase of 3.3 per cent for the 2015'16 financial year was “well below the real cost increase” for the council, and required “significant operational savings” to fill the difference. “If rates were not increased at all there would be enormous cuts to capital works and services provided,” he said. Council rate increases will be capped at the consumer price index (CPI) as of next financial year, though councils can appeal this to the Essential Services Commission.

Defibrillators offer for clubs MONBULK sports clubs can now apply for a life-saving defibrillator, so that players, spectators and parents can step in during an emergency until paramedics arrive. Monbulk MP, James Merlino, has advised applications are open for clubs to secure one of the life-saving devices. The Victorian Government is rolling out 1000 defibrillators to community clubs. Successful clubs will be required to implement a sports medical plan, so they are prepared to act fast in an emergency. The new devices will appear on an Ambulance Victoria database, so triple-zero operators can direct callers to an additional 1000 devices available when emergency strikes within the community. By PETER DOUGLAS AN historic World War II motorbike is now the pride of the fleet at Running Rabbits Military Museum. In a boon to local history and motorcycle enthusiasts, a Sunbeam S7 motorbike has been kindly loaned for display in the museum. The motorbike was used to deliver mail to Australian Army bases and has enormous historical relevance. The Sunbeam S7, which was manufactured from 1946 and completed in 1956, was purchased brand-new by German immigrant George Kunick. Mr Kunick used the bike every single day until several weeks before his death in 1984, aged 82. Operations manager, Tony Magazzu, encouraged all to view this piece of history. “British designers felt they couldn’t copy the enemy machine, it was decided that some changes would be made when building the Sunbeam S7,” he said.

Wildlife warrior a friend to all By PETER DOUGLAS THE Yarra Ranges and wider communities are remembering the life of Denise Garratt, who is widely known and respected among both local and international wildlife groups. Based in Gruyere, Denise was a much-loved and highly respected friend, community member and wildlife warrior. Sadly, after a short illness, Denise Garratt passed away on Friday, 25 September. Denise was a dedicated volunteer who gave her time to help orphaned and
injured wildlife throughout large areas of Australia. Some of her many achievements are as follows: Founder and president of Help for Wildlife; Founding member of the RSPCA (Victoria) Wildlife Branch; Founder of Wildlife Care Network (now Wildlife Victoria); Founder and secretary of Wildlife Help on Mornington Peninsula; Member of Yarra Ranges Animal Welfare Working Group; Wildlife carer;

Susan’s cybersafe expertise THE Knox School has invited Australia’s foremost cybersafety expert, Susan McLean, to speak to the wider Knox community on Thursday, 22 October, at 7pm. Cybersafety is one of the most confronting issues for teachers, parents and students. It is the number one non-academic problem that schools must tackle. Whereas most of the inappropriate behaviour occurs at home, schools are responsible for trying to sort out the mess when a student’s online behaviour affects their relationships within the school community. Children today have access to, and are accessible by, many millions of people worldwide via the vast array of websites, applications and online games. Other identified dangers include inappropriate content, cyber bullying and harassment, ‘sexting’ and identity theft. Teens are often not aware that their words and photos sometimes find their way to a larger audience, often with

For a second chance at VCE THE Victorian Certificate of Education (VCE) is the main senior secondary certificate in Victoria. It recognises successful completion of secondary education and provides a valuable pathway to tertiary study and employment. VCE exam season is about to begin. It is an exciting but stressful time for students and their families and friends. It is the same for the students in the VCE classes at Mountain District Learning Centre (MDLC) in Ferntree Gully. MDLC students are striving to reach the milestone of completing their secondary education and getting their VCE. Students have come to MDLC for VCE for a variety of reasons. They may have left school early to take up an opportunity of employment and then decided they really would like to pursue a career after all. Sometimes, life gets in the way of following your dreams and education can be interrupted. Leaving school early might have seemed like the best option at the time. For some students, they felt they were not yet “ready” to take on the VCE while they were at school. The good news is there is a second chance to get your VCE in your local community. VCE is available at MDLC in Ferntree Gully with a flexible VCE study program where students can re-connect with education in a supportive environment. There is a lot of pressure on students to reach their goal Australian Tertiary Admission Ranking (ATAR) and to get into the university course of their dreams. It is good to keep in mind that if a student currently in VCE at school does not manage to complete all their subjects or gets an ATAR that is lower than they hoped, they can enrol in VCE at MDLC in 2016 and do a subject or two to bring

Students who are over 18 and who have not been in secondary education for a year can complete their VCE with eight units. This could be done in a single year or can be paced over a longer period. Adults can also enrol into VCE subject for their own knowledge building and personal enrichment. MDLC offers VCE at Year 11 and Year 12 lev-
els, with small classes and excellent teachers in an adult learning environment. It is an option worth considering for people looking for a second chance to get their VCE. Government funding is available for all eligible students making fees affordable for most learners. MDLC is a Learn Local, not-for-profit, community learning centre supporting people in the community to advance their education.
In addition to VCE, MDLC offers VCAL and classes for adults to improve their reading, writing and maths skills as well as other educational programs. The team of nine students from Belgrave improved on last year’s highachieving equal first finish by collecting the two main prizes for 2015, Contest Champions and Audience Choice Award. Teams of Year 10 students from around Victoria compete in the construction of imaginative machines. Spaghetti Machines complete a simple task via a series of complex and entertaining steps. Talented line-up for charity concert By PETER DOUGLAS MUSIC enthusiasts in the Yarra Ranges are being encouraged to embrace an upcoming event, An Afternoon Concert, and help a local charity. Singers, musicians and a local choir will flood the scene with their wonderful music at the charity concert, which will be held at Kennon Memorial Uniting Church, Sassafras, on Sunday, 18 October, at 2pm. Co-ordinator of the event, Jacqui Rutten, said guests could enjoy top quality entertainment. “We have singers, musicians and a popular local choir,” she said. “Laurence Moore has sung with Opera Australia, Johanna Selleck (flute) has performed as a soloist with the Melbourne Symphony Orchestra. “And in the tradition of the great Irish blind harper, we have Sam Derrick, and Singularity choir will be performing.”
Other artists will include Helen Womack (an English contralto), local violin teacher Jane Coleman, cellist Monica Edwards and Mary KnightsRutten (piano). Ms Rutten said she would also perform at the concert. “I have also recently returned from a composing residency in Ireland thanks to a grant from the Phonographic Performance Company of Australia,” she said. “I will be singing my Irish-inspired compositions.” Mr Rutten is classically trained and has won Australian and Indonesian awards for singing study. Some of her highlights have included singing and composing internationally. All musicians and singers are donating their services. Funds raised will be donated to a shelter for woman and children experiencing homelessness.

WE’RE doubling up this week, covering Denis Villeneuve’s Sicario and M. Night Shyamalan’s The Visit (you’ll see why). The Visit is The Sixth Sense director Shyamalan’s attempt to restore his reputation after a long string of failures, and this low-budget horror film about two kids staying over with their estranged, increasingly creepy grandparents is a modest success. The performances are engaging, the film has some amusing selfaware humour about film-making technique, and maintains an intensely eerie atmosphere. The main problem with The Visit is that Shyamalan doesn’t pace his clues properly, in that some of the most disturbing moments happen too early, and you’re likely to figure out the big twist (something Shyamalan once had a gift for) rather quickly. But overall, quite a decent horror movie. But Sicario is a far better horror film without even trying to be. This taut, expertly-directed thriller follows Kate Macer (Emily Blunt), an elite SWAT agent taking part in a crackdown on a Columbian drug cartel. With its unrelentingly grim tone, stark violence and confronting depictions of the extreme corruption on both sides of the war on drugs, Sicario feels like a horror movie grounded in very real conflicts. On top of that, the characters are riveting and multi-faceted, and Roger Deacon’s cinematography is stunning. The Visit is a fairly scary diversion, but Sicario ranks among the year’s best thrillers and horrors. - Seth Hynes

THE sun lamp had been turned up to just north of uncomfortable at Emerald Golf Club last Saturday when, despite the great unwashed playing stableford, Ian Scott (27) and Ken Hill (18) stepped onto the first tee to fight for the coveted match play title. Hill led after a few holes, but Scott fought back to be square after nine holes. That is when the sluice gates flew open with a rush and Scott won the next six holes to clinch the title 5/4.
