Charges dropped By VICTORIA STONE-MEADOWS ONE of the brothers accused of abducting and raping a young woman in Geelong last year has had all charges against him dropped by the Department of Public Prosecutions. Rowan Wild, 27, was one of a group of four brothers accused of raping the 14-year- old girl on 1 November last year. Rowan was charged along with

28-year-old brothers Kevin and Allan from Olinda and Mount Evelyn respectively and 20-year-old brother Brodie. The brothers appeared in the Melbourne Magistrates’ Court on Friday 19 February with Allan appearing via video link. Rowan had all 10 charges against him withdrawn. Brodie also had one charge

to be remanded in custody and also faces one charge of abduction and eight charges of rape. Kevin of Olinda is remanded in custody with a pending application for bail and faces and total of 14 charges including abduction, rape and assault. The three brothers will appear again in court on 6 June 2016 for a contested committal hearing.

Book launch for war veteran THE book launch of Lildyale historian Anthony McAleer’s latest offering attracted a strong crowd at the Otree restaurant in Lilydale last Friday night. On hand were numerous historians and dignitaries, including Casey MP Tony Smith. All paid tribute to the great work of McAleer, as well as to the outstanding subject of the book, World War I veteran, Jim Baddeley. From front page Mr Baddeley survived a shell blast at Bapaume, the horror of the Battle of Polygon Wood and the gas attacks at Ypres. He was also part of the trench raids at Messines and involved in the killing grounds of Villers Breonneaux, Ville-Sur Ancre, Peronne and Bellicourt. Mr McAleer said Mr Baddeley initially ‘buddied up’ with seven mates, but he was the only one to survive until Armistice in 1918 and return to Australia either alive or relatively uninjured. The author said his subject was simply a treasure for any historian. “His memory was so sharp,” he said. “I first came across Jim at the Lilydale RSL and I approached him and the sessions made up the book,” he said. “I would often just go and speak with him because I viewed this as one of the last true connections to World War I. “When you have such a great oratory resource, you can sense the emotion, what they went through and hopefully this gets across to the readers.” Mr Baddeley grew up in Ballarat and spent much of his post-war years in Geelong. He is also a former Geelong RSL president. He moved to Warburton in his 70s and later to Lilydale to be closer to his daughter. Fittingly, he lived just a few streets down from where the presentation was held on Friday night. Also just as fitting was the presence of Mr Englezos, who is part of the Friends of 15th Brigade, of which Jim Baddeley was a part. Mr Englezos played a pivotal role in retrieving missing fallen soldiers from Fromelles. The book makes up part of the Anzac Centenary celebrations after Lilydale RSL applied successfully to gain funding for this project through the Department of Veterans Affairs.

POLICE are warning residents to be wary after an elderly resident was conned into sending $7000 to scammers in Belgrave. Belgrave Police Sergeant, Carolyn Sunderland, said the woman was contacted by a man pretending to be from the Belgrave police, demanding $7000 and threatening to arrest her. The man then encouraged and guided her to the local post office, where she obtained seven pre-loaded cards with $1000 each on them, and gave the man the details on the cards. The woman then contacted police, who cancelled the transaction. Residents are urged to be wary of calls from people claiming to be from the Australian Tax Office, or the Commonwealth Director of Public Prosecutions, and to hang up if they receive a threatening phone call demanding money. So - which is healthier? SO YOU'VE decided to start an exercise program with the aim of improving your health, though you would also like to lose a few kilos. You could start running, cycling, swimming or join a gym, do some Pilates or yoga, hire a personal trainer ... the list is endless! So what is the best form of exercise for overall health? Firstly, let’s loosely define the forms of exercise. Cardiovascular (CV) exercise is anything that keeps our pulse rate elevated for a prolonged period of time - think walking, running, cycling or swimming. Traditionally, these are thought to be better methods of exercise for fat burning and to improve cardiovascular

health, reducing risk of heart and cardiovascular disease, Type II diabetes and so on. Strength training is anything that involves repetitive actions involving some form of resistance, with the resistance commonly being weights (machine or free), body weight, springs or resistance bands.

In the past, strength training was purely for people who wanted to build muscle strength, bulk or endurance. Cardiovascular exercise was also thought to be a better way to burn fat and improve cardiovascular and general health. Now let’s update the assumptions with some more recent facts. Strength training will help to improve bone density and strength, and can also improve joint stability, balance and strength. CV exercise can help to only maintain bone density if it is done in weightbearing (walking, running). So strength training is essential for those who want to improve their bone or joint strength. Strength training has a greater impact on weight loss over time due to

increase in muscle. Muscles require more energy to maintain than fat and, very simply, increasing your muscle mass will increase the rate at which you burn calories even at rest. This effect is at its greatest within 36 hours post a strengthening workout but can be largely maintained with strength training three to four times weekly. Both forms of exercise can help with mood, reducing stress and the risk or the effects of depression. Both forms of exercise can help with improving memory and thinking, and carry the same risk of injury. So, if we combine traditional thinking with more recent knowledge, then an exercise program for any age group should combine both CV exercise and

Billy’s wood woe PUFFING Billy Railway volunteers are steaming mad as thieves continue to take precious wood which the icon uses on a daily basis. The wood is being stolen from Puffing Billy’s land. Puffing Billy chief executive John Robinson said people were taking wood regularly, which he said was not only stealing from Puffing Billy but also trespassing on private land. “It is a great shame that it keeps happening, and I’m sure if people realised this is actually a criminal offence, they would not do it,” he said.

Mr Robinson said trees and branches often fell along the railway line, due to severe weather conditions or decay, and the Puffing Billy works crew were responsible for clearing it, especially if there was safety concern. This wood is then used by the railway in an effort to be as sustainable as possible. Mr Robinson said the wood was used as ‘light-up wood’ for the locomotives. Some are milled on site to make building materials such as fence palings, while logs are burnt in fire places within the station buildings so that patrons and volunteers can keep warm. “Puffing Billy is a not-for-profit organi-

sation run by 900 dedicated volunteers, so sustainable, cost-saving practices are important to us,” Mr Robinson said. “Utilising the wood saves on heating and supply costs which would place a dent in the operating budget.” The land along the railway line is managed by Puffing Billy Railway and the works crew and volunteers take pride in maintaining it to a high standard. Mr Robinson said it was disheartening for the staff and volunteers to discover that wood was being removed from railway land. He hoped that people will refrain from removing wood in the future.

YARRA Ranges Shire and its many staff members have passed on their condolences to the family of valued team member Cindy Dale, who passed away on Monday, 15 February. Ms Dale worked at the Mount Evelyn Maternal and Child Health Centre for more than 25 years. During this time, she became to be viewed as an invaluable, knowledgeable and caring member of the Centre. Ms Dale was also actively involved in many community groups, including the local toy library and other key networks. She was involved in local primary school initiatives, particularly those involving support to reduce family violence, as well helping to support children and mothers. Yarra Ranges Manager Family and Children Services, Guy Masters, said the value of her work could not be underestimated. Mr Masters believed she may have helped more than 3500 families during her 25 years with the Centre. “It’s so hard to put her contribution into words,” he said “You ask any parent what it’s like during those first few weeks and you would understand why her work was so important. “She was absolutely instrumental in helping many families. “She was not only caring, but a great communicator, she provided great information and support to so many families.” Ms Dale had also developed a close relationship with the local

In a display of how much she will be missed, last Friday staff and members of the community left flowers at the Centre, in order to pay tribute to her dedication. Time to take note of VEC COMMENT by PETER DOUGLAS IN our democratic system, it’s inherent that we have appropriate checks on all levels of government. To provide a good example as to why, one only needs to cite the recent happenings at Auburn City Council in Sydney. Independent bodies such as the Auditor-General’s office are crucial, because, when operating correctly, they work outside of political influence and help to stamp out poor conduct. But when the lines between our independent and democratic systems become blurred - well, it just becomes confusing for everyone. One such example could be the recent Victorian Electoral Commission’s (VEC) representation review for the Yarra Ranges Shire, which has subse-

quently recommended a multi-councillor ward system. The proposal also includes a reduction in wards to three, with the inclusion of the gigantic O’Shannassy ward. During their process, the VEC, which is an independent agency, has conducted a community consultation meeting and encouraged submissions from ratepayers and councillors. Yet, one gets the distinct impression there needn’t have been any consultation. To be honest, it has always seemed a fait accompli that Victorian Local Government Minister, Natalie Hutchins, will pass the Yarra Ranges review with little fanfare. In my view, Ms Hutchins will soon sign off on the recommendations and Yarra Ranges Shire will gain multicouncillor wards.

This comes despite only one councillor, Cr Jim Child, expressing any real support for the recommendations. This comes despite comments from Cr Len Cox, who remarked he would need “to take a cut lunch” every time he drove through his proposed ward. Cr Cox even said he really didn’t know some townships or the people he would be representing in his likely new ward. This comes as Yarra Ranges Shire, as an organisation, has had its hands tied on this matter since day one of the review. Why even seek submissions if the VEC’s recommendations are rarely, if ever, disagreed with at decision-making level? Confused yet? A further example of this confusion can be found in a comment from

Healesville Action Group (HAG) member John Anwin. In responding to the recommendations, Mr Anwin argued that councillors should accept the recommendations and move forward because “the VEC is an independent body”. Mr Anwin also stated that, at the public meeting, the VEC chair told councillors their views were to hold no more weight than any ratepayer. I would argue our councillors have been elected democratically - that is, to be the voice of the people. This is why they have been entrusted with decision-making powers and why their views should, in fact, ‘carry weight’. I’m sure the VEC would argue equality for all, but I’m confused as to why those who have been entrusted to speak the loudest don’t have the capac-

ity to be heard. Another relevant point is that only two community groups (HAG and Mount Evelyn Environment Protection and Progress Association) have spoken publicly on this issue, so community engagement has not been overwhelmingly high. In other words, the public isn’t speaking on this issue, either because they don’t care or because they are leaving it to those entrusted with being their voice. This must be a mark against the equal-voice-for-all mentality. Further arguments ‘for’ have cited our neighbouring Maroondah Shire and their implementation of a multicouncillor ward system. But one doesn’t need to look hard to understand the uniqueness of Yarra Ranges Shire.

Letters Doesn't add up

SHADOW Victorian Police Minister Ed O’Donohue has sent a personally addressed letter to me claiming that crime is up and the number of police in Victoria is down. This is an outright lie. In fact, the number of sworn police in Victoria has actually gone up by more than 200 in the past 12 months. The total number of police staff has risen by more than 400 and a further 400 Custody Officers are being recruited to allow 400 police, who under the Napthine Government were tied up looking after prisoners, back on the beat. A record $2.5 billion was allocated to the police in the last budget allowing many new forensic and other specialists to be recruited.

LOCAL Radio Station 3MDR is in a tight spot between councils when it comes to their broadcasting premises. The volunteer radio station that covers both the Yarra Ranges and Cardinia Shire Council areas broadcast from cramped studio rooms located at the back of the Emerald Hall. The current studio and office is jammed into just 58 square metres for 120 volunteers with no disabled access to the upper floor where the radio studio is.

Station manager Phil Ruck said they moved into their current space 15 years ago, but it was meant to be temporary. “We weren’t supposed to be here for this long and the space simply isn’t big enough,” he said. “We have approached Cardinia council numerous times for help in finding a new location to work from, but there hasn’t been a lot of movement.” Yarra Ranges councillor Mike Clarke said he was excited to help them find a new home in the Belgrave area and there were a number of sites in his Lyster ward of Yarra Ranges that would suit the station’s needs. Cr Clarke said the station provided a valuable community service but they “haven’t got a lot of love from Cardinia.” “Cardinia Council has been and is always willing to engage with 3MDR to explore opportunities when existing council facilities are upgraded and new ones planned,” Cardinia Council’s general manager Community Wellbeing Jenny Scicluna said. “However, council is not responsible for finding or funding premises for community groups, organisations and other non-profit agencies to operate within the shire.” Since Hills Hub Development has stalled, 3MDR are unsure of their future in that space. “I suppose the question is what is council’s responsibility when it comes to community groups?” Mr Ruck said. Ms Scicluna said Cardinia Shire Council was committed to their community groups. “Council will continue to support 3MDR and acknowledges the fantastic service provided to the local hills community,” Ms Scicluna said. Mr Ruck said the station wanted to continue to provide service to the communities of both Yarra Ranges and Cardinia from a suitable location. “We know Cardinia is working on finding a new place for us, and we appreciate they are working on it, but it’s disappointing nothing has come of it.”

SO it turns out there will be one princess who lives happily ever after. The Daphne ‘Perfume Princess’ has staved off tough competition nationally to be crowned Plant of the Year at the prestigious Nursery and Garden Industry Awards. Silvan-based garden expert Anthony Tesselaar introduced the variety to Australia from New Zealand in March 2015. Mr Tesselaar has been involved with sourcing many exciting floral varieties over the years, but knew there was something special about this little princess. “I’ve worked with plant breeders from around the world, but this is an exciting flower,” he said. “It has an outstanding perfume, with citrus undertones, as well as a longer flowering period and flowering down the stem.” Mr Tesselaar said a good flower was about what people enjoyed planting in their gardens and what made people happy. The Nursery and Garden Industry said the sweetly fragrant Daphne variety sprang to life from mid-winter to late-spring with a profusion of large blush pink to fading white flowers along the stem. CEO of the Nursery and Garden Industry, Peter Vaughan, said judges were delighted with the standard and quality of entries this year and applauded winners for displaying exceptional leadership.

CFA’s move equals risk By KATHRYN BERMINGHAM THE Captain of Clematis CFA believes a funding shortfall will affect response times and jeopardise the safety of firefighters and motorists. Last weekend, the CFA temporarily moved operations to the site of Emerald’s former police station while work on a new fire station is underway. But the funding allocated to the upgrade did not include the $35,000 required for a safety intersection, which would allow departing firetrucks quick and easy access to Wellington Road. Captain Jarryd Miller said

the lack of funding presented serious hazards. “It’s about not only the safety of our members but the public,” Capt Miller said. “It’s quite common for us to actually sit by the end of the road here as a fire call happens and sit here for 30 seconds to a minute. “Especially at peak hour, it’s a pain getting out. There will be an accident.” On Friday 12 February, Gembrook MP Brad Battin met with CFA volunteers at the station to discuss the implications of the shortfall.

“The funding was allocated for the entire station, and when you upgrade a station on roads this busy, you put in a safety intersection,” he said. “You only need to stand here between 4pm and 5.30pm and you’ll see the amount of cars that come through, and these guys need to be able to get out safely.” He added that the brigade gets called out over 100 times each year, and said that Wellington Road was so busy that it was the subject of calls for duplication. The new building is expected to be complete by July.

Dramatics at the playhouse HOBO Playhouse theatre company is returning to the Dandenong Ranges with a comedy/ drama called ‘Come Back for Light Refreshments after the Service’. The production is written by Julie Day and is a comedy with a few twists. Set in a kitchen in Melbourne in the 1980s, the play follows four women as they prepare traditional food - you know - curried egg sandwiches,

asparagus rolls, cakes, party pies and pots of tea for a wake. This play is all about relationships and the different expectations of three generations of Australian women as they explore the role of carers in our community. Honeyeater in big comeback By JESSE GRAHAM YELLINGBO’S helmeted honeyeater population could reach its highest point in 50 years in September, after three years of successful breeding seasons. Last month, Zoos Victoria’s Twitter account posted that there were 57 new honeyeater fledglings at Yellingbo as a result of the latest breeding season. Healesville Sanctuary’s Supervisor of Life Sciences and Fighting Extinction, Karina Cartwright, told the Mail that the new birds were a mixture of birds released from the sanctuary, as well as those born in the wild. “Having said that, there’s a good chance their parents were bred here as well,” she said. She said the current breeding season had been successful, and that staff at the sanctuary were continually updating the predator awareness training that fledglings go through before release. From the age of about 40 days, the birds are considered independent from their parents, and are given individual leg-bands, have a blood sample taken, and taken to an aviary to socialise with other birds. “They get to socialise and learn how to be a honeyeater,” Ms Cartwright said. “They’re very territorial and aggressive, so you need to learn how to assert yourself and find your place within the hierarchy of a group, and that’s what they get to do at a young age.” The training process, Ms Cartwright said, involves separating fledglings into two groups - a test group and a control group - and testing all the birds for their reactions to alarm calls, and to a taxidermy Goshawk. “We’ll record what their reaction is - are they sitting

From there, the test group are exposed to more alarm calls and negative stimulus, so they are conditioned to associate the calls with fear - essential for avoiding predators in the wild - and a Goshawk is flown in a nearby aviary to test responses. After their training, the groups are released around September and monitored in the wild. Ms Cartwright said before the training was introduced, survival rates for the birds were under 50 per cent, which went up to 88 per cent in its first year, and 72 per cent in the second year. “This year, so far so good, it’s 100 per cent,” she said. The most recent count of helmeted honeyeaters in December put the population in Yellingbo at 194, one of the highest counts since groups in

the 1960s estimated numbers to be about 200. Friends of the helmeted honeyeater’s Environmental co-ordinator James Frazer said on Tuesday 2 February, that the fledgling count was closer to 64 - which is more birds than were recorded in the wild in 2011. “We’ve got a record number of fledglings, a record number of breeding pairs,” he said. He said September’s release would push the bird’s population over the 200 mark. Asked whether he thought people were more aware of the honeyeaters, Mr Frazer said he had searched the term on Instagram, and found photos of people with helmeted honeyeater tattoos. Mr Frazer said the future of the bird looked “encouraging”, and that more scientific data were being collected on the birds, such as how they use their habitat. “I think it’s all starting to pay off now,” he said.

Levell sends records tumbling By STEVE BROWN BELGRAVE secured a finals berth in Reeves Shield after defeating neighbours Monbulk by four wickets on a day that will be remembered for Johnathon Levell’s brilliant 149 not out, lifting his season’s aggregate to a recordbreaking 704 runs at 88. The 35-year-old, dubbed ‘Penfolds’, blasted a six to win the game and eclipse the record of 701 runs in a home and away season set by Ferntree Gully’s Dick Ballam in 1973. Levell has now earned the right to join the elite company of some of the association’s greatest batsmen such as Fraser, Chapman, Fairfull, Heath, Symons and Utting. With a one-day final round to play next Saturday, the Magpies join Knoxfield and The Basin as certain finals participants with Ferntree Gully clinging on to fourth position. Fifth-placed Eildon Park is the only team outside the four which can make the finals, if they defeat Johnson Park, providing Ferntree Gully is toppled by Monbulk. In another twist, Knox Gardens, Mt Gate, Johnson Park and Upwey Tecoma can be relegated to Decoite Shield depending on results. Belgrave’s Levell batted all day as they chased 270 set by the Monbulk Hawks, whose bowlers struggled to take wickets, thus bowing out of contention. Dinusha Fernando gave Levell great support with a fine 54. Eildon Park had the best of the batting conditions and successfully defended 297 against flag favourites Knoxfield who fell 18 runs short. Seniors vie for finals berth By STEVE UTTING THIS Saturday will see all Monbulk senior teams play their last home and away match with some still playing for a finals berth. Next weekend also sees the last matches for the Under 10s, Under 11s and Under 16s, with a semi-final at least for the Under 16s. Well done to the Under 12s and Under14s teams that played in their semi-final, both unfortunately losing after great seasons. Under 14s Campbell Dennison (pictured) hitting out in the last round. The club’s Milo in2Cricket program also finishes this Friday night. This Saturday is also a big day/night at the Monbulk Cricket Club.

It is the annual Ladies Day afternoon in the Logcabin between 4pm-6pm. Mark Fenby will be playing his live acoustic tracks, and afternoon tea will be served. All wives, partners, sisters, mums and friends are welcome. The 1st XI will be playing their last one-day match v Ferntree Gully, so all the dads and kids can come and watch that and/or have a hit in the nets. The life members and past players have also been invited to watch the 1st XI. After the match, there will be match reports at 7pm, then at 7.30pm there will be a finger food buffet and Mark Fenby will continue to play his music. So a big afternoon and night planned to celebrate the end of the home and away season. The club would love to see

The championships were held at the Nunawading track in Burwood East for athletes from Under 9 to Under 15 age groups. Yarra Ranges Athletics was particularly well represented, welcoming over 20 new athletes to their first region championship. On the first day of competition, 22 medals were collected, followed by another 19 on day two, but was nothing compared to the abundance of smiles and congratulations given to Yarra Ranges athletes as their respective performances were acknowledged and applauded. The total number of personal best performances recorded was a delight to see and an indication that athletes were giving their all.

That’s quite a record ORIGINAL engine, original gear box, original diff ... original colour. One of the things Bill Monk loves most about his 1966 Ford F100 is that it’s genuine. Bill has a bit of history when it comes to ‘doing up’ interesting motors. The ’66 Ford is the most recent of the eight vehicles he’s poured his blood, sweat and money into over the years. He was already the proud owner of a 1964 F100 when, about five years ago, he decided he needed another. He didn’t get the ’64, but his search led him not too far down the Warburton Highway to something even better. “A fellow from Woori Yallock brought two of the 1966 models out from America,” he explained. “He went over to Ohio to buy one, got the two of them at the right price, kept one and sold the other one to me.” He managed to talk him down from $15,000 to $12,000 and came away with a three-year project. “It was a bit rough, not in good condition at all really, and I’ve basically rebuilt it from the ground up,” he said. After 35 years with the Board of Works as a plant operator, pulling things apart and putting them back together is second nature. He worked on the pipeline from the Upper Yarra Dam to the Silvan Dam and on the Sugarloaf and Cardinia dam projects during his time with the Board, so why wouldn’t he be looking for something to work on in his retirement! There is a lot about this particular F100 that Bill likes, but the 352 big block, Thunderbird engine, is right up there when it comes to what makes it a bit extra-special. “It’s a pretty rare one,” he says pointing out that it’s the equivalent of a 5.3

The engine was in perfect condition with 61,200 miles on the clock when he bought it, and he’s added another 6000 driving it on a club registration that allows him to take it out 90 days each year. The column gear shift is another feature which puts it into a class of its own - as opposed to the more common flow shift. Of course, it’s left-hand drive, which he said took a bit of getting used to at first. Maintaining the integrity of the 50-year-old Ford has been paramount. “Everything on it is as it was when it was brand new in America,” he says.

“There are no false parts on it, every part is genuine Ford.” He could have saved a bundle of the $70,000 he’s spent on it, but says it wouldn’t be the genuine article with anything less than Ford parts. Owning something as eye-catching as the ’66 F100 is not just about nuts, bolts and panels. Bill says it creates an immediate connection with other car enthusiasts. “I saw this guy at the shopping centre the other day with an XW Falcon and got talking to him,” he offers as an example. “His dad bought it brand new, and he’s now passed away. “It had done 17,000ks.” Bill reckons car people are different to the average person. “I can talk about bits and pieces, what

WHAT is happening on our roads? Five pedestrians have been killed in Victoria in the past week. One of the fatalities was a 65-year-old woman who was struck and killed by a car while she was waiting at a bus stop. Another, a man on a footpath while picking his kids up from school. On Tuesday morning 16 February a man was hit in the Melbourne CBD and a school girl was hit by a garbage truck in Melbourne’s south-east. It is too early to say who was at fault in this disturbing spate of crashes involving pedestrians. However, research shows that pedestrians are usually not the cause of crashes that kill or injure them. TAC research shows that driver error causes 88 per cent of crashes involving senior pedestrians who are injured and 66 per cent of pedestrians 16-39 years. The most common crash scenario is when a pedestrian is hit from behind by a car turning right at an intersection. That is, the driver failed to give way to a pedestrian as they are legally required to do. It is apparent that large number of drivers either do not know, or do not heed, road rules relating to pedestrians such as giving way to walkers when crossing slip-lanes, or when undertaking U turns, or entering or exiting a carpark or driveway. We need better enforcement and road design that facilitates safe driving and takes care of pedestrians.
