Cross over cut By CASEY NEILL DANDENONG South businesses are fuming over shock plans to cut Abbotts Road in half at the railway crossing. “This would close my business,” Arco restaurant director Lindsay Bull said. He received overwhelming support from 40-plus business representatives when he slammed the Level Crossing Removal Authority (LCRA) plan at a heated drop-in information session at AW Bell on Thursday 25 February. The authority proposed a new road link over the rail line connecting Remington Drive to Pound Road, and “the truncation of Abbotts Road”, which means its closure. The LCRA said there had been two deaths and many injuries at the site in the past seven years and “this option would provide significant benefit to the Dandenong South Industrial Precinct”. It did not put forward any alternative plans. But Dandenong MP Gabrielle Williams said there were other options on the table. “The LCRA has mucked this up,” she said. “I’ve raised this with Minister Allan as the minister responsible and have got her assurance that what was put forward is not the position of government.” Ms Williams said removing the Abbotts Road level crossing was an opportunity to address other connectivity problems in the area, including the dead-end Remington Drive.

businesses relied on through traffic and had taken out lengthy leases. “They paid a premium to be on a road that has 23,000 people driving down it,” he said. A Level Crossing Removal Project spokeswoman indicated that South East Melbourne Manufacturer’s Alliance (SEMMA), Committee for Dandenong and Greater Dandenong Council supported the project.
Traffic would flow a lot better on Remington Drive, she said, and the authority would look at feedback about losing parking on the road. But SEMMA executive officer Adrian Boden said that putting up closing Abbotts Road as the only solution “is absolutely not what we support. “If the level crossing authority wants to put it on the table, that’s fine,” he said.
“But you can’t make a decision until you’ve spoken to the businesses.” Greater Dandenong Council business manager Paul Kearsley said “it was understood by us that there would be at least three options presented for consideration as part of a genuine consultation process”. “We are both concerned and disappointed that only one option has been tabled,” he said. Committee for Dandenong chairman Gary Castricum said the group was in a difficult position. “We don’t support the termination of Abbotts Road, we only support the Remington Drive overpass to occur,” he said. “We don’t believe that’s the best solution but that’s the only solution they’re putting up.” Mr Castricum said he asked the Level Crossing Authority about leaving the Abbotts Road crossing as it was. “They had serious concerns about the level crossing and that it can’t be left as it is. We share those concerns,” he said. South Eastern Metropolitan MP Inga Peulich has launched a petition at ingapeulich.org calling for the State Government to abandon plans to close Abbotts Road. The LCRA will hold another session with property owners on Friday 4 March and will continue to work with individual businesses. Ice user accused over 2000 Facebook posts By CAM LUCADOU-WELLS AN ICE user charged with stalking his former prostitute has allegedly made threats to police that “they better be good with their guns”. Christopher Norton was arrested in Emerald on 21 February, accused of sending more than 2000 Facebook messages to the victim for nine months last year, a court bail hearing was told. He was also charged with possessing methamphetamine or ice. Senior Constable Luke Smith, of Dandenong police, told the court on 22 February the “threatening” and “harassing” messages had instilled fear in the victim.
On his arrest, Norton allegedly told police if the victim continued accusing him, he’d “give her something to complain about”, Sen Const Smith said. The accused also told police he would “blow his brains out” on the victim’s front doorstop, the court heard. Sen Const Smith said Norton warned police they’d “better be good with their guns because he is”. Norton’s lawyer said the accused denied sending threatening messages to the victim, who had been serving Norton at a Dandenong brothel. Norton claimed several people could have assumed his identity
under fake Facebook accounts, the lawyer said. The “relationship” lasted several years, until a falling-out due to the victim not paying Norton back a sum of money, the lawyer said. The accused had used Facebook to chase the owed money, and didn’t deny making the threatening statements to police. “He was angry. He’d just used ice,” the lawyer said. The court was told Norton had regular work up until he started using ice five years ago. There was virtually no psychiatric history but for an overnight hospital admission in 2013, the court heard.
Norton, who has a prior conviction for possessing unregistered firearms in 2008, applied for bail at his parents’ house. The court heard that Norton’s father was a registered firearm holder with several weapons believed to be stored at the home. Magistrate Julie O’Donnell said even if the father’s weapons were safely stowed, there was “some sort of risk there”. Ms O’Donnell refused bail and requested a mental health assessment for Norton. He was remanded in custody to appear at Dandenong Magistrates’ Court on 24 February.
Zoe backs herself as she faces MS fight By LACHLAN MOORHEAD THE irony was too much for Zoe she couldn’t stop the tears from falling. It was May 2010 and the 29-yearold from Endeavour Hills was visiting her Greek relatives in Athens, a mere two weeks after she had been diagnosed with multiple sclerosis. Soon her uncle dug out an old Dandenong Journal article, cut from a 1988 edition. Although the paper had yellowed with time, there was something timeless about the photo of 19-month-old Zoe Angourias-Verlin showing a beaming smile and clutching a teddy bear almost the same size as she was. The article was about one-yearold Zoe taking part in a baby show fundraiser - for multiple sclerosis. “I cried, I actually cried, because it was so ironic,” Zoe told Star News this week. Almost three decades after she took part in one fundraiser, Zoe will be participating in another when she has her hair cut for the World’s Greatest Shave. Zoe sees it as the least she can do. She knows what it feels like to be diagnosed with an illness that changes one’s whole outlook on life. When the left side of her body went numb six years ago, Zoe was convinced she had a brain tumour. The truth - MS - wasn’t any better. “It’s changed a lot of things, I’m constantly on medication,” she said. “It’s the little things, it’s unpredictable. I don’t know if I’m going to wake up tomorrow and feel great or wake up and my legs don’t work.” When Zoe spoke to Star News
Driver nabbed A MAN who has allegedly never held a driver’s licence has been caught drink driving more than three times the legal limit in Keysborough. The 22-year-old was intercepted in an unregistered 1994 BMW sedan on Kirkham Road West by Dandenong Safe Suburbs Taskforce police officers about 9.50pm on 22 February. The Chelsea man returned a positive breath reading of 0.186 per cent, police say. The vehicle was impounded for 30 days. Police say the man is expected to be charged on summons with drink driving, unlicensed driving and driving an unregistered vehicle.
Station bomb threat DANDENONG railway station was evacuated due to a bomb threat on Thursday morning 25 February. Victoria Police’s bomb squad searched the station, which was closed down shortly before 9am. A police spokeswoman said on Thursday that a man had been arrested at the station and was “assisting with our inquiries”. She said police officers conducted safety checks at the station. The bus terminus at the station was also closed.
Punch mugging THIEVES have punched and robbed a Keysborough man as he walked through Noble Park. Greater Dandenong CIU Detective Sergeant Jason Owen said the 21-year-old was walking along Mile Creek towards Tower Court about 11pm on Friday 19 February. Two Caucasian men wearing black pants and grey hooded jumpers approached and demanded his mobile phone. The victim refused, and the men, both about 190 centimetres tall, punched him in the face, splitting his lower lip. The thieves then demanded the phone’s passcode and punched the victim to the face again when he refused to provide it.

And until he died from lung cancer in 2012, Zoe’s father, Nick, was a constant source of inspiration. “He was my life,” she said of her dad. Now despite her fight with MS and the constant day-to-day battles it produces, Zoe is using her life to help others through the World’s Greatest Shave.

Sugar coated quality makes for a superb marriage By CAM LUCADOU-WELLS THE first thing visitors notice in VIP Kitchens is the aquarium of live foods - lobsters, black-lip abalone and barramundi. They’re top of the list of this Springvale traditional Chinese-Vietnamese restaurant’s voluminous 158item menu of seafood, duck, pork belly and other meats. What also catches the eye are the round 30-centimetre-deep slabs of wood which are used as chopping boards. In the front window hang barbecued ducks which are sliced on one of these logs right in front of customers’ eyes. The broadly smiling proprietor Vay Luong said he loves the soft sound of knife on these slabs, which were imported for $300 each from China.
EAT LOCAL, DINE GLOBAL There’s no denying his adherence to quality. His most popular dish is the mud crab udon noodle soup - a superb marriage of a soft-fleshed mud crab from Darwin, brewing in a bisque which is lightly seasoned by salts from the sea. Each day, the kitchen cooks 30 ducks coated with a film of sugar. The ducks bake inside tall gas-fired cylinders for an hour until the sugar’s pink colour darkens to a crisp. Another menu highlight is a dozen slices of duck served next to an eggnoodle and bok choy filled chicken
broth that stews for six hours. Banquets of 10 are served in the restaurant’s VIP area. At the excellent price of $45 a head, a feast of soup, steamed oyster, mud crab, steamed barramundi, chicken, sea cucumber hot pot, barbecued pork or duck, sweet-and-sour pork, sizzling beef in pepper sauce, stir-fried vegies and rice is served. Luong and business partner Anna Phan took over and renamed the dining institution Tan Lac Vien six months ago. Mr Luong had been working in hospitality for 30 years before taking on his own restaurant. “I passed this restaurant each day while working in the area here. “Then I finally made them an offer.” As a 19-year-old refugee when he arrived from Vietnam in 1978, Mr Luong started his working life in a factory.

point during Mr Summers’s two-hour Q&A presentation at the Paddy O’Donoghue Centre where he admitted recent feedback had been mostly negative. Many residents had expressed shock to the Journal because the sky rail plan had not been floated during community consultation about removing level crossings last year. Mr Summers told the 60-strong audience that feedback, such as for car parking, green open spaces and retention of mature trees, led to the sky rail “solution”. He said Noble Park was only receiving a new “premium” railway station shifted closer to Heatherton Road because of sky rail cost savings. If it was rail under road, money would be “wasted” on replacing trains with buses during construction, taking tonnes of dug earth to landfill and moving phone, sewage, gas and electricity services. There had been a lot of concern about derailments and back yard privacy, Mr Summers said. Homes would be safer due to barriers containing any derailed trains to the bridge, as well as the fitting of new directly-fixed tracks, he said. NOISE pollution from trains, including diesel freight, on the proposed sky rail tracks through Noble Park remains an unknown quantity, the project’s director has admitted. Level Crossing Removal Authority project director Brett Summers told a Noble Park public meeting on Wednesday 24 February that “preliminary modelling” of noise-levels was not ready for public release. He said that there would be an “overall decrease in rail noise”. Any noise would be deflected upwards by barriers and noise levels would have to comply with state policies, he said. “We’ll release it in due course, when we’ve done more detailed modelling.” An audience member at the Noble Park Community Action Forum grilled Mr Summers on what noise from diesel freight trains would be heard in households. She was particularly concerned about the extra noise from trains as they ascended the elevated rail at night. “Noise pollution affects their lives and their sleep. This is thousands of people we’re talking about.” Mr Summers replied: “And that’s why the government has a noise policy.” Consultation was a touchy

She said the project would help residents to reconnect with the earth and community. “It’s so important. There’s nothing but plusses here,” she said. “I hope more and more people want to do it.”

She’s seeking funding for stage three, which will include a workshop and outdoor kitchen. Uniting AgeWell Noble Park released a cook book, From Seed to Table, filled with cherished recipes from residents, volunteers and staff. Ms Beer sampled recipes from the book during her visit, including butter chicken, meat balls and chocolate fudge. “This is really great. I’m going back for seconds,” she said. Drug dealer mum jailed A SPRINGVALE mother has been jailed for her third drug trafficking offence after being discovered with ice and drugdealing materials in a car driven erratically on the Monash Freeway. Trang Thuy Pham, 30, appeared in Dandenong Magistrates’ Court on 22 February by video link due to being on remand for other matters. She pleaded guilty to seven charges including trafficking ice, proceeds of crime, careless driving and unlicensed driving. The court was told police intercepted Pham, who was swerving across lanes on the Monash Freeway, at Mount Waverley, shortly after midnight on 15 August. Police prosecutor Senior Constable Tracey Arnold said Pham provided a false name and another person’s driver licence to police when pulled over. That false name piqued the interest of police; that person had extensive priors for drug
trafficking and possession. During a search of the car, police found $8500 cash, ziplock plastic bags, digital scales, a key safe, ice pipe and handwritten notes referring to payments and “amounts in grams”, Sen Const Arnold said. A mobile phone and $50 cash were seized from Pham’s person. In the divvy van, the accused was observed removing an object from down her pants and was then fully searched. She was then found with a plastic bag containing ice, a drinking straw and $300. Pham told police that she was using the cash to buy the vehicle from the third party - whose licence was first presented to police at the intercept. She told police she was unaware of the drug paraphernalia in the car, and was unable to provide details on the “other people” driving the car and who had given her the seized iPhone 5s for her birthday. Pham blamed her erratic driving on eating while behind the wheel.
Defence lawyer Effie Lagos said Pham, who two years ago completed a lengthy drug treatment court order, had been caught in a “vicious cycle of using” since she was 20. Pham’s battles included heroin and ice addiction, Ms Lagos said. “She was able to rid herself of heroin addiction but struggled to rid herself of ice. “It’s not a situation where she’s trafficking and not using, which would be more aggravating. She’s a prolific user.” Magistrate Clive Alsop said a jail term was “certain” when Pham had previous convictions for trafficking ice. Mr Alsop said courts had to “send a message” to ice traffickers. “You have a very sad history - there’s a couple of kids and the fact that you’ve been addicted to this stuff for some time. “But being in the industry of selling ice, you’d be aware of what that stuff is doing to the community.” Pham was fined $1800 and jailed for 12 months.
Fired up after arson attack A SHOCKED Noble Park church community expects to fully reopen within months after a deliberately lit fire gutted its kitchen and hall. St Columba’s Uniting Church council chairman Greg Wyatt said the building on Joy Parade had been the recent target of vandals, who broke several windows a week before the fire. Early on 18 February, unknown intruders broke into the church by smashing a glass door’s pane. They piled papers onto the kitchen’s gas stove and ignited them. The fire spread into the roof, destroyed the recently renovated kitchen and significantly damaged the hall - that hosts up to eight community groups. Mr Wyatt regards it as an “unprecedented” attack on the church. “You can’t say it’s an accident,” Mr Wyatt said. “I have no idea why it hap-

Eight community groups who used the space were affected by the blaze, no more than the Intercross Christian Centre that’s based in the hall.
“All of the groups are going to have to modify (their use of the building) for the next few months.” The church’s worship area and offices were relatively quarantined from damage and re-opened within days. Push to limit high-rises By CASEY NEILL DANDENONG streets earmarked for towering apartment blocks could get a double-storey cap if a council push is successful. Greater Dandenong Council received 628 submissions to the Greater Dandenong Planning Scheme Amendment C182 - Residential Zones Review, most expressing concern about unit blocks in streets predominantly home to single-storey dwellings. On Monday 22 February, councillors passed an alternate motion from councillor Matthew Kirwan to change their position on several residential pockets and send their recommendations to the Planning Minister. He said the minister would then appoint a panel, hear submissions, and come back to the council with a decision on what should and shouldn’t be changed. “We’re almost three-quarters of the way through the process, which has now
gone on for about two-and-a-half years,” Cr Kirwan said. He successfully argued two areas should be removed from the Residential Growth Zone, where three-storey to fivestorey apartments are encouraged, and into the General Residential Zone, where two-storeys would be the norm. “Residents in those areas, they didn’t think we were going far enough,” he said. The pockets are within Herbert Street, Stud Road, David Street, Princes Highway and Day Street, and Birdwood Avenue, Jones Road and Hemmings Street. Cr Kirwan said a three-storey apartment building in Wilma Avenue was a good example of what the council wanted to avoid with this change. “It’s a long way from the CBD and completely out of place,” he said. “I think apartments could be really positive for Dandenong. “We’ve got two proposed apartment blocks in Thomas Street and I can’t wait
for them to go ahead. “This three-storey apartment building in Wilma Avenue ... it’s a 25-minute walk from anything.” But the council had no choice but to approve the application, he said. “VCAT’s job is to police councils that don’t follow their own planning scheme,” he said. “If we had knocked it back it would have been lost at VCAT because it is Residential Growth Zone. “The important thing to do is change our planning scheme to give us the power.” Cr Kirwan said the State Government was unlikely to support taking streets out of the Residential Growth Zone that were too close to the Dandenong Railway Station and the Dandenong CBD. “None of these areas are particularly close to Dandenong Railway Station or the centre of the Dandenong CBD,” he said.
“If the State Government supports the C182 amendment and particularly also takes out these extra streets, they will actually achieve the State Government objectives of higher density in the centre of Dandenong even better. “There will be an incentive to build apartments in the centre of Dandenong where retail will be stimulated and where community activity and nightlife will activate the centre.” Cr Kirwan also successfully argued that residentially-zoned land fronting Princes Highway between David Street and Day Street should remain in the Residential Growth Zone but shift from Schedule 1 to Schedule 3. “Schedule 1 is a discretionary four-storey limit. There’s the ability then to go to five storeys with individual applications,” he said. “Schedule 3 is a three-storey limit. “The council’s hoping that there is a mandatory limit.”
Driver dies in tree smash A WOMAN was killed after she lost control of her car and hit a tree in Dandenong overnight on Thursday. Police believe the car was heading east along Cheltenham Road about 9pm on Thursday 25 February when it veered off the road and crashed into a tree. The driver died at the scene while her two passengers, both understood
to be teenage girls, suffered non-life threatening injuries. The death brings the 2016 road toll up to 48, seven more than this time last year. THE sky rail debate went stratospheric this week with the State Government attacking its predecessor’s “space rail” Rowville Rail study. The Coalition has regularly branded the state’s proposed 10-metre-tall (give or take a few metres) sky rail in Noble Park as “ugly” and “intrusive” in recent weeks. Now the under-fire government seized on a towering 17-metre structure proposed in the 2012 Coalition-commissioned study into Rowville Rail and gloated over the Opposition’s hypocrisy. The sky rail’s station canopies reach up to 20 metres above ground, so perhaps we should call them space stations.

By GEORGIA WESTGARTH YOUTHS arrested over the spate of home invasions and aggravated burglaries, which targeted luxury cars throughout the south-east, will face the Melbourne and Dandenong Children’s Courts. Investigators from Dandenong Embona Taskforce have charged one youth from Dandenong who has been bailed for offences including aggravated burglary, theft of a motor vehicle, handling stolen goods and possession of offensive weapons. Three youths from Pakenham, two youths from Frankston and one youth from Dandenong have been remanded in custody. The series of car thefts occurred between Friday 19 and Saturday 20 February and spanned Keysborough, Berwick, Narre Warren South and Wheelers Hill. Detective Sergeant Ivan Bobetic from the Dandenong Embona Taskforce said investigations into the car thefts and possible links to the notorious apex gang remained ongoing. “It’s certainly an avenue of inquiry - it appears the ‘apex gang’ is so widespread now, however to categorise them as a group or gang is folly at this point in time, it’s just something that we’ve got in the back of our minds and are exploring as part of the investigation,” Det Sgt
Bobetic said. “This type of offending has been occurring for 18 months to two years but not all are related to this group of offenders,” he added. The group arrested for offences reported over the past two to three weeks are all under 18 years old, but Det Sgt Bobetic said a range of different groups and ages were involved in the burglaries to some degree. “A lot of them are known to each other,” he said. “The level of violence and lack of contrition is alarming for their ages - it seems they have no concept of what they are doing, conscience for the victims or they simply don’t care.” Det Sgt Bobetic said the thefts and home invasions seemed to occur in the early hours of the morning and urged anyone who saw people loitering around their home or neighbour’s house to call triple zero immediately. “It’s a sad day when you can’t leave your car keys on your kitchen bench,” he said. The recent car thefts all occurred overnight and detectives received nine reports of aggravated burglaries between 6am and 7.45am on Saturday 20 February. A 2015 black Mercedes Benz coupe was stolen from Berwick about 6am, while a
2015 grey Mercedes wagon was stolen from Berwick about an hour later. Sometime between 1am and 7am on Saturday, a 2010 black BMW X5 wagon was stolen in Keysborough, and a 2006 blue Holden Statesman was stolen in Narre Warren South between 1.30am and 8.40am. Det Sgt Bobetic said police had recovered some of cars since the weekend. “There were a number of home invasions committed and vehicles and personal property and electrical equipment was also stolen and we are making inquiries to recover that property.” He added that the cars were often found to be burnt out or dumped on the side of the road. “At this point if you own a luxury car, we suggest locking it away out of sight and for people to be vigilant - residents need to be alert, not alarmed,” he said. Police are still investigating the motives behind the spate of car thefts, but Det Sgt Bobetic said the risk of a disturbed homeowner waking up and getting hurt during a home invasion was a major concern. “We ask people to comply with them and their demands and not to take them on, get them out of the house as quickly as possible and then call police,” he said.

Poll position GREATER Dandenong voters will need to front up to the polls in October after councillors decided against postal voting. Switching methods for this year’s local government election would have saved $218,000, but Councillor Matthew Kirwan told the Monday 22 February council meeting that a genuine election was worth the extra cost. He said postal voting sounded very good in theory, but it increased the practice of “dummy candidates” where candidates enlist complementary running mates to attract the votes they might miss and feed them when preferences are counted. Cr Kirwan said voters could meet candidates and their teams at polling booths and assess which were genuine. “Attendance voting doesn’t
get rid of dummy candidates but it lessens their impact,” he said. He said attendance voting was also easier for voters with limited English skills. Cr Roz Blades also supported attendance voting, which still gives voters the chance to fill out their ballot paper at early voting centres or apply to vote by post. “We have to cater for everyone,” she said. Cr John Kelly said 81 per cent of councils across Victoria used postal voting, through which all voters are sent candidate profiles, ballot papers, reply-paid envelopes and voting instructions in 20 languages. He said the municipality’s high number of voters from non-English speaking backgrounds was “a pretty poor excuse” because they regularly had to fill out forms.
Cr Kelly said there’d be dummy candidates either way and reminded his colleagues that ratecapping was on the way. “We need to save all the money we can,” he said. But Cr Sean O’Reilly said “the exercise of democracy shouldn’t be about saving money”. He said attendance voting made it clearer to see which candidates were more organised and therefore likely to be better councillors. “We’ve got enough dummies on council - we don’t need any more,” he said. The Dandenong jewellery store owner has been shaming a Thief of the Week for the past nine years and swears by the tactic - though he concedes the thefts are a little less frequent than weekly. He fitted Chelsea Jewellery in Langhorne Street with CCTV cameras to capture the crooks that threaten his livelihood. He then prints out screen grabs and appeals for help to identify culprits. Parties spark grand debate By CASEY NEILL TWO parties and $1000 have sparked heated debate between Greater Dandenong councillors. Councillor Maria Sampey boosted Community Response Grants to two groups at the Monday 22 February council meeting. She issued a feisty retort to Cr Angela Long after she voiced her disappointment following the decision. “She’s quibbling over $500. You’re a joke,” Cr Sampey said. Councillors were to allocate $480 to the Greek Community of Springvale and Districts for a Christmas party and excursion, and $310 to the Macedonian Senior Citizens Group of the City of Greater Dandenong for an International Women’s Day celebration. Cr Sampey moved that each instead receive the amount they applied for - $1000 and $850 respectively. “The way the system’s being
organised, it really isn’t working,” she said. “We’ve got a lot of money in the community grants. “A group has to make two or three or four applications before getting what they wanted in the first place. “I know you’re not going to agree with me. It doesn’t bother me. “I think the system’s wrong.” Cr Sean O’Reilly said council officers recommended appropriate fund allocations and sought councillor feedback via email before bringing a final report to a council meeting. “To change this recommendation without appropriate time to consider the merits of the allocation of these funds is not the level of diligent and thorough decision-making that the community expects when allocating ratepayers’ money,” he said after the meeting. “The additional money that was granted at Monday night’s meeting mean that other com-
munity groups will miss out, unless council makes a subsequent decision to increase the yearly community funds allocation.” Cr Peter Brown said the system wasn’t wrong but there was room for improvement and the council should be more generous to the two projects in question. Cr Roz Blades said all councillors had agreed to the grant policy, which was designed to make the process more open. Cr Angela Long said Cr Sampey already had the opportunity to influence the grant figures, and that the council had a set amount of money to allocate over 12 months. “People applying late in the year will miss out altogether,” she said. “We should stick with the policy.” Cr Jim Memeti supported Cr Sampey’s motion. “We either support them in full or don’t support them,” he said.

Lunch punch carjack bid A MAN eating lunch in his car suffered cuts and a black eye during an attempted carjacking in Keysborough. Greater Dandenong CIU Detective Sergeant Jason Owen said two men and a woman approached the 64-year-old
Springvale South man in the Parkmore Shopping Centre car park about 12.30pm on Monday 22 February. They demanded his keys and punched him in the face through his open window when he refused.
The would-be thieves got into a white Nissan Skyline, in which another man was waiting, and fled the scene. Sgt Owen said they were described as Caucasian and aged in their teens. The victim was treated at Dandenong Hospital.

Virtual accountant adds up By CASEY NEILL WHEN is an accountant not an accountant? Dandenong South-based Ross Billson explains that he fills the gap between book keeper and external tax agent as a virtual chief financial officer (CFO). “More information makes more informed decisions so you can plot you course with more confidence,” he said. An $8000 Greater Dandenong Council business grant presented on 10 December has helped him to relocate from Glen Waverley and re-brand as Billson Business Advisory. Business mentoring included in the grant is helping him to find clients. “My first ever job was in the City of Greater Dandenong working for Price Waterhouse 25-plus years ago,” Mr Billson said. “That was my only experience working in an accounting practice. I didn’t like it, to be frank. I didn’t want to be an auditor. “I left the chartered accounting profession after about 12 months and got into industry.” He worked in different financial roles at various manufacturing companies, spending time in London and the Netherlands and introducing activity-based costing to Victorian manufacturers. “At the time, that was the real flavour of the month in terms of accurate product costings,” he said. “The concepts still hold true today. “I did, basically, the first activity-based costing project for a manufacturer in Victoria with National Radiators.” Mr Billson got his public practice cer-
tificate in 2014 and started his virtual CFO business mid-last year. He offers strategic planning, budgeting, forecasting, management reporting, system evaluation, cash-flow analysis and more. His is a long way from the traditionalstyle accounting practice focused on auditing and taxation. “I don’t do any of that - I’m specifically away from that kind of thing, doing the business advisory and really partnering with businesses,” he said. “It’s really just a part-time chief financial officer or a part-time financial controller or a part-time finance manager. “It’s going into companies and either doing projects for a period of time or going in once a week, once a month, once a quarter and being part of their management team and bringing that financial expertise from where I’ve been in industry into the SME (small to medium enterprise) manufacturers. “The SMEs can’t really afford a full time financial officer and they don’t want them doing data entry to fill in time.” Mr Billlson’s focus is now on networking and letting businesses know the benefits he can offer. “I don’t need a lot of clients to keep me busy. Probably 10 to 20 is the scale I’d be looking at,” he said. “Growing beyond that I’d be looking at putting on staff. “I would hope in the next 12 months I would have at least 10 clients. Businesses chip in for charity GREATER Dandenong businesses have hit the golf course for a good cause. SEBN held its annual Take a Swing for Charity golf day at Sandhurst Golf Club in Skye on Monday 22 February. The event has raised more than $250,000 over the past six years. Organisers are still counting the cash from this year’s golf round and auction, which will go to
the State Schools’ Relief Fund (SSRF). It provides uniforms, clothing, shoes and other materials for disadvantaged students in Greater Dandenong. The SSRF last year received $44,000 from Take a Swing for Charity, which paid for school equipment and uniforms for 679 students from 17 local schools.
Cleaning program helps young people A CLEANING service helping young people to find their feet is sweeping into Greater Dandenong. TRY is one of Australia’s oldest social enterprises and is bringing its TRY Clean program to Dandenong. The commercial office cleaning service employs young people referred through employment service providers and welfare agencies. The program’s aim is to transition the workers from the entry-level employment experience into further study or future employment. “This is a wonderful opportunity for local businesses to support young people on the path to achieving their potential and becoming contributors in their local communities,” TRY Australia CEO Julia Cambage said. A green way to have fun FAMILIES picked up tips to save money and the environment at a fun day out in Dandenong. Greater Dandenong councillor Matthew Kirwan said the third annual Family Sustainability Festival at Dandenong Market on Sunday 21 February was “the best ever”.
“It best combined being a family-friendly event with plenty of free family activities on offer, and also a great variety of stalls that showed residents many different practical and affordable ways where they can live more sustainable lives - helping the environment and saving money at the same time,” he said.

Raiders loss is a gain for Cougars By JARROD POTTER LEADERSHIP and the next great challenge guided Calvin Enge to his new basketball home - Keysborough. Enge made the tough choice over the summer to leave the Dandenong’s SEABL team, instead choosing to play for Keysborough in BIG V. The big decision to leave the Rangers, the club he’s called home for the past five seasons, was arduous for the versatile guard-forward, but Enge knew it was time to take his basketball in a different direction. “I mean basically I got to a point at Dandenong where it was great - I miss all the boys the coaching and everything - but I kind of just thought for myself personally it wasn’t the right fit anymore,” Enge said. “It was a bit selfish for one, the Dandenong Rangers team, and two, myself, to keep playing there and not pursuing a bit of a bigger role and that was my main point for leaving.” He wasn’t locked in with Keysborough until earlier this year, where his choice, as so many things do, happened out of sheer coincidence. Enge had few shoot around sessions over summer at Keysborough, just to stay fit and ponder where he would play in 2016, but found himself at home with the Cougars’ squad and his signing fell into place. “As for Keysborough that was a complete shock for me - I went down there a few times, have a few mates there and I went down and said I wasn’t looking to sign there, just wanted a run,” Enge said. “Had a few practice sessions with them and really liked what they

Enge knows he needs to step up as one of Keysborough’s leaders on and off the court - and take on the toughest responsibilities week-in, week-out. “I love to challenge myself and I said I came to Keysborough to have a much bigger role,” Enge said. “I’m one of the leaders in this group and that’s a lot different for me, not so learn about myself but learn about my team mates as well, that’s what
I’m looking forward too. “It’s a bit of a smaller league, so I’ve got a bit more flexibility to play - coach (Nathan Vogt) has talked about playing me at the three-four so that’s something I’m keen to do.” Nothing will ever take away from his experiences at Dandenong though as Enge finished his time in SEABL with 131 matches, two conference titles and the 2013 SEABL national championship. “Definitely the experience and just being in that professional level - that’s something you cherish forever and obviously we won a national championship there as well,” Enge said. “Just being around a great group of guys to learn from - I didn’t have much of a junior background in basketball.
“I’ve learnt as I’ve gone along so everyone from DP (Darren Perry) to Angela Harms has really helped me with that.” He took the court in the recently held Cougar Cup and Enge was impressed with the feeling around the group and especially the silver-andblue fans. What I’ve noticed about Keysborough is the atmosphere - every time we play down there it’s just crazy,” Enge said. “They’re a small club but they really know how to get down and support their team.” Enge and his Cougars will start their BIG V Division 1 Men’s campaign away on Saturday 19 May, battling Mildura.

The next McBean to make their mark at Springvale Little Athletics Centre, Declan has become the family’s third-generation athletics all-rounder. McBean, 14, from Dandenong North, has had a discus in his hand as long as he can remember, after his nana Merle McBean - the City of Greater Dandenong’s Citizen of the Year in 2001 - ushered him into the athletics world. His prowess with the field sport has earned him a ticket to Perth to compete in the Athletics Australia Junior Track and Field Championships after a stellar weekend at the Victorian championships. With a best throw of 41.19m in the recently held Victorian championships, McBean finished third in the discus to earn a ticket to the nationals.

McBean’s running and field acumen makes him one of the only literal track and field participants at the national championships, as he will be part of the under-16s 200m hurdles and discus at the nationals held from 8-13 March. McBean just wants to push his limits and see how far his athletic abilities can take him; whether he can receive a medal or not doesn’t matter too much. “Trying to get into the top eight for discus and just doing my best in the 200m hurdles,” McBean said. “I’ve got discus and hurdles and been going pretty good in sprints, too.” McBean is also an emergency for the Australian Little Athletics Championships team and when he’s not sprinting about during summer he is also a handy footballer who is set to turn out for Parkmore Pirates this junior footy season.
THE final cuts are done and dusted as Dandenong Stingrays announced their 2016 TAC Cup squad on Monday. After one last round of big cuts - following Sunday’s pre-season triple header against Murray Bushrangers at Punt Road Oval - the Stingrays have finalised which 57 men will feature in this year’s initial squad. “It was pleasing - similar to the week before - we managed to play a couple of 17 year olds in the 18s game and we might’ve got a win but don’t really watch the scoreboard in the pre-season,” Stingrays coach Craig Black said. “Good hit out and it really shaped our list.” There are a lot of new faces set to impress this TAC Cup season, with 2015 under-16 Vic Country members Hunter Clark, Luke DaviesUniacke, Jake Frawley, Beaconsfield’s Oscar Clavarino making the step into the higher standard in their under-17 seasons. Familiar under-17s like Josh Battle, Reece Piper and Myles Poholke are also set to make a great impact in their draft years and Stingrays coach Craig Black said all who made the grade have earned their places as part of a strong mix at Shepley Oval. “I think we’re pretty level across the board that’s one of our strengths,” Dandenong coach Craig Black said. “We’ve got a good balance of smalls, talls and our midfield and it’s a very even group that should do well this year.” Beaconsfield tandem Tommy Glen and Tom Jok have decided to go around again, as has ruck/ forward Travis Young among other 19 year olds. Black said it is one thing to be a talented 18 year old in the Stingrays group, but the bar is set even higher for those returning in their top-age season. “It’s a big challenge as the 19 year olds - we challenge them to step up as if they don’t get picked up in the draft as 18 year olds they have to be better again to impress the recruiters,” Black said. “As a coaching group you probably ride them a bit harder as they’re good players. “They didn’t get drafted and have to get better - work on deficiencies and improve across the board but that’s the great thing about them getting another chance.” Dandenong’s got another month remaining to gel as a team, announce the leadership group and prepare for the season ahead with the side wanting to go one better than its preliminary final exit in 2015. Stars shine above Rangers By JARROD POTTER WNBL - SEMI-FINAL ALL it took was 58 seconds. Dandenong had dominated SEQ Stars all night - leading for 97 per cent of the match - but the crunch moments of its 82-86 semi-final loss, the remaining three per cent, will leave the team wondering what could have been. Not even the raucous 1473 strong crowd could cheer their Rangers home as the side fell away in the fourth, conceding 31 points in the final term to give up the lead with only seconds remaining. Dandenong couldn’t ask for more offensively early though, as the hosts knocked down 41-apiece in each half, but the errors crept in defensively through the second half as the Stars started shining. Learning their lessons from last week, the Rangers kept Jordan Hooper (11 points) on a tight leash through the first half. Dandenong did not let the American import get her long-range game going, unlike last week where she nailed seven-of-13 from beyond the arc, while generally keeping the Stars unsettled in their own half. But Hooper’s long-range prowess would come back to haunt the Rangers down the stretch. The rest of the Stars’ starting roster found the ring as well - as Rachael Jarry (24 points), Ify Ibekwe (21 points) and Bec Allen (17 points) kept the scoreboard ticking - but Dandenong maintained dominion on court. In contrasting styles, Dandenong coach Larissa Anderson kept her roster rotating through the match while SEQ’s Megan Thompson literally stuck to her guns. Taking the mantle of on-court leader to heart, Sara Blicavs (38 points, nine rebounds) was extraordinary throughout the semi. She took the game on, rode her luck and produced shots that had to be seen to be believed. Whether she amazed with flying lay-ups through a sea of Stars’ defenders or sank clutch threes, Blicavs ensured Dandenong didn’t go down without a fight. The Opals’ swingman burdened the scoring responsibilities late in the clash as SEQ mounted its successful comeback. Playing her first WNBL final in over decade,
Jacinta Kennedy (12 points) also shone, carrying on despite battling Ibekwe and Nadeen Payne in the key - even after a trip to the locker rooms in the third term after a knock to the abdomen. SEQ continued to chip away at the tally, while Blicavs in particular kept the Rangers on track with her aerial superiority. But no matter what Dandenong did, there was no stopping the late SEQ surge. The close guarding on Hooper fell down in the finale as her long-range trey pushed the Stars ahead for the first time in the clash. Dandenong couldn’t muster one last piece of magic as the season came to a soul-shattering end at the third last hurdle.
Rangers coach Larissa Anderson said it boiled down to defence and the side couldn’t hold the Stars in the clinch moments, especially as they sent the visitors to the line far too often. “I feel like we had that - I personally think we played so well tonight overall, but uncharacteristically missed some shots throughout the second half and the zone got us a little bit,” Anderson said. “We scored more than enough points, but you can’t allow a team to get 86 ... it was defence. “In the end when you look at the score line, they got 25 of them from the free throw line, and that makes it really tough.” Blicavs was pleased to step up in the crunch moments but admitted no personal achievement would be a consolation for the loss. “I think I surprised myself with three - that were complete flukes, but I’ll take it,” Blicavs said. “I guess I did ok, but we didn’t win so it’s kind of flattening and I’m not really thinking about that at all.” While it was not a fitting end to a hard-fought season, Anderson was extremely pleased with her side’s tenacity throughout the year. Seeing the side fight back from injuries and form slumps that almost threatened their shot at finals, Anderson thinks it will drive this group to greater successes in years to come. “For us I’m just going to focus on the fact that I’m so, so proud of these girls and think not many gave us a chance this season,” Anderson said. “I think if we got over the line there anything was possible, the girls were just starting to find their mojo back and I’m just so proud of their whole effort. “To make finals together in their first year is a great achievement - this will hurt, but I hope they take that into next season as I think these girls are going to do something special next season.”

By JARROD POTTER NPL VICTORIA 2 EAST - ROUND 2 TAKING home the inaugural Jim Memeti Cup, Dandenong Thunder comprehensively belted its cross-town rivals Dandenong City in an impressive four-goal haul. The first Dandenong derby didn’t live up to its billing as Thunder rolled City comfortably to take the top spot in NPL 2 East with its second huge victory in a fortnight. Veton Korcari (12’) cashed in early, swinging the first goal into the top left corner to start the rout emphatically. It only got worse for City as an early red card to Andres Jerez - given for a last-man violation - left the home side reduced to 10 men for most of the clash. But the home side didn’t give up - the 10 men created a number of early opportunities that tested the Thunder’s back four and keeper Fraser Maclaren. A goal-line scramble - kicked away in the end by Simon Colosimo and Faisal Sakhizada - was about the best chance City produced all day as Thunder clamped down defensively once more. The one-man advantage gave ample opportunity for Thunder to sign off on another huge NPL 2 East victory as Amir Osmancevic (60’ and 76’) pushed to the top of the golden boot rankings with another brace - his second in two weeks. The margin gave Dandenong Thunder a chance to rotate the roster and bring on some of the up-and-coming talent as bench talent Antonio Barbaro, Yusuf Yusuf and Viktor Mujedinovski got to feature in the hit-out. City’s day ended badly as Mate Eterovic (85’) conceded an own-goal to complete the 4-0 whitewash. “It has been a good start - when you get a positive response from the group and moving forward into the first two rounds, if you can score eight goals and take two wins it definitely sets the tempo for the year,” Thunder coach Huss Skenderovic said. “We did set it right from the beginning in terms of what we want to do - worked on that with Veton the day before with the finishing and then we opened them up again and then Jerez fouled. “It did change the game obviously, never helps as tactically they change and you don’t know what they’re going to do, but it helped us and we came back out early in the second half

very competitive, but we won’t change our approach,” Skenderovic said. “We’re there to score goals and entertain and make sure the crowds come back and we want to make sure the work ethics and habits remain. “Sometimes you win two games like that you become cocky or complacent and that’s not allowed to happen - that’s the message we’ll be driving home during the week.” Springvale White Eagles held early superiority over Brunswick City, with Damir Stoilovic scoring in the first three minutes, before John Pykett added the second just before the half. The best of White Eagles’ efforts though couldn’t stop a dying seconds’ penalty from levelling the ledger 2-2. Dandenong City travels yet again- this time to Goulburn Valley - while Springvale White Eagles play Kingston City on Monday night.
YOUTH GIRLS ACADEMY CHALLENGE ROUND 2 EARNING an emphatic 44-point victory over Geelong-Western, Dandenong Stingrays Youth Girls have kept their Youth Girls Academy Challenge campaign alive. The only downside to the triumph was Dandenong’s woeful goal-kicking, as the girls sprayed their way to six-goals-16 as the big sticks proved a bigger challenge than the Jets/Falcons combination team. Dandenong’s worst enemy was its shonky kicking as the second term reaped two-goals-six and the last one-goal-seven to cut down the potential percentage. As opportunities flew frequently for the Stingrays’ girls, Jas Greirson reaped the rewards and showcased her all-round attributes. She stormed forward this week, after featuring last weekend as centre-half-back against Issy Huntington, but this time around it was Grierson’s turn to shine in the forward-50 on Saturday. Greirson cut a path through Geelong-Western’s defence in a three-goal best-on-ground haul while Sophie Phillips was just as potent up forward, as the Cranbourne flanker carved up the arc towards the victory. Defensively the stand-in skipper Jordy Allen was superb - negating just about all attacks Geelong-Western could throw at the Stingrays - while midfielders Courtney Jones (Cranbourne), Emily Browning (Lyndhurst) and Georgia Gee (Beaconsfield) flourished. Geelong-Western fought to stay alive, booting their only major in the third term with some solid work in the centre rewarded, but in the end Dandenong was a class above in the 6.16 (52) to 1.2 (8) triumph. Stingrays coach Scott Gowans was pleased with everything except the goal-kicking as he hoped the girls can straighten up and cash in on chances in front of goals. “Very inaccurate - I think it’s probably a result of playing early games, I have a bit of a belief that the early mornings really affect girls’ footy and especially the goal-kicking,” Gowans said. The win keeps Dandenong’s chances of qualifying first in the Southern conference alive, now sitting second behind Sandringham heading into the last round against Gippsland this Sunday at Garfield from 5pm.

Trevor Davies (71) stood tall throughout the innings and just about carried his bat as the starring Cobra. The response was harrowing for the hosts, but in the end Matt Downe (3/130 and Michael Davies (3/19) ensured the visitors would fall seven short, guaranteeing Heinz the last spot in the semi-finals, facing minor premiers Springvale South this week.
Cranbourne (8/171) fought off Dandenong West (8/145) via an all-round performance from Matt Chasemore (75 and 2/8). The Eagles’ middle order stole the show as the total ballooned around Chasemore, Steve Spoljaric (33) and Lucas Ligt (37no). Shaun Weir (4/47) and Peter Atkinson (2/20) proved a strong opening tandem for the Bulls’ bowling, but not much can be said about the Bulls’ batting.
