Student stars shine brightly HAILEYBURY Keysborough students will celebrate Australian theatre and music through a rollercoaster of love, loss and laughter. Year 10 to 12 students will explore five iconic Aussie plays in the two-hour stage show Under the Southern Stars. Audiences will see pieces of Ray Lawler’s Summer of the Seventeenth Doll, Cloudstreet by Tim Winton, David Williamson’s The Club, Cosi by Louis Nowra and Michael Gow’s Away. Hey big spenders At wholesale wine supplier Trembath and Taylor, where Mr Paul’s son Matthew is a partner, IBAC investigators seized documents relating to sales of Italian wine worth more than $25,000 to Chandler Park. They also found communications between Matthew Paul and Mr Napoli regarding the purchase, for former DET acting secretary Jeff Rosewarne, and requests from Mr Napoli that his personal details be removed from the wine company’s computer system. Mr Paul suggested in evidence that he would not have co-operated with Mr Rosewarne had he known the true nature of another transaction in relation to office furniture for Rosewarne’s home.

“A difficulty with this evidence is that Mr Paul facilitated the creation of a false internal document trail, which on any reading suggested substantial printing had been done for the school by Premier Office National, something Mr Paul must have known at the time was untrue,” the report said. Department records showed that both Mr Paul and the school’s business manager Mary Hannett had numerous trips overseas paid for with school funds, some paid from Mr Napoli’s banker school money. Ms Hannett gave evidence that about $6000 was taken from the Chandler Park account where she held the banker school funds to cover the cost of overseas trips.

This included about $1900 for flights to attend a conference in the United States, which she said Mr Napoli had suggested she attend. There was also evidence that Mr Paul paid bonuses to Ms Hannett, but he said the “special payments” were not in relation to banker school activities but for the work involved with a school merger. Mr Paul told the investigation that he never received or requested any direct benefits from banker school activities. Tony Bryant, principal at Silverton Primary School in Noble Park North, also gave evidence during public examinations from 27 April to 30 June last year.

CHANDLER Park Primary was the biggest of the infamous ‘banker schools’, according to a report on Education Department corruption. The Keysborough school’s principal Peter Paul gave evidence to Operation Ord, which investigated millions of dollars’ worth of suspicious transactions that could now attract criminal proceedings via the Office of Public Prosecutions. The Independent Broad-based Anticorruption Commission (IBAC) tabled a report to State Parliament on the operation’s findings and six recommendations on Friday 29 April. Operation Ord started in 2013 and focused on the use of ‘banker schools’

between 2007 and 2014, specifically investigating claims that senior Education Department officials corruptly misappropriated funds through these schools. It was alleged they co-ordinated false and inflated invoices for goods and services not delivered or not related to DET activities, and arranged payment of inappropriate expenses such as excessive hospitality, travel and personal items. The report said that Chandler Park was “of particular interest” because it paid significantly more invoices at the request of former Education Department finance executive Nino Napoli - both in number and value - than any other school.

Trains lead the way in state budget bonanza By CASEY NEILL A TRAIN order and cash for schools are among the good news for Greater Dandenong in the 2016-’17 State Budget, government MPs say. But a Keysborough South bus route is receiving mixed reviews. Bombardier Transportation spokeswoman Loulou Hammad welcomed $280.4 million in the budget for a new order of 27 VLocity carriages, in addition to 21 ordered last year, to be built in Dandenong. “These 27 new carriages will not only create space for thousands of extra passengers across regional Victoria, they’ll support hundreds of jobs here in Dandenong,” Dandenong MP Gabrielle Williams said. “They build on the new E-Class trams we ordered last budget, which are also made in Dandenong, and are also supporting local jobs at Bombardier and many local suppliers.” Keysborough MP Martin Pakula announced funding for a bus route connecting Keysborough South to the Noble Park and Mordialloc Railway Stations via Keylana Drive, Westwood Boulevard and

Perry Road in Keysborough South and Bloomfield Road in Noble Park. He said extensive community consultation had helped to inform the route and that further details, including service frequency and a commencement date, would be announced in the coming weeks. “I strongly encourage residents to use the new route when it begins - early patronage figures will help inform whether the service needs to increase in frequency. So make the most of it!” Mr Pakula said. But South East Metropolitan Region Greens MP Nina Springle said the route would miss more than 600 houses in the south-east corner of Hutton Road. “This just isn’t what the community wanted,” she said. “What’s the point of consulting with the local community if the government doesn’t listen?“ Mr Pakula also announced funding to acquire land for a new primary school in Keysborough South. “New houses are going up every day in Keysborough South,” he said. “While local primary schools in Noble Park and Keysborough currently have

capacity, soon there will be a need for a new primary school south of Cheltenham Road. “Negotiations for a site on Chapel Road will begin immediately as the first stage of delivering a new school for Keysborough South.” He made good on a $10 million pledge to complete upgrades to Keysborough College’s ageing facilities. The funds will go towards refurbishments and new spaces for food technology, creative arts, visual arts, music, drama, physical education, a canteen and toilets, across the Acacia and Banksia campuses. Mr Pakula also announced $3 million for six new classrooms and a library at Chandler Park Primary School in Keysborough. As the Journal reported on 22 April, Wooranna Park Primary School in Dandenong North will receive $350,000 to develop outdoor spaces, and planning money will go to Dandenong West Primary and Dandenong North’s Lyndale Secondary. “This funding is in addition to the $10 million in capital funding invested in Dan-

denong schools last year,” Ms Williams said. “Planning money for Lyndale Secondary is about looking beyond the stage one works that are about to commence. “These planning funds will enable the school rebuild to continue seamlessly and smoothly without unnecessary delay. “Dandenong West have been dealing with some significant infrastructure challenges, and this funding will allow them to have plans drawn up to get the ball rolling on a much-needed upgrade. “Wooranna Park PS is a dynamic and extremely innovative local primary school, but its outdoor spaces are a bit tired and the students deserve better. “This funding will enable them to upgrade these spaces so they better reflect the energy and dynamism that makes this school so special.” The budget also included an additional $300,000 for graffiti removal on noise walls along the Monash between CityLink and Pakenham. Ms Williams said the funds would also cover the installation of fences and plants to help to prevent vandals from reaching the walls.

Budget drives education and bus improvements By CASEY NEILL KEYSBOROUGH South campaigners are celebrating big education wins in the 2016-17 state budget. They welcomed a new bus route for the area announced in the document, released on Wednesday 27 April, but said it didn’t go far enough. Keysborough South Action Group (KSAG) spokeswoman Nina Kelly attended an Education Department briefing at Parliament House just hours after the budget announcement. She applauded the State Government and Keysborough MP Martin Pakula for delivering the first stage of a new school money to buy land. “For residents, this school site has been a long time coming,” she said. “The land acquisition is one great step forward for residents in the new estates of Keysborough. “However, the community still needs surety in relation to an opening date.” Ms Kelly said campaigning would continue with the aim of securing a prep to year 12 school open for the 2018 school year. “My youngest is two years of age and starts prep in 2019,” she said. “I want the school open in time for him to walk to school with our neighbours. “My eldest starts prep next year so we

will have to drive the six-lane gauntlet of Dandenong Bypass and Cheltenham Road to get to him to school safety.” Greater Dandenong councillor Matthew Kirwan said a bus route servicing the burgeoning Keysborough South would enable residents to travel by bus to Parkmore Shopping Centre and access the Noble Park and Frankston train lines for the first time. “My previous concerns with coverage and frequency, however, remain,” he said. “This will start to address the problem of public transport in this area but won’t solve it. “I am concerned that a poor frequency to start off will result in a service that is underutilised and hide the huge demand for this service which would be demonstrated by starting off with a much more regular frequency.” Cr Kirwan said a loop bus route going from Parkmore via Cheltenham, Chapel, Hutton and Perry roads and then up to Noble Park Railway Station would have achieved this. He said further bus routes would be needed to get residents to and from the new shopping centre at the Hutton and Chapel roads, the new school site, the Dandenong South industrial area for employment. A bus route along Hutton and Greens roads between the Mordialloc and Narre

Warren train stations would have achieved this, he said “and stimulated economic and hence jobs growth in Dandenong South”. He said another bus route would be needed to take residents to either the Pakenham or Frankston line, “as this route only gets part of the new estates”.

“It still leaves the bus stops at the Greens Road end of Perry Road unused, meaning the area of Somerfield centred on the Tyers Road-Perry Road intersection is still un-serviced, despite being not within walking distance of Cheltenham Road,” he said.

A LAUNDROMAT bandit is behind bars following a string of Greater Dandenong coin heists. The Hampton Park man, 34, will answer charges of armed robbery, burglary and theft over incidents in Dandenong, Noble Park and Springvale between Tuesday 19 April and Saturday 23 April. Greater Dandenong CIU Detective Senior Constable Nic Hayes said that on one occasion an innocent bystander was inside the Springvale laundry when the thief forced a coin machine off the wall. He said the victim was frightened but unharmed. The man was remanded to appear at Melbourne Magistrates’ Court on Thursday 28 April.

GUNMEN narrowly missed shooting a woman during an attack on the Dandy Belles Gentleman’s Club in Maxwell Street, Dandenong South. Police are appealing for information about the shooting, which occurred about 1.50am on Sunday 17 April. They believe at least three people entered the business’s car park in a BMW X6 wagon. The driver parked adjacent to the car park’s main entrance and at least two people got out. They started walking across the car park before shooting at the business’s entrance area and a nearby parked vehicle. Police believe they discharged up to seven rounds from two firearms. One round penetrated the wall and entered the reception area, narrowly missing a woman working there. The shooters then returned to the car and left, and were last seen heading south along Frankston-Dandenong Road. No one was injured during the incident.

Charlotte posts it for the homeless and pays it forward ON SATURDAY 16 April I went to the city to a small place called The Soup Place. Not only do they sell lots of soup but for $3.50 you can ‘pay it forward’ and they use that money to donate a bowl of soup and some bread to the homeless people in Melbourne. When you donate a meal you also get to leave a Post-It Notes message for the person who receives your meal to make their day a bit brighter and to make them feel cared for. We met a guy called Chris who runs the Humans in Melbourne Facebook page, and he saw that my mum and I were buying two meals to pay it forward. He talked to me about how this really helps many unfortunate people. He was very impressed that someone of my age would want to do this, and that I thought that this was a really good idea. It really got me thinking about how a bowl of hot soup on a very cold night would be so important to someone who didn’t have a home or a warm bed to sleep in.

I have been reading about this and I think our school can help make a difference. The Junior School Council and I are running a campaign in the school called Small Change For a Small Change where we are asking students to go home and ask their parents to help find a collection of small change such as five, 10, 20 and even 50 cent pieces to donate to the homeless. To see how easy it was, I got my family to collect some spare 10 and five cent pieces and we collected $10.50, which is worth three meals. If I can collect $10.50 that easily, I am sure that you can collect the same, if not more than that.

You can be as generous as you like and, remember, this all goes to a very good cause. I know that not everyone will be able to donate money but every little bit helps and it would be really nice to know that all of the money goes directly to helping someone. We are coming into winter and it is very cold at night. The largest number of bowls was donated by Encounter Lutheran College of Adelaide and they donated 114 bowls. I think that our primary school could do it better and I believe that we could donate at least 200 bowls with 200 friendly Post-It Notes messages if we tried. With about 600 children at Lyndale Greens and including the school staff, that would only mean that every person needs to collect $1.20 worth of small change to reach about 220 meals. So, please, look under the cushions of the couch, under the seats of your car, on your dressers and bedside tables. You’ll be surprised how much you can scrape together. We will go around to the classrooms and

Victim escapes robbers

AN APPEAL to Pope Francis has failed to help two students who have been expelled from a Catholic primary school after a long-standing feud over alleged mistreatment. Bang Vu and Nhuong Tran’s children Hoang and Mai were banished from St Anthony’s School in Noble Park on 27 April due to what the Catholic Education Victoria said were threats to the safety and wellbeing of staff and students. It said the school had “gone above and beyond” to deal with “constant and continual” complaints for five years. Mr Vu denies making threats but supporting his children who he said had been discriminated against by the school over several years. Two of their children had been denied desks and chairs to work on for several months and instead worked on the floor using a stable table or on a couch, causing them chronic neck and back pain. The Journal has seen a video of Mr Vu’s eldest son Huy in 2012, who has since gone to high school, playing a duet during a school assembly after which principal Marg Batt praised Huy’s playing partner at length and ignored Huy. The three children tearfully told the Journal in March of being bullied, watched like owls and given “evil eyes” by senior school staff. Mr Vu said he and his wife have been banned from speaking to parents or teachers at drop-off and pick-up times, barred from collecting their children from the classroom, or helping in class or on excursions. The Vietnamese refugee family has pleaded for help - to no avail - from the Archdiocese, then-Education Minister Martin Dixon, federal and state MPs and Pope Francis. Mr Vu said he was reluctant to move his children from the school because they

A DANDENONG man was punched in the mouth and chased through the streets during an attempted robbery. The 37-year-old victim was walking on Robinson Street, Dandenong, about 9.40pm on Thursday 14 April and stopped at a bus stop to speak to a friend. Greater Dandenong CIU Detective Senior Constable Nic Hayes said the man saw two men and a woman approaching from Mason Street The would-be thieves approached him, demanded money, and punched him in the mouth when he said he didn’t have any. They made further demands for cash and the victim’s phone before he fled to Scott Street. Sen Const Hayes said they gave chase but the victim escaped. The victim described one man as short and stocky with an Australian appearance wearing a white Billabong singlet, a black T-shirt on his head like a bandana, long blue shorts and runners. The second man was 183 centimetres tall with olive skin, dark hair, a moustache and a goatee. The victim said the woman was Caucasian, about 165cm tall with reddish blonde hair.

tive, public comments” that bring disrepute to the school and staff. Parishioner Giorgio Migliaccio dismisses the priest’s claims against the Vu family. “I’ve got the utmost respect for Bang, Nhuong and the kids. They’re a lovely family - they’re not aggressive people, not violent.” Catholic Education executive director Stephen Elder said Ms Batt had done as much as she could to resolve the situation. Mr Elder said the interests of the chil-

dren were always at the forefront of any discussions and subsequent action, but did not detail how the school supported them. “However, the situation has now reached a point where the safety and wellbeing of other students and school staff is under threat.” Mr Elder said the family would be given help to find a nearby school. This “direct assistance” was “in line with Catholic Education’s overall commitment to pastoral care and opportunity for all”.

DOES the Dandenong South industrial area need a railway station? Councillor Matthew Kirwan thinks so and at the 26 April council meeting asked for the possibility to be discussed alongside the Abbotts Road level crossing removal. “A railway station there with a bus interchange would do much to deal with the issue of jobs in that area not being accessible,” he said. The council’s business group manager Paul Kearsley said the idea hadn’t previously been flagged so was not currently part of discussions. The Journal in recent years has reported support for reopening the disused General Motors station to serve the area. ANZAC Day march attendees were left with no doubt about John Wells’s feelings on standing to attention. The Dandenong RSL sub-branch president

If you need to sit, sit. “There’s still plenty of chairs. “If you faint, don’t sue.” A MAN in handcuffs in Halpin Way was a surprising sight for council-goers leaving the Tuesday 26 April meeting at the Dandenong Civic Centre. But the incident, just after 9pm, wasn’t as dramatic as it appeared. Police said the man was ordered to stay away from a hotel but returned and brought with him the very behaviour that earnt him the ban. Officers attended the Scott Street’s Nu Hotel after the man started mouthing off at bouncers. They arrested him and he was bailed to appear in court at a later date.

Units reject By CASEY NEILL COUNCILLORS have quashed plans for a three-unit development in a Dandenong court. The application for three double-storey dwellings at 5 McNab Court received 17 objections. Their concerns related to several issues including overdevelopment, traffic issues and neighbourhood character. Councillor Matthew Kirwan “reluctantly moved” that his colleagues approve the application. He said the undertone from submissions from objectors was that they were unhappy the area was zoned general residential. “That is very understandable, but unless the Greater Dandenong Planning Scheme was to change then planning officers have to come up with recommendations according to the current planning scheme,” he said.

Cr Kirwan said the proposal was for a medium-density development which complied with the zoning. “This is a very compliant application - in particularly offering no visitor car space concessions,” he said. “I agree with resident concerns about on-street car parking but as a council we have no control over the visitor car space to unit ratio that the State Government sets. “What I think is good about this development is that there is some diversity - rather than there being all two-bedroom townhouses there is one threebedroom development suitable for families." He said that the Victorian Civil and Administrative Tribunal would probably approve the project if the applicant appealed against the council’s rejection. “I don’t want to give false hope to residents that we can win this one.

“We could end up with something worse.” Cr Sean O’Reilly questioned how it could get any worse. “How can you pack any more into this site?” he said. “This development is going for maximum yield.” Cr Kirwan’s motion to approve was lost, and Cr Peter Brown introduced a successful motion to refuse on the grounds that the project was an overdevelopment that did not respect neighbourhood character. “It has one dwelling too many,” he said. “It’s more characteristic of growth area.” Cr Angela Long read a letter from a resident who was concerned that the development would worsen already troubling traffic conditions, which include regular bank-ups into the court. She also said the council shouldn’t make decisions with a potential VCAT outcome in mind.

Tender for flood works awarded MORE than $600,000 in drainage works should safeguard Dandenong’s Palm Plaza from flooding. At their 26 April meeting, Greater Dandenong councillors awarded the $658,479 tender for the Cleeland Street project to Comar Construction. Engineering services director Julie Reid explained that during flood conditions, over-

land flow from the road reservation eventually ended up at Palm Plaza, as in the year 2011. She said the works would reduce the annual chance of flooding from 20 per cent to five per cent. A council report said recent hydraulic modelling highlighted deficiencies within the existing drainage network, so improvements are being imple-

mented in stages. This funding is for Stage 1, changing overflow connections from south of King Street to Herbert Street from 900 millimetre diameter to 1650mm. Stage 1 is jointly funded through the council’s 2015 to 2016 drainage capital improvement program and the Federal Government Roads to Recovery Programme.

BLANKETS are providing more than comfort for sick babies at Dandenong Hospital. The Good Guys Dandenong visited the special care nursery on Thursday 14 April to donate $7400 raised at a golf day last November. Monash Health Foundation director Debbie Shiell said the cash would help to buy two new bili blankets, which provide phototherapy to combat jaundice. “(Owner) Allen (Garb) has been running the golf day for over 10 years now and this is the biggest donation he’s made through the golf day,” she said. “We’ll put a little bit of money towards it and be able to buy two. “It will help out our little patients and their parents as well. “What used to happen is children used to be kept in humidicribs. “They were stuck in a box. It was very scary for mum.” Ms Shiell said the bili blankets could be wrapped around the babies and removed the need to keep them in a ‘box’. “You can hug the baby to your heart’s content while they’re receiving therapy,” she said. They can be passed around to relatives and feed normally.

Don's winning ways for club By RUSSELL BENNETT THERE was barely a corner of the community that Pastor Don Cameron didn't touch. The Cornerstone Contact Centre coordinator died on 13 March following a six-week battle with aggressive cancer, and among the many community groups he served in a remarkable life was the Casey Cobras Football Club. Just under a fortnight ago, the Cobras played a memorial match in honour of Don, with his wife Jo proudly watching on from the sidelines. It was as though Don was doing the same from above, as the RecLink side dominated Collingwood 25.6 (156) to 9.8 (62). Casey's president - and its only ever coach - Gary Lambert was a great mate of Don's, and described the win over Collingwood as one of the best in Cobras history. It's a remarkable statement, given the team had only lost three games in three years leading up to its 2016 campaign. After dropping a recent match by around 80 points, they stormed out of the blocks against Collingwood and were never headed after running through a banner dedicated to Don. "This would have been Don's 13th season at the club," Gary said. "He became our president and for the past decade he's been the secretary and even got out there, rolled his sleeves up and played quite a few games for us. "For someone who'd never really played in his life, he wasn't too bad a footy player! "The community really respected him and the players definitely did. "Even though Don was a religious man he never came down to try and preach his church to the players. "He was just there whenever they needed him - even things like writing ref-

erences out for when they'd go to court, he'd do it. "Don meant a lot to me, just with the way he was in life. I'm not a church person or anything like that but I had so much respect for the way he carried himself." Many of the Cobras have done it tough, or still are. The RecLink completion is designed for socially disadvantaged people, such as those with problems with alcohol or substance abuse, mental illness or who're homeless. Anyone can play - footy is just a great release. But on the verge of the 2016 season, the Cobras - which was set up a little over 15 years ago in Doveton as the Casey Kangaroos - is desperately on the lookout for more players and community support. The future of the club is in jeopardy. Make no mistake - this side is used to winning, having won premiership, after premiership, after premiership - but winning isn't the be all and end all. The love of the game, and mateship, is. Gary knows that better than anyone. With the prospect of an AFL umpiring career ahead of him, his life was turned upside down in a 1992 car crash. "It pretty much took my whole life away from me - I went through serious depression and that type of stuff, but it (the club) has helped me in my own mental self," he said. "I've been here since day one and I've got a good relationship with a lot of these guys. They can ring me up at any time of night and they know that. If they're struggling they can ring me and we'll have a talk." The Cobras are based at Lawson Poole Reserve in Cranbourne, and play every second Wednesday during football season. “I WOULD do my job for free - don’t tell anyone!” “Career-wise, find the thing that you love the most and do it really well and eventually someone will pay you to do it,” MP Tanya Plibersek urged about 30 young, female leaders at Killester College in Springvale on Friday 22 April. “I literally cannot imagine a more satisfying line of work.” The Deputy Opposition Leader and Foreign Affairs spokeswoman with Hotham MP Clare O’Neil she hosted a roundtable also involving girls from Haileybury and the Westall Secondary, Sacred Heart Girls’, Keysborough and Heatherton Christian colleges.

VIOLENCE AGAINST WOMEN DOESN’T JUST START. IT GROWS. On average, one woman is killed every week at the hands of a current or former partner. One in three women has been a victim of physical or sexual violence, since the age of 15, from someone known to them. One in four young people are prepared to excuse violence from a partner.

Ms O’Neil said the Australian Parliament ranked 44th in the world for female representation. Ms Plibersek that during her 16 years in Parliament she’d seen numbers “heading in the right direction”. “As a group, we make better decisions as a parliament when we more accurately reflect our community,” she said. She said that when she was first elected, two or three women standing together in a hallway would attract comments from men like ‘planning to take over the place, are you?’. She assured the young women before her that this was changing. “You don’t have to be the only woman representing all women,” she said. “I hope that it means that for your generation, it will be absolutely unremarkable for women to be elected in equal numbers to Federal Parliament.” Killester year 12 leader Kieu-Minh asked Ms Plibersek if it was difficult to maintain her personal values when making decisions within a political party. “No,” was the very direct answer. She explained that she just accepted that her ideas might not become reality overnight. “It should never stop you from being idealistic, from having a clear goal, from really thinking about the best possible outcome,” she said. Another Killester year 12 leader, Nina, said that “everyone wants everything faster” and asked Ms Plibersek if she felt pressure to meet those demands. “You put yourself under pressure so you can show that political engagement is worth it,” Ms Plibersek said. But she explained that delivering real and lasting change took longer and warned against falling for a short-term fix. Reducing the gender pay gap was another discussion topic.

Hats off for reunited pals

VIETNAM veterans took centre stage at Anzac Day events this year, ahead of the 50th anniversary of the Battle of Long Tan. The 18 August conflict was the costliest single battle for Australian troops during the Vietnam War, with 18 killed in action and many more wounded. Councillor Angela Long shares her story about a chance encounter with a US solider during his Vietnam War service and an unlikely reunion. “IN early 1967, a girlfriend and l decided to have a day off work and go to Station Pier in Port Melbourne to see an American warship. The USS Canberra was there on rest and rec-

reation from the Vietnam War. This was before l met my husband, Barry. We met a couple of sailors who invited us onto the ship to have lunch with them. Later that day, we showed them some of Melbourne and after that they escorted both of us home to Springvale, where one of them gave me his sailor hat. His name was Lesley Daniel Morris, better known as Dan at that time. His name along with his rank, serial number and the ship’s name was written on the hat. Not long after this l met Barry, and in December 1968 we were married. The hat was placed in a hall cupboard when we bought our house in Dandenong North in 1971. It stayed there for about 40 years. One day, l was cleaning out the cupboard and said to Barry that the hat should be returned to the sailor or that if he was not still living, it should go to his family. In 2013, at an Anzac Day service at the Noble Park RSL, the guest speaker was an admiral in the Royal Australian Navy. I spoke to him at lunch and told him the story of the hat and how l would like to return it to Dan. He Googled the ship’s name and found out that it was the only American warship to have a name that was not American, and he advised me to go through the RSL to trace this sailor. I tried this to no avail, and in early December that year, my daughter suggested that we look on the internet to see if the ship had a website. It did, and we left a message for Dan to get in contact with us. In February 2014, we received a short email which read “I am the old Canberra man”. I was a bit confused because l did not relate it to the ship and thought that it came from a person that l might have met in Canberra, Australia. I emailed him back to say that l did not know who he was. A reply came back and he explained that we had met in Melbourne in 1967 and asked me to call him. Since then we have been in regular contact via email, and in April 2014 we sent him the hat and a photo of me in the Greater Dandenong mayoral robes with Barry. In October 2014 we told Dan that we would be in America as part of a holiday and asked to see him while we were there. We met up again in Oregon and he showed us around for the three days that we were there.“

Gardening program digs in for health

GARDENING is now part of the rehabilitation process at South Eastern Private Hospital. The Healthe Care Group hospital in Noble Park will get help from Bunnings Dandenong to deliver the in-house gardening group. The allied health team developed the 45-minute program and said it had physical and nonphysical benefits. It said the program can help to reduce stress and anxiety and to improve mood and memory. The program also helps patients to prepare to go home and return to gardening in a safer, more knowledgeable manner to reduce the risk of falls. Funds for asylum cases By CASEY NEILL NEW legal support for asylum seekers will help them to make their case for refugee status. Attorney-General and Keysborough MP Martin Pakula launched the Legacy Caseload Initiative on Sunday 17 April. The new partnership between Victoria Legal Aid, Justice Connect and Refugee Legal is designed to help 11,000 asylum seekers on bridging visas or in immigration detention.

During the next two years, the Legacy Caseload Initiative will provide two specialist immigration lawyers, a co-ordinator to finalise pro bono or low-cost legal assistance, and three lawyers at Refugee Legal. Refugee Legal is the only Community Legal Centre in Victoria that specialises in Commonwealth refugee and immigration law, and provides legal assistance to asylum seekers, refugees and disadvantaged migrants in the community and in detention. Through the Community Legal

Centres Assistance Fund, the State Government has provided $50,000 to Refugee Legal to expand its migration advice services in Melbourne and across rural and regional Victoria. Springvale Monash Legal Service (SMLS) executive director Kristen Wallwork said individuals regularly sought legal assistance with immigration matters but that SMLS was neither funded nor able to support the necessary registrations to provide assistance. “SMLS thinks it is a fantastic commitment and recognition of the legal

needs of some the most vulnerable people in our society,” she said. “Australian society can only be stronger by supporting people who have had to leave their homes for refuge from civil unrest. “This is what makes us a diverse and rich country.” Mr Pakula said the initiative would provide those who most needed support with the legal assistance to navigate the complex process of seeking refugee status.

“This is about helping those who have risked their lives in the hope of making a better life for themselves in Australia,” he said. The ’legacy caseload’ refers to 11,000 asylum seekers who arrived in Australia by boat between August 2012 and January 2014. The Federal Government in 2014 withdrew legal assistance funding for those arrivals and further legislative changes deny them the right to review an adverse primary decision affecting their refugee claim.

Creek cops a rubbishing By CASEY NEILL RUBBISH is ruining Mile Creek in Dandenong, say residents. Bob Malcolm lives near the waterway’s intersection with Cheltenham Road and regularly walks past. He said garden beds planted with shrubs and trees had “really beautified” the area. “The problem is everybody throwing their rubbish over,” he said. “In among all the plants is an accumulation of rubbish. “No-one ever seems to do anything about cleaning it up. “There’s a little fence that goes along the footpath so people can just chuck their stuff over into it and it can’t be seen from the road. “It’s only when you walk along the footpath that you see it.” Mr Malcolm said someone

should regularly clean the site. “You put all these plants and shrubs in, you shouldn’t just neglect them and forget about them,” he said. “It’s a shame because they’ve done a very good job. Driving down the road, it looks quite good. Councillor Roz Blades raised the issue at the 15 March council meeting. “We get this complaint a lot. Who is the responsible authority?” she asked. The council determined Melbourne Water was responsible for keeping the creek clean and is “working with them to resolve the issue”. Melbourne Water’s south east waterways and land manager John Woodland said it was disappointing to see the community asset used as a rubbish dump. “A lot of work is done by us and others to look after Mel-

bourne’s rivers and creeks,” he said. “Litter and pollution are a big threat to our waterways and the plants and animals that live there. “They affect water quality, decrease oxygen levels in the water, stifle plant life and create physical traps for animals and birds.” Mr Woodland said everyone could make a difference by disposing of rubbish appropriately. “Not only is littering environmental vandalism, but it needlessly diverts our resources away from our works to improve the condition of Melbourne’s rivers and creeks,” he said. “With 8400 kilometres of waterway to maintain, our maintenance crews are continually working across greater Melbourne. “While it can be difficult to respond immediately to rubbish dumping, we will act on reports as soon as possible.”

‘Freedom has a cost’ By CASEY NEILL “FUTURE generations need to be reminded that freedom has a cost.” Guest speaker and parade marshal at the Dandenong RSL Anzac Day march on 25 April, Corporal Chris May was seriously injured serving Australia in Afghanistan. He urged the 2000-strong crowd to remember those who “sacrificed the pleasure of growing old with their families and friends” and particularly keep today’s veterans in their thoughts. Carry On Victoria president and MC Simon Bloomer said that since Anzacs landed at Gallipoli in 1915, 25 April was the one day of the year that involved the whole of Australia in solemn ceremonies of national pride. “Many young lives on both sides had been ended far too early and others were forever damaged,” he said. Mr Bloomer said this battle was the “first great test of our young men” and became a focal point for remembrance. City of Greater Dandenong mayor Heang Tak said people of all ages, genders, backgrounds and religions had come together for the commemoration. “There’s something special in this moment,” he said. Reverend David Owen spoke of his gratitude because “I’ve never had to experience war”. “It’s because of those we are here to re-

FAILING to pass on annual wage increases has left a Dandenong manufacturing company with a $25,800 bill. Fair Work Ombudsman Natalie James said 25 casual employees weren’t paid their minimum rate, shift loadings and first aid allowance set out in the Manufacturing and Associated Industries and Occupations Award. One was short-changed $3700. The employer told Fair Work Inspectors that they believed they had been paying the correct amount and attributed the underpayment to not receiving notification of revised rates. Ms James said employers should periodically check award provisions and their compliance. “In our experience, a common cause of underpayment of wages is the failure by employers to pass on annual wage increases,” Ms James said. “Our online tools and resources can assist employers to determine their applicable modern award, as well as classification and pay rates including base pay rates, allowances, overtime and penalty rates. “Our focus is on educating employers about their obligations and assisting them to put processes in place to ensure that any errors we find don’t occur again.” Fair Work uncovered the underpayments while auditing businesses in the Dandenong region. The ombudsman also recently recouped $13,800 for an apprentice mechanic underpaid his minimum wage and an adult labourer paid a junior apprentice rate in Keysborough. In Springvale, the ombudsman recouped $8200 for six casual automotive employees who didn’t receive overtime penalties after working more than five days a week. In Dandenong, Fair Work recovered $5600 for a production line worker who didn’t receive his entitlements while on sick leave and $5100 for a casual factory employee who didn’t receive his annual wage increase.

Key turn construction DANA Australia has started work on its new Keysborough home. The company’s managing director Peter Langworthy turned the first sod at The Key Industrial Park site at a formal ceremony on Tuesday 26 April with Opposition trade, investment and jobs spokesman Craig Ondarchie, Greater Dandenong Mayor Heang Tak and councillor Angela Long. The 10,000 square metre, purposebuilt head office will consolidate Dana’s other Australian operations and is due for completion in November. Supporting White Ribbon, the JOCS will prominently place the ribbon on the heart of each player because it’s a message that needs to be near and dear to everyone in Greater Dandenong and beyond. Defeating more than its Victorian Amateur Football Association (VAFA) rivals, St John’s vice-captain Liam O’Connor said the club will never give up on the cause to stamp out violence against women. “It’s gotten to the point now that we have the white ribbon jumper to really make a statement that this is what we stand for,” O’Connor said. “No one should be subject to domestic violence, especially women, that’s the big thing that everyone was taught as a kid - don’t touch girls. “I just reckon it’s a cause that everyone should be behind - we started the White Ribbon Day Luncheon about three or four years ago now and year after year it’s just been getting bigger.” The JOCs will host their annual White Ribbon Day Luncheon on the day with tickets still available from the club. “May 21 is the game against Eltham out here where we will be wearing the strip and, I mean, it’s always a cracker of a game against them regardless,” O’Connor said. “But being able to represent, not only St John’s but the entire commu-

Gubatanga Diamond is on the Eagles’ grid By JARROD POTTER THE Victorian Eagles Women’s Gridiron team is set to shine with Berwick Diamonds running-back Larnie Gubatanga selected for the maiden squad. Gubatanga, 23, from Narre Warren North, was shocked to read her name on the Eagles’ recently released squad list as she only went to the try-outs to improve her game and keep up her skills with the season just completed. “I wasn’t really expecting it,” Gubatanga said. “I personally went there just to train in game experience and learn from a few of the coaches and pick up skills and techniques as my season has just ended. “It was like extra-training so I wasn’t really going there to gain a spot on the squad, but I did. “I feel privileged to be playing with the most talented players across Victoria.” Gubatanga has been a pivotal part of the Endeavour Hills-based Berwick Diamonds women’s gridiron side for the past three seasons since the team started in 2014. It all began with a local news article as Gubatanga got her sister Erin and friends to get along and try out the area’s latest sport. “There was an article in the local newspaper saying the Berwick Miners have officially started a women’s team and seeing if anyone was interested in joining, so I asked my sister and a few of my friends if they were keen on giving it a go,” Gubatanga said.

it’s one thing that pushes me to do better,” Gubatanga said. “In the past I’ve just played tennis and in this sport it motivates me to want to do better as it’s a team effort. “Everyone relies on each other and everyone needs each other, so you’ve got to do your part for the rest of the play to work. “But the whole journey itself has been a massive highlight, creating new friendships across the state with other teams and just being able to play, socialise and have fun.”

The united Victorian side won’t let the ACT Monarchs take the inaugural state clash without a fight, as Gubatanga believes the Eagles are strong enough to run over the hosts on Saturday 21 May in Canberra. “We have a really strong squad - I’m happy with who has been selected and the coaching staff is great,” Gubatanga said. “We all have the same goal, so it’s much easier when everyone is working towards the same goal - we want to win the first state match.”

Blicavs’ season sign up DANDENONG Rangers have retained their first major piece of the 2016/17 WNBL season with Sara Blicavs re-committing to the side. She was arguably one of its most important players throughout the 2015/16 WNBL season and Dandenong confirmed last week that it had locked down Blicavs, 23, to a one-season deal. Averaging 13.7 points, 6.6 rebounds and 2.5 assists per game, the versatile swingman played a major role in Dandenong’s push to the WNBL finals, which was cut short by the SEQ Stars. Blicavs is with the Australian Opals at the moment as she tries to secure a spot on the 12-woman roster for the Rio Olympic Games. The Opals are currently on tour in Japan, playing a three-game warm-up tour against the hosts in Nagaoka on 7 May and then two games in Tokyo on 9-10 May.

St John’s just zipping along By JARROD POTTER GREATER DANDENONG FOOTBALL REVIEW - ROUND 4 IN THE first significant skirmish for the VAFA Division 2 crown, St John’s brushed aside premiership threat Preston in a 32-point demolition. Taking to Carroll Reserve for the first time in 2016, St John’s made sure it was a happy homecoming as the goals started piling up. With a healthy wind at their backs, the JOCs punished the Bullants early, rocketing away to a five-goal lead at the first change. Aaron Thornton (eight goals) was the main beneficiary of the relentless St John’s clearance work. The JOCs full forward continued his VAFA rampage to take the lead in the league’s goal kicking with 20 already off only four outings. Around the five-goal mark was where the margin would stay all day as St John’s had answers for every question Preston could conjure. Backmen Dylan Webb and Liam O’Connor held down the visitors through the main moments of the match, while the run-and-carry off the smalls also impressed. Bahaa Koweiss, Daniel Abou-Karroum, Matthew Nicholson and Gary Roberts flew the flag and then some. Things got heated through the third term - as harsh words and a few jumper punches from both sides were exchanged - but it was a minor distraction on the road to St John’s third win. Four goals against the wind sealed the deal and the win gives St John’s the outright lead in VAFA Division 2 as the only undefeated side in the competition heading into round five. “It’s good because you want to make a statement early on in the year,” St John’s assistant coach Anthony Brannan said. “They’re probably the benchmark in our competition and to knock them off at home is a really good result. “We don’t like to lose at home and it’s a good start for us here from our first home game.” Brannan thought the defensive end help up under great pressure from the Bullants, the young midfielders continued to improve while Thornton’s pedigree speaks for itself. “The midfield – we’ve got the young boys in there this year, Glenn Costas is our captain, Corey Ladson and Corey Ely – they’re 23 now so they need to start standing up,” Brannan said.

Returning to the winners’ list after last week’s one goal loss to White Eagles, Dandenong City made its presence felt 4-1 against Sunshine George Cross. Too much space was afforded to the likes of Gonzalo Freddi and Shaun Filipovic (8’) at the front. This was especially true for the latter who was brought in by David Morovic within the first 10 minutes to easily boot the first. Opportunities went begging for City and it only got worse on the half-time whistle as Sunshine George Cross levelled the ledger. The second half would not be as close though. City put the visitors to bed early as Anthony Cassar (68’ and 75’) added a quick-fire double before Chris Antoniadis (78’) thumped home the fourth and final goal. “I wasn’t really too sure what to expect with the games or even if I was going to get a game,” Fowler said. “Wasn’t sure what was going to happen - it’s all happened very quickly and I’ve started off really well and just enjoying it.” His goal-sense isn’t saved only for the Stingrays only, as Fowler featured in the Vic Country practice game against Queensland and is well in the mix for selection in the under-18 national championships squad. “I played in that game, think I got three goals in the end and the coaches were pretty happy with

me,” Fowler said. “I’m not too sure, I’m in the mix and need to play well and see what happens. “I think it would be a bit of a weird feeling but at the same time it would be awesome, not sure what to expect yet, but if I get in I’ll be pretty rapt.” He sneaks under the radar so much that Dandenong Stingrays coach Craig Black misplaced a couple of his hard-earned goals, but the coach believes Fowler’s dogged attack is the impressive factor of his game.

NO-ONE is happier to hear about rats at their venue at the moment than the Dandenong Stingrays. When the crowd roars “Rat”, it can only mean the Stingrays’ 169cm small forward - and cult hero in the making - Sam Fowler has booted another bag of goals. “Just had it (nickname) my whole life really,” Fowler said. “Not sure how I’ve got it but I’ve always been Rat.” Fowler, 17, has been in superb form throughout the first month of the TAC Cup, as he’s kicked 16 goals from his four matches to only sit second behind Geelong’s Brett Blair (17 goals) in the league goal-kicking. Racking up his first five-goal haul on Saturday, Fowler’s contributions proved pivotal in Dandenong’s come-from-behind win over NSW/ ACT and he was named Dandenong’s Anzac medallist for that performance. “It was good to get the medal I suppose in the end - my second half I was pretty happy with the game and just rapt to be out there with the boys and it’s been awesome so far,” Fowler said. “I suppose I’ve started off pretty well - I had a good pre-season and just worked hard on the track and got a few goals to start it off. “Obviously beating a state side with the Stingrays on the weekend - that was an awesome win and probably be up there, up there with the round one win against Gippsland as well.” The Dromana goal-sneak didn’t make the Stingrays squad last year, but with 16 senior Nepean Football League appearances for Dromana in 2015 - showing his prodigious goal-sense with 36 goals - it was enough to earn him a shot this time around. While there were nerves at first, it’s been a rather seamless transition from the local ranks to the elite junior pathway and Fowler just wants to take in every second of it.
