■ Opponents say they were locked out of review...

Pressure’s on By PETER DOUGLAS THE Mount Evelyn Environment Protection and Progress Association (MEEPA) is refusing to give up its quest for a response over the Yarra Ranges electoral boundaries review. Local Government Minister Natalie Hutchins last month overturned the original review from the Victorian Electoral Commission (VEC) which had proposed a shift to a three-ward council. However the MEEPA said there has been no formal response given to the review’s appellants, despite the decision being overturned. Nor, according to MEEPA, has there been any attempt to respond to concerns raised by the group.

Among the appellants to the original review included MEEPA member Franc Smith who told the Mail he believed the process was flawed. He said it was disappointing for the community group, which he believes has been effectively locked out of the process. “We believe the whole process has been flawed since day one and it seems no one is being held to account,” he said. “Adequate notice wasn’t given when the process was about to begin. “We don’t believe they’ve followed correct protocol, the community deserves answers and so far we haven’t been able to get any.” On Thursday 7 July, MEEPA sent a letter to Ms Hutchins, again seeking

an answer to its concerns. Among its issues include the lack of communication around the whole process as well as the VEC’s refusal to acknowledge suggestions over boundary changes. In the letter, Mr Smith writes that communication has fallen short of what is required. “A short message on social media from the mayor does not constitute the correct protocol required and is far from satisfactory,” he said. “We had asked if any ‘external influences’ were brought to bear on the whole process before the VEC final report, since it appears now that some was certainly brought to bear after the process was completed. “At no stage was this reported to the

public at large, or, more seriously, appellants. “We, as appellants, were completely excluded from any of the process after publication of the final report. “Once again, it seems a victory for opacity over any transparency. “We expect, after such an inordinate and unsatisfactory time, a formal response to all the issues as outlined in all of our appeal lodged with you so long ago.” In addition, MEEPA is seeking answers over why the Mount Evelyn township was omitted from the official paperwork. Although, the VEC promptly rectified this issue, MEEPA still believes there are many who are still disenfranchised over this oversight.

In August last year, Mr Smith told the Mail that there were many who were irate. “We’re talking about almost 10,000 people of whom 7193 are voters,” he said. “Potentially, what they (the VEC) have done is disenfranchise 7000 voters, and I see that as being extremely serious.” With VEC leaving a whole town out of its paperwork, Mr Smith had said it was difficult for himself and others to trust that the system would treat them fairly. The Mail has been in contact with Minister Hutchins’s office over MEEPA’s concerns but no reply was received before the publication’s deadline.

Sarah Ward is passionate about her time volunteering with local disability support service, Interchange Outer East (IOE). Sarah grew up with Interchange Outer East. Right from the word ‘go’ she believed that people with disabilities are people with possibilities. At age 14, Sarah signed up as a volunteer with IOE’s recreation programs. She has never looked back, and since then has continued to be a regular volunteer supporting children and young people on camps and activities. As is the case with many volunteers, Sarah’s volunteering experience led her to paid work in different areas across the agency - 1:1 support work, program creation and coordination, employment as a senior support worker and recreation activity leader. All these positions helped her to fund her interests and pursue her passions in life. She has also continued to apply the many lessons she learnt as an IOE volunteer to everything she does. Now, at 25 years of age, running her own business in youth empowerment and continuing her work with IOE as part of the Yarra Junction based Activ8 team, Sarah reflects on how volunteering with IOE has influenced her career, her perceptions and general outlook on life. “Being an IOE volunteer really set me up for life. It helped me discover my passion for inclusion and for empowering people of all abilities to use their voices to speak up about issues that matter to them. My volunteering experience with IOE taught me about running programs and working with groups of diverse people and it definitely gave me an opportunity to develop my leadership skills. I’ve been able to use all these valuable skills in the running of the social enterprise for youth empowerment I have created, ‘The MISFIT Project’. Through the training I received as an IOE volunteer, I learnt so many skills that have been invaluable in my life so far. I learnt a huge amount about working with people of all ages, particularly with children. I’ve learnt the importance of patience and a sense of humour, about appreciating even the smallest of steps forward in life and about positive behavior support. I’ve learnt how to communicate by various means and on lots of different levels – verbally, by sign, or by communication aids. This has been a massive asset for someone like me who works in, and uses, theatre as a means to aid communication. Volunteering has really helped me develop into the person I am now. Before I started volunteering, I was nervous, shy and struggling with depression. Volunteering gave me a sense of purpose, which in turn gave me confidence and did wonders to boost my selfesteem. It helped me understand the importance of empowering young people, which is what I have built my life around. The opportunities I have had over the years are impossible to sum up. I’ve travelled to places in Victoria, Australia and the world that I may never have otherwise seen. I love that I get to do so many amazing things and have so much fun. I’ve seen people grow up and grown up next to them. I’ve met so many amazing people - participants, fellow volunteers and staff - who have inspired me, and become lifelong friends. Nothing beats the feeling you get the first time you connect with a child and see the smile on their face when they are given the opportunity to shine. I will always be passionate about the difference volunteering can make, it changed my life completely and for that I will be forever grateful. DEPUTY Premier and MP for Monbulk James Merlino visited the work site of the new Montrose Town Centre with Yarra Ranges Councillor Len Cox to turn the first sod of the new build. The turning of the sod marks the official beginning of construction of the new building that will see the existing town centre and maternal health centre combined into a single multi-use building. The project will see addi-

tional rooms added to the maternal and child health services centre and upgraded facilities community centre and library with a new atrium joining them. Landscaping is also included in the works to be completed, with the improved open space providing additional opportunities to support for community events and activities. The new centre is being jointly funded by Yarra Ranges Council and the State Government through the ‘Growing Suburbs Fund”, formally “Interface” funding. With a total cost of $1.75

million, Cr Cox said it was worth it for the community would have all the services they needed in one place. “It is wonderful that this redevelopment means our community will have access to services that meet the needs of the region in a single, centralised location,” he said. “Council greatly appreciates the contribution made from the State Government’s Growing Suburbs Fund. “This fund is meeting a demonstrated need for community infrastructure redevelopment in outer suburban Melbourne.”

School quest for ideas TEACHERS and students are being encouraged to think about how they can improve school facilities for students with disabilities or special needs, with round two of funding now open under the Inclusive Schools Fund. Minister for Education, James Merlino, opened applications on Friday, 15 July, while visiting Belgrave South Primary School to inspect work on a new sensory garden for students with autism, which the school is building thanks to a $100,000 grant from the first round of funding. The Victorian Government established the Inclusive Schools Fund to help government schools build new facili-

ties to better support the social and educational needs of children with a disability. Schools are encouraged to be creative and innovative with their ideas to make interesting and stimulating learning and play spaces that will benefit all students, including those with special needs. The Victorian Government doubled the Inclusive Schools Fund in Victorian Budget 2016'17, meaning $20 million will be delivered to schools over four years. Round two of the funding will deliver $5.5 million to schools across Victoria. Minister for Education, James Merlino, said he encour-

aged creative thinking. “I want schools to re-imagine their surroundings and come up with creative ideas about how they can be made accessible to everyone,“ he said. “No ideas are too big and none are too small." The fund is one of nine initiatives in the Special Needs Plan for Victorian Schools to ensure that students with disabilities get the same chances as other students, and fulfils a key election commitment. Briefly Search turns up drugs A MAN and a woman will face Ringwood Magistrates’ Court next year after being found with ice, cannabis and smoking paraphernalia in Silvan on Sunday night. Monbulk police Sergeant Mark Knight said that, about 7.30pm on Sunday 17 July, a car at the overflow car park in the Silvan Reservoir Park was stopped by police for a routine check. The car was then searched, and a quantity of methamphetamine (ice) and cannabis was found, along with smoking paraphernalia including an ice pipe. A 28-year-old Silvan man, and a 30-year-old Launching Place woman were interviewed at Monbulk Police Station, charged and bailed to appear at Ringwood Magistrates’ Court on 14 February next year.

YARRA Valley soldiers killed in the Somme Offensive 100 years ago will have their stories told in a series of memorial services to be held in the coming months, From Tuesday 19 July, memorial services will be held at war memorials in Lilydale, Montrose, Coldstream/Yering and Mooroolbark on the centenary of local soldiers’ deaths. Historian Anthony McAleer said the ceremonies were being held to mark the centenary of the Somme Offensive - “What has been described as the worst 24 hours in Australian history”. He said that Australian forces alone suffered more than 5000 casualties in one night during the Battle of Fromelles. “That’s more than the Boer War, Korean War and Vietnam put together,” Mr McAleer said. Mr McAleer said the decision to hold the services came about ahead of the centenary of Anzac Day last year, and was a way of telling the stories behind the names on each town’s memorial. “Going back 100 years ago, everybody who lived in those towns knew who those names were - but there’s no detail to them now,” he said.

“What we wanted to do was recognise these fellows, commemorate them, but also to put more detail out there - when we do these ceremonies, we talk about some of them, read out a biography of them, what they did and where they came from.” He said the Lilydale and Mount Evelyn RSLs had already been holding ceremonies of soldiers who died earlier in World War I on the centenary of their deaths, but that the Somme Offensive saw many local Diggers killed, and so ceremonies to commemorate each of them had been organised. Family members and descendants of the soldiers, along with school students, have been attending ceremonies thus far, he said. Mr McAleer said the large number of deaths in the Somme Offensive and its battles was “horrific”, and had an impact on the soldiers’ home-towns, like those in the valley. “You can imagine just how devastating that was for communities like ours, when suddenly this amount of people was just wiped out,” he said. The ceremonies will be held at 11am on the centenary of each soldier’s death at their town’s war memorial.

One too many A CROYDON North man will be off the road for the next year, after being caught driving erratically while drunk in Mount Evelyn earlier this month. About 9pm on Sunday 10 July, the 25-yearold man was observed driving erratically along Hereford Road, Mount Evelyn, by people who then called triple-zero. Police, on the Eyewatch - Yarra Ranges Police Service Area Facebook page, said Lilydale police then found the man driving on a private property on Rangeview Road, Mount Evelyn. He was breath tested, and returned a result of .223 per cent blood alcohol content (BAC), more than four times the legal limit.

Many people do not realise that cats can fall pregnant as early as five months of age and may have several litters per year, each producing five to 10 kittens. Plastic not so fantastic By VICTORIA STONE-MEADOWS A GROUP of Belgrave locals has taken inspiration from a community group in Warburton and is working with local traders to make the Dandenong Ranges plastic bag free. Jen Ellison from the volunteer group Plastic Bag Free Dandenong Ranges said the group had the support of traders associations from Belgrave, Upwey and Tecoma. “We don’t want to enforce this one anyone,” Ms Ellison said. “We want to work with the traders and local communities to change people’s habits and the way they think about plastic bag use.” Plastic Bag Free Dandenong Ranges will officially launch its campaign to end the use of plastic shopping bags from 10am Sunday 24 July at Burrinja Cultural Centre. The launch will include a screening of the film Bag It followed by a Q and A session, a sewing session to craft re-usable shopping bags and a coffee/info sharing session. Ms Ellison said it had been hard work for the small group of volunteers to get the campaign off the ground and so it was on the lookout for more people to get involved. “We’d love to have any volunteers who can help us at the sewing bee from 10am1pm on the 24th,” she said. “Even if you can’t sew, but can cut or pin, everyone is very welcome.” For those that are looking to get involved but can’t spare time to volunteer, Plastic Bag Free Dandenong Ranges have a donation bin at the Belgrave library. “We’d love material donations to turn into bags,” Ms Ellison said. “We are looking for old clean sheets, pillowcases, table cloths, even old clothes.” For more information about the group or the launch day, Plastic Bag Free Dandenong Ranges can be found online at www. facebook.com/plasticbagfreedandenongranges.

THE Emerald SES has used its 13-year-old rescue truck to respond to emergencies for four days straight, clocking 40 hours on the road. The truck has broken down twice in that time alone. Emerald SES is seeking donations to purchase a new rescue truck to replace it. Emerald SES controller Ben Owen said the Emerald unit was among the busiest SES crews in the state. “We currently have a 13-year-old rescue truck that has a working life of 15 years. This is a unitowned vehicle and therefore required community donations to fund it,“ Mr Owen said. “On top of trivia nights, sausage sizzles and raffles, we have applied for a state grant and, if successful, we would require a further $118,000 to buy the truck.“ Mr Owen said the new truck would have extra grip, and would be able to better navigate steep driveways and rough roads. Olivia's an all-rounder By JARROD POTTER IT IS pretty hard to stop Olivia Weston adding new sports to her already impressive athletics resume. The Menzies Creek athlete, 17, has already been a state champion on the bike, a HPV mainstay and also loves to dabble in netball and mountain-biking. But her latest passion came with a ticket to the national championships, after she qualified to represent Athletics Victoria at the National Cross Country Championships in Canberra. Weston earned her place after a top-10 finish at the Victorian All Schools Cross Country Championships in the Under 18s Girls category. “I raced against all the other girls in my age group - Under 18s - and from there, it was the top 10 that get picked and go straight into the national championships and I placed fourth in my age group,” Weston said. “Last year I just missed out, so this year I really wanted to make it and I never want to put things in my head at the start of the race, but when I did get in I was pretty happy.” She goes in with a clear mind and a great focus on each step around the Stromlo Forest course ... other than that, she’s trying not to get ahead of herself. “I guess it’s my first race doing the nationals, so I think just doing my best and my coaches will help me get prepared for it,” Weston said. “Chris and Anna Macdonald they’ve helped me do my personal best - but I’m not trying to expect anything though.”

The ‘Mail’ not only publishes letters about minor issues, it also publishes letters about major issues that are censored by other newspapers. Weston isn’t picking anything that stops her pursuing the next great sporting opportunity and she thinks her multi-faceted sporting life gives her great advantages. “You need endurance and great fitness for all of these sports and it definitely helps (playing different

sports),” Weston said. “I’ve been playing centre and wing attack in netball and need a lot of running for that. “I’ve enjoyed all of them, but I’ve been doing more and more running and I’m really enjoying it. “I want to keep doing all the different sports I’ve been doing and not just focus on one ... and hopefully do my best in all of them.

“I’ve had an active family and the school has always been into sport too, so I’ve always loved sport and getting outdoors so I guess it’s a good fit.” She wanted to thank her parents, the school and her coaches, Chris and Anna Macdonald, for their support. Weston’s campaign at the Stromlo Forest cross country course in Canberra begins on Saturday, 20 August.

I AGREE with Stephen Bickell of Mount Evelyn (‘CFA takes sides’, the ‘Mail’; Tuesday, 5 July) that the CFA must remain apolitical. However, individual members will always be allowed to have their own political views. I’m a CFA volunteer and I can assure Stephen that we understand the issues only too well. To call CFA members naive and gullible is an insult because our members understand very well the difference between

state and federal issues. Although some people are saying this is only a state issue, it is both a state and federal issue because the United Firefighters Union (UFU) deal is using federal industrial legislation to take control of and override CFA state legislation. This has nothing to do with career firefighters getting a pay rise. It has everything to do with union control. It is the UFU Secretary Peter Marshall, Premier Daniel Andrews and (Emergency Services) and Minister James Merlino who have politicised the proposed takeover of the CFA by the UFU, not the members. Regardless of individual members’ political persuasion, I can assure Stephen that most members will welcome the promised intervention by the Federal Government to break the deadlock caused by the State Government’s tactics to sack the board and try to ram through the union’s attempt to control the way in which the volunteers and senior CFA officers fulfil their statutory role. Have no doubt, regardless of politics, the CFA’s 60,000 volunteers have enormous community support right across Victoria. Cr Child called for the word ‘transition’ to be eliminated, arguing the existing forestry industry was sustainable and that the suggestion that a transition was required could raise doubt that Yarra Ranges Council recognised the industry as sustainable.

He said the State Government recognised the forestry industry as legal and sustainable and said it was an important part of his O’Shannassy Ward, and of the shire. “To me the timber industry, whether on private land or public or crown land, is being planted and harvested in a sustainable manner,” Cr Child said. A DRAFT planning document that will set out policy and guidelines for Yarra Ranges Council was given the go-ahead for public consultation at the 12 July council meeting. The Draft Localised Planning Statement was initiated at the request of the State Government, aimed at identifying and protecting areas of Victoria that have highly significant geographic and physical features. Yarra Ranges was one of four areas identified for a bespoke set of policies and guidelines that Yarra Ranges Councillors said on Tuesday night had been a year in the development and was referred to as “a serious document” and “a critical position statement for future planning”. The draft document is the combined work of Yarra Ranges Council and the Community Reference Group made up of community representatives from across the shire. Reference group chairman Rick Houlihan spoke briefly to the document, pointing out that the incorrect version had appeared in the agenda, and calling for the community consultation period to be extended to 60 days. An amended version of the draft scheme was presented to the meeting to be adopted as the correct version. The scheme looks at planning around a number of areas including activity centres, the Urban Growth Boundary, residential and green wedge policies, economic development, commercial activity in the green wedge, agriculture, tourism development, extractive industry, recreation and open space, environment, landscape and heritage, community safety, community infrastructure, public works and forestry.

input was only one part of the document. “I believe as councillors we do have the right to vet this document,” he said. Cr McAllister argued for the retention of ‘transition’ saying the process had taken a year to get to draft and it was the start of the next part of that process which was consultation. “I would rather we run with it as it sits and if the consultation process

raises it as an issue, we deal with it,” she said. Councillors Cox, Avery and Clarke also supported retaining the proposed wording, with Cr Cox saying that to get to the core of the matter would require defining ‘sustainable’. Cr Avery also questioned the definition of sustainable. “I have seen with my own eyes what the timber industry has done in the water catchments around Toolangi and I am appalled,” he said. “I am all for sustainable forestry, but when you see the havoc wreaked on some of the sensitive parts of our bushland, I can’t support this and think it should sit.” Councillors Maria McCarthy, Jason Callanan and Andy Witlox supported Cr Child. Cr McCarthy said she believed Yarra Ranges had a sustainable timber industry. “It would not be there if not supported by the government,” she said. “I believe what Cr Child has said and support his view.” Cr Callanan argued the industry was already working as a sustainable industry with a view to the future. “They won’t be around in 20 years’ time otherwise,” he said. “If they want to compete, want to survive, they have to find ways to become sustainable.” He said either wording was supporting a sustainable industry. With a four/four split, Cr Child’s amendment was carried on the casting vote of Mayor Callanan. The proposal to extend the consultation period to 60 days was also not supported. Community reaps the rewards THE IGA supermarkets in Cockatoo and Belgrave South have joined forces in order to give back to their respective communities. Managers Steve McManamon (Cockatoo) and Simon Hartley (Belgrave South) introduced the MYIGA rewards card into their stores about 18 months ago, encouraging shoppers to donate a nominal amount every time they shop. The initiative works on a points system, with one per cent of the shoppers’ spend accumulating as rewards. When signing up for the MYIGA, shoppers can either collect the points themselves or nominate a local charity organisation. Though, the first listed organisation is the local CFA brigades. The first evidence of the initiative’s benefit came to fruition over the weekend, with the Cockatoo CFA ($940) and Belgrave South CFA ($1624) both receiving substantial cheques. Mr Hartley said at the presentation, they also held a sausage sizzle and raised a further $450. “To be able to put names to faces at the CFA was a great thing for us,” he said. “It’s all about building up that rapport and creating

a good working relationship. “These funds have accumulated over the past 18 months and this is the first round of donations we’ve held.” Mr Hartley hoped the initiative would grow further in the coming months, as shoppers realised just how much good they can achieve for their community. “Initially, we put our heads together and tried to work out how we could do something really meaningful for our communities,” he said. “Hopefully, this is the start of something much bigger.” Along with the point system, the shoppers who sign up to the program are entitled to extra specials within the store on a weekly basis. The shoppers are notified of these extra specials every Wednesday via text message. Cockatoo IGA assistant store manager Yvonne White believed the rewards initiative had great scope, particularly in smaller communities such as Cockatoo and Belgrave South. “In towns like ours, giving to charity is just what you do, so we expect most people will be happy to give back a little,” she said.

Helping the homeless By VICTORIA STONE-MEADOWS A CHARITY concert being organised by a Belgrave local with the assistance of Tecoma Uniting Church will see funds raised for women and children experiencing homelessness. JACQUI Rutten is a Belgrave-based singer and songwriter who has organised this charity concert to be held at the Tecoma Uniting Church on Sunday 31 July. THE concert will feature local and guest musicians playing songs in traditional Sacred, Classical and Celtic styles. THE musicians performing at the concert have donated their time to perform and raise money for a women’s shelter that chose to remain anonymous. ARTISTS include Ms Rutten herself, Livia Judge who teaches flute at Methodist Ladies College, the Mater Christi Singers, Sam Derrick (Celtic harp), who follows in the tradition of the famous Irish blind harpers and the Loude Band. DOOR open at 2pm on Sundat 31 July with children attended for free and Devonshire tea will be available for a small cost. Eyes on the skies By ALANA MITCHELSON THE Mount Burnett Observatory (MBO) tourist attraction is seeking community donations towards its installation of a new telescope to improve access, increase tourism and to cater for advanced viewing projects. The MBO astronomical society has trained its lens on replacing its large 18inch telescope with a Sirius 3.5 computerised dome and telescope. The new dome would have ground-floor access, improving accessibility for those with limited mobility, and the 'go-to’ technology would enable the tracking of astronomical objects overnight. Outreach co-ordinator Heike Reich said the current telescope was installed in the ’80s and was never designed for large volumes of the viewing public. “With the success of the observatory we are finding that our facilities are no longer capable of matching public demand,” Ms Reich said. “Our aim is to make the observatory as much a part of the social fabric of the community as Puffing Billy. We already know that people will travel from all over Melbourne - and beyond just to visit us. “In the very first year of our society’s existence,

If that email came and the new telescope was online, we would be able to answer the call.” Ms Reich said the current telescope was not designed to be used as a viewing telescope and that access

required a ladder. “Use of the telescope is limited by the nature of its design and a lack of computerisation,” she said. “The new dome is single storey which will make it easier for everyone to share in viewing the wonders of the universe. “The new telescope will be smaller but its size and quality will depend on the

money we raise. We want something truly special for our community observatory so citizen scientists and our partner schools can once more do research on the mountain.” The observatory was established in the 1970s by Monash University as a field station for astrophysics research students but was taken over by the MBO society in 2011.

The volunteer-run observatory has grown to be one of the largest of its kind in Victoria. In addition to the expense of purchasing the telescope and dome, MBO will require more than $10,000 to upgrade the infrastructure on-site ready for the new dome. YARRA Ranges Athletics competed at the Knox Little Athletics Club cross country open day on Saturday— an opportunity to fine tune preparations for State Cross Country Championships next weekend. Also up for grabs was the Perpetual Open Day trophy for the champion club. A large turnout of club athletes and some exceptionally loud cheering saw the club retain the trophy for the third consecutive year. Some outstanding performances across all age groups from Under 6s to open / over age on the day were undoubtedly the result of support from fellow club members. The senior club members competed in AV XCR16 Round 7 on Sunday; the 10km and 3km road races at Albert Park with all races finishing on the Lakeside Stadium track. Next week, the club is competing at State Little Athletics Victoria State Cross Country Championships at Cruden Farm, Langwarrin. Division 2 sees Yarra Glen one game clear of Kinglake, with Alexandra and Gembrook - with Seville - now back in fifth position. In A Grade netball, in Division 1, Wandin is two games clear while in Division 2, Seville and Yarra Glen share top spot. Division 1 Seniors Football Round 12 Warburton-Millgrove 14.20 (104) d Belgrave 10.9 (69) Warburton has kept its finals hopes alive with a good win over Belgrave. Warburton enjoyed a good start, kicking 4.3 to 2.2 in the first to take a handy lead. It would have been disappointed with kicking 1.10 to 2.4 to make no impact on their lead. Junior Hawks shine THE Monbulk Junior Hawks travelled far and wide to take on several different clubs at several different venues. Both 9A and 9B battled each other on Saturday before the Monbulk Hawks reserve game. It was a great tussle, and all the kids enjoyed the game. Both teams there turned around and played different oppositions on the Sunday. The 9Bs backed up for their second game in two days. They started off a bit slow, and Mount Evelyn came out full of run. As the game went, they got into the match and had their chances to score, but it didn’t bounce their way. The tackling and pressure in the defence was the highlight. Awards: E. Knight, B. Downey, J. Sangser, N. Seamer, R. Crutchley The 9As backed up after playing the previous day. The guys were a bit tired and they got off to a good start. THE second round of the three-round winter cup was played at Emerald Golf Club last Saturday in absolutely beautiful weather and conditions. The macs were off and the galoshes were left at home in ready mode for the next downfall. Peter Glasscock (15) led into the round and was looking a little shaky until he unleashed his A game to score 13 points on the last four holes, including an eagle on the 15th to card 37 points for a total of 75. He leads by two points from Ken Hill (17) who sits on 73, just two points back and threatening. Leigh Morison (17) is five back on 68 followed by Philip Crossley (20) and Dean Shannon (15) who are both on 67. The daily comp saw Glasscock win on a countback from Shannon while Sepp Krummenacher (22) slayed the B Graders with his 36. John Fisher was nearest the pin on the 4th, Glasscock the 12th and the pro pin, Shannon the 13th and Jeffrey Marsh once again unleashed the dogs to win the longest drive on the 9th. In a two-lady battle, it was Petunia Clowes who triumphed over Brianna McCoy in a down-to-the-wire tussle. In the Old and Feeble Golf (OFG) on Wednesday, it was a stableford event and Bobby Kennedy, who starred when he carded 41 points, won in a common canter. Motoring 40 years of tackling booze THE Victorian Government this month marked 40 years of random breath testing, with thousands of lives having been saved since Victoria Police conducted their first test in July 1976. Minister for Roads, Luke Donnellan, on 11 July joined Assistant Commissioner for Road Policing, Doug Fryer, at a random breath testing site in Melbourne’s inner north to mark the anniversary. Victoria was the first state in Australia to introduce random breath tests for drivers and has a proud history of road safety innovation. Since its introduction, random breath testing has helped to save thousands of lives, prevented road trauma and has been critical in changing Victoria’s drink driving culture. The proportion of motorists killed with a blood alcohol level of more than .05 has dropped dramatically over this time - from 49 per cent in

1977 to 15 per cent in 2014. Victoria Police’s roadside breath testing has expanded from 40,000 in 1978 to around four million tests annually. In 1989, the year that the Transport Accident Commission commenced its drink drive campaigns, 114 drivers and riders died in road accidents with an illegal blood alcohol concentration. This figure had dropped to 22 in 2014. Mr Donnellan said Victoria had come a long way in changing people’s attitudes since Victorians took their first breath test in a ‘puff bag’. “We know that drinking alcohol and driving doesn’t mix,” he said. “We owe it to all those affected by road trauma, their families and friends to deliver new ways to keep our roads safe, and we’re doing just that.” The government is cracking down harder on drink drivers by ensuring that everyone convicted

of drink-driving is required to have an alcohol interlock device fitted to their car. Under these reforms, anyone found to be driving with a BAC over .05 will be required to drive vehicles fitted with an alcohol interlock device for a specified period, depending on the severity of the offence. The government is also delivering a new fleet of drug and booze buses to give police more resources to test and catch more drivers in every corner of Victoria. “We want everyone to come home safely and that’s why we’re investing more than $1 billion in these initiatives in our Towards Zero strategy,” Mr Donnellan said. The Government’s ‘Towards Zero 2016-2020 Strategy and Action Plan’, which aims to reduce the number of lives lost on our roads by 20 per cent, to below 200, over the next five years.

Thefts on the rise, vandals too VICTORIAN car owners are being increasingly targeted by thieves and vandals, according to figures released by the Crime Statistics Agency and RACV Insurance. Victoria Police recorded 18,853 vehicle thefts in 2015, an increase of 13.5 per cent compared to the previous year. During the same period, RACV members made insurance claims worth more than $12 million for stolen cars. Thefts from motor vehicles also increased to more than 150 a day on average, with Victoria Police saying that 90 per cent of those offences were not solved. RACV Acting General Manager Insurance,

Mark Geraghty, said the data highlighted the need for motorists to take steps to protect their cars against crime. “Don’t underestimate a thief’s determination,” he said. “More than five per cent of RACV vehicle theft claims last year involved the thief sealing car keys from inside a house before taking a vehicle. “Don’t leave your car keys in plain view - even inside your own home. “In some instances, keys were left in the ignition or elsewhere in a car in a locked garage, which makes it easy for a thief who has broken into the garage.”

The cost of vehicle damage caused by vandals and thieves also rose in 2015. The average claim increased to above $3000 and more than $3 million was paid to cover claims from RACV members. Mr Geraghty said most malicious damage resulted from vandals breaking into vehicles, smashing windows, keying or scratching and denting bonnets and car roofs. The Melbourne City Council registered the highest incidence of malicious damage with 71 claims, while Greater Geelong motorists suffered 88 vehicle thefts and topped the stolen car list. “Car thieves favoured the Nissan Skyline, the vehicle most frequently targeted by vandals was

the Mazda CX-7,” he said. “Many people wrongly assume night is the danger time for damage to be inflected and for cars to be stolen, but RACV claims data shows that car thieves are most active between 6am and midday, and vehicle vandals are mostly active during daylight. “However, they can strike at any time, and motorists should identify safe places to park at all times. “If you have to park on the street, do so in a well-lit, busy location. “It’s important that you take your valuables and accessories with you, make sure your windows are up and lock the vehicle.”
