Breaking the rule “And it’s on the bend of the loop, which is quite dangerous.” Ms Kingi said there would be too many cars and not enough parking spaces. “The reason I bought this lot here is I have two kids. It’s safer for them to play in here than out on the road,” she said. “If it’s on a blind spot already, how are you going to see my children when they’re walking to school? “Safety is a big concern.” Ms Grigg said there was no temporary fencing around the blocks, which other landholders were required to erect during construction.
“I had to put a temporary fence up - string - to stop the builders coming onto my land and dumping rubbish,” she said. “And we were required to only build on 60 per cent of the land. “This does not seem to be the case with the townhouses. “They’ve built to nearly all the borders. “It seems to be one rule for everybody and another for the developer.” The townhouse issue comes on top of a battle to get phone lines and internet connected to Patricia Loop. There are telecommunications cable pits outside the homes but nothing

but mud and rubbish inside them. Ms Kingi said the developer promised NBN access. “They made us put fibre optic cabling in our houses,” she said. “We all had to pay the extra $2000 to get fibre optic. “Then they said they never promised it.” The residents are seeking legal advice on the issues but know that taking on a developer is a big task. “It’s better to try than not try at all,” Ms Kingi said. The Journal contacted KR Peters but did not receive a response before deadline.

Keysborough residents are up in arms because they say a developer is flouting the very rules it set for them in a fledgling estate. Thirty-eight residents of Patricia Loop and the surrounding area have signed a petition to be tabled at the Monday 25 July Greater Dandenong Council meeting opposing four townhouses which are being built on two blocks. Theresa Kingi and Gillian Grigg said they found out about the construction plans from builders working on lots 45 and 47 on Wednesday 13 July.
They said that the blocks belonged to developer KR Peters and that no planning permits had been issued for the homes. A permit application has since been submitted to the council. “I did ask when I purchased this lot if there were any townhouses or units going into this estate,” Ms Kingi said. “They said there wouldn’t be any. “But they amended the contract. It wasn’t the same contract as when we put down our deposits.” Ms Grigg said: “We were also told, not only are they building two townhouses, but they’re building in a second driveway.

A South East Skids driver whose club-registered Commodore did circular donuts next to another drifting car and a spectator inside an illegal street skid bowl was put on an 18-month community corrections order. Nicholas Sturzaker, 23, of Narre Warren South, pleaded guilty to two charges of reckless conduct endangering serious injury at Dandenong Magistrates’ Court on 19 July. Sturzaker’s driving was captured in hidden video footage at various South East Skids meets at an industrial estate in Licola Crescent, Dandenong South. In footage shown to the court, Sturzaker’s white VL Commodore spun close to the crowd of up to 400 ringing the skid bowl after midnight on 8 December. Within the copious tyre-smoke, an unknown
male approached within a metre of the car to film the spectacle. At the same location on 30 December, Sturzaker’s car followed another car into the skid bowl, and performed burnouts and donuts in unison for about a minute. He re-entered the bowl a second time and dropped a burnout thick with smoke for about a minute while people were attending a damaged vehicle in the bowl. In the process, his rear tyres blew and sparks flew into the crowd, the court was told. Police intercepted Sturzaker soon after, observing tyre rubber sprayed onto the car’s rear guards, two popped tyres in the boot as well as equipment for changing tyres in the back seat. Sturzaker told the court he had completed a court-ordered safe-driving program after being found guilty of previous dangerous driving and loss of traction offences. Defence lawyer Nick Power said Sturzaker,
who was diagnosed with ADHD and recently used ice, had been “incredibly” affected by the death of a close friend in a car crash. Unlike many other Operation Regarder offenders, Sturzaker’s car was not forfeited and crushed. Sturzaker had been unable to get the car to police due to it being undriveable. Magistrate Jack Vandersteen said Sturzaker endangered people’s safety and lives, but avoided jail due to his young age, early guilty plea and his new-found stability at work and home. Sturzaker was convicted and ordered to complete 200 hours of unpaid work as part of his community-based sentence. He was disqualified from driving for 12 months - on top of a current demerit-point suspension until April. “He needs to grow up and be off the road a significant period,” Mr Vandersteen said.
Residents say Police Paddocks has become lawless By CASEY NEILL Lewd behaviour, hooning and rubbish dumping are plaguing the neighbours of Dandenong North’s Police Paddocks. The residents are fed up with finding men with their trousers down, four-wheel drives tearing up reserves and vacant blocks, and mounds of litter. They hope a gate touted by Parks Victoria and Greater Dandenong Council will end their fight for peace. “We’ve been complaining for three or four years. It’s getting worse,” Bernie Lellyett said. “I’ve seen as many as six four-wheel drives go past here one night.” His neighbour Eddie - “everyone just knows me as Eddie” - said it was becoming unbearable. People in 4WDs and quad bikes rip down fences to get their doughnut fix and leave a trail of wood, heavy-duty cable and mud, he said. “And if you go up there now you’ll see these gentlemen coming out of the bush with a smile on their face,” Eddie said. “We used to take our granddaughters up there...” Greater Dandenong councillor John Kelly said the council managed the area up to the bridge and then Parks Victoria took control. Softball, cricket and soccer clubs use the reserves beyond the bridge, alongside people walking their dogs, flying model planes and practising their golf swing. Cr Kelly said the council would meet residents’ requests for a footpath later this year and was talking with Parks Victoria about a gate at the bridge, which would still allow people on foot and with a key to access the facilities. Eddie and Mr Lellyett supported the gate and said Parks Victoria should also erect ‘slow down’ signage to curb speeding. “When there’s horses you really need to keep the speed well down because you have a horse shied and then we’ll have a couple of kids getting killed or something,” Mr Lellyett said. However, a sign threatening rubbish dumpers with a $10,000 fine hasn’t helped with that issue. Mr Lellyett and Eddie have confronted dumpers and told them to pick up their rubbish and move on.
Mugger talks up his knife A 17-year-old boy was threatened with a knife during a bungled armed robbery in Springvale. The victim, from Springvale, was walking on the footpath on Heatherton Road about 2pm on Monday 18 July when the man approached and demanded cash. He told the victim he was carrying a large knife but the victim said he didn’t have any cash so the would-be thief fled. The boy called triple zero and police caught a 20-year-old from Heatherton shortly after. He was remanded in custody to appear at Melbourne Magistrates’ Court on Tuesday 19 July.

A would-be mobile phone thief punched a Springvale woman in the face. The 28-year-old victim was using her phone while walking along Travethic Street, Springvale, about 9.40pm on Friday 15 July. A man approached and demanded the device, so the victim started yelling for help. The man punched her once to the left eye and fled on foot. The victim was taken to Dandenong Hospital with minor injuries.
Man sets his caravan alight A man set his own home alight in a Springvale caravan park, police say. Emergency services were called to the Princes Highway address about 7pm on Monday 18 July. CFA crews extinguished the fire, which caused moderate damage to the caravan. Police arrested the 45-year-old occupant at the scene and said he was expected to be charged at a later date in relation to criminal damage by fire.

One man has been jailed and three others are awaiting their fate following a Dandenong North raid that uncovered guns and stolen goods. Police executed a Drugs, Poisons and Controlled Substances Act search warrant at the Stud Road home on Thursday 14 July. Police said the $10,000 worth of property recovered included a motor vehicle, a shotgun and two hand guns, large calibre ammunition, prohibited weapons, cash and stolen property including gas log heaters. A 34-year-old Dandenong North man appeared in Dandenong Magistrates’ Court on Friday 15 July. He was jailed for four months and will subsequently serve a 12-month Community Corrections Order for firearms offences, handling stolen goods and possessing proceeds of crime. Police interviewed a 42-year-old Dandenong North man for firearms offences, motor vehicle theft and handling stolen goods. He was released on bail to appear at Moorabbin Magistrates’ Court on 9 September. Police arrested a 34-year-old Diamond Creek man and released him pending summons for possessing a drug of dependence. They also released a 31-year-old Clayton South man pending summons over motor vehicle theft and handling stolen goods.

Looking Back 100 years ago 29 July1916 Off to War On Sunday, the whole of the staff of the Dandenong post office gathered together to make a presentation and say farewell to Mr Roy Crichton, a member of the staff who has enlisted in the Australian Imperial Forces. Mr J D Kinvig, postmaster, congratulated Mr Crichton on the step he had taken and said Mr Crichton was bravely going in a spirit of self-sacrifice to fight for the Empire. He had no doubt that their young friend would act as a true Australian in all circumstances and he trusted would return safe and sound to his old position in the office. He referred to Mr Crichton’s thoroughness as an officer of the department and his courteous demeanour towards the public and his fellow officers.
Compiled by Dandenong and District Historical Society After all present had added their eulogiums of their comrade and best wishes for his safe return, Mr Kinvig on behalf of those present presented Mr Crichton with a wristlet watch and hoped it might prove useful and also be a reminder to him of his colleagues. Mr Crichton feelingly replied and said he would do his best in whatever circumstances he was placed.
50 years ago 19 July 1966 Ten O’clock crash picture Ten O’ Clock hotel closing has made little difference to the number of traffic accidents in the Dandenong district, but there has been a dramatic shift in the peak periods for accidents. In the first six months since 1 February, district ambulance records show that there have been 226 calls to accidents.
The figure for the same period in 1965 was 224 - two less. But the change in the times at which the greatest number of accidents happen has been very notable. In 1965 the peak was between 6pm and 7pm with 24 accidents, and the next highest period between 4pm and 5pm with 19. The 1966 figures show two peaks, the first between 7pm and 8pm and the next between 10pm and 11pm, with 25 accidents in each period. This compares with 15 accidents between 7pm and 8pm and 10 between 10pm and 11pm during the first six months of 1965.

Legal advice faces tough times SPRINGVALE Monash Legal Service (SMLS) is a community legal centre (CLC) that has been operating in Springvale since 1973 and services clients predominantly residing in the south-east region. CLCs exist to support the most vulnerable people in our communities and promote equitable access to legal assistance. SMLS provides direct client services and education, and undertakes community development projects. SMLS has been privileged to be partnered with the Monash University Law Faculty for more than 40 years, delivering the professional practice program. This is a unique opportunity for law students to put textbook education into practice in a social justice context. Despite this long partnership and ongoing support from the State Government, SMLS is preparing to navigate a reduction in resources as a result of funding cuts announced two years ago by the Federal Government. million over three years, to take effect on 1 July next year. This level of funding cut will have profound consequences across the sector. SMLS will acutely feel the effects of the funding cuts as about one third of SMLS funding is received from the Federal Government. At this stage it is indicated that funding will be cut on a pro rata basis. Data provided by the Australian Bureau of Statistics (ABS) lists at least two of the local communities that we serve among the most disadvan-
taged in Victoria. The City of Greater Dandenong is recorded as the second most disadvantaged local government area (LGA) in Victoria, and Doveton is recorded as the fourth. SMLS, together with CLCs servicing the south-east and Victoria Legal Commission, have undertaken in-depth analysis of legal needs in the south-east region and have identified significant unmet legal need at current resourcing levels. Cuts will directly impact on our capacity for service delivery. SMLS was recently selected to participate in an 18-month project, which will deliver outcome measurement frameworks to ensure programs and strategic direction are in line with community demands and resources, and maximise access to justice. SMLS appreciates and understands the importance of strategic partnerships to target the needs of the community we serve and maximise resources in the face of funding shortfalls. In addition to the SMLS and Monash Univer-
sity partnership, SMLS has been partnered with South Eastern Centre against Sexual Assault (SECASA) since 1995. The joint specialist legal clinic provides advice, assistance and representation for survivors of sexual assault. Our 20-year partnership with SECASA has informed our practice and the development of SMLS specialist family violence-focused practise areas. New partnerships include an outreach at Dandenong Monash Health Community Hub where clients of Monash Health can access legal services on-site. We have also commenced a duty lawyer service at the Fair Work Commission to address gaps in employee access to appropriate and timely employment law advice. SMLS is very grateful and congratulates the recent announcement by the state Attorney-General and Keysborough MP Martin Pakula to extend funds received last year used to create a family violence duty lawyer service.

Thief told to cut his social media By CAM LUCADOU-WELLS An 18-year-old man who pleaded guilty to a string of aggravated burglaries and car thefts was ordered by a court to completely disable his entire social media presence within six hours. After spending 33 days in adult remand, Tom Stear was released on bail to a Dandenong address on 19 July. Stear was accused of stealing a $10,000 BMW, a $25,000 Commodore, burgling a Sandhurst home, and buying cigarettes by deception in Narre Warren on 5 June. He is also charged with aggravated burglaries in Pakenham and Skye, handling suspected stolen debit cards and stealing a $30,000 Nissan X-Trail in Cranbourne - all on 6 June. Stear was also accused of stealing the same $30,000 Nissan X-Trail in Dandenong on 10 June, as well as breaching bail and several counts of driving unlicensed. Stear’s lawyer said remand had been “anything but an easy experience” for the accused. “It’s seemed to have a great effect on him. He’s been assaulted in prison, which is quite unfortunate.” Magistrate Jack Vandersteen said he’d warned Stear what would happen if he re-offended just before turning 18 in March. Mr Vandersteen said Stear was in a different predicament to his peers,
who were still overseen by the Children’s Court . “If he wants to commit these offences and play at this level then jail will be it.” Mr Vandersteen asked Stear why he had recently been with seven known similar offenders at a Comfort Inn, in breach of a supervised youthjustice home order. “You’ve got to feel sorry for him in a way. He’s a product of a broken home and he’s lost. “What’s in his control is who he associates with and what he’s doing.” Mr Vandersteen deferred sentence to allow police to enforce bail conditions while Youth Justice prepared a report, but indicated Stear would be convicted. He said rehabilitation was a factor for a young offender but innocent community members needed to be protected from Stear’s high-risk offending. He urged Stear to pursue a desired carpentry apprenticeship. “I don’t want to put him on a straight release or community corrections order. “I’d prefer him to stay with Youth Justice than go to an adult sentence at this point.” He was ordered not to contact 12 other named associates. Stear will appear next in Dandenong Magistrates’ Court on 20 July.

Police impounded a P-plater’s car in Dandenong North for allegedly travelling almost 70km/h over the speed limit. Greater Dandenong Highway Patrol members allegedly spotted the car racing on Greens Road in Dandenong South about 1.30am on Saturday 16 July. A few minutes later they allegedly clocked the car travelling at 169km/h in a 100km/h zone
on EastLink in Dandenong. They found the car parked on Police Road just after 1.30am and the 22-year-old Wantirna South man who’d been behind the wheel walking away. The officers impounded the car at a $961 cost to the driver. They interviewed and released the driver, pending summons for reckless conduct, travelling at excessive speed and other traffic-related offences.

Greater Dandenong is abuzz with ideas for Dandenong Oasis’ future. The Journal reported last week that a confidential council plan could see the pool make a $50 million move to Dandenong Market. Councillor Maria Sampey made a splash when she let the plan slip at the Monday 11 July Greater Dandenong Council meeting. It got people across the municipality talking about the possibilities for redeveloping or relocating the run-down aquatic centre. On the Journal’s Facebook page, Gaye Guest asked which market site was being referred to, “because it was floated that a new pool may go on the old stock market site to bring it more into the municipality’s activity centre”. Nina Kelly said she liked the old stock market site idea. “It would be closer for Dandenong South, Lyndhurst, Bangholme and Keysborough residents and still service Dandenong,” she said. “Plus, it would be next to great public transport with the station and bus exchange right there.” Robyn Westbury asked whether the old council offices would be demolished for the move to happen. “I, for one, would go more often to the pool if it was nearer to me,” she said. Councillor Peter Brown said the current council would not make a decision on the pool’s future before the 22 October local government elections. “The next council may not make a decision during a four-year term,” he said. “My gut instinct is the site on Cheltenham Road adjacent to the station.” Greater Dandenong CEO John Bennie said the council would engage with the community once it had developed initial thinking on options for the pool’s future.

Dandenong Benevolent Society is calling for blankets to warm Greater Dandenong residents who are shivering through winter. “They’re freezing,” manager Margaret Ladner said. “I went to the market and bought some blankets. I can’t really afford to keep doing that.” She’s been with the group for more than 35 years, and still marvels at the community’s ability to give. “The generosity is unbelievable. That’s what’s keeping this shop going,” she said. “When you help somebody, and you see them crying when they come in and they’re smiling when they go out ... that’s what keeps me doing what I do. “I feel so honoured to be able to do it. “Not everybody gets the chance I get to help so many people.” Ms Ladner said that for the first time in 30plus years, the society last year missed out on a $58,000 Federal Government Department of Social Services (DSS) emergency funding grant. She still does her best to provide food vouchers, toys and a variety of other support to about 150 people each week. “This benevolent society’s been going for 60 years,’ she said. “I’ve got a great bunch of volunteers here. We’ll keep going until there’s nothing left.” Ms Ladner said the society’s support had helped people to stay out of jail and often helped people escape from family violence. She recently arranged for a tennis-mad 9-yearold boy to receive lessons in the sport. He’d previously played in his backyard with an old racquet and ball. “Who knows, he might be an Olympic tennis player,” Ms Ladner said. “They were so rapt. You couldn’t wipe the smile off his face for a week.” Anyone with a blanket to spare can drop it off to the shop at 305 Thomas Street. “If they can’t manage, I can send somebody to pick them up,” Ms Ladner said.

Emergency services were called to Millewa Crescent in Dallas shortly before 5.30pm on Tuesday 12 July, but paramedics were unable to revive Mr Khan, 20. An eight-race meet was abandoned at Springvale’s Sandown Racecourse on Wednesday 20 July after horses slipped on soggy turf. Racing Victoria stewards inspected the track following the first race after riders complained about a slippery section between the 800-metre and 400-metre marks. The stewards ordered the area to be aerovated before meeting with the riders due to hit the track in Race 2. At 2pm the jockeys voted in a secret ballot to abandon the remaining races. Racing Victoria said it would not reschedule the meeting, but would add a 3YO BM70 1200m race to the Ladbrokes Park Lakeside meeting on Wednesday 27 July. A Melbourne Racing Club spokesman said the track was relatively firm, particularly for the time of year, but was greasy on top following a couple of millimetres of rain overnight. “This caused a couple of horses to slip in the first race as the field declined turning into the home straight,” he said. “Upon inspection, the slip marks were minor but obvious so we ran some machinery over the turf in this area in order to create a more tractable surface, which it did. “Despite the senior jockeys of the meeting
displaying a desire to proceed with racing, six of the jockeys set to ride in the second race elected not to, which triggered stewards to abandon the meeting.” He said there were no underlying track issues and there was no reason the Wednesday 27 July meeting would not go ahead as scheduled. Victorian Jockeys Association CEO Des O’Keeffe said “a perfect storm of climactic conditions led to the unfortunate abandonment of the meeting at Sandown today on the grounds of horse and rider safety being paramount”. “It’s been quite dry out there, the track has got quite firm underneath, the grass on top was quite long, they got a couple of millimetres of rain, it’s downhill from the top of the hill at the 800m to where they straighten for home, and it became quite skatey,” he said. “You’ve got the perfect worse-case scenario. “It can happen here in Victoria from time to time. “The bottom line is, from our point of view, some renovations were done but they couldn’t encompass the entire surface. “Some immediate renovation work was undertaken which dealt with part of the track but potentially not all of it.”

Water aid flows By CASEY NEILL Dandenong students are helping their Ugandan peers to access fresh water. St Mary’s Primary School has so far raised more than $7000 towards a $10,000 project to drill a water bore in Nteebezadugu, home to another St Mary’s school. Teacher Stephanie Meade said the town was within the Mannya district, where Cotton On Foundation has been working with another school, St Nicholas. St Mary’s welcomed a visit from St Nicholas’ Father Emmanuel last year. “He inspired a lot of the teachers in our school,” Ms Meade said. “He said he needed help with other school. He said the school had nothing.” It was St Mary’s. It’s Dandenong’s namesake and we wanted to help and were advised that water was a key need. “We’ve provided them already, by doing a small fund-raiser, with water filters and small
water tanks,” Ms Meade said. “We need to get a water bore for the whole community.” The 259-student school raised $7109 in six months and turned to website Pozible to raise the final $3000 needed to make the project a reality. Ms Meade has twice been to Mannya, inspired by a visit to St Mary’s from Cotton On Foundation international development manager Paul Spence. “I teach with all these resources - computes and books - and all they had was an empty shell and 100 students,” he said. “Rather than teaching the kids, I looked at ways to support the teachers to improve their teaching skills.” Depending on how much they pledge, donors will be rewarded with a thank-you in the school newsletter, a letter, a certificate or a seat at a thank-you lunch. A hapless accused in Dandenong Magistrates’ Court seemed to find new ways to plant evidence on himself. The court heard that when the man was pulled over by police and stepped out of his
car the front of his trousers were plastered with empty plastic drug-deal bags. He was also facing charges of breaching an intervention order protecting his partner who conceived their newborn child while the accused was prevented from contacting her. Another accused before Dandenong Magistrates’ Court made little attempt to hide the proceeds of crime. The woman had allegedly stolen an airconditioner and clothing from a neighbour’s house but the game was up when the neighbour spotted the woman wearing the stolen clothes down the street. Dandenong’s Harmony Square will host an event to prevent deaths from hepatitis. City of Greater Dandenong and Hepatitis Victoria will launch a promotional video on the big screen at the World Hepatitis Day event which will run from 10am to 2pm on Thursday 28 July. Hepatitis Victoria staff and volunteers will be manning a health information stall to share essential facts about viral hepatitis-related prevention, vaccination, treatment and harm reduction.

A man who told police he had been using a cocktail of ice, cannabis and heroin on the day of a high-speed police pursuit through Casey’s suburbs has been denied bail. Brian Kessels, 41, unemployed and staying with various friends in Dandenong and Casey, was an unacceptable risk to the community, police told a Dandenong Magistrates’ Court bail hearing on 19 July. He was accused of a spate of offences since August, including two high-speed police pursuits, thefts of a car, number plates and petrol, and a Narre Warren aggravated burglary. In one of the alleged pursuits, police tried to intercept Kessels and a passenger allegedly driving a Commodore with false number plates on The Fairway in Hampton Park about 2.53pm in early July. Kessels allegedly reversed his car into the police vehicle and was pursued up to 120km/h in a 60 km/h zone as he drove down Pound Road, through a Berwick residential estate and against a red light at around 60 km/h in Beaconsfield. Police abandoned the chase at that stage due to the high danger. Kessels was arrested soon after near the car in a Dan Murphy’s car park in Berwick. In the car was a recently stolen device used for detecting underground fuel tanks. During his police interview, Kessels said he’d used half a gram of meth and half a gram of heroin, as well as cannabis, earlier that day. He was assessed as appearing drug impaired by police, but a blood test wasn’t possible due to his heavy intravenous use, informant Detective Senior Constable Bree Jarvis of Greater Dandenong CIU told the court.
Kessels had an extensive history of drug abuse and crime – including dangerous driving, failing to stop for police, robbery and aggravated burglary priors, she told the court. Kessels was also accused of a 150km/h-plus police pursuit in a car with stolen number plates on Monash Freeway, Hallam, on 14 December. He escaped that day due to police abandoning the pursuit due to having to attend a critical family violence incident, Det Sen Const Jarvis said. During the alleged aggravated burglary on 7 February about 1.50am, two children, aged 2 and 4, were asleep inside the home. Kessels had allegedly broken in through a laundry window and was spotted by a male occupant, still awake watching TV inside the master bedroom. The intruder allegedly said he was “Briza” and was there to see someone called “Sal”. The resident grabbed Kessels, dragged him out of the house and pinned him on the ground until police arrived. Kessels claimed he had frequently visited the address to visit a “Sal”, though he conceded the yard looked a bit different to Sal’s house. Kessels told the court he had stable accommodation, had been accepted in a CREDIT bail program and complied with parole in the past. He told the court he needed medical attention for a drug problem and a possible cancer diagnosis. “I just want to get back on my medication and I’ll be all right.” Magistrate Julie O’Donnell said she rejected bail because of Kessels’ prior history and the seriousness of the recent allegations. Kessels will next appear at Dandenong Magistrates’ Court on 23 August.

Alan Hood lives on Fernside Drive, just metres from the cemetery, and submitted a question to the Monday 11 July Greater Dandenong Council meeting. “Every member of our family has had a near miss from a head-on collision with the hundreds of trucks using Fernside Drive,” he said. “Fernside Drive has almost reached a permanently unsafe situation with indentation from the trucks causing aquaplaning when it rains.” Mr Hood said two kilometres of fill ranging from four to six metres in height had “cut off the exit path from this city of the massive floods we see every few decades”. “Taylors Drain has been strangled to about 5 per cent of its task and points directly at an EastLink exit drain,” he said. He asked whether the council issued a planning permit for the facility, which is on land sub-
ject to an Environmental Significance Overlay 3 (ESO3). Greater Dandenong city planning, design and amenity director Jody Bosman said Mr Hood’s questions would require a review of a number of historical files as well files on existing planning permits. “Once this is completed I will provide Mr Hood with a detailed written response,” he said. A spokeswoman for Bunurong manager Southern Metropolitan Cemeteries Trust (SMCT) told the Journal that all works associated with the memorial park were undertaken in consultation with Melbourne Water. “And all works have been compliant to the relevant standards and regulations,” she said. “Our investigations have indicated that there have been no flooding impacts associated with fill on the site. “We do not believe there have been any incidents involving the trucks, however people with safety concerns should contact the relevant road traffic authority.”

Business makes Disney come true A Dandenong South business delivered a Disney dream to Wallara. Turner Engineering has a corporate box at Rod Laver Arena and after several visits to the disability service provider’s Dandenong Plaza pop up shop, a staff member offered 17 tickets to the Disney On Ice Magical Ice Festival event. “Three staff went to the event as well and made such a fuss of our guys,” spokeswoman Karen Scholey said. “They just had the best day ever.”
The show whisked audiences into the wintery world of Disney’s Frozen, with characters from The Little Mermaid, Tangled and Beauty and the Beast also making appearances on the ice. Parents, volunteers and the then-City of Dandenong Council established Wallara in 1959 to help kids with disabilities. Today it provides supported and independent accommodation for people with a disability, and services to about 550 people from 30 sites across the south-east.
Works set to create car park chaos The car park at Noble Park train station will be partially closed from next month until 2018. But the State Government said commuters could instead find parking at the Sandown Park station. “There will be impact on car parking while we build the new stations, but every space will be off-set nearby, and ultimately the project will create more parking for passengers, as well as new open space for the community,” Public Transport Minister Jacinta Allan said. The disruption is to accommodate construction of an elevated train station.
The State Government said that once completed, the project would significantly increase the number of commuter car parks along the line. From the start of August, new power and signalling will be installed and 30 platforms along the Cranbourne-Pakenham line will be extended, and ready for the 65 new high-capacity trains that will start using the line when the project is finished in 2018. Streets in the south-east could soon be under 24/7 police surveillance as residents with CCTV systems are enlisted to be the eyes and ears of criminal investigators working to drive down the rising rate of aggravated home burglaries and carjackings. Residents in Greater Dandenong, Cardinia and Casey are being encouraged to sign up to a CCTV database, as police ramp up their investigative efforts following a spate of attacks on homes in recent months. Proactive Policing Unit Sergeant Brad Johnstone said the database would be invaluable to investigation, particularly as they work to quash an emerging opportunistic crime trend, where offenders try a series of homes and cars until they find their target. “In our area, the intelligence tells us that in some cases offenders walk the street and attempt multiple houses or garages before they find one that is unlocked or easily accessible,” he said. New or under-development housing estates are working out to be a hard hit area in the southeast division, according to Leading Senior Constable Frank Bailey. He said investigative and civilian forces were already uniting on the quest to solve and deter crimes, with a number of residents already sign-
ing up for CCTV access to police in the few days it has been since the initiative was launched. Home surveillance installations are becoming a growing trend in the region. Leading Sen Const Bailey said home invasion victims often went on to install security, including CCTV, alarms and sensor systems, at their home after their brush with intruders, and the same security precautions were often taken on board by surrounding neighbours. Seniors set to click with technology Multicultural seniors can get tech savvy through a free program at Greater Dandenong libraries. The State Government is partnering with Telstra to deliver technology training in languages including Arabic, Croatian and Vietnamese. On Monday 11 July, Housing, Disability and Ageing Minister Martin Foley announced that Greater Dandenong libraries would take part in the expanded Victorian Tech Savvy Seniors program. “Whether it is accessing services, paying bills,
keeping up with the latest news, Tech Savvy Seniors is about getting the best advice to get connected,” he said. The partnership is delivering face-to-face technology training sessions to more than 6000 seniors. Session topics include an introduction to using tablets, using the internet and social media, and how to stay safe online. Coach nurtures emerging talent By CAM LUCADOU-WELLS It didn’t take long for James Kerr to spot the buckets of talent in these Hallam-trained slam-dunking proteges. Two years ago, a group of 16-year-olds needed a coach to play in a Morwell basketball competition and the businessman stepped in. In their latest of a string of titles since, Mr Kerr’s Red Roo Sports under-18s took out a hotly contested South Sudanese Australian National Classic basketball tournament in Werribee against 50 rivals on 8 July. The team included captain Jo Jo Deng, cocaptains Michael and Kueth Jok, the tournament’s MVP Golong Golong and the finals MVP Pooch Pooch. The same squad’s under-20s placed third. “These men have overcome so much adversity to understand what it means to become a cham-
pion,” Mr Kerr said. Mr Kerr and his Red Roo Sports company have fed and coached up to 18 players without outside funding each Sunday afternoon at Hallam’s 24-7 Hoops. The keen young men – from across Melbourne’s east and south-east – travel hours by sparse and multiple public transport modes to get a run. They are trained under Mr Kerr’s slogan “Excellence over time with discipline equals success”. He tells them what they have to do to be better people. “If you’re in my program, you’re going to have to behave. I don’t have time for your attitude. “If you choose the dark side, then go. I’m about going to the light.” Mr Kerr gained the group’s hard-won trust because of his sincerity and doing “the hard yards” with them for the past two years. From the start, he drove and picked up players
on the way to play in Gippsland each week, and met their families. Hailing from Jackson, Mississippi, Mr Kerr grew up in a population that was 80 per cent African-American. He understands what the maturing boys are going through. He sees their “extremely raw talent”. The boys, many of them 16, first took on adults and won the men’s B grade competition in Morwell. They took out A and B grade championships at Federation University in Churchill, they won the ADRA 2015 and 2016 tournaments in Dandenong, and the 2016 Casey basketball tournament. Mr Kerr espouses the value of teamwork –“nothing moves forward without teamwork” – and leadership skills. Mr Kerr said all of the players easily have the
talent to play high-school basketball in the US. It just comes down to creating “proper pathways”. Many people talk it but are not providing it, Mr Kerr said. “They’re amazing, and they don’t get the recognition they deserve. “There’s no structure in basketball at schools – it’s just footy.” To travel to the US, they need trusted people to embed them and make them feel at home, Mr Kerr said. “I have them for just two hours a week. I feed them as much chocolate milk and nutrition as I can get,” Mr Kerr says. “Imagine what they can achieve if I had them every day after school, with a full nutritional program, a strength and conditioning program. “I’ve got a lot of kids who want to run with us but I’ve only got one court.”

Scoring their own goals More players than ever participated in an annual Refugee Week soccer tournament in Keysborough. Thirty-one teams took part in the Southern Migrant and Refugee Centre (SMRC) event at Springers Leisure Centre in Keysborough on Saturday 9 July. SMRC partnered with City of Greater Dandenong, Monash Health and ERMHA to present the day, now in its fifth year. New arrivals, businesses and organisations fielded teams. Kazeroun Victory won the men’s competition, Ace B took out the women’s division, and United Boys won the youth competition. Spectators said the atmosphere was electric and the competition was fierce. There were also soccer and circus clinics for children.
Police arrested a 31-year-old man and are searching for three others over a string of incidents on Heatherton Road in Springvale on Sunday 17 July. Officers were called to a petrol station about 9.35pm after reports that someone had filled a stolen car with petrol and driven away without paying. Police then received a call that a would-be burglar had been disturbed trying to break into an address a few doors down. When the officers arrived at the address, they were told that someone had stolen a Jeep from a service station further along Heatherton Road. They started searching for the Jeep before hearing it had been involved in a crash on Fairbank Avenue near Westall Road at 9.53pm and that four people had fled the scene. Officers were quickly on scene and arrested a 31-year-old in Balloora Road a short time later.
Push to finish off silent killer Dandenong’s Harmony Square will host an event to prevent deaths from hepatitis. City of Greater Dandenong with Hepatitis Victoria will launch a promotional video on the big screen at the World Hepatitis Day event, which will run from 10am to 2pm on Thursday 28 July. Hepatitis Victoria staff and volunteers will manning a health information stall to share essential facts about viral hepatitis-related prevention, vaccination, treatment and harm reduction. Greater Dandenong Mayor Heank Tak said the disease affected almost 500,000 people across Australia. “Through education and awareness we are one step closer to eliminating viral hepatitis by 2030,” he said.

Friendship skill By CASEY NEILL Greater Dandenong girls can learn skills through fun and forge friendships. Girl Guides groups in Springvale and Noble Park are inviting girls aged five to 14 from all backgrounds to give the world-wide organisation a go. Leaders are trained to guide the girls through indoor and outdoor games and activities that foster life skills and other informal learning. The girls complete challenges at their own pace, make lifelong friends, develop confidence and contribute to their community. From 5.30pm to 7.30pm on Monday 1 August, girls aged six to 10 years can try Guides at the Noble Park Guide Hall at Ross Reserve, corner Corrigan Road and Memorial Drive. Tiny Grace’s brave cancer battle inspired Noble Park and Keysborough Lions to serve cuppas and cakes for kids’ cancer research. Lions Club of Noble Park and Keysborough secretary Julie Clarke said doctors diagnosed 16-month-old Grace with a rare and aggressive cancer on a kidney and lung in November last year. Days later she had a major operation to have the cancer removed, and will have chemotherapy periodically over the next 12 months. A high tea fund-raiser at Highways in Springvale on Sunday 14 August will raise money for the Australian Childhood Cancer Research Foundation to help kids like Grace. Foundation trustee John Thorpe will speak about the research taking place. Ms Clarke said the event would also include raffles, a silent auction, entertainment and more. Grace lives in Dubbo, New South Wales, and
travels to the Children’s Hospital at Westmead, Sydney, for treatment. “Grace is now walking, a bit wobbly though, and talking a little bit,” Grace’s great-grandfather Geoff said. “She is getting a bit wiser during hospital visits and screws her nose up at the nurses and doctors. “She is a bit down after chemo, but generally is a very happy kid.” Highways is on the corner of Princes Highway and Corrigan Road, Springvale. Top job tips for migrants By CASEY NEILL Young migrants picked up valuable employment advice in Dandenong. About 100 people attended the Migrant Youth Employment Forum at Dandenong Civic Centre on Tuesday 19 July. South East Local Learning and Education Network (SELLEN) hosted the event, which opened with a welcome from Greater Dandenong Mayor Heang Tak. Councillor Tak said the city embraced more than 2000 new migrants each year from about 150 different nations, and that more than half the population had a first language other than English. Cr Tak acknowledged the significant difficulties young migrants faced in breaking into the job market, and encouraged them to engage with employers through the forum and to take up volunteering opportunities as a first step. The council’s Youth Services team hosted a workshop on job interviews: the types of interviews; common interview questions; what to bring; how to dress; what to ask the interviewers; and the top 10 mistakes people make. Participants were advised to research the company they were applying to, dress for the job, make sure their phone didn’t interrupt the interview, practise answers, and to only speak of positive experiences with former employers. City of Greater Dandenong youth development officer Edem Edusei moderated a panel discussion that included Bunnings’ Victorian regional learning co-ordinator Darren Moulder, Woolworths’ Trent Lethlean, Paul Flavel from Target, Skillinvest group training consultant Daniel Prins, Bombardier HR director Danny Walsh, and Chobani’s people and culture manager Sarah Hoccholzer. More beds for mental health A Noble Park hospital will soon open a 60bed mental health wing. The South Eastern Private team showed Greater Dandenong councillors Mayor Heang Tak, Maria Sampey and Roz Blades around the under-construction facility on Tuesday 19 July. It will focus on adult mental health and behaviour disorders, particularly mental health in the elderly, and support the hospital’s existing rehabilitation, palliative care, oncology and general medical services. Professor David Barton will also head a new mental health research facility attached to the hospital. Cr Blades said the developments would transform the area into a revitalised health precinct.

Drug testing is becoming more common in workplaces, they said, and there is a zero tolerance approach to breaches. Customer service in any industry is a highly transferrable skill, they said, and urged applicants to always list all of their qualifications on their resume - even if they weren’t relevant to the current application they’d indicate qualities like perseverance, goal attainment and a willingness to learn.
The panellists said verbal English was required for customer-facing positions and written English would be necessary for any roles that involved training. Ms Ebdon said that Bunnings particularly valued speakers of languages other than English in customer service roles. She said Bunnings recruited on an ongoing basis through its website and spring was a busy recruitment period. Target and Woolworths will recruit Christmas casuals during August and September, and Chobani will employ more staff next year.

Hu’s on the ball to take his place at Rio games By JARROD POTTER Dandenong has a brilliant reason to stay up and watch the Olympic table tennis next month - one of its own has made the grade. Heming Hu, 22, from Dandenong will pack his racquets and head to Rio as part of Australia’s table-tennis team ahead of his maiden Olympic Games. “It’s always been a childhood dream to make the Olympic Games one day and this year there was a lot of stress coming into it but we got there in the end. It was really relieving and it was a dream come true,” Hu said. “To be selected into and make the Olympic team is not an easy task - few get the chance and being able to be there myself and be in that team is a huge accomplishment.
The Lyndale Primary School and Lyndale Secondary College alumnus has gone across the world with table tennis playing through Europe in Swedish and Danish leagues as well as to Glasgow for the last Commonwealth Games. Hu’s overseas form hasn’t been good in recent months but he brought his best to the Australian tryouts. “I won the Australian event and it set me a spot in the team. “In the Oceania trials I came third out of the guys so it put me in a position where I can only play the team event, but in the end I still got there and there’s lots to look forward to. “Lots of ups and downs and had a bit of an up in October last year, but then was in a downtime for a good few months and came into the Olympic qualifying after a huge downtime.
“I played extremely bad for myself in the Finland Open and came back home feeling pretty bad about myself, but the important one was to come and I peaked here for the right one so that was satisfying knowing that I could come through in first.” But for now, he’s got another month until he heads away for the Games and is just head-down with practice making sure he’s prepared for whatever comes his way in Rio. “Nothing but playing the game, practice all day and get ready,” Hu said. “Mine (aim for Rio) is to go out there and take it one match at a time, one point at a time and just play my absolute best - and whatever happens happens.”
Ever since hopping on his first horse on his dad’s former Keysborough property as a three-year-old, Matt Williams has been destined for a life in the saddle at the elite level. Williams, 31, from Tonimbuk, earned his ticket to a third consecutive Olympic Games and capped off a milestone week with a podium result at the $130,000 Tyron (USA) CSI3 Grand Prix. Joining the show jumping team for Rio 2016, Williams is riding high after reaching the peak of the sport with his latest horse Valinski. “I’m very grateful to be selected for a third time, this Olympic selection probably means the most to me as it has taken a lot to get to this point, and the last four years since London have had a lot of ups and downs,” Williams said. “Each Olympics I’ve had different horses, but the most important thing I think is to know how to get your horse to peak at the right time for such a big event. “I only got the ride on Valinski about eight months ago, when I first rode him I immediately had a bond with him but never knew he would be as good as he’s turning out to be. “He’s really risen to all his challenges so far and keeps fighting for me every time I ask for a bit more.” His dad Paul Williams has cultivated his son’s dreams, from the days when they used to compete together, as the younger Williams rose through the ranks before moving to America. “I think it’s like everybody - you have a dream for your kids and the dream for them is to realise their dream,” Paul Williams said. “You’re definitely part of the journey, but it’s a matter of being excited for them, doing as much as you can for them and it’s really good that things like this can happen. “To be able to achieve it every time is unique as you’d say after each Olympics that you have to start again, and I’m very proud of the fact that he’s able to do it in a world that’s pretty tough.”
Sketcher sets his sights on having one last crack at big stage football Whether or not it pays off, Noble Park midfielder Jack Sketcher knew he needed to give the big stage one last, proper crack. Sandringham Dragons’ 2010 Morrish Medalist - awarded to the TAC Cup’s best-and-fairest player - wanted more out of his footy career after stints in the VFL and WAFL before returning to the Bullring to play out of the Eastern Football League. Sketcher, 24, from Noble Park, decided to sign up for season two of ‘The Recruit’, a FOXTEL reality show series designed to find the best player outside of the AFL system and give the winner a chance to join an AFL list. It meant he had to say goodbye to Noble Park Football Club and take the step up, but Sketcher wanted to give his second, and potentially last, chance the best opportunity to succeed. “It was a great opportunity and one that I didn’t make the most of when I was 18 and looking back on it now,” Sketcher said. “Obviously to get that second opportunity is a big thing and looking forward to the show to start. “I suppose after watching season one, it made me think if it’s really worth it and if was I unlucky
or not, but now it’s done and dusted and it’s a great opportunity and looking forward to it to start.” Sketcher was put through the wringer by legendary premiership winning coach Mick Malthouse, as well as assistant coach Ben Dixon and Port Adelaide’s world class fitness guru Darren Burgess as high performance coach. “His (Malthouse) record speaks for itself,” Sketcher said. “Ben Dixon and Burgo too - great people to lead us and definitely learned a lot on the show.” For now, everyone will have to tune in to see if Sketcher became “The Recruit”, but in the meantime he’s plying his craft back in the VFL at Frankston and enjoying his second crack at life in the elite Victorian football system. “Back down at Frankston with a few blokes I’ve previously played with,” Sketcher said. “I know the coaching staff down here and know them pretty well down there too - pretty good to be back in the system, but also missing playing here with the Bulls as well.” The Recruit is a 10-part reality series that starts on FOXTEL’s FOX8 channel on Wednesday from 8.30pm.

Frank is always on hand to help By JARROD POTTER Handpicked as the Dandenong Stingrays’ TAC Cup Local Legend, property steward Frank Martinez is the kind of bloke that is desperately needed around a footy club. Martinez has been washing the jumpers, pumping up the footballs and famously takes the Stingrays group on his “light runs” around Lysterfield Lake every so often during pre-season for the last 15 years. He’s the first bloke to step up, roll up his sleeves and get the job done - all in the name of giving countless Stingrays a better shot at the big time. Former Stingray Matthew Boyd, a 25 Western Bulldogs midfielder, returned to the Dandenong Stingrays on Thursday 7 July for a Towards Zero Player Night and announced Martinez was the Stingrays’ Local Legend. “A lot, it means a lot and all that as I didn’t expect anything like that - all I was told was that we were going to have dinner and that was about it, so I was a bit stoked and couldn’t say much on the night,” Martinez said. “This means so much to me because seeing all the young kids coming through to the next level, whether VFL or AFL, and that’s been one thing I’ve really enjoyed and helping them out in the off-season as well. “I never expect anything back in return because if you do, you’ll never be respected.” He'll lend an ear and have a long chat with anyone who comes up to him looking for a bit of support. “Talk to the kids when they’re down and feel bad about how they’re playing as well,” Martinez said. “Pumping them up a bit - you have your guys every year who come and talk to you, they won’t talk to the coaches - but I come and talk to them. “I tell them ‘don’t quote me, but this is what I’d do, this is what I wouldn’t do’, be punctual and how to improve themselves.” After a decorated career as an umpire, after 20plus years and more than 300 Victorian Football Association (VFA) games as a boundary umpire,

The simplest of tributes was given to the late Rahat Khan by his beloved North Dandenong Sharks on Sunday. The Sharks asked all of its South East Juniors football teams - in the under-10s, under-12s and under-14s - to don black armbands on in honour of Khan, 20, from Dandenong who passed away on Tuesday evening after he was shot and killed in Melbourne northern suburb Dallas. North Dandenong cricket team-mate Stefan De Silva described him as an unbelievable talent who supporters couldn’t wait to see head out to the middle - whether in cricket or footy. “First met Rahat and brother Javid Khan when they came to the club - would’ve only been none or 10,” De Silva said. “Raw talent, but he was just like a fish to water when it came to cricket and then same deal with footy - him and (Clay) McCartney, memories of those two playing around at the club - even after juniors and seniors had finished they would hang
