Council welcomes Monash Freeway upgrade After many years of advocating for improvements on behalf of residents, the City of Casey is thrilled that works are set to start on widening and upgrading the Monash Freeway. Works will commence later this month on the project which will deliver a number of improvements including: Âť Adding approximately 30 LJMPNFUSFT PG FYUSB USBGmD MBOFT 8JEFOJOH GSPN GPVS UP mWF MBOFT in each direction between EastLink Interchange and South Gippsland Freeway - Widening from two to three lanes in each direction from South Gippsland Freeway to Clyde Road in Berwick and extra space for more cars on ramps from Chadstone to Pakenham, including Hallam Bypass and Clyde Road

City of Casey Mayor Cr Sam Aziz said Council was eagerly awaiting the outcomes of Public Transport Victoria’s (PTV) Cranbourne Bus Network Review which are expected to be announced soon. “Council hopes the outcomes of the review will identify a number of improvements to the bus network around Cranbourne, Clyde and surrounds and address the current problems in these growing communities. “Council urges the State Government to expedite any improvements as a matter of urgency.� The Mayor added that the extension of the Cranbourne Railway Line into Cranbourne East and Clyde is one of Council’s other key transport advocacy priorities. “The extension was promised by the Labor Party in 1999, but the project is not expected to be considered for at least another 20 years, based on PTV’s Network Development Plan Metropolitan Rail. “Casey is one of the fastest growing municipalities in Victoria and much of that growth will be concentrated in the Cranbourne East and Clyde areas, which is only going to put further strain on the current transport network.�

Councillor Damien Rosario said “Council gathered community feedback to help us improve our online presence to ensure it meets the needs and expectations of residents. “Last year we adopted Council’s Digital Casey Strategy which outlines a planned and structured approach to adopt emerging technologies and provide more services through digital channels.

Councillor for Sport and Recreation Geoff Ablett welcomed the opening of the $4.2 million project which included the DPOTUSVDUJPO PG B nPPEMJU synthetic football and cricket oval, two netball courts, cricket practice nets, a sports pavilion and car parking.

“As part of the Strategy, Council is redesigning 11 of our most popular transactions to ensure they are easy to complete online. “Council has already implemented an online Disabled Parking Permit application process, CFMJFWFE UP CF BO "VTUSBMJBO mSTU BT XFMM BT BO Asset Protection Permit online form, and is currently working on the pet registration process.�

New Integrated Community Centre for Clyde North

Community Engagement Strategy The City of Casey adopted its Community Engagement Strategy in September 2016, which outlines Council’s commitment to consulting with the community to guide and inform decisionmaking.

Works are now underway on a new $6.6 million Integrated Community Centre and Town Square in Selandra Rise, Clyde North.

Councillor Gary Rowe said “Through the strategy, Council is committed to improving the way it engages with the community, better using community feedback to inform decision making and closing the loop with the community about IPX UIFJS QBSUJDJQBUJPO JOnVFODFE UIF mOBM EFDJTJPO or project. “Council has committed to providing community engagement opportunities that are accessible and support participation of the entire community and provide a variety of community engagement tools and techniques to ensure maximum participation.�

Councillor Amanda Stapledon said construction on the exciting project kicked off in August, with works expected to be completed in October 2017. “This project will deliver a much-needed community facility and vibrant town square for the growing Clyde North community, providing space for community service organisations to deliver key services and for community groups to come together.

“The design of the community centre incorporates halls and meeting rooms of varying sizes, an ecologically sustainable design, large foyer, exhibition space and a commercial kitchen.�

Half-mast protest By Cam Lucadou-Wells It took two days but Casey Council has lowered the council flag to half-mast as part of its law-andorder campaign. The flag at Casey Civic Centre was lowered on 8 September after Mayor Sam Aziz introduced the motion at a council meeting two nights earlier. The council won’t raise the flag until it gets its desired action from police and governments such as more Casey-based police, tougher sentencing and a taskforce on violent street gangs. The council also resolved to set up an online petition that automatically lobbies Victorian and federal politicians on the issue. Cr Aziz labelled the spate of home invasions and carjackings as a form of terrorism.

“When you think about terrorism, it is intended to make you fearful. There may not be a risk to you directly, but you don’t know for sure. “Given Casey residents are in distress and not feeling safe in their homes, we will be flying the Casey flag at half-mast till we get action to protect our community. “Our community has been under siege from the escalating violence. Why should our residents put up with this?” Cr Aziz said the flag’s lowering was delayed due to it not having been approved by Casey’s chief executive Mike Tyler, who had been away for two days at a conference. “All flag requests have to go through the CEO’s office... we’re getting it happening.” Commentators on Star News’s Facebook and

website pages were sceptical about the symbolic move. Some posted that the council should spend more on “pro-active” measures such as CCTV around Casey and ‘ambassadors’ to patrol and report on “areas of interest”. “Flying a flag at half mast is sure to scare off the bad guys,” wrote another. Other criticism centred on perceived disrespect of lowering the Casey flag - though the Australian flag, which is governed by a set of protocols, continued to fly at full mast. The half-mast measure followed fast after a special council meeting on 1 September that endorsed lobbying the State Government, Federal Government, Victoria Police and the state’s Chief Magistrate.

Cr Aziz said since the special meeting, there was at least three more serious incidents including a “terrible” attempted armed carjacking on Narre Warren-Cranbourne Road. In a show of the community’s concern, a crime prevention gathering was organised by a homeinvasion victim at Sweeney Reserve, Narre Warren, on 10 September. “It’s the ones who aren’t directly affected who want direct action,” organiser ‘Brett’ - who didn’t wish to be made - said. “Once it happens to you, you probably realise you brought it on yourself to an extent. “If I was to get on my high horse about anything, I’d like the State Government to subsidise alarms and CCTV - like they do with solar panels and insulation.”

Besim seemed to have been stirred into action after the death of his friend Numan Haider – who was killed during an alleged knife attack on police at Endeavour Hills police station, Justice Croucher said. Besim, who had no prior convictions, left a suicide note for his family but was arrested by police a week before Anzac Day. He has remained in custody ever since. “On the one hand, the offence was at once terrifying and evil,” Justice Croucher said. The judge noted Besim did nearly all of the

preparation and planning. He had a knife, a car and a Jihad flag and searched on the Internet for Anzac Day memorials. Justice Croucher said there were also “perhaps faint” suggestions that Besim might have pulled out of the plot – but that was a small consideration even though no terrorist act occurred. The judge was not persuaded on the balance of probabilities that Besim had renounced his violent jihadist beliefs, but otherwise had good prospects for rehabilitation. He took into account the accused had showed contrition, was young, had a supportive family and pleaded guilty. Justice Croucher indicated that the jail term started from today (5 September) but would include Besim’s period of pre-sentence detention.

Three of Casey’s biggest soccer clubs are siding with councillor Rafal Kaplon’s call to fix a soccer facility “crisis” in the municipality. Berwick City, Endeavour United and Casey Panthers soccer club presidents say a lack of pitches and sub-standard clubrooms are curbing the sport’s natural growth. Endeavour United president Rocco Rullo said his 280-strong club was turning away players due to a lack of volunteers, coaches and training pitches. “Conservatively, for the current season, we estimate up to 100 children have been turned away.” Mr Rullo said the council had agreed to minor works to the clubrooms but bigger works such as more grounds and lighting were sorely needed. Casey Panthers president Phil Pallot said his 300-player club was confined to one main pitch at its Prospect Hill Reserve home ground in Narre Warren. As a result, the club was turning away potential players, and many of its 21 teams were training at other venues. “We can’t grow the club. “Most of us have the perception that AFL and cricket are favoured in the municipality, and that most future (soccer) plans are in the south of the municipality.” Berwick City Soccer club president Joe Di Iorio said the council had until recently failed to acknowledge the sub-standard state of Jack Thomas Reserve in Narre Warren North. The 700-player club, the largest in Casey, was also turning away juniors. “Our members and families are interested in solutions, not excuses for the poor facilities or who’s to blame for not upgrading them,” Mr Di Iorio said. Ahead of October’s council elections, Cr Kaplon committed to upgrade Berwick City’s home ground, including its cramped change rooms and poor drainage, as well as installing a synthetic pitch. Casey’s lack of action on Jack Thomas Reserve was an “embarrassment”, Cr Kaplon said. “This is not a situation where one club is asking for money. “It’s a united call by some of Casey and Victoria’s largest clubs for recognition of the problems

A man attempted to steal a white Ford sedan and a Kawasaki motorcycle from an Endeavour Hills garage. The attempted burglary on Wednesday 31 August, between 1.20am and 3am, in Whitestone Court left both the sedan and motorcycle damaged. The unknown male was described as being Caucasian in appearance, with short hair, a large build, wearing shorts, running shoes, a raincoat, a baseball cap and clear glasses on his head.

Two men have escaped after being threatened in separate incidents while inside their own cars by a man with a pistol. The black pistol ended up being an imitation but that didn’t comfort the two victims who escaped unharmed from the incident on Raymond McMahon Boulevard, Endeavour Hills, at 6.20am on Wednesday 31 August. Police attended the scene and arrested the offender who was charged with assault and bailed to appear in Dandenong Magistrates’ Court.

Another case of car arson A Nissan Pulsar has been destroyed being set on fire next to the Eumemmerring Park. The car, with false registration plates, was found near Oak Avenue in Doveton and police and CFA were called to the site. The white sedan was reported burnt out on Tuesday 30 August, around 11pm. It had been used in several evade police incidents, and police urge anyone with information on the car to contact the Narre Warren police station on 9705 3111. A Doveton man had his $330,000 Mercedes Benz coupe impounded after “having a bit of fun” while loudly revving and fishtailing through traffic in Southbank on 5 September. A Melbourne Highway Patrol officer waved in the 2015 GTS coupe after seeing it do a U-turn and fishtail on Kings Way about 11.20am. The 35-year-old driver told the officer he had the car on one of the “silly settings” and was “having a bit of fun”. The car was impounded for a month, which will cost the driver $873. Police said he will be charged on summons with traffic offences including improper use of a vehicle.

Among the achievements were a soccer reference committee and a commitment to a $1.7 million synthetic soccer pitch at Gleneagles Secondary College. Cr Kaplon was also working on further synthetic pitches at existing soccer reserves to increase pitch use by 200 per cent and pushing for a practice pitch for Casey Panthers on Melbourne Water land.

Stolen car burnt out A stolen Toyota sedan was found dumped, bogged and burnt out in an Endeavour Hills reserve. Police are currently investigating the blaze at Sydney Pargeter Reserve, at 2am on Thursday 25 August. The white 1988 Toyota sedan was found in the middle of an oval at the reserve. The car was stolen from a Dandenong address just two days before, on Tuesday 23. Hallam CFA and local police attended the fire.

A Hallam teenager has been jailed for up to 10 years over an Anzac Day terror plot to behead a police officer in 2015. Sevdet Ramadan Besim, 19, had pleaded guilty to preparing a terrorist attack involving running down and beheading a police officer with a knife at an Anzac Day service. Justice Michael Croucher, of the Victorian Supreme Court, ruled Besim will be eligible for parole in seven-and-a-half years. The offence carries a maximum life imprisonment. “To the vast majority of the community it is unfathomable that an 18-year-old boy would plan to kill a law enforcement officer by (deliberately) crashing into him with a car and then to behead him with a knife,” Justice Croucher said on 5 September. Bail rejected after warning By Cam Lucadou-Wells An accused family violence offender is facing allegations of entrapping his partner’s foot on the accelerator as they drove on a freeway, as well as veering her car in the path of an oncoming truck. A fidgeting Raymond Mitai Sarich, who was withdrawing from ice, cannabis and alcohol, had his bail application cut short in Dandenong Magistrates’ Court on 5 September after being warned for several interjections. Complaining of feeling hot, Sarich shouted at police officers in court as his alleged offences were detailed. When police informant Acting Sergeant Michael Harris, of Narre Warren police, was sworn into the witness box, Sarich told him: “You don’t know the truth.” “Why are you looking (at me)? I’ve already heard this f***ing shit so many times.” Among the accusations was that Sarich’s partner - protected by an intervention order - pawned off her children’s iPad and another computer device for $170 at Cash Converters due to him demanding money for drugs and alcohol. Sarich was also accused of following the expartner in his mother’s car from St Albans to Cranbourne on 21 August. An allegedly red-faced Sarich yelled at the partner and drove behind, in front and beside her vehicle as they travelled down Monash Freeway. She turned off at Narre Warren-Cranbourne Road, speeding at 100 km/h in a bid to escape him, the court was told. At the intersection of Thompsons Road in Cranbourne, the victim noticed a car slide off the road into a ditch due to Sarich allegedly cutting the driver off. The court was told Sarich subsequently

forced his partner to let him stay for three days. She told police she felt she couldn’t go anywhere. An “abusive” and “angry” Sarich also demanded she drive him from Altona to WISE Employment in Cranbourne. On the journey, he allegedly grabbed the steering wheel causing the car to veer in the path of a truck. He then locked her in the car, activating the alarm, as he visited his appointment, the court heard. On 2 September, Sarich accused the partner of sleeping with another man. She was afraid he’d hurt her if she tried to leave. “He’s completely crazy,” she told police at the time. The next day, as she drove on the West Gate Freeway, Sarich used his leg to trap her foot on the accelerator for a minute. During that time, the car sped up from 60 km/h to 100 km/h. She drove him to his relative’s house in Clyde North. He allegedly grabbed her keys and then her face. He told her: “You’re not going anywhere, c***. You’re coming inside.” As they sat in the car with the windows up, Sarich screamed at her and smoked cigarettes and bongs, the court was told. Inside the house, they watched a movie. About 11.30pm Sarich yelled at the woman for falling asleep, and barricaded the door so she couldn’t escape. Evidence of a Father’s Day incident on 4 September was cut short when Sarich said: “Your Honour, do I have to hear this?” “I can’t stand it ... it’s the sick s*** she’s always said about me.” Magistrate Jack Vandersteen at once rejected the bail application. As Sarich was led back to the cells, he banged the wall and said: “Thanks a lot.”

True to form, Janice Bateman, who made her mark as the first female mayor of the City of Berwick, planned her own funeral and expressed a wish that it be a celebration of her life for friends and family. She was farewelled in St Andrew’s Uniting Church, Bunyip, on Wednesday 31 August. Eulogist Neil Lucas said Jan’s life was full of interesting and admirable milestones and achievements. Jan was a loved wife, mother, grandmother, great grandmother, relation, colleague and friend of many, and was an admired community leader in a myriad of organisations. Janice Gwendoline Harrop was born at Princes Hill, Victoria on Friday, 25 January 1935 to Bill, an electrician, and Mabel Harrop, who had eight children, Joyce, Betty, Max, Keith, Beryl, Janice, and twins Bill and Wendy. Jan’s schooling was at Princes Hill State School, then Brunswick Girls High School where she won a scholarship to the prestigious MacRobertson’s Girls’ School. Jan commenced employment and in the following years had a go at a number of occupations. Initially in the administration at the ES&A Bank’s Head Office in Melbourne, a year’s nursing training at Prince Henry’s Hospital, and then back to bookkeeping and typing. Jan met John Bateman along the way and they were married at the Brunswick Presbyterian Church on Saturday 12 March 1955. Their first child, Keith was born when the couple lived in the then outer suburb of Doveton in 1957. Deborah, Janyne and Neil were born in the following five years, but sadly Janyne passed away as a baby. Doveton in the 1950s was new, challenging and exciting, but lacked many community organisations. Jan became a member of the Dandenong Branch of the Liberal Party and then helped to establish a branch of the party in Doveton. At the suggestion of local MP Len Reid, Jan and John helped establish a youth club. The Youth Club was the vehicle from which the Doveton football, cricket, and basketball clubs, were established.

There seems few activities in Doveton in which Jan was not involved; she was a great supporter of the Doveton Soccer Club, a member of the committee of the Doveton Infant Welfare Centre and worked with others to raise funds for the establishment of the kindergarten in Autumn Place. She played basketball, became a qualified umpire, and coached local teams. During this time she was working full time at Volkswagen, then Heinz, and Minster Carpets. As a priority, Jan attended the local Presbyterian Church and found time to sing in the church choir. After creation of the Uniting Church she became a regular worshipper at the Doveton/Hallam Uniting Church, serving as an Elder and as Chairman of Congregation. Many of Jan’s activities in Doveton resulted in some connection with the council which at that time was known as the Shire of Berwick with headquarters at Pakenham. Requirements of the fast growing suburb of Doveton needed to be fought for at the council table so Jan successfully stood for council in 1971. Jan and her Doveton Ward colleagues were a formidable team in representing their people and when the western portion of the Shire was created as a new municipality, Jan successfully stood for election and became a councillor in the new City of Berwick - a position which, in two stints she was to hold for a further 13 years, a total 15 years as a local councillor. In 1980/81, Jan was elected by her council colleagues as the first female Mayor of the City of Berwick and supported by John, had a wonderful year as first citizens of the City of Berwick. She joined the Local Government Women’s Association and served as both Victorian president 1975/77 and Australian President 1976/78. She was appointed as a member of the State Government’s Local Government Advisory Board in 1979 and again in 1981 and her excellent knowledge of local government resulted in her appointment as a Commissioner at the Maroondah City Council for two years following council amalgamations in 1995. One project at Berwick in which Jan took the lead, was the development of a disused quarry into a park, now known as Wilson Botanic Park. Jan strongly supported the concept of the park through the council decision making process and

subsequently led the council committee which oversaw the initial stages of the project. Planting of a long row of deciduous trees along the entrance driveway was a special interest and Jan anticipated the trees, once grown, would form a wonderful canopy over the driveway. Her keen interest in politics resulted in her joining the new Australian Democrats in 1977 and some interesting times in the Division of Holt Branch. Jan stood for the Senate as number three on the first senate ticket and again for the State seat of Dandenong. A return to her original philosophy saw Jan return to the Liberal fold some years later. The Dandenong Hospital was another interest; Jan chaired the Committee of Management for many years and was appointed as a Life Governor, was president and committee member of the Doveton Hallam Community Health Centre for a decade, and served as a Justice of the Peace for more than 30 years. The Hallam Red Cross Unit was another early interest which Jan continued in later years as a member and for a time, chair of the Bunyip Red Cross Unit. Following her retirement from more active sport Jan took up lawn bowls in 1977 at the Dandenong Recreation Club, a sport to become a large part of her life because she enjoyed both the game and the social atmosphere very much. John and Jan left Doveton for Bunyip in 1997. Jan was a champion for those who needed help and support and that dynamic, but caring personality was with her to the end. It was a sad time when Jan’s dear husband, John, passed away in July 1998, following which Jan moved to Longwarry for a number of years prior to her move to Lyrebird Village at Drouin. It is not surprising that Jan’s contribution in public life was to be recognised and in 1984 Jan was nominated for an Award under the Order of Australia; her nomination was signed by five current or former Members of Parliament from both sides of politics. In the Queen’s Birthday Honours announcement on Monday 10 June 1985, Jan’s name appeared with the awarding of the Medal of the Order of Australia with the citation reading ’In recognition of service to the community’.

Stand-off shed of contention By Cam Lucadou-Wells What could go wrong with a four-metre tall shed - seemingly with a permit - standing in the backyard of an Endeavour Hills home? Parkinson’s-afflicted pensioner, widow and owner Lorraine Russell says she is nearly broken by a two-year stand-off with Casey Council, which describes the 10-by-six-metre structure as a “barn” and has dragged her before the courts. Ms Russell hoped to set up a hobby space inside, while her son John - who lives nearby - created a man cave in the shed’s mezzanine section. The mother and son have a permit approved by Casey for the shed in late 2010. But Casey denies it includes the mezzanine man cave, they say. The Russells say the council must have misplaced the second page of the plans that clearly illustrate the mezzanine section. “We don’t know what we did. They lost our paperwork,” Mr Russell said. “They claimed they never got it,” his mother chimes in. In August, there was a sit-down meeting between the Russells, Casey councillors and council officers to resolve the impasse. Casey Council demanded either demolition of the shed and a nearby extended pergola, or for the structures to comply with building regulations. The council offered to drop a criminal charge against Ms Russell if she paid the council’s claimed $7684.48 legal costs and complied with the building order. Ms Russell said she didn’t have the money and the court case was adjourned for a third time to 12 November at Dandenong Magistrates’ Court. Her son, who poured $30,000 into building the shed in 2010, is a full-time carer for his mother. “They’re taking her to breaking point,” he says. The Russells say the council inspected the shed four years later due to a “noise complaint” soon after Mrs Russell attempted to sue Casey when she tripped on a recently-replaced footpath. They claim a visiting council officer left open a gate, which swung in the breeze and repeatedly dented panels on Mr Russell’s car. They also hold Casey to blame for run-off

13 September 1966 Springvale as first automated council The likelihood of Springvale becoming Victoria’s first “automated” council is strengthened by its decision to buy a $45,000 magnetic ledger accounting machine. The council has approved a tender by IBM Australia Pty Ltd for the $45,187 machine, which it considers will keep rate administration costs to a bare minimum. Springvale Town Clerk Mr H L Williams, who announced the council’s decision, said that with the saving made through not having to add to his staff or have additional office space built, the computerised machine will more than pay for itself in a few years. He said: “Since the machine can calculate rates and at the same time accumulate complete analysis of the levy, allocate payments to rate book balances and automatically calculate extra charges all at posting speeds

News of JP Walker’s death Mr W H Walker has received news that his son, Sergeant John P Walker has been killed in action in France. Sgt Walker was educated at the Melbourne Grammar School, a first-class athlete having played pennant cricket with East Melbourne, and league football with St Kilda. During his residence in Dandenong he was a prominent member of the local cricket and football teams and was a great favourite with all sections of the community. Prior to enlisting he was studying law when the call for men was answered. Sgt Walker served at Gallipoli and afterwards in France. To the bereaved relatives we extend our sympathy.

20 years ago 9 September 1996 Wedge grab Contentious plans to build houses on Keysborough’s “green wedge” should be scrapped, according to an independent panel appointed by Planning Minister Mr Rob Maclellan. But Greater Dandenong Council is expected to disregard the panel’s recommendation and support development on 200 hectares of the green wedge, including 16 hectares of council-owned Tatterson Park. The panel heard submissions for and against the proposed planning scheme amendments which, if approved, will pave the way for a 4300 lot housing development on a 144 hectare area specifically reserved for

non-urban use. The application is by a group of landholders called the Southern Strategy Group and affects an area bounded by Springvale Road, Cheltenham Road, the proposed Scoresby Freeway, proposed Dingley Bypass, Dandenong Creek and Mordialloc Creek.

The much-photographed mega-shakes are indeed a feast for the eyes as well as an explosion of sweet flavour that wouldn’t be out of place in Willy Wonka’s imagination. On average, Sugar Buns create a staggering 700 mega shakes a day, including the ‘chocoholic’, ‘candyland’, ‘salted caramel’ and ‘strawberry shortcake’. Behind the scenes, staff meticulously construct the shakes like they’re an artwork. On top of the ‘chocoholic’ ice-cream mountain, the chefs lavish chocolate sauce and affix Tim Tams, wafers, fairyfloss - and then line the plate with mud cake. Owner and director Steven Richard says he

The calamari powdered with ground up fennel, oregano and rice-flour is another must-try. “I work on creating a balance of flavours,” Mr Richard says. “But the key these days is that people eat with their eyes. Every person, before they eat, take a photo of their food and share it. “They call it food porn. “We have to give people the excuse to market for us.”

Greg Plant is riding a surge in electrical and lighting business on big projects 158145 There’s now no doubt that Melbourne Salvo can down a Dandee Donut at high-speed - and high volume. He took out the Dandee Donut Eating Competition at Dandenong Market on Sunday 4 September. Over five two-minute rounds, 25 doughnut fans devoured as many of the deep-fried, jamfilled, sugar-coated balls as they could. The contestant who ate the most doughnuts in each round went through to the final, where they competed to see how quickly they could eat 20 Dandee Donuts. Melbourne Savo had scoffed down 17 when the last of his opponents waved the white flag. He was crowned the Dandee Donut Champion and took home $200 in Dandenong Market vouchers. The Dandenong Evening VIEW Club raised $600 for The Smith Family’s Learning for Life program at a dinner in Dandenong on Wednesday 31 August. About 60 members and guests attended the three-course event at the St John’s Regional College Graduates’ Restaurant. VIEW stands for Voice, Interests and Education of Women. The Dandenong group meets once a month and has helped children to escape from disadvantage through education for the past 30

The bail application for a man coming down from marijuana use seemed to dissipate in haze. The man was asked by a Dandenong Magistrates’ Court judge why he should be released on bail. Representing himself, the man paused and said: “I can’t think at the minute.” A concerned Greater Dandenong resident tipped off the Journal to council workers using body cameras. But it turns out it’s no secret. City planning, design and amenity director Jody Bosman said the council’s authorised officers wore the devices for protection and to gather evidence, and were entitled to do so. To claims that the cameras were camouflaged, Mr Bosman said they were actually brightly coloured and displayed a flashing LED when in use.

Hallam electrical contractor Powerplant Project Services is a “little guy“ that is a growing force, having recently won a state contract to design lighting for the most recent upgrade of the M1 project. The Monash Freeway 30-kilometre upgrade runs from EastLink to Clyde Road, Berwick - with additional on-ramp signals out to Pakenham. Director Greg Plant says after the latest project, Powerplant’s staff would have designed lighting for the freeway from Pakenham to Tullamarine - except for the city tunnels. “For us it’s a real achievement as a relatively small company to be participating in these larger projects and to have contact with nearly the entire freeway. “We’re little guys who have got to do big things locally.” It ranks as one of Powerplant’s biggest jobs, alongside its lighting design for 300 light poles in the recent Tullamarine Freeway widening.

Other major local projects include Peninsula Link, Sladen Street, Ernst Wanke Road, Northey Road, Casey Fields BMX centre and Bunjil Place. Powerplant also lands electricity-line contracts for new housing estates, particularly in Casey. Powerplant promotes new, brighter and more energy-efficient LED lighting on their projects. The white lights use 30 per cent less power, have less “light spill” and improve visibility on the road at night, lighting design manager James Kerner said. In the past 12 months, the business has added more than 600 projects. Its staff has grown five-fold to 40 in the past four years forcing a move into more spacious offices in Hallam. The company hopes to attract surveyors, development consultants and civil construction companies, to form a hub of services under the same roof. Mr Plant says the secret to Powerplant’s success comes from “serving our customers well”. “We develop the most economic idea and we deliver what our client needs from it,” he said.

New initative drives water-safety Families across the region are being encouraged to take part in a national initiative aimed at increasing water-safety awareness and reducing aquatic tragedies. Paul Sadler Swimland in Narre Warren is among hundreds of swim schools participating in Swim Australia’s National Swim Safer Week. The week will raise awareness towards the importance of teaching young children how to swim and to be safer around water. The week aims to educate Australian families about the risks that can occur in and around water. Statistics show that for every child who drowns, up to 10 children are admitted to hospital as a result of a non-fatal drowning incident. Unfortunately, almost 25 per cent of these children will experience some form of lifelong, permanent brain damage. The week will not only educate families but also aims to celebrate the important roles of swimming teachers, parents and supervisors in all aquatic environments have. The Swim Safer message asks parents to implement four layers of protection to help keep their children safe around water. These layers are Be Aware, Be Secure, Be Confident and Be Prepared. · Layer 1 - Be Aware: Swim Safer advocates constant supervision by a competent adult as the single most critical factor in drowning prevention (Swim Australia, 2013). No fences, floaties, older children or water confidence are substitutes for constant and capable supervision. · Layer 2 - Be Secure: Wherever possible, remove the water hazard that is a potential danger. For example, empty wading pools, washing buckets, baths and sinks. It does not require a large amount of water for children to drown. Children can drown in less than one inch of water. · Layer 3 - Be Confident: Exposing young chil-

Sugar sensation is liquid gold By Cam Lucadou-Wells Hampton Park’s home of the wildly popular sensation ‘mega shakes’ could be set to explode into a national - and even international - franchise, says its owner and director Steven Richard. In recent weeks, Sugar Buns bakery cafe has drawn long queues of customers from interstate and across town since it relaunched its menu with lavish and spectacular milk shakes. In response, the cafe - buzzing with 30 staff now occupies the double-storey retail space next door, more than doubling its capacity, Mr Richard said. Despite trying to scale back on social media, the cafe’s Instagram followers total 13,000 and its Facebook likes about 21,000. Sugar Buns has placed bollards outside its shop to herd the lines of waiting customers that have run 50 metres deep. Mr Richard, born and raised in Dandenong, is in no doubt the ‘mega shakes’ are the most popular of their kind in Australia. Sugar Buns create up to a staggering 700 mega shakes a day, including the ‘chocoholic’, ‘candyland’, ‘salted caramel’ and ‘strawberry shortcake’. Its closest national competition might make 20 in an hour. “It’s numbers I’ve never seen in my life,” Mr Richard said. “Why I made this a success is I never chase the dollar. “I love the art of hospitality. I made the mega shakes so people feel they’re getting value for money and leaving here completely satisfied.” One challenge was “balancing the flavours and the sweetness” to help people devour the entire colossal shakes. Mr Richard is now being chased by international franchises and national shopping centres. “The interest has been huge. They tell me the amount of traffic you bring to (Hampton Park)

Now we’re talking about a whole new development nationally and internationally.

“I’m ready to spend the effort. I’m ready to go.” Inspired by motivational speakers such as Tony Robbins, Mr Richard said he wants to make a difference. In June, he donated one day’s $13,000 proceeds to Southern Cross Kids Camps. Some of his staff volunteered their wages for the day.

Mr Richard said he is loving his 90-hour week at the cafe, even savouring the long drive from Preston each day. He had set up at Hampton Park shopping centre to be close to his parents Lucille and Burty’s 25-year-old business Lucy’s Divine Cakes and his brother Didier’s Heroes Burger Diner. When he launched the cafe three years ago, he was told it would never work. His prospective coffee supplier told him he’d be lucky to serve five kilograms of coffee a week, and refused to stock its coffee at the cafe. The cafe now has its own specially roasted blend, and Mr Richard has vowed never to use that former coffee supplier again. “One person told me you’ve changed Hampton Park to Hampton On the Park,” Mr Richard said. “People have said to me that the property prices are increasing here because of Sugar Buns.” Mr Richard insists it’s not just the food that’s drawing crowds - one family even flying in from Tasmania for the day after seeing a national TV news story. It’s the buzzy atmosphere, attention to detail and an enthusiastic staff that he teaches to get the best out of themselves. “Part of my journey is to inspire the uninspired.” He said the seemingly overnight success had been built on 12 years in the industry as a cafe developer and investor in about 50 stores around Melbourne. Ambitiously, Mr Richard started as an 18-yearold jointly involved in a cafe in Pakenham. It forced him to grow up quickly, he said. It’s helping him to handle his new-found fame, such as being stopped in a Queensland street for his autograph. “I’ve donated my life to hospitality, now my phone won’t stop ringing.”

Pathways to employment mapped out as students urged to succeed By Casey Neill Find a passion and set goals were the top pieces of advice handed to about 200 Greater Dandenong and Casey students on Tuesday 6 September. The annual Lunch with the Winners at Sandown Racecourse featured Dr Jordan Nguyen as guest speaker, ‘winners’ Quintin Whitehead, Bianca Santos and Guillaume Nyakaboyi, and futurist Marcus Barber. SEBN manager Sandra George said the event’s aim was to show students the many pathways to employment. “We hope the guest speakers will inspire you, as next generation of leaders, to follow your dreams,” she said. The event was a partnership between SEBN and South East Local and Learning Employment Network (SELLEN). Ms George told students that key employability attributes included communication skills, getting along with others, a positive attitude, motivation, and being well-presented. “Leaving school with Year 12 or Certificate III gives you the best stepping stone to employment,” she said. “The employment market out here is very positive. “Manufacturing is still the largest employer, and it is growing out here. “Today, manufacturing is sophisticated, it requires you to take your brain to it and it requires diverse skills.” Dr Nguyen was “pretty lost through high school” and struggled through his first semester of electrical engineering studies at university. Spending a day unable to move after hitting his head in a pool gave him a new direction. “I wondered what would have happened if I couldn’t walk,” he said. “Suddenly, I had purpose in my life.” Dr Nguyen decided to harness the power of the mind and created a wheelchair that tapped into electrical signals from the brain. Veterinary science inspired the chair’s horselike vision that steers it around obstacles. He didn’t know what he wanted to do when he was at school, but found a job and put his hand up for every opportunity offered to progress through the company. “Successful for me is having a family I’m proud of and a job that I enjoy going to every day,” he said. Ms Santos, 22, felt pressure from her parents to attend uni but found it wasn’t for her. She dropped out, got a tattoo apprenticeship

and started volunteering for gaming events. Through a gamers festival at Chisholm she received a job at the institute, has completed two certificates and is onto a third. “If you surround yourself with the things that you love, even if you don’t know what you’re going to do in the future, that’s okay,” she said. Mr Nyakaboyi was born in conflict-ravaged Burundi, Africa. He completed primary school in a refugee camp in Tanzania. He arrived in Australia six years ago, and is studying chemical engineering and pharmaceutical science at Monash University. “Whatever you want to do, go and do it with passion and power and talent, and you will get there,” he said.

Mr Barber ran through the bare essentials all students in the room would need for their future career, regardless of the industry. He urged them to collaborate and create with someone they didn’t know each week, keep learning from anyone at any time on any subject, to manage their time and to believe in themselves. “If you’re worried about what other people think of you, your friends are doing the exact same thing, which means no one’s thinking about you. They’re thinking about themselves,” he said. Mr Barber said they would need to know how to analyse and adapt, to persist when things got hard or boring, to problem-solve, and to enact. “You must be able to DO. All of that makes no difference unless you do give yourself a target and do work towards it,” he said.

Fuel con fires up By Cam Lucadou-Wells A travelling salesman who ripped off his employer’s fuel card for more than $8700 has been ordered to reimburse the proceeds and perform unpaid community work. Dimitrios Fotopoulos, 48, pleaded guilty to 35 offences relating to illegally using a Caltex Star Card 104 times at a number of service stations in greater Melbourne in 2013 and 2014, Dandenong Magistrates’ Court heard. Invoices were sent from 34 Caltex stations including two each in Dandenong and Keysborough, as well as Doveton, Kooweerup, Narre Warren and Noble Park. Fotopoulos claimed he had not stolen the card. It had been provided by his employer Samsung Australia for driving his car for work purposes, defence lawyer Adam Maloney told the court on 29 August. Samsung had, however, told Mr Maloney it didn’t use that particular card, the court was told.

According to a police summary, the card had been misplaced by a La Trobe Valley plumbing business. Police alleged Fotopoulos knew the card’s PIN from working at the plumbing firm as a service delivery driver. Mr Maloney conceded Fotopoulos had used the card with “dishonest intentions” but did not have a gambling or drug addiction to blame. Fotopoulos left Samsung in late 2014 - by his own choice - to be a full-time carer for his mother, Mr Maloney said. In sentencing, magistrate Jack Vandersteen noted there had been a “breach of trust” by Fotopoulos, but took into account the accused’s age and the delay since the offences. Fotopoulos was convicted and placed on a 12-month community order including 125 hours of unpaid work. He was ordered to pay $8748.70 in compensation.

SPORT Rio was game changer for Olympic hopefuls By Nick Creely Representing one’s country in sport is an exciting experience. Representing one’s country at the Olympic Games in Rio is life changing. Bursting with vibrant culture, and pulsating in history and heritage, Brazil is truly a fabulous country. From practising in a childhood backyard to competing at the Maracana in the heart of Rio, the stories that have emerged from this year’s Olympic Games are truly inspiring. The Olympics bring harmony and solidarity to the world in a two-week spectacle of entertainment. For three local athletes, in particular Narre Warren’s very own badminton champion Sawan Serasinghe, the trip was a truly unforgettable experience. “The atmosphere was amazing. It really only sunk in for me that I am at the Olympic Games when we walked out onto the stadium at the opening ceremony with the rest of the Australian team,” Serasinghe said. The young champion said the lessons he learnt from the games, despite a loss the Chinese Taipei 0-2 in the opening round have been invaluable and will hold him in good stead. “Being the youngest pair, I think most people didn’t expect us to do well against the much older and more experienced pairs. “We managed to play well against those pairs and really challenge them on every point. “I think one of the main things I learnt from the games is that I am good enough to compete against the best of the best in the world, and this motivates me to train even harder and, hopefully, win a medal for Australia at the next Olympic Games in Tokyo,” Serasinghe said. Serasinghe started playing badminton from a young age and through hard work and perseverance has gone on to become an Olympic hero. “I started training at the age of five back in Sri Lanka when my parents first introduced badminton to me. “I think I really fell in love with the sport around the age of 10 when I won my first junior national title.” He also gave an insight into the routine of an athlete and how he prepares for tournaments. “I normally train six days a week, usually two to three sessions a day. That can vary between oncourt training and off-court training in the gym. “The Australian national team is based in Melbourne, so all my on court training is done at The Melbourne Sports and Aquatic Centre and all of my strength and conditioning training is at the Victorian Institute of Sport in Albert Park,” he said. Serasinghe is setting his sights on the next lot of major tournaments and is excited about the prospect of representing his country once again. “Currently I am preparing to head off to Europe at the end of October to play the European circuit.

Other local heroes, hockey’s Chris Cirvello from Endeavour Hills and table tennis player Heming Hu from Dandenong proudly represented Australia at the games. Cirvello, 30, represented the Australian men’s

hockey team in his second appearance at the Olympic Games, where the team lost the quarterfinals 0-4 to a star studded Netherlands outfit. Heming Hu, 22, competed in the table tennis event with fellow team mates David Powell and Chris Yan, before going down 0-3 to Hong Kong. Despite the trio’s best efforts and a typical fighting spirit from the Australians, they will now need to set their sights on Olympic glory in Tokyo 2020.

Jubilee marks racing history While Sandown Park celebrated its diamond jubilee on Thursday night, 8 September, the story of greyhound racing in Springvale dates back much further. In 1933, two prominent coursing identities of the day, Jack McKenna and Roy Maidment, colluded on an idea to promote Plumpton Coursing and Track Speed Coursing at the site now occupied by the Sandown thoroughbred course. With the assistance of some influential coursing enthusiasts, the existing horse training establishment lease was relinquished and despite the wettest winter on record, speed coursing commenced in September 1935. Racing continued until 1942 when the grounds were used by the US Army, and resumed in 1944. By this time the venue had become the “Mecca of Victorian Speed Track Racing” due to the renowned strength of the betting ring and near faultless racing on both the straight and circle track. The club made a failed attempt to purchase the site in 1947 before the Melbourne Racing Club successfully acquired the land in 1948 with plans to build a new state-ofthe-art thoroughbred track. The Sandown Park Coursing Club was given three years before works would begin on the new race track. In 1950, McKenna negotiated the purchase of the land on Lightwood Road located on the other side of the railway line. The site was owned by three different interests, and following a period of negotiation, the 19 acre parcel of land was purchased for £9200. Works began almost immediately with equipment and other infrastructure being transferred from the old site to the new, however works ground to a halt when Dandenong Shire Council voted 11-1 against granting approval for the club to operate on the site. McKenna was given the opportunity to address the full council which duly reversed the decision to unanimous approval. Racing on the new track, comprising a horseshoe and straight track, commenced in September 1952 with just three weeks of racing lost in the transition between the venues. The government issued two licences for the promotion of non-proprietary racing in metropolitan Melbourne. The National Coursing Association of Australia organised the formation and registration of a company, the National Coursing Association to manage of the licences, while the Greyhound Owners, Trainers and Breeders Association managed the other. Confusion between the names of the National Coursing Association of Victoria and the National Coursing Association saw the later change its name to the Sandown Greyhound Racing Company and later the Sandown Greyhound Racing Club.

From fantasy to fact, the Super League hits its highs By Russell Bennett Just about every NBA fan or basketball fan, more generally, is involved in yearly fantasy competitions where they “draft” their own teams and compete against their friends. But Pakenham Warriors Big V Youth League men’s coach Simo Pajdic has taken that to a new level and created his own actual league, featuring real players in real teams filled from a real draft. Blacka, who is also an assistant coach to Pajdic in the Warriors Youth League men’s set-up, said the competition was set up to fill in the gap of the Big V off-season. “Simo said it would be cool to do something of the nature of having a competition in the off-season with an NBA-style draft and where we could make trades,” Blacka said. “It was early in the Youth League season. We were discussing it and then it was put on the backburner, but we discussed it a bit more and over the past two months we got together and made it happen.” The six teams each have eight-man rosters, which includes free agent ‘signings’. Players from a wide range of Big V clubs are

represented in the SESL. They include Pakenham, Western Port, Mornington, Dandenong, Sherbrooke, Keysborough and Melbourne. Each team will face each other twice throughout the season, with a playoff series to follow. Games will be held every Sunday at the Officer hub in three different timeslots. Prizemoney will be awarded at the end of every season, with the winning team also holding the championship trophy. Aligned Leisure, who runs the Officer Hub, has thrown its support behind the league which is affiliated with the Pakenham and District Basketball Association (PDBA). The first game of the inaugural SESL season tips off this Sunday from 2pm with the Vikings taking on the Crocs.

ing any opportunities for malpractice”. One of the oddities of the track was a large clock above the scratching board. Its origins are unclear, but its year of manufacture was 1876. Transport to the track was by train on the Dandenong line to Springvale Station. Ddespite being expected to open within “about three years”

Sticky start but there were high hopes for new track Nine months after construction of the circuit began, Sandown Park was set for its gala opening on Saturday 8 September 1956. That year was a difficult period for night-time entertainment. With the city abuzz ahead of November’s summer Olympics, Melbournians were also welcoming a revolutionary invention into their family home - the television. Regardless, the much anticipated reopening of the £80,000 modern track and return of the ‘tin hare’ drew people from around the city to Springvale. Media reports of the time vary in their assessment of the crowd, with sources reporting anywhere from 6000 to more than 7000 people attending opening night. Many caught the train special train from Flinders Street to Springvale because Sandown Park station wouldn’t open for another eight years. The crowd may have been much larger had inclement weather leading into the night not created its own set of issues.

As a result, more than 1000 patrons were unable to make it to the track. And those that did were greeted by a boggy car park, with many cars buried up to their hub caps.

While there issues outside the track, there were few inside. The 10 race card kicked off at 7.45pm. The feature event on the night saw Ballarat champion Clear Orb take on the winner of the 540 yard championship of Tasmania, Ophie Kitty. Clear Orb was sent to the boxes a 5/4 favourite, and despite a poor getaway, proved far too good to score by five lengths. His winning time of 31.30 seconds was the fastest of the night over the 555 yard journey. Opening night at Sandown Park proved a raging success. The Sporting Globe reported “the track looked a real colourful picture, lighting was perfect and racing was quite good considering the short experience greyhounds have had at the track. “(There are) hopes that it will be the first step towards transforming greyhound racing in Melbourne to a degree of popularity equal to Sydney, Tasmania and overseas countries.” Six decades later, those hopes have been well and truly exceeded.

Greyhound racing changed forever in 1956 when the ‘tin hare’ returned with the opening of the new Sandown Park greyhound track. ‘Tin hare’ racing, much like today’s mechanical lure racing, had made one previous appearance at the White City circuit in 1927. Cars were parked more than a mile from the track as a crowd of more than 30,000 people forced the organisers to throw open the gates. Legislation prohibiting the sport had been drafted but not enacted before the meeting but with the bill’s ascension the sport continued in its traditional formats. After years of lobbying, privately owned and operated proprietary racing was outlawed in 1955 and not for profit non-proprietary racing behind the tin hare legalised under licence by the new Greyhound Racing Control Board. The National Coursing Association of Victoria formed the non-proprietary Sandown Greyhound Racing Club, as it would come to be known, and promoted one of the two metropolitan greyhound racing licences. It had purchased the land from the Sandown Park Coursing Club greyhound racing in 1955 for £55,000, and invested a further £25,000 on converting the existing horseshoe/straight track into a modern circle track and upgrading amenities. More than 9000 square yards of pack filling, top soil, cinders and crushed rock was used on the new circuit, with the established grass coming from the previous track. The track and grounds were laid out by Arthur W. Purnell, the well regarded architect who also designed the MCG’s Olympic Stand and conversion of the MCG ahead of the 1956 Olympic Games. MOTORING When lots of oomph isn’t enough By Ewan Kennedy FOR those drivers who feel that lots of performance isn’t quite enough, BMW Australia is now importing the BMW M3 Competition sedan, and M4 Competition coupe and convertible. Our test week in the hottest BMW M3 sedan was an extremely enjoyable one. M3 Competition has even stronger engine performance, recalibrated steering, suspension and stability settings than the standard M3. Its springs are 15 per cent stiffer and the Adaptive M suspension has firmer damper settings across Comfort, Sport and Sport+ modes. Sourced from BMW Individual, the M3 Competition package has Shadow Line exterior trim. A black high-gloss finish highlights the BMW kidney grille, side gills, window trims and rear model badge. The quad tailpipes of the M sports exhaust system are also in black high-gloss. The wheels sit inside bulging wheel arches and the long bonnet features a power dome in its centre. Inside are exclusive M leather trimmed seats with cut-outs to reduce weight. Woven BMW M stripes stitched into the seat belts add further allure to the interior. As well has having superb active safety, the ability to avoid a crash, the BMW M3 Competition also has the company’s Active Crash Protection system. This activates a series of protective measures if it senses a crash is imminent, including closing the windows and sunroof (if fitted), tightening the seat belts, and post-collision. At low revs and speeds you do feel some turbo lag, but once that’s passed the M3 Competition is a stunner, with fast response. What BMW likes to call ‘track-honed acoustics’ give the M3 all the right crackles and spits when driving in anything

Hot looks, hot engine: BMW s M3 Competition, built for the revhead. other than a very tame manner. We love it! The dual-clutch gearbox can be a bit cranky at times at very low speeds in parking situations and the wide tyres can also add to the difficulty. Handling is limpet-like thanks to the basic standard balance of the car and further aided by

the excellent Competition features built into the suspension, steering and tyres. The feel through the steering is spot on, with just the right amount of power assistance. Comfort does suffer at times, which is hardly unexpected given the stiffer suspension items.

Tyre noise is also a factor. BMW’s latest M3, the Competition variant will bring a smile to the faces of any keen driver, all the more so if they do decide to take it on track days and really put ‘competition’ into their lives in the true sense of the word.
