Indeed, Parkville juvenile detention centre was seen as a cross-breeding network for youth gang members across the state. Forensic services officers told of the sheer numbers of offences - a dozen stolen cars waiting for them to inspect. On some days, a waiting list of three or four homes that had been invaded and raided by young gangs. Ms Neville noted home invasions and car jackings were still small in number, about 1 per cent of burglaries and car thefts respectively. “But they have such a significant impact be-
cause they cause such harm to individuals and their families, and it reverberates in the community. “There’s a genuine sense of concern and fear in the community.” She rejected Opposition and Casey council arguments that the municipality had cuts in fulltime-equivalent police officers. There were 60 more FTE staff since 2014 - including general duties and specialist family violence units, Ms Neville said. The 406 new police across the state by April will be prioritised under a new deployment model for growth corridors such as Casey, Ms Neville said.

We’re here today to be the voice of reason and the force of action to deal with this problem.”

Police Minister Lisa Neville has revealed “some of the biggest money we’ve seen” will be poured into breaking the cycle of high-risk crime by gangs of young offenders in Casey. And she has labelled Casey council’s law-andorder campaign as “self-interested” and that the council had not taken up an offer to discuss policing in the area. In an exclusive interview with Star News, Ms Neville said traditional approaches were failing to deter young people taking part in the spate of car jackings and aggravated burglaries. They were a “different group” - about 570 across the state - unafraid of being locked up and re-offending as soon as they were released from custody. “We’ve got less young people offending but got this group offending at very high rates.” During a tour of Narre Warren police station, Ms Neville announced “place-based grants” would shortly be unveiled for high-risk areas such as Casey. The grant will fund a response tailored by a local round-table including police, magistrates, community leaders, school principals, youth agencies, DHHS and corrections staff. It would include links to training and employment for offenders and be partnered by an injection of specialist youth workers. Ms Neville said Operation Cosmas had made more than 180 arrests of the cohort this year but the issue was “breaking the cycle” of offending. “This is about thinking outside the square because the traditional diversions and traditional interventions on young people who offend are just not working,” Ms Neville said. “There’s a bit of a lack of empathy from the young people. There’s a lack of fear about the consequences so they don’t mind being locked up. “In fact, many don’t seek bail. They plead guilty and they’re happy to get their sentence.” Ms Neville said Dandenong-based magistrates were being stricter on bail and holding Youth Justice staff to account for bail breaches. On the tour, detectives told Ms Neville there were a group of up to 40 regular offenders in Casey but when “you arrest half-a-dozen, you find a couple of new faces”. The offenders didn’t seem to be motivated by money, but just “the thrill”. Police would find stolen cars with a bounty of stolen items still left inside. A detective told Ms Neville that more engagement programs - especially for first offenders -

Large body of evidence By Cam Lucadou-Wells An Endeavour Hills man has told a bail hearing that he has been only identified at a spate of burglaries due to his large “body type”. Qadir Rahmani, 25, told Dandenong Magistrates’ Court on 19 September that he had been accused because a “larger man covered with a face mask” had been seen at one of the scenes. “They’re basically going by my body type.” According to a tendered police summary, Rahmani - a disqualified driver who was out on bail and on a community corrections order - was identified in a stolen Toyota Kluger at several of the five burglaries which occurred in August and September. He was accused of breaking into a Notting Hill computer retailer and stealing nine computers valued at $8860, a $70 petrol drive off in Hallam, stealing $14,365 of tools from two break-ins at
a Discount Trader store in Mt Waverley and the theft of $2000 worth of security equipment in a separate burglary. At dawn on 31 August, Rahmani and an unknown associate allegedly entered a Berwick home by forcing the roller door and kicking in the internal garage door. After being disturbed by an occupant, they ran away and escaped in a black Mazda 6 with an attached trailer. Rahmani also allegedly sped at 120 km/h in a 60 km/h zone from police as he left the Bayswater Hotel on 17 August. The Kluger was found with a false paper number plate 150 metres from Rahmani’s home on 15 September. Inside the car was a Melbourne Pathology receipt with Rahmani’s name and address, police alleged. At the time, the accused was on bail over a theft of a rental car which was used in a petrol drive-off in Officer in July, as well as theft of a motorbike in 2015. Police alleged he had breached bail conditions and had also failed to perform unpaid community work and drug rehab programs as part of his community corrections order. “It’s something I didn’t feel comfortable doing,” Rahmani told the court. “I didn’t feel motivated getting up and going because of how I was treated.” Representing himself, Rahmani told the court said he was withdrawing from ice use and had mental health issues. Magistrate Jack Vandersteen rejected bail. Rahmani is expected to re-appear at Dandenong Magistrates’ Court on 11 October.
Refitted caravans help Salvos work on the streets By Casey Neill

The Salvation Army in Doveton and Dandenong is now more mobile thanks to the donation of a tech-equipped caravan. Work for the Dole agency Envision Employment Services has been working on refitting caravans to support Salvation Army work across the area. Dandenong corps officer Captain Stuart McGifford received the van at the Doveton Salvos site on Friday 23 September. It’s complete with computers and a barbecue. “It will be an ideal tool for engaging with and supporting our community and referrals to the many services in our area,” Capt McGifford said. “The Salvos are at their best when they hit the streets and this will be a great way to do just that. “We also see the van as great tool to build community, draw people together, celebrate and have fun. “We look forward to working with councils and stakeholders to imagine new ways the Salvation Army can be of service.” Capt McGifford thanked Envision Employment’s Stephen Murphy, his staff and Work for the Dole participants. “This is a great outcome for us and the community and the skills acquired by the participants will be invaluable,” he said. The Journal reported in August that Envision donated a refitted van to the Victorian Men’s Shed Association in Dandenong. The refurbishment took six months and was completed with funding from the Salvation Army Employment Plus through the Federal Department of Employment. In July, Envision donated six arcade game units to Dandenong’s Youth Support and Advocacy Service (YSAS). The Federal Department of Employment funded the project through SkillsPlus. Capt McGifford recently learned he would be moving to the Salvation Army’s Alice Springs headquarters. The Journal will bring readers an interview with him about his time in Greater Dandenong. in coming weeks.
A thief made off with $200 after threatening two Dandenong workers with a pair of scissors. Police said the man entered a Lonsdale Street business at 5.18am on Saturday 17 September. The thief forced the 22-year-old Dandenong man into the shopfront, where he stole $185 from the cash register. He then threatened a second victim by pointing the pair of scissors at her. She handed over $15 cash and the thief left via the rear door.
Land grab for bushland link Casey council is intending to acquire private land to create an uninterrupted bushland link between Frog Hollow Reserve and Lysterfield Park. The missing link to the proposed 2.5-kilometre trail lies in a 12.8 hectare property at 191-195 Belgrave-Hallam Road, Narre Warren North. The proposed regional recreational trail would generally follow the alignment of Eumemmerring Creek, and connect to trails along Dandenong Creek, EastLink and Peninsula Link. The acquisition could also lead to an expansion of the next-door Narre Warren North Recreation Reserve with two further soccer pitches. The council will request a state planning panel to consider a public acquisition overlay over the property - after negotiations to buy it from the owners broke down in mid-2015. The advertised proposal has received four supportive public submissions and three objections. Councillor Rosalie Crestani said the proposal would attract tourists to the trail, and provide much needed soccer grounds in Casey’s north. Councillor Rafal Kaplon said the proposal was the result of several years’ negotiation. “It’s very pleasing to see the (council) officers finally make this move.”
Land sales boost coffers Casey council has sold two adjoining parcels of land occupied by the Casey Lifestyle Centre and Percy Trewin Annexe (PTA) in Narre Warren. After no submissions were received on the proposal to sell the land, the council resolved at a special council meeting to proceed with the sales. The council had previously undertaken a public procurement process including an expression of interest process to identify a preferred buyer, with both parcels of land acquired by the same buyer. JLL Australia negotiated the sales on behalf of the council, with the Casey Lifestyle Centre land being sold for $19,775,000 and the PTA site attracting $8,775,000, for a total of $28,550,000. 100 years ago 28 September 1916 The late Sergt JP Walker Dear Mr Walker, You have doubtless heard the sad news of your son’s death, but I had promised to let you know if anything happened as he and I were great friends. He was shot by a bullet in the right shoulder on 24 July about 4pm in the afternoon. It penetrated his heart and he died instantaneously. He was in charge of a section in my platoon but had been detailed to move along the line and take charge of the platoon. He had only moved about ten yards when he was shot. I rushed out immediately to him and pulled him into a shell hole, but he was already dead. I can assure you that he was looked up to
by everyone in the company and held in the highest respect. He was counted a very fine solider and he died doing his duty well. I feel his death very deeply as he was my comrade and closest friend. With heartfelt sympathy to you all, Sergeant Gordon Brown.
50 years ago 15 September 1966 World link-up For the convenience of local residents and interstate visitors, Mr Ron Kennedy of the Dandenong Motel, Princes Highway, last Thursday installed a Telex machine which enables him to book motel accommodation throughout Australia in seconds and overseas within minutes. The machine works on a code basis and can be operated by anyone familiar with the keyboard of an ordinary typewriter.
To illustrate the effectiveness of the Telex and convenience it brings to travellers, Mr Kennedy made seven Australian motel bookings for a local resident within 20 minutes. London bookings can be made within five minutes.
20 years ago 30 September 1996 Traders opposed to 24hr rule: MP The most vocal of Dandenong’s small traders do not want 24-hour trading, says the state Labor PM for Dandenong North, Mrs Jan Wilson. Mrs Wilson says that early responses to a questionnaire which she circulated last week suggest Dandenong’s small traders overwhelmingly oppose the Victorian Government’s plans to introduce 24-hour trading. The questionnaire asked traders whether they supported 24-hour trading. Of 109 questionnaires delivered, more
than 30 had been returned and none had supported the introduction of 24-hour trade.
5 years ago 26 September 2011 Tribute’s future not so rosy Almost $20,000 needs to be raised by Friday to ensure a tribute to Springvale’s Enterprise Migrant Hostel can be built at the site of the former institution. More than 30,000 migrants and refugees stayed at the Springvale hostel between 1970 and 1992, when it closed. Many of them stayed in the Greater Dandenong area. A community project is paying tribute to the hostel and the people who lived there. It has so far included an exhibition at the Melbourne Immigration Museum, establishing the website enterprisehostel.org and developing a new rose to be launched at the 2012 Melbourne Flower and Garden Show.

NAME ton was promoted to lieutenant-colonel for his services in the field in 1872, retired from the army that same year and moved to Australia. He’s said to have arrived in Noble Park in 1873 where he bought a property named Cumberoona, bordered by Corrigan Road, the railway line, Heatherton Road, Chandler Road and Princes Highway. Newspapers in February 1872 reported that the Australian Government had sent word to England for an experienced military officer to take charge of the country’s volunteer force, and placed Col Hutton in temporary command.

“He had travelled a great deal and had served in the Imperial Army,” the Journal said. “And he had also had the honour of being presented to Her Majesty the Queen, but he had never spent such a peaceful and happy time as he had passed since his residence in Dandenong.” The Berwick Shire News and Pakenham and Cranbourne Gazette reported on 18 November 1914 that city coroner Dr Cole “held an inquiry at the morgue on Saturday last touching the death of Colonel Thomas Bruce Hutton, who met his death at Dandenong on the 10th of last month”. He was aged 80. “Evidence was given that the deceased was subject to fits, and it was believed that he had accidentally overturned a lamp, thereby setting his room on fire,” the paper reported. “The medical evidence showed that death had resulted from suffocation by smoke, the burns on the body having occurred subsequently. A verdict of accidental death from suffocation was recorded.”

Colonel Thomas Bruce Hutton was born in India, educated in England and in January 1855 joined the British Army. He accompanied his regiment to the Crimea, was present at the siege and fall of Sebastopol and took part in the expedition to Kinbourn. He received a medal and clasp from the Queen for his services, and a Turkish medal. Col Hutton then served with the 61st regiment in India and was present at the siege, assault, and capture of Delhi during the mutiny in 1857. For these services he received a medal and clasp and was subsequently appointed Lieutenant Governor of Delhi on the city’s capture. The Argus newspaper reported that Col Hut-
The Argus in April 1879 reported that Col Hutton had resigned from the position on the grounds that he was “dissatisfied with the manner in which the Victorian volunteer force is administered”. The Journal’s previous incarnation, the South Bourke and Mornington Journal, in October 1892 reported that Dandenong Council president Jas Greaves made a presentation to his predecessor, Col Hutton. Col Hutton had been a councillor for 16 years, during 12 of which he “creditably filled the presidential chair”. “It showed that both the ratepayers and the council thought very highly of him,” the report said. “He was also at present president of the Dandenong Agricultural Society and, in fact took a leading part in all local affairs.” The Journal reported at the time that in response, Col Hutton said he’d always tried to act conscientiously and impartially and did not think he had a single enemy in the district.

Novel ideas included free access for overweight people during quiet times at council-owned gyms, suggested by Russell Larkins, making Casey a solar city by Lynette Keleher, and loosening the ResCode to allow more affordable dwellings built in backyards suggested by Bill Plemmer. The ‘Melbourne Cup’ field of 21 Four Oaks Ward candidates could be narrowed down to seven who turned up on the night - Rod Bagon, Richard Barrow, Cr Rafal Kaplon, Bill Klemmer, Andrew Lawler, Brian Oates and Chris Sargeant. There were three who sent apologies - Afroz Ahmed, who was at work in regional Victoria, former mayor Shar Balmes at another appoint-
ment and Cr Rosalie Crestani who was at a citizenship ceremony. That left a long list of 11 candidates who were unaccounted for. Out of River Gum Ward’s field of 15, just four candidates Lynette Keleher, Malik Mahmood, Nagaraj Nayak and Cr Wayne Smith showed for the forum. Five, Robert Faligan, John Gulzari, Pravin Ramdany, Cr Damein Rosario and Ian Spencer, were apologies and six were unexplained absentees. Edrington Ward candidates Riley Baird, Anthony Dissanayake, Timothy Jackson and Russell Larkins attended, and there were six unaccounted absentees.

About 50 voters took the chance to sift through and measure up some of the smorgasbord of 84 Casey council election candidates at a Meet the Candidates forum in Doveton. Unfortunately, not even a third of the contenders in Edrington, Four Oaks and River Gum wards showed up to the 22 September event. Casey Residents and Ratepayers Association, which organised the forum, stated it was one wayof indicating those who are genuine candidates rather than those who may be “dummies”. “It had proven that a lot of candidates had not wanted to take advantage of an opportunity to meet the citizens of Casey that they wanted to represent,” Jim Duthie of CRRA said. “It could be concluded that these were the ‘dummies’ or arrogant people who were above talking with residents.” Dummy candidates - an election strategy that has blighted council elections - are those people standing with no intention to represent ratepayers but just to garner and pass on votes to a contender. Candidate Brian Oates, who had served on the council for three previous terms, said it was a sure-fire way to identify a candidate who was not serious about being elected. He said he was standing again to “change the culture” on the council. “They seem to be isolating themselves from the community. “If you ask a question, you tend to get an aggressive response.” The CRRA was not a dispassionate host, handing out leaflets to “put the current councillors last” and endorsing candidates such as Mr Oates, former Greens councillor Lynette Keleher and Rex Flannery. It plans to publish its preference list online in October. As always, the popular theme among freshfaced candidates was to keep down rates. Several thought rates could be pegged lower than the 2.5 per cent rate cap, at the rate of inflation. Strategies to achieve this were a little thin,

Weather rains on show parade The 12th annual Doveton Show on 18 September had around 8000 families zipping around Myuna Farm from stall to ride- but the numbers were still down on last year. Show committee member, Joanne Hann, admitted it would be a hard task to beat the epic walk-in rate of 27,000 last year. “Numbers were certainly down on 2015, but families missed out because there was only one short burst of rain,” she said. The show, renowned for its affordability, was in every way an improvement on last year, due to the committee’s large pool of money. “We encourage everyone to give $2 per person at the gates because that’s the money we use to put on next year’s show,” Ms Hann said. “But those that did come, had smiles on their faces and our new online feedback forms have all been really positive.” But in true farm yard style, it was the animals that stole the show. Two lambs were born on the morning of the show and placed in the nursery, for everyone to get a glimpse at. New hit favourites included an international food truck alley, rides galore and a sustainability arts corner from the City of Casey. “The City of Casey had rubbish for children to make trash puppets out of and learn about protecting the environment,” Ms Hann said. High-density housing plan stumped By Cam Lucadou-Wells Casey council has rejected a developer’s proposed high-density housing project on the former Doveton Secondary College site. The 5.82 hectare site at the corner of Box Street and Ficifolia Drive, Doveton, was bought for $10.6 million in 2014 and illegally cleared of 53 native trees last year. A tree lopper pleaded guilty and was fined $5000 without conviction for the breach, but the developer was not linked to the offence. A Casey council report on 20 September stated it was “imperative that any development proposals do not further exacerbate this loss”. “There was and continues to be... strong community sentiment on the protection and enhancement of important vegetation and tree cover on the former school site.” The developer’s draft plans were rejected by council planners in March and again in July. According to its report, Casey council was
initially unsatisfied by the housing design and diversity, lack of space for canopy tree planting and stormwater drainage into the adjacent Thomas P Carroll Reserve in Greater Dandenong. The revised draft failed to provide adequate car and pedestrian access, would chop down existing vegetation and lacked a visual link to nearby public open space. “The site is (an) important infill site for council and obtaining a high quality planning outcome is needed.” Councillor Wayne Smith endorsed the council’s actions including its willingness to fight the developer at the Victorian Civil and Administrative Tribunal (VCAT). He said the site had “great strategic importance not only for the City of Casey but Doveton”. “It should set a standard for urban renewal in Doveton.” Casey council and the developer are scheduled to meet in a compulsory conference at VCAT on 31 October.
Casey Mayor Sam Aziz has led a public slam-dunking of Casey Basketball Association, accusing the sports group of holding the councillors to “political ransom”. At a council meeting on 20 September, Cr Aziz accused the association of making threats and false claims of increased fees at the under-construction $18 million Casey Indoor Leisure Centre (CILC) in Cranbourne East. “It will be a cold day in hell before I or our colleagues will put our political futures at the expense of our ratepayers when a club or association is holding us to ransom,” Cr Aziz said. At the meeting, Councillor Garry Rowe accused the CBA of being “belligerent” and having to be dragged by the council “kicking and screaming to good governance levels”. Earlier that day, CBA president Daniel Phillips - who led the CBA to an ’association of the year’ state basketball award in 2014 argued for a fee reduction in a letter to Cr Aziz. Mr Phillips stated the CBA couldn’t afford to increase its court time to 10,000 hours at the CILC under the existing $35 an hour licence rate. The resulting $350,000 bill was about $100,000 more than charged at the state’s most expensive venue, the State Basketball Centre and was “simply not fair and equitable”. Mr Phillips stated that he was anxious to get a new licence agreement prior to 1 December, so the CBA could plan its winter season. “Despite our concerns and financial evidence, there has been a lack of willingness by the council to negotiate. “As a result to ensure the survival of our associations we believe it’s imperative of us to inform the 10,000-plus voting members and extended families ... so they have the opportunity to express their thoughts at the upcoming council election.” Cr Aziz wrote back that it was disappointing that Mr Phillips “resort(ed) to this cheap act of a threat just because we are at the eve of a council election”.

– Cr Sam Aziz “It would be in the best interest of your members that your association gets itself a new president.” In a media statement, Cr Aziz stated “the associations had been informed (by Mr Phillips) that the current hourly rate will increase but no rate has yet been discussed with them at any point by council officers”. The rate would be decided once the contract for running the CILC was awarded, Cr Aziz said. He described Mr Phillips’ letter as a “slap in the face” after Casey had invested significantly into the facility and basketball and netball. In an urgent business motion led by Cr Aziz, the council agreed to invite the CBA to a meeting to discuss the matters as well as “concerns ... to some of the governance aspects of the association” - as well as issuing a ‘please explain’ letter. He also publicly stated the CBA was “currently not short of money” with $222,000 equity as of October 2015, and a year-to-date surplus of $124,000 at June 2016. Mr Phillips told Star News he was surprised the figures were revealed after being confidentially provided to the council. He said the rate shouldn’t be based on how much was in the CBA’s bank but on a comparable rate with other stadia. “There’s two options for us - we stay at the school stadiums, we don’t grow and develop and the new facility is empty. “Or we put up our prices and pay what we have to pay.” The CILC is expected to open in March.

Spammed MPs block petitions By Cam Lucadou-Wells State and federal MP’s email inboxes have been sent more than 411,000 electronic petitions as part of Casey council’s law-and-order campaign. The figure far exceeds Casey’s population of more than 290,000 residents. On 20 September, Casey council voted to shut down the online petition as it entered into its caretaker mode in the run-up to the council elections. Casey Mayor Sam Aziz said the speed of the “overwhelming” public response caused the State and Federal Governments’ spam filters to “block the bulk of the emails”. As a result the council will follow up with a letter and copy of the completed petition to each state and federal MP in November. Cr Aziz said he was disappointed by Police Minister Lisa Neville’s suggestion that the council was “playing politics with community safety” ahead of the October council elections. He cited a highly publicised home invasion in Cranbourne East that spawned a police pursuit of teenage offenders in stolen cars. “For the Minister to suggest this is a political stunt is ludicrous and is an insult to Casey residents who have been a victim of crime or who currently feel unsafe in their neighbourhoods.
“It is clear that the State Government is providing inadequate police resources in Victoria as crime is dramatically increasing and particularly so in growth areas like Casey where resources simply do not increase to match population growth. “The Minister needs to get serious about this issue - not issue platitudes.” The petition calls for more police resources in Casey, tougher penalties and sentencing for aggravated burglaries, a joint state-federal taskforce against violent street gangs and deportation of dual citizens who are jailed for violent gang crime. Though the petition has been shut down, the Casey flag will remain at half-mast until the State Government takes heed, Cr Aziz said. Cr Aziz told the council meeting that residents remained “under siege” by violent crime. “I’m being political in raising an issue that needs political action.” Commentators on Star News’s Facebook and website pages have been sceptical about the symbolic flag move. Some posted that the council should spend more on “pro-active” measures such as CCTV around Casey and ‘ambassadors’ to patrol and report on “areas of interest”. “Flying a flag at half-mast is sure to scare off the bad guys,” wrote another.
Would-be thief's cash register bungle A would-be thief armed with a socket wrench failed in his bid to remove a cash register from a Dandenong store. He entered the David Street food business about 5.10pm on Friday 16 September, pulled a jacket hood over his head, approached the counter and browsed the shop. The man then reached into his coat and produced the silver socket wrench to the 54-year-old Endeavour Hills woman behind the counter, de-
manding she open the till. He then reached for the cash register on the counter and tried unsuccessfully to remove it. Police said the man left the store, and another employee, a 25-year-old Endeavour Hills man, gave chase. The failed thief again produced the socket wrench and made a verbal threat before walking away on James Street, travelling south.

Breaking barriers A men’s group is just one way that Valley Village Mews is making its residents feel at home. “We were finding that when they came to functions, the guys on their own didn’t mix with the ones with partners,” the retirement village’s manager Cynthia Mack said. “We started up this men’s group once a month. “They cook a sausage sizzle and have a chat. At least 20 of them come, they really enjoy it.” A residents committee of about 20 members organises excursions and events. “Recently they went down to Gippsland for the day,” Ms Mack said. “Friday night they had a chicken and chips night.” Residents can regularly take part in exercise, carpet bowls, line dancing, adult colouring classes and even bocce on a court that the village installed last year. Ms Mack said there were also “magnificent
parklands” on-site to explore. A podiatrist visits every six weeks and Robyn from the office runs craft sessions. “She’s an artist, so she and her mother run the craft group,” Ms Mack said. “Sylvia Catic, our hairdresser, she’s been here longer than me. “She’s here two days a week and she’s fantastic with our residents.” For 30 years Valley Village Mews has been helping life-long Dandenong residents to stay in their community as they age. It’s just wonderful. “I wouldn’t want to live anywhere else. “On a Monday and Tuesday the place is booming. “With the level crossings (at Heatherton, Corrigan and Chandler roads) going there’s going to be more places to park and it’s going to look nicer.” Cr Blades said Noble Park was central to everything. “It’s close to Parkmore Shopping Centre and, of course, now we’ve got another bus route,” she said. “There are now two buses to the Noble
Park station so people will find parking easier. “For the kids, there’s plenty to do in all of the reserves that we’ve got. “There’s nice new toilets in the town centre. That might seem unimportant, but when my three were little I wouldn’t take them anywhere where there weren’t clean toilets. “It’s a great place to bring up your kids.” She pointed to Ross Reserve, home to a new skate park and the Noble Park Aquatic Centre. “NPAC is a great facility for all ages,” she said. “There are kids’ activities, a 50-metre lap pool, and they run a whole range of programs there. “They teach people to swim and disabled people have classes there in the warm water.” Cr Blades also praised the suburb’s schools and kindergartens and, at the opposite end of the spectrum, its aged care facilities. There’s the Noble Park RSL, Noble Park Football Club and other sports teams, plus cafes and restaurants serving up food from around the world. “There’s the kebabs, there’s the Afghani, there’s the Turkish food, there’s charcoal chicken, there’s Thai, there’s Vietnamese and Chinese,” she said. “That’s how you feel the multiculturalism - food and entertainment. “The eateries are open on a Sunday. You
can go shopping in Noble Park on a Sunday.” The Paddy O’Donoghue Centre offers occasional care and kinder programs, community singing, U3A, art, music, gymnastics and more. The Noble Park Community Centre hosts the annual Noble Park Community Art Show. “It goes from strength to strength. They’re getting more and more entries every year,” Cr Blades said. South Eastern Private Hospital offers a
range of medical services, she said, from oncology to palliative care, mental health and physical rehabilitation. “It’s very convenient to have a hospital locally,” she said. The suburb also features Noble Park Fire Brigade, Noble Park Community Action Forum (NPCAF), Rotary and Lions clubs, churches, guide and scout groups, and art installations. “Every year we’re doing more in Noble Park,” Cr Blades said.

Rail bridge announced By Casey Neill A rail bridge will carry trains over Abbotts Road from 2019. On Thursday 23 September Dandenong MP Gabrielle Williams announced the design choice and that construction to remove the level crossing would start next year. “This is a fantastic outcome for the local community and I look forward to work starting next year on the removal of this deadly, congested crossing,” she said. She said the solution followed extensive consultation on a range of options with local business owners and operators, commuters and landowners. Ms Williams said local industry indicated a clear preference for a rail bridge over Abbotts Road during the consultation. “We’ve listened closely to local feedback and found a solution that keep Abbotts Road open and connected to the industrial precinct,” she said. She said that removing the crossing would reduce congestion and make the area safer. More than 23,000 vehicles use the intersection every day. A train derailed after hitting a truck at the intersection in 2012, resulting in one death and several serious injuries. The incident followed another death at the intersection five years earlier. The State Government announced last November that the crossing would be gone by 2019. Committee for Dandenong chairman Gary Castricum welcomed the news, which followed years of campaigning from the group. He said it would continue to advocate for a road link over the Cranbourne rail line connecting Remington Drive to Pound Road. But in February this year, the Journal reported

Level Crossing Removal Authority (LXRA) did not initially put forward any other plans. But Ms Williams said there were always other options on the table, and two weeks later the LXRA released four additional prospective projects for public consultation. On 1 April she asked LXRA to prioritise investigations into ‘the Remington Drive option’.
“If it doesn’t stack up, it’s better they take it off the table sooner rather than later so businesses have certainty and so we clear the air for feedback on the other four options,” she said. On 23 May Ms Williams announced that the option had been taken off the table. Work is underway to remove the level crossings at Corrigan, Heatherton and Chandler roads in Noble Park. The South Gippsland Highway crossing is also on the list of 50 to be removed by 2022.
Disability enterprise offers gateway to opportunities By Casey Neill Gateway Industries’ workers couldn’t speak more highly of the disability enterprise. “Everyone is treated with love and respect,” Krystal Bradshaw told the Gateway AGM at Dandenong Club on Wednesday 21 September. The 30-year-old Berwick resident has worked at Gateway for two and a half years. “I have made new friends and met my partner Mark there, too,” she said. She said her supervisor listened to her needs and helped everyone come out of their shells. Ms Bradshaw spent some time working in a “mainstream job”. “I felt uncomfortable and I struggled in the maths,” she said. She said her co-workers gave her sideways glances. “It made me feel intimidated and uncomfortable,” she said. Ms Bradshaw said she was bullied at school and in other workplaces, but that wasn’t the case at Gateway. The registered charity offers employment, training and support for adults with disabilities in Greater Dandenong and Casey, and started more than 30 years ago as a Rotary Club of Dandenong initiative. The Australian Disability Enterprise, through 55 workers, offers processing and packaging, woodwork, litter pick-up, garden maintenance, and more. Gateway Industries has provided street furniture cleaning and litter pick-up services to Greater Dandenong Council for 25 years, and garden maintenance to Greenways Retirement Village in Seaford for 15 years. CEO Alan Warwick said he hadn’t been well during the past 18 months and Gateway founding CEO Margaret Cleary had been a huge help. He said a break-in and robbery in April left staff and employees stressed and physically shaken but they had rallied to support each other and bounced back. President Russell Smith also commented on the break-in. “Everyone just put their shoulder to the wheel,” he said. “We had insurance, of course, but insurance doesn’t cover everything.” 30 JOURNAL NEWS Monday, 26 September, 2016
In Brief Footy Friday hurting business The Grand Final Friday public holiday will hurt the competitiveness of south-east manufacturers, a peak body says. Friday 30 September will be the second time the annual holiday takes place. South East Melbourne Manufacturers Alliance (SEMMA) executive officer Adrian Boden said that given recent State Government decisions “this can only have a greater impact to the manufacturer in the south-east”. “Maximising productivity is essential to all of these businesses and it’s essential to maintaining the manufacturing base in Victoria,” he said. “Therefore, the effects of this public holiday, regardless of how insignificant it may seem to others, has a profound impact on many of these businesses and impedes on their ability to be competitive.” South Eastern Metropolitan Region Liberal MP Inga Peulich has a petition calling on the State Government to reverse the public holiday. She said the holiday imposed a major new cost that would cause many businesses to close their doors for the day and cost employees shifts. Ms Peulich said that the State Government last year found that the holiday would cost Victoria as much as $898 million per year. “I ask the people of Greater Dandenong to join me in again asking Daniel Andrews to listen to our small business owners and their employees and to reverse this job-destroying decision,” she said. Dandenong MP Gabrielle Williams said feedback from the electorate had been overwhelmingly positive, with people using Grand Final Friday to spend time with friends and family and visit local business. “Businesses have been trading with public holiday and weekend arrangements in place for decades and whether businesses open or close is entirely a matter for them,” she said. High flier for Bombardier Dandenong-based Bombardier Transportation Australia has a new managing director. Andrew Dudgeon takes the reins from Rene Lalande who had been with BTA for 11 years and led the business for almost three years. A Bombardier spokeswoman said Mr Dudgeon had already hit the ground running and looked forward to leading the Bombardier team across Australia, with a strong focus on securing additional orders for Bombardier in Victoria and New South Wales. Mr Lalande is now the new CEO of Transdev’s Australasian operations. Transdev is the largest multi-modal public transport service operator across Australia and New Zealand. Advice rolls into town
Krystal Bradshaw shared her Gateway employment story. Mr Smith attended a National Disability Services (NDS) conference in Canberra, which largely focused on the National Disability Insurance Scheme (NDIS) and its effect on service providers. “It was characterised by one of the speakers as a bit like an aeroplane flying in the air and someone’s trying to work out whether the wings are on properly,” he said. “For many people with a disability, funding from the NDIS scheme will be allocated on a personal basis, in that they will be able to choose what support services they require and what facility will best suit their needs, rather than the fund-
ing going direct to a service or facility. “This will also be the case for people at Gateway in the future.” Mr Smith said Gateway had a very good year financially. “The supervisors have engaged in further professional development during the year and the employees have continued their education with the new Skills Program,” he said. Treasurer Geoff Johnson said Gateway had turned a loss last year into a profit this year, and that the current financial year was progressing in line with the budget.
A small bus filled with big ideas will roll into Dandenong next month to support small businesses. The Small Business Bus will park at Palm Plaza in Walker Street from 10am to 4pm on Monday 17 October. Dandenong MP Gabrielle Williams said it would offer small business operators free mentoring, support and government business services. Mentors have skills in marketing, finance, human resources and sales in small business. “The Small Business Bus is a great service for local businesses to have access to expert face-to-face advice anywhere in Victoria,” Ms Williams said. Lifetime with the show By Casey Neill Sue Glenn has fond childhood memories of attending the Dandy Show with her mum. She never imagined she’d one day be organising the event as the Dandenong Agricultural and Pastoral Society president. She took on the role in March following years of involvement with the two-day show, to be held on Saturday 12 and Sunday 13 November this year. “I was coming in and helping out for quite a number of years on the scout display,” Ms Glenn said. “Then I stated helping out in the exhibition building. Her husband became a show committee member and a few years later encouraged her to join him. “I enjoy it, it’s the relationships,” Ms Glenn said. “I’m a community-minded person, I always have been.” She’s lived in Greater Dandenong all her life and been a regular show attendee. “When I was a kid it was probably all about the rides and show bags and the animals,” she said. “Now I think it’s probably the friendships and seeing the kids’ faces when they look at things. “Personally I have to see the animals in the animal nursery. I just love baby animals.” Ms Glenn hopes to encourage more young people to join the show team during her term. “We need to have some of the older people be prepared to mentor them,” she said. “Having something like that on their CV would have to be a good thing when it’s a volunteer position.” Ms Glenn said this year’s event schedule was now available at the revamped dandyshow.com. au site. “Our Facebook page is up and running. We’ll have a competition later this year, so people should find and like the page for a chance to win some free tickets,” she said. “We’ve also got an Instagram account that we’ll be posting to as well this year.”

Workers covered Springvale personal injury lawyer Naomi Riggs said that every employee is entitled to the protection of a WorkCover claim. This includes ordinary employees, contractors, couriers and even volunteers. She warns that it is not uncommon for an employer to try and dissuade an employee from making a WorkCover claim. “The making of a WorkCover claim increases the insurance premiums paid by the employer to their WorkCover insurer. “WorkCover exists for the benefit of employees. “If an employee is injured in the course of their employment, it is very difficult for an employer to lawfully deny a WorkCover claim. “It is also often thought that you cannot make a WorkCover claim if your employment has been terminated and this is incorrect,” she said. Ms Riggs, a Senior Associate at Adviceline Injury Lawyers, said that according to law, an employer cannot terminate an employee’s employment because of the making of a WorkCover claim. “If an employer terminates a worker’s employment because of the making of a WorkCover claim, there are various legal avenues which can be pursued. “In fact, a separate claim can be made for payment of compensation for the fact of employment termination,” she said. “The only legal basis on which an employer can terminate an employee’s employment when on WorkCover is when after 12 months of having been injured, the employer no longer has any suitable duties for the employee.” Adviceline Injury Lawyers can be contacted on 9321 9886.

It’s none of our business but… About 70 people donned their best eye patches, peg legs and parrots for a Keysborough event with ‘arr’. The Somerfield estate’s one-acre pirate playground hosted its third annual Talk Like a Pirate Day celebration on Sunday 18 September. A Somerfield spokeswoman said bad weather kept numbers down, but “they had lots of fun despite the threat of rain”. “We were lucky it was a bit cold but dry!” Kids dressed up to pay tribute to the world’s Peg Legs, Blackbeards and Long John Silvers. The day featured a treasure hunt, competitions, bouncy castle, pirate, balloon-making, face painting and more.

The Journal can reveal a serious security breach occurred at a local police station last Thursday - a Star journalist left his satchel behind following a behind-the-scenes tour. The red-faced reporter spent a humbling 20 minutes at the front counter, waiting his turn for an officer to come to his aid. He successfully retrieved the bag and the many notepads scrawled with stories within. A Greater Dandenong dance for seniors could be making a comeback. At the Monday 12 September council meeting, councillor Maria Sampey asked for the International Multicultural Senior Citizens’ Dance to return. “It was a much loved function supported by council over many years,” she said. “Older residents have been telling me it was a highlight of their year.
Sammi wears his best pirate gear. Cr Sampey successfully asked that costing options to re-establish the dance next year be prepared for consideration in the 2016-17 mid-year budget. Cr Sean O’Reilly said a recent report identified dancing as one of the best exercises for elderly people.

Hallam Senior College is set to literally build on the success of its recent screening of the locallyshot anti-family violence documentary Call Me Dad. The doco, which takes a rare look inside men’s behaviour change programs run by Casey-based Heavy METAL, was premiered as a full feature to a packed house on 26 August. Funds were put towards funding Heavy METAL participants who could not otherwise afford the program. The college’s assistant principal, David Caughey, said the college hoped to find and help renovate a local house - which could be used as an emergency shelter for family violence victims. Each year, Hallam Senior College trades students build structures on the school’s grounds, only to tear down their work after its completion. The beauty of the safety house proposal is that their works would be a lasting community benefit, Mr Caughey said. “It would be a really good project - a win-win for everyone.” Students who promoted the screening at the
college and neighbouring schools were recently presented certificates for the project. “The benefit is an increased awareness around the issue of family violence. People can have a greater empathy to those going through something as challenging and complex as this,” Mr Caughey said. “I’d be hoping that any family in the school community struggling with these issues will know where to turn.” David Nugent, who runs Heavy METAL, said the screening’s Q & A session was especially moving. Mr Nugent recalled a 16-year-old student from another school broke down in tears as he told the forum that this work had turned his father’s life around. Another man - who had been to 52 men’s behaviour change classes - told the forum that finally “this leopard’s spots are changing”. “There was a positive atmosphere, a sense of hope that men can change,” Mr Nugent said. “Everyone now understands that if a man puts up his hand and wants to get help, with the right support, he can change.”

The entire squad was unveiled at the season launch on Wednesday 21 September at the Well in Dandenong South, and the club is buzzing with excitement. The packed restaurant was full of energy and enthusiasm with the supporters, sponsors, players and coaches all supremely confident that the squad was primed to be the best. Speaking at the official launch, Rangers coach Larissa Anderson was buoyant about the upcoming season and spoke glowingly about what the club is capable of. “Once again, I am extremely proud of how the group has come together in the lead up to the upcoming season. “Our pre-season is quite different to most since so many of our players participate in the SEABL competition during the off season. “It is important we just stay focussed on what we need to do so that we are both fresh but also ready for the start of the WNBL season. “We’re in a good place; we’ve got a lot of work to do step-by-step but I think that we have built a really good core group. “A couple of the girls were saying last night that they feel a little bit more advanced than this time last year so that is a good sign. “As a coach you always like more time to prepare for such a big season but there is nothing you can do when seasons are so close to each other. “You are looking at a very special group of

Co-captain Aimie Clydesdale is also eagerly anticipating the arrival of the season saying she has overcome her injuries from last season and worked on certain areas of her own game. “I want to have more of an impact as last sea-

with tip-off at 5pm. “Canberra’s not that far so if anyone feels like a weekend away, we would love some Ranger fans to make the trip with us on 8 October.” The first Dandenong home match will be against Perth Lynx on 16 October with tip-off at 5pm and the club is hoping for a full-house at Dandenong Stadium to lift the team. Panthers claw their way up and look set to leap
Kemperman is Berwick coach Noble Park champion Stewart Kemperman will take on his first full-time senior coaching role - appointed coach of Berwick for the 2017 South East Football Netball League season. The former Berwick junior replaces Rhys Nisbet who stood down after four years in the role after Saturday’s grand final loss to Cranbourne. The appointment is the result of a careful and well-orchestrated plan from Berwick which had a commitment from Kemperman roughly 10 weeks ago. In an unusual move, Berwick president Glenn Gambetta informed the club’s committee that a coaching selection panel had selected a new coach for next year but he was unable to provide the committee with the name of the successful candidate. “We wanted the transition to be as smooth as possible and I think the club has handled the whole process in a very professional manner,” Gambetta said. Kemperman’s playing credentials are impeccable. After his junior days at Berwick he played with the Dandenong Stingrays, played in a senior premiership with Beaconsfield in 2003, before spending four years with Frankston in the VFL. He moved from Kars Street to Noble Park in 2007 and became a club legend. The now 32-year-old used his raking left-foot to full effect, playing a key role in multiple premiership victories for the Bulls. “First and foremost, I’m privileged and honoured to take on the senior job at Berwick,” Kemperman said. “It’s a massive role, one I definitely don’t take for granted, and I can’t wait to get involved heavily both on and off the field. "
