After hearing about the Wandin defibrillators, Mr Welsh said it made sense to make them available in Mt Evelyn. “It’s really about raising awareness - because if people don’t know where they are they can’t use them,” he said. As part of Mt Evelyn Neighbourhood Watch Week on 3-9 October, posters will be distributed in shop windows in Mount Evelyn. Chairman of the Mt Evelyn Neighbourhood Watch Committee, Geoff Welsh said putting posters around town was important when someone was in need of help while in cardiac arrest. “If someone needs help, having them (the defibrillators) is one thing, but knowing where to go is another,” Mr Welsh said. “How else would you know where they are otherwise?” Mr Welsh said the committee had been working on the posters for the past six months. Scoop on new staff BORN and bred in the Yarra Valley, budding young journalist Jodie Symonds has taken on a journalist role at the Mail News Group. Ms Symonds will now report for the Ranges Trader, Ferntree Gully Belgrave and Mount Evelyn Mail newspapers. The very talented Victoria StoneMeadows has left the Mail News Group to work for the Star News Group in Pakenham. “I’m very excited to take on this role, as I have completed my Bachelor of Journalism degree at La Trobe University in Bundoora a short time ago,” Ms Symonds said. “In December, I moved to Shepparton to work for an agricultural newspaper called the Country News, which gave me a lot of knowledge I hope will assist my role here at the Mail. Throughout her university degree, she attended one day a week of work experience at the Mail News Group to get her foot in the door in this tough industry. “In my spare time, I enjoy bushwalking with my family and playing with my blue heeler, Winnie,” the 21-year-old said.

TEN Conservation Corps volunteers from California in the US recently removed 15,261 sweet pittosporum seedlings and young plants from Bob s Park near Cardinia Dam. The removal effort took over three days to complete, with the team-up courtesy of Conservation Volunteers Australia. Talking to the radio helps out By Peter Douglas EMERALD-BASED community radio station 3MDR is calling on residents and regular listeners to have a say. As 3MDR is set to prepare its new strategic plan, the producers and volunteers want to hear from you. Ren Cuttriss Garry from 3MDR said anyone could submit their input, which would

help shape the direction of the station. “Whether you listen in 24/7, once a week or never, we want to know your thoughts about your community radio station,” he said. Two community engagement sessions have been planned. The first will be on Thursday, 6 October, at the Olinda Community House from 7.30pm to 8.30pm.

Theatre space is popping up By Jesse Graham AN OLD warehouse in Lilydale is being transformed into an art space for the month, with a hills artist hosting free theatre performances and an art exhibition. Cockatoo resident Gareth Hart has organised a Pop-Up Theatre space in Lilydale, re-purposing an old warehouse space to host artists and performers throughout October. On Saturday, 1 October, the space hosted Dave Thomson, who presented a performance installation with light and sound, exploring power, loss and hate using projections, surround sound and lighting. On 8 October, Justine Walsh and Thomas Webster will present spoken word poetry and a saxophone performance, while on 15 October, Viv Rogis will perform a projection and dance installation. The next week, Melbourne Steam Theatre will present their own production of Alice in Wonderland and from 1-15 October, Amy Middleton will present a mixed media exhibition in the space. However, until residents sign up for tickets to the events, the warehouse location remains a secret. Mr Hart, one of the organisers of hillsceneLIVE Festival, said the pop-up theatre was part of a new trend of “activating alternative unused space’ with art and installations, which came out of the Renew Newcastle festival in Newcastle, New South Wales. He said the event, which is supported by the Yarra Ranges Council, would also showcase the work of artists who live in the Yarra Ranges. “They’re not traditional - nobody’s doing a piece of Shakespeare,” Mr Hart said. “They’re kind of one really incredible, special element about why we all live out this way, the community is really strong. “There’s such an incredible quality of artists living out here.” Mr Hart said that if the event is a success, he’ll look at organising more in the future. HEADACHE is one of the most common illnesses in Australia, with around 15 per cent of us taking painkillers for a headache at any given time. Because headaches are so common, most people think they are a normal part of life. However, a persistent headache is a sign that something is wrong. The continual use of pain medication to combat headaches is akin to removing the warning light that alerts you to a problem in your car! Medication doesn’t solve your headache; it simply offers a shortterm solution to dull the pain. Tension headaches and migraine are the most common forms of headache and cluster headaches are most rare. Other types of headache include sinus headache, rebound headache and exertion headache. Headaches can result due to a variety of reasons including stress, poor posture, accidents, medications, environmental factors such as strong odours and pollution and dietary irregularities. Perhaps one of the most overlooked causes of migraine and tension headache is due to nerve ir-

ritation in the upper neck caused by poorly functioning spinal joints - cervicogenic headaches. Since the nerves of the upper neck supply areas of the scalp and face, irritation to these nerves can and does often lead to headache. Cervicogenic headaches can easily be distinguished from other types of headache by a physiotherapist, and treatment to relief symptoms is usually extremely effective and fast. By carefully restoring proper movement to the spinal joints of the neck, your physiotherapist is able to significantly reduce the presence of nerve irritation and muscle tension helping to alleviate the cause of your headaches. Commonly, people with cervicogenic headache often have weakened postural muscles through their upper back and shoulder blade region, which is akin to weakened ‘core’ muscles in the lower abdomen in people with low back pain. Additionally, many headache sufferers will have increased tension through jaw and temporal muscles of the skull, which are easily assessed and treated. Your physio can then teach you exercises to improve the endurance and strength of your postural muscles, or stretches to relieve tight muscles, which will help to prevent headaches in the future. Sometimes this preventative stage can take much longer than the relief treatment itself, as your body needs to re-learn good postures and you in turn become more aware of how you are moving, sitting or standing.

Olive branch to landowners By Jesse Graham DELWP has extended an olive branch to Yarra Valley landowners, addressing the concerns of an advocacy group in a meeting in Woori Yallock last week. On Wednesday 28 September, Department of Environment, Land, Water and Planning (DELWP) staff met with nine members of the Yarra Waterways Group to discuss the Yellingbo Conservation Area. The reserve covers 51,000 hectares and encompasses waterways from Healesville and the Dandneong Ranges, stretching as far as Sassafras and Emerald. The Waterways group was established to express concerns of landowners who were affected by the change, such as those who would have their licences over Crown land ended. The Mail reported earlier this year that DELWP had advised some land-

tor Kelly Crosthwaite said that 45 licences due to be phased out were cancelled as of 30 September, but that DELWP would undertake “no compliance activity for the next sixth months”, as new arrangements are found. “At the meeting DELWP acknowledged that there needs to be a more practical approach to the implementation of the new area, and that DELWP needs to improve its communication with impacted landowners,” Ms Crosthwaite said. “It was acknowledged that improvements have been made already.” Ms Crosthwaite said that DELWP would be inviting community members to “lead the development of strategic plans” for the management of the area next year. “The plans will address bushfire risk, biodiversity value and water quality, weeds and pest animal management, and recreational use,” she said.

Joe Blakes are on the make THE arrival of spring weather means that everyone is wanting to get out of doors, at the same time as Victoria’s snakes are starting to become more active. With this in mind, the Department of Environment, Land, Water and Planning (DELWP) has issued a reminder to communities to stay vigilant. Senior DELWP scientist Nick Clemann said throughout Victoria at this time of year, snakes were emerging from winter hibernation to get some sun, and to look for food and a mate. “Spring means many people want to get out and do things like walking dogs, cycling, bush-walking, enjoying parks and gardening so, depending on where they live and walk, they are likely to see a snake,” Mr Clemann said.

“Snakes are more common in areas around the urban fringe or in rural areas, but they do turn up surprisingly close to cities and towns, especially around watercourses and in parkland.” “Closer to the Victorian coast the most frequently encountered snakes are Tiger Snakes and Lowland Copperheads, while in the drier areas, Eastern Brown Snakes are common and Redbellied Black Snakes are also encountered.” “All four species are dangerously venomous, but it is rare for them to bite people.” If you live in an area with snakes, please remember: If you see a snake - keep calm and try to move yourself, anyone with you

AFTER recent RSPCA Victoria statistics pointed to the Yarra Ranges as being a hot spot for animal cruelty, further data has revealed 52 animals have been surrendered in the region over the past financial year. Of all Local Government Areas in Victoria, the 25 dogs, 22 cats and five kittens that were surrendered in the Yarra Ranges ranked 17th in the State. Earlier statistics ranked the Yarra Ranges fourth for the number of reports of animal cruelty. Although, with 41 animals being abandoned within the Yarra Ranges over this period, the fact 52 animals have been surrendered is a preferred outcome, according to the RSPCA. RSPCA CEO, Dr Liz Walker, said more than two-thirds of the 3627 dogs and cats surrendered to RSPCA Victoria in 2015-'16 came in because of their owner’s circumstances, rather than issues with the animal’s health or behaviour. Dr Walker said this new analysis busted the myth that rescue pets were ‘damaged goods’. “Just 9.5 per cent of owners who brought their dogs and cats to us for re-homing said that problem behaviours - such as barking, aggression, destructiveness, chasing or inappropriate toileting - were the reason,” Dr Walker said. “A further 1.2 per cent said that animals' health was the main reason for the surrender.”

By contrast, human circumstances were the driving force behind 2780 animal surrenders (67.2 per cent). Dr Walker said it’s a reminder to aspiring pet owners to consider the adoption option. “People’s lives and circumstances can change quickly, often for reasons beyond their control,” Dr Walker said. “It’s important that we understand that these things are beyond the control of the animals in our lives, too but they have an impact.” Meanwhile, Catherine Grayson, from Harmony Reins Animal Haven, recently reminded pet owners to consider their options carefully, if they were having difficulty caring for their pets. “Don’t ever think there isn’t an option, simply do your research and there are people out there who will help you,” she said. “There is always someone who will put up their hand to help you out.” Some of the statistics in the new findings included: About 7.9 per cent (287) of the dogs and cats surrendered last financial year in Victoria came from breeders or those involved in the greyhound racing industry; A further 4.7 per cent were brought to RSPCA Victoria by Good Samaritans who had either found them abandoned, or rescued them from neglect; and One in 10 people bringing dogs or cats for surrender declined to give a reason.

It would appear that at last the community is to witness the start of concrete planning and a date set for work to commence. Being president of the recently formed Hills Photographic Society, the Emerald camera club, I felt that at last Emerald would get a modern multi-use facility with state of the art features, which the camera club is eager to share. But is my excitement premature? According to the article, out of a total 235 respondents, 160, in varying degrees, voted for the hall to be demolished and a similar, if not larger space created to replace it. Only 75 were in favour of scenario No.1, the only plan that would retain the existing hall. In other words 68 per cent of respondents would like to see a ‘new hall’ built, as part of the hub and only 32 per cent want the existing hall retained. That’s a straightforward positive outcome of a totally democratic process in my book. However, rumours abound that suggest my excitement may be somewhat premature. I hope I am wrong. Let’s ensure a minority vote does not overshadow the majority. Let’s ensure that a final plan incorporating the preferred features of scenarios 2, 3 and 4 ensues and Emerald gets its promised community hub. It will be a facility to serve the needs not just of the present population, but those who come after us for many years into the future. So, if you want the hub we voted for, jump on the phone and ask the (Yarra Ranges) Council about the current state of play. After all the goodwill that we’ve seen, and the hours upon hours of volunteer time put into the process by community representatives, it would be a miscarriage of justice if the process was sabotaged. THE emotion shown by CFA volunteers (including myself) in response to the proposed Enterprise Bargaining Agreement (EBA) between the CFA and United Firefighters Union (UFU) is entirely understandable, given the EBA would fundamentally change the nature and effectiveness of a proud community safety organisation. The Country Fire Authority Act 1958 specifies that the CFA is a volunteer-based organisation. Over 97 per cent of CFA firefighters are volunteers who pursue trained, unpaid firefighting careers. The UFU (only established in 1990) represents the tiny minority of firefighters who follow firefighting as a paid career. In his letter, I am puzzled Geoff Champion (‘Champion of the UFU, ‘Mail’, 6 September) missed almost 50 clauses requiring UFU consent before CFA actions could be undertaken. UFU approval would be required to vary or do anything that “affects the work of career staff” (clause 45.1), including changes to clothing, equipment, technology or appliances (clause 90). Under clause 45.13, career firefighters would refuse to commence work until seven career staff were on scene, and (clause 36.4) paid firefighters would report only to other paid staff. Under clause 45.15, volunteers could not ride in the same vehicle as paid firefighters without career staff approval. These clauses treat volunteers as secondclass firefighters, regardless of their level of experience or local knowledge. The EBA is driven by the (Victorian) Premier’s (Daniel Andrews) desire to reward an ALP-affiliated union for actively supporting his election campaign. Former Emergency Services Minister Jane Garrett was forced to resign and the CFA board was sacked for refusing to follow the dictatorial demands of the Premier. A union representing the private interests of three per cent of CFA firefighters should not be given a veto over any CFA decision. The UFU exists to further the pay and working conditions of its members, not to promote community safety or maximise the effectiveness of emergency services operations. Rob Pitcher, Gembrook.

WE'RE told that an alarming number of waterbirds at Emerald Lake have needed rescuing after becoming entangled in discarded fishing line. The entangled birds, which evaded capture or were not spotted, would have died horrible deaths (‘Birds line of death’, Mail, 20 September). Cardinia Shire’s Kevin Alexander said “this is very distressing and unnecessary". And he’s right. But there’s a simple solution. Ban fishing at the Emerald Lake. This beautiful park should be a sanctuary for all wildlife, not just birds. According to Dr Donald Broom, Professor of Animal Welfare at Cambridge University, “The scientific literature is quite clear. Anatomically, physiologically and biologically, the pain system in fish is virtually the same as in birds and mammals ... ” If it’s cruel to inflict suffering on birds, how can it not be cruel to inflict suffering on fish? Isn’t it time we all opened our eyes to cruelty of this so-called ‘sport?’ Jenny Moxham, Monbulk.

Attitudes to tinnitus count THE ringing noise people experience in their ears after going to a concert or listening to loud music can be described as tinnitus. Can you run as fast as Thomas? By Peter Douglas THOMAS the Tank Engine is renowned for being friendly, but not so much for his speed. Though, this Sunday, 9 October, children aged between 3 and 12 can find out if they can run faster than the iconic locomotive. The Kids Fun Run with Thomas the Tank Engine is set to be held at Gembrook Station.

The fun will include the run for kids, showbags for runners, train rides on Thomas, market stalls, a petting zoo, jumping castles, a Thomas hunt, food and much more. As well as being a great day, the event is also an annual fundraiser organised by the Rotary Club of Emerald and District. This year, registration fees go towards helping to support the Cerebral Palsy Education

Centre (CPEC), which is the only centre of its kind in Australia that specialises in supporting children with cerebral palsy. So, join in the fun while supporting this worthy cause. Storks’ promise delivered Storks (G) Starring Andy Samberg, Katie Crown and Kelsey Grammar STORKS is a surprisingly excellent animated comedy with a unique premise. Cornerstone, a corporation run by storks, once delivered babies, but is now a conventional postal service. When an engineering mishap creates the first baby in almost two decades, ambitious stork Junior (Andy Samberg) and plucky orphan employee Tulip (Katie Crown)

resolve to deliver this baby to its parents. Sausage Party is a fun vulgar time, but Storks is a much more wholesome and purposeful animated movie. Stork’s characters are all complex and endearing, with satisfying personal journeys and many heartwarming moments. The film subtly tackles loaded themes of respect, responsibility and parenthood while remaining laugh-out-loud funny, and the plot moves at a

rapid-fire pace while still being smooth and coherent. I found Storks to be superior to The Lego Movie, Warner Animation Group’s previous feature film, as the humour is more sophisticated and the jokes land far more reliably. Jean’s life of community OBITUARY LEAVING their new house in South Box Hill, and arriving at Yellingbo in March 1967 with their three children, Neville - as a farmer/electrical contractor, and Jean as a housewife - settled into the new community. Jean and Neville Sargeant quickly became involved in the community. Jean joined the Yellingbo Primary School Committee and served on that committee while all their children attended. She was nominated twice by the school for citizenship of the year to the Upper Yarra Shire for involvement on the committee for a long time, as well as dedication to teaching children to play tennis. Jean and Neville were both interested in playing tennis, so they became involved in the formation of the Yellingbo Tennis Club. This meant building new courts on land donated by the Parslow family. This was achieved with other members of the community who were interested in participating. Jean held various positions from secretary, to president, treasurer, tennis coach, grounds person - for 45 years. Also, she carried out maintenance until she was forced to retire because of her illness 18 months ago, but still managed her duties as Secretary Treasurer. Jean received a life membership from the former Upper Yarra District Tennis Association for involvement in the committee and promoting the game of tennis. Jean was also involved with the Yellingbo Progress Association, as a committee member and parttime secretary to Neville who was the official secretary/treasurer. Jean was member of the Yellingbo Rural Fire Brigade and held office as secretary for a short period of time and assisting Neville in his duties for 47 years. Neville was involved with the Woori Yallock junior and senior football club. Jean followed suit, as their son played junior and senior football, with Jean helping out at junior games and then involved in running the senior canteen for eight years. In her spare time, she would help with counter meals and social club fund-raising, organising a special training night and dinner with Tom Hafey. She was presented with a life membership for her tireless work for the club. Jean was involved with daughters Mandy and Bronwyn in their netball games at Woori Yallock, and Pony Club at Seville, spending many hours of transportation to different venues.

Jean was very interested in gardening and flowers, being a florist of course. In the early '90s, she became interested in growing lavender on the couple’s five-acre property at 40 Centre Road, Yellingbo. After harvesting the lavender, she would dry it in bunches and strip it to make dried lavender for the products she wanted to sell at the markets, which created great interest. She was often known as ‘lucyslavender’, or the ‘lavender lady’. In 1995, the Australian Lavender Growers’ Association was formed and Jean was a foundation member. She continued to be involved in this new industry, being appointed to the board as treasurer and handling their new venture in establishing Talga products trade-marked as the Sentimental Collection. In 2011, Jean was nominated as president and held this official position until the present time. She was rewarded with her tireless work over 20 years with the life membership presented to her at the 2015, 20-year conference at Ballarat - where it all started. She continued her hard work and interest in Talga, when she became sick until near the end. Jean was a partner with Neville in their electrical contracting and oil heating business, providing the necessary book-keeping for him. As they owned a shop in the Gainsborough Building Main Street, Warburton, Jean would attend during school hours to be on-hand to answer any inquiries about the supply and installation of oil heaters, as they were on display in the shop. This venture at this building was not only to promote their business, but rebuild a section that was marked for demolition by the Health Department, which meant the whole building would be demolished and this would be a loss of an historical landmark in Warburton. As they sold the building in 1985, it was continually restored, with added improvements by the new owners and still stands as a landmark. Jean was well-known to many people in the Yarra Valley for her pleasant personality. She enjoyed a chat and was always willing to start up a conversation with anyone involved in her or their common interests. Jean had a passion for doing things and loved caring for her family. Her hobbies including cooking, sewing and needlework, gardening, flower arrangements, and writing in her diary each day. She was a devoted and loving mother to her children. She was a credit as a volunteer to the local and Australian community. Jean passed away on 17 August, 2016.

turn their ballot material as soon as possible to make sure their vote counts,” he said. Ballot papers must be posted or hand-delivered to the election office by 6pm on Friday, 21 October, or they cannot be counted. State-enrolled voters who don’t vote may be fined. Voters aged 70 years or older and council-enrolled voters are encouraged to vote, but will not be fined if they don’t vote. At the close of nominations, Melba Ward was uncontested. There will be no voting in this ward. An uncontested election leaflet will be mailed to affected voters instead of a ballot pack.
