STREETON Ward councillor Noel Cliff has been elected as Yarra Ranges Council’s mayor for the coming year, with Walling Ward councillor Len Cox as his deputy. The pair were elected to the top roles on Tuesday 8 November, one week after the formal announcement of the council election results. Cr Cliff received six votes from his fellow councillors for the role, running against Lyster Ward councillor Mike Clarke. Cr Cox nominated Cr Cliff for the role, and said he had “the integrity that’s needed” for the job. “Certainly, Cr Cliff is full of that, and he actually works so well with the community,” he said. “I think that, when he walks into a room ... people are just happy to see him come in, and that’s such a good sight to see with a potential mayor.” Cr Cliff said it would be “really cool” to be elected as mayor, that he would represent the nine councillors and speak on their behalf. Ryrie Ward councillor Fiona McAllister nominated Cr Clarke as a mayoral candidate and said he had the “commitment and presence” and a “whole of municipality and community focus”, among other qualities. “I’ve seen and I know there will be many who share those views,” she said. “We’ve got two great candidates tonight to choose from, and it really is a decision about your leader among leaders, who will lead us for the next 12 months.” Cr Clarke said that, if elected, he would act with “leadership, teamwork, fairness and respect, negotiation and good governance” during the one-year term. “I believe leadership is empowering other leaders around me,” he said. “It’s certainly my aspiration to help you councillors get the best you can, out of your needs and your community.” When it came to the vote, councillors Cliff, Cox, Terry Avery, Richard Higgins, Jim Child and Tim Heenan voted for Cr Cliff, while councillors Clarke, McAllister and Tony Stevenson voted for Cr Clarke, with Cr Cliff

YARRA Ranges Council is reminding residents that inflatable and above-ground pools capable of holding a depth of water more than 300mm must have compliant pool safety barriers. They also require a building permit. Numerous drowning deaths in pools happen as a result of fencing that is faulty or noncompliant with Australian standards. Council’s building compliance officers inspected 61 pools and spas from 1 November last year to 1 November this year. Only nine pool safety barriers were able to be approved on first visit, and the majority were found to be non-compliant.
In 2015-’16, 21 Australian children aged 0-4 years drowned, the Royal Life Saving National Drowning Report shows. More than half of all toddler drowning incidents occurred in a backyard pool (52 per cent 11 incidents) during this time. Director of Social and Economic Development Ali Wastie says that while most people know their in-ground pool or spa is required to be fenced, they may not know other above ground or smaller pools require fencing. “Above-ground pools capable of holding a depth of water more than 300mm, no matter what size, must be properly fenced,” Ms Wastie said.
“Spas require an isolation barrier or fence. Lockable lids or tarps are not enough and do not comply. “It’s also imperative that parents keep an eye on their children at all times while they are in or near the water.” Ms Wastie said it was vital that parents regularly checked and maintained their pool barriers to ensure they were in proper working order. Mail bags maiden award THE Mail hosted dozens of dignitaries from around the country last week at Healesville’s RACV Country Club, with the Victorian Country Press Association holding its annual conference in town. On Thursday 10 and Friday 11 November, representatives of media outlets, newspapers, politicians, celebrities and VCPA members gathered at the country club for the annual conference, with presenters speaking on the valley, wine, wildlife, and the future of journalism. Wine critic James Halliday, acting director of Healesville Sanctuary Dr Rupert Baker and former Geelong mayor Darryn Lyons were some of the speakers at the conference, which was hosted by the Mail News Group. On Friday night, the conference officially ended with the VCPA’s annual awards night, where the Mountain Views Mail received the inaugural Road Safety Award, sponsored by the TAC. The award recognises excellence in road safety reporting that contributes towards the TAC’s Towards Zero campaign, which aims to reduce road fatalities and serious injuries to zero. DEDICATED local martial artists last month gathered for the 20th Annual Golden Cobra Martial Arts Club Championships at Selby. More than 40 competitors took part, with entrants aged from 6 to 53, and competed in sparring matches and kata demonstrations. Among the stand-outs was Felikss Baumanis, 15, who is studying Year 9 at Emerald Secondary College. The teenager took out the Club Championship, with an impressive first place in all three of his events. This included open-level weapons against senior martial artists, one of whom was his own black belt weapons instructor. In the lead-up to the tournament, Felikss won first place for his weapons kata at the International Karate Sports Association (IKSA) Tourna-
KNOX councillor Darren Pearce has been elected as the City Council’s mayor, promising to stay engaged with the community. After winning his seat unopposed, Cr Pearce said he was humbled by his election to mayor and looking forward to working with his fellow councillors over the next 12 months. “It’s going to be a busy but rewarding year,” Cr Pearce said. “I am committed to work with my fellow councillors to continue to deliver on services and programs the community expects. “We will do that within the limits set by challenges such as rate-capping.” The appointment is Cr Pearce’s second as mayor, after leading the council during 2013-’14. Work has already begun on removing four level crossings along the Belgrave and Lilydale lines, which will see the rail go underground at Mountain Highway and Scoresby Road in Bayswater, Blackburn Road in Blackburn and the Heatherdale Road in Mitcham. And with the Lilydale and Moorool-
bark crossings now commencing the early planning stage. The work being performed in Bayswater is particularly impressive. Not only is the rail-line being lowered, but a completely new station is being built with a modern transport interchange, reconstructed car park and a walking and cycling path. People with disabilities will be able to access the new platform via a lift. Now, unfortunately getting the job done on these level-crossings can’t happen overnight and it will involve some delays. So here is what you need to know. Scoresby Road is currently closed at the level-crossing and will be until late November. Buses will replace trains between

Ringwood and Belgrave until 12 December and Station Street will be closed to traffic between Mountain Highway and Pine Road until 12 December. From 20 November to late December, Mountain Highway will be closed at the level-crossing. Buses will also replace trains between Box Hill and Belgrave/Lilydale from 25 and 27 November. From 27 December to 20 January 2017, the same thing will happen between Blackburn/Box Hill and Ringwood. There will be detours in place but it’s important to factor all this before you travel. It’s also worth bearing in mind that works will affect many of the car parks at the stations.

Hospital after school attack By Alana Mitchelson PARENTS have criticised the lack of disciplinary action following an incident at Cockatoo Primary School where a boy required immediate medical attention, after a fight broke out on the school oval. A lunchtime football game on Thursday 20 October, among up to a dozen children, ended in calls to the police and paramedics when an 11-year-old child was beaten to the ground and knocked unconscious. An air ambulance was dispatched due to concerns the boy may have sustained a spinal injury. Almost a dozen parents, who have chosen to remain anonymous to protect their children’s identity, recounted the scene their children witnessed on the oval. It is understood that the injured child had seen a boy physically harming another child and had grabbed him around the throat to restrain him. After releasing him, it is believed the original provoker turned around and punched the intervening child to the ground. The aggressor was then seen continuously kicking the child in his back, neck and head while he lay motionless and unresponsive on the ground. Ambulance Victoria’s report stated that the child sustained bruising to the head and suspected spinal injuries, and was transferred in a road ambulance to the Monash Medical Centre in a stable condition. Tests conducted later at the hospital determined there were no spinal injuries. Emerald Police Acting Senior Sergeant Ian Pregnell said his officers had informed him that two 11-yearold boys had a “disagreement” on
the football field. The school called police at about 3pm. “There was a little bit of a fight over a football. As a result, an ambulance came. An air ambulance was also dispatched because a boy was complaining of a sore back,” Act Sen Sgt Pregnell said. “The boy was taken by road to the Monash. He was assessed and found to have a bit of bruising but no extensive injury.“ Since the injured child had not broken any bones or sustained a spinal injury as a result of the incident, the police have not investigated the matter further. “It’s now in the hands of the school to decide on appropriate discipline for those involved. From our perspective, this was a schoolyard altercation,“ he said. “This is not a matter for police.“ Medical records supplied claimed that the child briefly lost consciousness as a result of the multiple blows to the head. The document confirmed that he sustained a neck sprain, head swelling to the left parietal and occipital lobes, grazed arms and legs and an abrasion to the back of his head above his left ear. The boy missed two weeks of school while recovering from his injuries. A family member of the boy who required medical attention said the police had not formally questioned him for his version of events. She said it took the child until 8pm that night, on Thursday 20 October, to regain memory. “He kept responding to paramedics that it was winter time and a Friday in

He had no recollection of the time of day,“ she said. “The next day when his memory started coming back to him, he re-lived the situation which was heart-breaking. “He was very withdrawn on the Saturday and his speech was a bit slurred. It was not until late Saturday that he started to be more himself.“ The family member said the kicks had left a mark resembling the tip of a shoe on the back of the child’s head above his left ear. “The impact caused blood vessels to burst,” she said. “He was defending a friend from being beaten. “The whole thing has been put down to a playground footy tackle. The aggressor was back at school the following Monday.“ The Department of Education provided a statement on behalf of Cocka-
too Primary School principal Darrelyn Boucher. “A child complained of neck and head pain and, as a precaution, an ambulance was called, and the child was taken to hospital. As per protocol, police were also notified and attended,“ the statement read. “The child was discharged from hospital on the same day and is safe and well. “The safety of our children is always our top priority and we take playground safety very seriously.” Ms Boucher said the school had investigated the incident, and was offering “ongoing support and counselling” to the students involved. Some parents of children on the oval at the time of the incident said it had been a confronting ordeal. “My child’s had nightmares, it was a really traumatic thing to witness,“ one parent said.
“My son was just not himself when he got home that day. He kept repeating the words ’it was just horrible’. “They should have given all the kids who were on the oval the chance to say what they saw happen and a chance for individual counselling.“ Another parent expressed fears that a worse outcome could have resulted from the incident on the oval. “One day there’s going to be a one-punch incident at the school that a child will regret for the rest of their lives,” the parent said. “The boy in this scenario was lucky not to sustain a brain injury.” A number of Cockatoo Primary parents said they had lodged formal complaints to the Department of Education over the years. The department failed to respond to a request for details concerning these complaints.

Let's talk crime THE community is concerned about the ongoing crime rise in Cardinia and Casey. This is an ongoing issue, as Daniel Andrews refuses to acknowledge the problem and police numbers in the region are failing to keep up with population growth. Our recent crime petition sent to the Gembrook electorate had an outstanding response, calling on the Andrews Government for more frontline police and stronger bail laws. Following this high petition response, I am holding a ‘Have your say’ Crime Forum on Wednesday, 16 November, at 7.30pm at the Outlook Community Centre, 24 Toomuc Valley Road, Pakenham. This will be a chance for residents to hear and discuss issues with the Shadow Minister for Police, Edward O’Donohue, Shadow Attorney-General John Pesutto and members from the Cardinia Neighbourhood Watch group. I encourage everyone in the community to attend on 16 November and for constituents to continue sending in their signed petitions. Getting a garden feel THE fragrance and feel of the plants in the special ‘Sensory Garden’ at the Rhododendron Gardens recently gave some vision-impaired visitors an amazing spring experience. The group made their way along rows of fragrant and tactile plants, smelling and feeling lavender, jasmine, lemon verbena, rosemary, mountain pepperberry, woolly bush, native mint, giant honey flower bush and many more. Group member Janine Lord said it
was an incredible walk. “We at Blind Sports really appreciate and enjoy experiencing nature in parks and gardens,” she said. “Thanks to the helpful Parks Victoria staff, we had the chance to discover the smells and textures of a wonderful variety of plants. “I especially loved the feel of the woolly bush, and the scent of the lemon verbena.” The Sensory Garden was first planted in 2008 and has been continually
expanding and evolving since then. It now has around 100 plants which have been chosen for their strong scents and interesting textures. The garden has been designed to be accessible to all ages and levels of mobility and is very popular with children for its variety of scented plants. Parks Victoria Horticultural Ranger Tex Moon, who accompanied the group, said it was a fantastic initiative. “We want people to come and smell the flowers, feel the foliage, listen to
nature and discover the beauty and diversity of plants,” Tex said. “Getting up close and personal to nature in this way makes people feel good both physically and mentally, and it’s a great example of our Healthy Parks Healthy People philosophy.” The group’s visit was organised through the Walk in the Park Program, a community partnership program between Parks Victoria and Blind Sports Victoria.

DANDENONG Ranges’ communities on Friday, 11 November, stopped to remember those who had fallen while serving their country. On Remembrance Day 2016, ’Mail’ photographer Greg Carrick and journalist Jodie Symonds attended the Mount Evelyn and Emerald services respectively. Decades have passed, but the ritual of the community service remains the same as a sign of great respect. At the Emerald service, about 100 people attended some, including Emerald SES and RSL members, Emerald Primary School students, shop owners and team members, and the wider community. THE Accountant is an engaging but very messilywritten thriller. CHRISTIAN Wolff (Ben Affleck) is an accountant with high-functioning autism who makes a living correcting the finances of crime organisations, and must go on the run after exposing some shady dealings in a robotics company. THE Accountant excels in its acting and action, but the plot is ridiculous. AS someone who has had personal experience with autism, I was impressed by the film’s accurate portrayal of this condition. THE film never relies on stereotypes of autistics as naive, childlike or robotic. Wolff may be socially withdrawn and direct to the point of occasional tactlessness, but he’s still stable, genuinely emotional and competent - deadly, in fact. AFFLECK delivers a compelling performance of subtle, precise intensity, and really nails the behavioural traits of autism: obsessive focus, affinity for order, certain compulsive acts and vocal rhythms. WOLFF develops a moving bond with accountant Dana Cummings, played by the ever-perky Anna Kendrick, and the film contains poignant flashbacks to Wolff’s strict upbringing. The action is also visceral and well-choreographed. BUT the pacing is limp, and the twists are a mixed bag that nearly sink the film. THERE is one surprising, effective twist about Wolff’s connection to a certain secondary antagonist, but the twist involving the US Agents hunting Wolff serves to render that entire sub-plot irrelevant. THE Accountant has some satisfying parts, but it’s ultimately a weak, convoluted whole. - Seth Lukas Hynes

The Panthers started the day needing 290 to take the points from Ferntree Gully’s grasp. The Blues snared the first four wickets with only 62 runs on the board before skipper Monto Perera (40) joined Morris to get the score to 135. Losing their sixth wicket at 179, Morris then shared an unbroken partnership with wicket-keeper James Tate (65 not out). Tate took full-toll of the Ferntree Gully line-up, outscoring his more-experienced partner. Finishing the day on 124 not out, Morris showed he has lost none of his hunger for runs. The Panthers are now eyeing off a top-four spot, while the unfortunate Blues are languishing at the bottom of the ladder with Monbulk. In an emphatic performance, Upwey inflicted Belgrave’s first loss of the season. Having made 8/299 last week, the Tigers’ attack took command early on and did not let up on the Magpies. Golf club says goodbye to Kate EMERALD GOLF BISQUE Par was the game of the day at Emerald Golf Course on Saturday. But, more importantly, it was party time after golf, as long-term golf course manager, shining personality and parttime barperson - Kate - was having a send-off party. Most Emerald Golf Club members gathered around their knightly table awash with sponge cake and fruit breads, a spread that was indeed a fitting send-off for Kate as she is due
with her first baby in two weeks. Captain Dean Shannon presented Kate with a cheque from the club towards her growing family, which she accepted graciously and with humble appreciation. Meanwhile, Ross Martin won the day with a Bisque Par score of +11, followed by Ken Sumsion +9, Leigh Morison +9, Jeff Marsh +7, Ken Hill +6 and Peter Clowes on +6. In a gripping Matchplay semi-final, Mark Starick defeated Graham White 4 and 3 to
advance to the Matchplay final against Peter Jones. Dean Shannon won the longest drive on the 11th, Sepp Krummenacher won nearest the pin on the 4th and 7th holes, Leigh Morrison the 12th, Dean Shannon and Ken Hill tied on the 13th, and the Pro pin 18th was won by Jeff Marsh. Next week is a three-man Ambrose event, so all members are encouraged to arrange their teams in what is likely to be another sensational day at Emerald Golf Club.

State of play PERSONAL bests and state times were the order of the day for the Monbulk Marlins, who competed at the Ringwood Long Course Meet on Sunday, 9 October. It was one of the most successful swimming meets in recent years for the club. Ten swimmers attended, they achieved a combined total of 30 personal best times and an incredible eight state times. In addition, three swimmers were less than one second away from achieving state times.
Head coach Michelle was extremely happy with the results. “The coaching team is so proud of our swimmers,” she said. “It was a fantastic day and we’re excited to see all the hard training paying off.” Results: Logan M; 3rd in Boys 12 and Under 200 IM, 2nd in Boys 12 and Under 50 Freestyle and 1st in Boys 12 and Under 50 Backstroke. Monbulk eyes off finals after result MONBULK BOWLS DIVISION 2 - Monbulk v Croydon at Monbulk: won 85-62. After the week’s break, Division 2 had a great result at home against a very competitive Croydon. After a tense battle in the first half, Monbulk pulled away at the end winning 85(16)62(2). Currently sitting in seventh
position but only eight points behind fourth, there is still a big chance of playing in the finals this year. Division 4 - Monbulk v Mooroolbark at Monbulk: lost 75-89. Division 4 had a tough day at home losing by 14 shots to Mooroolbark. Currently sitting in tenth position, the second side is finding
it tough at the moment but there are still plenty of games left to turn the season around. Division 8 - Monbulk v Heatherdale Rec: won 56-14. The Division 8 team continues to be the club's shining light. Continuing their great form, they had a great win by 42 shots.
