Back to the future By Jodie Symonds SILVAN Primary School celebrated its 140th milestone on Friday, 18 November, and staff said the school’s values had not changed. Principal Damian Tirchett said students enjoyed a day of what school would have been like to attend over 100 years ago. “The students dressed up in 'olden-day’ clothes and attended school as if they would 100 or so years ago,” Mr Tirchett said. During the celebrations, there were a range of stalls, an ice-cream truck, a coffee van and a huge range of games and entertainment. Many of the buildings erected in the 1800s still stand today – including the teachers' residence building that has since been redesigned into a home economics room for students. In a document published for the centenary of Silvan Primary School - it stated that in October 1876, the school enrolled 22 students. This year, Silvan Primary School has enrolled 34 students. Integration aide support teacher Margaret Swankie ran the history table, where she showed visitors about what life was like for students and teachers back in the 1800s. Ms Swankie said over the past nine years she had worked for the school, the integrity had not changed. “We’ve only got a small amount of kids which I think is really good because they get more one-on-one

time, but our teachers are fantastic too,” Ms Swankie said. “We’re a very environmentally friendly school; and no matter what our principal Damian does, it is always for the students before anything else.” Meanwhile the school was recently awarded a $9600 grant to upgrade their 'frog bog’. Minister for Education James Merlino was not able to attend the 140th anniversary, due to last-minute commitments, but announced the new funding as part of the School Pride and Sports Fund. The frog bog was built in 1954 as a nature sanctuary and today gives Silvan Primary School students the opportunity to study environmental science and experience biodiversity and sustainability first-hand. The grant will allow new pathways to be built through the frog bog and seeds will be cultivated in the school’s hothouse and replanted. Students will create a photo diary of the frog bog to document its growth. Mr Merlino said the updated frog bog would provide a dynamic learning environment where students were engaged, stimulated and encouraged to be creative thinkers. “It provides a welcome break from the classroom and the new features will build pride in a great school that has been supporting local families for 140 years,” Mr Merlino said.

Principal Damian Tirchett said students enjoyed a day of what school would have been like to attend over 100 years ago. Past students attended and were taken on tours to see how the school had developed. During the celebrations, there were a range of stalls, an ice-cream truck, a coffee van and a huge range of games and entertainment. THE Monbulk Structure Plan community workshop on Thursday, 24 November, is a chance to find out more about the emerging directions of the plan project, according to Yarra Ranges Shire. Issues and opportunities for enhancing Monbulk have been compiled and will be presented to the community along with a draft vision and ideas for development and enhancement in the town. Community feedback will be sought on the options and ideas which will be fed into the Draft Structure Plan. The workshop will include a presentation of: Work undertaken to date; an overview of issues identified in Monbulk; opportunities for improvement on public land; ideas gathered for new development or re-use of vacant sites in the township; and a draft vision for the town and draft options for development or improvement works. Director of Social and Economic Development Ali Wastie said workshop attendees would be provided the opportunity to discuss their feedback on the ideas and options presented, as well as any other ideas in an open discussion. “The forum will be guided by questions from the project team, and all feedback received will inform the next stage of the project,” she said. The final Issues and Opportunities Paper will be provided in December based on feedback obtained at the workshop. Stage 3 of the project will involve preparing the draft structure plan report based on issues and opportunities work undertaken and feedback from the Monbulk community. This draft will be available for the community to review and provide feedback in March-April 2017 before being finalised. The project comprises four stages and will be completed in June 2017. The workshop will be held at the Monbulk Living and Learning Centre on Thursday, 24 November, from 6pm to 8pm. DETECTIVES are hunting for thieves who stole two chainsaws from a Mount Evelyn property last week, and are calling for anyone with information to come forward. Yarra Ranges Crime Investigation Unit (CIU) Detective Sergeant Adrian Berardi said that between 3pm on Thursday, 17 November and noon on 19 November, thieves entered an unlocked shed on McKillop Road in Mount Evelyn. The thieves then stole two Stihl chainsaws, valued at $1250. Anyone with information about the theft is asked to call Crime Stoppers on 1800 333 000 or to file a confidential crime report at www. crimestoppersvic.com.au.

Missing dog dead A LIVER-SPOTTED Dalmatian that has been missing for more than a month has been found dead in a mine shaft in Monbulk. Jenny Clark-Pearman, the owner and Dalmatian breeder of the brown and white dog ‘Georgia’, posted the news on Facebook on Friday 4 November. “It is with a very heavy heart that I let everyone Georgia, the liver know that after a phone spotted Dalmatian. call last night from a young man who, with his mate, came across a mine shaft that contains our beautiful Georgia,” Ms Clark-Pearman wrote. “I cannot imagine what she was doing in that part of Monbulk.” The Mail reported on Thursday 13 October that Ms Clark-Pearman had reported to Monbulk police that Georgia had been stolen. She said Georgia was a house dog and was let out to have a play in the front yard with the cat on Rankins Road, but only the cat returned to the house.

Hills Hub stutters again By Peter Douglas THE stop-starting Hills Hub project has stalled yet again, according to the consultation group entrusted with its development. The hub is highly anticipated within the community but has suffered numerous false starts over the past 12 months due to disagreements over the design. The three groups driving the project are the Hills Hub Advisory Committee, the Emerald Mechanics Institute Committee of Management (EMICOM), and Cardinia Shire. They have struggled to find common ground, in particular over whether to demolish the old hall and construct and new one. The advisory committee comprises the Emerald U3A, the Eastern Dandenong Ranges Project Group (EDRPG) and the Emerald Village Committee. The committee now says EMICOM

has refused to accept the outcome of the recent consultation process, labelling it flawed. The outcome of the consultation favoured demolishing of the old hall. EDRPG member Ian Robins said the latest setback was a huge blow for the community. “Enough is enough,” he said. “To date, all stakeholders in the hub project have tried to accommodate EMICOM’s concerns. But, now, to have them dispute the outcome of community consultation is the last straw.” Movement on the project had looked to improve significantly in late September, with the completion of the community survey that gauged community preferences regarding construction. Four scenarios were put to the community, with Scenario 4 gaining the most support (98 votes), which sup-

ported a ground-floor hall in the new facility. After consultation, an architect was expected to start work on a detailed design, with work slated to start during the first quarter of next year. However, after the latest development, the advisory group says they have written a joint letter to Minister for Industry, Energy and Resources, Lily D’Ambrosio, and requested an intervention. U3A member Mal Bowmaker said it was a last resort. “We are very disappointed to have to take this step,” he said. “But unless we get the project going again, we can see the design process being held up even more and inflation eating into the money set aside for the hub project. “We need EMICOM to be co-operative and to get the project moving again.”

Meanwhile, Emerald Village Committee member Dick Bartley said Cardinia Shire must shoulder some of the blame. “We have been very pleased with the patience and forbearance shown by Cardinia Shire to date,” he said. “However, we are concerned the shire will become frustrated ... and withdraw their funds. “If they do, we would also lose the (federal funds).” Council’s Team Leader Community Development, Tim Cooper, said he was hopeful a resolution could be reached soon. “This is a significant project that will enable community members to easily access a whole range of community and health services at the same location,” he said. “Council understands the frustration felt among those involved in the project, but is hopeful that a suitable

resolution will be achieved through co-operation, collaboration and compromise.” The hub development seeks to unite numerous community services under the one roof, including health and counselling services, an arts space, local tourism and more. The initiative has received multimillion dollar funding promises from federal and local government, as well as funds from the Eastern Dandenong Ranges Group and the Dandenong Ranges Community Bank Group. In June last year, about 100 people attended an information session at the Emerald Hall precinct to provide feedback for the initative. Then Cardinia Shire mayor Leticia Wilmot was confident the hub would address important social, health and economic needs in the east-west corridor of the hills region.

New mayor is back again RANGES Ward’s Cr Brett Owen has been elected unanimously as mayor of Cardinia Shire. After filling the role in 2012, this is the second time Cr Owen will sit at the helm. Cr Owen said he was looking forward to working collaboratively with the new council, particularly on developing a unified vision and clear objectives. “I thank the people of the Ranges Ward who gave me great support,” Cr Owen said. Comment by Peter Douglas OVER the years, I’ve lived in numerous parts of regional and rural Victoria. So, I guess it comes with, at least, some authority when I say that drivers in the Yarra Ranges are among the most impatient in Victoria. Daily, I drive the beautiful, yet winding and dangerous roads in the region due to my daily commute to work. And it never ceases to amaze me how many drivers either tailgate or overtake at dangerous speeds. In fact, this occurs with such regularity I can now pick out the specific vehicles of which I need to be aware. With this in mind, it may come as no surprise I was witness to an almost-horrific crash

recently in the region, one where the driver would consider themselves extremely lucky to have walked away. Not surprisingly, driver impatience was the cause. In ideal driving conditions, along a quiet stretch of road, the traffic had slowed considerably due to a slow-moving vehicle, with this vehicle slowing further as the driver indicated a right turn into a driveway. One driver saw this further slowing in traffic as a chance to overtake. So, coming from about seven deep in a pack of cars, the driver made their move. But, while travelling about 80km/h, the driver clipped the slow-moving, turning vehicle which they had not seen - and spun out of control at high speed. The damaged car eventually

crashed into a ditch. As a journalist, it should be instinct to grab a phone and take photos. But, as a concerned individual, who felt a duty of care, I grabbed my phone and prepared myself to ring triple-zero. Thankfully, the driver emerged from the car and indicated they were fine. Numerous drivers had also stopped and were prepared to offer assistance. I almost wasn’t going to write this, but a letter-writer who shares my exact concerns has inspired me. If nothing else, I wish to impress on readers the Yarra Ranges is full of blind-spots. When driving in the region, please ensure you give yourself plenty of time to react to the unseen.

I HAVE empathy for Lola Diaz’s “near misses” at her property in Belgrave (‘Cars keep dropping in’, Mail, 8 November). However, I think the problem is not so much dangerous roads, as dangerous drivers who do not take the time and patience necessary to traverse these roads. I have recently moved to the Ranges and I am appalled at the recklessness of drivers on these curvy roads. On 15 November, my letter appeared on the comments page in ‘The Age’, expressing my concerns.

Exceeding the speed limit and tailgating are driver behaviours I find a constant problem. And speeding cars crossing double lines into oncoming traffic are especially concerning. All these situations are exacerbated by wet conditions. Everyone needs to feel safe on the roads. The Ranges are a gorgeous place to live. More driver-awareness and responsibility towards others would enhance the overall enjoyment and quality of life in this beautiful part of the world, a sanctuary from the hustle and bustle that is so often part of city living. A sustained school effort By Jodie Symonds THE Patch Primary School has become a leading school in sustainability by winning the 2016 ResourceSmart Schools Award. In Victoria’s largest sustainability awards program, The Patch Primary School was recognised for their innovative sustainability projects. The award was presented on Friday 11 November at the Melbourne Museum, and State Member for Monbulk James Merlino attended The Patch Primary School on Wednesday 16 November to congratulate the school and students on their efforts. “It’s a fantastic achievement that The Patch Primary School can stand head and shoulders with Victoria’s best schools,” Mr Merlino said. Mr Merlino met with The Patch Primary School students Ruby, Gracie, Logan, Darcy and Ted, and Assistant Principal Michelle Rayner. “It’s great to be recognised for this award, because the students and teachers really have worked so hard,” Ms Rayner said. LA TROBE MP Jason Wood and Yarra Ranges Shire’s new mayor, Noel Cliff, were among the dignitaries present to celebrate a successful weed-reduction program. Over the past 12 months, members of the Community Weed Alliance of the Dandenongs (CWAD) have worked diligently to reduce a significant weed problem along the waterways of the Dandenongs. This has included at the Cuckoo Restaurant, which has worked collaboratively with CWAD. Along with Mr Wood and Cr Cliff, 12 members of CWAD enjoyed a buffet lunch at the Cuckoo Restaurant. Cuckoo Restaurant General Manager Emile Nicholas said they were appreciative of the efforts. “Over many months, come rain, hail or shine, this wonderful team presented at the Cuckoo and worked towards weed eradication,” she said. “From the outset, (we’ve) recognised the importance of protecting the fragile eco-environment.” Only one year earlier, CWAD Project Co-ordinator Jane Hollands contacted Ms Nicholas to discuss the issues of noxious weeds, specifically

Mr Nicholas then met with environment expert Darcy Duggan, who eventually coordinated the restaurant’s weedmanagement plan. Mr Duggan conducted an extensive survey, including GPS mapping, before producing an action plan. Meanwhile, Mr Wood thanked the Cuckoo Restaurant for allowing CWAD to help clear the weeds. “There are some very large

properties in the Dandenongs and this is a huge task for any property owner, and the Alliance,” Mr Wood said. CWAD regularly doorknocks and works with property owners along creeklines; as part of the containment strategy to stop the spread of ivy, sycamores and various weeds along streams. With the opportunity for further federal and local government funding assistance, CWAD said they had a five-year plan to realistically contain the spread of weeds.

YARRA Valley photographers Kim Wormald, Greg Carrick and Joy Phillips, come at their craft from very different perspectives, but fuse them together and you have a collection of works that are not only stunningly beautiful, but innovative, creative and exciting. ‘Fusion - Nature Through the Lens’ opened at Mont De Lancey Historic Homestead in Wandin on Saturday, 12 November. The artists have taken inspiration from the natural world around them. Kim is an award-winning, ethical bird photographer, producing pure images of birds in their natural habitat that highlight the detail of their plumage and personalities. Listed in the International Who’s Who of Nature Photographers, her images have

received multiple national and international awards. “I love the fine detail that can be savoured in high definition images,” Kim said. That detail is exemplified not only in the intricate feather patterns, but in details as fine as a glint in the eye or tiny hairs and a thread of saliva, gleaming in the light, between open beak of an eagle. Greg’s works are about transforming life photos into evocative memories. Many have found their genesis in the 2009 bushfires, others draw their inspiration from childhood experiences, such as bathing boxes along the beach. “It’s about capturing memories, looking back and creating a more one-dimensional work that reflects your memory of a place in time,” Greg said of those particular works. Joy combines both natural photography and manipulated

pieces to create artworks with a story. A number of the works in the Fusion exhibition are from her Kaleidescope series, creating an abstract image of colour and shape, often the unexpected and delightful product of happenstance. A photo of a tree branch taken at night becomes ‘Desert Portal’, a mushroom is inspiration for ‘Luminstool’, both evocative pieces with equally evocative and intriguing stories that invite you to create your own story around the images. All the works are framed and available for sale. The exhibition runs until Sunday, 11 December, Wednesday to Sunday between 10am and 4pm. Phone 5964 2088. REVIEW OF MAYOR AND COUNCILLOR ALLOWANCES Council is required to review the level of Councillor and Mayoral allowances payable and wishes to seek community input into setting these allowances.

The range of allowances payable is set by the State Government and Council is only able to amend the allowances in the future if the Minister for Local Government undertakes a review of the categories of Councils and amends these or otherwise increases the levels payable.
