POLICIES WILL HEAT AN ALREADY BOILING MARKET HOME BUYERS
GUIDE MAT SUCKLING DIRECTOR OF RMS HOMES Ideally, I would have begun my first formal guide like this; the hows, whys, whats, wheres and whos of home buying! Considering the issues facing home buyers, I believe it pertinent to discuss some other topics which are affecting home buyers. Affordability. It is the enemy of first, second, and third home buyers. Most people across Melbourne are finding their money is getting them less than what it used to. In order to assist those struggling to save enough for deposits lobby groups, consumer groups and government representatives are considering possible solutions to the ‘affordability crisis’. I believe the responses from government are reactionary and not well thought through. To be honest, I think they will continue to heat an already boiling market. I will explain why they are not only ineffective, but also dangerous to the economy. Stamp duty – as of 1 July, all first home buyers, whether buying an established home or a house and land package (to the value of $600,000) will not have to pay stamp duty. Previously, first home buyers received a 50 per cent reduction. The excitement generated has led to some of our competitors using it as motivation in their latest marketing. Less stamp duty equals less upfront costs for a home buyer; that has to be good, right? I believe it will continue to drive up prices, especially land prices. The basic rules of economics are; - When supply is high – demand is low (in this case, prices go down).
- When supply is low – demand is high (in this case, prices go up). This stamp duty policy is going to encourage developers to raise land prices, not drop them, as demand for land is going to surge beyond its already ridiculous levels. Anyone who has been shopping for affordable land across Melbourne is finding it difficult, with most blocks having title dates of mid to late 2018! With wage growth not matching inflation, the issue of serviceability becomes an issue when land prices are increasing at the rate they are currently. What is the point of buying a block of land at X dollars, when you won’t be able to afford the house you want due to banks’ serviceability requirements! Home start finance initiatives (government sponsored lending programs) have been a successful option for low deposit home buyers in both South Australia and Western Australia. They provide people wanting to buy a home who have the capacity to service the repayments an opportunity to purchase via sharing an equity stake with the buyer. In order to be successful these programs rely heavily on the property value increasing, allowing the government sponsored program to recoup their monies at a profit when the home is sold. The buyer also pays a portion of their home loan repayment in interest to the government sponsored lender. I can hear many of you say “With the expenses I have, it is so hard to save a deposit. Mat, you are supposed to help us home buyers, why are you so negative when it comes to a program such as this?” There are two things we need to observe about Western Australia and South Australia. Both economies are in need of a kick start – unemployment in South Australia is high, and Western Australia is still recovering from the end of the mining boom. House prices in Western Australia have actually gone down in the past 18
months, leading it to become the most affordable state for first home buyers! The risk of the property market heating in these states is low – these initiatives stimulate the construction and development economy. We don’t have these issues in Melbourne. And like the stamp duty exemption, such a government incentivised program will only encourage developers to raise prices if more people are able to purchase property! The global financial crisis that started in America was caused by two things; 1. Government sponsored lending programs; and 2. Reckless bank policies which allowed low income earners with zero deposits to buy houses they couldn’t afford. The interference of government on financial policy creates more harm than good. It encourages developers to be greedy. Unfortunately, it is often that the underprivileged are misled and taken advantage of. Not everyone can afford mortgage repayments, whether it is due to existing credit circumstances or current work situation (part-time, casual or made redundant). There is a minimum standard that must be adhered to before a home buyer can be eligible to purchase a home. At RMS, we call it being financially fit. Via our numerous home buyer programs, we support all types of buyers from all types of circumstances get in a position where they become financially ‘fit’ to meet the demands of the lending requirements. So, after all that doom and gloom, do I have a solution to the affordability problem? 1. The first home owners grant and stamp duty concessions should be means tested. The degree to which buyers are eligible for these grants and concessions should be tested on a case by case basis. It is unfair and a waste of tax payer dollars for someone who already has a sizeable deposit (more than 10 per cent or has the
capacity via mum and dad) to receive the same concession as someone who has a five per cent deposit. 2. Place rules on developers pre-releasing land, and price cap land lots in greenfield land estates. Developers can’t pre-release stock quick enough to the market. Some estates are requiring depositors to register for ballots that may get them a block of land that is over 12 months away from title! Anyone lucky enough to receive a block avoids the dreaded ballot for the next stage, where usually prices will continue to rise only to live 50 metres down the road from the first release of land. This is driven by expression of interest and the amount of registered buyers. The scarcity of land availability driven by demand will only continue to drive prices up. If developers are required to release the bulk of their land within a certain timeframe when titles are due, we will see more stock on the market which will ideally give buyers freedom of choice. This freedom of choice will cool demand (as a result of a greater supply) and provide price relief for buyers looking for house and land packages. 3. Make building easier! Governments make it hard for developers to subdivide land, and for builders to build on land. The regulations and codes that must be followed and adhered to slow land releases and building approvals. It has never been harder to buy and build homes. The government (both local, state and federal) can incentivise buyers by making the development and building process easier – deregulate! This will allow quicker land releases, quicker building approvals, and less holding costs for both developers, builders and buyers. The only firms that get rich from lag times are government departments and banks! 12348651-PB15-17
