OFFICER is hot. Just ask Peter Nicholls, head of marketing firm KR Peters. Mr Nicholls said he can’t get enough land on his books to satisfy buyer demand. “Officer has come of age and all of a sudden it’s a hot spot,” Mr Nicholls said. Mr Nicholls has such confidence in the future of Officer that he has opened an office in the town’s old post office. “We’re getting a lot of people walking in off the street and a lot of people buying off the internet,” he explained. Established homes are also selling like hot cakes. A recent open for inspection attracted 39 parties resulting in a record price for the vendor. Mr Nicholls said Officer had the advantage of being right next to the Monash Freeway, was within easy distance of Beaconsfield and Berwick while also retaining a country feel. “Everyone knows there is massive infrastructure coming in terms of schools and transport. There is a good feel to the place. We’re excited.” The roll-out of community infrastructure has already begun. In March Cardinia Shire opened a new recreation facility at Heatherbrae Recreation Reserve. The facility completes the final piece of the reserve’s development.
Cardinia mayor Brett Owen said the new $2.75 million pavilion would provide much greater comfort for the many players and spectators who use the reserve. The building provides new change rooms, umpires’ rooms social and storage spaces in both the netball and main pavilions. The main pavilion also includes kitchen, office, umpires’ room, gym, meeting and storage spaces and the netball pavilion includes an office space. Heatherbrae Recreation Reserve now has a full suite of sporting facilities including football and cricket ovals with flood lights, two netball courts, two cricket nets, a half-court basketball court and a tennis hit-up wall, plus car parking and a wetlands area. The reserve also features local artist Mark Bernard’s public artwork ‘Cow Over the Moon’ on a public outdoor ping pong table. The concept behind this piece references the renowned dairy farm ‘Heatherbrae herd’ once occupying the site. In April, Cardinia Shire Council’s $2.7 million Arena Child and Family Centre was officially opened for businesses. “Arena Child and Family Centre is much more than just a childcare centre - it provides a hub for families and young children to connect and grow together, enjoy social contact, access support and expertise, and take part in a wide range of programs and activities,”
Cr Owen said. Arena Child and Family Centre provides maternal and child health, pre-kindergarten, kindergarten and extended after-care services all in one centre. The facility includes community spaces suitable for play groups, parenting programs and activities, consulting rooms, staff and meeting rooms, and additional services such as early intervention and family counselling. One of Officer’s longest established gems is D’Angelo Estate Vineyard. Perched on a hill just off the Princes Highway, D’Angelo’s produces its own wines and also offers a fabulous cellar door and casual dining experience for those who love tapas and wood-fired pizza. The D’Angelo family has been involved in the Officer community for many years. Benny D’Angelo and his family bought 10 acres of land in Officer, facing Western Port, in September 1999. In January 2000 Benny planted 10 acres of vines and in 2013 opened a cellar door. The topography of Officer makes an excellent site for growing cool climate varieties such as pinot noir, chardonnay, sauvignon blanc and shiraz. Winery manager Lauren said the D’Angelo family and their staff welcomed the development boom in Officer with “open arms”.
“Who else can say they have a winery in their backyard,” she said. Lauren said the winery was extremely popular with locals, created jobs and brought tourists to the area. The family has now branched out into the landscaping business, with Dominico D’Angelo operating D’Angelo Excavation and Landscaping Services. One of the estates located in the heart of Officer is Arcadia, which features 1700 blocks spread across 28 stages. More than 250 houses have been built, or are under construction and on completion, Arcadia will be home to more than 5000 people. Satterley Property Group general manager for Victoria and Queensland, Jack Hoffmann said: “Having four schools on site and 13 hectares of parkland and nature reserves made the master-planned community a popular choice among families.” “Not many estates in the south-east of Melbourne can boast four schools, giving families a depth of education choices from Prep to VCE. We’re very lucky to have quality schools like Officer Secondary College on our doorstep.” Mr Hoffmann said work had also commenced on a $1 million, one-hectare park will feature play equipment, barbecue facilities, open green spaces, in-built seating and free wifi.

HUSBAND AND WIFE’S BUILDING EMPIRE RAWDON Hill sales consultant Jillian Craig tells a delightful story about her boss Geoff Hardie, the owner and founder of the company which has been building homes in the south-east for more than 40 years. Jillian was showing potential buyers a Rawdon Hill spec home. As they walked towards the front door they spotted a man working in the garden. “The buyers said ‘we don’t want to interrupt the gardener.’ I said that’s not the gardener, it’s the owner of the company,” said Jillian, laughing. “Those buyers were so impressed.” “I’m not an office person,” chipped in Geoff, clearly amused by the anecdote. Since 1976, Geoff and his wife Sue have overseen the construction of more than 6000 homes throughout the south-east under the Rawdon Hill banner. The company was named after the Dandenong North street in which Sue and Geoff bought their first home. “We had a different name picked out but it was taken so our accountant took it upon himself to pick the name. I have to spell it customers all the time,” Geoff said. Originally from New Zealand, Sue and Geoff came to Australia for an 18 month working holiday in the ’70s. Despite having no qualifications, Geoff got a job in the building industry. “In those days it was easy to become a builder, you didn’t need a licence or anything. We built our first place in Cranbourne in 1976 and we have really gone from there.” He chuckles as he recounts the
difference in buyer expectations in the 1970s compared to now. “People wanted 10 squares, three bedrooms, one bathroom and no garages. Garages were an extra. “We sold that place (in Cranbourne) for $27,500 and still made a profit,” he added, laughing. “Today stamp duty costs more than that.” Geoff has also seen buyer expectations ratchet up decade by decade. “It amazes me. There is a lot of talk at the moment about first home buyers struggling to get into places but when they stop and think about it they want everything in the house, that’s why it costs so much. “Our first house we had we didn’t have carpet on the floors just bare boards because we couldn’t afford it at the time.” Geoff is also amazed by the speed of the growth that continues to transform the City of Casey and neighbouring Cardinia. “Oh yes, that has surprised me. “I have seen it developing over the years, but I didn’t think it would develop as quickly as it has.” In its early days Rawdon Hill was only allowed to build three houses per year. Today the company builds 150 homes a year. At its peak more than 300 families each year were handed the keys to their new Rawdon Hill home. “We pride ourselves on the fact when we finish a house we are prepared to live in it ourselves,” Geoff said. Geoff and Sue, who is the company

Jillian Craig, who joined Rawdon Hill nine years ago, agrees. “I say to people all the time, it’s a family business and it really is. It’s lovely. You feel like you are part of the family,” she said. “Geoff knows what is going on in the company all the time.” Today Geoff has scaled back his involvement, confining himself to site inspections before projects start. He also dabbles in unit development “not as a business but because I enjoy it”. He said Sue is “trying to get me to retire”. The couple are “impulsive travellers” and enjoy spending time with their grandchildren, who are five and seven. On Wednesday afternoons Geoff can be found on the golf course working

I do little projects myself within the company structure, unit projects and that sort of thing.” Near the Rawdon Hill sales office in Berwick Waters, is a half completed house by collapsed builder Watersun Homes. In contrast, Rawdon Hill continues on a sure financial footing four decades from its humble beginnings in Scott Street, Cranbourne. Geoff maintains the secret to Rawdon Hill’s success is simple. “Just be nice,” he said, smiling. “A hands-on approach also helps. “I’ve had no regrets over the 40 years, that’s for sure.” For sales enquiries contact 9702 4477.
