Endeavour Hills actress Laura Rigon with her first acting award. 169004 She said moving from suburban Endeavour Hills to bustling LA was a culture shock. “LA is massive,” she said. “The traffic is 1000 times worse than Melbourne. “You find yourself in a place where you believe anything can happen. “You can be studying scripts one night, to a couple of nights later being at a mansion party. “It’s the place of dreams. “I’ve made a few friends over there. A few have just finished own Netflix series. “It kind of solidifies in your mind that anything is possible. “You see people working really hard for what

they want and making it for themselves. I try to keep realistic goals. “I would love to be a professionally-paid working actor on television in America. “I think television is more consistent, and you have more chance to tell your story and more character arc to play with.” She admires series like Riverdale, Jessica Jones, The OA and Stranger Things - “those types of television shows that have more depth to them” and are “thought-provoking that can also potentially inspire people to do better for themselves”. In terms of role models, Laura said she’d followed the progress of Krysten Ritter and Margot Robbie and hoped to replicate their success.

Ritter first captured attention with a minor role in Gilmore Girls and has since starred in several shows. Aussie Robbie launched from Neighbours to feature films. “I’ve watched them for God only knows how many years,” Laura said. “You can really see how much work they’ve put into their careers. “I love seeing actors work their butt off.” Ahead of her move, Laura has been working her butt off to perfect her American accent with well-known coach Amy Chaffee. “I like to think it’s pretty good - time will tell,” she laughed.

An international film award has further convinced Laura Rigon that with hard work, she’ll achieve her dreams. The Endeavour Hills actress won the Best Supporting Actress honour at the Nice International Filmmaker Festival of World Cinema in May for her role in Somewhere Over That Rainbow. “I’m still gobsmacked,” she said. The movie followed the journeys of six young people searching for acceptance and freedom. It highlights the harsh realities of what bullying, low self-esteem and hate can do, but aims to prove that love wins. “My character was the role of Summer,” she said. “She was a lesbian. Her parents didn’t accept her. They thought it was a phase. “They all find each other and find a way to find acceptance and happiness.” It was the 21-year-old’s first role in a feature film and her first acting award. She’s hopeful the nod will help to secure a visa, so she can work in Los Angeles in America next year, after she wraps up a diploma of entertainment business management. Laura already has a stint in LA under her belt. She moved to Hollywood after finishing high school at Gleneagles Secondary College and completed The Australian Film and Television Academy’s (TAFTA) LA intensive “which was eyeopening and crazy”. “You meet industry professionals like you’re in the business,” she said. “It’s a really great way to get a foot in the door.” Laura’s parents enrolled her in children’s theatre when she was six years old to help her overcome shyness, and she joined TAFTA at age 12. “I found I really enjoyed meeting new people, working with industry professionals,” she said. “I started doing things like short films, which really helped with getting on-set.” A yearning to be around fellow creatives is driving Laura’s move to LA. “In Los Angeles, everywhere is a set,” she said. “You will see people filming literally everywhere. “Everyone over there has some sort of part in the industry. “Meeting people on the street, everyone is someone to network with, someone to collaborate with and someone who understands where you’re at. “I find in Australia not everyone understands my chosen career path. “I struggle with that a little bit.”

City suffers crime surge new stats have revealed By Casey Neill and Victoria Stone-Meadows Crime in Casey is on the rise - at a rate more than three times the state-wide increase. The Crime Statistics Agency released its recorded crime statistics for Victoria for the year to 31 March on Thursday 15 June. Overall crime jumped 12.8 per cent in Casey compared to the previous 12 months - that’s an increase of 10.3 per cent per 100,000 people. The state increase was 4 per cent overall and 2.5 per cent per 100,000 people. Endeavour Hills bucked the trend in Casey with a 1.3 per cent overall drop in crime, from 1644 offences to 1623. In Doveton there was an 11 per cent increase, from 1619 offences to 1797.

Hallam registered a 23.6 per cent jump, from 1100 to 1360. Theft and criminal damage were the most common offences in the suburb. Across Casey, the biggest increase was in dangerous driving offences. In the year to March last year Casey recorded 21 dangerous driving offences, compared to 49 in the following 12 months - a 133 per cent jump. Aggravated burglaries increased from 267 instances to 358, and thefts of and from cars rose by 25 per cent and 34 per cent respectively. Graffiti in the City of Casey dropped 25 cent from 111 to 84. There was a 35 per cent increase in common assaults and an almost 70 per cent rise in people throwing objects and endangering others.

There was a significant drop in harassment offences, from 217 to 93. Drug dealing and trafficking in Casey fell 20 per cent while drug cultivation and manufacture dropped almost 30 per cent. However, people being caught with illicit drugs in their possession remained steady, with 984 offences for the year to 31 March. The figures showed 156 fewer people processed for breaching court imposed intervention orders, a 60 per cent drop. Similarly, there were 216 fewer cases of people breaching their bail conditions, a 58 per cent decrease. Police were unavailable to comment on the latest crime figures.

In Brief Police dodge shooting claims Police have reached no conclusions about last month’s fatal shooting in Keysborough. Media speculation has been rife about the possibility of mistaken identity and bikie involvement in the Church Road incident on Tuesday 2 May. In response, Homicide Squad Detective Senior Sergeant Julian Horan told the Journal: “It’s an ongoing investigation and we’re exploring all avenues and all potential motives.” Muhammed Yucel, 22, suffered a gunshot to the chest and died at the scene. Two other Keysborough men, aged 23 and 22, were shot in the arm and leg respectively and taken to hospital in a stable condition. Anyone who has information about the shooting should call Crime Stoppers on 1800 333 000 or submit a confidential report at www.crimestoppersvic.com.au.

Right royal speeding Police caught two drivers allegedly speeding at more than 30 kilometres over the limit in Hallam on the long weekend. Casey Highway Patrol members intercepted one driver traveling at 122km/h on the Princes Highway in Hallam - an 80km/h zone - on the Queen’s Birthday weekend. A short time later, they stopped a second driver they detected at 111km/h in the same zone. The intercepts were part of Operation Regal, a state-wide focus on road user behaviour and awareness around the importance of drivers taking responsibility for their own actions on the road. Police targeted the main causes of fatalities and serious injuries, including speeding, driver distraction, drivers not wearing their seatbelt, fatigue, and drink and drug drivers.

Best on silver screen Dandenong’s Drum Theatre will screen awardwinning short films straight from the St Kilda Film Festival. Australia’s oldest publicly-owned film festival ended on 27 May, but is hitting the road on an eight-week tour. It will conclude at the Drum on Friday 25 August. Two programs will screen at each destination the Award Winners program, showcasing films voted the best in their category at the closing night ceremony, and the Director’s Choice program handpicked by festival director Paul Harris. The St Kilda Film Festival is an Academy Awards qualifying event, with the winners of this year’s Best Short Film and Best Documentary now eligible for consideration in the Oscars short film and Oscars documentary shorts award categories. Letter by letter Wallara delivers on students’ literacy By Casey Neill Australia Post workers are helping Dandenong charity Wallara to boost literacy levels. Dandenong Delivery Centre delivery manager Brian Duggan said they were looking to get more involved in the community and one postie had a bright idea. Warwick James delivers to Wallara, a support service for adults with disabilities, and thought there might be an opportunity to reach out. Admin officer Carol McGrath suggested writ-

ing postcards and the Wallara literacy program thought the project was a perfect fit. Australia Post welcomed the students to the Nathan Road delivery hub on Tuesday 6 June for a tour and barbecue. More than 1000 employees work at the site, which processes more than five million articles each day. Wallara’s Karen Scholey said the crew couldn’t believe how big the facility was and how many people worked there. “They didn’t realise how much work was in-

volved in getting people’s letters delivered,” she said. “The big standout was how friendly the AusPost team was - and they want to know when we’re taking them back! “I really can’t thank the AusPost team enough for wanting to learn more about Wallara and how they can get involved and help make a difference. “They really did give our clients a day to remember and we look forward to working with them to see how we can open up more opportunities.”

Changes welcomed By Casey Neill

By Casey Neill

Hallam firefighters say fire service reforms are good news for paid and volunteer members and the community. Hallam Fire Brigade senior station officer Stephen Keating contacted the Journal because he was fed up with negative commentary surrounding the reforms announced last month. Paid CFA members and 450 new career firefighters will join with the Metropolitan Fire Brigade (MFB) to become Fire Rescue Victoria (FRV), leaving the CFA as a solely volunteer organisation. The move was tied to a years-long ongoing dispute between the United Firefighters Union and CFA over an enterprise bargaining agreement. “Hallam CFA will still exist, and it will exist as a fully volunteer group,” Mr Keating said. “But they’ll work out of and co-locate with the FRV station here. “There’ll be very little change to the way we do business now.” He joined the CFA staff in 1995 when Hallam was responding to 600 calls a year. “This year we’ll nearly do 2000,” he said. “We now service 72,000 people in our response area. “We’re still on the back foot as far as staffing on our trucks compared to metropolitan Melbourne. “In metro Melbourne the same truck we’ve got out here would have four people on it as a minimum. “Ours carries three.” Hallam sometimes receives support from staff stations and at other times volunteers lend a hand. “It’s not always clear the amount of people who we’ve got coming,” Mr Keating said. “We can end up in some situations where we’ve got to do a bit more work than usual with our supporting brigade not arriving in a timely fashion. “The safety of the fire crews will be improved with new changes to the system. “And we’re going to see a lot more focus for the CFA on engaging volunteers. “They’re not going to be working on industrial matters and managing staff training and managing staff rostering.”

Hallam Fire Brigade's Stephen Keating. 169551 Mr Keating said the presumptive legislation for all firefighters was another benefit of the legislation. “There’s some 12 recognised cancers that firefighters are deemed to be susceptible to,” he said. “What people have to go through, worrying

INJURY COMPENSATION

about coverage, demonstrating where they got it from - that won’t have to happen anymore.” Mr Keating said everyone still had questions. “But we’re comfortable with the discussions that the Minister and CFA have had with us, that there’ll be an appropriate working party to nut out all of the working machinations or procedures.”

Greater Dandenong councillors voted down a “pre-emptive” motion to express concern about CFA reforms. At the Tuesday 13 June meeting, former Keysborough CFA volunteer Cr Tim Dark proposed that the council write to all local brigades, Volunteer Fire Brigades Victoria (VFBV), United Firefighters Union of Australia (UFU), local MPs, and Victorian ministers and shadow ministers to indicate strong support for volunteers. Matthew Kirwan was the motion’s only other supporter. “I am concerned that the legislation and the likely outcomes of the review are ambiguous and may lead to the inability of volunteers to successfully operate in integrated stations,” he said. He said he also worried about the continuing existence of volunteer stations like Noble Park and Keysborough. “I think it appropriate that we send a clear message to the State Government that we have concerns about how volunteer firefighters are protected by this legislation and proposed review,” he said. Cr Roz Blades opposed the motion because “it goes without saying that this council supports its volunteers”. “I think the way to do this is to have a discussion or meeting with our local member of parliament,” she said “I think this preamble is entirely political. “I don’t think this notice of motion is necessary.” Cr Sean O’Reilly said: “I think if the council is seeking more clarity on the changes I think that’s fair.” But he said the motion as worded “seems to be favouring volunteers over paid firefighters”. “I think the motion is too pre-emptive.”

School plan ‘rotten fruit’ A Casey councillor has described the Building Respectful Relationships curriculum in Victorian schools as fostering “paedophilic sexualisation” of children under the guise of anti-bullying. Cr Rosalie Crestani told a council meeting on 6 June that the anti-family violence program stemmed from the “same rotten fruit” as the Safe Schools program that the council objected to last year. It should be scrapped and replaced with “bloody good commonsense”, she said. “We just want to protect our kids. “It’s truly up to our parents to parent, and our education system should respect that.” Cr Crestani cited a parent who had withdrawn her blind daughter from a school that allowed a “boy in a skirt” to use the same toilets, as well as a teacher who refused to take part in Safe Schools’ “lewd material”.

The teacher had said she’d rather be fired than teach the “sleazy drivel” such as porn to her students, Cr Crestani said. She also cited a police officer in Casey and Greater Dandenong who claimed cultural norms, rather than alcohol, was the major driver of family violence. “There’s some cultures that are extremely violent, in her words,” Cr Crestani said. “There are some cultures that accept and view it as normal.” Cr Crestani successfully moved for Casey to re-commit to lobbying against the program, and to convene a forum of stakeholders to consider the “premature sexualisation” of young people and the “sexual political agenda” behind the program. A similar Casey-led forum was abandoned last year due to a lack of interest, according to a council report. After a query from Cr Tim Jackson, Cr Crestani said she would invite an LGBTI community mem-

ber as part of the forum. The $21.8 million Building Respectful Relationships curriculum was described by the State Government as a whole-of-school approach to ending the cycle of family violence. It included “age-appropriate” resources for learning social skills and applying them to relationships. “This is about teaching our kids to treat everyone with respect and dignity so we can start the cultural change we need in our society to end the scourge of family violence,” Education Minister James Merlino said at the time. Cr Amanda Stapledon said the program was a form of “grooming” that sexualised children “way beyond their minds”. She said children at that age didn’t know what sexuality they were, and were being taught that transgenders were a “stolen generation”. Currently 10 secondary schools in Casey have implemented the curriculum in some way, the report stated.

Awards flow in for Norden’s accessible body of work By Casey Neill Dandenong’s Norden Body Works is celebrating winning two auto industry awards. It took home the Best Aftermarket and Retail Business (Large) and Best General Member Business (Large) titles at the Victorian Automobile Chamber of Commerce (VACC) Industry Awards ceremony at Melbourne’s Crown Palladium on 20 May. Norden founder Ron Anson was unable to attend, but his son Robert and grandsons Ryan and Aaron represented the business, which specialises in wheelchair vehicle conversions, hydraulic fitting equipment and RV parts. “It’s great to be recognised for our continued service and commitment to the industry and the disabled community,” Robert said. “The awards also recognise our continued improvement in service and our commitment to our staff, suppliers, clients and the community.

Dandenong’s migrant population could be behind its place in Australia’s top 10 hot spots for dole bludgers who skip job interviews. Human Services Minister Alan Tudge released figures on Tuesday 13 June that ranked Dandenong 10th in the country for welfare recipients who consistently failed to attend appointments or job interviews in the past year. “We believe that in some locations a culture might develop where people deliberately flout the welfare system,” he said. Across the 10 areas, 2241 people failed to turn up to five or more appointments. Greater Dandenong Mayor Jim Memeti said Dandenong was a very multicultural community with a lot of new migrants. “English isn’t their first language so I guess, I would think if they did miss their appointments it would be a misunderstanding,” he said. “I do know that the people who are on the dole need that money to live or else they wouldn’t be able to live. “There are people out there looking for jobs.” Cr Memeti said he recently made an appointment with a man who turned up the following day, and he’d met many others who struggled to read complex forms. Mr Tudge told journalists at Parliament House in Canberra on Tuesday 13 June that Australia’s strong social security safety net came with obligations for able people. “There are obligations to look for work, to turn up to the job interviews, and to accept work when it becomes available,” he said. “There are about 100,000 people who consistently and repeatedly fail to turn up to the appointments, fail to turn up to the job interviews and do not accept jobs when they are available.”

13 June 1967 Swift action on crossing problem Less than 48 hours after a meeting at Beaconsfield to discuss the manning of school crossings, a letter was received from school correspondent Mr Jim Parkes from Mr Ian Cathie MLC stating he had taken action. Mr Cathie’s note was to state he had been in touch with the Traffic Commission and the Police Department. He promised further information as it came to hand. Mr Cathie attended the meeting last Wednesday night convened by the school committee and presided over by Mr C Wilson. The meeting decided to support the move of the Victorian Federation of Mothers Clubs and Victorian Council of School Organisations to have school crossings manned by paid officials.

Will you help to send a soldier something to smoke? It will provide 50 cigarettes, 2ozs tobacco and some matches for some lonely soldier. He will thank you for the gift on the addressed post card which will be enclosed in the parcel. Pay in your 1/- at any savings bank post office or bank and fill in your name and address on the collections list there. You may also state the particular regiment or other unit you wish to benefit. The bank will forward the amount free of exchange. Every penny subscribed will be spent on tobacco, cigarettes etcetera - nothing is deducted for expenses.

It was considered unfair that crossings such as existed on Princes Highway at Beaconsfield should be under care of teachers, parents or children. Until the attitude of State Departments is known, the meeting decided to ask support of Berwick Shire Council in appointing a traffic officer to control the crossing. The head teacher, Mr G Winter, said that for years members of the school staff had helped to supervise the crossing where there had been no accident in 16 years.

20 years ago 16 June 1997 Straddle a saddle A world record bid to put “bums in saddles” will help raise awareness and funds for Riding for the Disabled. Celebrities, sporting identities and some of Australia’s top equestrians will lead the

charity group’s quest to get more than 50,000 people into the saddle on 2 to 3 August. This record will be attempted at Caulfield Racecourse where a challenge fee of $10 each person will help Riding for the Disabled provide more than 5000 people a year with recreation sport and therapy.

5 years ago 18 June 2012 $6m for giant screen A Federation Square-style big screen is set to come to Dandenong after a $6 million federal grant was announced this week. The screen will be part of a civic square that is expected to host crowds of up to 2500 for special telecasts such as World Cup matches. It was stated the project was important for Melbourne’s ’second city’ which was expected to grow from 140,000 to 210,000 residents in the next 20 years.

Property’s home to strong growth I started working for Stockdale and Leggo in 1981 as a salesperson. I was head-hunted from another real estate agent after five years of successful sales. I can remember being stunned by the amount of frantic selling activity in those days. Dandenong was considered a large, booming area on the outskirts of suburbia. The saleyards still existed on Cheltenham Road, and Lonsdale Street was known as the Golden Mile with thriving local business. In 1987, I was given the opportunity purchase the local franchise and I did, primarily due to my confidence in the area. The decade of the ’80s saw the area boom with the construction of the Plaza shopping centre and the development of the saleyards. The real estate market took off with prices doubling in a few years. In the early ’80s I can remember the average price for a modern brick veneer was $35,000 and

land in Endeavour Hills was selling for $13,000. Unfortunately the “recession we had to have” that started in 1989 and continued until 1996 had a huge impact on the local area. Companies such as GMH, Heinz and International Harvester closed down their local plants, which caused a large spike in unemployment. With interest rates reaching 17 per cent and a general lack of confidence, prices dropped by 30 per cent. This had a devastating effect on the local economy with many local businesses closing down.

The business district became a ghost town, with many vacant shops and offices. Fortunately the State Government planned on a massive injection of capital for new infrastructure. Vic Urban were given the task to design and implement the plan designed to encourage development. Although some mistakes were made, this long-term plan did have the effect of changing public perspective and attracting strong interest from investors and home buyers. With low interest rates, population growth and development opportunities there has been strong capital growth in the last decade. Compared to other growth areas, Dandenong has the distinct advantage of easy access to transport and major arterials. In recent years there has been a massive increase in residential and commercial development. The large industrial area in Dandenong South is now extremely popular and is complemented by many factories in the area and serviced by a combination of EastLink and other major arterials.

Residential areas such as West and South Dandenong, which were once considered as cheaper and less desirable, are going through an ongoing transformation with many new homes being built. The central business district has also changed dramatically, with many new government buildings being constructed or refurbished. There has been less private development in the central area primarily due to a government infrastructure levy. Hopefully the council can address this issue in the near future. Other local issues such as more car parking and easier vehicle access should be acted upon. Looking towards the future I believe there are strong reasons to be confident in the area. With many development projects planned in the next decade I can foresee the Greater Dandenong area being totally transformed. This can only continue its popularity and potential capital gain.

It’s none of our business but… Could Palm Plaza be better used? Greater Dandenong Councillor Matthew Kirwan thinks so. He suggested market days with stalls could activate the space at the Tuesday 13 June council meeting. But corporate services director Mick Jaensch pointed out that such an event could hurt the area’s permanent traders and would likely detract from Dandenong Market, too. Cr Kirwan said the space between Clow and Walker streets attracted antisocial behaviour. Council business group manager Paul Kearsley said he wouldn’t support additional retail activity as retailers in Dandenong were already doing it tough, but there were other opportunities to activate the space. “We have to aim, over the next three to five years, to encourage apartment living,” he said. “If we intensify people in the centre, that will bring activation.” In terms of events, “we are always investigating an option for some sort of food truck offer”. “But we have to be mindful ... there’s only a certain number of people to go around,” he said. Mayor Jim Memeti recalled a car exhibition in the space and suggested a similar event could be one option. Greater Dandenong’s business community is attracting attention from India. The Consul General of India wrote to Greater Dandenong Council with a request to make a presentation to members of the municipality’s business sector. The council’s business group manager, Paul Kearsley, told the Tuesday 13 June council meeting that he’d teed up a chat with the Consul General to learn more about his intentions, and would set up a business event in the coming weeks. Cornerstone needs another $17,000 to make its move to a new home a reality. “The past few months have been a time of

great uncertainty at Cornerstone, knowing we approach the end of a season in our current building,” CEO Stephen Barrington said. “Yet in that uncertainty there is a peace as we trust God for the next season, a peace knowing that what he started 25 years ago is not finished yet.” Visit www.cornerstonecentre.com.au/index.php/you-can-help to support the Dandenong support centre. Dandee Donuts has called out copy cats on social media. The Dandenong Market favourite wrote on its Facebook page about reports of trucks very similar to theirs operating in northern New South Wales and Queensland. “These are NOT our trucks. We had a strange request from someone today wanting to buy our paper bags so I am concerned there may be someone impersonating us,” the post said. “Whilst I have no problem with competition, I do have a problem with someone making money off our name and reputation. “If anyone sees one of these trucks, I would be grateful if you could send me photos and location details.” A Dandenong High School student is one of the final 10 contestants on The Voice. Hoseah Partsch will sing in The Live Finals on at 7pm on Sunday 18 June on Channel 9. “What just happened tonight?” he posted on Facebook after surviving another week on the talent show. “Honestly so grateful to be on The Voice for another week! “Thank you to everyone who voted for me and kept me in their prayers!” The 18-year-old also thanked his supporters. “It means the world to have you guys love what I’m doing and the reason why I’m doing this, for the passion of music and the love of my family and you guys and especially my father upstairs who has blessed me with this talent.”

Doin’ it for dogs By Victoria Stone-Meadows Casey Council has unanimously passed a resolution that will see the municipality greatly increase the number of dog friendly spaces at parks and open spaces in the region. At a council meeting on Tuesday 6 June, council agreed to endorse an updated Dog Friendly Spaces Policy that will see 32 spaces for dogs and their owners established across the area. There are currently five dog friendly areas in the Casey region with the new policy outlining another nine that are planned for delivery by developers in the growth areas; and 18 proposed to be funded and installed by council. The 18 new spaces are expected to cost council a total of $1.254 million over 10 years, with each space costing about $75,000 each. The updated policy and supporting documentation will be put out for public display for four weeks and residents of Casey will have a chance to comment on the policy. The updated policy and dog friendly spaces

plan have been developed in response to more than 30 requests from the community for new or improvements to existing dog friendly spaces. The new parks and open spaces that will have dog friendly spaces will have to meet certain requirements to be approved by council including: · Being approximately two hectares in size to allow for a dog friendly space of 0.5 hectares; · Allow for a buffer zone between the dog friendly space and the rest of the park/open space; · The dog friendly spaces must be fenced with double gate entry; · Must have drinking fountains with dog bowls; · Must have a bin; · Natural shade included in the landscaping; and · Seating and signage for the dog park. The dog friendly spaces that are planned for construction in the next one to four years include spaces in Narre Warren South, Doveton/Endeavour Hills, Berwick North, Hallam, Lynbrook / Lyndhurst, and Hampton Park. To find out more about the new Dog Friendly Space Policy, call Casey Council on 9705 5200 or visit www.casey.vic.gov.au.

MEDICALLY SPEAKING

An apple day to keep cancer at bay This is Bowel Cancer Month - an initiative strongly supported by St John of God Berwick Hospital each year. Through its annual Red Apple Day on 21 June, Bowel Cancer Australia encourages people to support its work through the purchase of a Bowel Cancer Awareness ribbon or by running apple themed fundraising activities. Through the generous donation of apples from local grower Montague Fresh, St John of God Berwick Hospital hosts a fundraising day each year where visitors and caregivers are encouraged to give a gold coin donation in exchange for a fresh Jazz apple. The event not only helps to raise much needed funds for the association, it also aims to promote awareness around bowel cancer in the hope that early detection will reduce the number of new cases being diagnosed each year. Although bowel cancer is one of the most treatable types of cancer with 90 per cent of cases being curable if caught early enough, it still continues to be one of the biggest killers which claims the lives of 80 Australians each week due to low early detection rates. Also called colorectal cancer, bowel cancer affects both men and women equally with 80 per cent of cases exhibiting no known hereditary genetic associations. With the rate of cases rising sharply and progressively from the age of 50, it is no longer considered an “old person’s” disease. Cancer Council Australia recommends that people aged between 50 and 74 be screened for bowel cancer every one to two years. The free non-invasive test can be done at home to screen for blood in the faeces but is only recommended for low-risk people who show no warning signs or who have no family history of bowel cancer. Those who are experiencing any of the follow-

St John of God Berwick Hospital has a team of gastroenterologists, colorectal surgeons and

oncologists that can assist in the diagnosis and treatment of bowel cancer. It is fully equipped to provide colonoscopies, surgery, chemotherapy and radiotherapy treatments through the services of its qualified specialists. CHANGES TO BUYING AND SELLING IN VICTORIA The 2017 state and federal budgets outlined a range of changes relating to the sale and purchase of property in Victoria. Many of these initiatives come into effect on 1 July 2017, and will impact on buyers and sellers across the state. Unsurprisingly, both governments introduced measures to address housing affordability with the Andrews Government removing stamp duty for first homebuyers purchasing a home under $600,000. Scaled duty reductions also apply for homes valued between $600,000$750,000. The First Home Owners Grant has also been doubled to $20,000 for first homebuyers purchasing a new home in regional Victoria under $750,000. In addition, a new federal initiative will allow first homebuyers to salary sacrifice 2 DANDENONG JOURNAL Monday, 19 June, 2017

up to $30,000 into their super fund towards a home deposit. This is capped at a maximum of $15,000 a year with couples able to save up to $60,000. Given the median house price in Melbourne is currently $826,000, this scheme will be of most benefit for buyers in regional Victoria where the median house price is less than half that amount. Other changes announced in the Federal Budget include adjustments to the Foreign Resident Capital Gains Withholding tax, which was first introduced last year. The threshold rate has been reduced from $2 million to $750,000 while the tax rate has been increased from 10 to 12.5 per cent. What this means is that all Victorian vendors selling a property over $750,000 will now need to apply for a clearance certificate from the Australian Taxation Office (ATO). The clearance certificate

establishes that the vendor is an Australian resident and is not subject to the tax - importantly, the onus is on the vendor to prove they are not a foreign resident. Meanwhile, the budget announced the removal of a number of concessions previously available to property investors. This includes the removal of stamp duty reductions for off-the-plan purchases of residential and commercial property. Investors will no longer be able to claim tax deductions to visit holiday homes or investment properties while plant and equipment deductions have also been restricted to investors who incurred the expense. OPENING BID

CHANGES AND GROWTH - FROM A ONE-MAN OFFICE TO A MULTI-OFFICE NETWORK Over the past five months we have followed the early history of the Frank Facey Real Estate business. We have seen it grow from a one-man office in Dandenong to a multi-office network throughout the south-east and embracing the First National brand and leading the way through the myriad of challenges which the decades presented. Francis P. Facey was a carriage builder in Dandenong in the early 1900s and yet he was so inspired by the potential for future growth in the district that he opened Frank Facey Real Estate in 1917. In commemoration of the one hundred successful years that followed, we continue now, to note the significant points in history, and the chief personalities involved, in the success of this remarkable company.

While it wasn’t always plain sailing, the popularity of the region gathered momentum and by 1992 Frank Facey First National Real Estate had opened offices in Dandenong, Narre Warren and Mulgrave. Drawing on local knowledge and experience, these offices were able to facilitate important land and residential sales throughout the area. They also provided much needed advice for new developers who were previously unfamiliar with the opportunities now available in the region. Andrew Facey (third generation) made a significant decision in 1992 to form a specialist industrial and commercial business. He decided to sell the Frank Facey Dandenong residential business to

Michael Hall. The industrial side of the business then became Facey IndustrialCommercial with Andrew Facey, Graham Kendall and Terry O’Dea at the helm. Andrew Facey retained his partnership with John Archibald in the Narre Warren office. These were exceptionally busy times and both the residential and the industrial side of the business thrived. Also during 1992, Michael Hall (Frank Facey First National Dandenong) along with Garry Masters opened an office in Waverley Gardens Shopping Centre. Mulgrave was now experiencing a surge in growth and Frank Facey First National continued the tradition of being in the right place at the right time. By 1994 Michael Hall, together with Peter

Curtis, expanded the business further when they opened another office, this time in the Endeavour Hills Shopping Centre. As more and more people were attracted to the south-eastern region, Frank Facey First National Real Estate positioned its offices strategically throughout the area, ensuring a comprehensive stronghold within the real estate community. As predicted by Francis P. Facey back in the early 1900s, the rolling green hills and broad acre farmlands provided the perfect opportunity for an expanding population. Exciting new towns and cities were born throughout the region, creating their own demand and popularity. Next month we follow the history of Frank Facey Real Estate into Berwick and beyond.

Given my bias is towards the building industry specifically, I am going to discuss with you the things to look out for with builders and the various questions to ask to ensure you are getting the best value deal for the most affordable price possible. First home buyers make up the demographic that is the most commonly underrepresented in the market and, unfortunately, the segment which is most taken advantage of. Our industry has developed a bit of a used car salesman type of reputation. Most of it is unfounded - some bad experiences for some don’t equate for others (this goes for all builders). The first piece of advice I have is to not be seduced on price. If you are low balling builders on price, expect a cheap product lacking quality and finishes. You buy a brand-new car from a reputable brand because of its perceived quality so why would you compromise your home for price? It is something I will never understand, but I am never short of amazed how people believe they are getting a better deal at a cheap price. If you are going to be seduced on price point, the odds are going to be heavily weighted against you in terms of inclusions. To start with most builders advertising a

Endeavour Hills 3 Caine Court

low price point are going to skimp on site cost allowances which means a provisional allowance for site extras after you sign your build contract. Once they complete full soil investigations, nine times out of 10 you will be hit with some sort of site cost variation. Those of you who intend to build in the south-eastern suburbs should be mindful that the usual requirement for site classifications is an H class slab. Almost every builder allows for only an M class so you will be looking at a minimum of $5000 in extras before you have discussed what is allowed inside (or more to the point, what is not allowed inside) your home.

Sticking with the external inclusions (or exclusions), be mindful there is no point in building a house without a driveway included. Concrete is expensive and builders get their cube rate supplied at a much lower rate than what a subcontracted concreter is going to charge the general public. Secondly, most land estates these days require you to have a concrete driveway installed prior to occupation of the home. Bank finance is still relatively cheap so it is important to include these items in your build contract - it won’t affect your repayment by any more than $5 per week!

BUSINESS SOUTH-EAST

Nominees with the lot

In Brief Carving out food venue status

By Casey Neill The Dandenong Pavilion is “riding the burger train” to success. The restaurant was announced as a nominee for the Greater Dandenong Chamber of Commerce Business Awards at a breakfast at Sandhurst Golf Club on Wednesday 14 June, alongside Bombardier and Genesis Fitness Club. Joel Maroun bought the Pav about 18 months ago. He’d essentially been running the Princes Highway venue for the past three years and had worked there for eight. “My sister was working there first,” Mr Maroun said. She recommended he join the team so he studied business and commerce, marketing and management at university from 9am to noon, worked at the Pavilion from noon to 5pm and at a pizza shop from 5.30pm to 11pm. “I’ve always wanted to own my own restaurant and I’m lucky to get the opportunity at such a young age,” he said. That opportunity came from former owner Dani Zeini who wanted to move onto other things and trusted Mr Maroun to continue to grow the business. He encourages wait staff to “put some personality into it, build some rapport” to set the place apart. “It’s not just about taking on order,” he said.

Sean Whitaker from Genesis Fitness Club, Bombardier's Loulou Hammad and Dandenong Pavilion owner Joel Maroun. 169524 When the Pavilion’s burgers started to gain popularity, the restaurant introduced a secret menu for them to avoid becoming known only as a burger joint. “We shot ourselves in the foot a little bit because they became even more popular,” Mr Maroun said. “The burgers have taken us to the next level. We’re going to ride the burger train a bit more.” He plans to open a late night burger bar at the Pav in the next couple of months, and a burger stall at the Caribbean Gardens market. Bombardier has been in Australia for more than 60 years.

Its manufacturing headquarters in Dandenong produces the VLocity trains and Melbourne E-Class trams and employs about 400 people. “Our story is based around need and based around moving people,” spokeswoman Loulou Hammad said. “The secret to success is just staying true to the core of your business.” Bombardier worked with Swinburne University students to design a new E-Class cabin using virtual reality, and has a partnership with Chisholm to train staff on-site. “We want to retain the best staff,” Ms Hammad said. “Rather than them having to go out to get that education, we thought we’d bring it in-house.” Sean and Samantha Whitaker bought Genesis Fitness Club in Dandenong in 2012 and have poured $500,000 into refurbishing the one acre Scott Street site. “It’s been a fitness club there for going on 35 years,” he said. “It had been let go for a number of years. We took it on stage by stage.” Mr Whitaker was employed in the IT industry for more than 20 years and wanted something he could be part of end to end. “I think my wife would probably say it was a midlife crisis or something like that,” he said. He’s always had a passion for looking after people and seeks staff with the same commitment. Greater Dandenong Chamber of Commerce Business Award winners will be announced in November.

Invest in people, Young mechanic’s made the grade businesses urged By Casey Neill Place trust in people and processes was Lauren Arnell’s key advice to businesses at a Sandhurst breakfast. The AFLW player was the guest speaker at the Greater Dandenong Chamber of Commerce Business Awards event on Wednesday 14 June. The triplet from regional Victoria played basketball until she discovered AFL at age 17. She said playing for the Western Bulldogs in the women’s football exhibition games made her realise that footy was her passion. Ms Arnell left her career as a teacher to work for AFL Victoria and assist Carlton in its bid for an AFLW side. Ms Arnell helped to design what was essentially a mini business within the Carlton Football Club, and submitted the only bid with a head coach attached. Carlton was among eight clubs that were granted licences for the 2017 season. She also worked with the AFL Players Association to work out a pay deal for the women, which per hour is equivalent to the lowest-paid men’s rookie. The Carlton team won its first two games and lost the next two. Ms Arnell said that when things went wrong, it was important to re-evaluate. “But trust people around you to do their job,” she said. “The most important thing is to trust the process.”

Caitlin Whitney is overcoming obstacles and impressing her colleagues in the auto repair industry. The 20-year-old was the Youth Enterprise Award nominee at the Greater Dandenong Chamber of Commerce Business Awards breakfast at Sandhurst Golf Club on Wednesday 14 June. Chisholm Institute automotive instructor Ron Locandro said Caitlin was “a well-balanced young lady”. She started her studies in July last year and is working on a certificate three in automotive vehicle technology at the TAFE’s Frankston campus. The Langwarrin resident works at P and D Automotive Dandenong. Mr Locandro said she had a “bright, cheeky smile” on her first day and “reminded me of my daughter”. Caitlin revealed to him that she had visual dyslexia, but he said it hadn’t held her back. “She is showing real good leadership,” he said. Mr Locandro said it was even more impressive to see in a male-dominated industry. Caitlin’s hands were shaking as she walked onto the stage to receive her award. She told the breakfast guests that she wanted to finish her apprenticeship and become qualified, then return to study so she could work in the mines. She’s worked on vehicles since she was a young

Foodies got a taste of Greater Dandenong’s growing culinary scene at the Good Food and Wine Show in Melbourne. Rob’s British Butcher, Uncle’s Smallgoods, The Craft and Co Farm and Future Bake exhibited as part of the Greater Dandenong regional showcase at the Melbourne Convention and Exhibition Centre event, which ran from Friday 2 to Sunday 4 June. Greater Dandenong Council’s business group manager Paul Kearsley told the Tuesday 13 June council meeting that another four to five businesses received tickets so they could take a walk through the show and consider taking part next year. “We’ll be booking a space. The feedback has been great,” he said. Mr Kearsley said the exhibiting businesses told him the event was incredibly valuable and a good learning opportunity. “It gives further identification to Dandenong as a food venue,” he said. He said Greater Dandenong would work more intently on badging its produce next year, to compete with other food regions like the Yarra Valley.

Trams built with finish The latest Bombardier-built trams are hitting the tracks in Melbourne. Premier Daniel Andrews joined Public Transport Minister Jacinta Allan in Wellington Parade to inspect E-Class tram 51 on Tuesday 13 June before it entered service alongside tram 52. “The E-Class tram is local manufacturing at its best," Mr Andrews said. The State Government ordered 20 from Bombardier in 2015, supporting 500 jobs plus suppliers, and these are the first of that order taking passengers. The trams have low floors, more myki readers, space for more than 200 passengers, audio and visual passenger information, air-conditioning and dedicated spaces for passengers with prams and mobility aids. The newest E-Class trams also feature a new cab design including eight extra hand rails and 24 more strap hangers. Trams 51 and 52 will operate on routes 96, 86 and 11. The 2017-'18 State Budget funded a further 10 E-Class trams, taking the total order to 80. They’re all expected to be in service by mid2019.

girl, has helped her dad with repairs and built quad bikes and more. “I’m only good at this type of work and very interested in doing more of this type of work,” she said. Caitlin’s goal is to have her own business. Breakfast MC Sjaak Kusters said: “It’s people like Caitlin that’s going to make this a better world.”

Former Real Housewives of Melbourne star Chyka Keebaugh will speak about her journey to success at a business lunch in Eumemmerring. The SEBN and Greater Dandenong Chamber of Commerce event will run from 1pm to 3pm on Friday 28 July at Atura Hotel. Ms Keebaugh is the director of Australia’s largest privately owned catering management company, The Big Group, and appeared on reality television show Real Housewives of Melbourne. She has worked and studied overseas, and in January 2015 launched a weekly online home and lifestyle magazine. 28 JOURNAL NEWS Monday, 19 June, 2017

SPORT Morrish has his eye on the draft By Nick Creely Dandenong Stingray Bailey Morrish is doing everything in his power to be on an AFL list in 2018. The 19-year-old is one of the hard luck stories of the 2016 AFL draft, overlooked by all 18 AFL clubs despite dominating the National Combine and enjoying a fruitful 2016 TAC Cup season with the ‘Rays. The former Beaconsfield junior is one of the more eye catching players and when he gets the football, everybody notices. “I was obviously very disappointed not to be drafted, but I got some feedback the next day. “I called a few people up for advice and really stuck close to family and friends to keep me happy and motivated,” he said. He is now bouncing off the half back with Williamstown in a handful of games as the 23rd man. With his club as one of the most powerful in the VFL, famous for its ability to produce mature age AFL talent, Morrish couldn’t be in a better environment to continue to learn under the tutelage of the highly regarded Andy Collins. Kane Lambert (Richmond), Adam Marcon (Richmond), Dane Rampe (Sydney) and Liam Picken (Bulldogs) have all played at the Gulls down at Burbank Oval before realizing their dreams, with both Rampe and Picken playing in premierships with their AFL clubs and Kane Lambert currently part of the midfield group down at Punt Road Oval. “A lot of VFL clubs contacted me last year, like Casey, but Williamstown contacted me first and I was actually really reluctant to go down there at first, but as soon as I walked in to the place I was greeted really well, and they’re just a bunch of great people, the culture is really good,” he said. “The main goal this year was to make Vic

Bailey Morrish is doing everything he can to play in the AFL. 166487 Picture: STEWART CHAMBERS Country as a 19-year-old, and I didn’t make it the VFL stuff I’m really developing as a person which was again disappointing, but I’m a positive and a player and am really happy. “If you’re surrounded by good people, you’re person and have moved on from that - now with

Mountain of stand-out talent is making an impact By Nick Creely VIC COUNTRY UNDER 18 CHAMPIONSHIPS Luke Davies-Uniacke is a name that AFL supporters ought to get used to hearing about because he is arguably one of the finest draftees in a number of years. He is 187cm, 85cm, powerful and wins mountains of the football - and he could step straight into an AFL club tomorrow and make an impact. And in Sunday 11 June’s opening round victory for Vic Country in the National Championships, Davies-Uniacke stole the show with a vintage display that is likely to see him taken with the number one draft pick. Although others who are vying for the coveted position also started their carnivals in strong fashion, Davies-Uniacke was the stand out. The Dandenong Stingray and Haileybury College product amassed a game high 34 disposals, all laced with class and precision. What was most impressive was his ability to find the football in all parts of the ground and use his composure to use the ball efficiently by hand and foot, going at more than 70 per cent efficiency. Other Stingrays to play in the opening game were Hunter Clark, who was named among the best and continues to climb up the rankings after another impressive showing, tall forward Tom De Koning (1 goal) who competed hard and tall defender/co-captain Oscar Clavarino, who was steady in the back half to help his side keep the Allies to just the eight goals for the match. In this particular game, played at Blacktown in Sydney, it was a seesawing affair with both sides placing a strong emphasis on defence. After just six points separated them at half time, the Allies gained a 12-point three quarter time lead thanks to some excellent ball use. Country then slammed on four unanswered goals in the final term to run away 12-point winners, 8.8.56 to 10.8.68. Vic Country had the bye over the weekend, with their next match to be played at Punt Road Oval on 24 June at 2.30pm.

going to strive - if the people around you want to work hard and succeed, you’ll find yourself doing the same.” Morrish believes the standard of the VFL is strong and is helping shape him as a footballer and a person. “The VFL is a big step up, and I still need a lot of work, and I’ve certainly found that out quickly,” he said. “I’ve definitely developed a lot - I had a really good pre-season and worked extremely hard this year is a real step up in determination and just backing myself - you’ve just got to keep working hard and backing your strengths. “This year I’m trying to focus on the next game rather than the draft, more just trying to reduce the pressure on myself - if I’m playing good enough footy the rest will take care of itself.” Other Dandenong Stingrays from last year deemed unlucky not to be taken in last year’s draft - Sam Fowler and Mason De Wit - are also following similar paths, and are both playing regular VFL football. “We’re all in the same boat - we want to be where the top guns are, and it doesn’t matter where you play or how far you travel, we’ll keep pushing no matter how hard it is until we get to where we want to be,” Morrish said. Morrish will return to play some TAC Cup football at Shepley Oval this season, and is looking forward to continuing to grow his game and his leadership. “The leadership aspect has improved and there’s a lot more to do as a 19-year-old TAC Cup player which is great,” he said. “I haven’t been there much lately but I’m excited to get back there with the boys and have a game or two later in the year.”

Big boys rule Another edition of the Medibank Junior Classic has come to a close with Dandenong Basketball’s U/14.1 Boys going big, winning the Under-14 Boys 2017 title. Dominant in every game of the tournament, the Rangers grabbed double-digit victories against each opponent they faced including a huge 64-44 victory in the gold medal game against Hawthorn Magic. U/14.1’s coach Nick Mihai told Dandenong Basketball that he is tremendously proud of his team’s outstanding performance across the whole tournament, stating that his boys played brilliant team-basketball with contributions from every player. “The boys took the tournament in perfect fashion, improving every game and eventually saving their best game for last,” Mihai said. “They played selfless team basketball and did not care who shot the ball as long as the team scored, making the weekend even more special. “Representing the coaching staff, Dandenong Rangers and the state with the upmost professionalism, I could not be more proud of my boys and thank them for a brilliant tournament. “I’d also like to thank Blake Taylor for sacrificing his long weekend and volunteering to video all our games so all of our Rangers parents got to enjoy the experience as well.“

Belief the big key for the Borough By Nick Creely

Keysborough stormed home with five goals in the last five minutes to score a great victory over Mount Waverley. 167060 Russell Robertson snagged three for the Eagles, while reliable performer Corrie Wilson racked up the footy and kicked a couple of majors. In other matches across the round, Lyndale 6.10(46) fell just short against South Yarra 7.7(49), Endeavour Hills 13.14(92) enhanced its top four credentials over Lyndhurst 12.4(76), Hallam 14.23(107) spanked Moorabbin 3.2(20) and Ashwood 18.15(123) were a step above Carrum Patterson Lakes 8.4(52).

Eastern Football League Up by 44-points at three quarter time, it looked like it job well done for the at times inconsistent Noble Park. But what eventuated was a stressful, tense and spectacular last 30 minutes of football, as Montrose rose to life in a whirlwind eight goal to two last term to fall agonizingly short by five-points. Almost unfathomable at times, the Demons could not be stopped, with only the final siren

Rays hang on against Rangers TAC CUP ROUND 10 The impressive recent form of the Dandenong Stingrays continued on Saturday at Shepley Oval with the Rays holding off a fierce late challenge from Murray Bushrangers to win by twopoints. After a mixed start to the season the Rays have now won their last three games to make a big push towards the upper reaches of the ladder. After a dead even first term with four goals apiece the Rays - off the back of powerful forward Riley D’Arcy (six goals) - slammed through five goals in the second quarter to take a pivotal 24-point lead.

That lead was extended out to 27-points as the Stingrays held firm in the third quarter. The Bushrangers then sprung to life, kicking two goals in the first two minutes, cutting the margin back to 15, before an impressive major by Matt Walker ten minutes later meant it was game on. But the ice cool D’Arcy slotted a goal with minutes to play as the Bushrangers ran out of time despite kicking two late goals. There was plenty to like for the ‘Rays, who are now suddenly just percentage out of the top four. Bailey Morrish, fresh off his stint with Williamstown in the VFL, was best afield - the 19-year-old’s run and carry,

precise foot skills and ability to impact in key moments was a feature. D’Arcy, who now has 21 goals from eight matches (equal third in the competition) was brilliant, while Justin Davies, Lachlan Young and utility Mason De Wit were all valuable contributors. DANDENONG STINGRAYS 4.2 9.4 13.8 14.9(93) MURRAY BUSHRANGERS 4.2 5.4 9.5 14.7(91) Dandenong Goals: R. D’Arcy 6, A. Zijai 2, B. Schmidt, J. Carosella, D. Morris, C. Hustwaite, B. Morrish, J. preventing them from causing the boilover of the season. In a game where the Bulls dominated for three quarters, particularly the brilliant Ziggie Alwan (seven goals), who is in the midst of a terrific season, all it took was a spark from the Demons to ignite the flame in a matter of minutes. But the Bulls held on for the points and their hold on a top four position, and face a big clash with South Croydon next round.

JOURNAL FOOTBALL REVIEW Southern Football League DIV 2 - ROUND 10 Belief continues to remain the ingredient so precious to Keysborough 19.12(126) and in Saturday’s heart stopping victory over Mount Waverley 19.11(125) the Boroughs came from the clouds in stunning fashion. Down by five goals with five minutes remaining, the Boroughs refused to give in, and somehow found a way to win the game with just 15 seconds left on the lock. Now second on the Division 2 table, the Boroughs are breathing down the neck of Chelsea Heights, who remain undefeated. Former AFL forward Chris Bryan snagged 10 goals in a brilliant display, while the likes of Ryan Goodes, Tom Anderton and the superstar Tim Werner all contributed strongly in a win for the ages. Springvale Districts 11.7(73) , meanwhile, fell 15-points short in their clash with East Brighton 13.10(88). After a strong opening term, the Dees were overrun after quarter time. DIV 3 Sandown 6.10(46) have had little to smile about in 2017, but a six-point win over Dandenong 5.10(40) on Saturday is sure to lift the spirits of the embattled club. A horror fortnight for the two bottom sides meant it was anyone’s game down at Edinburgh Reserve, but after a strong opening term by the Redlegs the Cobras wrestled back control and held firm in a tense last quarter. The story was a little different for the Doveton Eagles 9.13(67), who fell in disappointing fashion to Black Rock 13.6(84). As a top four contender, it was a game that the Eagles simply should have won, and like a few times already in this crazy season, they were unable to step up when it counted.
