IT’S NO secret Victoria is at the top of the charts when it comes to the best Australian state to live, work or invest - and it’s no surprise Geelong is playing its part. OVER the years, Geelong and its surrounding communities have been the locations for some of the most impressively constructed homes in Victoria. A quick look at Master Builders’ annual Building Awards web pages offers ample proof of that, I think. But that success doesn’t happen by accident. The first step in building your new home should be choosing a registered builder. It’s one of the smartest things you can do to make your own building project a success. Before you look for a builder, develop a comprehensive budget and have clear, detailed plans. Then ensure you are always using registered builders and tradespeople - be sure to ask for references and examples of their previous work. Decide on what you want to achieve from the start and ensure everything is in place to prevent unforeseen, costly amendments and confusion later on. Before committing, get at least three quotes from registered builders and understand what your budget will buy you. Finding the right builder for your new home requires good research. Supercharged savings A new government scheme aims to help first home buyers. FIRST-HOME buyers should take advantage of a new federal scheme to supercharge their deposit savings, according to a local MP. The Turnbull Government’s First Home Super Saver Scheme came into effect on 1 July, said Corangamite MP Sarah Henderson. The scheme, announced in this year’s budget, gave first-home savers the ability to accelerate their savings by “at least” 30 per cent, Ms Henderson said. First home buyers could use the scheme to save for a house deposit within their superannuation by making voluntary contributions of up to $15,000 annually and $30,000 in total into their superannuation accounts, she said.
The contributions, taxed at the discounted rate of 15 per cent, along with deemed earnings, could be withdrawn for a deposit from 1 July next year. Withdrawals would be taxed at marginal tax rates less a 30 per cent offset, Ms Henderson said. “This initiative demonstrates the Turnbull Government’s commitment to reducing the pressure on housing affordability for Corangamite residents across the entire housing spectrum, including first home buyers,” she said. “With many Australians now entering the housing market later in life, this initiative will encourage first-home buyers to save for a deposit more quickly.” Assistant Treasurer Michael Sukkar
said the First Home Super Saver Scheme would allow most first-time buyers to save for a deposit “faster than saving through a standard deposit account”. Ms Henderson said the scheme was part of the government’s “comprehensive suite of measures to ease the pressure on housing affordability across the entire housing spectrum, including prospective first-home buyers”. Upbeat housing outlook Data shows buyers ‘racing into market’. FIRST-HOME buyers are racing back into the home market, according to an industry appraisal of recent housing finance figures. The national data for May provided with Housing Industry Association (HIA) with an upbeat outlook after building activity figures indicated that home construction plateaued in 2016. The finance figures pleased HIA principal economist Tim Reardon. “First home buyers have raced back into the home market in May this year,” he said after the release of the Australian Bureau of Statistics data. “We have seen significant growth in lending to first home buyers in many parts of the country during the month which has coincided with an increase in lending for new homes. “This is likely to be due to the ongoing uptake of apartments that have come onto the market this year. “Lending figures also show that the amount that first-home buyers are borrowing has remained relatively flat over the past year. “An increase in first-home buyers in the market is always welcome and we hope that this improvement can be sustained. “There was also a growth in lending to new-home buyers more broadly, particularly on the east coast.” However, Mr Reardon was concerned about reduced lending for investment properties for a second month in a row. APRA restrictions announced at the end of March might have damaged investor confidence, he said. “During April and May 2017 the value of lending to investors dropped by 2.5 per cent and 1.4 per cent respectively. “This could also be due to the expectation that home price growth is likely to slow further.” Queensland and Tasmania returned the highest increases for lending to owner occupiers, at 10.8 and 8.1 per cent respectively. Victoria was next with 6 per cent. Mr Reardon was less buoyant about the housing start figures from the first quarter
of 2017, which indicated that construction peaked in 2016. Building levels were not back in line with 2014 figures, he said. “At the core of this drop in activity is primarily the slow-down in construction of new apartments and units, particularly on the east coast. “A record number of apartments are due to come onto the market this year and the next phase of investment is now not likely to occur until the apartments currently under construction clear the market.” Mr Reardon said the building start figures were “not cause for alarm”. “We are coming down off the back of records levels of activity in recent years, particularly in apartments. The housing industry is well placed to balance cyclical changes in demand and HIA’s forecasts expect that we will return to a growth market before the end of the decade. “Policy makers should be alert to the changed trend in building activity and ensure that recent policy changes don’t lead to unintended consequences.” ●
ONCE you have made the decision to build a brand new home, your head will spin at the number of registered builders that are currently in the market. How do you choose which builder best suits you and your specific needs? The easiest way to begin this process is to first determine what is important to you, the client. Let’s say the purpose of this build is to have a quality built home that you will be living in for the foreseeable future. Is interaction between the company and yourself important? Are you looking for a high quality finish with minimal long-term maintenance? Are you looking for a builder that regularly uses local trades which helps ensure quality? Are you working towards a strict budget and prefer to have pricing up-front and all pricing be transparent? When you have queries or concerns, do you prefer to have someone (preferably that you have met and know from the company) get back to you in a timely fashion? These are all relevant and important questions you must first answer when taking the plunge of selecting a builder. As we all know, there are plenty of display homes and websites that are available. Take your time, visit display homes and visit websites. If you can, speak with previous clients and gauge what their experience was like. What they enjoyed and what they didn’t like so much about their build. When visiting display homes, it is very important to engage the sales consultant and to look closely at the finishes throughout the homes. Whilst it is impressive to see a swimming pool and fountain alongside an impeccable alfresco area with in-built barbeque facilities, it is important to realise that more often than not, these will not be standard inclusions. Ask to see a standard inclusions list, don’t be afraid to ask what the price of the home is, as is. If you do not receive a direct and honest answer, alarm bells should ring. Once you have narrowed the field to a few select builders, next comes the quotation system. It is hugely important that you ask as many questions during this time. Understand what is and isn’t included as standard and what has been include in your fixed price quotation. Ensure items are fixed price, such as site and foundation costs. Some builders will request you deposit funds before they give you this amount. It is common to see ‘allowance’ figures used for items such as this. Once again, it is your right to have these figures confirmed before you make a commitment to a builder. It is very common for some builders to have a super low entry level price, but by the time you have selected inclusions, this figure can blow out completely. A fixed price quotation should only take a few days to be done. If you are waiting for over a week, can this builder be relied upon to construct and manage your new build? ● WINTER 2017

There’s a lot of infrastructure going up around Bannockburn that’s helping out.” Office manager Julie Ford has lived in Bannockburn for 15 years and loves the lifestyle. Both her adult sons live and work in the area. “It’s a country vibe without the hustle and bustle of city life, but you’ve still got all the amenities,” she says. “You don’t have to worry about parking and the people here are very friendly, too.” David has sold 28 blocks of land in stage one of the estate, which will eventually total 180 properties. “There’s only few left,” he says. “We’ve only just started on construction over the last few months. “Now we’re launching stage two to keep the ball rolling.” Tawarra estate has blocks ranging from 4000 to 6000 square metres and from $205,000 to $219,000 in price. Each property comes with power, phoneline, town water and rural fencing.
“This development has a central park,” David says. “It caters well a for family environment, picnics and the like.” “And we can work in house and land packages with the local builders.” Already buyers are inquiring about stage two. “My phone has not stopped this morning,” David tells New Homes and Land as his mobile rings in the background yet again. David has sold homes and land in Bannockburn and the surrounds for 17 years, and says Ray White has half of the local market. Best value for money Lee specialises in unique facades and floor plans, and “seamless” transitions. ENSO Homes founder Lee Selkrig learnt some of his most important lessons while building his previous family home - a 35sq dwelling in Sandhurst. “We went to many display home villages but found they were all the same,” the 30-year-old father of two says. “When we moved in and had the chance to reflect on the build process and how we were using space, I realised how much money we had wasted in hallway space.” So now Lee is all about reducing hallways and maximising private open space, to get the best value for money. “It’s definitely more value because you’re not spending it on spaces that you’re underutilising.” Lee founded Enso Homes 18 months ago to build properties with unique facades and floor plans, and “seamless” transitions from indoor to outdoor areas. “Everyone wants to watch their kids play outside while they’re inside in the living areas,” he says. “It’s just a bit alternative to what everyone’s used to - we have a high focus on including atriums that bring light into areas that don’t usually attract natural light. I’m not a longtime resident, but I can feel it changing. Geelong is not as industrial as it once was.” Enso Homes is Lee’s first foray as a builder and the business has grown to employ 10 people. “If I was 80 and I (hadn’t had) a crack, I think I’d look back with regret,” he says. Stroud, Innovative and cost-effective MICHAEL Gray has been flat out since opening Stroud Homes Geelong, the company’s newest office in the country. “It’s been pretty full-on since then,” he says. “We’re building everywhere from Lara through to Bannockburn, Winchelsea, Colac and Lorne.” Michael loves “every aspect” of constructing homes, but the best part is seeing a new family move in, he says. “There’s nothing better than that. WITH a range of lifestyle choices and a far more affordable housing market than its nearby capital city, it’s no wonder Geelong is growing. But with growth comes change, presenting a range of opportunities and challenges for the region that must be addressed now. Victoria’s regional areas have evolved greatly over the past few years. In Geelong, especially, we are seeing unprecedented population growth which will continue to change the face of Victoria’s second major city. While population growth is a great thing - unlocking opportunity, and reinforcing the strong economic foundations of the region - the growth must be planned for effectively if residents are to continue to benefit from relatively affordable real estate and easy access to jobs, services and amenities. If we look to Melbourne, we see that the residential property industry is struggling to deliver enough housing to accommodate the growing population, causing a serious housing affordability crisis. There’s many factors feeding into this issue; primarily related to lagging policy settings, and an inefficient planning system that constrains supply; but for Geelong this presents an opportunity to learn from Melbourne’s mistakes and do things differently. Warm up your home this winter Keeping a home warmer in winter starts with the windows. SO MUCH heat can be lost through uncovered glass which can be felt by just touching the glass. Research shows that up to 30 per cent of heat loss in a home occurs through uncovered windows. There are roller blinds on the south of homes that are only ever used in the colder months, for exactly that reason. They are hidden away under pelmets so they are not noticed until they are needed. These windows are double glazed, but it’s incredible the difference the extra layer of insulation can make. There are plenty of options dressing your windows but some will provide better insulation benefits than others. The important thing to remember is that hot air is drawn down and out through the glass so having close fitting blinds and a blind with a solid top or covering blinds with a pelmet will prevent this convection effect. By far the most superior blind available for insulation is the Duette Architella Shades range, from Luxaflex. These unique cellular honeycomb blinds feature a contemporary look while providing efficient insulation - featuring a cell within a cell structure, with three distinct air pockets that are designed to trap air and deflect heat, helping to reduce heating costs. Duette shades are available in a range of operating options, including motorisation using PowerView that effectively integrates blinds into a home automation system or are able to be operated via remote control or
app control via a smartphone or tablet. There’s also the ability to set and program them to open and close at certain times of the day - which means they can be set to close and keep a home warm on those nights when residents are home late. Often considered an old fashioned option, fully lined drapes or curtains, once again paired with a pelmet are also a highly effective insulator against heat loss. Drapes really are something people either like or don’t like, often depending on your past experiences with them. They have become quite popular again recently. They not only insulate well, they also provide great light blockout, making them perfect for bedrooms. Fabric choices for curtains are almost endless, with prints and plains, through to linens, silks and textured options. Velvet is another fabric that has seen a resurge in popularity and lends itself well to being used for drapes, giving a richness and warmth that comes from both the choice of fabric and the insulation benefits the drapes provide. When it comes to choosing pelmets, simple is often best. A plain timber pelmet will provide the desired extra insulation, and can be painted to match the wall allowing it to blend seamlessly into existing decor. Building permit changes kick in Changes to building laws put the onus on owners to appoint a building surveyor, bypassing builders.

SINCE 1 July 1994, owners and builders have been able to choose whether they appoint a private building surveyor or municipal building surveyor to issue a building permit. Changes to Section 78 of the Building Act 1993 occurred on 1 September 2016 which relate specifically to the appointment of private building surveyors. The change relates to domestic work only with the main driver being consumer protection. The new provision now means that owners or a formally appointed agent of the owner will be required to appoint the private building surveyor whereas previously the builder could appoint the private building surveyor directly. Under the new provisions, the Victorian Building Authority (VBA) fact sheet notes that the formally appointed agent of the owner cannot be the builder. The fact sheet goes on to say the change (to the appointment provisions) does not prohibit a builder from recommending a private building surveyor to an owner. Transitional arrangements will be made for any contracts entered into prior to 1 September 2016. I expect by now most builders are well and truly across these new changes. Role of the building surveyor What is the role of a building surveyor? Most reading this will have a pretty
good understanding of what the role of a building surveyor, however occasionally I have experienced there is still some misunderstanding. It is important to note, the role of a building surveyor is not that of a supervisor of the works, as he or she is not on site at all times during construction. Your building surveyor has a statutory role where appointed under the Building Act to issue building permits, carry out mandatory inspections during the construction phase and issue an occupancy permit upon completion. Over the journey of the design and construction of your dwelling, your building surveyor will assess the plans for compliance with the relevant regulations codes and standards, issue a building permit where appropriate and inspect works at three minimum mandatory inspection phases namely footings, framework and final. Other inspection phases however may be requested and agreed upon by the owner and or builder. From my 30 years’ experience in the building surveying profession, the key to a successful project outcome is all parties working together and clear lines of communication.
