A plot for canny gardeners Have you ever thought about investing in a plot? A garden plot, that is! Community gardens are flourishing in the city and suburbs where house blocks are small and there’s often no room for the traditional vegie garden out the back ... or the front! While most households across the Yarra Valley and the Dandenong Ranges still have enough backyard to put in the odd garden bed and fruit tree or two, the increase in unit develop-

ment and dual-occupancy means that for some, the pleasure of growing and picking from your own garden bed is no longer feasible. But space is not the only reason to buy into a community garden. There are almost as many reasons for getting together with like-minded gardeners in a communal space, as there are weeds! Community gardens increase a sense of community ownership and stewardship, bring people of different

backgrounds and ages together, and make fresh, seasonal herbs, vegetables and fruit available at a low cost. Firing up for a warmer winter By Derek Schlennstedt Fire. The word resonates with residents throughout the Yarra Ranges and can bring back memories of Black Saturday and Ash Wednesday. Each year in spring, residents in fire-prone areas clean up their gardens and remove plants to reduce the risk of fire. But, just because you may live in a fire risk location, does not mean you have to sacrifice a bright and welcoming garden.

The Ash Wednesday Bushfire Education Centre (AWBEC) in Cockatoo has constructed an interactive fire-wise garden to prove not all fire-wise plants are dull and boring. “No plant is fireproof, and all will burn but some are more resistant to heat,” Graham Simpson, Chairperson at AWBEC, said. The new fire-wise garden is designed to help educate the community on how to implement a fire-wise garden and re-

duce loads. With pebbles offering much more resistance than flammable mulch and various small but bright plants, the fire-wise garden offers a perfect example of how to beautify and reduce fire risk around your property. “It’s to pick plants that don’t readily ignite, what this firewise garden does is that it has signs with a QR code, which will take you to the CFA website which can tell you if your plants at home have a low or

moderate fire risk,” he said. “These plants are all designed so they don’t touch each other, so the fire can’t jump to the next one.” All the plants at the AWBEC fall into the low to moderate fire

risk range and many are native indigenous plants, which are perfect for attracting wildlife and bird life to your backyard. Some of the plants include winter delight grevilleas, birthday candle banksias, bright and

colourful lily pillies, and succulent red kangaroo paw. Graham said it was not difficult to create a firewise garden and that anyone could do it with plants readily available and reasonable priced.

Possum’s uncertain future By Kath Gannaway A State Government report has delivered a mixed message on the viability of the critically endangered Leadbeater’s possum and the impact of 200-metre radius timber harvesting exclusion zones on the timber industry. The report by the Department of Environment, Land, Water and Planning (DELWP) was undertaken by the department with contributions from VicForests on the costs to the timber industry and other data from the Victorian Environmental Assessment Council’s Fibre and Wood Supply assessment report. The report was triggered by a condition of the Leadbeater’s Possum Advisory Group recommendations of 2013 which recommended the 200-metre radius. LPAG recommended that a review be undertaken after two years of intensive surveying, or once 200 new colonies had been verified in state forest available for timber harvesting. Both these occurred in June 2016. Key findings included that the review of the 200-metre Timber Harvesting Exclusion Zone was contribution to the conservation of the possum through the identification and protection of additional colonies that may previously been at risk from timber harvesting, but that the possum remains at a high risk of extinction until 2050-2070 until hollows develop in the 1939 regrowth. That prediction was based on a future scenario of 200 years without bushfire, the report found. “This is highly unlikely, but the figure is useful to demonstrate the relative effectiveness of protection of colonies from timber harvesting,” it said. It found that the effectiveness of THEZs contributed to achieving the LPAG aim of slowing the projected de-

cline in population numbers in Central Highlands so that there are sufficient individuals for the species to recover in the future. “However, the species remains at risk of extinction, especially when considering the likelihood of future bushfires,” the report said. There were a number of concerns around the security of suitable habitat in the future and the ongoing loss of hollow-bearing trees that reduces nesting habitat. On the impact on the timber industry, the report said the benefits to the possum from the THEZs had come at a cost to the timber industry. The direct impact it said was the reduction in the total area and volume of timber available for harvesting. “VicForests estimates that the THEZs established up until January 2017 will result in a loss of revenue from sawlog harvesting to 2030 of $17.77 million based on net present value. It said the THEZs had also created additional road costs with the additional costs for coupes on the current harvest plan estimated at $5.574 million. Further recommendations included a review of the THEZ to reduce indirect impacts on the timber industry while ensuring adequate protection for the possum; undertaking further field studies to improve knowledge of the possum with DELWP undertaking field surveys to identify LBP distribution and numbers across the Central Highlands, and VicForests continuing pre-harvest surveys in proposed coupes. DELWP should further develop species models as the basis for improved forest management planning and conservation management, the THEZs should be reviewed and other existing Special Protection Zones (SPZs) in the Central Highlands should also be

The Australian Forest Products Association has welcomed the report and called on the Victorian Government to ease the 200 metre THEZs and conduct a comprehensive population study of the possum. AFPA CEO Ross Hampton said the recommendations cast doubt over the accuracy of earlier population estimates and said further work was

required to provide more robust estimates. Chairman of Friends of Leadbeater’s Possum Steve Meacher, however, said the report was problematic. “Talking of the future and assuming there will be no bushfires, and that the 200 metre buffers are working is very questionable,” he said. He said one of the suggestions made for access through the identified buffer zones for road access to other coupes would render the buffers useless.

“They also claim that the buffers add to the formal reserve area but they are like little islands and if a colony of animals survives within that buffer, ultimately there is no-where for them to go. “Once they have clear-logged those buffers they would be completely isolated - they may survive six or so years before the colony was wiped out.” He said the group would provide an analysis of the review to the Minister for Environment, Lily D’Ambrosio.

Community goes solar By Kath Gannaway A number of Yarra Glen businesses will have the opportunity to go solar as part of the Yarra Glen community solar project. The group formed as a result of the Yarra Glen People’s Panel is now incorporated as Yarra Glenergy, and seeking business partnerships. The aim of Yarra Glenergy, a group made up of local residents, is to facilitate the construction and running of a community-led solar project in Yarra Glen. Yarra Glenergy representative Rebecca Johnston-Ryan said the group was now calling for Expressions of Interest to find suitable businesses to host solar panels, as part of the project. “We’re looking for business partners to work with us and help us take the next steps to make this project a reality,� Ms Johnston-Ryan said. The selected businesses will have a northfacing roof to optimise the ability of the solar panels and a reasonable daytime energy consumption that could be offset by the renewable power. Ms Johnston-Ryan said after the panels were installed, Yarra Glenergy would sell the electricity to the businesses and distribute a portion of the profits to local clubs and community groups. The remainder would then be used to fund further renewable energy projects. Truck’s slow-mo roll Police have not completely ruled out speed as a factor in a log truck roll over in Chum Creek on Saturday morning ... but say it’s more speed, not less, that was needed. Yarra Junction Police Sergeant Kevin Largue said a little more speed might have averted the slow-motion topple which saw the truck lose its load on the corner of the HealesvilleKinglake and Healesville Yarra Glen roads around 9.30am on Saturday, 22 July. “The truck’s stopped up at the intersection to give way to traffic and as he’s started to pull out the back wheels of the trailer fell into the culvert,� Sgt Largue said. “If he’d had momentum ... if he was moving, it would not have happened. “Because he’s stopped the back

of the trailer toppled and pulled the rest over.� The Yarra Valley driver had to kick out the passenger-side window to get out of the truck. Fortunately, he escaped injured, apart from a self-confessed dent to his pride after 30 years driving trucks. Traffic was diverted around the crash scene for several hours, and again, speed came into play. Sgt Largue said with flashing lights from CFA, SES and Police units lighting up the intersection, most people were observing the new slow to 40km/h rule. “I think it will probably take while for the message to filter through that you need to slow down in situations like this, but in the main most people are complying,� he said.

Yarra Valley Water is urging residents in the Yarra Ranges to remain vigilant and not grant access to people claiming to be from Yarra Valley Water without the correct identification. The notice comes as Yarra Valley Water has reported that it had received calls from members of the public regarding suspicious activity. “People claiming to be from Yarra Valley Water, in a branded vehicle have been accessing properties claiming to be reading the gas meter or to be checking other utilities such as phone lines,� Steve Lennox, general manager, Retail Services, said. “While we do have water meter readers in the community, they have correct identification and can demonstrate that they are our employees.� People who are concerned that someone is impersonating a member of Yarra Valley Water staff are urged to contact Crime Stoppers on 1800 333 000 or the police.

Yarra Ranges Council staff and volunteers are now better equipped to protect children in the event of abuse, according to mayor Noel Cliff. At its 27 June meeting, council endorsed the Safeguarding Children Policy, which aims to not only protect children, but to identify potential signs of abuse and better facilitate connections with support services. Real need for a check-up From my

Mayor, Yarra Ranges The importance of preventative health checks was brought home to me recently. After a check-up with my doctor, I was advised to take a precautionary colonoscopy after a bowel test came back negative. The doctor then delivered the news no-one wants to hear: I have bowel cancer.

Recently I underwent surgery to remove my tumour, which will be followed by chemotherapy treatment. My prognosis is good - the doctors were able to remove the tumour, and are confident the cancer has not spread. So things are looking positive. Others are perhaps not so lucky when receiving this news. This diagnosis has given me an opportunity to raise awareness about the prevalence of bowel cancer, and the importance of bowel cancer screening tests that are freely available for residents over 50 years of age. Bowel cancer is Australia’s second most common type of cancer. In Australia, 80 people die from bowel cancer every week, and around one in 10 men and one in 15 women are diagnosed with the disease by the

age of 85 every year. When I think about these statistics in the context of Yarra Ranges Council as an organisation, those numbers are alarming. And if you look around the Yarra Ranges community, chances are we all know of someone who has been impacted by this terrible disease. Bowel Cancer Australia says the bowel cancer screening test is one of the most effective ways to reduce the risk of dying from bowel cancer. When identified early, 90 per cent of bowel cancer cases can be successfully treated. The free bowel screening test could very well have saved my life - and it could save yours, too. I urge anyone in the Yarra Ranges who is over 50 years old to make the most of the free bowel screening test.

And of course, regular check-ups at your doctor are also an important preventative measure for overall health. I have regularly practised annual health checks including blood pressure, cholesterol, prostate and other men’s health issues. It was while undergoing one of these checks that my GP recommended another test, which then alerted me to my current health issue. Winter warmth for needy By Derek Schlennstedt In the Yarra Ranges, winter means bitterly cold temperatures, frost warnings and sometimes even snow. For the majority, the customary response is to curl up inside beside a roaring fire. However, many are not guaranteed this luxury, and in a first for the Yarra Ranges, Stable One, a not for profit organisation, and various Yarra Valley churches have banded together to help support the homeless over winter. This support takes form in food, warmth and a roof over their heads, and each night around 10 homeless individuals are given the opportunity to sleep in a safe space at one of the many churches in the region. The ground-breaking program specifically runs over the coldest months of the year, from 3 June until 1 September.

Jenny Willets, Stable One facilitator, said the initiative was aimed at offering safe and supportive accommodation for those experiencing, or at risk of homelessness in Lilydale and Mount Evelyn. “We have established partnerships with local churches, and are helping them to work together to run the shelter, using their building as venues and members as volunteers,” she said. “It offers a safe, caring community environment where guests receive an evening meal, the opportunity to socialise and enjoy community, a comfortable bed in the church halls, a light breakfast and support to link into other services and agencies.” Around 30 churches across the Yarra Ranges are involved including Mount Evelyn, Kilsyth, Lilydale, Yarra Glen and Wandin. Some 150 trained volunteers are involved in helping to make their stay as

comfortable as possible. Jenny noted that since its inception it had helped various homeless people onto their feet. “Since coming here, everything has started to go better in my life,” said one individual who had spent the night at the Lilydale Baptist Church. Trevor Ingamells said the program not only provided people with acommodation, but also was able to help people thrive, and commented on one person who since having a regular place to sleep was able to find a job. “Once he had somewhere to stay, he could build on that, it took some stress off and he was keen to work ... he now works three days a week and on those three days, he leaves early and goes to work,” he said. Our firies join the fight in Canada By Kath Gannaway Two Yarra Valley firefighters have flown to Canada as part of the 53-member Australian contingent fighting wildfires in British Columbia. Healesville CFA fire behaviour analyst Tim McKern and DELWP helicopter co-ordinator John Carter, who works out of Woori Yallock and Powelltown offices are among Victorian forest fire staff from DELWP, CFA and Parks Victoria who left Australia on 18 July to help manager more than 140 out-of-control fires in the British Columbia province. The Mail spoke with Tim McKern as he headed out of Tullamarine for what could be a 42-day deployment. Leaving his wife, Nicole and two littlies

Caitlin and Tasman, he said his motivation for signing on went back to the Black Saturday fires in 2009 when he worked with American and Canadian firefighters who came to Victoria’s aid. “It was a really good experience to work with other people and share the skills and the fire knowledge,” Mr McKern said. “I see it as returning the favour ... repaying the commitment they made to Victoria back then.” While the type of forest fire may be different, Mr McKern said the process was essentially the same with analysing fuel types, weather patterns and other factors to determine where a fire might potentially end up. Mr Carter is familiar with the territory, having been part of the Australian contingent

fighting fires in Canada in 2015. Like Mr McKern, he told the Mail back then that although the vegetation was different, Canada and Australia worked under similar structures to combat forest fires. He said having worked with the Canadian fire-fighters in the Australian bushfire seasons of ’02-’03, ’06-07’ and ’09 the joint experience stood the Australian fire-fighters in good stead. Victoria’s Emergency Management Commissioner Craig Lapsley said the aim was to support Australia’s Canadian counterparts to bring the wildfires under control as quickly as possible. “We are proud of the relationship Australia has built with Canada over the past 15 years, and the support we can provide during their time of need,” he said.

Plastic not fantastic Since our start-up in 2000, the Judith Eardley Save Wildlife Centre in Healesville has endeavoured to be a plastic bag free shop. We thank David Johnston and the other volunteers for their campaign to help create a plastic bag free Healesville. We have had our occasional opposition to not providing plastic bags, but now we would rather lose a sale than give out a plastic bag. It would be good to see how many shops can link to form a plastic bag free chain of shops. Recently I had the privilege of walking in the Yellingbo Reserve where ongoing efforts are being made to regenerate the environment. A helmeted honeyeater came to a nearby tree and I reflected on the sanity of the reserve in contrast to the insanity of the equivalent of a garbage truck of plastic being dumped each and every minute into the ocean.

More to be done The announcement by Coles and Woolworths to ban lightweight, single-use plastic shopping bags from July 2018 is a step in the right direction. Much, however, remains to be done by governments and consumers. To prevent plastics from entering our oceans, the Victorian Government should join with other states to implement a statewide ban on lightweight shopping bags and introduce a 10-cent refund system on plastic bottles and cans. Town of the ’40s By Kath Gannaway Helen Mann was just a toddler in the latter part of 1940s Yarra Glen. The Mann family lived in the heart of the town, next to the Shell garage, which in a previous life had been a peg factory. As secretary of the Yarra Glen and District Historical Society, Helen is busy delving into a decade that seesawed on the last five years of WW2, and the first five of the post-war era. The town had a population of around 350 and in spite of the war, or because of it, life went on. Helen said the racing club was still active, as was the hunt club. “At that time it was more women riding to the hunt than men. That’s how they kept it going,” Helen said. The Grand Hotel was heading into its sixth decade as a landmark on the hill, and in 1946 the football club was resurrected after going into recess in 1939 due to the war. Even then, there was a shortage of players and the numbers were boosted with players coming up from Coldstream. ‘The 1940s in Yarra Glen’ is the theme for the Society’s August meeting and they are inviting residents, former residents and descendants who lived in Yarra Glen at that time, along with ‘newcomers’ who would like to know what their town was like back then.

New tourism, art space By Kath Gannaway Marysville will have a new tourism and arts space, with the redevelopment of the former Maryville Rebuilding Advisory Centre. Murrundindi Council gave final approval in June for the new Marysville Tourism and Arts Centre, which aims to establish an exciting and vibrant space to support tourism and community under the one roof. The $1.05 million redevelopment will include the redesign of the visitor information facilities and the creation of theatre space with sliding walls and a removable stage to enable art exhibition, performance and a range of other uses. A multi-use community room, art workshop space, community meeting rooms, more storage space and a new entrance to the building are also included in the design. The approval was based on final redevelopment plans and an

agreement between the project partners - Marysville Triangle Business and Tourism Association, Marysville Cultural Community, Triangle Arts Group and Triangle Community Steelbands - to work collaboratively to establish and operate the new centre. The project has been made possible with funding from the Victorian Bushfire Appeal Fund, Regional Development Victoria and the Bendigo Bank and supports not only the redevelopment, but operations for the first five years to establish a financially sustainable way forward. Murrindindi Shire Council’s Community Services Portfolio Councillor Sandice McAulay said the groups had worked hard to develop the proposal. “I am so excited to see the dream of so many passionate people become a reality,” Cr McAulay said. Works are expected to start later this year and be completed in early 2018.

Don’t be a dummy with taxes “It sounds like a small thing, but we aren’t talking about small sums of money here. There are 13 million taxpayers, so if everyone over claims even $100 that adds up to a lot.” Ms Anderson said the ATO’s focus was on helping taxpayers get it right in the first instance, but the ATO was also on the lookout for red flags to find people who were doing the wrong thing. “The ATO scrutinises every return. We have the technology and experience to detect non-compliance and we are continuing to catch taxpayers who are deliberately doing the wrong thing.” Ms Anderson says there are three golden rules for taxpayers to remember to get it right. “One - you have to have spent the money yourself and can’t have been reimbursed, two - the claim must be directly related to earning your income, and three - you need a record to prove it.” The myDeductions tool in the ATO app can help make keeping records easier, and at tax time you can send your deductions to your tax agent or upload them directly to myTax. This year myDeductions is available to sole traders as well as individuals. The ATO also publishes a range of information on its website to help taxpayers figure out which of their expenses are deductible. “If you are using an agent, you can also talk to them to make sure the workrelated expenses that you claim are right,” Ms Anderson said. The Australian Taxation Office (ATO) is warning taxpayers to avoid incorrect claims for work-related expenses at tax time this year. Assistant Commissioner Kath Anderson says the ATO is using real-time data to compare taxpayers with others in similar occupations and income brackets, to identify higher-than-expected claims related to expenses including vehicle, travel, internet and mobile phone, and self-education. “It is important to know what you’re eligible to claim before lodging your tax return and to make sure you don’t claim more than you’re entitled to,” Ms Anderson said. “Many taxpayers don’t have a good understanding of what deductions they can claim, and believe they can claim for items which they in fact can’t. Some taxpayers even think that you can make a standard claim of $300 without having spent the money. You don’t need receipts for claims up to $300 but you must have actually spent the money, and be able to show us how you worked out your deduction if asked.” Ms Anderson said that deductions for work uniforms were also a common trap for employees at tax time. “It’s a myth that you can claim everyday clothes - for example, black pants and a plain white shirt - even if you only wear them to work, and your employer says you have to. To legitimately claim your uniform, it needs be unique and distinctive, such as a uniform with your employer’s logo, or be specific to your occupation and not for everyday use, like chef’s pants or coloured safety vests.”

Looking focused Two films by award-winning Warburton director Peter Charles Downey will screen at Yarra Valley ECOSS documentary film night in Wesburn on Sunday 30 July at 7pm. Under the banner of Permculture of the Inner and Outer Landscape, Downey will present his first and latest documentaries - Anima Mundi (2011) and Esteem (2017). Anima Mundi explores permaculture, resource depletion, climate change and Gaia theory with David Holmgren (permaculture), Michael Reynolds (earthships), Vandana Shiva and others. The cathartic, vulnerable and intimate, Esteem explores eco-psy-

chology, deep ecology and social ecology with Prof Stuart Hill, John Seed, Subhana Barzaghi and Yarra Valley’s Aladdin Jones among others. There will be a warm fire and soup, bread and chai-tea available to purchase on the night. Seating is limited, so take along a cushion or sheepskin. DVDs of Downey’s four documentaries will be available for purchase and all monies raised go towards making future films with a message. Hills ride for literacy across seas Talk spiced with multi-culture By Kath Gannaway

If giving Cambodian children the chance to improve literacy and numeracy skills was as easy as riding a bike, everybody would do it! Right? That’s far from the full story, but it can be a part of the story for Yarra Ranges residents with the Children of Cambodia Foundation taking to the Warburton Trail on Sunday, 20 August for a fund-raising bike ride. The foundation, established in 2010, is a small charity that supports school children in rural northern Cambodia to attend school. Education is not compulsory in Cambodia. “It’s a desperately poor country, and the villages where we are operating are among the most impoverished,” said Geoff Shanks, deputy chairman of the foundation. “Many families simply cannot afford to send their children to school. They cannot cover the mandatory costs of purchasing school stationery and uniforms. “In addition, many children cannot get to school as they live beyond walking distance from their local school and do not have a bike.” Mr Shanks said providing the necessary items helped relieve the financial pressure on families, enabling their children to get to school. Library books, teaching aids, professional development for teachers and improving facilities make the school experience more rewarding. The foundation now supports 10 schools and around 3000 students, with 90 per cent of eligible children attending school.

Megan Wallens is another Upper Yarra woman with an interesting story to tell. She came to Warburton having had a varied career in nursing and clinical teaching, staff training and project management. Married young, she moved with her husband to many parts of Australia and worked on international aid development projects in Fiji, PNG and Inner Mongolia, making a life in each of these places. The story she will tell as part of the Women of Interest 2017 series at Yarra Junction Library on Saturday, 29 July, is informed by extensive travel, a deep interest in local cultures and their people and her creative post-retirement interests in gardening and writing. Her short stories have been published, and have won several awards. Having found a new home in Warburton, Megan became involved in local groups including the local Garden Club and friends of the Warburton Rail Trail.

The success of the program brings further challenges, and Mr Shanks said ongoing funding was critical. “The Seville event will be important in assisting with this challenge,” he said. There are three ride options of 18km, 34km and 51km- all starting and returning to Seville for lunch at the Carriage Cafe. The cost is $25 for adults with kids riding free. Evacuation a fractured epic Dunkirk Starring Fionn Whitehead, Mark Rylance and Tom Hardy Rated M By Seth Hynes Dunkirk, a true-story war epic about the massive Allied withdrawal during World War II, is as bold, ambitious and oblique as any of director Christopher Nolan’s other works. The film depicts the evacuation of the title beach from three interconnected perspectives: the evacuation of the soldiers themselves, taking place over the course of a week, a civilian yacht conscripted to aid in their rescue

during one day, and a Royal Air Force pilot protecting the civilian fleet over one hour. Dunkirk is a remarkable technical achievement with seamless effects and thrilling battle sequences. While the Dunkirk beach is framed as a vast purgatory of near-constant suffering and set-backs, the film derives much of its suspense from more claustrophobic settings, such as sinking ships or crashed planes. The film allows for heroic moments while never glamorising war, keeping the stress and desperation of the evacuation at the forefront.

Unfortunately, the film’s innovative structure is its biggest handicap. The narratives dovetail together effectively in the climax but the transitions between them can be jarring, and the way time is extruded and compressed throughout the film makes it hard to tell what is happening at what point. If events of heavy dramatic weight can be accomplished in a day or hour, the impact of the week-long struggle on the beach is diminished. Dunkirk is a film of phenomenal parts in an impressive but frustrating whole.

Kinglake played some good footy in the third term and if they were accurate in front of goal the margin could have been well and truly out of reach but

Burras gala golden reunion This season’s 50 Year Anniversary celebrations for the Warburton-Millgrove Football Netball Club (1967-2016) continued recently with the 1967-’76 decade function. Special thanks to past player, Ian Symons, who provided interesting insight as to how the two rival local clubs got together and amalgamated to form the Burras. Ian also played in the maiden Warburton-Millgrove senior team. The 50 Year Anniversary Gala Reunion Function will be held on Saturday 19 August at the Warburton-Millgrove Sports Club at 7pm. Bookings are essential as limited seating is available. During the function the club’s inaugural Hall of Fame inductees will be announced. Also, the Best Ever Netball Team since 2005 will be announced. Cost is $100 (all inclusive; threecourse meal and drinks (beer, wine and cider). Dress: formal. The weekend’s celebrations start with an informal get-together at the sports club on Friday 18 August from 5pm to 8pm. Light snacks are provided. Club historical memorabilia will be on display. On the Saturday, the club will be playing Woori Yallock at home. All past players and members are invited to the Supporters Club Function during half-time of the senior match. This will be held at the adjoining Warburton Bowls Club as the Sports
