Casey’s future The City of Casey adopted its 2017-21 Council Plan in June, which outlines the way Council will work towards achieving its ambitious vision to create Australia’s most liveable city. The Plan will guide the work of Council over the next four years and outlines eight strategic objectives, how Council will achieve these and how their progress will be measured. City of Casey Mayor Cr Sam Aziz said the Council’s vision is for Casey to become the envy of the nation. “Based on our community’s priorities, we’ve developed a new Council Plan and long-term Council Vision which outlines how we’re going to work towards securing Casey’s future,� Cr Aziz said.
“The Council Plan was informed by Casey’s biggest ever community engagement exercises, the Casey People’s Panel and Casey Next. “Through these forums residents indicated their priorities for the future of Casey, and Council responded. “We have incorporated our community’s feedback into our strategic documents which determine the way forward over the next four years and beyond.�

One of the most spectacular features of the architecture, and most detailed parts of the build is the timber gridshell which will be a feature of the CVJMEJOH TJUUJOH JOTJEF UIF JNQSFTTJWF MJHIU mMMFE foyer. Construction of the gridshell began in May this year and is tipped to be complete by the end of August.
Earlier this month, the cenotaph was relocated from its former site in front of the Civic Centre to the Bunjil Place landscape. The Narre Warren Library is busy preparing for their relocation to the new Bunjil Place library, which is tipped to be one of the most visited features of the precinct.

If the anticipation of visiting Bunjil Place isn’t enough, a world of virtual reality could rival the excitement of the real thing with a Bunjil Placemaker game set to ignite imaginations across Casey. Bunjil Place Gallery artist Troy Innocent and gamers will unite as the Let’s Play exhibition is prepared to be launched this summer at Bunjil Place. Troy’s work will be exhibited in a static gallery exhibition and he will also introduce Bunjil Placemaker which will bring various locations throughout the City of Casey into the game world. Troy explained that these nominated locations, including Bunjil Place, will have an urban code built JOUP UIFJS GFBUVSF LOPXO BT AXBZ mOEFST UIBU CSJOH the location into the game - transforming ordinary MBOENBSLT JOUP UIF mDUJPOBM XPSME “Gamers will be able to go on an urban code making adventure around Bunjil Place,� he said. “As a result at the end of the exploration you have tokens in your phone which you can use to build your own digital place within the City of Casey, which others can add to and modify.
As the anticipation builds for the launch of the game this December, players don’t have to wait until then to get involved. “We want people to be part of its creation as well as the development of spaces,� Troy said. “The City of Casey has a diverse mix of zones, so we’re putting the word out there for people to submit interesting places within Casey and nominate these to be part of the game.� The public will also have the chance to participate in workshops and beta testing in the lead up to the launch of the game, which will happen in conjunction with the opening of the Let’s Play exhibition. Troy, who is a lecturer at Swinburne University of Technology, said he’s excited for visitors to get involved and said there will be a public test in October before its release later this year. volleyball, badminton, wheelchair sports and more. The redevelopments to the major sporting complex will cement the centre’s position in the community and beyond as a much desired and much needed sporting outlet for community members both young and old. The YMCA will be responsible for the management of the centre which will continue to cater for a range of different sports.
Cricket lanes will also make up part of the second stage of redevelopment.

Four Oaks Ward Cr Rosalie Crestani was joined by the Hon Luke Donnellan MP, State Member for Narre Warren North, to reopen the pavilion following extensive upgrades to the community facility. The major investment demonstrates Council’s commitment to improving community sports facilities. The upgrades to the pavilion included the renewal of current change room facilities to include female friendly amenities, new public toilets including male and female external toilets and an all abilities toilet and shower. The kitchen was also upgraded to include new equipment, cabinetry and benches as well as new storage space, and a new paved spectator’s area was also laid in front of the pavilion. The redevelopment will assist the Endeavour Hills Junior Football Club, Hallam Kolara Park Cricket Club and the Saint Patrick Knights Cricket Club who all utilise this facility.

‘Any mug can do it’ “It‘s not from Toorak that the writers come. It’s from places like Dandenong.” Tom Keneally, the award-winning author of the book behind the film Schindler’s List, should know. He grew up in an area of Sydney not dissimilar to multicultural Greater Dandenong. “I know that Dandenong city is a sort of cutting-edge place in Melbourne with social problems of the kind that it, in many ways, creates a creative environment for those who live there,” he said. “I’m interested in going there for that reason.” Tom will visit with his daughter Meg Keneally as part of the Melbourne Writers’ Festival for a free literary lunch at Dandenong Library at 12.30pm on 2 September. “I’d just like them to see that we’re ordinary people and that it’s ordinary people who write books,” he said.
“Any mug can do it, and I’m proof of that.” The father-daughter duo are working together on novels - and a television series - following gentleman convict detective Hugh Monsarrat and his housekeeper Hannah Mulrooney. “When you’re writing these books ... it seems impossible that someone will pay their hardearned money to read what you wrote,” Meg said. “I’m very grateful for all of them. “It’s wonderful to actually meet these crazy people who buy our books face to face. “I would love if people took away a realisation that history is more fascinating and has more juice and blood in it that, perhaps, what they were taught in school.” She hopes they develop a desire to dig a bit deeper. “We both feel that Australian history hasn’t yet taken the position it deserve to have in popular culture,” she said. Meg gave America’s Wild West as an example. “There’s no reason why our convict history

Tom said Meg and her mother were descendants from a female factory convict. “It’s a great part of our history,” he said. “Convicts who got a ticket of leave would ride by the female factory and choose a bride. “They’d see all these girls paraded before them.” Meg has her own book coming out next July, a fiction story called Fled based on First Fleet convict Mary Bryant. On writing together, Tom said they were “temperamentally similar”. “Neither of us are the kind that would die in a ditch for our favourite sentence,” he said. “We out the plot together, then Meg does most of the writing of the first draft using the characters I invented some time ago. “Then we collaborate from then on.” Meg said: “Initially we thought we’d write alternating chapters and dad had done a few chapters when he broached the idea with me.”

Tom handed them to Meg so she could inject her voice into them. “I didn’t do that because I didn’t feel I had the right,” she said. “I felt I was finger-painting over a Da Vinci.” Their agent said the chapters featured Tom’s distinct voice with something else humming away underneath. “She suggested I write from scratch and bring dad back in later in the process,” she said. Iraq-born writer, director, comedian and spoken word artist Osamah Sami will share his life experience and love of writing at Dandenong Library at 11am on Friday 1 September as part of the Melbourne Writers’ Festival. It was a title given to the charismatic missionary during an uncomplimentary story in the US press, he told an enraptured audience of 800-plus students and staff at Lighthouse Christian College, Cranbourne, on 23 August. He said God told him to “claim the name“. It would be a marketing tool in which to share his testimony across the world, he said. It led to a clothing line, a motorcycle brand and a biographical Hollywood film. But the US-born preacher now lives in Africa and leads Angels of East Africa aid group which provides 12,000 meals a day and houses 380 orphaned children. “God can take something that’s stupid and take it clean to the top if you’re willing to stand up for Jesus Christ.” Still, people think he’s “some crazy guy with a gun”, he told students. “What does a preacher do with a machine gun? Well it’s good for offerings,” he joked. He often gets asked about his “kill count” as a missionary that rescued children from rebel forces in Africa’s war zones. “In all my years in Africa, I never talk about violence. Violence doesn’t glorify Jesus Christ,” Mr Childers said. “If I boast about something, I talk about what Jesus Christ has done for me. “Guns are only good in good men’s hands like a police officer or the military.” Mr Childers was visiting as part of his six-week tour of Australia, including stops at churches and schools in Hallam, Cranbourne and Cranbourne East. He was an uplifting presence during the question-and-answer session at the school, less than a fortnight after a tragic two-car crash claimed the life of a Year 8 student and her mother. During the address, he delivered a “tough love” message to deter children from experimenting with drugs and alcohol. And urged parents to be “tough” and not to compromise on their stance against drugs. He testified to getting led down that path at 11 years old, even while raised in a “born-again spirit family”. He left school early being unable to read and write. “It’s so easy to get messed up in life. We think the life we’re living isn’t cool enough. “We look up to kids we shouldn’t be looking up to. “The coolest thing you can do in life is not make any bad decisions like I did.” So many of his friends died from drugs, some killed in car crashes involving drugs and alcohol. His own son “let his guard down” and experimented with drugs on a weekend. He fatally overdosed. “A lot of teenagers think it’s OK to experiment with drugs. It’s not OK.” He realised he needed to turn his life around after being nearly killed in a bar-fight in his early twenties. “The first thing I had to do was get into a

I’m already counting the days for when I get home (to Africa).”

Police charged a 25-year-old Eumemmering man over an alleged sexual assault in Seaford. He’ll answer charges of rape, sexual assault, intentionally causing injury, recklessly causing injury and common assault following an incident near Seaford North Reserve on 1 April involving a 19-year-old woman. 29 August 1967 Life behind wattle and daub Devon Meadows - The Journal recently published a picture of a wattle and daub house at Harkaway being offered for sale by public auction, believed to be more than 100 years old and in reasonably good repair, one of the few remaining. The Journal has now discovered another relic of the ancient at Devon Meadows built by the owners from local materials including mud and tea tree.

That was the warning in the school council circular to parents recently. School council president, Mrs Christine Ware, said parents who did not pay the fee were disadvantaging everyone else. “Contribution fees are not new and you will find ours compares very favourably to other schools in the region. Annual fees are kept to less than $100 a student,” she said. “We need parents’ contributions to help pay for photocopying, extra-curricular activities and excursions. “No-one is ever excluded from a core education activity and we are always prepared to make exceptions for families experiencing genuine hardship.”
The tension is palpable when six participants including former defence mi nister Peter Reith are dropped into two of the world’s most dangerous hot spots - Kabul in Afghanistan and Mogadishu in Somali. In a dramatic set-up, Reith meets Rezai, an asylum seeker rescued by the Norwegian vessel Tampa. Reith as defence minister ordered Special Forces operatives to board the Tampa. Rezai was handcuffed and taken to Nauru. After 13 months his application for asylum was rejected. Ten years on Rezai has changed his name and lives at no fixed address in Kabul. A stirred Reith says: “He’s bitterly disappointed but we don’t know all the circumstances. A lot of people were going through the system. Mistakes are made... these things happened.”

On school holidays and Saturday mornings we would go with Murph’s dad to do the deliveries for Old Patto’s Hay and Grain Store. We went as far as Cranbourne and Clyde and with the two-horse wagon with its iron rim wheels and a huge load it was almost a full day trip. The single-horse pneumatic-tyred wagon pulled by Nugget, the medium draft horse, was much quicker as Nugget could get along at a steady trot. Some Sundays we went on this wagon with Mr Murphy and a couple of his mates on rabbiting
trips with ferrets and nets, one of which to Five Ways was the most amusing. On Saturday mornings, if by about 11.30am no deliveries had been requested, Murph and I would take the three horses up to a vast paddock at the unmade section of Anne Street, between Cleeland and Herbert streets at the back of the Dandenong High School. This paddock was entered through a Mallee gate from the Anne Street paddock and extended to a similar section of David Street and beyond

where the Dandy North primary school is today. There were a number of large red gums and other gums still dotted throughout the paddocks, and a number of marsh-like soaks, from which the horses drank pure water. In later years, if we were on horseback in these areas with our cousin and one of our other mates herding and grazing cattle along these unmade roads of central Dandenong, we could always call in to the Anne Street paddock to get a drink, for us as well as for the cattle and horses. Murph’s dad would take the lead ropes on the halter of Nugget and Charlie and tie it to the other side of the headstall like a bridle. He would then let each of us up onto the bare, broad backs of these beautiful carthorses, where we looked about the size of a couple of monkeys. Whichever of us was riding Nugget he would hand the lead rope of Bess. We would head out along the driveway and

through the double timber and corrugated iron gates of what today is McLennan Lane, and along the side of the highway. Then we’d head across Clow Street and into Cleeland Street up past the produce market. Once we got past the bull pens of the stock market on the King Street corner, where the bitumen road became gravel, we would urge these mighty horses into a gallop. It was just as well they knew they were going to the paddock, for with these rope halters for bridles and our size, we had about as much control over them as we would have trying to lead a large bull with a piece of Grandma’s crochet wool tied to the ring in its nose. We must have had the balance of monkeys for we never fell or got chucked off. The paddock we took the horses to now contains the Cleeland Secondary College and the Dandenong North Primary School.

Laser beams zap birds By Casey Neill Laser beams are the latest tactic being employed to move on Indian myna birds from a Hallam nature strip. The Journal News reported last week that the City of Casey planned to place netting over the Charles Avenue tree to deter the 150-strong flock from nesting there. Vera Mezentseff said the noisy birds were disturbing her sleep and wellbeing and hoped the net would do the trick after plan A - setting up traps - and plan B - trimming the trees - had failed. But a power line put a stop to applying the net, and plan D is now in action. “They’re going to be using this laser beam for one week,” Ms Mezentseff said. “After the week, I’m sort of to take over.” The council staff have been “flickering that laser on the tree”. “Monday night, it brought me to tears,” Ms Mezentseff said. “I was just dreading the time they were going to start up again. “I couldn’t believe that I couldn’t hear the birds.” But so far, so good. “I’ve already brought my laser beams for when they fly back,” she said. “When they fly back I have to stand there and flicker it until they fly away. “Year after year, they may come back. “I’m going to be standing there with some laser beams flickering the birds away. “I’m very grateful to the council that they have found something that worked, but the thing is that I’ll have to keep on doing it. “Also it was mentioned to me not to do it when a car is driving past, and aeroplanes.” Mezentseff said she’d already spotted other bird species returning to the street. “There was one raven sitting on the light opposite the tree and some more magpies,” she said. “Now that the Indian mynas are dispersing we’re giving our birds a chance to live. “If they find a nest, they will break the egg

They’re killing off our wildlife.” At City of Casey’s 6 June meeting councillor Wayne Smith successfully moved for action against the birds as a “matter of extreme urgency”. He said the situation was the council’s responsibility because it planted the tree and audio recordings of the birds in full voice were “shocking”. “You can’t live with it,” he said. But Ms Mezentseff has lived with it for almost two years.
They fly in at 5.30am, leave about 7am, and fly back in about 5.45pm. “During the night if they’re disturbed they’ll go off again,” she said. “If you have a restless night and then the birds are at it at 5.30am, it’s like they’re ruling your life. “Prior to me, neighbours were trying to hose them down but as soon as you put the hose away they’re back at it. “Rubber snakes in the tree hasn’t worked. Throwing stones at the tree hasn’t worked. “I’ve been using cotton balls to try to sleep and not to be woken by them.”

Forgotten voices get ready to speak out By Cam Lucadou-Wells Victims of crime - so often said to be the forgotten voices in criminal justice - are set to be honoured at a forum hosted by City of Casey. Its organiser Janine Greening, of Cranbourne, is a victim - but also a leader.w It still galls her that the two boys who bashed and strangled her mother to death in Rosebud 17 years ago may never be identified. They were never added to the sex offenders’ register, though they sexually assaulted 75-yearold Marie Greening Zidan and killed her in front of her disabled son. They phoned Ms Greening from a juvenile detention centre to taunt her about her mother’s death. Now, those killers would be in their thirties. They cannot be legally identified due to a court suppression order. Three trial judges said the then-teenagers were beyond rehabilitation, she says. “Rehabilitation doesn’t start until you are sorry for what you’ve done. “If they were sorry that’s fine. I don’t have a hatred for them - it’s a waste of energy.” Ms Greening’s forum will honour victims of crime and police officers in October. It will host speakers from Crime Stoppers,
Adult Survivors of Child Sexual Abuse as well as speakers on the One Punch Can Kill campaign. There will also be talks on domestic violence, community safety and missing persons. Her forums have toured across Melbourne. “It’s all about education and awareness, and informing the public,” she says. “There’s all these people talking about crime but they’re not educated. “How are you going to know what it’s like to have a loved one murdered if you haven’t gone through it?” Ms Greening also founded the volunteer charity Forget Me Not Foundation for victims of crime, and has pushed for a National Victims of Crime Awareness Week. She receives no government funding. Since 2000, she feels there’s been little headway on victims’ rights, particularly with suppression orders. She takes issue with the recent Children’s Court Victoria warning for media not to identify victims, so as not stigmatise or embarrass juvenile offenders . It’s a move to further silence victims, Ms Greening says. “You can’t even say you were bashed by this 14 or 15-year-old who lives in Casey. Look at my bruises.
“The laws have crept even a step further. It’s all about the perpetrator and nothing about the victim.” Victoria was “Suppression City”, handing out two blanket orders a day, she says. “They have got suppression orders on sex offenders and murderers in the community. “If they’re in the community near kids and vulnerable places like schools and disability homes, the places should know where the offenders are. “They should at least start with that.” Cr Amanda Stapledon said the forum reprised a successful event staged at Casey three years ago. The aim was to bring people together, to ensure their experiences were validated and understood. It was also a chance to raise “how we can do things better”, and to acknowledge their ongoing advocacy and support of other victims. Cr Stapledon said it was also important to acknowledge the work of police. “They get to see (confronting) things every day and this must have a big impact on their lives and mental health.” The public event will welcome all comers, including victims, Victoria Police and interested community members. It will be hosted at Casey Civic Centre in October.
I have been interested in the recent upheaval in the southern states of America and especially the attempts to erase history. As a tutor of history, I am rather amazed at comments by the ABC when the question of the removal of statues depicting Confederate soldiers be removed and their statement that individuals like General E. Lee were rebels and therefore had no right to be recognized when compared to the founding fathers. Now in that case were not these founding fathers also rebels in that they broke from England. The rhetoric coming from those, including the ABC, is that Lee and his fellow generals were some sort of monsters. Interesting to note that the Union commander Ulysses S. Grant had great respect for Lee and in the surrender of the Confederate forces told Lee to keep his sword because he considered him a ‘gallant and noble opponent’. Something that is not mentioned by the change history fanatic, who most likely hasn’t read any history of the Civil War, is that, compared to the activities of the Union generals Sheridan and Sherman, Lee was a gentleman. However, it is interesting to note that those who want to erase history, firstly by the removal and possible destruction of statues they disagree with, are doing the same as the very symbol they loath. What will be next, the burning of every book that features the history of the Civil War, the removal of any museum that features any display of Confederate literature or exhibits or perhaps going further and seeking any individual whose distant relatives fought for the South for there would be no doubt that many in this area would have had relatives in the past that would have marched with Lee. Too often do we step aside and let screaming minorities push their agenda onto the majority and anybody that refuses to worship them is immediately called a racists. The American Civil War is part of American history and to render it as a myth or to erase it from history to please a few turns a country that claims to be a democracy into a minority dictatorship. Mt Hira College celebrated the turning of the sod for the new buildings on Monday 14 August. The building will be two storeys high, the ground floor with two senior science rooms with separate spaces for theory and practical work, including a presentation room and staff spaces. The first floor will get learning spaces, several group spaces for collaborative learning, two lecture rooms, staff space and amenities. The Waverley Gardens playground has found a new home. The Mulgrave shopping centre will donate the disused equipment to the Friends of Refugees. The Dandenong charity has become a central source of first-line relief for people seeking asylum in Melbourne’s South-East. The playground is only four years old but made way for a custom-built kids’ play space,
so the centre offered it free of charge to a charity or community group. The sound of someone cracking open a can of Coke has become instantly recognisable. It a near-daily experience, but there are still some situations where the noise is unexpected. A courtroom at Dandenong Magistrates’ Court at 9.30am on a Thursday morning is one of them. “In my experience, repeating your submission doesn’t make it any more persuasive.” A Dandenong Magistrate provided this solid advice to a lawyer making a submission on Thursday 24 August. He was seemingly full of quips that morning. He asked a man before the court whether he’d like to attend a particular support service and received the response “It’s not a no”. “You could be in politics with an answer like that,” the magistrate replied.

Shoppers pay for school studio By Casey Neill Keysborough shoppers helped Emerson School to set up its own television studio. Parkmore Shopping Centre manager Olga Lekovic presented $2000 to Emerson School in Dandenong on Friday 18 August. The grant was part of the $10,000 School Rewards competition, which ran at Parkmore for five weeks. Customers collected points for a local school each time they made a purchase in the centre. Keysborough’s Resurrection Primary School collected the most points and received $5000 and $3000 went to second-placed Dingley Primary School. Emerson was in third place. Principal Dianne Wright said the money would set up a television studio to broadcast between the school’s two campuses shows that students design and present. “Unfortunately, we sometimes have to cancel our Friday assemblies due to poor weather,” she said. “A facility like this will enable us to broadcast the assembly to staff and students on the other campus.” Ms Wright said the school’s VCAL performing arts and digital studies classes would also benefit from the facilities. “It is an exciting opportunity to further de-

Technology enhancements and extensive use of data is allowing us to identify incorrect or suspicious claims. We also have a good idea of the locations likely to be used for holiday homes.” Ms Anderson said that all rental property owners, particular those who rent out holiday homes, should always double-check their claims before lodging their tax return, and follow a couple of simple rules. “Firstly, make sure that you declare all rental income and only claim deductions for periods that the property is rented or was genuinely available for rent.” “Secondly, make sure you have accurate records of expenses, and strong evidence of the property being rented or genuinely available for rent at market rates. “Advertising through a real-estate agent or an online site is not always enough evidence to demonstrate that a property is genuinely available for rent.”

The ATO is reminding taxpayers that it’s paying close attention to rental properties located in popular holiday destinations around Australia. Assistant Commissioner Kath Anderson said that last year the ATO identified a large number of mistakes with deductions for rental properties, particularly with regards to holiday homes. “We’ve noticed some people are claiming deductions for holiday homes even where the property is not genuinely being rented out, or genuinely available for rent,” Ms Anderson said. “There’s no problem with people using their rental property for their holiday, but holiday home owners need to remember they can only claim tax deductions for expenses made during a period when the home is rented out or genuinely available for rent.” Property owners also need to understand that if they rent their property at a discounted rate, or ‘mates’ rates’ they can only claim deductions equal to the amount of rent charged. Ms Anderson said the ATO is focused on using data to identify errors.

Ask what the as displayed price is (note it down), and once that is done specifically ask the consultant to point out what is included. Be very specific - point to benchtops, point to blinds, floor coverings, curtains, light fittings, ceiling heights, appliances, door trims, door heights - everything! Once you feel comfortable enough to make a buying decision, you will do so feeling confident that all the questions you asked in relation to the offer have been answered honestly and professionally. During construction, it is most important to keep communication honest, hope and upfront. While pestering your builder every day for an update isn’t necessarily going to help (if anything, your builder will get offside and most likely won’t respond), it is vital that your builder engages in communication with you without the need to ask. Weekly progress updates for the site - what happened the week before and what is due to happen in the next week are critical to keeping you confident and assured that the job is moving well and in the right direction. Most commonly issues arise when the builder shuts up shop, doesn’t communicate with the client and educate them on the build process. Moving into their new home on 7 June this year, Miriama and Paul Sasa, along with their four kids, have spent just over two months enjoying their single-storey, four-bedroom, double-garage home in Cranbourne West. The moment we met in Officer we knew by faith it was from God that we’d discovered them.” Dealing with the managing director Mat Suckling, Miriama stated that the easy process put forward by RMS homes along with their flexibility and willingness to work with the Sasas made their eight-month construction process a breeze. “We went through (some of the larger building companies) but they just had so many hurdles you had to go through and having four kids it was too much,” Miriama said. “Whereas dealing with RMS homes was simple and straightforward ... they were so professional. They were always following up with us; even after the first meeting they never left us hanging. I felt like I was already a part of the family.” RMS Homes was established in 2013 to help first home buyers, up-sellers, down-sellers, investors and multi-unit developers find an adequate solution to their housing needs. And as Miriama explained, with all her housing requirements more than taken care of, her family is the envy of all their friends, and

The purpose of the proposed amendment is – maintenance and repair of the roads and the classes of roads to which the road management plan applies under section 41 of the Act are safe, efficient and appropriate for the use and needs of Council’s community, and the wider public; connection with its road management functions and the discharge of its duty to inspect, maintain and repair public roads for which Council is the coordinating road authority or the responsible road authority, based on reasonable policy and operational decisions and the resources available to and the priorities of Council; Council to discharge its duties and perform its road management functions under the Act; having become, roads or parts of roads for which Council is the coordinating road authority or being or having become public roads since the existing road management plan was made by Council; and declaratory or machinery nature. The general purport of the proposed amendment is that – maintain certain ‘non-road infrastructure’ (such as bus shelters, trees and roadside furniture); or road-related assets (in line with recommendations from the Municipal Association of Victoria (MAV); recommendations); levels; and specifications) in respect to four asset types, resulting in standards which are lower than the standards previously adopted by Council, and being as follows – in the size of a ‘Minor Patch’ from 20m2 to 40m2; temporary maintenance and retention of permanent maintenance on ‘Annual Program’; in a change from ‘20 working days’ to ‘Annual Program’; in relation to and the priorities to be given to the inspection, maintenance and repair of the roads and classes of roads to which the road management plan applies; municipal district for which Council is the road authority (including in relation to suitable prioritisations for the maintenance and repair of road infrastructure on public roads)), as a policy document of Council, better reflect decisions of Council which are otherwise based substantially on financial, economic, political, social or environmental considerations; and Council’s responsibilities under the Act are and have been substantially influenced by budgetary allocations and the constraints which these entail in terms of the allocation of scarce Council resources; and document, performs its road management functions.

SPORT Amy rides rising tide of talent By Nick Creely When discussing the emerging basketball talent coming out of Victoria, chances are Narre Warren South and Dandenong Rangers rising star Amy Baum’s name will pop up. The 17-year-old, who attends the highly regarded Rowville Sports Academy and has been around the Dandenong Rangers’ junior sides for almost a decade, is starting to make waves as she continues her emergence into the professional ranks. In what has been a strong 2017 - which has also included representing the School Sports Victoria team in the recent National Champions in Canberra - Baum has knocked every challenge out of the park. “I’ve just come back from Nationals and that was a big one but really enjoyable, and throughout the season I’ve been playing Big V with Dandenong Rangers and that season finished in the semis when we got beat,” she said. “It was good representing Victoria for the first time - it was a new experience but the girls were all great - we finished fourth which is a bit disappointing but it was good for us.” Her Big V season for Dandenong’s Youth Championship Women side was simply stunning, earning her both internal and external recognition from around the state. She was nominated for three awards - the Rising Star, the MVP and the Defensive Player of the Year - in a season where she finished fifth in assists (70) and shot at an incredible three point percentage of 40.58 per cent (second in the competition), meaning she is well rounded around the court and able to play with consistency and efficiency. Speaking out, Dandenong announces coach team By Nick Creely The Dandenong Cricket Club has announced its completed coaching structure for season 2017/18. The men’s panel remains unchanged with Head Coach Nick Speak excited to again take the reins for the Panthers. Three of the four men’s grades saw finals action in 2016/17 and the club is confident that Speak can lead the group to an extension of this with the addition of some silverware - in 2017/18. He is once again joined by assistants Paul Boraston, Brett Forsyth, Mark Boraston and Craig Hillard. The 2017/18 season will be the first time that women don the blue and red at Shepley after the recent merger with the Dandenong Women’s Cricket Club. The exciting new venture is matched with an equally exciting coaching panel which sees former Southern Stars player and coach Cathryn Fitzpatrick return alongside former VicSpirit selector and player Megan Pauwels and new recruit Vince Cameron. Fitzpatrick will lead the panel as Director of Coaching - Female Programs while Cameron and Pauwels take on Assistant Coach roles. The trio will rotate training and game-day duties ensuring that the playing group has access to the unique experience and insights that each of the panel offers. Cameron, who is new to Premier Cricket, comes from a background in the health and wellness sector and has most recently been involved at St Paul’s Cricket Club in Melbourne’s South East. “We are very excited at the breadth of knowledge and experience that this panel offers and the opportunity it will present for our players,” Female Cricket Manager Sarah Elliott said. “We have a lot of young talent coming through our ranks and we believe we have the coaching mix right to ensure we give them the best opportunity to reach their potential.” This follows news that the Panthers will also have five players in Cricket Victoria’s U19 trial squads. Edward Newman, Lachy MacCorquodale and Matt Wetering form part of the Metro squad while Kim Drew and Koby Brann are in the Country squad.

and has taken elements of another sport she played as a junior into her game now. “I want to be known as a player that works hard, fights for loose balls and being a one percenter player,” she said. “My parents got me into it (basketball) - they played cricket and softball but got me into the sport. “I used to play football with the Berwick juniors - the agility from footy and basketball probably clashed - it also helped my competiveness in basketball now.” With her sights set firmly onto the future, Baum plans on experiencing life as a US College student, as she creeps one step closer to her basketball dreams. “Hopefully that’s the plan - I’ve been offered a scholarship by Hawaii Pacific University so I’m thinking about it,” she said. Amy explained that the lure of college life is exciting and the next phase of her impressive development. “I want a new experience and playing a different style of basketball - getting to experience a new lifestyle and basketball’s allowing me to see other places around the world. “I went in Year 10 with Rowville on a basketball trip to see some colleges and a play a few teams - it was absolutely amazing and the first time overseas for me, so would love to do it again.” She credits her family, her coaches and in particular her school, Rowville, for her rise in the basketball ranks. “Dean Kinsman’s (Rowville Sports Academy) had a massive part in helping me with my basketball and the school’s been great. “Everyone is always supporting you there,” she said.
Three times the action at Etihad The VFL, VFL Women’s and TAC Cup grand finals will be played at Etihad Stadium in a historic triple-header of state league football on 24 September. With such local teams as the Dandenong Stingrays and the Casey Demons likely to be well and truly in the race for premierships in 2017, it is sure to have plenty of south-east representation. The VFL Women’s will kick-start the day at noon, followed by the VFL grand final at 3pm, with both games to be broadcast in Channel 7. The TAC Cup grand final will then complete the day at 7.35pm, live on Fox Footy. AFL Victoria CEO Steven Reaper is thrilled that they can showcase the elite competitions all on the same day. “This will be the 10th year we have featured the Peter Jackson VFL and TAC Cup deciders on the one day at Etihad Stadium and this year we will add the VFL Women’s finale to the line-up, providing a real feast of state-league football,” Reaper said. “Whichever teams make it to grand final day, the matches will feature a host of future and current AFL talent as well as some of the best state-league players from the TAC Cup, VFL Women’s and VFL. “It will be the perfect way to celebrate the 2017 season across all three competitions.” Tickets will remain at 2016 prices for the AFL Grand Final day - adults $20, concession/ pensioners $15 and kids under 15 free - providing football fans with extra value on the first Sunday of the September school holidays. 27 JOURNAL NEWS Monday, 28 August, 2017

Burras’ game face on for finals By Nick Creely With a glint in their eyes for the past 10 months, Keysborough’s players will enter this weekend’s finals series off the culmination of perseverance, talent and a resolve to win at all costs. The Burras - who became one of the dominant figures in Southern Footy’s Division 2 this season after an underwhelming 2016 - now have the chance to test their mettle in a qualifying final against Caulfield this Saturday at Meade Reserve, Clayton. Burras coach Matt Ferguson is raring to get into the action and is confident his side can lift in the biggest month of the football calendar. “It’s been a lot of hard work going back last October to now get to a point where we are ready to compete for a finals series,” he said. “We’ve probably had quarters - not games - where we’ve been exceptional and put the opposition away - we are playing in patches at the moment and we’re hoping we can put together a more consistent four quarters when finals do come.” The last time the Burras met the Bears was back in Round 16 when they won away from home by 19 points in harsh conditions - they also won narrowly back in Round 5. Ferguson said his group had definitely learnt lessons about how the Bears play and hopes his side can replicate their recent successes against them. “That was a tough day for everyone (the Round 16 win), it was a scrappy and windy day. “We made some changes during that game - in particular putting Chris Bryan in the ruck, allowing us to get control of the middle - and I think we defended really well against a quality team. “It’s always a hard and contested game against them (Caulfield) and that’s where it starts and ends in the clearances - whoever does better in the clearances will most likely win the game. “They’ve got the number one defence in

Combined with their high quality opponents Sandringham Dragons - the ‘Rays played part in one of the TAC Cup’s most impressive games of the season. More than half of the players from both sides represented the wave of AFL talent set to grace the field in 2018, and they sure put on a show. In the final home-and-away clash of the season, the Burras gained some valuable momentum in the dominant 14.10(94) to 24.12(156) win. With key lynchpins Timmy Werner (eight goals) and Chris Bryan putting on an absolute clinic, the Burras were never challenged when they burst out to a 19-point quarter time lead. The Burras will face Caulfield in a massive qualifying final on Saturday at Clayton’s Meade Reserve. Springvale Districts, meanwhile, ended their tough season on a high with a tight win over Skye, 8.12(60) to 10.7(67). After leading comfortably for most of the day, the Demons almost squandered its handy lead in a tense last quarter but just held on to claim the consolation four points. The Demons finished with a 6-12 record. DIVISION 3 - QUALIFYING FINAL From the very beginning of Saturday’s match against Ashwood, Endeavour Hills seemed just that one step ahead. In the tight 6.6(42) to 9.9(63) thriller at Keysborough Reserve, the Eagles have booked a semifinal berth. After kicking the first goal of the match only a minute into the game, the Eagles’ tough and tenacious style meant it was never going to be threatened. With the likes of star midfielder Daniel Batson and Shaun Richards looking ominous early, the Eagles set the game up with a brilliant four goal to one opening term, before ensuring defensively they would be impenetrable.
