Price growth in property market Demand for housing in Melbourne’s leafy south eastern suburbs has driven prices up sending buyers further east for affordable buying opportunities that hold value in the long term. By REIV CEO Gil King MELBOURNE’S property market has experienced significant price growth in recent years, particularly in the city’s south eastern suburbs. Growth in the south east is being driven by strong buyer demand with these suburbs benefiting from quality infrastructure and amenities. While house prices within 10km of the city moderated in the June quarter, a number of inner south eastern areas performed strongly. Malvern East recorded one of the city’s largest price increases in June with the median house price rising 17.4 per cent to $2,025,000 a quarterly increase of $300,000. Price increases were also evident in the exclusive inner suburbs of Toorak and Glen Iris with house prices in these areas up 11.8 and 9.6 per cent respectively to medians of $4,750,000 and $2,082,500. The south east accounted for half of Melbourne’s top 10 most expensive suburbs with Toorak taking out the top spot and Glen Iris recording the city’s 10th highest median house price. Other south eastern suburbs appearing on the list were Malvern ($2,750,000), Brighton ($2,600,000) and Hampton ($2,120,000). With buyers increasingly looking for value, Melbourne’s middle and outer rings both recorded median house price growth of three per cent in the June quarter. The bayside suburb of Beaumaris was a key

Melbourne’s property market has experienced significant price growth in recent years, particularly in the city’s south eastern suburbs… growth driver for the middle ring with its median house price increasing almost 15 per cent over the quarter to $1,690,000. Increases were also recorded in nearby Cheltenham and Highett, up 9.8 and 8.5 per cent respectively. Cheltenham’s median house price is now sitting at just over $1.15 million while Highett has a median of $1.4 million. Meanwhile, the bridesmaid effect - where buyers are priced out of inner and middle areas - is impacting on house prices further from the city. This is particularly evident in the south east with a number of outer suburbs experiencing significant price growth - both over the quarter and the year. In the three months to 30 June, house prices in Frankston North increased 12.8 per cent to a median of $470,000. While Frankston North remains relatively affordable, the suburb has experienced the south east’s strongest price growth over the past year - up 44.6 per cent on June 2016 figures. Significant price growth has also been recorded in nearby Frankston, where the median house price increased 8.7
per cent over the quarter and 36.4 per cent over he year to $600,000. This was up from $440,000 in June 2016. Seaford has also seen strong buyer interest both over the quarter and the year. Its median house price rose 10.3 per cent in the June quarter to $731,000, an increase of $200,000 on the same period last year. Berwick is another outer south eastern suburb performing well over the year with house prices increasing more than 22 per cent to a median of $690,000. This was up from $562,500 in June 2016. Double-digit increases were also recorded in Clyde North and Pakenham with both suburbs seeing annual price growth of around 16 per cent. Clyde North now has a median house price of $541,625 while Pakenham’s median is currently sitting at $460,000. Road and rail infrastructure commitments by the State Government will improve the attractiveness of outer Melbourne suburbs, delivering long-term price growth further from the city. ●

Big, and getting bigger The City of Casey is booming with land snapped up as soon as it is released. To accommodate rapid population growth a number of exciting infrastructure developments are taking place. THE City of Casey is one of Australia’s fastest growing regions. Casey is the third fastest growing municipality in Victoria and the eighth fastest growing municipality in Australia. The City of Casey already has the most residents of any municipality in Victoria, and its population is forecast to grow to around 492,497 by 2041. On average, 7300 people move to Casey each year and it is expected this will increase to 8700 per year by 2031. The influx of new residents has produced a flurry of infrastructure projects, lead by the $125 million development of the Bunjil Place arts and entertainment complex at Narre Warren and an $18 million investment in netball and basketball facilities at Casey Stadium at Cranbourne East. Bunjil Place will be unveiled to the public at the end of October. Mayor Sam Aziz called it the “new heart of entertainment”. “As the South-East’s new heart of entertainment, Bunjil Place will be home to vibrant outdoor events, interactive art, live gigs and performances,” he said. Other significant infrastructure projects slated for this financial year include the new Eliburn Family and Community Centre at Cranbourne East ($4.5 million), a regional gymnastics and multi-indoor sports facility at Casey Stadium ($2.57m), the continued development of Barton Recreation Reserve District Soccer and Cricket facility at Cranbourne West ($1.2m), the completion of Selandra Integrated Community Centre in Clyde North ($2m), a new synthetic soccer pitch and upgraded flood lighting at Sweeney Reserve, Berwick ($1.4m), and the redevelopment of Strathaird Drive Children’s Centre and Community Room at Narre Warren South ($2.6m).
Roads THE Victorian Government is funding a $175 million upgrade to Thompsons Road. 14

The City of Casey already has the most residents of any municipality in Victoria, and its population is forecast to grow to around 492,497 by 2041… The 10.7km upgrade is designed to improve connectivity for those who live and work in the region, giving people better access to jobs, services and transport hubs in the South-East. The project will be completed in two stages. Stage one includes an upgrade from Marriott Boulevard to the South Gippsland Highway to three lanes in each direction and removal of the level crossing. Stage two involves the duplication of Thompons Road with an additional lane in each directon from Dandenong-Frankston Road to Marriott Boulevard and between Narre Warren-Cranbourne Road to BerwickCranbourne Road. VicRoads hopes the new lanes will improve traffic flow and create more reliable journeys for people travelling along Thompsons Road. Engineers will also replace the roundabout at Western Port Highway with traffic signals as well providing traffic signals at McCormicks Road. Works are expected to begin in late 2017 and both stages of the Thompsons Road upgrade will be completed by mid 2019. In its current budget the City of Casey is investing $17.15 million in roads, paths, public lighting, drainage and pedestrian crossings.
Education WORK has begun on a high-technology school in Berwick. Deputy Premier James Merlino helped turn the first sod of works at the Casey Tech School site in August. The school will skill-up students from 21 secondary schools in the region in science, technology, engineering and maths (STEM
for “high-tech jobs of the future”. It will be a free-of-charge resource that’s accessible to 21,000 students a year as part of their schooling. They will be taught biomedical technology, health and medical tech, and high-tech manufacturing, with help from Chisholm Institute and industry allies such as Successful Endeavours and St John of God Hospital. The two-storey building with a biomed lab, virtual reality lab as well as video and digital media studios will be a shared hub built on “neutral turf” at Chisholm Institute on Kangan Drive. The Tech School is expected to open mid-2018.
HEaltH ST JOHN of God Hospital is building a new $120 million hospital in Kangan Drive, Berwick. The new hospital will provide 202 beds, six operating theatres, a cardiac/vascular catheter laboratory, two endoscopy theatres and six birthing suits. The hospital will also provide the first Intensive Care Unit for the region, along with a range of cardiac services and a dedicated cardiac unit. The new hospital will open in January 2018. In addition to the new hospital build, St John of God opened a $20.4 million specialist centre, which includes a day oncology clinic in February 2015. Future planning will see the clinic expanded to 316 beds and 12 operating theatres, while the Gibb Street site will be redeveloped to provide new services including rehabilitation, with a dedicated outpatient rehabilitation centre. ● SOUTH EASTnew homes&land
City of Casey | Bunjil Place
A million visitors for Bunjil... It aims to be one of the most striking buildings in greater Melbourne and a fitting centrepiece to one of Victoria’s largest cities, and many local firms have had a hand in making it happen. THE City of Casey’s signature project, Bunjil Place, will open its doors for business in October. Mayor Sam Aziz said the $125 million project had already injected about $83.5 million into the regional economy. Annually, the arts, cultural, leisure and entertainment precinct is expected to boost the South-East region economy to the tune of $4.4 million. The construction phase created a jobs boom as the massive structure took shape in Narre Warren. Ongoing jobs will include new positions for front-of-house staff, production staff, curation staff and technicians. Visitors numbers at Bunjil are projected to be more than one million a year. “Bunjil will put our region on the map as more people find out where we are, and what sort of excitement we can offer here,” Cr Aziz said. Cr Aziz said the council and builder Multiplex deliberately engaged local manufacturers and suppliers where possible to work on the project. Hallam-based business Backcare and Seating was awarded a contract to supply seating for the workspaces and back-of-house areas. Family-owned furniture designer and manufacturer Planex, which has been operating in Hallam for more than 15 years, was engaged to provide storage solutions in various spaces throughout Bunjil Place. Casey catering business G’Day Chef has been appointed to operate the café at Bunjil Place. Chef Jason Galletti said his team was excited about the new challenge. “The coffee is going to be special. working with some amazing boutique Melbourne coffee suppliers and designing our food offering around modern food trends,” he said. “In line with what Bunjil Place is trying to achieve, we want to bring the best to the South-East and create the great food and coffee culture found in Melbourne.” Backcare and Seating director Simon Van Dam said he was thrilled to be involved in the project. “Casey’s commitment to healthy workplace design is particularly exciting for us. “The healthy work principles tie in with exactly what we provide as a business, so it
is excellent to be involved in a project of this scope in our own municipality,” he said. The official community opening celebration will be held on the weekend of 28-29 October. Council services and the Narre Warren Library will open at Bunjil Place from Monday 30 October. “After many years of planning and construction, we are incredibly excited that we now have a date to welcome the first visitors to this vibrant entertainment precinct,” Cr Aziz said. The construction of Bunjil Place was funded by $10 million from the Federal Government and $115 million from the City of Casey. ● SPRING 2017

From this artwork you can be inspired to bring in important design elements such as colour, texture, pattern and shape into the room. If your budget permits an original art piece go for it, buy it. Choose something you love, a piece that sings, a piece that calls you, a piece you can’t stop thinking about. You can have each piece framed in the same frame and the same size. This would give the impression of a more solid arrangement so the visual effect is more like one artwork. If you feel a little more confident and relaxed with your art you could choose a mix of mediums, sizes, shapes and frames for a more eclectic design. Either style of groupings can be centred when hanging, or if you prefer a more symmetrical effect, line up the tops of the frames or the bottoms for a tidier, more formal look. If the idea of hanging this group is daunting, call on a professional installer to hang these pieces, as it’s well worth the investment to have your artwork hung by an expert. You may already have a favourite painting, a family portrait or a collection of keepsakes you absolutely love. You may feel the pressure 16

Facey | 100 years in property
Down Facey memory lane Third generation Facey reflects on 100 years in property.
When Angus (Facey) said something, you always knew to stop and listen … He was very well respected throughout the community as a person of great integrity. Facey was known as a company you could trust… SINCE 1917, the Facey family has had a profound impact on real estate, business and property development in Melbourne’s South East. 100 years on, Andrew Facey, founder of prominent development company Parklea is the third generation shareholder of the Facey real estate empire that commenced with his grandfather Frank when he started Frank Facey Real Estate in 1917 in Dandenong, passing the business down to his son Angus in the ’30s before Andrew took the reins in 1974. The business began in residential real estate before branching into commercial and residential agencies in the 1980s. The commercial arm is known today as Facey Industrial Commercial, which is still based in Dandenong and the residential business, First National Real Estate Neilson Partners, now based in Narre Warren. As Facey turns 100, former employees are reflecting on the legacy of the family on the area. Brendan Rice, Director and Partner of Frank Facey Real Estate from 1972 to 1983 and close friend of Andrew said the Faceys have always been respected in the community. “When Angus (Facey) said something, you
always knew to stop and listen,” he said. “He was very well respected throughout the community as a person of great integrity. Facey was known as a company you could trust.” “When he started to let Andrew and I run the business, we weren’t very old; in 1975 I was 30 and Andrew was younger than I. Angus would pull us up every now and then and keep us in line.” “Andrew was a gun salesman. Dandenong was starting to boom and there were lots of subdivisions, so Andrew became the go-to man.” After many years selling property and directing Frank Facey Real Estate, Andrew’s interest turned to property development, and in 1974, Parklea was born. Parklea is now the biggest broadacre land owner in the Cardinia Shire and has residential and commercial developments from Gippsland to the Great Ocean Road. Recent local developments include Timbertop Estate, Officer, Arena Shopping Centre, Officer and Heritage Springs, Pakenham. The developer is continuing to change the face of Cardinia Shire with future developments planned including Kaduna Park,
the first residential estate in Officer South, set to launch in the coming months. Pakenham’s Ben Carpenter has secured work in his home town thanks to the State Government’s skyrail project.
Jobs boom in town Major investments in and around Pakenham are opening up employment opportunities as never before, meaning more family time for workers and less congestion on arterial roads. PAKENHAM has this year become home to a number of exciting high-profile government projects which have seen development and jobs boom in the area. Two major rail projects - a pre-cast factory on Healesville-Kooweerup Road, and a train depot in Pakenham East - are boosting local employment by the hundreds and have seen Pakenham become the hub of the State Government’s Level Crossing Removal Project. Cardinia Shire Council Mayor Brett Owen said with 40 new families moving to the shire each week, it was important the area attracted as many jobs as it could. “And with 70 per cent of our residents leaving the area for work, we welcome these local jobs,” councillor Owen said. The council has also announced plans for a motorsport, karting and driver training precinct. It is understood the council is looking to develop two adjoining parcels of land - a 13.36 hectare site for karting and a 64.46-hectare site for motorsports. Council is also spending $9.52 million developing the Deep Creek Recreation Reserve in Cameron Way, Pakenham. The Deep Creek Master plan identified development opportunities over a 48-hectare area of council ‘greenfield’ land and the existing Pakenham Golf Course. The project will include new paths and car park, development of infrastructure (including 30

Other significant projects in the shire’s five-year capital works program include redevelopment of Cardinia Cultural Centre ($9 Million), new playground and recreational facilities ($320,000) and new and refurbished footpaths ($5.55 million). The shire is also spending $19.94 million
on roads this financial year. Plans are also in place for a new skate park at Beaconsfield. Jointly funded by Cardinia Shire Council and the Australian Government’s Community Development Grants Program, the new Beaconsfield Skate Park is planned for construction throughout summer 2017–’18, and will include footpath connections, shelter, a drink fountain, bins, landscaping and sealing of the main car park at the Holm Park Reserve. ● SOUTH EASTnew homes&land

Winners were announced at the BdAV annual dinner at the national Gallery of Victoria in July. design unity picked up a second award, excellence in the use of Glass, for a house in Warragul. design unity managing director Warren Jenkins said he and his staff were thrilled to win for their work on the Berwick house Venendo Insieme, which means ‘coming together’ in Italian. “It was absolutely amazing. It is very difficult to win awards from this industry organisation. the quality of the entrants is broad and very skilled. “to identify our projects as winners is a real boost for our business.” mr Jenkins described the residence as a “surprise house”. “We designed a flat roof to give the house a low profile and a cantilevered form over the entrance hall that makes quite a statement, but when you walk in through the door the place is open, spacious and filled with light - that is the ‘surprise’ element.” one of the family members has limited vision so the house was designed across one level with careful consideration of transitions between rooms. the exterior landscaping was also levelled to the house. there are no steps inside and the SOUTH EASTnew homes&land

Bathrooms conform to the pared back aesthetic with little spared on detail and fittings. the main bathroom features a large floating vanity with mounted sink, a custom made mirror, and polished plaster wall: it’s a space that says - in a soft muted voice ‘luxury’ rather than austerity. the judges said the “cleverly designed

Finding the right builder for new home construction Do the homework and find out what’s included for the price.

OVER the years, the communities of Gippsland have provided the settings for some of the most impressively constructed homes in Victoria. A quick look at Master Builders’ annual Building Awards web pages offers ample proof of that. But that success doesn’t happen by accident. Without a doubt, the most important step in building your new home should be choosing a registered builder. It’s one of the smartest things you can do to make your own building project a success. But before you look for a builder, develop a comprehensive budget and have clear, detailed plans. Then, ensure you are always using registered builders and tradespeople be sure to ask for references and examples of their previous work. Solicit feedback on the quality of their workmanship. Decide on what you want to achieve from the start and ensure everything is in place to prevent unforeseen, costly amendments and confusion later on. Before committing, get at least three quotes from registered builders and understand what your budget will buy you. And also make sure your builder can provide the warranty insurance they are required to have in place. Aside from using a registered builder, remember that clear communication is the one of the best ways to ensure a successful build. Ask yourself if you and your registered builder are clear about what you want, and always make sure you have read and thoroughly understand the building contract before you commit to it. We recommend a standard building contract, such as the MBAV HC-6 contract for new homes, which has been drafted to comply with the Domestic Building Contracts Act 1995, and to be fair and reasonable to both builder and consumer. Finding the right builder for your new home requires good research. Food drive fights winter chill A developer with a strong social conscience, Parklea has community at the heart of all its efforts. LOCALS generously donated much-needed food to families in crisis throughout July and August as part of developer, Parklea’s annual Winter Food Drive. Donation spots were located at Parklea’s Arena Shopping Centre and Timbertop Estate in Officer where large boxes were filled and refilled with non-perishable food. All donations went to the 4Cs, a Pakenhambased charity that supports families with food, shelter, counselling, life skills training and financial relief. The 4Cs have in one year successfully steered the donation of over 500 tonnes of food, largely contributed by local community initiatives. The 4Cs general manager, Cheryl Daly, was overwhelmed by the public’s response to the drive and said the food would bring hope
to people who were struggling to provide the basic necessities for their families.
