Yarra Ranges Council has approved a $28 million redevelopment of the shire administrative offices and civic space in Lilydale. With just one councillor voting against the redevelopment, and two absent, the redevelopment of what will be a multiple-storey Lilydale Civic Centre was approved at the 12 December Council meeting. Under the proposal, council’s administrative offices would be consolidated into a single fit for purpose building, with a building extension and upgrade to facilities. With extensive consultation on the proposed project, there were no objections registered, and no member of the public spoke against the proposal on the night. Mayor Len Cox said the redevelopment would result in a modern and functional civic centre which would meet the office accommodation needs of council employees, the community and strengthen Lilydale’s regional role. Currently, council staff are working out of four separate buildings in Lilydale and six temporary portables. “Once complete, this project will bring high quality development and activity to the area and will broaden the mix of uses within the Civic Centre Hub,” Cr Cox said. A report prepared by council’s social and economic development department said the project would improve office accommodation, ensure the building meets relevant building regulations, improve vehicle access within the site, upgrade landscaping, improve pedestrian movement and increase car parking availability. The civic spaces have been redesigned to allow for a more flexible open area to suit a variety of functions within the space. The “village green” area has been enhanced to provide an outdoor space suitable for functions with indigenous plants and interpretive signage. Speaking against the proposal, Cr Heenan said while he acknowledged that substantial modifications were needed there had been the opportunity to choose from a range of options costed from $6 million through to the $28 million. He said he had concerns about the cost, and

Big day of learning is so responsible By Wendy Williamson There were a lot of lessons to be learnt at Silvan Primary School on Responsibility Day. Perhaps the most valuable one of all was the responsibility it takes to be a teacher. On Wednesday 29 November teachers became students and the Grade 6 students became the teachers. The school captains became ‘Principal McAllister’ and ‘Vice-Principal Brilli.’ They led a team of seven young ‘teachers’ working in pairs or threes at the 34-pupil school, following a timetable the children had planned themselves with the help of the adult teachers. There was general agreement that the topsy-turvy day was a lot of fun - for the ‘teachers’ and their young charges. It was not all smooth sailing, though. “It is hard when people don’t listen,” said ‘Mr McAllister.’ “Sometimes you have to use extreme measures.” ‘Yes, I had to use the airhorn to get some kids to co-operate,” said ‘Mr Currie.’ ‘Miss Brilli’ and ‘Miss Passingham’ said they had to sort out an argument in down ball, while they were doing yard duty. “But mostly the kids listen to you. They understand we’re in charge,” they said. School principal Damien Tirchett and the other adult teachers said the Grade 6 students had stepped up to their new responsibilities remarkably well. Teacher Corinne remarked after watching one class: “They had everything planned, just like you have to in a lesson. Even when one of the kids finished early, they thought of a game to play on the spot. I was very impressed with their quick thinking.” The youngsters said they already had some understanding of how hard teachers worked, but the chance to step into their shoes had given them a new appreciation.

Council is listening to some young voices Yarra Ranges Council will work to promote the voices and opinions of children aged 8-14 years and improve services that affect them, following the endorsement of its Middle Years Strategic Action Plan 2017-’21 (SAP). Yarra Ranges Mayor, Len Cox, said the SAP would set priorities for council, such as responding to service gaps and environmental issues that impact on children in this middle years age range. “The middle years are a time when protective behaviours can be developed, or when risk-taking and damaging patterns can emerge, which makes it a key period for early intervention,” Cr Cox said.
“By creating this action plan and achieving its goals, we will be able to steer Yarra Ranges children and young people towards better health and well-being.” The Middle Years Strategic Action Plan was informed by analysis of health, development and educational data, a mapping of current services available to middle years children and families, along with consultation with service providers, middle years children and their parents. Six focus groups were held in primary and secondary schools around the municipality, attended by 52 middle-years children and young people.
Two focus groups were held with 13 parents of children in Years 5 and 6, while 100 service providers contributed views and ideas to the plan. “Service providers told us that greater collaboration, communication and partnerships between schools, community services and health providers were important for children and families,” Cr Cox said. “Programs in schools, such as those around resilience and bullying, mentors and family support also have an impact on mental health and well-being.” For more information and to read the report, visit yarraranges.vic.gov.au.
Starting from 12am, Friday, 15 December, Victoria Police will be out in force over the festive season as part of a 24-day blitz to take dangerous, impaired and irresponsible drivers off our roads. Last year 14 people lost their lives on the roads over the 24 day period of Operation Roadwise. Another 233 people were seriously injured and 758 people received other injuries. Over the last five years, 59 people have been killed and over 1500 people seriously injured on the roads during this period. Road Policing Command Assistant Commissioner Doug Fryer urged drivers to take care when travelling. “We can’t accept that it is only a matter of time before another life is lost on our roads, because if this is the case, I ask for you to choose who it will be from your family,” he said. “Everyone will say it can’t be someone from their own family, but sadly it will be. “If we look at the figures for the last five years from today, until the end of this year, another 10 people will lose their lives before the New Year. “Please don’t accept this, think about your choices; when behind the wheel or handlebars of a bike or when walking down the street and what the ultimate consequence could be. “Drive to survive, because there is no one someone won’t miss.” The state-wide operation will be conducted throughout the high risk summer period and will focus on reducing road trauma and improving road user behaviour. Motorists can expect to see increased enforcement throughout the state. High priority police service areas (PSAs) identified for Roadwise include the Casey, Greater Dandenong, Yarra Ranges and Benalla regions. The campaign will run for 24 days from 12.01am Friday 15 December until 11.59pm Sunday 7 January 2018.

Major works set By Peter Douglas The Burrinja Cultural Centre will receive its biggest facelift since the performing arts redevelopment in 2011, thanks to a $1.25 million funding boost. The redevelopment is expected to be completed by mid to late 2019 and will include major refurbishments to the building, including the foyer and circulation space, artist studios, social gathering area and gallery space. In addition, plans include the delivery of a new kitchen, cafe venue and foyer bar, and accessible public amenities. As it stands, that section of the centre has been described as ‘disconnected’, ‘tired’ and ‘ad hoc’. Monbulk MP James Merlino visited Upwey on Tuesday 5 December to announce the Growing Suburbs Fund grant for the redevelopment. Burrinja Cultural Centre executive director Ross Farnell said the work would fulfil a longheld ambition for many. “It’s something we always wanted to achieve, but never had the budget when the theatre redevelopment opened in 2011,” he said. “This will allow us to open up the space and make use of the fantastic northern lighting. Presently, it has very ‘pokey’ corridors that go nowhere; we really want to open it up and enhance the experience for patrons and artists. “The works will allow us to do what we do now, but better. Over time, we’re hoping more and more people will choose to visit Burrinja.” As well as creating better spaces for studio artists, Mr Farnell said the redevelopment could potentially open up more space for casual artists. Mr Merlino acknowledged the centre is a significant community hub in the Dande-

Now, relax and unwind The end of the year has come around and, with it, a chance to relax and unwind before 2018 gets into full swing. There’s much to look forward to next year, including art projects and development works across the community, such as those funded by our Grants for Community and Capital Development Program. Council recently announced the 2018 Grants for Community recipients, providing funding to arts, culture and heritage groups around the municipality for events and programs. Festivals such as the ECOSS (Ecological and Social Sustainability) Ecotopia Earth Festival, the Warburton Film Festival and Healesville Toastmasters’ The Art of Speech Community Festival, all received funding through the grants program. Eastern Volunteers, the Healesville Community Renewable Energy Project, Hills Food Frontier and Mount Dandenong Primary School also received grants, to run programs throughout the year. We also recently endorsed the 2018 Capital Development Program, providing more than $100,000 in grants for non-profit groups to improve their sport and recreation facilities. The Upwey Tecoma Football and Netball Club will construct netting at both ends of the Upwey Recreational Reserve football oval, while cricket netting and female change facility projects were funded for the Seville Recreation Reserve. The Gruyere Hall and Grounds Management Committee will install two split-system reverse-cycle air-conditioning units, which

will be useful for events held there in our warmer months. Our sport and recreation groups are made up of volunteers, who work tirelessly to give everyone the opportunity to get active and connect with their community. Our Capital Development Program will help improve community facilities to make them more accessible to sport and recreation groups, and for the broader public to use. The Yarra Ranges has a vibrant community of volunteers, sports groups, artists and people passionate about helping others, which we all interact with and take part in. I’m proud that council is able to partner with these organisations and groups, who actively work to make the municipality a better place for us all. Congratulations to all of our grant recipients. When it’s time to perform By Derek Schlennstedt Menzies Creek musician Benny Allen has been a long-time performer, largely in the alternative rock and indie scene. But as he says when his wife left him, his dog died, and he lost his job - he did the only thing he could think of - and started playing country music. It was that country music which has propelled Benny towards the opportunity of playing at the epicentre of country music in Australia, Tamworth. Benny was one of two Victorians chosen to travel to Tamworth and be part of the highly prestigious CMAA Senior Academy of Country Music. Each year the Country Music Association of Australia hosts a group of aspiring singers, songwriters and musicians at the Senior Academy of Country Music, where they undertake a world-class intensive music and business workshop under the guidance of some of the best country artists in Australia. Benny, 41, has been playing music since he was 10 years old and said he was ecstatic to be chosen. “The biggest thing is to get some direction to how you can potentially go about making a living from playing music,” he said. “There are parts to do with song writing and there’s mentoring with experienced country music people, but as well there’s the business side of it.” This is something Benny can relate to as he said he spent many nights when he was younger playing at pubs and bars, but was never able to break even. “Going back to when I was younger and playing in punk bands, pop bands and playing at Metro Nightclub on Bourke Street, but then you have start working for a living.” Recently though he has turned his atten-

Here are my picks for the 10 best films of 2017. 10. War for the Planet of the Apes. Both a tense, bleak war movie and a deeply moving character drama about nobility and fighting one’s inner darkness. 9. Thor: Ragnarok. Director Taika Waititi effortlessly balances outrageous humour with sensitive pathos in a compelling, visually dazzling romp. 8. Get Out. An eerie, darkly funny and superbly
paced horror film, Get Out is also a macabre examination of racism in modern America. 7. Free Fire. One long, sustained gunfight could easily become stale, but in the hands of director Ben Wheatley and screenwriter Amy Jump, Free Fire is a visceral laugh-riot, full of nuanced characters bouncing off each other with sharp dialogue and ballistics. 6. The Beguiled. Sofia Coppola’s remake of the 1971 original has painterly cinematography and a haunting subtlety. 5. Blade Runner 2049. A sequel that far surpasses the 1981 original, Blade Runner 2049 features a remarkably immersive future setting and achingly moving performances. The pacing is flawless, and the multi-layered twist about the protagonist’s true identity is absolute genius. 4. Raw. Grisly without being sensationalised, Raw is a darkly funny French horror-drama that uses cannibalism, one of society’s biggest taboos, to craft a tense and icky allegory about
repressed female desires and the sadism present in university fraternity culture. 3. Colossal. Possibly the quirkiest kaiju (giant monster) movie ever, Colossal is a witty and mature film about self-empowerment and overcoming abusive relationships, and follows an aimless alcoholic whose angst manifests as a giant monster lumbering through Seoul every night. 2. Alien: Covenant. Unfairly maligned by most critics, this gripped me from the beginning with fun characters and an oppressive, murky atmosphere. Michael Fassbender delivers a powerful double-act as two opposed androids, and the tone escalates smoothly from ominous suspense to gory action. 1. Wonder Woman. Tight plotting, masterful direction, elegant action and a heroine of such courage, skill and joy, yet who still undergoes a gratifying journey of personal growth. Wonder Woman delivers truly awe-inspiring set-pieces, when DC Comics’ other films have

Teams generally find themselves in one of three situations; gearing for a tilt at finals, in a desperate scrap to stay in finals contention, or vanquished. Whatever the situation, the Christmas break gives cricketers and their teams and opportunity to reflect the season thus far, and set goals into the new year. Last week’s action saw a cracking day for one day action. For teams in the DJ Strachan Shield and RA Finger Trophy competitions, it was crossover games to finish the year. Unfortunately for spectators looking for a contest, the round results, except for one, saw the gulf between the competitions exposed. Despite most games being fizzers, Healesville and Coldstream played out an absolute thriller. Healesville batted first and were immediately put under the blow torch as Daniel Whelan captured the wicket of Brenton Damrow in the first over of the day. Led by Scott Hamer (36), the Bloods top order fought hard against some good bowling from the Crocs. Needing a significant partnership, the visitors couldn’t find a pair to really put Coldstream to the sword. Nathan Taylor (2/24) collected a couple of middle order wickets to put the Bloods on the brink of collapse at 5/93. Liam Daly (37no) is starting to show his immense talent with the bat, and he was able to guide the Healesville tail to the end of their al-
lotted overs and ensure their total would grow to a defendable 9/168. The Coldstream bowlers toiled well as a unit led by Taylor and Leam Doughty (2/48). Two early strikes from Ash Hamer (4/36) got the ball rolling for the Bloods and kept the Crocs in check early. Paul Harris and Stephen Phillips (75no) combined for a match-defining partnership. The battle between bat and ball was immense. Coldstream were keeping wickets intact with controlled batting, while Healesville were ensuring the run rate was in check. The loss of Harris opened the door for the visitors, and they pounced as the Crocs made a desperate dash for victory. Doughty provided another useful partnership with Phillips, and the pair looked to have their team on track. Doughty’s wicket to the hand of Dermott Fry provided another twist to the chase as three more wickets fell quickly, and Coldstream found themselves tripping on their own shoelaces with the finish line in sight. One constant remained, Stephen Phillips. The Crocs star kept his cool while others around him lost theirs, and with the their allotted overs nearly exhausted, he managed to hit the winning runs with just four balls to spare. Reigning premiers Warburton-Millgrove completed a comprehensive victory against Hoddles Creek. The Burras opened up the clash with the bat, and although their batsmen struggled to kick onto a significant total, a series of useful partnerships and a brisk scoring rate saw the score quickly accumulate. Contributions from Adam Humphrey (36), David Lever (32), Jake Neale (32no) and Ben Lever (29) ensured the total would build to a more than useful 7/227 when their innings was closed.
David Rowe (3/14) was the Wombats best bowler with a tidy spell of bowling. Hoddles Creek have proven they will put up a fight, but this total proved beyond their skill level against the competition’s best. The Wombats found the going tough from the outset with young emerging fast bowler Jamie Nelson (5/20) ripping into the top order. Despite fighting on, the visitors could only manage 9/128 to hand Warburton-Millgrove a 99- run victory, and ensured their season is building nicely. Seville will enjoy their Christmas fair after putting aside a disappointing start to the season with an impressive victory against local rivals Wandin. Wandin opened the contest with the bat and just found the going too tough. The tale of their innings would be spelt out with no individual contributing more than 17 runs. Matt Hadlum (4/14) and Mark Sandfort (3/28) are beginning to build a formidable new ball partnership, and they had the Blues on the front foot from the outset. The openers work was closed off by a useful spell of bowling from Daniel Gale (3/42), and the Bulldogs finished with a disappointing 105. Despite the low total, the contest was still open as the Blues have had their trials with the bat this season. Three quick wickets to Ethan Alderman (3/25) after a solid start kept things interesting, but this was where the challenge was quickly nipped in the bud. Jake McInnes (47no) was joined by Toby Spargo (35no), and the pair combined to lead their team to a comfortable seven-wicket victory with a matchwinning partnership. Yarra Glen proved too strong for Launching Place as their guns flexed their muscles. The Riverpigs batted first and found them-
selves in an early spot of bother losing two early wickets. This would be the end of the home side’s advances as they were put to the sword by commanding performances from the experienced pairing of Andy Cowan and Brendan Ricci. Both would make their centuries in an impressive display of batting. A classy partnership blossomed, and with measured stroke play they extended the score out to a formidable 2/286. Sensing the total was too great, Launching Place set themselves to offer a challenge to the Yarra Glen attack whether they got to the total or not. Andy Vandervlught led his team from the front with a fighting innings of 69, and his team responded batting out the allotted overs for the loss of just five wickets. The gulf between the sides remained, and despite the fight from Launch, the final margin in the contest was 125 runs. Yarra Glen can now start looking at a tilt at Strachan Shield finals, something the Riverpigs have not tasted in well over a decade. Yarra Junction bounced back from the close loss to Mount Evelyn last round with another comprehensive victory, this time at the expense of a hapless Gruyere. Yarra Junction’s season has been built around strong bowling performances, and this again shone through as they bowled first in the match. Nick Bark (4/23) is one of the competition’s best new ball bowlers, and his skill with the new rock proved too difficult for the Scorpions. Andrew Blain (40) stood firm against the Eagles to give his side some chance of posting a competitive total, but that was snuffed out by Terry Ottrey (3/18) and the innings slipped away for a disappointing 89.

No Friday night junior this week, but four out of six wins for the Saturday teams was another great result for the Monbulk Cricket club. Highlights from the weekend included: The under-14s had another win and sit on top of the ladder at the Christmas break. Firsts skipper Shane Cosstick’s century in the 1st XI, which remains undefeated. Brodie Emmett’s 7/40 in the 2nd XI. Thirds last-over win to stay unbeaten. The seconds team included eight players who played juniors at Monbulk including six under the age of 18; a credit to the club and a great sign for the future. Another highlight included celebrating all that’s good at Monbulk at our Christmas party, which included a visit from Santa and a birthday cake for life member, Jimmy Fraser. Two more games of cricket to go before Christmas for the ones and twos, which play Twenty20 games against the local rivals up at Olinda this Saturday. Come up to Olinda and support the Hawks
The inaugural summer five-a-side season finished with two thrilling finals at the Monbulk Rangers Soccer Club. In Group 1, winter team mates faced off in the two under-12 teams, the Lions and the Pumas. The Pumas were held to a 1-1 draw at halftime, but ran out winners 4-1 after a few quick goals to Darcy Blackman. In Group 2, the under-14s Cubs turned the tables on the under-13s Outlaws which had beaten them earlier in the season, and won. Club president, Sam Knight, congratulated all the 120 players and 19 teams who took part in the first season of small-sided games at the new pitch, and thanked co-ordinator Tony Briggs for his efforts in getting the competition up and running. Mr Briggs said the five-a-side had been a great success. Monbulk Rangers plan to expand the competition next September and invite other clubs to participate.

Monbulk singles champs The Monbulk Club singles championships lived up to expectations with two high quality games. Andrew Bell the defending champion took on Richard Cookson in the men’s final. This was a close contest throughout, with bowl after bowl changing who had shot. Eventually, Richard Cookson was able to get away and win his first Monbulk singles championship 25 shots to 17. The women’s final was contested between two players who had not made the final before in Margaret O’Brien and Karen Rice. Karen held an early lead, but this was pegged back by Margaret with some excellent draw bowling, and it was 16 shots to 15. However, Karen composed herself and was able to move away and win by eight shots 25 to 17. Tuesday pennant saw some mixed results for Monbulk. Monbulk 1 travelled to Healesville and were not able to come away with the points losing 61 to 75. Andrew Bell’s rink had a good win by 10 shots 30 to 20. However, Peter Koomen’s rink just went down by three shots, but Eric Markham’s rink was never in the hunt eventually losing by 21 shots 12 to 33. Monbulk 2 had a good win over Ferntree Gully at home winning 68 to 49. Graeme Goller’s rink won by 16 shots and Dick Coppin had a good win by nine shots. Eric Furby had a tough battle but lost in the end by six shots. Monbulk 3 also had a convincing win against the Dandenong Club with two rinks up scoring 77 shots to 45. Peter Francis won by 21 shots 32 to 11, Lorraine McLaren won 27 to 12 and Ray Pike went down in a nail-biter 18 to 19. Saturday pennant saw Monbulk have two

Yarra Ranges Council Mayor, Len Cox, said that forecast warm weather in the coming week meant the program could continue. “Due to the delays not all works programmed for December will be completed, but every effort will be made to get as many of these roads as possible completed before Christmas,” Cr Cox said. “We thank residents for their patience around these programs.”
Cr Cox said there were 1025 kilometres of sealed roads and 758 kilometres of unsealed roads in the Yarra Ranges, which are maintained by council. “We have a larger variety of roads than many other municipalities, including our urban neighbours, and not only are these are more heavily impacted by day-to-day use and adverse weather, but they can be harder to work on,” he said. “Steep and winding roads can be damaged by rainfall and landslips, and heavy vehicles can wear down road surfaces whether they’re
sealed or not. “Our teams and contractors work to ensure all works and programs are high-quality and done in an effective and timely manner, no matter if the job is in the Dandenong Ranges or Mooroolbark.” Maintenance on unsealed roads is completed two to six times a year, depending on the level of traffic, local conditions and weather permitting.
