$28m shire base By Kath Gannaway Yarra Ranges Council has approved a $28 million redevelopment of the shire administrative offices and civic space in Lilydale. With just one councillor voting against the redevelopment, and two absent, the redevelopment of what will be a multiple-storey Lilydale Civic Centre was approved at the 12 December Council meeting. Under the proposal, council’s administrative offices would be consolidated into a single fit for purpose building, with a building extension and upgrade to facilities. With extensive consultation on the proposed project, there were no objections registered, and no member of the public spoke against the proposal on the night. Mayor Len Cox said the redevelopment
would result in a modern and functional civic centre which would meet the office accommodation needs of council employees, the community and strengthen Lilydale’s regional role. Currently, council staff are working out of four separate buildings in Lilydale and six temporary portables. “Once complete, this project will bring high quality development and activity to the area and will broaden the mix of uses within the Civic Centre Hub,” Cr Cox said. A report prepared by council’s social and economic development department said the project would improve office accommodation, ensure the building meets relevant building regulations, improve vehicle access within the site, upgrade landscaping, improve pedestrian movement and increase car parking availabil-
ity. The civic spaces have been redesigned to allow for a more flexible open area to suit a variety of functions within the space. The “village green” area has been enhanced to provide an outdoor space suitable for functions with indigenous plants and interpretive signage. Speaking against the proposal, Cr Heenan said while he acknowledged that substantial modifications were needed there had been the opportunity to choose from a range of options costed from $6 million through to the $28 million. He said he had concerns about the cost, and about potential blowouts and queried whether, with more people working from home in the future, and sharing office space, it was the
best spend of ratepayers’ money. “I just hope it will be value for money and the community space and office space will serve its purpose well into the future,” he told the Mail. A council spokesperson said the application had been advertised widely including to neighbouring properties and through local newspapers with the public invited to make written submissions throughout October and November. She said a six-week community consultation process for the public space component was held with council engaging with community groups and more than 1600 people giving face-to-face feedback. One letter of support was received, with no objections.

Faye’s way brings the joy By Kath Gannaway Joy to the world is a Christmas message that Healesville grandmother Faye Donkin has embraced with growing enthusiasm over the past 30 years or so. With the help of her children, and now her grandchildren, Jayden, Kalyn, Tyra, Ebony, Maya, Bryce, Dylan, Liam, Abbey and twins Clive and Hugo, her Don Road home is a Christmas light extravaganza that brings joy to the young from 1 December to New Year’s Eve.
Faye started her Christmas obsession in Coldstream 30 years ago, and continued when she moved to Airlie Road, Healesville. For the past five years, she has enjoyed prime visibility at 54 Don Road. All the family pitch in for the big light up on the first day of December. “The grandkids all have their own trees that they decorate themselves and then they help with all the other decorations,” Faye said. “They love to be here when the lights are on
and show people around.” In the early days, most of the decorations came from Myer, but as popularity for Christmas Lights has grown, her collection has grown and there is now plenty of choice in Christmas shops and online. “I never thought when I started with just a few little strings of lights I would end up addicted like this,” Faye said. “It’s great fun, and if it encourages other people to light up their houses, that’s lovely too.”
Blitz greetings for safe season all around By Derek Schlennstedt Victoria Police will be out in force over the festive season as part of a 24-day blitz to take dangerous, impaired and irresponsible drivers off our roads. Last year, 14 people lost their lives on the roads over the 24-day period of Operation Roadwise. Another 233 people were seriously injured and 758 others received minor injuries. Over the last five years, 59 people have been killed and over 1500 people seriously injured on the roads during this period. Road Policing Command Assistant Commissioner Doug Fryer urged drivers to take care when travelling. “We can’t accept that it is only a matter of time before another life is lost on our roads, because if this is the case, I ask for you to choose who it will be from your family,” he said. “Everyone will say it can’t be someone from their own family, but sadly it will be.
“If we look at the figures for the last five years, from today until the end of this year, another 10 people will lose their lives before the New Year. “Please don’t accept this, think about your choices; when behind the wheel or handlebars of a bike or when walking down the street and what the ultimate consequence could be. “Drive to survive, because there is no one someone won’t miss.” The statewide operation will be conducted throughout the high-risk summer period, and will focus on reducing road trauma and improving road user behaviour. Motorists can expect to see increased enforcement throughout the state. High priority police service areas (PSAs) identified for Roadwise include the Casey, Greater Dandenong, Yarra Ranges and Benalla regions. The campaign will run until 11.59pm, Sunday 7 January 2018.

A car failing to give way at a stop sign has caused a two-car crash along River Street on 15 December 2017. Police told the Mail that a Holden Commodore travelling along Glenfern Road around 10am failed to give way at a stop sign before crossing River Street, and collided with a Holden Berlina travelling in an easterly direction, towards Healesville Coles. The driver of the Holden Berlina had minor injuries, and was assesed by paramedics and taken to Maroondah Hospital for observation. Yarra Ranges Highway Patrol Leading Senior Constable Michael Pryor urged drivers to pay attention and drive with care over the Christmas holiday period. “The roads are busy at this time of the year, so it’s very important that drivers concentrate and pay attention,” he said.

LETTERS Fix it, Cindy The Healesville-Yarra Glen Road is in appalling condition, especially the section that parallels the racecourse just east of the Yarra Glen township. The Melba Highway through Dixons Creek has deteriorated to a similarly bad condition with broken pavements and adverse gradients. Significantly, these important regional and high traffic volume roads are within the portfolio of our local State Member for Eildon, Cindy McLeish. In fact, the worst road portion just out of Yarra Glen would be within one kilometre of her electorate office. As a regular user of both roads, I think it is past time that our local member got some repairs underway by encouraging and insisting that Victorian Government honours its commitment to improved regional services and especially to benefit the tourist visitors to both the Yarra Valley and the north east.
Perhaps if Cindy invested less time having her photograph taken and more time lobbying on critical local issues like roads, we would all benefit. John Kennedy, Yea.
Heading north Eighteen years ago, I decided to move to Hoddles Creek and thought it would be my final destination in life. However, the end of January 2018 will see me departing the Yarra Valley and driving to Bundaberg in Queensland, which will be my final move. Before going, I would like the community to know what a wonderful facility is available in Yarra Junction ... the library. Every Friday afternoon, a group of people have gathered together enjoying lots of chatter, laughter and a game of cards. Earlier on we dabbled in dominoes and
mahjong. The group has been going for over 18 months now and the numbers have increased. The library also excels in providing resources for the community and I urge people to support it. The staff are fantastic and the other services and events provided by the library are extensive and cater for many interests. I wish all my friends and former workmates (from the Mail) all the best. The ‘Mountain Views’ and ‘Upper Yarra Mail’ are excellent community newspapers and they are there for you, the community. I know the Valley will always hold a special place in my heart. Closing time By Kath Gannaway A new gate at Margaret Lewis Reserve in Coldstream has been welcomed by Victoria Police and Friends of Margaret Lewis Reserve who say it will improve access for emergency vehicles. The gate next to the Coldstream reserve carpark has been damaged by hoons on a number of occasions, causing it to bend. Council received $8800 from the State Government’s Department of Justice and Regulation Community Safety Fund in October for the new gate and landscaping. The application was supported by a letter from Leading Senior Constable Linda Hancock, Yarra Ranges Crime Prevention Officer, which focused on crime prevention through environmental design as a method of reducing
criminal activity. Cr Fiona McAllister inspected the gate last week along with Maurice Maxwell from Friends of Margaret Lewis Reserve, and Matt McCabe, the council’s acting bushland management officer. She said people had been driving through the reserve at a high speed, damaging the grounds, bending the fence and affecting the grass and property at the nearby Coldstream Primary School and Coldstream Preschool, and she welcomed the additional security measure. “This is an important improvement to our much-loved Margaret Lewis Reserve,” she said. Mr McCabe said the gate was the type used in a number of the shire’s reserves and would improve both access for emergency vehicles and security for the reserves.

The end of the year has come around and, with it, a chance to relax and unwind before 2018 gets into full swing. There’s much to look forward to next year, including art projects and development works across the community, such as those funded by our Grants for Community and Capital Development Program. Council recently announced the 2018 Grants for Community recipients, providing funding to arts, culture and heritage groups around the municipality for events and programs. Festivals such as the ECOSS (Ecological and Social Sustainability) Ecotopia Earth Festival, the Warburton Film Festival and Healesville Toastmasters’ The Art of Speech Community Festival, all received funding through the grants program. Eastern Volunteers, the Healesville Community Renewable Energy Project, Hills Food Frontier and Mount Dandenong Primary School also received grants, to run programs throughout the year. We also recently endorsed the 2018 Capital Development Program, providing more than $100,000 in grants for non-profit groups to improve their sport and recreation facilities. The Upwey Tecoma Football and Netball Club will construct netting at both ends of the Upwey Recreational Reserve football oval, while cricket netting and female change facility projects were funded for the Seville Recreation Reserve. The Gruyere Hall and Grounds Management Committee will install two split-system reverse-cycle air-conditioning units, which

will be useful for events held there in our warmer months. Our sport and recreation groups are made up of volunteers, who work tirelessly to give everyone the opportunity to get active and connect with their community. Our Capital Development Program will help improve community facilities to make them more accessible to sport and recreation groups, and for the broader public to use. The Yarra Ranges has a vibrant community of volunteers, sports groups, artists and people passionate about helping others, which we all interact with and take part in. I’m proud that council is able to partner with these organisations and groups, who actively work to make the municipality a better place for us all. Congratulations to all of our grant recipients. Haining plan challenged Community members of the Haining Farm Redevelopment Working Group (HFRWG) have challenged the decision to transform the existing dairy farm into a revegetated area for two of Victoria’s threatened species, the helmeted honeyeater and the lowland Leadbeater’s possum. The group claims that the new revegetated site will be a bushfire hazard in summer and that the fire risk assessment produced by DELWP is incorrect. To raise their concerns the group has written to the Minister for Energy, Environment and Climate Change, Lily D’Ambrosio asking her to review the decision. Spokesperson for the Don Valley Community members of the HFRWG, Rick Houlihan, who also represented the Yarra Waterways Group on the Haining Farm consultation group, said that the revegetation plan would surely increase fire risk of the area, despite DELWP suggesting othwerise. “We’re primarily reminding the minister that she promised us that the views of the local community would be considered and she also promised us that if it increased the fire risk she wouldn’t support it,“ he said. “We believe the fire risk has not been looked at properly.” The group claims that Haining Farm has been the Don Valley community's insurance policy for fire prevention due to its irrigated pastures and short green grass during the bushfire season and fear that revegetating it will put residents in harm's way. This fear is substantiated by a recent letter sent by DELWP informing some residents that their properties were in an area “with the potential to be affected by extreme bushfires," and that their properties were now included within the Bushfire Management Overlay (BMO) as part of the recommendations of the 2009 Victorian Bushfires Royal Commission. “One of the biggest fire risks in the region ... most of the people in the Don Valley have received a letter from DELWP telling us that we live in an area with the potential for serious bushfires - in other words we’ve been included in the bushfire overlay,” Mr Houlihan said. “Then on the other hand they want to revegetate Haining farm, and they’re saying that

Assistant Chief Fire Officer, Chris Eagle also said that DELWP had utilised Phoenix RapidFire to simulate a bushfire in the Haining Farm area. “When modelling was undertaken with these mitigation parameters, there was a zero per cent increase of bushfire risk for the Haining Farm area,” he said.

Phone scam warning out A Yarra Junction woman is warning of a phone scam she fears could see some people facing massive telephone bills in the new year. The woman found a message on her landline phone claiming to be from Telstra and advising that she could make calls to anywhere in the world for 24-hours on 23 December, on the
landline or mobile, free of charge. She reported the scam to police. “I feel sorry that people could be taken in by this and be faced with a massive bill in the new year,” she said. She said she tried to contact Telstra but could not get through.

First impression of the lives of Healesvilleâ&#x20AC;&#x2122;s Annie Luscombe and Wandinâ&#x20AC;&#x2122;s Don Strachan is that they wouldnâ&#x20AC;&#x2122;t have had much in common. In fact, what they did share was an enduring bond to the Yarra Valley, their own tight knit families, and their equally tight knit communities. Don was immortalised long before his passing on 1 November, 2017, with the naming of the highest grade in Yarra Valley Cricket in his honour - the D J Strachan Shield. In 2008, when the Mail interviewed Don about his cricket career, he was, typically, a little bemused and humble that he had inspired such a lofty honour. Wandin was his home from the age of two, and throughout his life it was the home-base for family, including four children, education, work, sport and community. As the local grocer, and a Justice of the Peace, he was part of day-to-day life for many Wandin families, and, of course, was an integral contributor to local sport. Don dedicated a great part of his life to cricket as a player and official. He played football, badminton and tennis, and later in life took a shine to bowls, but cricket was his forte and his â&#x20AC;&#x2DC;best lovedâ&#x20AC;&#x2122;. Healesville was the centre of Anne Luscombeâ&#x20AC;&#x2122;s world. â&#x20AC;&#x2DC;Lady Healesvilleâ&#x20AC;&#x2122; and â&#x20AC;&#x2DC;Wonder Womanâ&#x20AC;&#x2122; were just two tags that although seemingly at odds, fitted very well with the indomitable â&#x20AC;&#x2DC;Annieâ&#x20AC;&#x2122; Luscombe who died at 75 on 18 November, 2017, having fought a courageous and typically â&#x20AC;&#x2DC;no fussâ&#x20AC;&#x2122; 18-month battle with cancer. She worked for many years at the local telephone exchange, with husband Brian at the picture theatre and for many years was the public face of McKenzies Tourist Services at the booking office on Green Street and on the

A year of screen progress By Seth Lukas Hynes 2017 will be remembered as a year of progress for the film industry; hard-fought and longoverdue. Abusers in the film industry are being exposed in droves, and victims are coming forward in an atmosphere of mutual support and strength. On a more upbeat note, a female-led superhero movie made over $800 million at the global box-office, a kooky director from New Zealand made the freshest Marvel movie in years, and the foreign and indie scenes continued to offer fascinating and often subversive treats. Here are my picks for the 10 best films of 2017. 10. War for the Planet of the Apes. Both a tense, bleak war movie and a deeply moving character drama about nobility and fighting one’s inner darkness. 9. Thor: Ragnarok. Director Taika Waititi effortlessly balances outrageous humour with sensitive pathos in a compelling, visually dazzling romp. 8. Get Out. An eerie, darkly funny and superbly paced horror film, Get Out is also a macabre examination of racism in modern America. 7. Free Fire. One long, sustained gunfight could easily become stale, but in the hands of director Ben Wheatley and screenwriter Amy Jump, Free Fire is a visceral laugh-riot, full of nuanced characters bouncing off each other with sharp dialogue and ballistics. 6. The Beguiled. Sofia Coppola’s remake of the 1971 original has painterly cinematography and a haunting subtlety. 5. Blade Runner 2049. A sequel that far surpasses the 1981 original, Blade Runner 2049
features a remarkably immersive future setting and achingly moving performances. The pacing is flawless, and the multi-layered twist about the protagonist’s true identity is absolute genius. 4. Raw. Grisly without being sensationalised, Raw is a darkly funny French horrordrama that uses cannibalism, one of society’s biggest taboos, to craft a tense and icky allegory about repressed female desires and the sadism present in university fraternity culture. 3. Colossal. Possibly the quirkiest kaiju (giant monster) movie ever, Colossal is a witty and mature film about self-empowerment and overcoming abusive relationships, and follows an aimless alcoholic whose angst manifests as a giant monster lumbering through Seoul every night. 2. Alien: Covenant. Unfairly maligned by most critics, this gripped me from the beginning with fun characters and an oppressive, murky atmosphere. Michael Fassbender delivers a powerful double-act as two opposed androids, and the tone escalates smoothly from ominous suspense to gory action. 1. Wonder Woman. Tight plotting, masterful direction, elegant action and a heroine of such courage, skill and joy, yet who still undergoes a gratifying journey of personal growth. Wonder Woman delivers truly awe-inspiring set-pieces, when DC Comics’ other films have mostly failed, because the conflict and stakes are crystal-clear and we care deeply about the characters involved. The trench battle sequence alone may be the most majestic scene of the year.
Wonder Woman truly is full of wonder and takes out top spot as the best movie of the year.

One thriller amid the drab By Chris Anderson Cricket in the Yarra Valley has reached its Christmas hiatus; time for some rest, relaxation and contemplation. Teams generally find themselves in one of three situations; gearing for a tilt at finals, in a desperate scrap to stay in finals contention, or vanquished. Whatever the situation, the Christmas break gives cricketers and their teams and opportunity to reflect the season thus far, and set goals into the new year. Last week’s action saw a cracking day for one day action. For teams in the DJ Strachan Shield and RA Finger Trophy competitions, it was crossover games to finish the year. Unfortunately for spectators looking for a contest, the round results, except for one, saw the gulf between the competitions exposed. Despite most games being fizzers, Healesville and Coldstream played out an absolute thriller. Healesville batted first and were immediately put under the blow torch as Daniel Whelan captured the wicket of Brenton Damrow in the first over of the day. Led by Scott Hamer (36), the Bloods top order fought hard against some good bowling from the Crocs. Needing a significant partnership, the visitors couldn’t find a pair to really put Coldstream to the sword. Nathan Taylor (2/24) collected a couple of middle order wickets to put the Bloods on the brink of collapse at 5/93. Liam Daly (37no) is starting to show his immense talent with the bat, and he was able to guide the Healesville tail to the end of their allotted overs and ensure their total would grow to a defendable 9/168. The Coldstream bowlers toiled well as a
unit led by Taylor and Leam Doughty (2/48). Two early strikes from Ash Hamer (4/36) got the ball rolling for the Bloods and kept the Crocs in check early. Paul Harris and Stephen Phillips (75no) combined for a match-defining partnership. The battle between bat and ball was immense. Coldstream were keeping wickets intact with controlled batting, while Healesville were ensuring the run rate was in check. The loss of Harris opened the door for the visitors, and they pounced as the Crocs made a desperate dash for victory. Doughty provided another useful partnership with Phillips, and the pair looked to have their team on track. Doughty’s wicket to the hand of Dermott Fry provided another twist to the chase as three more wickets fell quickly, and Coldstream found themselves tripping on their own shoelaces with the finish line in sight. One constant remained, Stephen Phillips. The Crocs star kept his cool while others around him lost theirs, and with the their allotted overs nearly exhausted, he managed to hit the winning runs with just four balls to spare. Reigning premiers Warburton-Millgrove completed a comprehensive victory against Hoddles Creek. The Burras opened up the clash with the bat, and although their batsmen struggled to kick onto a significant total, a series of useful partnerships and a brisk scoring rate saw the score quickly accumulate. Contributions from Adam Humphrey (36), David Lever (32), Jake Neale (32no) and Ben Lever (29) ensured the total would build to a more than useful 7/227 when their innings was closed. David Rowe (3/14) was the Wombats best bowler with a tidy spell of bowling. Hoddles Creek have proven they will put up a fight, but this total proved beyond their skill
level against the competition’s best. The Wombats found the going tough from the outset with young emerging fast bowler Jamie Nelson (5/20) ripping into the top order. Despite fighting on, the visitors could only manage 9/128 to hand Warburton-Millgrove a 99- run victory, and ensured their season is building nicely. Seville will enjoy their Christmas fair after putting aside a disappointing start to the season with an impressive victory against local rivals Wandin. Wandin opened the contest with the bat and just found the going too tough. The tale of their innings would be spelt out with no individual contributing more than 17 runs. Matt Hadlum (4/14) and Mark Sandfort (3/28) are beginning to build a formidable new ball partnership, and they had the Blues on the front foot from the outset. The openers work was closed off by a useful spell of bowling from Daniel Gale (3/42), and the Bulldogs finished with a disappointing 105. Despite the low total, the contest was still open as the Blues have had their trials with the bat this season. Three quick wickets to Ethan Alderman (3/25) after a solid start kept things interesting, but this was where the challenge was quickly nipped in the bud. Jake McInnes (47no) was joined by Toby Spargo (35no), and the pair combined to lead their team to a comfortable seven-wicket victory with a matchwinning partnership. Yarra Glen proved too strong for Launching Place as their guns flexed their muscles. The Riverpigs batted first and found themselves in an early spot of bother losing two early wickets. This would be the end of the home side’s advances as they were put to the sword by commanding performances from the experienced pairing of Andy Cowan and Brendan Ricci. pressive display of batting. A classy partnership blossomed, and with measured stroke play they extended the score out to a formidable 2/286. Sensing the total was too great, Launching Place set themselves to offer a challenge to the Yarra Glen attack whether they got to the total or not. Andy Vandervlught led his team from the front with a fighting innings of 69, and his team responded batting out the allotted overs for the loss of just five wickets. The gulf between the sides remained, and despite the fight from Launch, the final margin in the contest was 125 runs. Yarra Glen can now start looking at a tilt at Strachan Shield finals, something the Riverpigs have not tasted in well over a decade. Yarra Junction bounced back from the close loss to Mount Evelyn last round with another comprehensive victory, this time at the expense of a hapless Gruyere. Yarra Junction’s season has been built around strong bowling performances, and this again shone through as they bowled first in the match. Nick Bark (4/23) is one of the competition’s best new ball bowlers, and his skill with the new rock proved too difficult for the Scorpions. Andrew Blain (40) stood firm against the Eagles to give his side some chance of posting a competitive total, but that was snuffed out by Terry Ottrey (3/18) and the innings slipped away for a disappointing 89. Yarra Junction’s improvement, and possibly their premiership aspirations, rest on the improving season from English import Andy Wear. Most cogs are in place for the Eagles machine, and a top order bat to build and innings around could prove quite beneficial. Wear (58no) peeled off his second half century in succession, and he would be well pleased on the direction his season is heading.

In this dust we must trust Council’s dust suppressant program and December unsealed road grading programs are continuing, thanks to favourable weather conditions following severe rainfall earlier this month. More than 150mm of rain fell in areas across the Yarra Ranges from Friday 1 to Sunday 3 December, resulting in minor flooding in areas such as Healesville, Upwey and Mount Evelyn. There was further rainfall on Thursday 7 December, where more than 50mm of rain fell in areas across the Yarra Ranges. The dust suppressant and unsealed road
grading programs were delayed due to the weather, as the severe rainfall may have reduced the effect of the works. Yarra Ranges Council Mayor, Len Cox, said that forecast warm weather in the coming week meant the program could continue. “Due to the delays not all works programmed for December will be completed, but every effort will be made to get as many of these roads as possible completed before Christmas,” Cr Cox said. “We thank residents for their patience around these programs.”
