As a journalist I'm a bit of a fan of Barnaby Joyce. He's unlike most politicians, in that when he speaks to the media it's unscripted and off-the-cuff and part of his charm is that you never know what's going to come out of his mouth next. He's a media minder's worst nightmare and I mean that without a touch of irony. He's also human - like the rest of us - down to earth and a bit rough around the edges, and that's why a lot of people in regional Australia like him. Apart from an as-yet unproven accusation of sexual harassment I've been exercising my mind in recent days over just what it is he did wrong to warrant resigning as Deputy PM and Nationals leader. Unless it is clear a politician has misused public funds - not proven in this case - I tend to agree that their private life should be their own business. There is far too much judgement in our society as it is, often handed down by those whose own private lives are hardly in better shape. In any case, my prediction is that Barnaby will be back before the next federal election. In the long-term he's too much of an electoral asset for the Coalition, and they know it. ● - Jeremy Sollars

THIS WEEK WE’RE TALKING ABOUT…

SALEYARDS COMMITTEE KEEPS MUM A final decision on the potential leasing out of the Warwick Saleyards to a private operator is yet to be made by the Southern Downs Regional Council. The council's Saleyards Advisory Committee met for the first time this year last Friday 23 February, with a council spokeswoman confirming the leasing-out option was discussed but would not go into details. She told the Free Times the Committee discussed "a number of items, one of which was an update on the tendering process for the Warwick Saleyards". "No lease has been granted as of yet as the process is still ongoing," the spokeswoman said. It is believed the Committee discussed the 'preferred tenderer' chosen by the council to potentially lease the facility,

understood to be Regional Livestock Exchanges (RLX), which operates the Tamworth and Inverell Saleyards and others in Queensland and New South Wales. As reported previously in the Free Times local livestock agents attended a meeting with council officers and representatives of the council's preferred tenderer just before Christmas. The council announced in September last year it had selected a preferred tenderer following a call for expressions of interest earlier in 2017, but would not disclose their identity, and RLX has not returned calls to the Free Times. Councillors will make the final decision on the lease plan, but Mayor Tracy Dobie has said they will await a recommendation from the Advisory Committee, which is made up of local industry representatives and council officers. ●

LEADERSHIP BID WAS SIMPLY 'TOO SOON': LITTLEPROUD

COUNCIL, STATE WANT MORE INFO ON SOLAR FARM PLAN

BY JEREMY SOLLARS

BY JEREMY SOLLARS

Maranoa MP David Littleproud said suggestions from Nationals colleagues that he stand for the party leadership in the wake of Barnaby Joyce's resignation last week were "humbling", but that it would have been "too soon". Mr Littleproud had been tipped as a wild card entrant in the leadership race before a Nationals party room meeting early last Monday morning, where NSW MP Michael McCormack was chosen as leader, becoming Deputy Prime Minister. Mr McCormack instead faced a challenge from maverick North Queensland Nationals MP George Christensen, who he easily defeated. Mr McCormack, who was Minister for Veterans' Affairs, has taken over the Infrastructure and Transport portfolio held by Mr Joyce, who now moves to the backbench simply as the MP for New England. Mr Littleproud is understood to have tested the numbers in the Nationals party room last weekend but came up short in the end. "It was the culmination of that, and the fact it would've been too soon," he said this week of his decision not to challenge Mr McCormack. "I was humbled that some of my colleagues were prepared to offer me that

Public submissions on a proposed new solar farm for Warwick won't be opening anytime soon, with the applicant having been asked for more information on the plan by both the Southern Downs Regional Council and the State Government. As reported last week Terrain Solar has applied to the council to develop a 70 megawatt solar farm on a 154 hectare site at Sladevale, at the corner of Jensen and Gleeson Roads. Locals, including residents of nearby Mount Tabor, are up in arms over the proposal, citing concerns over impacts on views and high-quality agricultural land. A separate solar farm nearby on land next to the Caltex Roadhouse and fronting the highway and Ogilvie Road, proposed by Zero Energy Developments, won council approval early last year and the company says it expects to start work mid-2018. With regard to the Terrain Solar plan a council spokeswoman this week said the council "can't advise the date the development application (DA) will be available to the public yet as the applicant has been asked for further information". "The State has also asked the applicant for further information," she said.

"The applicant needs to respond to both of those requests before the DA goes on public display." In other local renewable energy news Chinese-owned wind farm developer Goldwind has confirmed it has taken over the Rabbit Ridge Wind Farm proposal near Dalveen originally touted by Brisbane businessman Tim Lucas, after the project appeared to have stalled. A Goldwind spokeswoman told the Free Times Rabbit Ridge was now their project, but by time of printing this week had not responded to our enquiries about the timeframe for construction of the sixturbine wind farm, or the company's plans to consult the local community. Mr Lucas has said he retains ownership of the land. ●

level of support, I was quite amazed really. "But Michael will unify the party and build on the legacy of Barnaby Joyce." Mr Littleproud is a close political and personal ally of Mr Joyce, who it is understood backed the 41 year old Maranoa MP - who has served just 19 months in federal parliament - to join the cabinet as Minister for Agriculture and Water Resources in a cabinet reshuffle shortly before Christmas. Mr Littleproud would not comment on suggestions Mr Joyce could return as Nationals leader closer to the next election, saying the leadership was "the gift of the party room" and that Mr McCormack has his full support. ●

an eye on each other's property." Sen Const Naoum said even when vehicles are inside a property - let alone parked outside on the street - they should still be locked. "Even if your vehicle is garaged or secured in a shed you can't leave it unlocked," he said. "Offenders can still gain access to those places if they themselves aren't properly secured." Some local thieves are bold and opportunistic enough to enter homes during the hours of darkness when the occupants are asleep, and sometimes even during the day when folk are at home. One local resident - whose street has seen a number of break-ins in recent months,

including her own home - said there was no room for complacency when it comes to home security. Thieves recently forced entry to the rear of her home during the night when she and her husband were sound asleep. "We woke up in the morning and found the back screen door had been pinned back," she said. "Then we discovered my husband's ute was gone - he is a tradesman and carries $2000 worth of tools around in it. "We were very lucky - he went for a drive that morning in my car and found the ute two blocks away. "They'd only taken a gun scope he had left on the dash, we think maybe they just took it for a joyride, or maybe to do another break-in somewhere.

hile Warwick and Stanthorpe are known for our generally low crime rates, the opportunistic are always moving among us looking for an easy target. We hear a lot these days about 'cyber crime' and online scams and while the online world is full of pitfalls for the unwary, basic home security is something many of us neglect at times. We at the Free Times decided it might be time for a general reminder to "lock it or lose it" - and it might also be a good way to get to know those new neighbours over the back fence. The Warwick and Stanthorpe Police

often express their frustration with locals making it way too easy for people to steal valuables from their residences, particularly when it comes to vehicles. Maybe we country folk are too trusting - or just too casual about security - but the police say they have been staggered in the past by the number of times keys have been left in ignitions around here, for one. Senior Constables Gavin McLucas and Greg Naoum of the Warwick Police warn against encouraging "sneak offences", as they're termed. "The days of the quiet country town where you can leave everything wide open are gone, unfortunately," Sen Const McLucas said. "You need to speak to your neighbours, inform them if you're going away and keep

Guard against "sneak offences", police warn. "We were just fortunate to get the ute back, and all they took from the house was a packet of smokes - and the ute keys of course. "We've lived in our area for six years and never had any problems until now - we now close the gates of a night and let the dogs off. "It does put you on edge, we find we're now checking out every little noise through the night. "One of our neighbours surprised a couple of thieves in their house a few months ago and they took off. "We look out for our neighbours - we have a kind of local neighbourhood watch going. "We just want to spread that message and remind people how important it is to be vigilant." And it's not just valuable goods that can be the target - our four-legged companions can also be attractive to the opportunistic. A Warwick woman reported on Facebook this week that she noticed her dog was missing from her yard on Monday morning while she was dropping her kids to school. She said she later saw a heavily-tattooed woman walking around the streets with what appeared to be her dog. Pulling over, she confronted the woman and established it was definitely her beloved pooch - and was brazenly asked by the apparent thief if she had "proof " of ownership. The dog's owner suggested - perhaps unwisely - the woman get in the car and come to her home to see her registration papers. The woman agreed but a short time later changed her mind and fled from the car with the dog, which she later dumped at a local animal rescue shelter from where the

Police are often surprised at how many people leave keys in their vehicle.

owner was fortunately able to retrieve it. "Eventually when she has realised that I could recognise her she has pretended she 'found' the dog and turned her in," the owner said. "Makes me scared to think what could have happened to my beautiful dog if I hadn't just randomly noticed this woman walking her up the road." Police tips for better security Senior Constable Kirsty Moore is the Warwick Police Station's Crime Prevention Officer. Here she offers some simple but valuable advice when it comes to securing your property ... House break and enters are one of the most common crimes. In many instances house break-ins are crimes of opportunity with entry gained through an open or unlocked door or window. Good home security is as simple as the following three basic steps ... 1. Make it as difficult as possible for an offender to gain entry i.e. install and use key operated locks on doors and windows, don't place keys under door mats or in obvious places. 2. Make it as difficult as possible for an offender to exit with your property i.e. use the key-operated locks on doors and windows, make sure alarms are functioning. 3. Make it as difficult as possible for an offender to want to steal your property i.e. engrave all items of value. Property owners can greatly reduce the risk of becoming a victim of a burglary by implementing measures to improve the security of their home. These measures can be simple and don't necessarily need to cost a lot of money.

For example ... · Get to know your neighbours. Exchange telephone numbers and keep an eye on each other's homes. Observant neighbours can reduce prowling, loitering and burglary by reporting suspicious people or vehicles to police. · Even when you are at home, be aware of your home security and ensure doors and windows are secured, particularly in areas that are unoccupied. · Before you hire a professional house cleaner or gardener, check all references thoroughly. · Secure your home when you leave by locking all doors and windows. Many burglars simply enter through an unlocked door or window. Remove keys from internal doors and windows when you are not at home. · If you have a faulty alarm that frequently goes off, get it fixed immediately and tell your neighbours that it's been repaired. Many people ignore an alarm that goes off regularly. · Ask for credentials from all salespersons who request entry to your home. If you're doubtful, check with the person's office before letting him or her in. · Give your home the "lived in" look when you're out by leaving a light on and the radio playing. Timing devices are effective for this. When you are not at home, adjust

the ringing volume down on your telephone so it is not obvious the home is unoccupied. · Keep cash, keys and valuables out of sight and out of easy reach. · Don't leave notes on the door as they suggest that no one is home. · Don't leave a house key under the door mat or a pot plant, in the letterbox or in other obvious places. · Ensure you house/unit number is clearly visible so it can be located quickly in an emergency. · Mark valuable property using the Property Identification System learn more at www.police.qld.gov. au/programs · Know which doors and windows you can use as an exit in an emergency so you can leave quickly and safely. · In an emergency always ring triple zero (000). Use the speed dial of your telephone to record other important numbers. · If you do hear an intruder in the home, don't risk injury. Dial triple zero (000) at the earliest opportunity, leave the house immediately and go to a neighbour or somewhere safe to contact and wait for police. If you come home and find your home broken into, report it to police and do not touch anything. Forensic evidence can easily be destroyed and it is important for police to see your home exactly as it was left to obtain evidence.

significant discharges in August and October last year. It is unknown how many releases may have occurred since last October. The documents show that a faulty valve at the Stanthorpe Sewage Treatment Plant (STP) was to blame for many of the releases, with plant staff having advised supervisors they had sourced and priced a replacement but no action was taken. An internal note via email dated

Friday 15 July 2016 reads "The cause of the overflow appears to be the valve supplying the pit. This has caused similar problems previously, and we have asked that this be replaced on numerous occasions and have sourced/priced an alternative knifegate valve that would alleviate the problem. The details of the valve and pricing have been forwarded through previously. To date a decision has not been received." It is understood the valve was finally

replaced just before Christmas last year. Staff were also forced to install screens at the Stanthorpe STP to prevent lizards, turtles and foreign matter such as tree branches and sticks from fouling up the system. Another issue is the infiltration of stormwater into the sewerage system from illegal stormwater connections at residences across Stanthorpe, which the council is understood to have been aware of for some time but only acted on last year when smoke testing was carried out to identify the illegal connections. It is unclear what action has been taken to date against those property owners. In official responses to the State Government's Department of Environment and Heritage Protection (EHP) council management lays blame for at least one discharge - quantity recorded as "unknown" on communication failures by STP operators. In relation to a discharge which occurred on 14 March last year the council told the department there were "a number of failures to follow on-call procedures by the primary and secondary on-call staff and the fault at the plant was not attended until 21.50....the failure of on-call personnel has been referred to SDRC's HR department for further action". The Southern Downs Regional Council could be facing a maximum Queensland Government fine of close to $4 million as a result of accidental sewage discharges into Stanthorpe's Quart Pot Creek. Documents obtained by the Free Times under Right To Information (RTI) detail numerous incidents over the past two years of large-scale sewage overflows into Stanthorpe's main waterway, with the council appearing to blame at least some of them on communication errors by staff members. But the documents also indicate equipment failures at the Stanthorpe sewage treatment plant have been to blame and that staff on the ground had raised issues around faulty components with their supervisors. Discharges from the plant into the creek have included both raw and treated sewage effluent. The material released to the Free Times shows that in the 2016-2017 financial year alone at least 106 megalitres of effluent were illegally discharged into Quart Pot Creek from August 2016 through to April 2017, with at least one discharge each month during that time. The amounts of effluent released in January and February of last year are listed as "unknown", so the true total amount is likely to be higher. There were also at least two

But other internal emails and file notes show plant operating staff had asked supervisors to ensure automated messaging of alarms sounding at the treatment plant to their phones - if they were not on-site - had not been activated as requested. "We had been carrying out scheduled pump station maintenance this morning, and returned to the plant to find effluent discharging via the recirculation pump well," one email states. "No plant alarms were received to our phones. We have checked the dialler and it is working. Can you please ensure that alarms are diverted to operators during the course of normal working hours so that these situations can be avoided." In January 2017 the council was fined $12,190 for effluent releases between 15 and 18 July 2016. The Free Times has asked the Department of Environment and Heritage Protection numerous times in recent months where enforcement is at relating to illegal discharges after those dates but EHP up to now - including just last week - has continually advised that investigations are "ongoing".

EHP'S FINE WARNING TO THE COUNCIL

WHAT'S THE COUNCIL DOING ABOUT THE PROBLEM? The council for its part has told the State Government the solution is to increase the amount of recycled effluent released from the Stanthorpe plant to local irrigators. At least officially, the council says this is the reason it ripped up existing recycled effluent supply contracts with seven local farmers at the start of this year and has issued expressions of interest for new users. But the council's plan may backfire badly - and cost ratepayers a packet in legal fees, along with any EHP fine - with the irrigators understood to be on the verge of taking formal court action over

their contracts, which had been due to run until 2019. The irrigators, through Stanthorpe's Catanzaro Solicitors, may seek a court injunction if the council awards new tenders to other users. A public notice published in local media by Catanzaro Solicitors shortly before Christmas stated that should "any third party" outside of the irrigators seek to enter into a contract with the council for the recycled water they could become embroiled in future legal action over the original contracts. The notice also stated that in such an event the irrigators will "take such steps as may be necessary to enforce their rights". Expressions of interest (EOIs) for the Stanthorpe Recycled Water Scheme closed on Monday 9 October last year, with a council spokeswoman saying at the time that the council had "received a number of applicants". The 'open tender process' is the next stage following submission of EOIs. The council has not revealed which party or parties that submitted EOIs have been invited to move to the open tender stage.

PLEASE SHOW RESTRAINT The response from the council's Manager of Water and Wastewater Renee Wallace to the August letter from EHP which warned of the massive fine was in part as follows "Significant work on the (irrigator) Agreements has resulted in a resolution

being passed at a very recent council meeting to issue an expression of interest (EOI) for supplying additional recycled water to new irrigators ... "Council is aware of DEHP's regulatory strategy and approach to enforcement but respectfully requests that the department exercises restraint in any enforcement action and is mindful of the consideration of enforcement being in the public interest. Council will continue to address the conditions ... and work hard to maximise land application of the recycled effluent water." The council plans to build a second effluent storage dam at the Stanthorpe STP which it hopes will help prevent future overflows, particularly during high rainfall. It has also called for tenders this month to upgrade electrical systems at the Stanthorpe STP. Volumes of effluent released into Quart Pot Creek in 2016-2017 ... The RTI documents obtained by the Free Times show the department wrote to council CEO David Keenan on 29 August last year in relation to what at that stage were the most recent overflows into Quart Pot Creek.

"I refer to incident notification CR79565, made to the Department of Environment and Heritage Protection (EHP) by Southern Downs Regional Council that treated effluent was discharged from the Stanthorpe Sewage Treatment Plant (STP) to Quart Pot Creek during the period 8 July - 2 August 2017," the correspondence reads. "The notification identified that at least 19,400 cubic metres of treated effluent was discharged from the W1 release point of the STP to the creek ... It is an offence to contravene a condition of an environmental authority under section 430 of the (Environmental Protection) Act. The maximum penalty for a corporation is 31,250 penalty units, totalling $3,942,187.50."

IN BRIEF NO DETAILS ON SIEGE Police last week refused to release details about a seven-hour siege which played out at Karara west of Warwick last Wednesday, 21 February. A man holed up in a residence on Meiklejohn Road who made threats towards police that morning was taken into custody shortly after 5pm on the day. A Queensland Police media spokesman told the Free Times no further details about the incident would be released, as it was "a mental health matter". The spokesman would not comment on reports from neighbours that police were called on the Tuesday night about the man behaving erratically in a vehicle in the area but did not attend the location until Wednesday morning. Police, including a PolAir helicopter crew, cordoned off the property on Wednesday morning after the man made threats to officers and of self-harm, declaring an emergency situation under the Public Safety Preservation Act (PSPA). It is understood the man threw a sword at a Leyburn police officer early on in the incident.

relevant project managers at Hutchinson Builders to raise questions regarding traffic management". "Hutchinson Builders have an existing traffic management plan and are complying with all of the requirements outlined in the plan," the statement said. The Bunnings plan has caused controversy due to concerns over the effect the 4.3 metres of fill over the site will have on future floodwaters, with the land situated in the Condamine River flood plain.

Classes include young judges aged under 12 years, 12 to 15 and 15 to 25.

TRUCK DRIVER SENTENCED A truck driver convicted of striking and killing a cyclist at Inglewood and leaving the scene will be sentenced in the Warwick Courthouse on Monday 28 May. Geoffrey Joseph Sleba, 47, was found guilty in February in the Warwick District Court of causing the death of former veterinarian Dr Martin Pearson on the InglewoodMillmerran Road on Anzac Day 2014. The jury deliberated for about three

hours and concluded Sleba killed Dr Pearson, but was unaware he had done so. He remains in custody.

ARSON CHARGE ADJOURNED A man charged with arson after fire destroyed a Warwick home last October has had his matter again adjourned in the Warwick Magistrates Court. Timothy Guy Clift, 29, appeared in the court on Monday of this week charged with one count of arson, along with other unrelated charges including stealing and drug possession. Clift was arrested a short time after fire tore through the residence on the corner of Wood Street and Stewart Avenue, next to Roses Chinese Restaurant, around 9am on Saturday 21 October last year. He is next due to appear in court on Monday 16 April.

CATTLE FRAUD PROBE Detectives from the State Crime Command's Rockhampton Major and Organised Crime Squad (Rural) have charged a man following a "protracted fraud investigation" in relation to the sale of cattle in Queensland. A police media statement issued on Monday, 26 February, says that last year an advertisement (pictured) was placed by a company in a rural newspaper to purchase cattle for processing export meat. "As a result, three cattle properties contacted the company in April, May and June 2017 where they entered into contracts to supply Wagyu and Wagyu cross cattle," the statement said. "It will then be alleged the companies did not receive full payment for the sales agreed upon after supplying the cattle. "Police are encouraging anyone who may have responded to the pictured advertisement to contact police. "A 65-year-old Evans Head (NSW) man has been charged with two counts of fraud in excess of $1.5 million. "He is expected to next appear at the Brisbane Magistrates Court on Monday 7 May." • Got information on this major fraud? The Southern Downs Regional Council says Hutchinson Builders are complying with a traffic management plan for the construction of a new Bunnings in Warwick, at the corner of Condamine and Canning Streets behind KFC. Concerns were raised last week by locals over the lack of traffic controllers around the site, which has been receiving a massive amount of fill to enable construction of the new premises. ORCHARD GROVE IS READY TO BUILD ON "In the past 12 months, Warwick's economy has been stimulated with $100 million in commercial property sales, while numerous other projects are either in the pipeline or under construction, creating jobs and generating increased business activity'. "With rental yields typically above five per cent, Warwick presents as a local worth considering by investors seeking affordability, good cash-flow and prospects for growth'. "Warwick's population in 2016 was 16,000, the Southern Downs Region population was reported at 36,000. "The new Hotspotting report has advised the projected population for the Southern Downs Region by 2036 will rise to 44,000." Mladen Michael Kljaic, project manager

for Orchard Grove Estate in Warwick, is overjoyed to see Warwick named in the top five regional Queensland hotspots. "The estate's initial stage is 42 per cent sold and has become hot property," Michael said. "The final two blocks left are $120,000 and remaining lots ranging from $130,000 to $140,000 should sell quickly. "Orchard Grove's elevated, ready-tobuild on, level blocks enjoy sweeping panoramic views and cooler breezes. "Located in prestigious Rosenthal Heights, just 3.5 km from Warwick's CBD, investment into this boutique estate is a limited opportunity, with 66 lots offering modern family living close to all conveniences. "Brand new four-bedroom houses start from $350,000 and duplex pairs from

Orchard Grove project manager Michael Kljaic. $466,000. "Stages 7B & 7C will be released in 12 months' time with prices rising to match the rising market - with land from $135,000 - $160,000. Contact the sales team at Aus Sales Real Estate on 07 5503 1166 to find out more. ●

WITH Warwick now named in the top five Queensland hotspots, real estate prices look set to rise. Terry Ryder's February 2018 Hotspotting Report, 'Top 5 Queensland Regional Hotspots' advises that "Warwick is attracting new residents because of its affordability and new investment because of a growing economy based on agriculture, manufacturing and tourism'. "Extensive development in the resources and transport sectors on the Darling Downs are driving up house prices in Toowoomba, giving reasons for home buyers to seek a rural lifestyle elsewhere," the report says. "Warwick, about 80km south of Toowoomba, is soaking up any population overflow thanks to its cheaper house prices.

NEWS

A DOUBLE STANDARD ON PESTS? BY JEREMY SOLLARS A local property owner has called on government departments and agencies to do their bit when it comes to weed control on their lands in the Southern Downs region. Dubbo Turner of Wheatvale is disgusted by the amount of tree pear present in the rail corridor adjacent to his family's property just west of Warwick. The Free Times took a tour of the affected area in recent days and saw first-hand the extent of the pest problem, with dozens of plants clearly visible even in a half-kilometre section of the railway line through the area. Mr Turner says there is a double-standard operating, with the Southern Downs Regional Council having introduced its controversial 'Invasive Pest Control Scheme' this financial year, under which private landowners who do not carry out pest weed and animal control can be hit with a heavy financial penalty, in the form of a 'supplementary rates notice'. But it seems that despite the best efforts of many to rid their land of pests - such as Mr Turner - 'neighbours' such as Queensland Rail are allowed to get off scot free. "Don't get me wrong - I don't have a gripe with it (the council scheme)," he said. "It's a great thing that people are being required to clean up their properties. "We've done a lot of work to clean this place up - we've had pear and boxthorn in the past. "But I think government departments like Queensland Rail and Main Roads need to be made to take the same action. "Surely it's not a big job for them.

"Once a year they (Queensland Rail) put a grader through beside the rail line but all it does is just push the pear up against the fence." A Queensland Rail spokeswoman said the rail giant "manages pest plant infestations through a district vegetation management plan and herbicide program, and we are working with Southern Downs Regional Council". "Our South West rail network covers many hundreds of kilometres and we encourage landholders to make direct contact with us or the local council if they have a specific concern relating to pest plants," the spokeswoman told the Free Times. "Now that this specific location has been brought to our attention, we will investigate further and manage the vegetation as necessary."

LATEST ON THE PEST SCHEME ... A council spokeswoman said more than 90 per cent of Control Works forms required by the Invasive Pest Control Scheme have so far been returned to the council. "Out of a total of 5814 Control Works Forms, 576 have not been returned to date," the spokeswoman said. "This represents a return of more than 90 per cent of all Control Works Forms, and council thanks all landowners who have participated in the Invasive Pest Control Scheme." The council has previously said it has its own ‘invasive pests management plan’ in place and has three fulltime officers controlling invasive pests on council roads and other council land. ●

Dubbo Turner says there's a double standard operating when it comes to weeds on State Government lands.

NEW STREET TREES COMING SOON FOR CBD BY JEREMY SOLLARS New street trees should be planted in Grafton Street in the Warwick Central Business District (CBD) within the next few weeks, the Southern Downs Regional Council says. The former London Plane Trees in the vicinity of the Warwick Post Office were removed in September 2016 after they were found to be damaging underground services and causing pedestrian trip hazards. After their removal the council undertook a community survey on replacement trees, eventually deciding to plant four Scarlet Oaks in their place. "During March and April (2017), council sought input from the community to decide on a permanent solution, with two options up for consideration: to replace the former trees with car parks or with a more suitable tree with a less invasive root structure," Mayor Tracy Dobie said at the time. "In addition to reinstatement of the four new trees, it is also intended to install concrete root barriers to avoid any future repercussions of root invasion, and to keep the tree canopies trimmed to limit growth below the gutter level of surrounding buildings," she said. The other replacement species considered were the Ornamental Plum and the Ash. A council spokeswoman told the Free Times this week the new Scarlet Oak trees were delivered to the council at the beginning of December but suffered "heat stress over the January period". "Rather than risking planting the damaged trees, new trees were ordered," freetimes.com.au

TWO FRESH EXHIBITIONS NEWLY OPENED AT GALLERY BY JEREMY SOLLARS Be sure to check out two new exhibitions at the Warwick Art Gallery which opened last weekend. ‘Elements’ is an exhibition in the main gallery space of paintings by Scottish-born, Toowoomba-based artist Charlie Boyle - a series of landscapes of scenes mostly from between Toowoomba and Warwick. Glasgow-born Charlie is a retired senior lecturer in visual arts at the University of Southern Queensland and spoke at last Sunday’s opening about the “meditative” nature of his landscape painting - and the “huge skies” above our region. ‘Elements is on display until Saturday 24 March. Next door in the Gallery is a display of sculptures by the Warwick Potters Association - ‘A Community Clay Collective’, with works created under the tutorship of Janna Pameiger, on display until Saturday 7 April. · The Warwick Art Gallery is open Tuesday to Saturday from 10 am to 4pm. Entry is free. To find out more visit www.warwickartgallery.com.au

LEGEND FAREWELLED Legendary Granite Belt community, business and political figure John Boucher - who died on Monday 19 February aged 72 after a two-year battle with cancer - was farewelled at a funeral service held in Stanthorpe on Monday of this week. The service was held at St Paul’s Anglican Church, of which Mr Boucher was a stalwart, along with scores of other community organisations in the Granite Belt region, including the Stanthorpe Agricultural Society. The funeral service was attended by around 560 people who later attended a wake at the Stanthorpe Showgrounds.

The Southern Downs Regional Council will develop a new Planning Scheme for the region, after a vote at the January general meeting. The planning scheme sets out the rules and requirements for residential, commercial, industrial and rural development across the region. It also articulates the council’s longterm town planning strategy for local communities. No timeframe for the development of the new planning scheme has been set as yet, but when complete it will require approval by the State Government.

PART OF WARWICK’S RICH EARLY HISTORY OF ELEGANCE One of Warwick’s most historic residences is on the market - ‘Hillside’ on Weewondilla Road, overlooking the Rose City. The Free Times recently had a tour of this slice of local heritage which is looking for a new owner to love and maintain. About Hillside ... Hillside was constructed as the Anglican parsonage for Reverend Benjamin Glennie in 1862-4 to designs of prominent Brisbane architect, Benjamin Backhouse. The Reverend Benjamin Glennie held Anglican services in Warwick as the Incumbent of Moreton Bay and the Darling Downs from 1848. The services were held in the old Court House in Alice Street until 1858 when a timber slab church was constructed on the corner of Grafton and Albion Streets. Benjamin Glennie was born in Dulwich, Surrey, England on January 29, 1812, and after his education arrived in Sydney in January 1848 following his three brothers who had arrived in the colony earlier. Glennie was made deacon by Dr W. Tyrrell on March 19, 1848 and appointed to Moreton Bay, where he faced numerous challenges encouraging the growth of the church. Originally he was based in Brisbane, but made extensive tours of the surrounding areas, including Ipswich and the Darling Downs. After his ordination as a priest in 1849 he was transferred to Drayton, on the Darling Downs, where he was responsible for the whole of the Downs. This remained his responsibility until 1860 when the parishes were re-organised and he was then moved to Warwick where he served as the parish priest until 1872. He was an arduous and tireless worker, establishing churches, purchasing land and encouraging congregations. After moving from Warwick, Glennie was appointed to Drayton where he served until 1876, when he returned to the Toowong parish of Brisbane. He had been appointed an archdeacon earlier in 18 SOUTHERN FREE TIMES

his career, but was now able to devote his full time as an examining chaplain and in the training of younger members of the holy orders. Glennie is often considered the pioneer of the Anglican movement

in Queensland, and is particularly fondly remembered on the Darling Downs. The house was not completed to original plans, only the eastern half and central hallway were constructed. Though rooms

were planned to the west of the hallway, as is indicated by the doorways in the hall, this section was never constructed to Backhouse’s designs. It was during his time in Warwick that Glennie built the first purposebuilt parsonage in there, Hillside. His first residence was in McEvoy Street, but when this proved inadequate he had plans prepared for a new parsonage on the outskirts of Warwick overlooking the growing township. The land on which Hillside was later built was purchased by Edward Wyndam Tufnell, the Anglican Bishop of Brisbane on March 28, 1865 for £58.3.1. Plans were prepared for the parsonage in 1862-4 by Brisbane architect, Benjamin Backhouse, who was in partnership at the time with Thomas Taylor. The contractor for the project was William Craig. A newspaper report of August, 1867 suggests that the parsonage had just been completed and that various members of the congregation were presenting Glennie with £120 of drawing-room furniture. Glennie remained in residence at the parsonage until he was relocated to Drayton in 1870, and soon after when James Matthews was the rector at Warwick it was decided that Hillside was too far from the church and another parsonage was planned. Hillside was transferred to the Corporation of the Synod of the Diocese in 1872, and another rectory was constructed in the church close. In 1878 Hillside was leased for a period of seven years to a George Sumner Renwick Dines and then passed from the Anglican Church and changed hands many times, until it was bought by local architect Conrad Cobden Dornbusch on September 19, 1908 for £1150. The large block of land on which Hillside was situated was gradually subdivided and from the original 16 acre lot only one hectare remains around the house. - Qld Heritage Register citation freetimes.com.au

GET YOUR NRL TIPPING HAT ON The 2018 NRL season is bearing down on us light a freight train. With only a week until the opening round of competition the recent trials have kicked up some interesting results. With several new Coaches in situ; a mind spinning number of player transfers and some important changes within several clubs the stage is set for another great season. The Storm came to Suncorp in more than one way last weekend for the Cameron Smith JT testimonial game. Far North Queenslanders were none too happy when they lost their access to Fox Sports due to the torrential rain in the North and had little sympathy for the players experiencing similar conditions in Brisbane. The Cowboys proved to be the mudlarks turning the tables on the premiers who were having their first hit out sans Cooper Cronk. The Broncos were strutting their stuff in PNG and thrilling a rugby league crazy nation. The Charity Shield game in Sydney saw Greg Inglis make his long awaited return from injury. Unlike JT's effort at Suncorp it was more of a cameo appearance but fans were thrilled to see GI running freely as the Bunnies took the Shield home to their hutch and the Dragons looked to be without much puff. The Bulldogs have a new board and some very familiar names have returned to the club to bring the Doggies to heel. Look for a better showing this season. At Parra the Hayne plane is back in the hangar - ho-hum. We will take a closer look at the 2018 season next week. It is time to sharpen those pins in preparation for the tipping season. It's just around the corner the excitement is building. - Casey WARWICK DOMINATE IN DAVIS SHIELD FINAL Warwick continued their dominance over Lockyer in the final of the Davis Shield played art Slade Oval on Sunday. They celebrated a 94 run victory over their rivals claiming the Davis Shield for the first time in nine years. Lockyer bowled first and their performance with the ball and in the field was much better than the previous week. Warwick opening batsmen Andrew Ryan fell for 37 after being caught on the boundary and at the first drinks break Warwick were 1/45 and facing some tight bowling. With the Mitchell Shield game postponed Lachlan Gross was a handy addition to the side scoring 32. Ben Heppell top scored with 41. Tom Bourke chipped in adding 22 and captain Dave Walker finished the innings not out 20. At their previous meeting Lockyer capitulated against the Warwick bowling attack but in the final showed more fight. One again Lockyer had a horror start and at lunch were reeling at 5/25 after only eight overs. By the 20 over mark they had slumped to 7/75 Four overs later with Rob O'Leary staring down a hat track Warwick could smell victory. Only a minor miracle could have saved the visitors. They would be no magical ninth wicket partnership and after a nine year hiatus Warwick lifted the Shield. In a great captains knock Dave Walker freetimes.com.au

Rachael Hendry notched up two wins in two weeks when she took out the the Ladies Apple & Grape Cup event at the Stanthorpe Golf Club on Saturday. She is pictured receiving her trophy from Apple & Grape Harvest Festival representative Trevor Wren. lead the way. Walker finished with four wickets after scoring 20 runs. The win however a great team effort. Spinner Shaun O'Leary also starred with the ball. O'Leary who along with Andrew Ryan were members of the last Warwick side to win the Davis Shield took three wickets off five balls to wrap up the Lockyer tail. Tight bowling from Fergus Connolly kept the batsman under the pump. Connolly conceding only seven runs from a four over spell. Two run outs highlighted the standard of fielding from a determined Warwick side. It was anotehr comprehensive win for the Davis Shield side. They will be hoping to continue this winning form into Falconer Shield final when they play South Burnett later in March. APPLE AND GRAPE CUP HERALDS FESTIVITIES The Stanthorpe Golf Club heralded a week of golf competition and the start of the 2018 Apple and Grape Harvest Festival with the Apple & Grape Cup. The single stroke event played on Saturday was sponsored by the Harvest Festival and the Golf club. The first of a number of events the club is hosting in conjunction with the Festival. Under an ominous sky a strong field of local and visiting players took to the fairways. Despite the heavy clouds the golfing gods were kind and there was no interruption to play. After a steady front nine of 42 Keith Jones was back to the clubhouse in 39. It is rumoured Keith will soon be sporting a new set of sticks. No doubt he will be hoping they work as well as the ones he was using on Saturday. Finishing only one shot off the pace was Jake Mills. Mills (68) was the clubhouse leader for a long time only to see Jones snatch the win. He then had to survive a count back for the runners up spot when Bill Pyne returned nett 68. Pyne eventually settling for the run down. In the Ladies event Rachael Hendry continued her good recent form putting together backs to back weekend wins. Hendry also played a steady front nine but a better second nine helped her secure a win over runner up Kay Webb (75). Hendry claimed the only Ladies Pin with the best approach at 17. Pin shots were shared by Graham Tonkin (3), Club President Stephen Kay (12) and Tenterfield visitor Ken Hines (17). Hines also snavelled the Pro Pin at 9/18 and the Birdies nest at 18. Other pro pins went the way of Mark Hendry (1/10) and Rob Reeves (5/14). In the run down, those with scores of

nett 72 or better collected a ball. With the A & G festival in full swing this weekend there will be no weekend competition but organisers of the today's (Thursday)Two Ball Ambrose sponsored by Crisps Coaches will be hoping for clear skies. Tee off is 9.00am with registration by 8.30am. It is likely that late arrivals will be sent to the third or fourth tee. With the time sheet filling fast early in the week players are reminded that their assistance in making the starter's task a simple one will be greatly appreciated. The club's next competition event will be the March monthly medal and putting competition sponsored by Maddies' Gift Gallery on March 10. MARYVALE PUT MINOR PREMIERSHIP TO BED Maryvale Condamine wrapped up the Warwick Cricket Association Minor Premiership last weekend with a win over the Redbacks. Maryvale have been in great form all season and are worthy Minor Premiers having navigated the entire season undefeated. They were at their best against Redbacks setting their opponent a run chase of 257. The Maryvale batsmen continued their dominance of the ball with Andrew Ryan (99) top scoring, Michael Bourke continues to see the ball well and scored 75. Andrew Ryan made 99 and Michael Bourke 74 in a Maryvale score of 257. Redbacks were without Coen Slatter but managed 138 in reply. Costello (32)top scored. there was support from James Kurtz (23) and Ben Heppell (22) but Maryvale were too strong and went on to record another comprehensive win. It's finals time this weekend and Maryvale will be hoping to continue their dominance when they take on the second placed Wheatvale in the major semi and book a place in the 2018 final. Redbacks meanwhile play a knock game against Colts. Wheatvale had a comfortable win over Rascals on the synthetic surface at Queens' park last weekend. Wheatvale set Rascals a 165 run chase after some good batting performances. Col O'Brien notched up another half century. There were also some good performances from Carter Bilbrough (36) and Jack Breen (33) Jack Breen also starred with the ball taking three wickets. Chris Cantwell and Riley Doherty each claimed a pair as Rascals were dismissed for 108. Joe Morris was Rascals best and. After taking 3/27 from eight overs he backed up to score 43 with the bat. One of the highlights of the game was the performance of Queensland Country women's representative Carly Cooper behind the stumps. Cooper one catch and had two stumpings. WATERWORTH WINS SPORTERS Nikki Waterworth showed the field a clean set of heels at Sporters on Sunday as she outscored runner up Paul Brynes. Mark Lynam had the Best Gross and also collected the Pro Pin. there were no takers for the Pin Shot. The Rundowns went to Tony Steele and Paul Armstrong. Terry Byrnes and Ray Thorn each collected a meat tray. Due to the Apple & Grape Festival activities this weekend there will be no Sporters on Sunday but tee off the following week will be at the normal time of 7.308.00am.

BRYSON SHINES BRIGHT Sean Bryson is one of the young stars of Warwick cricket and last weekend playing for Allora against Sovereign Animals in the final fixture game of the Condamine Cup season notched up a couple of personal milestones. The teenager posted his first half century and went on to score a 103 bringing up his ton in a unique fashion - scoring five runs. the batsmen ran four off a delivery and a misplaced return saw they scamper through for an overthrow which brought up Bryson's maiden century. It was an outstanding innings which included two sixes and nine fours and saw him progress from 78 to 100 with a four, single, two sixes and a five. Allora were finally dismissed for 244. Nick Morris also notched up a half century and finished with65 runs. In reply Sovereign were dismissed for 150. It was the Ole family who did the damage with the ball. Will claimed the bowling honours finishing with 3/23 from six just nudging out his father Bruce who took 3/30also off six overs. DOUBLE DAY PISTOL POPULAR The double day Pistol competitions hosted by the Inglewood Branch of the Sporting shooters Association are proving to be winners. There was another big turn out on the range last weekend. Winner of the Benchrest Rimfire Hunter Class was Ross Jackson. Filling thee minor placings in this event were Ray Dudgeon and Wal Shepherd who shared second spot with Tom Donald in third spot. Jackson made it a double with a good win in the Benchrest Rimfire International. Once again Ray Dudgeon had to settle for put right second spot ahead with Wal Shepherd finishing third in the event. Monika White showed a liking for the NRA Pistol Action Match Ambidextrous Centrefire. Richard White and Glen Small filling the placings. The NRA Pistol Action Match Unsupported Standard Match Centrefire was almost an all White event. Richard and Monika equal winners ahead of Glen Small and Tom Donald. Ray Dudgeon finally nailed a win in the NRA Action Match Ambidextrous Rimfire ahead of placegetters Kirsten Small and Lynne Shepherd They say Sunday, just isn't Sunday on the range without a Sunday pistol blast. The NRA Pistol Ambidextrous Centrefire went the way of Tom Donaldahead of Rob Mackenzie and Jodi Bynon Stephanie Dudgeon had a win in the Ambidextrous women's match Rimfire. Rochelle Bynon and Rosina Jackson thee place getters. Rob Mackenzie got a win in the Centrefire.
