It’s simply a great school The release of Gonski 2 report has unleashed a large number of reports, commentary and opinions. Critical responses point out that "Gonski fix puts basics at risk" (The Weekend Australian, May 5) with one describing the Gonski report as a "hidden danger" for education. The reality is that staff in great schools are already managing these complexities and defining a balance that works for students. There are three journeys through school that will position a child for success in their adult life. The first is the development of personality and character; the definition of values, moral and ethical frameworks and boundaries. These are the foundations of how we define ourselves as an individual. This journey is heavily defined and influenced by parents, with the school, a positive and supportive influence. The second journey is the traditional academic journey, where a strong knowledge base is developed with a special literacy and numeracy focus. This knowledge-centred learning remains critically important despite the common argument that you can look anything up online. Young people have access to unlimited online information and must use a knowledge base that remains in the early stages of development as a means of discernment and deci-

sion making, separating fact from fiction. They need adult help. The third journey through school is the development of the skills and attitudes commonly called General Capabilities. These cannot be taught, learned, developed, practised or refined in a content free zone. The manner in which these skills are learned and exhibited differs, dependent upon the discipline in which they are practised. Creativity practised in Science is different to that practised in Visual Arts. A strong and solid knowledge base remains an important component of school education. The skills of the third journey are sometimes called the Four C's: critical thinking, creativity, collaboration and communication. They are called people skills or soft skills and the development of strong skills in these areas combined with the attributes from the other two journeys creates a person who thrives in the adult world. Great teachers connect with students, building positive relationships; they explicitly and positively influence and shape students; they model good thinking skills and provoke student thinking. Proud history of service Yarra Hills Secondary College is a multi-campus State Secondary School serving the outer eastern suburbs of Melbourne. Yarra Ranges Special Developmental School's Early Education program provides individualised educational programs for each participant. The program's approach is to address the needs of the child in a fun, play-based environment while providing ongoing support and advice to families. Located at the Yarra Ranges Special Developmental School's Mt Evelyn Campus, the modern Early Education program building is custom built for providing early intervention educational programs. Celebrating students Throughout Education Week, Cire Services celebrates the strengths and achievements of students who participate in government-funded programs. Manager of Education and Training at Cire Services Anna-Louise Allen believes that by focussing on the role of education in providing a pathway to employment, students' chances of employment are much higher. "Whether it is Structured Workplace Learning experience for VET (Vocational Education and Training) in the VCE (Victorian Certificate of Education) and VCAL (Victorian Certificate of Applied Learning) students, a schoolbased new apprenticeship or a work placement as part of an accredited training program; the value of undertaking a placement in the workplace cannot be overstated," Ms Allen said. Cire students Megan and Vicky are graduates from the Certificate III in Individual Support and were recently attending their final class. The Certificate III in Individual Support is the required qualification for working in Aged Care and In Home Care. Ms Allen explained that a trainer visits the students to observe them applying their skills and to conduct a final assessment. "All students have been offered work once they complete their certificate," Ms Allen said. "Two of the graduates are already working in the kitchen within an Aged Care facility, however, once they have obtained their

qualification, they will have the opportunity to move to the role of Personal Care Assistant (PCA) within the facility." Megan and Vicky were both thrilled with their experience with Cire Services. "Nicole is a great trainer and demonstrates what we need to do using the equipment," Megan said. "Then it's our turn so we get to practice with her guidance." Vicky also agreed. "I never thought I would go back to school, but I am glad I did it. I am more confident now; even my spelling has improved," she said. "I feel more confident and I don't want to stop learning. "There is such a shortage of long term accommodation that the transition accommodation is log jammed, and that has an effect back on the crisis accommodation ... the system has stalled," Mr Taylor said. "We also have no long term accommodation in the Yarra Ranges, nothing for youth, nothing for families, nothing ... once they've gone from crisis to transitional there's nowhere else for them to go, we have a real problem that people aren't moving on." A report by Anglicare in April revealed a chronic shortage of affordable rentals across

Australia, with less than 0.01 per cent of rental properties found to be affordable for a single person on Newstart. As part of the report, Anglicare examined all the properties listed for rent on realestate.com. au on a particular day and assessed whether each property was affordable and suitable for 14 types of households on low income. Mr Herlihy said that the aim wasn't to build new houses but use existing granny flats and share houses to fill the gap of long term accommodation, which Mr Taylor said would in turn open space in the transitional housing.

"There would be about 15-20 per cent who would be perfect for longer term accommodation ... it would release the transitional and mean more people could move into transitional housing," Mr Taylor said. "Genuinely there are families out there who would be perfect for this." In the 2016 Census, a map was released which identified homeless people in each suburb of the state and revealed that for the Dandenong Ranges and Yarra Valley 250 were identified as being homeless.

In a bid to address an increase of homelessness in the Yarra Ranges, Mount Evelyn resident, Tim Herlihy, is drawing on his own experience with low-cost accommodation. Guided by the knowledge of Holy Fools chief executive officer, Neal Taylor, Yarra Ranges Councillor, Tim Heenan, and Ian James, the group has agreed there is a clear lack of low cost affordable housing in the region. Mr Herlihy was last year issued a building compliance report, which meant he had to renovate his low-cost accommodation, which he provided in Mount Evelyn. Though, with costs coming to over $100,000, Tim said it was understandable why individuals find it so difficult to offer such housing. Looking at planning, and the legislation surrounding offering low-cost affordable housing, Mr Herlihy said something would have to change. "I got talking to people like Neal Taylor, Tim Heenan, Mark from Anchor, and various experts in the field," Mr Herlihy said. "The picture that's emerged for me very strongly is that there isn't a shortage of dwellings in our rich society, but there is a shortage of compassion and willingness and connection, and I think there is a whole range of ways of providing affordable accommodation for not just homeless people, but also those who are at risk of becoming homeless." Some of those ideas include freeing up restrictions placed on having a number of unrelated individuals in the one house. "I think there are many opportunities, such as you can have up to four unrelated people under a single lease with a head tenant and cotenant ... that's in fact the situation I found myself in, rather than have the dwelling reclassified at hundreds of thousands dollars of expense," he said. "It's addressing existing housing and not saying we have to go and build a bunch of newer affordable housing, but utilising what's already there. "I think there's a lot of potential to finetune the legislation and a number of different avenues to free up what is already existing." Mr Taylor, echoed Mr Herlihy's sentiments. He said the three tiers of accommodation - crisis accommodation, transition accommodation and long term accommodation - were log jammed.

Recognition needed By Derek Schlennstedt Think back to the renowned battles of the Vietnam War ... Long Tan, The Tet Offensive, Khe Sanh. Though, each is held in high-esteem and remembrance, Australia's largest battle in Vietnam is one that many haven't heard of, and it's known as the battle of Coral-Balmoral. The Australian War Memorial describes the 26 days of fighting at Coral and Balmoral as Australia's "largest, most sustained and arguably most hazardous battle of the Vietnam War, and this year marks the 50th anniversary of the battles, which began on May 13, 1968. Mount Evelyn resident, John Sumner, was part of that battle and at 19 years of age he served with 176 Air Dispatch at the Battle of Coral. And though he spent a number of days, serving and assisting the infantry and artillery, there are no banners or names on plaques to recognise his units participation and devotion to their country. Now on the 50th anniversary, all John is asking for is some recognition for him and those close friends who were in 176 Dispatch. "There was really only one or two Air Dispatchers there at a time over the three days; I would get relieved and then another one came and then I went back, then another one came and so on," Mr Sumner said. "It was three of us Air Dispatchers, we were the only ones, but what we did at Coral on those first three nights, and the amount of rounds and that, that we unpacked, well 176 Air Dispatch have never gotten any recognition for that, never get a mention because there were only three of us there. "We only had one or two at any one time to do a lot of work, it was really a combined effort, not just one ... even though the infantry, artillery and tanks did wonders and they definitely

About 6.40pm on 9 April, Olinda Police responded to a call for a car that had gone down the embankment in Upper Coonara Rd, Olinda. When Olinda Police checked the vehicle, they established the driver had left the scene and the car was identified as a Jeep which had been stolen from Cranbourne and also had false plates attached. The female driver had been seen earlier driving off the road and had been assisted by a local resident after the accident. The vehicle was recovered and towed to Bayswater, though while the tow truck driver was driving down Mountain Highway he noticed he was being followed. As a result, the driver has stopped and been approached by the female driver of the Jeep and two males. He proceeded to call police and all three individuals were arrested and conveyed back to Boronia Police Station and interviewed. The female driver, a 22-year-old from Rowville, was charged with theft of motor car, fraudulent use of license plates, disqualified driving, careless driving, and possession of the drug ice. The female was bailed to the Ringwood Magistrates Court. Police would like to hear from anyone who saw a red Jeep driving erratically on the evening of 9 April in the Kallista area. Winter warning, as fire engulfs home By Derek Schlennstedt As the temperatures drop and the days get shorter, residents in the Yarra Ranges will begin to turn on the heaters and start their fireplaces. Mount Evelyn CFA is reminding residents to take the necessary precautions to mitigate the chances of a house fire. After a house fire in Mount Evelyn on 28 April, Mount Evelyn CFA Captain, Rick Ventrella, said though investigations have not identified the cause of the fire, it still acted as a timely reminder for residents to check their heating systems and clean out the fire place or flue. "This week it will be getting colder, people will start the heater or fire, but the important question is have they done their pre-checks," Captain Ventrella said. "People need to think about whether the Coonara or chimney have been cleaned and cleaned properly, even the ducting heating should be cleaned ... over summer we get a lot of wind and dust stirs up so we get a lot of things inside your ducting which could cause fires.

Theft of motor car and possession of ice

A house fire in Mount Evelyn, on 28 April, completely enveloped the two storey house and has the CFA reminding residents to check their heaters and fire places. "The bars on heaters, and drying clothes to close to them can cause fires ... it's just about being a little mindful and careful." The house fire that occurred on Marcus Street in Mount Evelyn was sadly a sign of things to come, according Mr Ventrella, who said that over winter there was usually a spike in house fires. "We will probably go to a chimney fire at

some stage this year, as we average one or two over the winter," he said. House fires aren't the only call-outs that see an increase over winter, with car accidents also making up a large percentage of the jobs they attend. Mr Ventrella said that while it was important for residents to prepare their heaters and fire places for winter, so, too, was it important for residents to make sure their cars were roadworthy. "As we come into the winter months we talk about all the precautions we take with our heaters and blankets, but it's also a timely reminder that as winter approaches and weather conditions change, so too do the road conditions change," he said. "Check your tires, and drive to the conditions ... we've had a very dry summer and April so the roads will get slippery quite quickly. "Drive within your means and within the conditions of the road because when the rain comes the roads will get very slippery."

After a car crash in Sassafras, Olinda Police Sergeant, Andrew Herdman, is urging drivers to slow down and drive to the conditions. On 5 April, Olinda police responded to a car which had gone off the road on Mt Dandenong Tourist Road. A 19-year-old female from Mooroolbark was travelling south on Mount Dandenong Tourist Road towards Sassafras with a male friend. The driver has lost control around a lefthand bend opposite the Rostrevor house and skidded over an embankment opposite the primary school. The female driver was still in the vehicle when emergency services arrived and was assisted by CFA members and checked by the ambulance, but was uninjured. The vehicle was lifted back onto the road and towed away. Sgt Andrew Herdman at Olinda Police station said the incident was a reminder for drivers to "take extra care with the onset of winter, and to always drive to the conditions".

Theft from vehicles From 17 April, there have been 15 reports of thefts from vehicles in residential streets of Mooroolbark and Kilsyth. Streets being targeted include; Balmoral, Idinia, Alpine Way, MacDonnell, Rachael, Levendale, Cherylnne, Amber, Walnut, Penalga, Levendale, Zina, Longfellow and Donne. The thefts are happening overnight and the majority of vehicles have been left unlocked and left with valuables in them. Police are increasing patrols in these areas but remind residents to remember to lock up their vehicles and remove valuables.

There was funding for the Belgrave Train Station Car Park and for Stage 2 of the Olinda Precinct upgrade but particularly close to my heart was the biggest boost in school funding in our community’s history. There was $50 million across the Yarra Ranges to upgrade six secondary schools. This is an unprecedented investment in our community. Creek probe ‘needed’ Member for Eastern Metropolitan Region, Samantha Dunn is calling on the Environmental Protection Agency to assist in a citizen-lead investigation into the Dandenong Creek. The creek, which has its headwaters near Olinda within the Dandenong Ranges National Park, feeds into wetlands and supports numerous aquatic and avian species. Ms Dunn said First Friends of Dandenong Creek have become so concerned about ongoing pollution events they are using people power to trace the source. “Six of these events have been identified so far this year and they’re increasing in frequency,” she said. “It’s infuriating that the citizens of Bayswater and surrounds are left to investigate illegal dumping of chemicals, when we have a government agency whose main purpose is to do exactly this.”

Bank says thanks to graffiti police By Derek Schlennstedt The Upwey Community Bank branch has spoken out after a wave of graffiti on buildings in the Upwey-Tecoma and Belgrave area over the Easter weekend. During the Easter weekend, 200 tags were removed from around these towns. John Waters, Chairman of the Dandenong Ranges Community Bank Group, has thanked Belgrave Police in allegedly identifying the responsible people. "We would like to thank Belgrave Police for their efforts in finding those responsible," Mr Waters said. "It is only when people are held accountable for their actions that they can then realise the impact they have had. "It is hoped that the more people apprehended for wilful public defacement and charged for these offences, the less this will be an issue in our society." That issue is recurrent in Upwey. The Upwey Community Bank supports a local, husband and wife duo, who come each weekend to remove graffiti from the township. Mr Waters said it was extremely disappointing to find the amount of graffiti around the Upwey township after the Easter weekend. He said it costs business and the community to remove it. "We sponsor a graffiti clean-up car; we pay for that and a husband and wife do it every weekend," Mr Waters said. "They come through every week and do a fantastic job ... they cleaned up most of the

Children receiving the flu vaccine for the first time require two doses, with at least one month in between. Parents of young children aged between six months and less than five years are being encouraged to take advantage of the program, which is on offer through Knox City Council Immunisation Services. "Last year's flu season was particularly severe and, in partnership with the State Government, we're expanding our immunisation program to provide our community, including our newest and most vulnerable citizens, with access to the latest flu vaccine," Mayor John Mortimore said. LETTERS Billy juggernaut tough to stop Recently, I attended a public consultation session regarding the proposed Puffing Billy Discovery Centre at Emerald Lake Park. I came away feeling that the Puffing Bill Society have won, again! Cardinia Shire proposes to "donate" the car park on the eastern side of the park near the Lakeside Station to this development. The 60 car parking spaces, two motor bike spaces and a long bus parking bay will be reduced to five in this area, presumably for use by Puffing Billy staff. New parking areas will be developed well up into the bush on the terraced areas where the caravan park used to be many years ago - a fair walk for older visitors down a steep hill. The proposed centre is a very long zig-zag structure across the whole of the area and taking in the only shelter on that side of the railway line. It will incorporate a train viewing area (with only one or two trains a day past this point to

Roads mission By Derek Schlennstedt The Cockatoo 21st Century Roads Action Group (CRAG21) has taken on the task of addressing what they say is 49.3kms of unsealed roads in and around the township Cockatoo. They have called on Cardinia Shire to address this problem, stating that it has been 12 years since an unsealed road in Cockatoo was constructed and sealed. Due to the ongoing issues, a group of concerned residents have formed the Cockatoo 21st Century Roads Action Group known as CRAG21. "The residents of Cockatoo have for too

long endured the poor conditions of unsealed roads, inadequate or non-existent drainage and few footpaths," spokesperson Colin Wales said. In 2016, a council-sponsored impact study showed that roads were the top concern for local residents. A recent survey of Cockatoo locals conducted by CRAG21 indicated that 89 per cent of the respondents were dissatisfied with the condition of the town's unsealed roads. CRAG21 believes a plan to construct priority roads in Cockatoo is urgently needed. "The Cardinia Shire Council is unable to fund the basic infrastructure required; there-

fore, we believe it is time for the council to seek state government assistance to address the situation," Mr Wales said. "Dust and badly maintained roads are a powerful deterrent to many residents, who wish to walk, cycle and play in their local neighbourhood. "Vehicle damage and undue tyre wear are other aspects of the undesirable and unsustainable situation." The group is holding a public meeting at 7.15pm on Tuesday 15 May at the Allan Bailey Hall (Scout Hall) in Cockatoo, where attendees will be able to vote for options relating to road improvements.

Net gain for platypus By Derek Schlennstedt Australia's most unusual mammal, the platypus has received protection from killer opera house nets, which ensnare large numbers of platypus each year. The Andrews Labor Government announced that from 1 July 2019, opera house nets will be banned in all public and private waters throughout Victoria, with reforms that will benefit native animals that live in and around waterways including platypus and turtles. Minister for Agriculture Jaala Pulford said opera house nets in Victoria will be phased out with new open top lift nets now more readily available to replace them. "Opera house nets have been placing our platypus populations at risk and so it's time for us to embrace different fishing gear that will catch just as many yabbies without impacting our precious wildlife," Ms Pulford said.

Up until now, many fishers purchased opera house nets to target yabbies unaware they couldn't be used in public waters in Victoria. The nets trap and prevent air breathing animals, like platypus, from escaping. In January a platypus drowned after it became trapped in an opera house net in the Wandin-Yallock Creek and was found by a local boy near the Seville Recreation Reserve. The change to open top lift nets can be used in both public and private waters and are proven to be effective yabby catchers. As part of the changes, a one-for-one tradein is planned, whereby fishers can trade in their old opera house nets for free 'wildlife friendly' open top lift nets. Trials have indicated that wildlife friendly gear such as open top lift nets and hoop nets can actually catch more yabbies than opera

house nets when fished actively. The Victorian Fisheries Authority will work with the fishing tackle sector, anglers and environmental groups on an awareness campaign around 'wildlife friendly' yabby gear leading up to 1 July next year. It is currently illegal to use opera house nets in, on or near Victorian public waters, and DELWP is working with several authorities to extend this ban to all waterways in Victoria. Under the Wildlife Act 1975 there are various penalties associated with taking or being in possession of protected wildlife or using prohibited equipment which is up to a maximum of $38,0562, and/or 24 months imprisonment. Monbulk MP James Merlino has confirmed new facilities will be built at the Olinda Precinct as part of a major $2.95 million upgrade to the former Olinda Golf Course. Included in the Victorian Budget 2018-19, the funds secure the next stage of the Olinda Precinct, so it can continue to be transformed into public parkland. This will further progress the 34ha of community parkland including: lighting for the sports oval, walking trails, picnic facilities and upgraded entry and car parking. Mr Merlino said the project is a once-in-ageneration opportunity. "This transformation of the former golf course will deliver benefits for both active and passive recreation, right across the 34 hectares of parkland. It is truly exciting," he said. "The Olinda Ferny Creek Football Netball Club have been crying out for an additional netball court and lights on the new oval, so they can cater for junior demand. "This funding will make a real difference for local netballers, cricketers, footballers and the community, who will be able to better use the facility." As part of the funding, $850,000 will provide an additional netball court, new cricket nets and other upgrades.

Yarra Ranges' adventurers are doing their bit to fight cancer with teams from Toolangi to Menzies Creek - and places in between - taking part in the 2018 Shitbox Rally. The Rally will see more than 550 participants driving from Brisbane to Darwin from 19 to 25 May to raise money for the Cancer Council With an impressive $1.4 million raised so far, the goal is $1.7 million. Shitbox Rally is a seven-day battle that's equally physical and emotional, with drivers tackling 3800 bone-jarring kilometres across some of Australia's most unforgiving roads ... in cars (aka shitboxes), which must be valued at $1000 or less. Some make it; some don't. Paul Van De Ven and Bradley Van De Ven, 'BradanDad', from Toolangi are back for a second rally in their 2000 AU Falcon Wagon. The pair took to the outback last year in memory of Healesville identity and friend Bryce Crow who died from cancer in 2014 . Under the dubious tag of Bag of Bolts, Mark Montelliti and Alan Braithwaite from Mt Evelyn will be there in their BMW 320, along with Cliff Wheatley and Hugh Williamson, 'Days of Thunder', from Upwey driving a 1994 Holden VR Commodore, Jan Lindhaus and Frank Fisseler 'Doppelbrenner' of Menzies Creek in their 1995 Saab 900S manual, Nath Ellemans and Trent Ellemans 'HotWheels' of Lilydale in a 'ba' Ford Falcon and Kallista team Lloyd Waldron and Michael Bourke 'Tarmac Terrors' in their Nissan. Waltz along to the music It's time to celebrate waltz music from the classical to the modern European era. Dandenong Ranges Orchestra will perform famous waltzes from Tchaikovsky, Shostakovich and Johann Strauss Jr, among others, in Valse. Orchestra music librarian Anne Elizabeth sources the music for the 35 piece orchestra, made up of Yarra Ranges locals with some musicians coming as far as Burwood, Glen Waverley and Croydon. "Valse is the European term for waltz and it's quite a popular and classical European

genre of music," Ms Elizabeth said. "We perform an average of four concerts per year with a Christmas concert each December. "After the retirement of our previous conductor who led the orchestra as a hobby, we needed to find funding to pay a professional conductor to lead the orchestra into the future. "We were successful in being awarded a small grant from Yarra Ranges Council to make this happen." Ms Elizabeth said the concert was dedicated to former actor David Greenaway, a leading

light in the community arts sector, who was instrumental in realising the Emerald Community Theatre rebuild. The performance will take place at 7.30pm on Saturday 19 May at The Gem Community Arts Centre Emerald. Their next concert at Tecoma Uniting Church on 24 August will feature Beethoven's Violin Concerto with a guest soloist who is a music teacher and former orchestra member. Ducks broken for clubs By Cameron Hutchison Round 4 was played in cold damp conditions for footy and netball, with the sun breaking through on some occasions. There were some teams that broke their duck for the season and some upsets along the way. The winners in senior football: Woori Yallock, Warburton-Millgrove, Mount Evelyn, Olinda Ferny Creek, Wandin, Powelltown, Yarra Junction, Yarra Glen and Seville. A Grade netball winners: Wandin, Olinda Ferny Creek, Monbulk, Belgrave, Woori Yallock, Yarra Junction, Yea, Powelltown and Yarra Glen. For those who also have an interest in the reserves footy, the winners were: Woori Yallock, Monbulk, Belgrave, Upwey-Tecoma, Wandin, Kinglake, Thornton Eildon, Yarra Glen and Yea. Division 1 Seniors Football Woori Yallock 14.12.96 d Emerald 7.11.53 Woori Yallock share top spot with Olinda and Wandin but sit second on percentage after defeating Emerald. Woori Yallock put their stamp on the game in the first, kicking 5.2 to 5 behinds. Emerald outscored Woori in the second, kicking 2.3 to 1.3, but the margin at half time was 21 points and was going to be tough to claw back. The third quarter tightened up, Mount Evelyn kicked 3.6 to Belgrave's 2.5, but Mount Evelyn never looked in trouble.
